    The Las Vegas 1/sup 0/ x 2/sup 0/ quadrangle, Nevada, Arizona, and California, contains rocks and structures from Precambrian through Holocene in age. It lies within the Basin and Range physiographic province adjacent to the westernmost portion of the Colorado Plateau. Miocene nonmarine sedimentary rocks of the Horse Spring Formation contain in excess of 100 tons U/sub 3/O/sub 8/ in deposits at a grade of 0.01% or greater, and therefore meet National Uranium Resource Evaluation base criteria for uranium favorability. One favorable area lies in the South Virgin Mountains at the type locality of the Horse Spring Formation, although the favorable environment extends into the unevaluated Lake Mead National Recreation Area and Desert National Wildlife Range. Environments within the Las Vegas Quadrangle considered unfavorable for uranium include the Shinarump Conglomerate member of the Triassic Chinle Formation, Mesozoic sediments of the Glen Canyon Group, Precambrian pegmatites, Pliocene and Quaternary calcrete, Laramide thrust faults, and a late Precambrian unconformity.

The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs (DOE Office of Indian Energy) and facilitated by JR Bluehouse, Program Manager, Udall Foundations U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Mr. Bluehouse was assisted by Tamara, Underwood, Program Assistant, U.S. Institute.Tribal leaders and representatives from multiple tribal governments and communities attended the roundtable. Tracey LeBeau, newly appointed Director of the Office of Indian Energy attended. LaMont Jackson from DOEs Office of Electricity attended. Also attending from the administration and federal agencies were Kim Teehee, Senior Policy Advisor for Native American Affairs, The White House; Charlie Galbraith, Associate Director of the Office of Public Engagement and Deputy Associate Director of the Office of Intergovernmental Affairs, The White House; Jodi Gillette, Deputy Assistant Secretary for Policy and Economic Development, the Bureau of Indian Affairs.

  6. SOURCE AND PATHWAY DETERMINATION FOR BERYLLIUM FOUND IN BECHTEL NEVADA NORTH LAS VEGAS FACILITIES

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical

In order to provide guidance to local officials and maximize how effectively this NSP funding is used in retrofitting homes, the CARB team provided design specifications, energy modeling, and technical support for the BARA team and its local partners—Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada—for two retrofit test homes. One home demonstrated a modest retrofit and the other a deep energy retrofit. This report describes the retrofit packages, which were used as an educational experience for home performance professionals, building trades, remodelers, and the general public.

The purpose of this funding was to stabilize communities that have suffered from foreclosures and abandonment. In an effort to provide guidance to local officials and maximize how effectively this NSP funding is utilized in retrofitting homes, CARB provided design specifications, energy modeling, and technical support for the Building America Retrofit Alliance (BARA) team and its local partners - Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada - for two retrofit test homes. One home was to demonstrate a modest retrofit and the other a deep energy retrofit. Through this project, CARB has provided two robust solution packages for retrofitting homes built in this region between the 1980s and early 1990s without substantially inconveniencing the occupants. The two test homes, the Carmen and Sierra Hills, demonstrate how cost-effectively energy efficient upgrades can be implemented in the hot, dry climate of the Southwest. In addition, the homes were used as an educational experience for home performance professionals, building trades, remodelers, and the general public. In-field trainings on air-sealing, HVAC upgrades, and insulating were provided to local contractors during the retrofit and BARA documented these retrofits through a series of video presentations, beginning with a site survey and concluding with the finished remodel and test out.

    The primary objective of this part of the project is to develop and implement a method that compensates for the inefficiency of the green LED. The proposed engineering solution which will be the backbone of this project will be to use RGBW combination in every pixel to save energy. Two different RGBW geometrical pixel configurations will be implemented and compared against traditional LED configurations. These configurations will be analyzed for energy efficiency while keeping the quality of the display the same. Cost of the addition of white LEDs to displays along with energy cost savings will be presented and analyzed.

    We report on high contrast near-infrared ({approx}2.2 {mu}m) observations of Vega obtained with the Palomar Fiber Nuller, a dual sub-aperture rotating coronagraph installed at the Palomar Hale telescope. The data show consistent astrophysical null depth measurements at the {approx_equal} 10{sup -3} level or below for three different baseline orientations spanning 60 deg in azimuth, with individual 1{sigma} uncertainties {<=}7 x 10{sup -4}. These high cancellation and accuracy levels translate into a dynamic range greater than 1000:1 inside the diffraction limit of the 5 m telescope beam. Such high contrast performance is unprecedented in the near-infrared and provides improved constraints on Vega's immediate ({approx_equal}20 to 250 mas, or {approx_equal}0.15 to 2 AU) environment. In particular, our measurements rule out any potential companion in the [0.25-1 AU] region contributing more than 1% of the overall near-infrared stellar flux, with limits as low as 0.2% near 0.6 AU. These are the best upper limits established so far by direct detection for a companion to Vega in this inner region. We also conclude that any dust population contributing a significant ({>=}1%) near-infrared thermal excess can arise only within 0.2 AU of the star, and that it must consist of much smaller grains than in the solar zodiacal cloud. Dust emission from farther than {approx_equal}2 AU is also not ruled out by our observations, but would have to originate in strong scattering, pointing again to very small grains.

    A superposition of the monochromatic charts transmitted by Vega 2's three-channel spectrometer during its approach of Comet P/Halley in March, 1986, has yielded composite images of the inner coma with moderate spatial resolution which cover a sector of angle 50 deg converging to the nucleus. Images of the CN, C3, C2 Delta-v = 1 and C2 Delta-v = 0 emissions show evidence of two well-contrasted jets, one of which is in the direction of the sun while the other lies in the perpendicular direction; they are separated by a valley-shaped low-intensity zone.     Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, ‘app’ development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.

    Waste disposal site selection and facility design in regions dominated by carbonate bedrock must carefully consider karst development and the factors which contribute to subsidence activity. The Department of Energy's (DOE) Oak Ridge National Laboratory has completed a three phase study of karst subsidence in East Tennessee to quantify historical subsidence activity. The purpose of the study was to determine the principal factors which cause karst subsidence in the region. Techniques used and results obtained in this study form a basis for more detailed risk assessment at the local scale within the region. As development pressures diminish available land for various uses, risk-based land use decisions must be made to site critical facilities. To fulfill the study objectives a three phase study was designed including, (1) collection of subsidence data and compilation of a database, (2) performance of detailed studies of subsidence in three, two-to-five square-mile areas, and (3) synthesis of data obtained to; quantify the predominant sinkhole collapse dimensions, and identify events prior to subsidence or collapse events which may have caused the event, and estimate the intensity of subsidence as a function of geologic unit within subregional areas of higher and lower subsidence risk. 4 refs., 7 figs., 2 tabs.

  14. Tropospheric ozone in east Asia

    An analysis of the observed data for the tropospheric ozone at mid latitudes in east Asia is done. There are three ways by which the tropospheric ozone is calculated, namely: (1) Ozonesonde measurements, (2) Fishman`s method of Residual Ozone and (3) TOMS measurements - an indirect method of calculating tropospheric ozone. In addition the surface ozone values at the network sites in Japan is also considered. The analysis of data is carried out for a period of twelve years from 1979 to 1991. In general it is observed that the tropospheric ozone is more in summer than winter, obviously because of the larger tropopause height in summer. On an average for the period of the analysis, the ozone values are at a high of about 60 DU (dobson units). While in winter the values go down to around 30 DU. Also a time series analysis shows an increasing trend in the values over the years. The ozonesonde values are correlated more to the TOMS tropospheric ozone values. For the stations analyzed in Japan, the TOMS tropospheric ozone values are generally greater than the ozonesonde values. The analysis of the average monthly surface ozone in Japan shows highs in spring and lows in summer. This can be attributed to movement of pollutant laden fronts towards Japan during spring. The highs for surface ozone are about 50 DU while the lows are around 20 DU.

    Selected fuel elements stored in both ``good fuel`` and ``bad fuel`` canisters in K East Basin were extracted and visually examined full length for damage. Lower end damage in the ``bad fuel`` canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ``good fuel`` canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ``good fuel`` canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    The Middle East remains today the global energy fulcrum. One year after the Persian Gulf war, the region is in greater turmoil and political uncertainty than it has known in modern times. The Iraqi invasion of Kuwait and subsequent external military intervention forced neighboring states to question the need for a foreign military presence in the future. The rift between the secular revolutionary states in the region led by Iraq, Libya, Yemen, Algeria, and Syria and the traditional monarchy of Saudi Arabia and the emirates of the gulf has widened.     All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    Global drilling outside the United States appears to have bottomed out last year if official numbers and estimates supplied to World oil prove accurate. The 1990:0090 forecast calls for a 7.8% boost to 22,316 wells (excluding the USSR, Eastern Europe and North Korea), and every region expects to see a net increase. Figures provided by governmental agencies, operating companies and other sources indicate Middle Eastern drilling last year hit a new high for the 1980's with 948 wells. These figures are also given for Western Europe, the Far East, Africa, South America, Canada, Mexico, Costa Rica, and Guatemala.

    The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting.     East Germans are working hard on a strategy to improve their polluted environment. Industrial plants are largely responsible for this pollution. A shroud of haze veils the suburbs of East Berlin. Far to the south the giant power plants around Leipzig pour more dust and sulfur dioxide into the air than in any other country in Europe. More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988. East Germany enjoys some of the cheapest energy in the world, and the world's third highest energy consumption per capita, behind the United States, and Canada. Naturally, is also suffers air quality and health problems. The country is trying to cut down on consumption and clean up on generation. Actually, water quality is the number one priority, which unlike air is in very short supply.

    A new type of toroidal long Radiation Stripline Antenna (RSA) is presented, which can effectively improve antenna radiation, leading in reduction of max voltage on transmission line and decrease of the sensitivity to ELM's of the ICRF system at some frequencies. Based on the new concept, a 4-straps RSA is proposed for EAST device. Using 3-D computing simulator code (HFSS), RF current distribution, S-parameters and electromagnetic field distribution on and near the RSA ICRF antenna are analyzed and compared with present ICRF antenna on EAST.

  3. Far East LPG sales will grow faster than in West

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    A solar box cooker produced in Tanzania, East Africa with indigenous materials is described. When compared to a commercially produced glass and cardboard one, it was found to perform as well. Heat transfer through each major component of the cooker is presented. The smallest losses were through the walls of the box. The greatest losses were observed in the cover system.

    Sandia National Laboratories and the Institute for Global Conflict and Cooperation hosted a workshop on the application of cooperative monitoring to the Middle East. The workshop, held in Albuquerque, New Mexico, from July 17 through 21, 1994, was sponsored by the US Department of Energy, the Arms Control and Disarmament Agency, and the US Department of State. The meeting, which focused on use of technical monitoring tools and sharing of collected information to facilitate regional agreements, included participants from five regional countries as well as from American universities, the US government, and US National Laboratories. Some attendees previously participated in meetings of the Arms Control and Regional Security working group of the Middle East Multilateral Peace Talks. The workshop combined presentations, demonstrations and hands-on experimentation with monitoring hardware and software. An exercise was conducted to evaluate and recommend cooperative monitoring options for a model agreement between two hypothetical countries. Historical precedents were reviewed and the role of environmental and natural resource conflicts explored. These activities were supplemented by roundtable discussions covering Middle East security issues, the relationship of ``national means`` to cooperative monitoring, and cooperative monitoring of ballistic missiles in the Middle East.

  6. East Spar: Alliance approach for offshore gasfield development

    East spar is a gas/condensate field 25 miles west of Barrow Island, offshore Western Australia. Proved plus probable reserves at the time of development were estimated at 430 Bcf gas and 28 million bbl of condensate. The field was discovered in early 1993 when the Western Australia gas market was deregulated and the concept of a gas pipeline to the gold fields was proposed. This created a window of opportunity for East Spar, but only if plans could be established quickly. A base-case development plan was established to support gas marketing while alternative plans could be developed in parallel. The completed East Spar facilities comprise two subsea wells, a subsea gathering system, and a multiphase (gas/condensate/water) pipeline to new gas-processing facilities. The subsea facilities are controlled through a navigation, communication, and control (NCC) buoy. The control room and gas-processing plant are 39 miles east of the field on Varanus Island. Sales gas is exported through a pre-existing gas-sales pipeline to the Dampier-Bunbury and Goldfields Gas Transmission pipelines. Condensate is stored in and exported by use of pre-existing facilities on Varanus Island. Field development from approval to first production took 22 months. The paper describes its field development.

  7. Middle East fuel supply & gas exports for power generation

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    As the most populated region of the world, Asia is a major source of aerosols with potential large impact over vast downstream areas. Papers published in this special section describe the variety of aerosols observed in China and their effects and interactions with the regional climate as part of the East Asian Study of Tropospheric Aerosols and Impact on Regional Climate (EAST-AIRC). The majority of the papers are based on analyses of observations made under three field projects, namely, the Atmospheric Radiation Measurements (ARM) Mobile Facility mission in China (AMF10 China), the East Asian Study of Tropospheric Aerosols: an International Regional Experiment (EAST-AIRE), and the Atmospheric Aerosols of China and their Climate Effects (AACCE). The former two are US-China collaborative projects and the latter is a part of the China’s National Basic Research program (or often referred to as “973 project”). Routine meteorological data of China are also employed in some studies. The wealth of general and specialized measurements lead to extensive and close-up investigations of the optical, physical and chemical properties of anthropogenic, natural, and mixed aerosols; their sources, formation and transport mechanisms; horizontal, vertical and temporal variations; direct and indirect effects and interactions with the East Asian monsoon system. Particular efforts are made to advance our understanding of the mixing and interaction between dust and anthropogenic pollutants during transport. Several modeling studies were carried out to simulate aerosol impact on radiation budget, temperature, precipitation, wind and atmospheric circulation, fog, etc. In addition, impacts of the Asian monsoon system on aerosol loading are also simulated.

  20. A story of revival: United Coal's East Gulf preparation plant

    Some say beauty is in the eye of the beholder, but when United Coal purchased the assets of White Mountain Mining in late 2005, the attractiveness of the acquired assets did not require much debate. Whilst the Pocahontas Coal reserves included in the acquisition were very desirable for producing coke, the East Gulf preparation plant was in poor condition. In order to minimize cost, maintenance and manpower whilst increasing production, the circuits in the existing plant were modified and the Barvoy Vessel was replaced with a single, pump fed, 30-inch Krebs HM cyclone. A spiral circuit was added as were screen bowl centrifuges. Finally the plant was given a structural upgrade and a new siding was installed. With the East Gulf restoration project complete, the United Coal Co. (UCC) and Pocahontas Coal are now considering expanding the Affinity complex. 2 figs., 6 photos.

    The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

    Significant progress has recently been made on EAST in the 2014 campaign, including the enhanced CW H&CD system over 20MW heating power (LHCD, ICRH and NBI), more than 70 diagnostics, ITER-like W-monoblock on upper divertor, two inner cryo-pumps and RMP coils, enabling EAST to investigate long pulse H mode operation with dominant electron heating and low torque to address the critical issues for ITER. H-mode plasmas were achieved by new H&CD system or 4.6GHz LHCD alone for the first time. Long pulse high performance H mode has been obtained by LHCD alone up to 28s at H{sub 98}∼1.2 or by combing of ICRH and LHCD, no or small ELM was found in RF plasmas, which is essential for steady state operation in the future Tokamak. Plasma operation in low collision regimes were implemented by new 4.6GHz LHCD with core Te∼4.5keV. The non-inductive scenarios with high performance at high bootstrap current fraction have been demonstrated in RF dominated regimes for long pulse operation. Near full non-inductive CD discharges have been achieved. In addition, effective heating and decoupling method under multi-transmitter for ICRF system were developed in this campaign, etc. EAST could be in operation with over 30MW CW heating and current drive power (LHCD ICRH NBI and ECRH), enhanced diagnostic capabilities and full actively-cooled metal wall from 2015. It will therefore allow to access new confinement regimes and to extend these regimes towards to steady state operation.

    An array of three current meters were anchored on the continental shelf of the East China Sea during the last half of February 1975 as part of the Japanese Air Mass Transformation Experiment, AMTEX-75. The results indicate that the currents are dominated by the rotational semidiurnal M/sub 2/ tidal component superimposed on a slow mean drift to the northeast. Differences in direction of several days duration between two of the current meters suggest the presence of transient mesoscale eddies or meanders in the flow regime.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits.     The Middle Eastern members of the Organization of Petroleum Exporting Countries must plan for huge increases in oil production capacity yet wonder whether markets for the new output will develop as expected. With worldwide oil consumption rising and non-OPEC output likely to reach its resource limits soon, OPEC member countries face major gains in demand for their crude oil. To meet the demand growth, those with untapped resources will have to invest heavily in production capacity. Most OPEC members with such resources are in the Middle East. But financing the capacity investments remains a challenge. Some OPEC members have opened up to foreign equity participation in production projects, and others may eventually do so as financial pressures grow. That means additions to the opportunities now available to international companies in the Middle East. Uncertainties, however, hamper planning and worry OPEC. Chief among them are taxation and environmental policies of consuming-nation governments. This paper reviews these concerns and provides data on production, pricing, capital investment histories and revenues.

    This paper discusses financing options available for energy (power/steam) projects in East Central Europe. It is intended to be an overview and practical guide to such options in today`s environment. A survey is made of the principal multilateral and other financial institutions providing funding and/or credit support in the region. These include the European Bank for Reconstruction and Development, the World Bank, the International Finance Corporation, the export credit agencies, and the commercial banks. Specific guarantee and other support mechanisms which some of these institutions provide are covered, including the latest developments. In addition to loan financing, potential sources of equity financing are discussed. Next, a description of the credit rating process by such institutions as Standard and Poor`s, and an example of a successful rating effort in the Czech Republic, lead into a discussion of accessing foreign and domestic bond markets to finance energy projects in the region.

    About 15 GCMs (GFDL1, GISS, LLNL, MPI, OSU, UKMOL, UKMOH, GCMs90-92, GFDL2, NCAR, OPYC, LSG, HADL, GCMs95) obtained from the IPCC WG 1 1990, 1992 and 1995 reports have been chosen to examine the impacts of global warming, on the climate chance over East Asia. Although the models scenarios of the human activities were different for the different GCMs, the climate change over East Asia (70E-140E, 15N-60N) for tile doubled CO{sub 2} as simulated by about 15 GCMs have been analysed. The Simulations shown that the temperature might increased by about 0.5 - 1.5 C over East Asia, especially in winter and northwestern parts of East Asia. The precipitation might increase in northwestern and northeastern parts of East Asia and decrease in the central part of East Asia. The evaluations and assessments of the GCMs over East Asia have indicated that the GCMs have the abilities to simulate the climate change over East Asia, especially for the temperature and the winter season. There are some uncertainties for the simulations to compare with the observations, especially for tile precipitation and tile summer season.

    Non-Ceramic Insulators (NCI) have been in application for more than 25 years. During this time, manufacturers have worked diligently to improve product designs and polymer materials. Today, the use of Non-Ceramic Polymer insulators is proliferating as Utilities become more confident in this advanced technology. The application advantages of NCI technology are more widely recognized and understood and credibility is growing in the long term service performance of these insulators. Current estimates place the NCI market share as high as 50% of the total US transmission insulator market. Indeed, Reliable Power Products is proud to advise that their insulators have been selected for the first 500 KV-DC transmission line in the USA to use 100% composite polymer insulators. With the combination of Los Angeles Department of Water and Power (Los Angeles to Las Vegas) and Salt River Project (Las Vegas to Phoenix), a total of almost 1,000 Kms. of transmission line will be insulated with Silicone Rubber Polymer Insulators. The total project will include almost 15,000 insulator strings. User confidence is not confined to the USA market. The application of NCI`s by International Utilities has also experienced significant growth. This may be evidenced by EHV installations in South America, Middle East, South Africa, Australia and South East Asia.

    The Lawrence Livermore National Laboratory (LLNL) Comprehensive Nuclear-Test-Ban Treaty Research and Development (CTBT R and D) program has made significant progress populating a comprehensive seismic research database (RDB) for seismic events and derived research products in the Middle East and North Africa (MENA). Our original ME/NA study region has enlarged and is now defined as an area including the Middle East, Africa, Europe, Southwest Asia, the Former Soviet Union and the Scandinavian/Arctic region. The LLNL RDB will facilitate calibration of all International Monitoring System (IMS) stations (primary and auxiliary) or their surrogates (if not yet installed) as well as a variety of gamma stations. The RDB provides not only a coherent framework in which to store and organize large volumes of collected seismic waveforms and associated event parameter information, but also provides an efficient data processing/research environment for deriving location and discrimination correction sur faces and capabilities. In order to accommodate large volumes of data from many sources with diverse formats the RDB is designed to be flexible and extensible in addition to maintaining detailed quality control information and associated metadata. Station parameters, instrument responses, phase pick information, and event bulletins were compiled and made available through the RDB. For seismic events in the MENA region occurring between 1976 and 1999, we have systematically assembled, quality checked and organized event waveforms; continuous seismic data from 1990 to present are archived for many stations. Currently, over 11,400 seismic events and 1.2 million waveforms are maintained in the RDB and made readily available to researchers. In addition to open sources of seismic data, we have established collaborative relationships with several ME/NA countries that have yielded additional ground truth and broadband waveform data essential for regional calibration and capability

  17. Enhancing Middle East climate change monitoring and indexes

    Extreme climate events can have significant impacts on both natural and human systems, and therefore it is important to know if and how climate extremes are changing. Analysis of extremes requires long-term daily station data and, unfortunately, there are many regions in the world where these data are not internationally exchanged. The Intergovernmental Panel on Climate Change (IPCC) Third Assessment Report (Folland et al. 2001) relied heavily on the multinational analysis of Frich et al (2002). However, Frich et al. had no results from all of Central and South America, and most of Africa and southern Asia, including the Middle East. To remedy this situation for the IPCC Fourth Assessment Report, the joint World Meteorological Organization Commission for Climatology/World Climate Research Programme (WCRP) project on Climate Variability and Predictability (CLIVAR) Expert Team on Climate Change Detection, Monitoring, and Indices (Zwiers et al. 2003) internationally coordinated a series of five regional climate change workshops and a set of indices for analyses of extremes. Two workshops covered the Americas, one in Brazil and one in Guatemala. One workshop addressed southern Africa. A workshop in India involved south and central Asia, while the workshop for the Middle East sought to address the region from Turkey to Iran and from Georgia to the southern tip of the Arabian Peninsula. The key to a successful workshop is a collaborative approach between outside experts and regional participants. The participants here broght long-term daily precipitation and maximum and minimum temperature data, station history information, an understanding of their country's climate, and a willingness to analyze thse data under the tutelage of outside experts. The outside experts brought knowledge of the crucial data and climate change issues, presentations to explain these issues, and user-friendly software to aid the analyses.     Parasitic extraction of a small fraction of the 20-TeV circulating beam of the Superconducting Super Collider can be done using a bent crystal situated in the halo of the orbiting beam. The authors present a design of a crystal extraction system that is compatible with current plans for momentum scraping in the east utility straight. The only modification to the collider tunnel is the addition of a 160-m-long alcove in the east utility straight to mate the extracted beam line microtunnel with the collider tunnel. No other changes to the east utility straight tunnel are needed.

    Over a one-year period, measurements of indoor air pollutants (CO/sub x/, NO/sub x/, formaldehyde, volatile organics, particulates, and radon) were made in 40 homes in East Tennessee. The houses were of various ages with different types of insulation and heating. Over one-half of the houses exceeded the ASHRAE indoor ceiling guideline of 0.1 ppM for formaldehyde on at least one occasion. Over the duration of the study, older houses averaged 0.04 ppM of formaldehyde while houses less than 5 years old averaged 0.08 ppM (P < 0.01). The highest concentration of formaldehyde measured was 0.4 ppM in a new home. Diurnal and seasonal fluctuations in levels of formaldehyde in some homes were as much as twofold and tenfold, respectively. The highest levels of formaldehyde were usually recorded during summer months. The concentration in indoor air of various organics was at least tenfold higher than in outdoor air. Carbon monoxide and nitrgen oxides were usually <2 and <0.02 ppM, respectively, except when gas stoves or kerosene space heaters were operating, or when a car was running in the garage. In 30% of the houses, the annual indoor guideline for radon, 4 pCi/L, was exceeded. The mean radon level in houses built on the ridgelines was 4.4 pCi/L, while houses located in the valleys had a mean level of 1.7 pCi/L (P < 0.01). The factor having the most impact on infiltration was operation of the central duct fan of the heating, ventilation, and air conditioning system. The mean rate of air exchange increased from 0.39 to 0.74 h/sup -1/ when the duct fan was operated (measurements prior to December 1982). This report presents the study design and implementation, describes the monitoring protocols, and provides a complete set of the data collected during the project. 25 references, 29 figures, 42 tables.

    The Weather Research and Forecasting model with Chemistry (WRF-Chem) is used to investigate the seasonal and annual variations of mineral dust over East Asia during 2007-2011, with a focus on the dust mass balance and radiative forcing. A variety of measurements from in-stu and satellite observations have been used to evaluate simulation results. Generally, WRF-Chem reproduces not only the column variability but also the vertical profile and size distribution of mineral dust over and near the dust source regions of East Asia. We investigate the dust lifecycle and the factors that control the seasonal and spatial variations of dust mass balance and radiative forcing over the seven sub-regions of East Asia, i.e. source regions, the Tibetan Plateau, Northern China, Southern China, the ocean outflow region, and Korea-Japan regions. Results show that, over the source regions, transport and dry deposition are the two dominant sinks. Transport contributes to ~30% of the dust sink over the source regions. Dust results in a surface cooling of up to -14 and -10 W m-2, atmospheric warming of up to 20 and 15 W m-2, and TOA cooling of -5 and -8 W m-2 over the two major dust source regions of East Asia, respectively. Over the Tibetan Plateau, transport is the dominant source with a peak in summer. Over identified outflow regions, maximum dust mass loading in spring is contributed by the transport. Dry and wet depositions are the comparably dominant sinks, but wet deposition is larger than dry deposition over the Korea-Japan region, particularly in spring (70% versus 30%). The WRF-Chem simulations can generally capture the measured features of dust aerosols and its radaitve properties and dust mass balance over East Asia, which provides confidence for use in further investigation of dust impact on climate over East Asia.

    The purpose of this analysis is to systematically identify and evaluate hazards related to the design of the Yucca Mountain Project Exploratory Studies Facility (ESF) East-West Cross Drift. This analysis builds upon prior ESF System Safety Analyses and incorporates TS Main Drift scenarios, where applicable, into the East-West Drift scenarios. This System Safety Analysis (SSA) focuses on the personnel safety and health hazards associated with the engineered design of the East-West Drift. The analysis also evaluates other aspects of the East-West Drift, including purchased equipment (e.g., scientific mapping platform) or Systems/Structures/Components (SSCs) and out-of-tolerance conditions. In addition to recommending design mitigation features, the analysis identifies the potential need for procedures, training, or Job Safety Analyses (JSAs). The inclusion of this information in the SSA is intended to assist the organization(s) (e.g., constructor, Safety and Health, design) responsible for these aspects of the East-West Drift in evaluating personnel hazards and augment the information developed by these organizations. The SSA is an integral part of the systems engineering process, whereby safety is considered during planning, design, testing, and construction. A largely qualitative approach is used which incorporates operating experiences and recommendations from vendors, the constructor and the operating contractor. The risk assessment in this analysis characterizes the scenarios associated with East-West Drift SSCs in terms of relative risk and includes recommendations for mitigating all identified hazards. The priority for recommending and implementing mitigation control features is: (1) Incorporate measures to reduce risks and hazards into SSC designs. (2) Add safety features and capabilities to existing designs. (3) Develop procedures and conduct training to increase worker awareness of potential hazards, reduce exposure to hazards, and inform personnel of the

    X-ray diffraction, x-ray transmission, and x-ray fluorescence procedures have been used to evaluate quantitatively the chemical species for 24 ambient filter samples taken from receptor sites at East Helena, Montana. Twenty-five distinct chemical compounds representing various smelting processes, atmospheric chemical reactions, local fugitive dust sources, and possible filter artifacts have been observed. These compounds include the common crustal silicates and carbonates, and industrial sulfides, sulfates, and oxides. In addition, elemental cadmium and copper have been observed in a number of ambient samples. The soils and some accumulated residential dust of the East Helena area contain relatively high levels of lead and copper compounds.

    The Nevada Test Site (NTS) is operated by the US Department of Energy's Nevada Operations Office (DOE/NV) as the site for nuclear weapons testing, now limited to readiness activities and experiments in support of the national Stockpile Stewardship Management Program. It is located in Nye County, Nevada, with the southeast corner about 105 km (65 mi) northwest of Las Vegas, Nevada. The NTS covers about 3,561 km{sup 2} (1,375 mi{sup 2}), an area larger than Rhode Island. Its size is about 46 to 56 km (28 to 35 mi) east to west and from 64 to 88 km (40 to 55 mi) north to south. The NTS is surrounded, except on the south side, by public exclusion areas (Nellis Air Force Range [NAFR]) that provide another 24 to 104 km (15 to 65 mi) between the NTS and public lands. The NTS is characterized by desert valley and Great Basin mountain topography, with a climate, flora, and fauna typical of the southwest deserts. Population density within 150 km (93 mi) of the NTS is only about 0.2 persons per square kilometer, excluding the Las Vegas area. Restricted access, low population density in the surrounding area, and extended wind transport times are advantageous factors for the activities conducted at the NTS. Surface waters are scarce on the NTS and there is great depth to slow-moving groundwater.

  5. Managing Floods and Resources at the Arroyo Las Positas

    Engineers and water resource professionals are challenged with protecting facilities from flood events within environmental resource protection, regulatory, and economic constraints. One case in point is the Arroyo Las Positas (ALP), an intermittent stream that traverses the Lawrence Livermore National Laboratory (LLNL) in Livermore, California. Increased runoff from post-drought rainfall, upstream development, and new perennial discharges from LLNL activities have resulted in increased dry weather flows and wetland vegetation. These new conditions have recently begun to provide improved habitat for the federally threatened California red-legged frog (Rana aurora draytonii; CRLF), but the additional vegetation diminishes the channel's drainage capacity and increases flood risk. When LLNL proposed to re-grade the channel to reestablish the 100-year flood capacity, traditional dredging practices were no longer being advocated by environmental regulatory agencies. LLNL therefore designed a desilting maintenance plan to protect LLNL facility areas from flooding, while minimizing impacts to wetland resources and habitat. The result was a combination of structural upland improvements and the ALP Five Year Maintenance Plan (Maintenance Plan), which includes phased desilting in segments so that the entire ALP is desilted after five years. A unique feature of the Maintenance Plan is the variable length of the segments designed to minimize LLNL's impact on CRLF movement. State and federal permits also added monitoring requirements and additional constraints on desilting activities. Two years into the Maintenance Plan, LLNL is examining the lessons learned on the cost-effectiveness of these maintenance measures and restrictions and reevaluating the direction of future maintenance activities.

    The rapid development of natural gas and condensate reserves in the Middle East results from a simple motivation: the desire of governments to earn revenues. For the past decade, Middle East governments have run budget deficits, which they funded by drawing down foreign assets and issuing debt. Now in the process of structural economic reform, they have begun to use an under-utilized resource--natural gas, of which Middle East governments own about one third of the world`s reserves. Governments receive revenues from several sources in natural gas developments, which makes the projects very attractive. Revenue comes from the sale of the natural gas in the domestic market and, if exported, the international market; the sale of associated condensates; the additional exports of crude oil or refined products if natural gas is substituted for refined products in domestic markets; the increased sale of crude oil if natural gas is injected into reservoirs to maintain pressure; and the sale of petrochemicals where natural gas is used as feedstock. Large projects under way in the Middle East highlight the consequences of multiple revenue sources and interlinked costs of natural gas and condensate development. Other countries in the region are undertaking similar projects, so examples cited represent only a portion of what is occurring. The paper describes Abu Dhabi, Qatar, Saudi Arabia, and Iran.

    Experimental Advanced Superconducting Tokamak (EAST), as a fully superconducting tokamak in China, aims to achieve high performance plasma under steady-state operation. To fulfill the physical objectives of EAST, a program of 4-MW long pulse electron cyclotron resonance heating and current drive (EC H&CD) system, which would offer greater flexibility for plasma shape and plasma stabilization has been launched on EAST since 2011. The system, composed of 4 gyrotrons with nominal 1MW output power and 1000s pulse length each, is designed with the feature of steerable power handling capabilities at 140 GHz, using second harmonic of the extraordinary mode(X2). Presently, the first two 140-GHz 1-MW gyrotrons, provided by GYCOM and CPI, respectively, have been tested at long pulse operation. The tubes, the associated power supplies, cooling system, cryogenic plant, 2 transmission lines and an equatorial launcher are now installed at EAST. The power generated from each tube will be transmitted by an evacuated corrugated waveguide transmission line and injected into plasma from the low field side (radial port) through a front steering equatorial launcher. Considering the diverse applications of the EC system, the beam’s launch angles can be continuously varied with the optimized scanning range of over 30° in poloidal direction and ±25° in toroidal, as well as the polarization could be adjusted during the discharge by the orientations of a pair of polarizers in the transmission line to maintain the highest absorption for different operational scenarios. The commissioning of the first 2MW ECRH plant for EAST is under way. The design, R&D activities and recent progress of the long pulse 140-GHz ECRH system are presented in this paper.
