    Scientists are front and center in quantifying and solving environmental problems. Yet, as a spate of recent news articles in scientific journals point out, much can be done to enhance sustainability within the scientific enterprise itself, particularly by trimming the energy use associated with research facilities and the equipment therein (i,ii,iii, iv). Sponsors of research unwittingly spend on the order of $10 billion each year on energy in the U.S. alone, and the underlying inefficiencies drain funds from the research enterprise while causing 80 MT CO2-equivalent greenhouse-gas emissions (see Box). These are significant sums considering the opportunity costs in terms of the amount of additional research that could be funded and emissions that could be reduced if the underlying energy was used more efficiently. By following commercially proven best practices in facility design and operation, scientists--and the sponsors of science--can cost-effectively halve these costs, while doing their part to put society on alow-carbon diet.

This battery-watching microscope is located at EMSL, DOE's Environmental Molecular Sciences Laboratory that resides at PNNL. Researchers the world over can visit EMSL and use special instruments like this, many of which are the only one of their kind available to scientists.

    There has been much concern about the impact of tight funding on the careers of young scientists. When only a small percentage of grants are approved, even the smallest problem or error with an application can push it out of the funding range. Unfortunately, the relative lack of grant writing skills by new investigators often has this effect. To avoid a situation where only experienced investigators with polished writing skills are funded, the National Institutes of Health has instituted a more generous ranking scale for new investigators. Not surprisingly, some senior investigators have protested, calling it reverse discrimination. I say that their anger is misplaced. New investigators do deserve a break.

    This paper documents Fluor Hanford's use of Leading Indicators, management leadership, and statistical methodology in order to improve safe performance of work. By applying these methods, Fluor Hanford achieved a significant reduction in injury rates in 2003 and 2004, and the improvement continues today. The integration of data, leadership, and teamwork pays off with improved safety performance and credibility with the customer. The use of Statistical Process Control, Pareto Charts, and Systems Thinking and their effect on management decisions and employee involvement are discussed. Included are practical examples of choosing leading indicators. A statistically based color coded dashboard presentation system methodology is provided. These tools, management theories and methods, coupled with involved leadership and employee efforts, directly led to significant improvements in worker safety and health, and environmental protection and restoration at one of the nation's largest nuclear cleanup sites.

    Los Alamos has been collaborating since 1984 with scientists from the Chinese Institute of Atomic Energy (CIAE) to develop nuclear measurement instrumentation and safeguards systems technologies that will help China support implementation of the nonproliferation treaty (NPT). To date, four Chinese scientists have visited Los Alamos, for periods of six months to two years, where they have studied nondestructive assay instrumentation and learned about safeguards systems and inspection techniques that are used by International Atomic Energy Agency (IAEA) inspectors. Part of this collaboration involves invitations from the CIAE to US personnel to visit China and interact with a larger number of Institute staff and to provide a series of presentations on safeguards to a wider audience. Typically, CIAE scientists, Beijing Institute of Nuclear Engineering (BINE) staff, and officials from the Government Safeguards Office attend the lectures. The BINE has an important role in developing the civilian nuclear power fuel cycle. BINE is designing a reprocessing plant for spent nuclear fuel from Chinese nuclear Power reactors. China signed the nonproliferation treaty in 1992 and is significantly expanding its safeguards expertise and activities. This paper describes the following: DOE support for US and Chinese interactions on safeguards; Chinese safeguards; impacts of US-China safeguards interactions; and possible future safeguards interactions.

    At Farbwerke Hoechst, Csaba did research and development work on the surface chemistry of organic pigment dyes and learned about the practical aspects of surface chemistry. During his doctoral research, Csaba invented and developed porous-layer open tubular columns which offers remarkable advantages over wall-coated OTC, e.g., a higher loadability and the ability to use all retention mechanisms afforded by adsorption. He also prepared surface-treated beads, an approach that he used later in the context of HPLC. Working with S.R. Lipsky on the development of analytical methodologies for lunar samples, searching for trace compounds which could show the presence of life on the moon in a distant past, he imagined applying to LC the same principles that he had used earlier in GC, and built the first instrument for high pressure liquid chromatography. Very early, he understood the potential of this new separation method to revolutionize biochemistry and molecular biology. Working for Picker-Nuclear, Csaba developed the first commercial instrument for HPLC, which was also the first instrument to use microbore HPLC columns (for ion-exchange separations of biological compounds). From the beginning, Csaba focused his interests on the separation of samples of biological origin, becoming the pioneer of modern bioanalytical chemistry. He devoted considerable attention to the development of the theory and applications of reversed-phase liquid chromatography, the most widely applied chromatographic method of analysis, pioneered the use of displacement chromatography for preparative HPLC, and innumerable applications of HPLC to the separation of samples of biological origin. He developed the solvophobic theory of retention in RPLC, the use of entropy-enthalpy compensation in the study of retention mechanisms, and the fundamentals of electrochromatography.     Quality-assured meteorological and tracer data sets are vital for establishing confidence that indoor and outdoor dispersion models used to simulate dispersal of potential toxic agents in urban atmospheres are giving trustworthy results. The U.S. Department of Defense-Defense Threat Reduction Agency and the U.S. Department of Homeland Security joined together to conduct the Joint Urban 2003 atmospheric dispersion study to provide this critically-needed high-resolution dispersion data. This major urban study was conducted from June 28 through July 31, 2003, in Oklahoma City, Oklahoma, with the participation of over 150 scientists and engineers from over 20 U.S. and foreign institutions. The Joint Urban 2003 lead scientist was Jerry Allwine (Pacific Northwest National Laboratory) who oversaw study design, logistical arrangements and field operations with the help of Joe Shinn (Lawrence Livermore National Laboratory), Marty Leach (Lawrence Livermore National Laboratory), Ray Hosker (Atmospheric Turbulence and Diffusion Division), Leo Stockham (Northrop Grumman Information Technology) and Jim Bowers (Dugway Proving Grounds). This report gives a brief overview of the field campaign, describing the scientific objectives, the dates of the intensive observation periods, and the instruments deployed. The data from this field study is available to the scientific community through an on-line database that is managed by Dugway Proving Ground. This report will be included in the database to provide its users with some general information about the field study, and specific information about the instrument coordinates. Appendix A of this document provides the definitive record of the instrument locations during this field campaign, and Appendix B lists all the study principal investigators and participants.

    In the October 1994 round of proposals at the ILL, the external biology review sub- committee was asked to allocate neutron beam time to a wide range of experiments, on almost half the total number of scheduled neutron instruments: on 3 diffractometers, on 3 small angle scattering instruments, and on some 6 inelastic scattering spectrometers. In the 3.5 years since the temporary reactor shutdown, the ILL`s management structure has been optimized, budgets and staff have been trimmed, the ILL reactor has been re-built, and many of the instruments up-graded, many powerful (mainly Unix) workstations have been introduced, and the neighboring European Synchrotron Radiation Facility has established itself as the leading synchrotron radiation source and has started its official user program. The ILL reactor remains the world`s most intense dedicated neutron source. In this challenging context, it is of interest to review briefly the park of ILL instruments used to study the structure and energetics of small and large biological systems. A brief summary will be made of each class of experiments actually proposed in the latest ILL proposal round.

    Fusion scientists have raised their voices to let the Department of Energy know that they are concerned about the DOE`s commitment to fusion research. In a letter dated February 28, 1994, 37 scientists from 21 institutions noted that {open_quotes}US funding for fusion has steadily decreased: It is now roughly half its level of 1980. This peculiar and painful circumstance has forced the program to contract drastically, losing skilled technical personnel, even as it faces its most exciting opportunities.{close_quotes} The letter was addressed to Martha Krebs, the DOE`s director of the Office of Energy Research, and N. Anne Davies, associated director for fusion energy. The scientists wanted to make two points. The first was that fusion energy research, only midway between concept and commercialization, deserves major reinvestment. The second was that basic scientific knowledge in the area of fusion, not just applied engineering, must remain a priority.

    Fluoride salt-cooled High temperature Reactors (FHRs) are entering into early phase engineering development. Initial candidate technologies have been identified to measure all of the required process variables. The purpose of this paper is to describe the proposed measurement techniques in sufficient detail to enable assessment of the proposed instrumentation suite and to support development of the component technologies. This paper builds upon the instrumentation chapter of the recently published FHR technology development roadmap. Locating instruments outside of the intense core radiation and high-temperature fluoride salt environment significantly decreases their environmental tolerance requirements. Under operating conditions, FHR primary coolant salt is a transparent, low-vapor-pressure liquid. Consequently, FHRs can employ standoff optical measurements from above the salt pool to assess in-vessel conditions. For example, the core outlet temperature can be measured by observing the fuel s blackbody emission. Similarly, the intensity of the core s Cerenkov glow indicates the fission power level. Short-lived activation of the primary coolant provides another means for standoff measurements of process variables. The primary coolant flow and neutron flux can be measured using gamma spectroscopy along the primary coolant piping. FHR operation entails a number of process measurements. Reactor thermal power and core reactivity are the most significant variables for process control. Thermal power can be determined by measuring the primary coolant mass flow rate and temperature rise across the core. The leading candidate technologies for primary coolant temperature measurement are Au-Pt thermocouples and Johnson noise thermometry. Clamp-on ultrasonic flow measurement, that includes high-temperature tolerant standoffs, is a potential coolant flow measurement technique. Also, the salt redox condition will be monitored as an indicator of its corrosiveness. Both

It is used to best advantage in combination with other aspects of the Commercialization Assistance Project developed by Dawnbreaker for the US Department of Energy. Although there are many books on the market which indicate the desired contents of a business plan, there are none which clearly indicate how to find the needed information. This book focuses on the how of business planning: how to find the needed information; how to keep yourself honest about the market potential; how to develop the plan; how to sell and use the plan.

    The objective of this project was to develop and coordinate nuclear instrumentation standards with resulting economies for the nuclear and radiation fields. There was particular emphasis on coordination and management of the Nuclear Instrument Module (NIM) System, U.S. activity involving the CAMAC international standard dataway system, the FASTBUS modular high-speed data acquisition and control system and processing and management of national nuclear instrumentation and detector standards, as well as a modest amount of assistance and consultation services to the Pollutant Characterization and Safety Research Division of the Office of Health and Environmental Research. The principal accomplishments were the development and maintenance of the NIM instrumentation system that is the predominant instrumentation system in the nuclear and radiation fields worldwide, the CAMAC digital interface system in coordination with the ESONE Committee of European Laboratories, the FASTBUS high-speed system and numerous national and international nuclear instrumentation standards.

    Recent interest in reprocessing nuclear fuel in the U.S. has led to advanced separations processes that employ continuous processing and multiple extraction steps. These advanced plants will need to be designed with state-of-the-art instrumentation for materials accountancy and control. This research examines the current and upcoming instrumentation for nuclear materials accountancy for those most suited to the reprocessing environment. Though this topic has received attention time and again in the past, new technologies and changing world conditions require a renewed look and this subject. The needs for the advanced UREX+ separations concept are first identified, and then a literature review of current and upcoming measuring techniques is presented. The report concludes with a preliminary list of recommended instruments and measurement locations.

    This grant supported a Single Investigator and Small Group Research (SISGR) application to enable multi-user research in Ultrafast Science using the Linac Coherent Light Source (LCLS), the world’s first hard x-ray free electron laser (FEL) which lased for the first time at 1.5 Å on April 20, 2009. The goal of our proposal was to enable a New Era of Science by requesting funds to purchase and build Advanced Instrumentation for Ultrafast Science (AIUS), to utilize the intense, short x-ray pulses produced by the LCLS. The proposed instrumentation will allow peer review selected users to probe the ultrasmall and capture the ultrafast. These tools will expand on the investment already made in the construction of the light source and its instrumentation in both the LCLS and LUSI projects. The AIUS will provide researchers in the AMO, Chemical, Biological and Condensed Matter communities with greater flexibility in defining their scientific agenda at the LCLS. The proposed instrumentation will complement and significantly augment the present AMO instrument (funded through the LCLS project) through detectors and capabilities not included in the initial suite of instrumentation at the facility. We have built all of the instrumentations and they have been utilized by scientists. Please see report attached.
