    This paper documents Fluor Hanford's use of Leading Indicators, management leadership, and statistical methodology in order to improve safe performance of work. By applying these methods, Fluor Hanford achieved a significant reduction in injury rates in 2003 and 2004, and the improvement continues today. The integration of data, leadership, and teamwork pays off with improved safety performance and credibility with the customer. The use of Statistical Process Control, Pareto Charts, and Systems Thinking and their effect on management decisions and employee involvement are discussed. Included are practical examples of choosing leading indicators. A statistically based color coded dashboard presentation system methodology is provided. These tools, management theories and methods, coupled with involved leadership and employee efforts, directly led to significant improvements in worker safety and health, and environmental protection and restoration at one of the nation's largest nuclear cleanup sites.

    The increase in domestic energy production coupled with the switch from oil and natural gas to coal as a boiler-fuel source have prompted various federal agencies to assess the potential environmental and health risks associated with coal-fired power plants. Because it has been suggested that Western coals contain more uranium than Eastern coals, particular concern has been expressed about radioactive emissions from the increasing number of power plants that burn low-sulfur Western coal. As a result, the radionuclides in coal program was established to analyze low-sulfur coal reserves in Western coal fields for radioactivity. Samples from seams of obvious commercial value were taken from 19 operating mines that represented 65% of Western coal production. Although the present study did not delve deeply into underlying causative factors, the following general conclusions were reached. Commercially exploited Western coals do not show any alarming pattern of radionuclide content and probably have lower radioactivity levels than Eastern coals. The materials that were present appeared to be in secular equilibrium in coal, and a detailed dose assessment failed to show a significant hazard associated with the combustion of Western coal. Flue gas desulfurization technology apparently has no significant impact on radionuclide availability, nor does it pose any significant radiologic health risks. This study has also shown that Western coals are not more radioactive than most soils and that most solid combustion products have emanation powers <1%, which greatly reduce dose estimates from this pathway. In summary, the current use of mined, Western coals in fossil-fueled power plants does not present any significant radiological hazard.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.

A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affiliates of U.S. companies.

    A means for breaking an electrical circuit within an electronic tube during the process of manufacture is described. Frequently such circuits must be employed for gettering or vapor coating purposes, however, since an external pair of corector pins having no use after manufacture, is undesirable, this invention permits the use of existing leads to form a temporary circuit during manufacture, and severing it thereafter. One portion of the temporary circuit, made from a springy material such as tungsten, is spot welded to a fusable member. To cut the circuit an external radiant heat source melts the fusable member, allowing the tensed tungsten spring to contract and break the circuit. This inexpensive arrangement is particularly useful when the tube has a great many external leads crowded into the tube base.

    As part of their long-term planning process, utilities and government agencies are choosing power generation and conservation strategies that will effect environmental interactions for decades to come. In the United States, power marketing administrations within the U.S. Department of Energy have a strong influence over the strategies to be implemented in large multi-state regions. Pacific Northwest Laboratories (PNL) prepared environmental impact statements (EIS) for two power marketing agencies, the Western Area Power Administration (Western) and Bonneville Power Administration (Bonneville). The Western EIS assessed the effects of integrated resource planning (IRP) on the public utilities Western serves, while the Bonneville EIS assessed the effects of acquiring new energy resources in the Pacific Northwest. The results were found using models that simulated utility systems. In both cases, environmental impacts were reduced when the conservation strategy in question was concerned. This paper describes the results of the environmental analysis for the two agencies and compares the results with those of another simplified approach that relies on attributing emissions of new resources based on an extrapolation of existing capacity.

Mean blood lead from birth to age 2 years did not vary systematically with age but did correlate significantly with the amount of lead in the indoor paint. Refinishing activity in homes with high lead paint was associated with elevations of blood lead averaging 69 per cent.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    In 1977, The US consumer product safety commission banned the use of lead-based paint (LBP) in all industries, except the maritime industry which still has certain privileged uses. Unfortunately for property and building owners, the ban did not come soon enough. In response to this heightened awareness, several environmental market sectors addressing the issues have emerged. These include: residential; soil; commercial; water; and structures. The first and most important step in addressing the concerns posed by the existence of lead based contamination is to quantify the amount of lead-based product, to determine the location of the lead based product and the extent, if any, of lead based contamination, and to make recommendations for the remediation or abatement of the lead product and resultant contamination. In narrowing the focus of these issues, this paper discusses lead-based paint assessment; preparing and organizing the assessment, the regulatory considerations, assessment methodology, and presentation of results.

    This presentation describes how a new wholesale electricity market for energy imbalance ancillary services could be implemented and operated. Some conclusions of this presentation are: (1) Method for calculating additional reserve requirements due to wind and solar production; (2) EIM results in substantial reduction in reserves requirements and ramping demand; (3) Reduced participation reduces benefits for all but reduces the benefits to non-participants the most; (4) Full participation leads to maximum benefit across the Western Interconnection, up to 42% of total reserve requirement; and (5) Regional EIM implementations have smaller but substantial benefits.

    The objective of this project was to establish the physical and chemical characteristics of western coal and determine the best preparation technologies for upgrading this resource. Western coal was characterized as an abundant, easily mineable, clean, low-sulfur coal with low heating value, high moisture, susceptibility to spontaneous ignition, and considerable transit distances from major markets. Project support was provided by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The research was conducted by the Western Research Institute, (WRI) in Laramie, Wyoming. The project scope of work required the completion of four tasks: (1) project planning, (2) literature searches and verbal contacts with consumers and producers of western coal, (3) selection of the best technologies to upgrade western coal, and (4) identification of research needed to develop the best technologies for upgrading western coals. The results of this research suggest that thermal drying is the best technology for upgrading western coals. There is a significant need for further research in areas involving physical and chemical stabilization of the dried coal product. Excessive particle-size degradation and resulting dustiness, moisture reabsorption, and high susceptibility to spontaneous combustion are key areas requiring further research. Improved testing methods for the determination of equilibrium moisture and susceptibility to spontaneous ignition under various ambient conditions are recommended.

    While crude oil production continues to drop in the Russian Federation at a rate of 15% to 20% per year, Kazakhstan's output rose from 440,000 bopd in 1991 to 446,000 bopd, as of November 1992. Much of this increase was exported to the Russian Federation to supplement the latter's declining production. while Kazakhstan received needed Russian goods in exchange for this oil, it isn't getting the hard currency that will be required to upgrade its petroleum industry. This is a serious problem for Kazakh officials, since they are counting on revenues from petroleum exports to invigorate their overall plan for economic growth in this newly independent country. In order to convert Kazakhstan's hydrocarbon potential into economic reality, two critical issues must be addressed immediately. First, Kazakhstan must develop a tax and minerals law that gives multinational petroleum companies an incentive to invest in opening a dedicated crude oil export route through Russia, and at least one alternate export route to the Caspian Sea or Persian Gulf. At present, even the most successful petroleum venture inside Kazakhstan would have to weave its way through the Russian bureaucracy to utilize that existing and inadequate export pipeline system. This quandary, of course, has recently become the undoing of several Western petroleum operations that have managed to actually produce exportable oil inside the Russian Federation itself, but they can't get it out. In addition, three other variables should be considered by any party that is evaluating Kazakhstan as a future area (see map for current fields) of interest for petroleum operations. These are political stability, field operating conditions, and the country's natural gas crisis. Each of these factors, though not as critical as the legal regime and export access, can radically affect how an operator might approach negotiating the terms of its particular project.

  4. History of western oil shale

    The history of oil shale in the United States since the early 1900's is detailed. Research on western oil shale probably began with the work of Robert Catlin in 1915. During the next 15 years there was considerable interest in the oil shales, and oil shale claims were located, and a few recovery plants were erected in Colorado, Nevada, Utah, Wyoming, and Montana. Little shale soil was produced, however, and the major oil companies showed little interest in producing shale oil. The early boom in shale oil saw less than 15 plants produce a total of less than 15,000 barrels of shale oil, all but about 500 barrels of which was produced by the Catlin Operation in Nevada and by the US Bureau of Mines Rulison, Colorado operation. Between 1930 and 1944 plentiful petroleum supplies at reasonable prices prevent any significant interest in shale oil, but oil shortages during World War II caused a resurgence of interest in oil shale. Between 1940 and 1969, the first large-scale mining and retorting operations in soil shale, and the first attempts at true in situ recovery of shale oil began. Only 75,000 barrels of shale oil were produced, but major advancements were made in developing mine designs and technology, and in retort design and technology. The oil embargo of 1973 together with a new offering of oil shale leases by the Government in 1974 resulted in the most concentrated efforts for shale oil production to date. These efforts and the future prospects for shale oil as an energy source in the US are discussed.

    Electric matches are used in pyrotechnics to initiate devices electrically rather than by burning fuses. Fuses have the disadvantage of burning with a long delay before igniting a pyrotechnic device, while electric matches can instantaneously fire a device at a user's command. In addition, electric matches can be fired remotely at a safe distance. Unfortunately, most current commercial electric match compositions contain lead as thiocyanate, nitroresorcinate or tetroxide, which when burned, produces lead-containing smoke. This lead pollutant presents environmental exposure problems to cast, crew, and audience. The reason that these lead containing compounds are used as electric match compositions is that these mixtures have the required thermal stability, yet are simultaneously able to be initiated reliably by a very small thermal stimulus. A possible alternative to lead-containing compounds is nanoscale thermite materials (metastable intermolecular composites or MIC). These superthermite materials can be formulated to be extremely spark sensitive with tunable reaction rate and yield high temperature products. We have formulated and manufactured lead-free electric matches based on nanoscale Al/MoO{sub 3} mixtures. We have determined that these matches fire reliably and to consistently ignite a sample of black powder. Initial safety, ageing and performance results are presented in this paper.

    A project has been initiated at Mound Facility specifically to evaluate the potential radiological impact of coal utilization. Phase I of the project included a survey of western US coal mines and an assessment of emissions from a power plant burning Western coal. Concentrations of uranium in coal from operating Western mines were slightly below the national average and roughly comparable to Eastern coal. Environmental deposition of radionuclides from stack emissions over a 20-year accumulation at a power plant burning Western coal was estimated to be 0.1 to 1.0% of measured background. Phase II of the project, the subject of the present report, has involved an interlaboratory comparison of results of radioanalytical procedures, determining partitioning coefficients for radionuclides in bottom ash and fly ash, and an assessment of the potential for migration of radionuclides from ash disposal sites. Results from the various laboratories for uranium-238, uranium-234, thorium-230, radium-226, polonium-210, thorium-232, thorium-228, and uranium-235 were generally in very good agreement. However, values for lead-210 in coal varied widely. Essentially all the nonvolatile radionuclides (uranium, radium, and thorium) from feed coal were accounted for in fly ash and bottom ash. However, 20 to 50% of the volatile radionuclides (lead and polonium) from subbituminous and lignitic coals could not be accounted for in ash, and it is assumed that this fraction exits via the stack. At the power plant burning bituminous coal, essentially all the lead and most of the polonium remained with the ash.

  14. MERCURY AND LEAD SAMPLING AT MINNESOTA POWER'S BOSWELL ENERGY CENTER

    At the request of the Minnesota Power, Inc., the Energy & Environmental Research Center (EERC) sampled for lead at the stack (or duct directly leading to the stack) for three units at the Boswell Energy Center. All sampling was done in triplicate using U.S. Environmental Protection Agency (EPA) Method 12, with sampling procedures following EPA Methods 1 through 4. During the test program, lead sampling was done using EPA Method 12 in the duct at the outlet of the baghouse serving Unit 2 and the duct at the outlet of the wet particulate scrubber serving Unit 3. For Unit 4, lead sampling was done at the stack. The specific objective for the project was to determine the concentration of lead in the flue gas being emitted into the atmosphere from the Boswell Energy Center. The test program was performed during the period of May 8 through 11, 2000. This report presents the test data, sample calculations, and results, and a discussion of the lead sampling performed at the Boswell Energy Center. The detailed test data and test results, raw test data, process data, laboratory reports, and equipment calibration records are provided in Appendices A, B, and C.

    The US Environmental Protection Agency reports that lead-acid batteries, such as those used in automobiles, and rechargeable nickel-cadmium batteries used in consumer electronics equipment, are the primary sources of lead and cadmium in municipal trash and garbage. A report prepared for EPA analyzed existing data from 1970 to 1986 and made projections to the year 2000. Lead-acid batteries continue to constitute a major source of lead in garbage even though 80 percent of them are now recycled. As a result, EPA is calling for additional recycling of batteries. This study is an important step in implementing EPA's strategy for helping states and cities achieve the national goal of recycling and reducing 25 percent of all municipal garbage by 1992. The findings on batteries are the result of a study conducted for EPA because of concern over the levels of lead and cadmium found n ash (residue) from municipal waste incinerators. Lead and cadmium are two metals of particular concern in the solid waste stream. The metals can contaminate soil and groundwater when landfilled. They also may be found in some incinerator emissions.

Flow batteries store energy in chemicals that are held in tanks outside the battery. When the energy is needed, the chemicals are pumped through the battery. Using the same basic chemistry as a traditional battery but storing its energy outside of the cell allows for the use of very low cost materials.     Fiscal Year 2012 brought some tumultuous and uncertain times to Western. The utility industry and technology continued to evolve, and the demand for constant flow of power and transmission system reliability continued to increase. Western kept pace by continuing to deliver reliable, cost-based hydropower while reviewing and updating business practices that took into account how the energy industry is evolving.     Concentrations of radium-226, radium-228, and thorium-228 in coal from six Western states have been measured by gamma spectroscopy. The existence of secular equilibrium was verified for radium-226 and previously measured uranium-238 and also for radium-228 and thorium-228. The measured radionuclide concentrations for Western coal averaged about 0.3 pCi/g for radium-226 and 0.2 pCi/g for radium-228 and thorium-228. These average values are not greatly different from those in coal from other provinces of the United States.

    This presentation accompanies Phase 2 of the Western Wind and Solar Integration Study, a follow-on to Phase 1, which examined the operational impacts of high penetrations of variable renewable generation on the electric power system in the West and was one of the largest variable generation studies to date. High penetrations of variable generation can induce cycling of fossil-fueled generators. Cycling leads to wear-and-tear costs and changes in emissions. Phase 2 calculated these costs and emissions, and simulated grid operations for a year to investigate the detailed impact of variable generation on the fossil-fueled fleet. The presentation highlights the scope of the study and results.

Soldering is now conducted and the spring absorbs excess heat therefrom to protect the integrated circuit. The placement steps are repeated in reverse order to remove the heat sink for use again.

    The International Energy Program Agreement, which created the International Energy Agency (IEA) in November 1974, establishes a system for the mandatory sharing of petroleum during severe oil supply disruptions. Development of the agreement was initiated by then Secretary of State Henry Kissinger during the attempted embargo of oil shipments to the US and The Netherlands by the Organization of Arab Petroleum Exporting Countries in 1973. Kissinger feared that the scramble for oil supplies would strain the Western alliance and contribute to a Western European ''tilt'' toward the Arab position in the Mideast. A new framework for international cooperation in the sharing of oil during oil embargoes and other supply disruptions seemed desirable; ensuring everyone their ''fair share'' would help blunt the oil weapon. Twenty-one countries, including the United States, Japan, and all the countries of Western Europe except France, affirmed this view through their membership in the IEA. The mechanism intended to achieve ''fair'' distribution of petroleum during severe disruptions is the Emergency Sharing System (ESS). Our evaluation of the ESS attempts to answer three questions: First, what would be the economic consequences for the US and other IEA members if sharing were to be implemented. Second, how do limitations in information and market control hinder implementation. Third, in light of such impediments, what are likely to be the actual economic consequences of attempted implementation.

    An analysis of the rate and extent of lead leaching from a lead-based paint was completed. At low-solution pH, dissolution was rapid and approached 80% of the total lead. Residual lead can be estimated based on the predicted solubility of lead carbonate and basic lead carbonate. Release of lead from the paint was slower than that from pure basic lead carbonate due to inhibition by the paint matrix. Although the dissolved concentration of lead in solution at neutral/high pH was low, the paint binder was apparently destroyed at these pH values, releasing colloidal lead pigment particles. The presence of ethylenediaminetetraacetic acid (EDTA) and nitrilotriacetic acid (NTA) enhanced both the rate and degree of lead dissolution, while benzoic acid had a minimal effect.

    New demands for water can be satisfied through a variety of source options. In some basins surface and/or groundwater may be available through permitting with the state water management agency (termed unappropriated water), alternatively water might be purchased and transferred out of its current use to another (termed appropriated water), or non-traditional water sources can be captured and treated (e.g., wastewater). The relative availability and cost of each source are key factors in the development decision. Unfortunately, these measures are location dependent with no consistent or comparable set of data available for evaluating competing water sources. With the help of western water managers, water availability was mapped for over 1200 watersheds throughout the western US. Five water sources were individually examined, including unappropriated surface water, unappropriated groundwater, appropriated water, municipal wastewater and brackish groundwater. Also mapped was projected change in consumptive water use from 2010 to 2030. Associated costs to acquire, convey and treat the water, as necessary, for each of the five sources were estimated. These metrics were developed to support regional water planning and policy analysis with initial application to electric transmission planning in the western US.

    The report presents the results of testing MICE spectrometer magnet current leads on a test apparatus that combines both the copper leads and the high temperature superconducting (HTS) leads with a single Cryomech PT415 cooler and liquid helium tank. The current is carried through the copper leads from 300 K to the top of the HTS leads. The current is then carried through the HTS leads to a feed-through from the vacuum space to the inside of a liquid helium tank. The experiment allows one to measure the performance of both cooler stages along with the performance of the leads. While the leads were powered we measured the voltage drops through the copper leads, through the HTS leads, through spliced to the feed-through, through the feed-through and through the low-temperature superconducting loop that connects one lead to the other. Measurements were made using the leads that were used in spectrometer magnet 1A and spectrometer magnet 2A. These are the same leads that were used for Superbend and Venus magnets at LBNL. The IL/A for these leads was 5.2 x 10{sup 6} m{sup -1}. The leads turned out to be too long. The same measurements were made using the leads that were installed in magnet 2B. The magnet 2B leads had an IL/A of 3.3 x 10{sup 6} A m{sup -1}. This report discusses the cooler performance and the measured electrical performance of the lead circuit that contains the copper leads and the superconducting leads. All of the HTS leads that were installed in magnet 2B were current tested using this apparatus.

    Use of high-temperature superconductors (HTSs) for current leads to deliver power to devices at liquid helium temperature can reduce refrigeration requirements to values significantly below those achievable with conventional leads. HTS leads are now near commercial realization. Argonne National Laboratory (ANL) has developed a sinter-forge process to fabricate current leads from bismuth-based superconductors. The current-carrying capacity of these leads is five times better than that of HTS leads made by a conventional fabrication process. ANL along with Superconductivity, Inc., has developed a 1500 ampere current lead for an existing superconducting magnetic energy storage (SMES) device. With Babcock & Wilcox Company, Argonne is creating 16-kiloampere leads for use in a 0.5 MWh SMES. In a third project Argonne performed characterization testing of a existing, proprietary conduction-cooled lead being developed by Zer Res Corp.

    A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

    Enhanced knowledge preservation for DOE DP technical component activities has recently received much attention. As part of this recent knowledge preservation effort, improved documentation of the sample preparation and electrical testing procedures for lead magnesium niobate--lead titanate (PMN/PT) qualification pellets was completed. The qualification pellets are fabricated from the same parent powders used to produce PMN/PT lightning arrestor connector (LAC) granules at HWF&T. In our report, the procedures for fired pellet surface preparation, electrode deposition, electrical testing and data recording are described. The dielectric measurements described in our report are an information only test. Technical reasons for selecting the electrode material, electrode size and geometry are presented. The electrical testing is based on measuring the dielectric constant and dissipation factor of the pellet during cooling from 280 C to 220 C. The most important data are the temperature for which the peak dielectric constant occurs (Curie Point temperature) and the peak dielectric constant magnitude. We determined that the peak dielectric constant for our procedure would be that measured at 1 kHz at the Curie Point. Both the peak dielectric constant and the Curie point parameters provide semi-quantitative information concerning the chemical and microstructural homogeneity of the parent material used for the production of PMN/PT granules for LACs. Finally, we have proposed flag limits for the dielectric data for the pellets. Specifically, if the temperature of the peak dielectric constant falls outside the range of 250 C {+-} 30 C we propose that a flag limit be imposed that will initiate communication between production agency and design agency personnel. If the peak dielectric constant measured falls outside the range 25,000 {+-} 10,000 we also propose that a flag limit be imposed.

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of other support systems. The recent success of cable bolts has engendered much interest from western operators. Several innovative freestanding support systems have been developed recently including: (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems.

    Since lead can accelerate IGA/IGSCC of Alloy 600 steam generator tubing, lead transport studies were performed at several pressurized water reactors to establish a basis for recommendations regarding transport reduction techniques. Special emphasis was given to sampling and analysis procedures since lead concentrations in the feedwater generally were very low, i.e., 5 to 20 parts per trillion. Lead sources were determined to be highly distributed in the secondary cycle, e.g., turbine and pump bearings and seals and valve packing materials. The major materials of construction (carbon steel, stainless steel, and copper alloy tubing) were not major lead sources in the study plants. Most of the lead that entered the steam generators via the feedwater deposited on the tubes or in the sludge pile leading to concentrations in the range of 1000 ppM. The ubiquitous nature of the lead release phenomenon is expected to lead to significant difficulties in identifying techniques for reducing lead concentrations in the steam generator sludge. 8 refs., 19 figs., 13 tabs.

    Under this project, the Committee on Regional Electric Power Cooperation (CREPC) of the Western Interstate Energy Board developed a ''western pricing and congestion management proposal'' in order to foster efficient wholesale power markets and efficient use and expansion of the transmission grid. Drafts of this paper provided useful information to states/provinces in the Western Interconnection as Western Regional Transmission Organization (RTO) transmission pricing proposals have continued to evolve. Throughout the project there has been a gradual, but incomplete agreement on pricing systems to be used by RTOs in the West.

    Research Triangle Institute (RTI) undertook this task for the U.S. Environmental Protection Agency's (EPA's) Office of Air Quality Planning and Standards to provide third-party Quality Assurance (QA) support to a Western States' Petroleum Association (WSPA) program to measure fugitive emissions at petroleum refineries. The primary objectives of the WSPA study were to determine the correlation between screening values and true mass emission rates and to develop a relationship between liquid and gas composition. EPA's QA effort, however, focused only on the correlation objective because the number of leaking components in the California refineries cannot be expected to be representative of refineries in general. The number of components leaking at a given screening value is used in conjunction with the mass correlations to derive the average emission factors.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    Disclosed is an exemplary method of purifying lead which includes the steps of placing lead and a fluoride salt blend in a container; forming a first fluid of molten lead at a first temperature; forming a second fluid of the molten fluoride salt blend at a second temperature higher than the first temperature; mixing the first fluid and the second fluid together; separating the two fluids; solidifying the molten fluoride salt blend at a temperature above a melting point of the lead; and removing the molten lead from the container. In certain exemplary methods the molten lead is removed from the container by decanting. In still other exemplary methods the molten salt blend is a Lewis base fluoride eutectic salt blend, and in yet other exemplary methods the molten salt blend contains sodium fluoride, lithium fluoride, and potassium fluoride.

    A study was undertaken to determine if laser-induced breakdown spectroscopy (LIBS) can be a practical and competitive alternative to x-ray fluorescence (XRF) methods for lead-in-paint inspection. Experiments in the laboratory confirmed that LIBS is suitable for detecting lead in paint at the hazard levels defined by federal agencies. Although we compared speed, function, and cost, fundamental differences between the XRF and LIBS measurements limited our ability to make a quantitative performance comparison. While the LIBS method can achieve the required sensitivity and offers a way to obtain unique information during inspection, the current component costs will likely restrict interest in the method to niche applications.

    Lead-based paints (LBP) have become a health and environmental concern and have been the focus of several regulatory agencies including the U.S. Environmental Protection Agency (EPA) and the Department of Housing and Urban Development (HUD). Until 1978, lead was used as an additive to paint to make it more durable. As a result of this use, lead has become pervasive in the environment and is of special concern in homes. LBP is considered by HUD to be the leading contributor to childhood lead poisoning. This paper will focus on two issues associated with LBP: the advantages and disadvantages associated with sampling methods used to test for LBP and disposal options for the LBP or LBP coated surfaces that are removed. Sampling methods discussed in this paper will include field sampling kits, x-ray fluorescence (XRF), and collection of paint chip samples to be analyzed by a laboratory. Each method has advantages and disadvantages that will be discussed. The discussion presented will be based on actual experience gained while conducting LBP surveys.

    The compatibility of PETN with lead azide at elevated temperatures has been investigated. Ramped and isothermal DSC methods were used to obtain energies of activation at temperatures above the melting point of PETN. Mixtures were found to show exothermic activity at lower temperatures than pure PETN. High Pressure Liquid Chromatography was used to follow the decomposition of PETN and PETN/lead azide mixtures at temperatures below the melting point. Reaction below 120/sup 0/C appeared minimal, while at higher temperatures, both PETN and PETN/lead azide mixtures showed degradation. A PETN/lead azide sample exploded at or near the melting point of PETN.

Data was obtained for two different dates. The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.     Renovation, remodeling, demolition, and surface preparation for painting, in addition to specified lead abatement, are all activities that have the potential to produce hazardous wastes if a property was painted with lead-based paint. Lead-based paint was used on residential structures until 1978, when most residential uses were banned by the Consumer Products Safety Council. Prior to the 1950s, paints for residential uses may have contained up to 50% lead by weight. Today, commercial and military paints may still contain lead and can be used on non-residential structures. The lead content of residential paints is limited to 0.06% lead (by weight) in the dried film. This paper provides an overview of some of the information needed to properly manage lead-based paint abatement wastes. The issues covered in this paper include waste classification, generator status, treatment, and land disposal restrictions. The author assumes that the reader is familiar with the provision of the Health and Safety Code and the California Code of Regulations that pertain to generation and management of hazardous wastes. Citations provided herein do not constitute an exhaustive list of all the regulations with which a generator of hazardous waste must comply.

  3. In situ vitrification and removal of lead-based paint for steel structures

    The feasibility of in-situ vitrification of lead oxide contained in red lead based organic coatings was investigated. The removal of organic lead-based primers and paints has been achieved by a flame spray process that uses a glass/ceramic compound designed for high lead solubility and resistance to devitrification. The glass/ceramic compounds were prepared by fusing, fritting, and ball milling to produce the desired powder. The result powder was collected and used to flame spray previously prepared samples containing a commonly used red lead primer. Oxyacetylene flame spray technology was used to apply the glass compound to the steel substrate. The resulting glass waste was collected and analyzed for lead content using Energy Dispersive Spectroscopy (EDS) and X-Ray Diffraction analysis. The lead cation leachability rates were determined by the US Environmental Protection Agency (EPA) approved Toxicity Characteristic Leaching Procedure (TCLP). The designer glass waste form that exhibited the best results was a borosilicate glass with iron oxide additions. The iron silicate glass waste form leached approximately 1 ppm of lead during the TCLP, far below the current 5 ppm limit for hazardous waste.

    Atomic absorption (AA) analysis was employed to determine, for the first time in this country, lead concentrations in aerosols collected in Nuclepore filter media during the months of February and March (1980) in Guatemala City, Guatemala. In particular, the lead in the atmospheric fine particulate was measured in different downtown locations around noontime and in a single location at 1-h intervals throughout the day. The first was used to study short-term variations from one location to the other, and the second one was used to correlate parameters such as traffic density and wind velocity with the levels of airborne lead on the same day. In addition, this paper presents a brief discussion of the lead content in Guatemalan gasoline, the lead levels in street dusts, and the total suspended particulate matter in downtown Guatemala City.

  8. Lead Coolant Test Facility Development Workshop

    A workshop was held at the Idaho National Laboratory on May 25, 2005, to discuss the development of a next generation lead or lead-alloy coolant test facility. Attendees included representatives from the Generation IV lead-cooled fast reactor (LFR) program, Advanced Fuel Cycle Initiative, and several universities. Several participants gave presentations on coolant technology, existing experimental facilities for lead and lead-alloy research, the current LFR design concept, and a design by Argonne National Laboratory for an integral heavy liquid metal test facility. Discussions were focused on the critical research and development requirements for deployment of an LFR demonstration test reactor, the experimental scope of the proposed coolant test facility, a review of the Argonne National Laboratory test facility design, and a brief assessment of the necessary path forward and schedule for the initial stages of this development project. This report provides a summary of the presentations and roundtable discussions.

    Method for measuring lead concentrations in blood. The present invention includes the use of resonant laser ablation to analyze .ltoreq.1 .mu.L (or equivalent mass) samples of blood for lead content. A typical finger prick, for example, yields about 10 .mu.L. Solid samples may also readily be analyzed by resonant laser ablation. The sample is placed on a lead-free, electrically conducting substrate and irradiated with a single, focused laser beam which simultaneously vaporizes, atomizes, and resonantly ionizes an analyte of interest in a sample. The ions are then sorted, collected and detected using a mass spectrometer.

    Lead has been used extensively at Brookhaven National Laboratory (BNL) for radiation shielding in numerous reactor, accelerator and other research programs. A large inventory of excess lead (estimated at 410,000 kg) in many shapes and sizes is currently being stored. Due to it`s toxicity, lead and soluble lead compounds are considered hazardous waste by the Environmental Protection Agency. Through use at BNL, some of the lead has become radioactive, either by contamination of the surface or through activation by neutrons or deuterons. This study was conducted at BNL`s Environmental and Waste Technology Center for the BNL Safety and Environmental Protection Division to evaluate feasibility of various treatment options for excess lead currently being stored. The objectives of this effort included investigating potential treatment methods by conducting a review of the literature, developing a means of screening lead waste to determine the radioactive characteristics, examining the feasibility of chemical and physical decontamination technologies, and demonstrating BNL polyethylene macro-encapsulation as a means of treating hazardous or mixed waste lead for disposal. A review and evaluation of the literature indicated that a number of physical and chemical methods are available for decontamination of lead. Many of these techniques have been applied for this purpose with varying degrees of success. Methods that apply mechanical techniques are more appropriate for lead bricks and sheet which contain large smooth surfaces amenable to physical abrasion. Lead wool, turnings, and small irregularly shaped pieces would be treated more effectively by chemical decontamination techniques. Either dry abrasion or wet chemical methods result in production of a secondary mixed waste stream that requires treatment prior to disposal.

    The US Environmental Protection Agency (US-EPA) regulations have necessitated the removal and containment of toxic lead from lead oxide containing paints. The Thermal Spray Vitrification Process (TSVP) is a novel technique in which a glass powder of appropriate composition is flame sprayed onto the painted surface to achieve removal and vitrification of the lead. Two different glass systems, i.e., alkali silicate and ferrous silicate, were chosen for detailed study. Appropriate amounts of raw materials were mixed, fused, quenched, ground and sieved to obtain the spray quality powders. Grit blasted mild steel coupons were used as test substrates for the spray parameter optimization studies; while those coupons with lead oxide containing organic paint were used for the lead removal experiments. The powders and deposits were investigated using Microtrac particle size analysis (for powders), optical microscopy, XRD and SEM. The remnant lead in the panel was measured using a specially prepared X-Ray Fluorescence (XRF) system. The lead leach rate was recorded as per US-EPA approved Toxicity Characteristic Leaching Procedure (TCLP). The results of this study have shown that lead oxide can be successfully removed form the paint by flame spraying a maximum of three layers of glass onto the painted surface. It is possible to obtain much higher lead removal rate with ferrous silicate glass as compared to alkali silicate glass is much higher than the ferrous silicate glass. The in situ vitrification has not been completely optimized; however, the lead containing glass coating can be remelted in situ or on site to enhance the vitrification of the lead which had been absorbed in the glass coating.

  16. The risk of lead toxicity in homes with lead paint hazard

    While lead paint has long been known to be a major source of lead poisoning, only a few small epidemiologic studies have attempted to assess directly the relative risk of lead poisoning due to the presence of lead paint. Using data from over 200,000 screening tests of children in the city of Chicago performed between 1976 and 1980, the relative risks can be quantified for children living in a major urban area. Lead paint was found to be a significant predictor of the probability of a child having lead toxicity. As expected, the reduction in leaded gasoline sales during the period reduced mean blood lead levels and increased the percentage of lead toxic children whose toxicity could be attributed to paint lead. Poisson regression models indicated that with the elimination of leaded gasoline, the relative risk of lead toxicity given lead paint exposure was 5.70 (95% CI, 4.13-7.86) during the winter and fall. The relative risk rose to 12.81 (95% CI, 7.33-22.4) in the spring and 15.8 (95% CI, 8.90-28.1) in the summer, probably due to increased exposure to window wells.

    This report presents the results of the independent certified public accountants` audit of the Western Area Power Administration`s combined power system statements of assets, Federal investment and liabilities, and the related combined statements of revenues, expenses and accumulated net revenues, and cash flows. The auditors` report on Westerns internal control structure disclosed three new reportable conditions concerning the lack of: (1) a reconciliation of stores inventory from subsidiary ledgers to summary financial information, (2) communication of interest during construction and related adjustments to interest on Federal investment, and (3) a system to prevent and detect power billing errors. None of the conditions were considered to be material weaknesses. Western provided concurrence and corrective action plans. The auditors` report on Western`s compliance with laws and regulations also disclosed two new instances of noncompliance. Western failed to calculate nonreimbursable expenses in accordance with the Grand Canyon Protection Act and had an unexplained difference in gross Federal investment balances used to calculate interest on Federal investment. Western provided concurrence and corrective action plans for the instances.

    The Department of Energy sponsored Atomspheric Studies in Complex Terrain (ASCOT) program has conducted a research program designed to increase our knowledge and understanding of terrain-dominated flows with specific emphasis on nocturnal flows within mountain valleys. ASCOT has sponsored both field studies and numerical modeling efforts to improve our understanding of the wind, temperature and turbulence structure of nocturnal drainage flows. One of the most recent ASCOT sponsored field studies involves a study within the Mesa Creek Basin in western Colorado to investigate the seasonal frequency of occurrence of drainage flows along the sloped surfaces and within the basin, and to evaluate the effect of the ambient meteorology on their development. The Mesa Creek Basin, situated on the north slope of the Grand Mesa, encompasses a roughly 10 {times} 20 km area that is approximately 30 km east of Grand Junction. The observational segment of the study was undertaken jointly by the Lawrence Livermore National Laboratory and the NOAA Wave Propagation Laboratory, and involved the operation of network of eight meteorological towers and a monostatic sodar within the Mesa Creek study area over a period of one year that extended from December 1988 through November 1989. These measurements were augmented by tethersonde observations to define the vertical wind and temperature structure during a few nights. The modeling portion of the study is being undertaken by Lawrence Livermore Laboratory using a three-dimensional prognostic boundary layer model to gain further insight into the dynamics of the seasonal variations and the effect of cloud cover on the development of the drainage flows. It is the purpose of this paper to present preliminary results form a numerical simulation done as part of this study. 4 refs., 7 figs.

    This research tries to make advancement in GPS signal processing to estimate the interseismic vertical deformation field at western part of Sumatra Island. The data derived by Continuous Global Positioning System (CGPS) from Badan Informasi Geospasial (BIG) between 2010 and 2012. GPS Analyze at Massachusetts Institute of Technology (GAMIT) software and Global Kalman Filter (GLOBK) software are used to process the GPS signal to estimate the vertical velocities of the CGPS station. In order to minimize noise due to atmospheric delay, Vienna Mapping Function 1 (VMF1) is used as atmospheric parameter model and include daily IONEX file provided by the Center for Orbit Determination in Europe (CODE) as well. It improves GAMIT daily position accuracy up to 0.8 mm. In a second step of processing, the GLOBK is used in order to estimate site positions and velocities in the ITRF08 reference frame. The result shows that the uncertainties of estimated displacement velocity at all CGPS stations are smaller than 1.5 mm/yr. The subsided deformation patterns are seen at the northern and southern part of west Sumatra. The vertical deformation at northern part of west Sumatra indicates postseismic phase associated with the 2010 and 2012 Northern Sumatra earthquakes and also the long-term postseismic associated with the 2004 and 2005 Northern Sumatra earthquakes. The uplifted deformation patterns are seen from Bukit Tinggi to Seblat which indicate a long-term interseismic phase after the 2007 Bengkulu earthquake and 2010 Mentawai earthquake. GANO station shows a subsidence at rate 12.25 mm/yr, indicating the overriding Indo-Australia Plate which is dragged down by the subducting Southeast Asian Plate.

    Liquid metal technologies for liquid lead and lead-bismuth alloy are under wide investigation and development for advanced nuclear energy systems and waste transmutation systems. Material corrosion is one of the main issues studied a lot recently in the development of the liquid metal technology. This study reviews corrosion by liquid lead and lead bismuth, including the corrosion mechanisms, corrosion inhibitor and the formation of the protective oxide layer. The available experimental data are analyzed by using a corrosion model in which the oxidation and scale removal are coupled. Based on the model, long-term behaviors of steels in liquid lead and lead-bismuth are predictable. This report provides information for the selection of structural materials for typical nuclear reactor coolant systems when selecting liquid lead or lead bismuth as heat transfer media.

    The Brice Environmental Services Corporation (BESCORP) Soil Washing System (BSWS) and its applicability in remediating lead-contaminated soil at lead battery sites was evaluated. The report presents performance and economic data, developed from the U.S. Environmental Protection Agency Superfund Innovative Technology Evaluation (SITE) demonstration (three test runs) and additional data provided by the developer. The demonstration took place at the Alaskan Battery Enterprises (ABE) site in Fairbanks, Alaska. Economic data for a commercial 20-tph unit processing wastes similar to those treated in the SITE Demonstration, including disposal of waste effluents, project operating costs to be about $165/ton of soil (dry basis) containing 6.6 wt percent moisture. This figure does not reflect any revenue from recycling of metallic lead or cashing chips.

    Wind energy is now being deployed world-wide at a rapidly increasing rate and the International Energy Agency (IEA) has a changing role in its growth. IEA was founded in 1974 within the framework of the Organization for Economic Cooperation and Development (OECD) to collaborate on comprehensive international energy programs. IEA membership consists of eighteen parties from sixteen countries and the European Commission. Recently there has been increasing interest in IEA participation from both OECD and non-OECD countries. Non-OECD countries participating in various IEA Agreements include: China, India, Israel, Korea, and Russia. Because of its diverse international makeup, the IEA is viewed as a source of reliable technical and economic information. The World Bank has approached the Executive Committee for Wind Energy R & D, through the IEA Renewable Energy Working Party, to assist in the expansion of wind deployment. In addition, IEA is moving from R & D programs to include tracking of implementation incentives offered by its members.

    The Department of Energy's Office of Electricity has initiated a $60M program to assist the electric industry in interconnection-level analysis and planning. The objective of this effort is to facilitate the development or strengthening of capabilities in each of the three interconnections serving the lower 48 states of the United States, to prepare analyses of transmission requirements under a broad range of alternative futures and develop long-term interconnection-wide transmission expansion plans. The interconnections are the Western Interconnection, the Eastern Interconnection, and the Texas Interconnection. One element of this program address the support and development of an integrated energy-water Decision Support System (DSS) that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water stress for transmission and resource planning (the Eastern Interconnection is not participating in this element). Specific objectives include: (1) Develop an integrated Energy-Water Decision Support System (DSS) that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water stress for transmission and resource planning.     Deciding how to mitigate the hazards during lead paint removal is complex and requires consideration of many variables. Assessment of public health risk, environmental impact, and emissions potential of the operations must be considered. Additionally, the removal technique, containment system, and monitoring criteria must be developed. This article presents an integrated approach to identifying lead hazards, assessing risks to workers, the environment, and the public, developing the appropriate maintenance strategy, and selecting paint removal and containment systems. Also considered are guidelines for selecting a third party to design the overall project. This approach is based on a decision path that provides criteria for project assessment in an orderly fashion. The design of lead paint management projects in industrial applications requires consideration of the variables shown in the decision path.

    The discovery of two oil fields, Kellerville and Siloam, in shallow (600--675 ft deep) basal Silurian carbonates in 1958 and 1959 respectively, was the first new production in western Illinois since the discovery of the Devonian Hoing sandstone at Colmar-Plymouth field in 1914. A second, and more major, drilling boom in western Illinois resulted from official recognition in 1982 of a significant oil discovery in basal Silurian rocks at Buckhorn East oil field, later Buckhorn Consolidated. Within a relatively short time, numerous rigs were moving into western Illinois in the hopes of repeating the successes experienced at Buckhorn East. Unfortunately, there was no adequate geologic model that explained the oil accumulations in western Illinois. Basal Silurian reservoirs in western Illinois developed due to dolomitization of carbonate that filled shallow valleys incised in the underlying Maquoketa shale. Exploration for these reservoirs should utilize all of the clues that are presented here. It will be critical to continue gathering data from the area via quality wireline logs, cores, samples, and geophysical studies. It is unlikely that the Buckhorn-Siloam-Kellerville complex is unique in western Illinois.

  4. Improving Simulations of Fine Dust Surface Concentrations over the Western United States by Optimizing the Particle Size Distribution

    To improve estimates of remote contributions of dust to fine particulate matter (PM2.5) in the western United States, new dust particle size distributions (PSDs) based upon scale-invariant fragmentation theory (Kok_PSD) with constraints from in situ measurements (IMP_PSD) are implemented in a chemical transport model (GEOS-Chem). Compared to initial simulations, this leads to reductions in the mass of emitted dust particles with radii <1.8 mm by 40%-60%. Consequently, the root-mean-square error in simulated fine dust concentrations compared to springtime surface observations in the western United States is reduced by 67%-81%. The ratio of simulated fine to coarse PM mass is also improved, which is not achievable by reductions in total dust emissions. The IMP_PSD best represents the PSD of dust transported from remote sources and reduces modeled PM2.5 concentrations up to 5 mg/m3 over the western United States, which is important when considering sources contributing to nonattainment of air quality standards.
