    The objective of this project is to finalize the creation of an independent quality fuel testing laboratory on the campus of Iowa Central Community College in Fort Dodge, Iowa that shall provide the exploding biofuels industry a timely and cost-effective centrally located laboratory to complete all state and federal fuel and related tests that are required. The recipient shall work with various state regulatory agencies, biofuel companies and state and national industry associations to ensure that training and testing needs of their members and American consumers are met. The recipient shall work with the Iowa Department of Ag and Land Stewardship on the development of an Iowa Biofuel Quality Standard along with the Development of a standard that can be used throughout industry.

  13. Climate change and maize yield in Iowa

    Climate is changing across the world, including the major maize-growing state of Iowa in the USA. To maintain crop yields, farmers will need a suite of adaptation strategies, and choice of strategy will depend on how the local to regional climate is expected to change. Here we predict how maize yield might change through the 21st century as compared with late 20th century yields across Iowa, USA, a region representing ideal climate and soils for maize production that contributes substantially to the global maize economy. To account for climate model uncertainty, we drive a dynamic ecosystem model with output frommore » six climate models and two future climate forcing scenarios. Despite a wide range in the predicted amount of warming and change to summer precipitation, all simulations predict a decrease in maize yields from late 20th century to middle and late 21st century ranging from 15% to 50%. Linear regression of all models predicts a 6% state-averaged yield decrease for every 1°C increase in warm season average air temperature. When the influence of moisture stress on crop growth is removed from the model, yield decreases either remain the same or are reduced, depending on predicted changes in warm season precipitation. Lastly, our results suggest that even if maize were to receive all the water it needed, under the strongest climate forcing scenario yields will decline by 10-20% by the end of the 21st century.« less

    At the request of the U.S. Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted an indoor radiological survey of property at the Iowa Army Ammunition Plant (IAAAP), Middletown, Iowa in June 2000. The purpose of the survey was to determine if radioactive residuals resulting from previous Atomic Energy Commission (AEC) activities were present inside selected Line 1 buildings at the IAAAP and conduct sampling in those areas of previous AEC operations that utilized radioactive components at some point during the manufacturing process, in order to evaluate any possible immediate health hazards and to collect sufficient information to determine the next type of survey. The AEC occupied portions of IAAAP from 1947 to 1975 to assemble nuclear weapons. The surveyed areas were identified through interviews with current and former IAAAP employees who had worked at the plant during AEC's tenure, and from AEC records.

    The Department of Energy is developing an estimate of the undeveloped hydropower potential in this country. The Hydropower Evaluation Software is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. The software measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven software program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Iowa.

    The overall objective of this proposal is to enable Iowa State University to establish a Center that enjoys world-class stature and eventually enhances the economy through the transfer of innovation from the laboratory to the marketplace. The funds have been used to support experimental proposals from interdisciplinary research teams in areas related to catalysis and green chemistry. Specific focus areas included: Catalytic conversion of renewable natural resources to industrial materials Development of new catalysts for the oxidation or reduction of commodity chemicals Use of enzymes and microorganisms in biocatalysis Development of new, environmentally friendly reactions of industrial importance These focus areas intersect with barriers from the MYTP draft document. Specifically, section 2.4.3.1 Processing and Conversion has a list of bulleted items under Improved Chemical Conversions that includes new hydrogenation catalysts, milder oxidation catalysts, new catalysts for dehydration and selective bond cleavage catalysts. Specifically, the four sections are: 1. Catalyst development (7.4.12.A) 2. Conversion of glycerol (7.4.12.B) 3. Conversion of biodiesel (7.4.12.C) 4. Glucose from starch (7.4.12.D) All funded projects are part of a soybean or corn biorefinery. Two funded projects that have made significant progress toward goals of the MYTP draft document are: Catalysts to convert feedstocks with high fatty acid content to biodiesel (Kraus, Lin, Verkade) and Conversion of Glycerol into 1,3-Propanediol (Lin, Kraus). Currently, biodiesel is prepared using homogeneous base catalysis. However, as producers look for feedstocks other than soybean oil, such as waste restaurant oils and rendered animal fats, they have observed a large amount of free fatty acids contained in the feedstocks. Free fatty acids cannot be converted into biodiesel using homogeneous base-mediated processes. The CCAT catalyst system offers an integrated and cooperative catalytic system

The education and training program continued within the interdepartmental graduate minor in mineral resources includes courses in such areas as mining methods, mineral processing, industrial minerals, extractive metallurgy, coal science and technology, and reclamation of mined land. In addition, ISMMRRI hosted the 3rd International Conference on Processing and Utilization of High-Sulfur Coals in Ames, Iowa. The Institute continues to interact with industry in order to foster increased cooperation between academia and the mining and mineral community.

We describe a selection of the activities and present a summary of their outcomes and extent of their impact on Ames, Des Moines and the surrounding communities in Iowa.     Recent experiments indicate a connection between the structure of amyloid aggregates and their cytotoxicity as related to neurodegenerative diseases. Of particular interest is the Iowa Mutant, which causes early-onset of Alzheimer's disease. While wild-type Amyloid β-peptides form only parallel beta-sheet aggregates, the mutant also forms meta-stable antiparallel beta sheets. Since these structural variations may cause the difference in the pathological effects of the two Aβ-peptides, we have studied in silico the relative stability of the wild type and Iowa mutant in both parallel and antiparallel forms. We compare regular molecular dynamics simulations with such where the viscosity of the samples is reduced, which, we show, leads to higher sampling efficiency. By analyzing and comparing these four sets of all-atom molecular dynamics simulations, we probe the role of the various factors that could lead to the structural differences. Our analysis indicates that the parallel forms of both wild type and Iowa mutant aggregates are stable, while the antiparallel aggregates are meta-stable for the Iowa mutant and not stable for the wild type. The differences result from the direct alignment of hydrophobic interactions in the in-register parallel oligomers, making them more stable than the antiparallel aggregates. The slightly higher thermodynamic stability of the Iowa mutant fibril-like oligomers in its parallel organization over that in antiparallel form is supported by previous experimental measurements showing slow inter-conversion of antiparallel aggregates into parallel ones. Knowledge of the mechanism that selects between parallel and antiparallel conformations and determines their relative stability may open new avenues for the development of therapies targeting familial forms of early-onset Alzheimer's disease.

    The purpose of this study was to do an initial estimate of the potential for energy savings in the state of Iowa. Several methods for determining savings were examined, including existing programs, surveys, savings calculators, and economic simulation. Each method has advantages and disadvantages, trading off between detail of information, accuracy of results, and scope. This paper concentrated on using economic simulation (the NEMS model (EIA 2000a)) to determine market potential for energy savings for the residential and commercial sectors. The results of surveys were used to calculate the economic potential for savings in the industrial sector. The NEMS model is used by the Energy Information Administration to calculate twenty-year projections of energy use for every region of the country. The results of the Annual Energy Outlook 2000 were used as the Base case (EIA 1999a). Two alternative cases were created to simulate energy savings policies. Voluntary, market-related programs were simulated by lowering the effective discount rates that end-users use when making decisions on equipment purchases. Standards programs in the residential sector were simulated by eliminating the availability of low efficiency equipment in future years. The parameters for these programs were based on the Moderate scenario from the DOE Clean Energy Futures study (Interlaboratory Working Group 2000), which assumed increased concern by society on energy efficiency but not to the point of fiscal policies such as taxes or direct subsidies. The study only considered a subset of the various programs, policies, and technologies that could reduce energy use. The major end-uses in the residential sector affected by the policies were space cooling (20% savings by 2020) and water heating (14% savings by 2020.) Figure S-1 shows the space cooling savings when voluntary programs and minimum efficiency standards were implemented. Refrigerators, freezers, and clothes dryers saw slight improvements

Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property.     We analyze the temperature relaxation phenomena of systems in contact with a thermal reservoir that undergoes a non-Markovian diffusion process. From a generalized Langevin equation, we show that the temperature is governed by a law of cooling of the Newton’s law type in which the relaxation time depends on the velocity autocorrelation and is then characterized by the memory function. The analysis of the temperature decay reveals the existence of an anomalous cooling in which the temperature may oscillate. Despite this anomalous behavior, we show that the variation of entropy remains always positive in accordance with the second law of thermodynamics.

    The Iowa Wind Energy Institute, under a grant from the Iowa Energy Center, undertook in 1994 to map wind resources in Iowa. Fifty-meter met towers were erected at 13 locations across the state deemed promising for utility-scale wind farm development. Two years of summarized wind speed, direction, and temperature data were used to create wind resource maps incorporating effects of elevation, relative exposure, terrain roughness, and ground cover. Maps were produced predicting long-term mean monthly and annual wind speeds on a one-kilometer grid. The estimated absolute standard error in the predicted annual average wind speeds at unobstructed locations is 9 percent. The relative standard error between points on the annual map is estimated to be 3 percent. These maps and tabular data for 2,000 cities and towns in Iowa are now available on the Iowa Energy Center`s web site (http.//www.energy.iastate.edu).

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Iowa homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Iowa homeowners will save $7,573 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $454 for the 2012 IECC.

    An interdisciplinary curriculum in radiochemistry is under development at the University of Iowa. The program represents a collaboration between the Departments of Radiology and Chemistry with strong support from the College of Medicine and the College of Liberal Arts and Sciences. The University has undertaken this venture in response to a national and international need for professionals with skills and knowledge of nuclear chemistry and radiochemistry. Students enrolling in this program will benefit from a diverse spectrum of extramurally-funded projects for which radiochemistry is a cornerstone of research and development. Recently, a symposium was conducted at the University of Iowa to determine the undergraduate educational foundation that will produce desirable personnel for the diverse sectors related to radiochemistry. Professionals and researchers from around the United States were invited to contribute their perspectives on aspects of radiochemistry that would be important to include in the undergraduate program. Here, we present a brief communication of the draft curriculum, which is based on our understanding of the current need for radio-chemists and nuclear chemists across disciplines and is informed by our communications with participants in the radiochemistry symposium. Recurring themes, which were stressed by participants, included the need for the development of specialized hands-on open-source laboratory training, internship opportunities, and the inclusion of inexpensive-simple radiochemistry laboratory modules that could be included in early analytical laboratory instruction to attract students to the study of radiochemistry and nuclear chemistry.     The goal of the Ames Expedited Site Characterization (ESC) project is to evaluate and promote both innovative technologies (IT) and state-of-the-practice technologies (SOPT) for site characterization and monitoring. In April and May 1994, the ESC project conducted site characterization, technology comparison, and stakeholder demonstration activities at a former manufactured gas plant (FMGP) owned by Iowa Electric Services (IES) Utilities, Inc., in Marshalltown, Iowa. Three areas of technology were fielded at the Marshalltown FMGP site: geophysical, analytical and data integration. The geophysical technologies are designed to assess the subsurface geological conditions so that the location, fate and transport of the target contaminants may be assessed and forecasted. The analytical technologies/methods are designed to detect and quantify the target contaminants. The data integration technology area consists of hardware and software systems designed to integrate all the site information compiled and collected into a conceptual site model on a daily basis at the site; this conceptual model then becomes the decision-support tool. Simultaneous fielding of different methods within each of the three areas of technology provided data for direct comparison of the technologies fielded, both SOPT and IT. This document reports the results of the site characterization, technology comparison, and ESC demonstration activities associated with the Marshalltown FMGP site. 124 figs., 27 tabs.

    About 11:40 a.m. central daylight saving time on July 30, 1988, Iowa Interstate Railroad Ltd. (IAIS) freight trains Extra 470 West and Extra 406 East collided head on within the yard limits of Altoona, Iowa, about 10 miles east of Des Moines, Iowa. All 5 locomotive units from both trains; 11 cars of Extra 406 East; and 3 cars, including two tank cars containing denatured alcohol, of Extra 470 West derailed. The denatured alcohol, which was released through the pressure relief valves and the manway domes of the two derailed tank cars, was ignited by the fire resulting from the collision of the locomotives. Both crew members of Extra 470 West were fatally injured; the two crew members of Extra 406 East were only slightly injured. The estimated damage (including lading) as a result of this accident exceeded $1 million. The major safety issues in the accident include operational methods employed by the IAIS, training and selection of train and engine personnel, supervisory oversight by the IAIS, design of closure fittings on hazardous materials rail tanks, and oversight of regional railroads by the Federal Railroad Administration.

    The Iowa Stored Energy Plant Agency selected a geologic structure at Dallas Center, Iowa, for evaluation of subsurface compressed air energy storage. The site was rejected due to lower-than-expected and heterogeneous permeability of the target reservoir, lower-than-desired porosity, and small reservoir volume. In an initial feasibility study, permeability and porosity distributions of flow units for the nearby Redfield gas storage field were applied as analogue values for numerical modeling of the Dallas Center Structure. These reservoir data, coupled with an optimistic reservoir volume, produced favorable results. However, it was determined that the Dallas Center Structure cannot be simplified to four zones of high, uniform permeabilities. Updated modeling using field and core data for the site provided unfavorable results for air fill-up. This report presents Sandia National Laboratories' petrologic and petrophysical analysis of the Dallas Center Structure that aids in understanding why the site was not suitable for gas storage.

  7. Uptake of explosives from contaminated soil by existing vegetation at the Iowa Army Ammunition Plant

    This study examines the uptake of explosives by existing vegetation growing in soils contaminated with 2,4,6-trinitrotoluene (TNT) and 1,3,5-trinitro-3,5-triazine (RDX) in three areas at the Iowa Army Ammunition Plant (IAAP). To determine explosives uptake under natural environmental conditions, existing plant materials and soil from the root zone were sampled at different locations in each area, and plant materials were separated by species. Standard methods were used to determine the concentrations of explosives, their derivatives, and metabolites in the soil samples. Plant materials were also analyzed. The compound TNT was not detected in the aboveground portion of plants, and vegetation growing on TNT-contaminated soils is not considered a health hazard. However, soil and plant roots may contain TNT degradation products that may be toxic; hence, their consumption is not advised. The compound RDX was found in the tops and roots of plants growing on RDX-contaminated soils at all surveyed sites. Although RDX is not a listed carcinogen, several of its potentially present degradation products are carcinogens. Therefore, the consumption of any plant tissues growing on RDX-contaminated sites should be considered a potential health hazard.

Install the tower at the site that has been pre-qualified as the site most likely to produce maximum electric power from the wind. It will collect meteorological data from the tower's sensors for a one year period, as required for due diligence to identify the site as appropriate for the installation of a wind turbine to provide electric power for the community. Have the collected data analyzed by a meteorologist and a professionally certified wind engineer to produce the reports of expected power generation at the site, for the specific wind turbine(s) under consideration for installation. 1.2.1 Goals of the Tribe The feasibility study reports, including technical and business analyses will be used to obtain contracts and financing required to develop and implement a wind turbine project on the Meskwaki Settlement. Our goal is to produce two (2) mega watts of power and to reduce the cost for electricity currently being paid by the Meskwaki Casino. 1.2.2 Project Objectives Meet the energy needs of the community with clean energy. Bring renewable energy to the settlement in a responsible, affordable manner. Maximize both the economic and the spiritual benefits to the tribe from energy independence. Integrate the Tribe's energy policies with its economic development goals.     Pacific Environmental Services, Inc. provided engineering and source testing services to the Council of Great Lake Governors to support their efforts in promoting the development and utilization of densified refuse derived fuels (d-RDF) and pelletized wastepaper fuels in small steam generating facilities. The emissions monitoring program was designed to provide a complete air emissions profile while burning various refuse derived fuels. The specific goal of this test program was to conduct air emissions tests at Dordt College located in Sioux Center, Iowa and to identify a relationship between fuel types and emission characteristics. The sampling protocol was carried out June 12 through June 20, 1989 on boiler {number sign}4. This unit had been previously modified to burn d-RDF. The boiler was not equipped with any type of air pollution control device so the emissions samples were collected from the boiler exhaust stack on the roof of the boilerhouse. The emissions that were sampled included: particulates; PM{sub 10} particulates; hydrochloric acid; dioxins; furans; polychlorinated biphenyls (PCB); metals and continuous monitors for CO, CO{sub 2}O{sub 2}SO{sub x}NO{sub x} and total hydrocarbons. Grab samples of the fuels were collected, composited and analyzed for heating value, moisture content, proximate and ultimate analysis, ash fusion temperature, bulk density and elemental ash analysis. Grab samples of the boiler ash were also collected and analyzed for total hydrocarbons total dioxins, total furans, total PCBs and heavy metals. 77 figs., 20 tabs.

    This report presents the results of the Community Environmental Response Facilitation Act (CERFA) investigation conducted by The Earth Technology Corporation (TETC) at the Fort Des Moines, a U.S. Government property selected for closure by the Base Realignment and Closure (BRAC) Commission. Under CERFA Federal agencies are required to identify real property that can be immediately reused and redeveloped. Satisfying this objective requires the identification of real property where no hazardous substances or petroleum products, regulated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), were stored for one year or more, known to have been released, or disposed. Fort Des Moines is a 53.28-acre site located in Polk County, Iowa, within the city limits of Des Moines. The installation's primary mission is to provide support and shelter for the U.S. Army Reserve. Activities associated with the property that have environmental significance are photographic processing, vehicle maintenance, printing, and fuel storage. TETC reviewed existing investigation documents; U.S. Environmental Protection Agency (USEPA), State, and county regulatory records; environmental data bases; and title documents pertaining to Fort Des Moines during this investigation. In addition, TETC conducted interviews and visual inspections of Fort Des Moines as well as visual inspections and data base searches for the surrounding properties. Information in this CERFA Report was current as of April 1994.

  11. Energy Savings From System Efficiency Improvements in Iowa's HVAC SAVE Program

    The objective of this project is to explore the energy savings potential of maximizing furnace and distribution system performance by adjusting operating, installation, and distribution conditions. The goal of the Iowa HVAC System Adjusted and Verified Efficiency (SAVE) program is to train contractors to measure installed system efficiency as a diagnostic tool to ensure that the homeowner achieves the energy reduction target for the home rather than simply performing a tune-up on the furnace or having a replacement furnace added to a leaky system. The PARR research team first examined baseline energy usage from a sample of 48 existing homes, before any repairs or adjustments were made, to calculate an average energy savings potential and to determine which system deficiencies were prevalent. The results of the baseline study of these homes found that, on average, about 10% of the space heating energy available from the furnace was not reaching the conditioned space. In the second part of the project, the team examined a sample of 10 homes that had completed the initial evaluation for more in-depth study. For these homes, the diagnostic data shows that it is possible to deliver up to 23% more energy from the furnace to the conditioned space by doing system tune ups with or without upgrading the furnace. Replacing the furnace provides additional energy reduction. The results support the author's belief that residential heating and cooling equipment should be tested and improved as a system rather than a collection of individual components.

    This report describes an undergraduate minor program in wind energy that has been developed at Iowa State University. The minor program targets engineering and meteorology students and was developed to provide interested students with focused technical expertise in wind energy science and engineering, to increase their employability and ultimate effectiveness in this growing industry. The report describes the requirements of the minor program and courses that fulfill those requirements. Five new courses directly addressing wind energy have been developed. Topical descriptions for these five courses are provided in this report. Six industry experts in various aspects of wind energy science and engineering reviewed the wind energy minor program and provided detailed comments on the program structure, the content of the courses, and the employability in the wind energy industry of students who complete the program. The general consensus is that the program is well structured, the course content is highly relevant, and students who complete it will be highly employable in the wind energy industry. The detailed comments of the reviewers are included in the report.

    The Vogel Paint and Wax National Priority List site is situated in northwest Iowa in Sioux County. Contaminants found at the site consist of heavy metals (particularly cadmium, chromium, lead, and mercury) and volatile organic compounds (benzene, ethylbenzene, methyl ethyl ketone, toluene, and xylene). Two towns, Maurice and Struble, and the Southern Sioux County Rural Water System well field are located within three miles of the site, and two families live within 1600 feet of the waste-disposal site. Environmental pathways include contaminated soil and ground water, as well as potential surface water and air contamination. Although there does not appear to be any immediate public health threat, the site is of potential health concern because of the possibility for further off-site migration of contaminants into the ground water aquifer and for direct on-site contact.

    This task examines the potential of the treated waste feed blends to form sodium-aluminum silicate precipitates when evaporated using the zeolite database. To investigate the behavior of the blended pretreated waste feed, an OLI Environmental Simulation Package Software (OLI ESP) model of the treated low activity waste (LAW) evaporator was built. A range of waste feed compositions representative of Envelope A, B, and C were then fed into the OLI model to predict various physical and chemical properties of the evaporator concentrates. Additional runs with treated LAW evaporator were performed to compare chemical and physical property model predictions and experimental results for small-scale radioactive tests of the treated feed evaporation process.

    The major objective of the baseline glass formulation work was to develop and select glass formulations that are compliant with contractual and processing requirements for each of the LAW waste streams. Other objectives of the work included preparation and characterization of glasses with respect to the properties of interest, optimization of sulfate loading in the glasses, evaluation of ability to achieve waste loading limits, testing to demonstrate compatibility of glass melts with melter materials of construction, development of glass formulations to support ILAW qualification activities, and identification of glass formulation issues with respect to contract specifications and processing requirements.

    The John Deere Dubuque Works site is located approximately 2.5 miles north of the City of Dubuque, Iowa. The site is owned by Deere and Company, which has operated a manufacturing plant at the site since 1946. The plant property includes an area of 1,447 acres located in the flood plain at the confluence of the Little Maquoketa River and the Mississippi River. The waste-management history of the plant is complex, but the primary area of concern is an unlined landfill originally placed in a natural depression caused by the Little Maquoketa River. Prior to 1968, wastes were placed in the low areas of the landfill and combustible materials were burned. Another area of concern at the facility is the site of a 1980, 200,000-gallon diesel fuel spill. Investigations conducted by John Deere indicated that human health hazards at the landfill could be considered minimal with the primary hazard being the possibility of dissolved organic chemicals impacting offsite domestic wells located east of the plant along the Mississippi River. The primary contaminants of concern affecting the ground water are volatile organic compounds including benzene, PCE, TCE, and toluene. The selected remedial action for the site is included.

    The Iowa Stored Energy Park was an innovative, 270 Megawatt, $400 million compressed air energy storage (CAES) project proposed for in-service near Des Moines, Iowa, in 2015. After eight years in development the project was terminated because of site geological limitations. However, much was learned in the development process regarding what it takes to do a utility-scale, bulk energy storage facility and coordinate it with regional renewable wind energy resources in an Independent System Operator (ISO) marketplace. Lessons include the costs and long-term economics of a CAES facility compared to conventional natural gas-fired generation alternatives; market, legislative, and contract issues related to enabling energy storage in an ISO market; the importance of due diligence in project management; and community relations and marketing for siting of large energy projects. Although many of the lessons relate to CAES applications in particular, most of the lessons learned are independent of site location or geology, or even the particular energy storage technology involved.

    We generalize Ringström’s global future causal stability results (Ringström 2009) [11] for certain expanding cosmological solutions of the Einstein-scalar field equations to solutions of the Einstein–Maxwell-scalar field system. In particular, after noting that the power law inflationary spacetimes (M{sup n+1},g{sup -hat}, ϕ{sup -hat}) considered by Ringström (2009) in [11] are solutions of the Einstein–Maxwell-scalar field system (with exponential potential) as well as of the Einstein-scalar field system (with the same exponential potential), we consider (nonlinear) perturbations of initial data sets of these spacetimes which include electromagnetic perturbations as well as gravitational and scalar perturbations. We show that if (as in Ringström (2009) [11]) we focus on pairs of relatively scaled open sets U{sub R{sub 0}}⊂U{sub 4R{sub 0}} on an initial slice of (M{sup n+1},g{sup -hat}), and if we choose a set of perturbed data which on U{sub 4R{sub 0}} is sufficiently close to that of (M{sup n+1},g{sup -hat},ϕ{sup -hat}, A{sup -hat} = 0), then in the maximal globally hyperbolic spacetime development (M{sup n+1},g,ϕ,A) of this data via the Einstein–Maxwell-scalar field equations, all causal geodesics emanating from U{sub R{sub 0}} are future complete (just as in (M{sup n+1},g{sup -hat})). We also verify that, in a certain sense, the future asymptotic behavior of the fields in the spacetime developments of the perturbed data sets does not differ significantly from the future asymptotic behavior of (M{sup n+1},g{sup -hat}, ϕ{sup -hat}, A{sup -hat} = 0). -- Highlights: •We prove stability of expanding solutions of the Einstein–Maxwell-scalar field equations. •All nearby solutions are geodesically complete. •The topology of the initial slice is irrelevant to our stability results.

    As a result of the recent passage of new amendments to the Clean Air Act, many U.S. power plants will be required to reduce sulfur dioxide (SO{sub 2}) emissions. Iowa Electric Light and Power (IELP) was interested in investigating a number of options that will allow Prairie Creek Unit 4 to operate in compliance with these new regulations. One of these options was Dry Sorbent Injection (DSI), a relatively simple and low cost retrofit technique, useful for controlling SO{sub 2} concentrations in coal combustion flue gas. The purpose of the program was to obtain operational data necessary to aid in the identification and assessment of DSI options that have a high potential for successful application. This paper contains a summary and analysis of the data obtained during the test effort. It also contains a discussion of the results of each of the major tasks undertaken to accomplish this feasibility study.

We develop a set of constraints on the drift and diffusion terms of such stochastic models to ensure that both the non-negativity and the unit-sum conservation law constraint are satisfied as the variables evolve in time.     Conventional methods of gathering forensic evidence at crime scenes are encumbered by difficulties that limit local law enforcement efforts to apprehend offenders and bring them to justice. Working with a local law-enforcement agency, Sandia National Laboratories has developed a prototype multispectral imaging system that can speed up the investigative search task and provide additional and more accurate evidence. The system, called the Criminalistics Light-imaging Unit (CLU), has demonstrated the capabilities of locating fluorescing evidence at crime scenes under normal lighting conditions and of imaging other types of evidence, such as untreated fingerprints, by direct white-light reflectance. CLU employs state of the art technology that provides for viewing and recording of the entire search process on videotape. This report describes the work performed by Sandia to design, build, evaluate, and commercialize CLU.

Equations involving a fractional Laplacian in the Riesz form that describe the electric fields in such non-local media are studied. The generalizations of Coulomb’s law and Debye’s screening for power-law non-local media are characterized. We consider simple models with anomalous behavior of plasma-like media with power-law spatial dispersions.     The dynamics of filaments or blobs in the scrape-off layer of magnetic fusion devices are studied by magnitude estimates of a comprehensive drift-interchange-Alfvn fluid model. The standard blob models are reproduced in the cold ion case. Even though usually neglected, in the scrape-off layer, the ion temperature can exceed the electron temperature by an order of magnitude. The ion pressure affects the dynamics of filaments amongst others by adding up to the interchange drive and the polarisation current. It is shown how both effects modify the scaling laws for filament velocity in dependence of its size. Simplifications for experimentally relevant limit regimes are given. These are the sheath dissipation, collisional, and electromagnetic regime.

The Liouville equation with the Caputo fractional derivatives is used to obtain the power-law dependence of the absolute permittivity on the wave vector.   10. A NEW REDDENING LAW FOR M4

    We have used a combination of broadband near-infrared and optical Johnson-Cousins photometry to study the dust properties in the line of sight to the Galactic globular cluster M4. We have investigated the reddening effects in terms of absolute strength and variation across the cluster field, as well as the shape of the reddening law defined by the type of dust. All three aspects had been poorly defined for this system and, consequently, there has been controversy about the absolute distance to this globular cluster, which is closest to the Sun. Here, we determine the ratio of absolute to selective extinction (R{sub V} ) in the line of sight toward M4, which is known to be a useful indicator for the type of dust and therefore characterizes the applicable reddening law. Our method is independent of age assumptions and appears to be significantly more precise and accurate than previous approaches. We obtain A{sub V} /E(B - V) = 3.76 {+-} 0.07 (random error) for the dust in the line of sight to M4 for our set of filters. That corresponds to a dust-type parameter R{sub V} = 3.62 {+-} 0.07 in the Cardelli et al. reddening law. With this value, the distance to M4 is found to be 1.80 {+-} 0.05 kpc, corresponding to a true distance modulus of (m - M){sub 0} = 11.28 {+-} 0.06 (random error). A reddening map for M4 has been created, which reveals a spatial differential reddening of {delta}E(B - V) {>=} 0.2 mag across the field within 10' around the cluster center; this is about 50% of the total mean reddening, which we have determined to be E(B - V) = 0.37 {+-} 0.01. In order to provide accurate zero points for the extinction coefficients of our photometric filters, we investigated the impact of stellar parameters such as temperature, surface gravity, and metallicity on the extinction properties and the necessary corrections in different bandpasses.     It is well known that a canonical scalar field with an exponential potential can drive power law inflation (PLI). However, the tensor-to-scalar ratio in such models turns out to be larger than the stringent limit set by recent Planck results. We propose a new model of power law inflation for which the scalar spectra index, the tensor-to-scalar ratio and the non-gaussianity parameter f{sub N{sub L}{sup equil}} are in excellent agreement with Planck results. Inflation, in this model, is driven by a non-canonical scalar field with an inverse power law potential. The Lagrangian for our model is structurally similar to that of a canonical scalar field and has a power law form for the kinetic term. A simple extension of our model resolves the graceful exit problem which usually afflicts models of power law inflation.

    In this paper we explore the asymptotic statistics of a general model of rank distributions in the large-ensemble limit; the construction of the general model is motivated by recent empirical studies of rank distributions. Applying Lorenzian, oligarchic, and Heapsian asymptotic analyses we establish a comprehensive set of closed-form results linking together rank distributions, probability distributions, oligarchy sizes, and innovation rates. In particular, the general results reveal the fundamental underlying connections between Zipfs law, Paretos law, and Heaps lawthree elemental empirical power-laws that are ubiquitously observed in the sciences. -- Highlights: ?     Use of the Second (2nd) Law of Thermodynamic concepts in energy system analysis is assessed. The basic advantage of using the 2nd law and availability concepts is that, while the First Law of Thermodynamics considers all energy quantities with equal weight, the 2nd law (and the entropy concept) distinguishes a grade or quality of the energy being considered as well as quantity. From this distinction flow two important considerations: (1) the losses at each point in a system can be assessed and measured in units that are directly proportional to input or purchased fuel energy; and (2) the minimum energy required to perform a given function or process is ascertainable as well as the maximum energy available from a given source. These considerations represent valuable analysis tools and compel consideration of the 2nd law in the analysis of energy systems. The use of 2nd law concepts is certainly not new or neglected. Practitioners in the energy field make implicit use of these ideas in the design and operation of most contemporary energy systems. The question is addressed here of whether explicit use of these ideas can provide any new or overlooked benefits in the design, operation, and reporting of energy using systems. To address the explicit use of 2nd law concepts, three areas of concern were chosen: energy monitoring; process and system design and modification; and component design and modification.

    Interactions of plasma motion with magnetic fields occur in nature and in the laboratory in an impressively broad range of scales, from megaparsecs in astrophysical systems to centimeters in fusion devices. The fact that such an enormous array of phenomena can be effectively studied lies in the existence of fundamental scaling laws in plasma turbulence, which allow one to scale the results of analytic and numerical modeling to the sized of galaxies, velocities of supernovae explosions, or magnetic fields in fusion devices. Magnetohydrodynamics (MHD) provides the simplest framework for describing magnetic plasma turbulence. Recently, a number of new features of MHD turbulence have been discovered and an impressive array of thought-provoking phenomenological theories have been put forward. However, these theories have conflicting predictions, and the currently available numerical simulations are not able to resolve the contradictions. MHD turbulence exhibits a variety of regimes unusual in regular hydrodynamic turbulence. Depending on the strength of the guide magnetic field it can be dominated by weakly interacting Alfv\\'en waves or strongly interacting wave packets. At small scales such turbulence is locally anisotropic and imbalanced (cross-helical). In a stark contrast with hydrodynamic turbulence, which tends to ``forget'' global constrains and become uniform and isotropic at small scales, MHD turbulence becomes progressively more anisotropic and unbalanced at small scales. Magnetic field plays a fundamental role in turbulent dynamics. Even when such a field is not imposed by external sources, it is self-consistently generated by the magnetic dynamo action. This project aims at a comprehensive study of universal regimes of magnetic plasma turbulence, combining the modern analytic approaches with the state of the art numerical simulations.     Monte Carlo neutron transport codes such as MCNP rely on accurate data for nuclear physics cross-sections to produce accurate results. At low energy, this takes the form of scattering laws based on the dynamic structure factor, S (Q, E). High density polyethylene (HDPE) is frequently employed as a neutron moderator at both high and low temperatures, however the only cross-sections available are for T =300 K, and the evaluation has not been updated in quite some time. In this paper we describe inelastic neutron scattering measurements on HDPE at 5 and 300 K which are used to improve the scattering law for HDPE. We describe the experimental methods, review some of the past HDPE scattering laws, and compare computations using these models to the measured S (Q, E). The total cross-section is compared to available data, and the treatment of the carbon secondary scatterer as a free gas is assessed. We also discuss the use of the measurement itself as a scattering law via the 1 phonon approximation. We show that a scattering law computed using a more detailed model for the Generalized Density of States (GDOS) compares more favorably to this experiment, suggesting that inelastic neutron scattering can play an important role in both the development and validation of new scattering laws for Monte Carlo work.

  4. Criticality Calculations Using the Isopiestic Density Law of Actinide Nitrates

    Up to now, criticality safety experts used density laws fitted on experimental data and applied them outside the measurement range. Depending on the case, such an approach could be wrong for nitrate solutions. Seven components are concerned: UO{sub 2}(NO{sub 3}){sub 2}, U(NO{sub 3}){sub 4}, Pu(NO{sub 3}){sub 4}, Pu(NO{sub 3}){sub 3}, Th(NO{sub 3}){sub 4}, Am(NO{sub 3}){sub 3}, and HNO{sub 3}. To obviate this problem, a new methodology based on the thermodynamic concept of mixtures of binary electrolytes solutions (one electrolyte + water) at constant water activity, a so-called 'isopiestic' solution, has been developed by the Institute de Radioprotection et de Surete Nucleaire (IRSN) to calculate the nitrate solutions density. This paper presents its qualification by using criticality experiments. The theory and the implementation are also given.Qualification results of the uranyl and plutonium nitrate solutions show that the new density law (also called the isopiestic law) is in good agreement with the benchmarks. Thus, no bias is put into evidence for the uranium solutions, and a small negative bias equal to 0.2% is found for the plutonium solutions.Moreover, the isopiestic law corrects the observed 1% overestimation of k{sub eff} due to the empirical IRSN Leroy and Jouan density law for uranium solutions and the observed 3.4% underestimation of k{sub eff} due to the ARH-600 density law for plutonium solutions.The isopiestic density law has been implemented in CIGALES V2.0, the graphical user interface of the French criticality safety package CRISTAL that calculates the atom densities of nuclides (and writes the input file for CRISTAL computations)

    Fluorescence intermittency is a random switching between emitting (on) and non-emitting (off) periods found for many single chromophores such as semiconductor quantum dots and organic molecules. The statistics of the duration of on- and off-periods are commonly determined by thresholding the emission time trace of a single chromophore and appear to be power law distributed. Here we test with the help of simulations if the experimentally determined power law distributions can actually reflect the underlying statistics. We find that with the experimentally limited time resolution real power law statistics with exponents α{sub on/off} ≳ 1.6, especially if α{sub on} ≠ α{sub off} would not be observed as such in the experimental data after binning and thresholding. Instead, a power law appearance could simply be obtained from the continuous distribution of intermediate intensity levels. This challenges much of the obtained data and the models describing the so-called power law blinking.

    This paper reports on tanker owners which face a growing dilemma on the issue of oil spill liability. The U.S. Oil Pollution Act, passed last year in the wake of the March 1989 Exxon Valdez oil spill, was intended to reduce risk of and damage from such accidents. However, in addition to phasing in double hulls on most tankers operating in U.S. waters, the law substantially increases shipowner's liability for spills. And the federal law does not preempt state liability laws, which in most cases amount to unlimited liability for spill cleanup. Rather than face potentially unlimited liability in the event of a spill, tanker owners worldwide are exercising a number of options to shield themselves. Some of those options could increase the potential for oil spills, industry officials warn. The act also threatens to shatter the international alliance among shippers. A report by Drewry Shipping Consultants Ltd., London, says the law could have a devastating effect on operating practices. Tanker owners and operators have voiced the most opposition to the new spill law and the shackles it places on them. Now the industry that insures tankers has spoken up about is increased liability, and it too may launch a boycott.

    More than 56 million gallons of radioactive and hazardous waste are stored in 177 underground storage tanks at the U.S. Department of Energy’s (DOE’s) Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is being constructed to treat the wastes and immobilize them in a glass waste form. The WTP includes a pretreatment facility to separate the wastes into a small volume of high-level waste (HLW) containing most of the radioactivity and a larger volume of low-activity waste (LAW) containing most of the nonradioactive chemicals. The HLW will be converted to glass in the HLW vitrification facility for ultimate disposal at an offsite federal repository. At least a portion (~35%) of the LAW will be converted to glass in the LAW vitrification facility and will be disposed of onsite at the Integrated Disposal Facility (IDF). The pretreatment and HLW vitrification facilities will have the capacity to treat and immobilize the wastes destined for each facility. However, a second facility will be needed for the expected volume of additional LAW requiring immobilization. A cementitious waste form known as Cast Stone is being considered to provide the required additional LAW immobilization capacity. The Cast Stone waste form must be acceptable for disposal in the IDF. The Cast Stone waste form and immobilization process must be tested to demonstrate that the final Cast Stone waste form can comply with waste acceptance criteria for the IDF disposal facility and that the immobilization processes can be controlled to consistently provide an acceptable waste form product. Further, the waste form must be tested to provide the technical basis for understanding the long term performance of the waste form in the IDF disposal environment. These waste form performance data are needed to support risk assessment and performance assessment (PA) analyses of the long-term environmental impact of the waste disposal in the IDF. A

    The process of identifying a time variable in time-reparameterization invariant theories results in great ambiguities about the actual laws of physics described by a given theory. A theory set up to describe one set of physical laws can equally well be interpreted as describing any other laws of physics by making a different choice of time variable or clock. In this article we demonstrate how this 'clock ambiguity' arises and then discuss how one might still hope to extract specific predictions about the laws of physics even when the clock ambiguity is present. We argue that a requirement of quasiseparability should play a critical role in such an analysis. As a step in this direction, we compare the Hamiltonian of a local quantum field theory with a completely random Hamiltonian. We find that any random Hamiltonian (constructed in a sufficiently large space) can yield a 'good enough' approximation to a local field theory. Based on this result we argue that theories that suffer from the clock ambiguity may in the end provide a viable fundamental framework for physics in which locality can be seen as a strongly favored (or predicted) emergent behavior. We also speculate on how other key aspects of known physics such as gauge symmetries and Poincare invariance might be predicted to emerge in this framework.

  15. Extended Leach Testing of Simulated LAW Cast Stone Monoliths

    This report describes the results from long-term laboratory leach tests performed at Pacific Northwest National Laboratory (PNNL) for Washington River Protection Solutions (WRPS) to evaluate the release of key constituents from monoliths of Cast Stone prepared with four simulated low-activity waste (LAW) liquid waste streams. Specific objectives of the Cast Stone long-term leach tests described in this report focused on four activities: 1. Extending the leaching times for selected ongoing EPA-1315 tests on monoliths made with LAW simulants beyond the conventional 63-day time period up to 609 days reported herein (with some tests continuing that will be documented later) in an effort to evaluate long-term leaching properties of Cast Stone to support future performance assessment activities. 2. Starting new EPA-1315 leach tests on archived Cast Stone monoliths made with four LAW simulants using two leachants (deionized water [DIW] and simulated Hanford Integrated Disposal Facility (IDF) Site vadose zone pore water [VZP]). 3. Evaluating the impacts of varying the iodide loading (starting iodide concentrations) in one LAW simulant (7.8 M Na Hanford Tank Waste Operations Simulator (HTWOS) Average) by manufacturing new Cast Stone monoliths and repeating the EPA-1315 leach tests using DIW and the VZP leachants. 4. Evaluating the impacts of using a non-pertechnetate form of Tc that is present in some Hanford tanks. In this activity one LAW simulant (7.8 M Na HTWOS Average) was spiked with a Tc(I)-tricarbonyl gluconate species and then solidified into Cast Stone monoliths. Cured monoliths were leached using the EPA-1315 leach protocol with DIW and VZP. The leach results for the Tc-Gluconate Cast Stone monoliths were compared to Cast Stone monoliths pertechnetate.

To this end we use available public data on Supernova Ia and on baryon acoustic oscillations.     We introduce the method of geodesic least squares (GLS) regression for estimating fusion scaling laws. Based on straightforward principles, the method is easily implemented, yet it clearly outperforms established regression techniques, particularly in cases of significant uncertainty on both the response and predictor variables. We apply GLS for estimating the scaling of the L-H power threshold, resulting in estimates for ITER that are somewhat higher than predicted earlier.

These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitiled ''Community Energy Systems and the Law of Public Utilities--Volume One: An Overview.'' This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

In this connection, we consider a weak zero-one j-law.   19. Controlling weapons of mass destruction through the rule of law

    Many who speak of the end of the Cold War emphasize the improvement in international relations when they speak of the momentous consequences of this event. According to this image, the half century since Trinity has been a period of sparse international communication during which the Eastern and Western blocs hibernated in their isolated dens of security alliances. The emphasis in the phrase ``Cold War`` was on the word ``cold,`` and relations with the former Communist regimes are now ``warm`` by comparison. It is equally valid to consider what has happened to the word ``was` in this highly descriptive phrase. While meaningful international dialogue was in a state of relative lethargy during much of the last fifty years, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. Out of these military postures a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to controlling weapons,of mass destruction through the ``rule of law.`` Rawls wrote that ``legal system is a coercive order of public rules addressed to rational persons for the purpose of regulating their conduct and providing the framework for social cooperation. The regular and impartial administration of public rules, becomes the rule of law when applied to the legal system.`` Inparticular, Rawls identifies as part of this system of public rules those laws that aim to prevent free riders on the economic system and those that aim to correct such externalities as environmental pollution.``

  20. Inflation in the generalized inverse power law scenario

    We propose a single field inflationary model by generalizing the inverse power law potential from the intermediate model. We study the implication of our model on the primordial anisotropy of cosmological microwave background radiation. Specifically, we apply the slow-roll approximation to calculate the scalar spectral tilt n{sub s} and the tensor-to-scalar ratio r. The results are compared with the recent data measured by the Planck satellite. We find that by choosing proper values for the parameters, our model can well describe the Planck data.
