  3. Interaction of science and diplomacy: Latin American, the United States and nuclear energy, 1945-1955

    Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

    Countries in this report include Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Trinidad and Tobago, and Venezuela. These ten countries are the most important oil and gas producers in the Latin American and the Caribbean region. In the following sections, the primary energy supply (oil, gas, coal, hydroelectricity, and nuclear power whenever they are applicable), primary energy consumption, downstream oil sector development, gas utilization are discussed for each of the ten countries. The report also presents our latest forecasts of petroleum product consumption in each country toward 2000, which form the basis of the outlook for regional energy production and consumption outlined in Report No 1. Since the bulk of primary energy supply and demand is hydrocarbons for many countries, brief descriptions of the important hydrocarbons policy issues are provided at the end of the each country sections.

    The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

    Energy Detente's latest international price survey at midyear 1982 showed the average price of premium gasoline had fallen US $0.27 in the 11-month period since their first special report in July 1981. The biggest price drop occurred in Costa Rica, where prices in local currency increased slightly but in US dollars declined US $1.91 - due to the fall of the Colon against the US dollar. The case of Costa Rica exemplifies how the rise of the US dollar influenced the survey findings. Generally, the price drops showed that in several countries fuel prices haven't kept up with inflation and this shows up when prices are expressed in dollars. However, analysis of US prices, and prices in Guatemala where currency is at par with the dollar, shows prices fell (modestly) there too. Prices in Mexico and Venezuela doubled. Ecuador listed the lowest prices in the survey. Also included in this issue are brief energy notes from Mexico and other Latin American countries.

    This report compiles preliminary information that supports the premise that a repository is needed in Latin America and analyzes the nuclear situation (mainly in Argentina and Brazil) in terms of nuclear capabilities, inventories, and regional spent-fuel repositories. The report is based on several sources and summarizes (1) the nuclear capabilities in Latin America and establishes the framework for the need of a permanent repository, (2) the International Atomic Energy Agency (IAEA) approach for a regional spent-fuel repository and describes the support that international institutions are lending to this issue, (3) the current situation in Argentina in order to analyze the Argentinean willingness to find a location for a deep geological repository, and (4) the issues involved in selecting a location for the repository and identifies a potential location. This report then draws conclusions based on an analysis of this information. The focus of this report is mainly on spent fuel and does not elaborate on other radiological waste sources.

    Liberal economic and political reforms in Latin America, a declining oil market in the US, and world events such as last year's Persian Gulf Crisis are making foreign investment in Latin America's energy sector increasingly attractive. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America's need for foreign financial and technical assistance are providing an important pull'' factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico's plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    The Global Environment Monitoring System (GEMS/Air) is a program in which air monitoring data from over 50 countries throughout the world are collected and analyzed. The GEMS/Air program is sponsored by the United Nations Environment Program (UNEP) and the World Health Organization (WHO). As part of a technical systems agreement between the United States Environmental Protection Agency and the UNEP/WHO, collaborative reviews of eighteen Latin American cities were conducted over the past two years. The countries visited include Argentina, Brazil, Chile, Ecuador, and Venezuela. The findings of these reviews and the future direction of air pollution monitoring programs in these countries are presented.

    Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

    Following the successful scientific space missions by the European Space Agency (ESA) and the European Southern Observatory (ESO) in Chile, as well as the high-energy particle activities at CERN in Genve, we have created a Ph.D. program dedicated to the formation of scientists in the field of relativistic astrophysics. The students of such a program will lead the theoretical developments of one of the most active fields of research, based on the above observational and experimental facilities. This program needs expertise in the most advanced topics of mathematical and theoretical physics, and in relativistic field theories. It requires the ability to model the observational data received from the above facilities, as well as all the basic knowledge in astronomy, astrophysics and cosmology. This activity is necessarily international, no single university can cover the broad expertises. From this, the proposed program of the IRAP Ph.D., in one of the youngest and most dynamical French universities, pole of research and teaching in the Euro-Mediterranean region (PRES): the University of Nice. It benefits from the presence of the astrophysics research institute of Observatoire de la Cte d’Azur involved in relativistic and non-photonic astrophysics. The participation of the Freie Universitaet Berlin, Oldenburg and Bremen Universities and of the Einstein Institute in Potsdam offers the possibility of teaching in relativistic field theories at the highest level. The University of Savoy offers the link to the particle physics at CERN. The activities at the University of Rome, at Stockholm University and at ICRANet offer teaching programs in all the fields of relativistic astrophysics, including cosmology, the physics of gravitational collapse, gamma-ray bursts, and black hole physics.     American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

Their full understanding and the creation of a scientific literacy essential for sound ethical analysis demand the creation of receptive capacity in developing countries. The morality of genomics research and its applications can be analyzed from two main vantage points. Some traditions stress the ethics of convictions (in Max Webers terms, Gesinnungsethik) while others rely on the ethics of responsibility (Verantwortungsethik). In different forms, the latter deals with the consequences of social action, scientific research in this case, and may or may not be related to utilitarian considerations. It may be hypothesized that convictions, mostly of a religious nature, dominate the argumentative preferences in Latin countries and continental European traditions which rely on virtues while responsibility is associated with a discourse based on rights prevalent in countries following the Anglo-Saxon pattern of thought. This finds expression in different legal systems (common law versus codes) and in the language used for deliberation and moral reasoning. Although results of US-based ELSI research may not be transferable to other cultural and economic contexts, they impact other societies and serve as models. Rarely do they apply completely in other settings. In a globalized world, both appropriate understanding of the scientific enterprise and its ethical or economic sustainability demand empirical analysis of the patterns of thought, main beliefs, and reactions toward the new knowledge and its applications.     The Council of Energy Resource Tribes (CERT) will facilitate technical expertise and training of Native Americans in renewable energy resource development for electrical generation facilities, and distributed generation options contributing to feasibility studies, strategic planning and visioning. CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities. The intent of this cooperative agreement is to help build capacity within the Tribes to manage these important resources.

    In a series of maps and figures, this atlas summarizes what is known about the energy resources and how these resources and oil imports supply the energy needs of five Central American countries: Guatemala, El Salvador, Honduras, Costa Rica, and Panama. The main exploited energy resources are firewood, hydroelectric energy, bagasse from sugar cane residues, and geothermal energy. Limited oil exploration in the region has uncovered modest oil resources only in Guatemala. Peat and small coal deposits are also known to exist but are not presently being exploited. After the description of energy resources, this atlas describes energy supply and demand patterns in each country. It concludes with a description of socioeconomic data that strongly affect energy demand. 4 refs.

    The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively.     In the last two decades, the Latin America/Carribean region has become increasingly dependent on electricity to meet growing demands for energy. Hydropower is the prevailing source for meeting this need. Hydroelectric generation increased at an annual average rate of nearly 9% between 1971 and 1989. HYdro now provides more than two-thirds of total electric power generated in Latin America and the Caribbean. The only other predominant source used for electric generation is fossil fuels. In this region there are several trends developing. They include: developing more small hydro facilities, opportunities for sharing water resources, an interest in changing the approach to water use regulation, and possibilities for more participation by the private sector. Overall, hydro appears to have a favorable competitive position in the power industry in the Latin America/Caribbean region.

    In the Pacific Islands of Guam and Tutuila in American Samoa, conversion of municipal solid waste to useable energy forms - principally electricity but possibly steam - may hold promise for reducing economic dependence on imported petroleum. A secondary benefit may be derived from reduction of solid waste landfill requirements. At the preliminary planning stage, waste-to-energy facilities producing electricity appear technically and environmentally feasible. Economically, the projects appear marginal but could be viable under specific conditions related to capital costs, revenue from garbage collection and revenue from the sale of the energy generated. Grant funding for the projects would considerably enhance the economic viability of the proposed facilities. The projects appear sufficiently viable to proceed to the detailed planning stage. Such projects are not viable for the islands now emerging from the US Trust Territory of the Pacific Islands.

    In 1994, the US Department of Energy, through Argonne National Laboratory`s Center for Transportation Research, sponsored energy-efficiency data collection from student, private, and professional electric vehicles during the American Tour de Sol (ATdS). The ATDS is a multiple-day road rally event, from New York City to Philadelphia. During each leg of the event, kilowatt-hour meters measured the efficiency of the electric vehicles (EVs), which averaged from 5.68 to 65.74 km/kWh. In addition to daily energy-usage measurements, some vehicles used a data-acquisition unit to collect second-by-second information. This showed, in one case, that 21% of the total energy was captured in regenerative braking. Some of the vehicles were also tested on a dynamometer for energy-efficiency, acceleration, and steady-state power ratings. This paper also compares the energy efficiency of the vehicles during the road rally to the dynamometer results. In almost all vehicles, there was an increase in energy efficiency when the vehicle was traveling over the road, due to the non-transient duty cycle and efficient driving techniques. The dynamometer testing also showed that some EVs are equal to or better than gasoline vehicles in performance and efficiency.

    The Symposium was organized by the Energy Research Institute of the State Economic Commission of China, and the Lawrence Berkeley Laboratory and Johns Hopkins University from the United States. It was held at the Johns Hopkins University Nanjing Center in late June 1988. It was attended by about 15 Chinese and an equal number of US experts on various topics related to energy demand and supply. Each presenter is one of the best observers of the energy situation in their field. A Chinese and US speaker presented papers on each topic. In all, about 30 papers were presented over a period of two and one half days. Each paper was translated into English and Chinese. The Chinese papers provide an excellent overview of the emerging energy demand and supply situation in China and the obstacles the Chinese planners face in managing the expected increase in demand for energy. These are matched by papers that discuss the energy situation in the US and worldwide, and the implications of the changes in the world energy situation on both countries. The papers in Part 1 provide historical background and discuss future directions. The papers in Part 2 focus on the historical development of energy planning and policy in each country and the methodologies and tools used for projecting energy demand and supply. The papers in Part 3 examine the pattern of energy demand, the forces driving demand, and opportunities for energy conservation in each of the major sectors in China and the US. The papers in Part 4 deal with the outlook for global and Pacific region energy markets and the development of the oil and natural gas sector in China.

    The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.

    The Department of Energy's (Department) Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories and the District of Columbia (states) to support their energy priorities through the State Energy Program (SEP). Federal funding is based on a grant formula that considers the population and energy consumption in each state, and amounted to $25 million for Fiscal Year (FY) 2009. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP by authorizing an additional $3.1 billion to states using the existing grant formula. EERE made grant awards to states after reviewing plans that summarize the activities states will undertake to achieve SEP Recovery Act objectives, including preserving and creating jobs; saving energy; increasing renewable energy sources; and, reducing greenhouse gas emissions. EERE program guidance emphasizes that states are responsible for administering SEP within each state, and requires each state to implement internal controls over the use of Recovery Act funds. The State of Louisiana received $71.6 million in SEP Recovery Act funds; a 164-fold increase over its FY 2009 SEP grant of $437,000. As part of the Office of Inspector General's strategy for reviewing the Department's implementation of the Recovery Act, we initiated this review to determine whether the Louisiana State Energy Office had internal controls in place to efficiently and effectively administer Recovery Act funds provided for its SEP program. Louisiana developed a strategy for SEP Recovery Act funding that focused on improving energy efficiency in state buildings, housing and small businesses; increasing Energy Star appliance rebates; and, expanding the use of alternative fuels and renewable energy. Due to a statewide hiring freeze, Louisiana outsourced management of the majority of its projects ($63.3 million) to one general contractor.     We report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2010 on US energy and environmental security. Key areas of investigation include public perceptions shaping the context for debate about a comprehensive national energy policy, and what levels of importance are assigned to various prospective energy technologies. Additionally, we investigate how public views on global climate change are evolving, how the public assesses the risks and benefits of nuclear energy, preferences for managing used nuclear fuel, and public trust in sources of scientific and technical information. We also report findings from a national Internet survey and a subset of questions administered by telephone in mid-2010 on public views of the relevance of US nuclear weapons today, support for strategic arms control, and assessments of the potential for nuclear abolition. Additionally, we analyze evolving public views of the threat of terrorism, assessments of progress in the struggle against terrorism, and tolerance for intrusive antiterror policies. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

    Despite sharp differences in government policy, the views of the U.S. public on energy and global warming are remarkably similar to those in Sweden, Britain, and Japan. Americans do exhibit some differences, placing lower priority on the environment and global warming, and with fewer believing that 'global warming has been established as a serious problem and immediate action is necessary'. There also remains a small hard core of skeptics (<10%) who do not believe in the science of climate change and the need for action, a group that is much smaller in the other countries surveyed. The similarities are, however, pervasive. Similar preferences are manifest across a wide range of technology and fuel choices, in support of renewables, in research priorities, in a basic understanding of which technologies produce or reduce carbon dioxide (or misunderstandings in the case of nuclear power), and in willingness to pay for solving global warming. 29 refs., 3 figs., 2 tabs.

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law on February 17, 2009, as a way to jumpstart the U.S. economy, create or save millions of jobs, spur technological advances in science and health, and invest in the Nation's energy future. This national effort will require an unprecedented level of transparency and accountability to ensure that U.S. citizens know where their tax dollars are going and how they are being spent. As part of the Recovery Act, the Department of Energy will receive more than $38 billion to support a number of science, energy, and environmental initiatives. Additionally, the Department's authority to make or guarantee energy-related loans has increased to about $127 billion. The Department plans to disburse the vast majority of the funds it receives through grants, cooperative agreements, contracts, and other financial instruments. The supplemental funding provided to the Department of Energy under the Recovery Act dwarfs the Department's annual budget of about $27 billion. The infusion of these funds and the corresponding increase in effort required to ensure that they are properly controlled and disbursed in a timely manner will, without doubt, strain existing resources. It will also have an equally challenging impact on the inherent risks associated with operating the Department's sizable portfolio of missions and activities and, this is complicated by the fact that, in many respects, the Recovery Act requirements represent a fundamental transformation of the Department's mission.     Central America encompasses seven small countries with strong disagreements, relatively large populations, and much foreign debt. It must meet the challenge of global progress while trying to master alternative sources of energy to substitute for oil, of which there is very little. The region has a total of 22-million inhabitants, four times that of Bolivia, but with only half the territory. The population density of El Salvador is the highest in Latin America and one of the highest in the world: 215 inhabitants per square kilometer. According to the Latin American Organization of Energy (OLADE), the region registers a high and growing participation of hydrocarbons in its energy consumption, based on the consolidated energy balance for the area. From the consumption distribution by sectors, it can be discerned that the transportation sector is the most critical. It has the highest growth rate, and consequently the projections derived therefrom are quite significant. This issue of Energy Detente includes the fuel price/tax series and the industrial fuel prices for September 1983 for countries of the Western Hemisphere.

    Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

    This paper describes the radium sources conditioning operation carried out in Latin American and the Caribbean by a team of the Brazilian federal research institute CDTN, as part of an International Atomic Energy Agency's hands-on assistance project to safely condition disused sources in developing countries. This initiative was spawned by the perceived hazard associated with the use of radium sources, caused mainly by the high likelihood that these sources leak during their use due to the accumulation of the radon gas in their interior. The conditions under which these sources are often stored in the target countries, without proper documentation, mixed with different radiation sources and under precarious conditions, urged the Agency to start this program at the end of 1996. The conditioning process starts with a pre-mission to the candidate country, when a place is selected for the forthcoming operation, suggest improvements in the local available infrastructure is suggest ed and gather the most complete information available about the country's source inventory is collected. The operation consists of transferring the sources from their original shields to sturdy multi-barrier packages, which are put under the control of the local nuclear authority. As part of the quality assurance program applied to this project, the relevant information about the conditioned inventory is recorded and made available to the host country, to the IAEA and to the conditioning team.

    Over 350 oil discoveries were made in Latin America during the 1980s. About 12% are estimated to contain reserves greater than 100 MMBO. Several of the larger finds (>500 MMBO), such as Cusiana (Colombia), Furrial/Musipan (Venezuela), Cano Lima (Colombia) and Marlim (Brazil) represent an important part of the giant field found worldwide since 1980. Most of the larger discoveries were made by national oil companies in Venezuela, Mexico and Brazil. Undiscovered oil resources of 40-80 BBO are estimated to remain in the highest potential Latin American basins, including those in Mexico, based on historical field size data and current geological knowledge. Over 150 BBO of produced oil and proven reserves has been found in the same group of basins. The probability of finding large undiscovered oil and gas fields (>100 MMBOE) in selected established and mature Latin American basins is high. The Campos (Brazil), Llanos (Colombia), Magadalena (Colombia), Maracaibo (Venezuela), Marahon-Oriente-Putomayo (Peru-Ecuador-Colombia), Maturin (Venezuela), Reforma-Campeche (Mexico) and Ucayali (Peru) basins have the best possibility for such accumulations. Another tier of frontier and emerging basins may also contain significant resources, but limited data makes it difficult to estimate their undiscovered resources. Some of the higher potential basins in this group include the Sierra de Chiapas (Mexico/Guatemala), Huallaga (Peru), Yucatan (Mexico), Sabinas, and Burgos (Mexico) basins.

    Industrialization that Latin America has experienced during the past 50 years, the increase of population and the growth of chemical-related industries has generated a variety of environmental problems that must be addressed. After assessing these profound changes, greater emphasis should be placed on the study of environmental health and toxicology. Latin American countries face many problems that are common to other developing nations. Therefore, there is a demand for safety assessment and regulatory control of chemicals that create a need for increasing numbers of toxicologists. To meet this demand, educational programs in toxicology have to be designed. This paper utilizes a consultation questionnaire that includes toxicology-network members, scientists and educational institutions where toxicology is taught. An analysis of the information collected is made, with an emphasis on what we currently lack and on future challenges for toxicology professionals. Although the response from the study institutions was 65% (13 countries out of 20), the paper aims to assess the present situation of toxicology. The convenience for a certification/recognition for toxicologists is also evaluated. Action needs to be taken to promote scientific development based on regional specific needs that require increasing at the number of toxicology programs, and promoting of cooperation between academics and researchers. Among the limitations we have are the variability of curricula, objectives and priorities. The increasing globalization of markets and regulations requires the harmonization of graduate/postgraduate programs to ensure that risk assessment and management are dealt with uniformly. Cooperation among our countries and international assistance should play a more prominent role in the promotion of regional integration and the more efficient utilization of international experience in defining educational policies.

Activities included the following: (1) continued review of Indian communities and their potential for geothermal energy development; (2) introduced tribes to the availability of geothermal energy and removed the barriers to the implementation of this energy source; (3) provided information by telephone and by mailing packages of information; (4) published articles on geothermal energy development in the UIPA newsletter and supplied articles to other Indian publication; (5) conducted two seminars specific to geothermal energy development on Indian lands in western states; (6) carried out survey of Indian attitudes and opinions toward energy in general and geothermal energy in specific; (7) incorporated geothermal energy development information in Economic Development Administration sponsored tribal government management programs, and (8) developed draft written material addressing Indian planning problems and supporting their ability to affect a more productive working relationship with government agencies and reduced dependency.

The project selected was a sustainable rural economic development initiative with Ramakrishna Mission in West Bengal, India, as the nongovernment organization (NGO). The objectives of the program were to establish the economic viability of photovoltaic power in the Sundarbans region of West Bengal. To have the project self-sustaining with minimal subsidies to the beneficiaries. To establish the infrastructure for financing, training, installation and maintenance with the NGO taking the lead. To work with the NGO to expand utilization of photovoltaics in the region. To perform a before and after social, economic, and environmental impact study with the Tata Energy Research Institute.

    AEP studied the direct and indirect benefits, strengths, and weaknesses of distributed energy storage systems (DESS) and chose to transform its entire utility grid into a system that achieves optimal integration of both central and distributed energy assets. To that end, AEP installed the first NAS battery-based, energy storage system in North America. After one year of operation and testing, AEP has concluded that, although the initial costs of DESS are greater than conventional power solutions, the net benefits justify the AEP decision to create a grid of DESS with intelligent monitoring, communications, and control, in order to enable the utility grid of the future. This report details the site selection, construction, benefits and lessons learned of the first installation, at Chemical Station in North Charleston, WV.

    This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

    The American Recovery and Reinvestment Act of 2009 (Recovery Act) was enacted on February 17, 2009, to jumpstart the economy by creating or saving millions of jobs, spurring technological advances in health and science, and investing in the Nation's energy future. The Department of Energy received over $32.7 billion in Recovery Act funding for various science, energy, and environmental programs and initiatives. As of November 2009, the Department had obligated $18.3 billion of the Recovery Act funding, but only $1.4 billion had been spent. The Department's Offices of Energy Efficiency and Renewable Energy, Fossil Energy, Environmental Management, Science, and Electricity Delivery and Energy Reliability received the majority of funding allocated to the Department, about $32.3 billion. Obligating these funds by the end of Fiscal Year 2010, as required by the Recovery Act, and overseeing their effective use in succeeding years, represents a massive workload increase for the Department's programs. The effort to date has strained existing resources. As has been widely acknowledged, any effort to disburse massive additional funding and to expeditiously initiate and complete projects increases the risk of fraud, waste and abuse. It is, therefore, important for the Department's program offices to assess and mitigate these risks to the maximum extent practicable. In this light, we initiated this review as an initial step in the Office of Inspector General's charge to determine whether the Department's major program offices had developed an effective approach for identifying and mitigating risks related to achieving the goals and objectives of the Recovery Act. The Department's program offices included in our review identified risks and planned mitigation strategies that, if successfully implemented and executed, should help achieve the goals and objectives of the Recovery Act.     Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

    The management of spent sealed sources is considered by the International Atomic Energy Agency (IAEA) one of the greatest challenges faced by nuclear authorities today, especially in developing countries. One of the Agency`s initiatives to tackle this problem is the Spent Radium Sources Conditioning Project, a worldwide project relying on the regional co-operation between countries. A team from the Brazilian nuclear research institute Centro de Desenvolvimento da Tecnologia Nuclear (CDTN) was chosen as the expert team to carry out the operations in Latin America; since December 1996 radium sources have been safely conditioned in Uruguay, Nicaragua, Guatemala, Ecuador and Paraguay. A Quality Assurance Program was established, encompassing the qualification of the capsule welding process, written operational procedures referring to all major steps of the operation, calibration of monitors and information retrievability. A 200L carbon steel drum-based packaging concept was used to condition the sources, its cavity being designed to receive the lead shield device containing stainless steel capsules with the radium sources. As a result of these operations, a total amount of 2,897 mg of needles, tubes, medical applicators, standard sources for calibration, lightning rods, secondary wastes and contaminated objects were stored in proper conditions and are now under control of the nuclear authorities of the visited countries.

    The purpose of this project was for Seeo to deliver the first ever large-scale or grid-scale prototype of a new class of advanced lithium-ion rechargeable batteries. The technology combines unprecedented energy density, lifetime, safety, and cost. The goal was to demonstrate Seeo’s entirely new class of lithium-based batteries based on Seeo’s proprietary nanostructured polymer electrolyte. This technology can enable the widespread deployment in Smart Grid applications and was demonstrated through the development and testing of a 10 kilowatt-hour (kWh) prototype battery system. This development effort, supported by the United States Department of Energy (DOE) enabled Seeo to pursue and validate the transformational performance advantages of its technology for use in grid-tied energy storage applications. The focus of this project and Seeo’s goal as demonstrated through the efforts made under this project is to address the utility market needs for energy storage systems applications, especially for residential and commercial customers tied to solar photovoltaic installations. In addition to grid energy storage opportunities Seeo’s technology has been tested with automotive drive cycles and is seen as equally applicable for battery packs for electric vehicles. The goals of the project were outlined and achieved through a series of specific tasks, which encompassed materials development, scaling up of cells, demonstrating the performance of the cells, designing, building and demonstrating a pack prototype, and providing an economic and environmental assessment. Nearly all of the tasks were achieved over the duration of the program, with only the full demonstration of the battery system and a complete economic and environmental analysis not able to be fully completed. A timeline over the duration of the program is shown in figure 1.

    Signed by the President on February 17, 2009, the American Recovery and Reinvestment Act of 2009 (Recovery Act) seeks to strengthen the U.S. economy through the creation of new jobs, aiding State and local governments with budget shortfalls, and investing in the long-term health of the Nation's economic prosperity.     NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    A method for assessing alternative strategies for acquiring and using water at western energy plants was developed. The method was tested in a case study of cooling-water use for a hypothetical steam-electric power plant on the Crazy Woman Creek, an unregulated stream in Wyoming. The results from the case study suggest a careful analysis of reservoir design and water-right purchase strategies can reduce the cost of acquiring and using water at an energy facility. The method uses simulation models to assess the capital and operating costs and expected monthly water-consumption rates for different cooling-system designs. The method also uses reservoir operating algorithms to select, for a fixed cooling-system design, the optimal tradeoff between building a make-up water reservoir and purchasing water rights. These tradeoffs can be used to derive the firm's true demand curve for different sources of water. The analysis also reveals the implicit cost of selecting strategies that minimize conflicts with other water users. Results indicate that: (1) cooling ponds are as good as or preferred to wet towers because their costs already include provisions for storing water for use during the normally dry summer months and during occasional drought years; (2) the energy firm's demand for overall water consumption in the cooling system was found to be inversely proportional to both the cost of installing make-up water reservoirs, and the size of the energy facility; and (3) the firm's willingness to pay for existing rights is proportional to both the cost of installing reservoirs, and the size of the energy facility.

    The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

    In a recent article Paterek, Dakic, and Brukner [Phys. Rev. A 79, 012109 (2009)] show an algorithm for generating mutually unbiased bases from sets of orthogonal Latin squares. They claim that this algorithm works for every set of orthogonal Latin squares. We show that the algorithm only works for particular sets of orthogonal Latin squares. Furthermore, the algorithm is a more readable version of work previously published [Phys. Rev. A 70, 062101 (2004)].

    A procedure for extending the size of a Latin hypercube sample (LHS) with rank correlated variables is described and illustrated. The extension procedure starts with an LHS of size m and associated rank correlation matrix C and constructs a new LHS of size 2m that contains the elements of the original LHS and has a rank correlation matrix that is close to the original rank correlation matrix C. The procedure is intended for use in conjunction with uncertainty and sensitivity analysis of computationally demanding models in which it is important to make efficient use of a necessarily limited number of model evaluations.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments.     The LHS UNIX Library/Standalone software provides the capability to draw random samples from over 30 distribution types. It performs the sampling by a stratified sampling method called Latin Hypercube Sampling (LHS). Multiple distributions can be sampled simultaneously, with user-specified correlations amongst the input distributions, LHS UNIX Library/ Standalone provides a way to generate multi-variate samples. The LHS samples can be generated either as a callable library (e.g., from within the DAKOTA software framework) or asmore » a standalone capability. LHS UNIX Library/Standalone uses the Latin Hypercube Sampling method (LHS) to generate samples. LHS is a constrained Monte Carlo sampling scheme. In LHS, the range of each variable is divided into non-overlapping intervals on the basis of equal probability. A sample is selected at random with respect to the probability density in each interval, If multiple variables are sampled simultaneously, then values obtained for each are paired in a random manner with the n values of the other variables. In some cases, the pairing is restricted to obtain specified correlations amongst the input variables. Many simulation codes have input parameters that are uncertain and can be specified by a distribution, To perform uncertainty analysis and sensitivity analysis, random values are drawn from the input parameter distributions, and the simulation is run with these values to obtain output values. If this is done repeatedly, with many input samples drawn, one can build up a distribution of the output as well as examine correlations between input and output variables.« less

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.
