    This report summarizes the Low-Level Radioactive Waste Forum (LLW Forum) meeting on May 29 through May 31, 1996.The LLW Forum is an association of state and compact representatives, appointed by governors and compact commissions, established to facilitate state and compact implementation of the Low-Level Waste Policy Act of 1980 and the Low-Level Radioactive Waste Policy Amendments Act of 1985 and to promote the objectives of low-level radioactive waste regional compacts. The LLW forum provides an opportunity for state and compact officials to share information with one another and to exchange views with officials of federal agencies and other interested parties.

    The rapid development and integration of the Internet into the mainstream of professional life provides the fuel cell industry with the opportunity to share new ideas with unprecedented capabilities. The U.S. Department of Energy's (DOE's) Morgantown Energy Technology Center (METC) has undertaken the task to maintain a Fuel Cell Forum on the Internet. Here, members can exchange ideas and information pertaining to fuel cell technologies. The purpose of this forum is to promote a better understanding of fuel cell concepts, terminology, processes, and issues relating to commercialization of fuel cell power technology. The Forum was developed by METC to provide those interested with fuel cell conference information for its current concept of exchanging ideas and information pertaining to fuel cells. Last August, the Forum expanded to an on-line and world-wide network. There are 250 members, and membership is growing at a rate of several new subscribers per week. The forum currently provides updated conference information and interactive information exchange. Forum membership is encouraged from utilities, industry, universities, and government. Because of the public nature of the internet, business sensitive, confidential, or proprietary information should not be placed on this system. The Forum is unmoderated; therefore, the views and opinions of authors expressed in the forum do not necessarily state or reflect those of the U.S. government or METC.

    The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    The principal objective of the Forum was to gather individuals intimately involved or concerned with the national status of industry-university relations in order to develop a state-of-the-art consensus on the issues, problems and forms of these relationships. The program and schedule of the Forum are included in Appendix A. The agenda approached the Forum objective by scheduling an initial day of discussions on selected issues (Communication Barriers, Ethical Considerations, Bypassing the System, and Industrial Security and Restraint of Trade). This was followed by a morning session devoted to an examination of existing models representing the major alternative mechanisms currently utilized in formalized university-industry interactions. Each session was initiated by a general review statement presented by an appropriate Topic Leader. The Topic Leaders are listed in Appendix B.

    On March 10, 1995, members of the Laboratory`s Information Architecture (IA) project presented an overview of progress-to-date to Group and Program Leaders and Deputies in the Computing, Information, and Communications (CIC) division. The presentation included progress reports from each of the seven IA teams: desktop, applications, data warehouse, data, infrastructure, financial analysis, metrics, and review. The fundamental purpose was to familiarize the CIC leaders with the IA project and to open a dialog on how CIC and the IA could better work with each other. On April 5, 1995, the IA project held an open forum in the Physics Auditorium that reused many of the viewgraphs from the presentation to CIC leaders.

    The National Information Infrastructure (NII) Education Forum was held on October 6-8, 1993, in Arlington, Virginia. The Forum was sponsored by the Office of Scientific Computing, U.S. Department of Energy (DOE). Its purpose was to discuss technology for K-12 education and what role DOE and its national laboratories could play in developing, disseminating, and using technology for K-12. The Forum brought together over 120 people from across the nation. Participants represented six groups: national laboratories; education research institutions; K-12 teachers and administrators; industry; federal agencies; and other institutions. The Forum consisted of a series of structured presentations from each of these six groups; technology demonstrations; and open, small group discussions. The presentations covered the following: important K-12 education and computing issues, national laboratory capabilities, other federal sector initiatives, and industry perspectives. The demonstration room had over 20 computers networked to the Internet. Workshop participants were shown (1) how to use the Internet to access resources anywhere in the world, (2) state-of-the-art network video teleconferencing technology, (3) multi-media technology, and (4) various other educational software systems.

    Kazunari Domen, Chemical System Engineering Professor at the University of Tokyo, was the second speaker in the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations.     The Software Quality Forum is a triennial conference held by the Software Quality Assurance Subcommittee for the Department of Energy's Quality Managers. The forum centers on key issues, information, and technology important in software development for the Nuclear Weapons Complex. This year it will be opened up to include local information technology companies and software vendors presenting their solutions, ideas, and lessons learned. The Software Quality Forum 2000 will take on a more hands-on, instructional tone than those previously held. There will be an emphasis on providing information, tools, and resources to assist developers in their goal of producing next generation software.

    It is generally accepted that the international security community faces an impending challenge in its changing leadership demographics. The workforce that currently addresses nonproliferation, arms control, and verification is moving toward retirement and there is a perceived need for programs to train a new set of experts for both technical- and policy-related functions to replace the retiring generation. Despite the perceived need, there are also indicators that there are not sufficient jobs for individuals we are currently training. If we had right-sized the training programs, there would not be a shortage of jobs. The extent and scope of the human resource crisis is unclear, and information about training programs and how they meet existing needs is minimal. This paper seeks to achieve two objectives: 1) Clarify the major human resource problem and potential consequences; and 2) Propose how to characterize the requirement with sufficient granularity to enable key stakeholders to link programs aimed at developing the next generations of experts with employment needs. In order to accomplish both these goals, this paper recommends establishing a forum comprised of key stakeholders of this issue (including universities, public and private sectors), and conducting a study of the human resources and resource needs of the global security community. If there is indeed a human resource crisis in the global security field, we cannot address the problem if we are uninformed. The solution may lie in training more (or fewer) young professions to work in this community or it may lie in more effectively using our existing resources and training programs.

Details pertinent to the Team Leader (TL), Team Members (TM) and Review Coordinator (RC) are outlined. An appendix contains sample forms and correspondence which are typically used to initiate and perform the ORR. Although this document was written specifically for use by DOE ORR Team Leaders, its use may also be beneficial to contractor ORR Team Leaders. The handbook is also useful for Team Leaders of Readiness Assessments conducted in accordance with requirements of DOE O 425.1. Lessons learned, which are promulgated with this handbook, will benefit any line manager, particularly those preparing a facility or process for startup or restart.

    The community of New Bedford, Massachusetts, site of one of the world`s worst underwater polychlorinated biphenyls (PCB) dumps, is undergoing a second attempt to choose the method for the first phase of the harbor Superfund site clean-up. The first attempt, which some termed a ``model public participation process,`` ended unfruitfully when the larger community rejected the selected remedy. The authors examine how a new effort -- the ongoing New Bedford Harbor Superfund Forum -- is working to instill in its participants the technical understanding and capability to assist in the selection of a remedy, as well as creating a larger sense of community ownership that will outlive the process. This article briefly reviews the first attempt at public participation and the factors that contributed to its dissolution, and then examines the current forum and the changes that increase the likelihood of the community accepting the forum`s recommendation.

    The Process Control Systems Forum (http://www.pcsforum.org) is an open, collaborative, voluntary forum established by the Department of Homeland Security. The purpose of the Forum is to accelerate the development of technology that will enhance the security, safety, and reliability of process control systems (PCS) and supervisory control and data acquisition (SCADA) systems. It is intended as a venue for technologists from user sectors, vendors, and academia. The Forum is not a standards body. Within the Forum, there is a variety of working groups and interest groups that are focused on specific subject areas. One such Interest Group is addressing how to create a ''safe zone'' for critical information sharing. This Interest Group is concerned with topics such as: trade-offs between maintaining security and sharing best practices; secure mechanisms for sharing of critical information; legal issues associated with sharing information; institutional impediments to sharing best practices and relevant incidents; finding a meaningful manner of exchange for sharing process control security events, incidents, audit logs, etc.; and creating a database of relevant industrial cyber events. The purpose of this white paper is to address liability issues that might arise from sharing of critical information such as recommended ''best practices''. There is a concern that by publishing ''best practices'' or similar information, the Forum or its members might be inadvertently assuming some liability. The following scenarios illustrate the concerns about potential liability.

    The SERI Wind Energy Program manages the areas or innovative research, wind systems analysis, and environmental compatibility for the U.S. Department of Energy. Since 1978, SERI wind program staff have conducted in-house aerodynamic and engineering analyses of novel concepts for wind energy conversion and have managed over 20 subcontracts to determine technical feasibility; the most promising of these concepts is the passive blade cyclic pitch control project. In the area of systems analysis, the SERI program has analyzed the impact of intermittent generation on the reliability of electric utility systems using standard utility planning models. SERI has also conducted methodology assessments. Environmental issues related to television interference and acoustic noise from large wind turbines have been addressed. SERI has identified the causes, effects, and potential control of acoustic noise emissions from large wind turbines.

    The primary purpose of this handbook is to provide guidance to the ISMS verification Team Leader and the verification team in conducting ISMS verifications. The handbook describes methods and approaches for the review of the ISMS documentation (Phase I) and ISMS implementation (Phase II) and provides information useful to the Team Leader in preparing the review plan, selecting and training the team, coordinating the conduct of the verification, and documenting the results. The process and techniques described are based on the results of several pilot ISMS verifications that have been conducted across the DOE complex. A secondary purpose of this handbook is to provide information useful in developing DOE personnel to conduct these reviews. Specifically, this handbook describes methods and approaches to: (1) Develop the scope of the Phase 1 and Phase 2 review processes to be consistent with the history, hazards, and complexity of the site, facility, or activity; (2) Develop procedures for the conduct of the Phase 1 review, validating that the ISMS documentation satisfies the DEAR clause as amplified in DOE Policies 450.4, 450.5, 450.6 and associated guidance and that DOE can effectively execute responsibilities as described in the Functions, Responsibilities, and Authorities Manual (FRAM); (3) Develop procedures for the conduct of the Phase 2 review, validating that the description approved by the Approval Authority, following or concurrent with the Phase 1 review, has been implemented; and (4) Describe a methodology by which the DOE ISMS verification teams will be advised, trained, and/or mentored to conduct subsequent ISMS verifications. The handbook provides proven methods and approaches for verifying that commitments related to the DEAR, the FRAM, and associated amplifying guidance are in place and implemented in nuclear and high risk facilities.     This report gives an account of the activities of the OECD Megascience Forum following its creation in June 1992, in particular the reviews of two areas of megascience: Astronomy and deep drilling (both deep sea and continental). It presents the main policy conclusions reached by the Megascience Forum on these areas. It also give an indication of ongoing and future work. With regard to ongoing and future work, the Forum will review at its next meeting, in July 1993, the area of global change research, and for this purpose an expert meeting was held in late March 1993 in Cambridge, Mass. (USA). Areas to be reviewed later in 1993 include oceanography, and neutron sources and synchrotron radiation sources as multipurpose facilities for the study of condensed matter, as well as for other applications such as element transmutation. The Megascience Forum will also undertake to discuss generic science and technology policy issues related to the development and management of megascience, starting with a discussion, at its next meeting, of national decision-making structure and processes.

    Cardiovirus infections inhibit nucleocytoplasmic trafficking by Leader protein-induced phosphorylation of Phe/Gly-containing nucleoporins (Nups). Recombinant Leader from encephalomyocarditis virus, Theiler's murine encephalomyelitis virus and Saffold virus target the same subset of Nups, including Nup62 and Nup98, but not Nup50. Reporter cell lines with fluorescence mCherry markers for M9, RS and classical SV40 import pathways, as well as the Crm1-mediated export pathway, all responded to transfection with the full panel of Leader proteins, showing consequent cessation of path-specific active import/export. For this to happen, the Nups had to be presented in the context of intact nuclear pores and exposed to cytoplasmic extracts. The Leader phosphorylation cascade was not effective against recombinant Nup proteins. The findings support a model of Leader-dependent Nup phosphorylation with the purpose of disrupting Nup-transportin interactions. - Highlights: • Nup98, but not Nup50 becomes phosphorylated by cardiovirus Leader protein-dependent mechanisms. • At least four independent nucleocytoplasmic trafficking pathways are inhibited by this process. • Nups must be presented in a nuclear pore context for Leader-directed phosphorylation. • Leader, by itself, does not cause activation of cellular kinases.

    The lowering of the drinking water standard (MCL) for arsenic from 50 {micro}g/L to 10 {micro}g/L in January 2006 could lead to significant increases in the cost of water for many rural systems throughout the United States. The Arsenic Water Technology Partnership (AWTP), a collaborative effort of Sandia National Laboratories, the Awwa Research Foundation (AwwaRF) and WERC: A Consortium for Environmental Education and Technology Development, was formed to address this problem by developing and testing novel treatment technologies that could potentially reduce the costs of arsenic treatment. As a member of the AWTP, Sandia National Laboratories evaluated cutting-edge commercial products in three annual Arsenic Treatment Technology Vendors Forums held during the annual New Mexico Environmental Health Conferences (NMEHC) in 2003, 2004 and 2005. The Forums were comprised of two parts. At the first session, open to all conference attendees, commercial developers of innovative treatment technologies gave 15-minute talks that described project histories demonstrating the effectiveness of their products. During the second part, these same technologies were evaluated and ranked in closed sessions by independent technical experts for possible use in pilot-scale field demonstrations being conducted by Sandia National Laboratories. The results of the evaluations including numerical rankings of the products, links to company websites and copies of presentations made by the representatives of the companies are posted on the project website at http://www.sandia.gov/water/arsenic.htm. This report summarizes the contents of the website by providing brief descriptions of the technologies represented at the Forums and the results of the evaluations.

    The goal of the project was to develop and broadcast monthly one-hour teleconferences to support the professional development of engineering faculty. The {open_quotes}Engineering Faculty Forum{close_quotes} was available nationwide over the NTU Satellite Network and was also available from a C-Band Satellite. There was no cost to participate in the live teleconferences for the two year period. The programs were developed in response to a questionnaire sent to engineering faculty members across the United States. Copies of the flyers and a print out of each course participation form has been included as a part of this report.

    During the first six months of this project, Pacific Northwest National Laboratory has provided planning and leadership support for the establishment of the International Forum for Reactor Aging Management (IFRAM). This entailed facilitating the efforts of the Global Steering Committee to prepare the charter, operating guidelines, and other documents for IFRAM. It also included making plans for the Inaugural meeting and facilitating its success. This meeting was held on August 4 5, 2011, in Colorado Springs, Colorado. Representatives from Asia, Europe, and the United States met to share information on reactor aging management and to make plans for the future. Professor Tetsuo Shoji was elected chairperson of the Leadership Council. This kick-off event transformed the dream of an international forum into a reality. On August 4-5, 2011, IFRAM began to achieve its mission. The work completed successfully during this period was built upon important previous efforts. This included the development of a proposal for establishing IFRAM and engaging experts in Asia and Europe. The proposal was presented at Engagement workshops in Seoul, Korea (October 2009) and Petten, The Netherlands (May 2010). Participants in both groups demonstrated strong interest in the establishment of IFRAM. Therefore, the Global Steering Committee was formed to plan and carry out the start-up of IFRAM in 2011. This report builds on the initial activities and documents the results of activities over the last six months.

    The vast amount of social media data that can be gathered from the internet coupled with workflows that utilize both commodity systems and massively parallel supercomputers, such as the Cray XMT, open new vistas for research to support health, defense, and national security. Computer technology now enables the analysis of graph structures containing more than 4 billion vertices joined by 34 billion edges along with metrics and massively parallel algorithms that exhibit near-linear scalability according to number of processors. The challenge lies in making this massive data and analysis comprehensible to an analyst and end-users that require actionable knowledge to carry out their duties. Simply stated, we have developed language and content agnostic techniques to reduce large graphs built from vast media corpora into forms people can understand. Specifically, our tools and metrics act as a survey tool to identify thought leaders' -- those members that lead or reflect the thoughts and opinions of an online community, independent of the source language.
