    Public acceptance is a decisive factor of growing importance, although economics has been and will remain the most decisive factor in ordering new nuclear capacity. Nuclear energy can make an important contribution toward preventing and reducing the greenhouse effect. Many politicians tend to base their decisions not on facts but rather on so called public opinion and consequently to overreact in particular on environmental issues. The entire debate hinges on public confidence rather than on a lack of information. There is no 100% guarantee that technical facilities will operate completely accident-free. Therefore, standards should be harmonized, plants should be operated safely and consequences of possible accidents should be limited. There needs to be some kind of early information system between countries concerning upcoming issues as a prerequisite for acting instead of reacting, because this is an essential tool in convincing the public that they can have more confidence. Technical information alone does not answer the real questions of the public. Political, technical, and economic matters as well as public opinion are interwoven and cannot be separated from each. Therefore, the exchange of experience gained in all these sectors on an international basis must be improved.

    This paper is an effort to identify, as comprehensively as possible, public concerns about nuclear power, and to assess, where possible, the relative importance of these concerns as they relate to government regulation of and policy towards nuclear power. It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal court case law, (2) a selective examination of the Nuclear Regulatory Commission (NRC) administrative process, and (3) the preceding George Mason University research project in this series. The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry's practices are aligned with public opinion, a more favorable regulatory climate is possible.

    This report presents research on public key, digital signature algorithms for cryptographic authentication in low-powered, low-computation environments. We assessed algorithms for suitability based on their signature size, and computation and storage requirements. We evaluated a variety of general purpose and special purpose computing platforms to address issues such as memory, voltage requirements, and special functionality for low-powered applications. In addition, we examined custom design platforms. We found that a custom design offers the most flexibility and can be optimized for specific algorithms. Furthermore, the entire platform can exist on a single Application Specific Integrated Circuit (ASIC) or can be integrated with commercially available components to produce the desired computing platform.

    This article is a review of the title publication, which is produced by the American Public Power Association. The report is considered to be a valuable management tool to public power systems in evaluating their competitive positions in the dynamic electric utility industry. It examines 22 categories of ratio indicators that can be used by public power systems to assess their performance relative to other utilities of comparable size in the same geographic region. More than 400 utilities are summarized in the report.

    Through the RE-Powering America's Land initiative, the economic and technical feasibility of utilizing biomass at the Kansas City, Missouri, Municipal Farm site, a group of City-owned properties, is explored. The study that none of the technologies we reviewed--biomass heat, power and CHP--are economically viable options for the Municipal Farms site. However, if the site were to be developed around a future central biomass heating or CHP facility, biomass could be a good option for the site.

    Hearings held in Santa Fe, New Mexico and Washington, DC brought testimony from public officals, representatives of mining industries, environmentalists, Indians, and interested citizens and organizations on a proposal to lease public lands in the San Juan Basin for coal mining and a bill (H.R. 1575) designating the Bisti Badlands Wilderness. At issue was the Department of Interior's (DOI's) plan, already in evidence in the Powder River sale, to change the procedure for coal leasing to make these lands more readily available to private industry. Despite New Mexico's economic problems, state officials and concerned citizens generally opposed the type of resource management offered by DOI. There was preference for a slower, phased approach to leasing while transportation, environmental, and other problems are resolved. Additional statements and communications follow the testimony of over 100 witnesses.

We begin by discussing standard land-use metrics as established in the life-cycle assessment literature and then discuss their applicability to solar power plants. We present total and direct land-use results for various solar technologies and system configurations, on both a capacity and an electricity-generation basis. The total area corresponds to all land enclosed by the site boundary. The direct area comprises land directly occupied by solar arrays, access roads, substations, service buildings, and other infrastructure. As of the third quarter of 2012, the solar projects we analyze represent 72% of installed and under-construction utility-scale PV and CSP capacity in the United States.

    The purpose of this research was to collect, analyze, and summarize all of the nuclear power-related surveys conducted in the United States through June 1981, that we could obtain. The surveys collected were national, statewide, and areawide in scope. Slightly over 100 surveys were collected for an earlier, similar effort carried out in 1977. About 130 new surveys were added to the earlier survey data. Thus, about 230 surveys were screened for inclusion in this report. Because of space limitations, national surveys were used most frequently in this report, followed distantly by state surveys. In drawing our conclusions about public beliefs and attitudes toward nuclear power, we placed most of our confidence in survey questions that were used by national polling firms at several points in time. A summary of the research findings is presented, beginning with general attitudes toward nuclear power, followed by a summary of beliefs and attitudes about nuclear power issues, and ended by a summary of beliefs and attitudes regarding more general energy issues.

    Focusing on the American Southwest, the authors review physical explanations of subsidence, then offer an explanation for the evolving doctrines of responsibility, laws of support, tort liability, and ground water management. Still in its infancy, the effort to develop effective measures to prevent subsidence or compensate for damages will become increasingly clear. They note the societal cost of not dealing directly and rationally with the problem and the subsequent loss of initiatives and options. Ground water withdrawal is a relatively new cause of land subsidence. Dealing with sub-surface support and the avoidance of subsidence damage is a geo-political problem calling for rational planning and management. 50 references.

    Federal regulations require the United States Forest Service (USFS) to integrate public input and values into decisions concerning land and resource management planning. The USFS has typically relied on traditional methods of involving the public, whereby public access and input to policy development are unilaterally controlled by the agency. Because of the highly political nature of land and resource management planning, such technocratic forms of public involvement and decision-making appear to be proving ineffective. This paper describes and evaluates two public involvement programs associated with the Ouachita National Forest`s (ONF) lengthy forest planning process. The research consisted of personal interviews with key program leaders and knowledgeable citizen participants, collection of secondary data, and a survey of citizen participants. Because of controversial planning decisions made during an initial planning process, the ONF was forced to re-enter the planning process in order to address unresolved planning issues and to conduct a more effective public involvement program. The supplemental planning process also resulted in a considerable degree of public contention. The survey revealed that although citizen participants were somewhat more satisfied with the supplemental public involvement program relative to the initial program, neither program was viewed as satisfactory. The findings of the study suggest that in order to be more effective, USFS public involvement programs should be more responsive to public concerns and conducted in adherence to principles of collaborative planning.

    This article presents the results of the first large-scale mail survey of non-residential green power customers in the United States. The survey explored the motivations, attitudes, and experiences of 464 business, non-profit, and public-sector customers that have voluntarily opted to purchase - and frequently pay a premium for - renewable electricity. Results of this study should be of value to marketers interested in targeting these customer segments, to policy makers interested in fostering and understanding non-residential demand for green power, and to academics pondering the motivations for firms to engage in such voluntary environmental initiatives.

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

    The Committee on Interior and Insular Affairs recommends passage of H.R.1531 as amended by the committee. The purpose of H.R.1531 is to facilitate the development of interstate coal slurry pipelines within the framework of state water law and interstate water allocations. The amendment establishes a procedure through which the Secretary of the Interior may grant the federal power of eminent domain to obtain rights-of-way over private lands to coal pipelines determined to be in the national interest. The Secretary may also grant certified pipelines rights-of-way over federal lands. The pipelines must first obtain any water use permits from the necessary states. The amendment also includes pipelines that would use another media in place of water, such as carbon dioxide. The major issues discussed in this report are certification, employment, state water rights, environment, eminent domain, access over Federal land, and antitrust review.

  16. The role of public policy in emerging green power markets: An analysis of marketer preferences

    Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

    Large blackouts, such as the August 14-15, 2003 blackout in the northeasternUnited States and Canada, focus attention on the importance of reliable electric service. As public and private efforts are undertaken to improve reliability and prevent power interruptions, it is appropriate to assess their effectiveness. Measures of reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities to state public utility commissions for many years. This study examines current state and utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based primarily on reliability information for 2006 reported by 123 utilities to 37 state public utility commissions.

    This preliminary Public Design Report (PDR) provides design information about Tampa Electric Company`s Polk Power Station Unit No. 1, which will demonstrate in a commercial 250 MW unit the benefits of the integration of oxygen-blown, entrained-flow coal gasification with advanced combined cycle technology. This project is partially funded by the US Department of Energy (DOE) under Round III of its Clean Coal Technology (CCT) Program under the provisions of Cooperative Agreement between DOE and Tampa Electric Company, novated on March 5,1992. The project is highlighted by the inclusion of a new hot gas cleanup system. DOE`s project management is based at its Morgantown Energy Technology Center (METC) in West Virginia. This report is preliminary, and the information contained herein is subject to revision. Definitive information will be available in the final PDR, which will be published at the completion of detailed engineering.

    The purpose for agency action is to preclude surface entry and the location of new mining claims, subject to valid existing rights, within and surrounding the Caliente rail corridor as described in the Yucca Mountain FEIS (DOE 2002). This protective measure is needed to enhance the safe, efficient, and uninterrupted evaluation of land areas for potential rail alignments within the Caliente rail corridor. The evaluation will assist the DOE in determining, through the Rail Alignment environmental impact statement (EIS) process, whether to construct a branch rail line, and to provide support to the BLM in deciding whether or not to reserve a ROW for the rail line under the Federal Land Policy and Management Act (FLPMA). The BLM participated as a cooperating agency in preparing this EA because it is the responsible land manager and BLM staff could contribute resource specific expertise.

    The U.S. Environmental Protection Agency (EPA) developed the RE-Powering America's Land initiative to reuse contaminated sites for renewable energy generation when aligned with the community's vision for the site. The former American Smelting and Refining Company (Asarco) smelter in East Helena, Montana, was selected for a feasibility study under the initiative. Biomass was chosen as the renewable energy resource based on the wood products industry in the area. Biopower was selected as the technology based on Montana's renewable portfolio standard (RPS) requiring utilities to purchase renewable power.

    This report summarizes public participation in the environmental scoping process for the Puget Sound Reinforcement Project, a Bonneville Power Administration (BPA) and Puget Sound area utilities study of voltage stability in northwestern Washington state. The environmental scoping phase of the Puget Sound project consisted of a series of public meetings and a public comment period. The content of these meetings is summarized in 2.0, Public Involvement. In 3.0, Comment Summary, the report summarizes comments received via meetings, mail and phone. The report ends with a description of the next steps in the project. Chapter 4.0, describes the decision process to be used by BPA and area utilities. Chapter 5.0 describes opportunities for public participation in decisions to be made about the future reliability of Puget Sound's electricity supply.

    This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed in the report include extraction of coal, oil, natural gas, uranium, oil shale, and geothermal steam; uranium processing; preparation of synfuels from coal; oil refineries; fossil-fuel, nuclear, and hydro-electric power plants; biomass energy farms; and disposal of solid wastes generated during combustion of fossil fuels. Approximately 1.1 to 3.3 x 10/sup 6/ acres were devoted to these activities in the United States in 1975. As much as 1.8 to 2.0 x 10/sup 6/ additional acres could be required by 1990 for new, nonbiomass energy development. The production of grain for fuel ethanol could require an additional 16.9 to 55.7 x 10/sup 6/ acres by 1990. Federal laws that directly or indirectly regulate the land-use impacts of energy facilities include the National Environmental Protection Act, Clean Air Act, Federal Water Pollution Control Act, Surface Mining Control and Reclamation Act, and Coastal Zone Management Act. The major provisions of these acts, other relevant federal regulations, and similar state and local regulatons are described in this report. Federal legislation relating to air quality, water quality, and the management of public lands has the greatest potential to influence the location and timing of future energy development in the United States.

    This report summarizes a public workshop that was held on April 27, 1999, in Rockville, Maryland. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

    Under the RE-Powering America's Land initiative, the U.S. Environmental Protection Agency (EPA) provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of biomass renewable energy generation at the former Farmland Industries site in Lawrence, Kansas. Feasibility assessment team members conducted a site assessment to gather information integral to this feasibility study.     The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Lakeview Uranium Mill site in Lakeview, Oregon, for a feasibility study of renewable energy production. The EPA contracted with the National Renewable Energy Laboratory (NREL) to provide technical assistance for the project. The purpose of this report is to describe an assessment of the site for possible development of a geothermal power generation facility and to estimate the cost, performance, and site impacts for the facility. In addition, the report recommends development pathways that could assist in the implementation of a geothermal power system at the site.

    Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.

Developers of cogeneration, solid waste, or biomass projects had signed 110 contracts with a potential of 1,467 MW. In total, 114 contracts and letter agreements had been signed with projects capable of producing 1,508 MW. PG and E also had under active discussion 35 cogeneration projects that could generate a total of 425 MW to 467 MW, and 11 solid waste or biomass projects with a potential of 94 MW to 114 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 5 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 32, with a generating capability of 848 MW. Also, discussions were being conducted with 18 wind farm projects, totaling 490 MW. There were 101 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 6 other small wind projects under active discussion. There were 64 hydroelectric projects with signed contracts and a potential of 148 MW, as well as 75 projects under active discussion for 316 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 187 MW, that Pg and E was planning to construct.

Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 7 other small wind projects under active discussion. There were 71 hydroelectric projects with signed contracts and a potential of 151 MW, as well as 76 projects under active discussion for 505 MW. In addition, there were 18 hydroelectric projects, with a nominal capacity of 193 MW, that PG and E was planning to construct. Table B displays the above information. Appendix A displays in tabular form the status reports of the projects as of June 30, 1984.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Vincent Mullins Landfill in Tucson, Arizona, for a feasibility study of renewable energy production. Under the RE-Powering America's Land initiative, the EPA provided funding to the National Renewable Energy Laboratory (NREL) to support the study. NREL provided technical assistance for this project but did not assess environmental conditions at the site beyond those related to the performance of a photovoltaic (PV) system. The purpose of this report is to assess the site for a possible PV installation and estimate the cost and performance of different PV configurations, as well as to recommend financing options that could assist in the implementation of a PV system. In addition to the Vincent Mullins site, four similar landfills in Tucson are included as part of this study.

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

    In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal. Indeed, one might ask, {open_quotes}Are the abuses which gave rise to PUHCA back in the 1930`s now eradicated such that outright repeal is warranted?{close_quotes} One is reminded of that old quote from Santayana, {open_quotes}Those who cannot remember the past are condemned to repeat it.{close_quotes} There is not a more appropriate time to heed that saying than now. To lay the foundation, we need to step back in time and place ourselves in the shoes of the policy makers at the time that PUHCA was debated.

  19. Development of Molten-Salt Heat Transfer Fluid Technology for Parabolic Trough Solar Power Plants - Public Final Technical Report

    Executive Summary This Final Report for the "Development of Molten-Salt Heat Transfer Fluid (HTF) Technology for Parabolic Trough Solar Power Plants” describes the overall project accomplishments, results and conclusions. Phase 1 analyzed the feasibility, cost and performance of a parabolic trough solar power plant with a molten salt heat transfer fluid (HTF); researched and/or developed feasible component options, detailed cost estimates and workable operating procedures; and developed hourly performance models. As a result, a molten salt plant with 6 hours of storage was shown to reduce Thermal Energy Storage (TES) cost by 43.2%, solar field cost by 14.8%, and levelized cost of energy (LCOE) by 9.8% - 14.5% relative to a similar state-of-the-art baseline plant. The LCOE savings range met the project’s Go/No Go criteria of 10% LCOE reduction. Another primary focus of Phase 1 and 2 was risk mitigation. The large risk areas associated with a molten salt parabolic trough plant were addressed in both Phases, such as; HTF freeze prevention and recovery, collector components and piping connections, and complex component interactions. Phase 2 analyzed in more detail the technical and economic feasibility of a 140 MWe,gross molten-salt CSP plant with 6 hours of TES. Phase 2 accomplishments included developing technical solutions to the above mentioned risk areas, such as freeze protection/recovery, corrosion effects of applicable molten salts, collector design improvements for molten salt, and developing plant operating strategies for maximized plant performance and freeze risk mitigation. Phase 2 accomplishments also included developing and thoroughly analyzing a molten salt, Parabolic Trough power plant performance model, in order to achieve the project cost and performance targets. The plant performance model and an extensive basic Engineering, Procurement, and Construction (EPC) quote were used to calculate a real levelized cost of energy (LCOE) of 11.50

    In the Third Quarter of 1982, the number of signed contracts and committed projects rose from 148 to 173, with a total estimated nominal capacity of these projects of 922 MW. Of this nominal capacity, about 168 MW is operational, and the balance is under contract for development. Of the 173 signed contracts and committed projects, 61 were cogeneration and solid waste projects with a potential of 643 MW. PG and E also had under active discussion 28 cogeneration projects that could generate a total of 968 MW to 1,049 MW, and 10 solid waste projects with a potential of 90 MW to 95 MW. Wind projects under contract number 84, with a generating capability of 85 MW. Also, discussions are being conducted with 17 wind projects, totaling 83 MW. There are 23 hydroelectric projects with signed contracts and a potential of 95 MW, as well as 63 projects under active discussion for 169 MW. In addition, there are 25 hydroelectric projects, with a nominal capacity of 278 MW, that PG and E is constructing or planning to construct. Five contracts have been signed with projects, using other types of electric power generation, capable of producing 100 MW.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The U.S. Environmental Protection Agency (EPA) Office of Solid Waste and Emergency Response, in accordance with the RE-Powering America's Lands initiative, engaged the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to conduct feasibility studies to assess the viability of developing renewable energy generating facilities on contaminated sites. This site, in Limestone, Maine -- formerly the location of the Loring Air Force Base but now owned by the Aroostook Band of Micmac -- was selected for the potential to produce heating pellets from woody feedstock. Biomass was chosen as the renewable energy resource to evaluate based on abundant woody-biomass resources available in the area. NREL also evaluates potential savings from converting existing Micmac property from oil-fired heating to pellet heating.

    Land classified as contaminated and disturbed across the United States has the potential to host developments of utility-scale solar power. This report examines the prospect of developing utility- and commercial-scale concentrated solar power (CSP) and solar photovoltaics (PV) technologies on degraded and environmentally contaminated lands. The potential for solar development on contaminated anddisturbed lands was assessed, and for the largest and highest solar resource sites, the economic impacts and feasibility were evaluated. Developing solar power on contaminated and disturbed lands can help create jobs and revitalize local and state economies, and selecting these sites over greenfield sites can potentially have permitting and environmental mitigation advantages. The U.S.Department of Energy (DOE) SunShot goals call for 632 GW of PV and 83 GW of CSP to be deployed by 2050. Conservative land-use estimates of this study (10 acres per megawatt) show that there are disturbed and environmentally contaminated lands throughout the country that could be suitable for utility-scale solar power, and, that there is sufficient land area to meet SunShot solar deployment goals. The purpose of this assessment is to improve the understanding of these sites and facilitate solar developers' selection of contaminated and disturbed sites for development.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    Marginal land provides an alternative potential for food and bioenergy production in the face of limited land resources; however, effective assessment of marginal lands is not well addressed. Concerns over environmental risks, ecosystem services and sustainability for marginal land have been widely raised. The objective of this study was to develop a hierarchical marginal land assessment framework for land use planning and management. We first identified major land functions linking production, environment, ecosystem services and economics, and then classified land resources into four categories of marginal land using suitability and limitations associated with major management goals, including physically marginal land, biologically marginal land, environmental-ecological marginal land, and economically marginal land. We tested this assessment framework in south-western Michigan, USA. Our results indicated that this marginal land assessment framework can be potentially feasible on land use planning for food and bioenergy production, and balancing multiple goals of land use management. We also compared our results with marginal land assessment from the Conservation Reserve Program (CRP) and land capability classes (LCC) that are used in the US. The hierarchical assessment framework has advantages of quantitatively reflecting land functions and multiple concerns. This provides a foundation upon which focused studies can be identified in order to improve the assessment framework by quantifying high-resolution land functions associated with environment and ecosystem services as well as their criteria are needed to improve the assessment framework.

    In 2005, the National Renewable Energy Laboratory (NREL) completed an assessment of the potential for solar and wind energy development on National Forest System (NFS) public lands managed by the US Department of Agriculture, U.S. Forest Service (USFS). This report provides an update of the analysis in the NREL report, and extends the analysis with additional siting factors for solar and wind energy. It also expands the scope to biomass and geothermal energy resources. Hydropower is acknowledged as another major renewable energy source on NFS lands; however, it was not analyzed in this project primarily because of the substantially different analysis that would be needed to identify suitable locations. Details about each renewable energy production technology included in the study are provided following the report introduction, including how each resource is converted to electrical power, and examples of existing power plants. The analysis approach was to use current and available Geographic Information System (GIS) data to map the distribution of the subject renewable energy resources, major siting factors, and NFS lands. For each major category of renewable energy power production, a set of siting factors were determined, including minimum levels for the renewable energy resources, and details for each of the other siting factors. Phase 1 of the analysis focused on replicating and updating the 2005 NREL analysis, and Phase 2 introduced additional siting factors and energy resources. Source data were converted to a cell-based format that helped create composite maps of locations meeting all the siting criteria. Acreages and potential power production levels for NFS units were tabulated and are presented throughout this report and the accompanying files. NFS units in the southwest United States were found to have the most potentially suitable land for concentrating solar power (CSP), especially in Arizona and New Mexico.     In the early years of the United States space program, lightweight batteries, fuel cells, and solar modules provided electric power for space missions. As missions became more ambitious and complex, power needs increased and scientists investigated various options to meet these challenging power requirements. One of the options was nuclear energy. By the mid-1950s, research had begun in earnest on ways to use nuclear power in space. These efforts resulted in the first radioisotope thermoelectric generators (RTGs), which are nuclear power generators build specifically for space and special terrestrial uses. These RTGs convert the heat generated from the natural decay of their radioactive fuel into electricity. RTGs have powered many spacecraft used for exploring the outer planets of the solar system and orbiting the sun and Earth. They have also landed on Mars and the moon. They provide the power that enables us to see and learn about even the farthermost objects in our solar system.

    This study of potential land-related impacts of geothermal power development in The Geysers region focuses on Lake County because it has most of the undeveloped resource and the least regulatory capability. First, the land resource is characterized in terms of its ecological, hydrological, agricultural, and recreational value; intrinsic natural hazards; and the adequacy of roads and utility systems. Based on those factors, the potential land-use conflicts and constraints that geothermal development may encounter in the region are identified and the availability and relative suitability of land for such development is determined. A brief review of laws and powers germane to geothermal land-use regulation is included.

    Background: The Rosebud Sioux Tribe (RST) is located in south central South Dakota near the Nebraska border. The nearest community of size is Valentine, Nebraska. The RST is a recipient of several Department of Energy grants, written by Distributed Generation Systems, Inc. (Disgen), for the purposes of assessing the feasibility of its wind resource and subsequently to fund the development of the project. Disgen, as the contracting entity to the RST for this project, has completed all the pre-construction activities, with the exception of the power purchase agreement and interconnection agreement, to commence financing and construction of the project. The focus of this financing is to maximize the economic benefits to the RST while achieving commercially reasonable rates of return and fees for the other parties involved. Each of the development activities required and its status is discussed below. Land Resource: The Owl Feather War Bonnet 30 MW Wind Project is located on RST Tribal Trust Land of approximately 680 acres adjacent to the community of St. Francis, South Dakota. The RST Tribal Council has voted on several occasions for the development of this land for wind energy purposes, as has the District of St. Francis. Actual footprint of wind farm will be approx. 50 acres. Wind Resource Assessment: The wind data has been collected from the site since May 1, 2001 and continues to be collected and analyzed. The latest projections indicate a net capacity factor of 42% at a hub height of 80 meters. The data has been collected utilizing an NRG 9300 Data logger System with instrumentation installed at 30, 40 and 65 meters on an existing KINI radio tower. The long-term annual average wind speed at 65-meters above ground level is 18.2 mph (8.1 mps) and 18.7 mph (8.4 mps) at 80-meters agl. The wind resource is excellent and supports project financing.

    This report addresses the land use impacts of past and future energy development and summarizes the major federal and state legislation which influences the potential land use impacts of energy facilities and can thus influence the locations and timing of energy development. In addition, this report describes and presents the data which are used to measure, and in some cases, predict the potential conflicts between energy development and alternative uses of the nation's land resources. The topics section of this report is divided into three parts. The first part describes the myriad of federal, state and local legislation which have a direct or indirect impact upon the use of land for energy development. The second part addresses the potential land use impacts associated with the extraction, conversion and combustion of energy resources, as well as the disposal of wastes generated by these processes. The third part discusses the conflicts that might arise between agriculture and energy development as projected under a number of DOE mid-term (1990) energy supply and demand scenarios.

    The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management.     This paper describes the evolution of understanding of severe accident consequences from the non-mechanistic assumptions of WASH-740 to WASH-1400, NUREG-1150, SOARCA and today in the interpretation of the consequences of the accident at Fukushima. As opposed to the general perception, the radiological human health consequences to members of the Japanese public from the Fukushima accident will be small despite meltdowns at three reactors and loss of containment integrity. In contrast, the radiation-related societal impacts present a substantial additional economic burden on top of the monumental task of economic recovery from the nonnuclear aspects of the earthquake and tsunami damage. The Fukushima accident provides additional evidence that we have mis-characterized the risk of nuclear power plant accidents to ourselves and to the public. The human health risks are extremely small even to people living next door to a nuclear power plant. The principal risk associated with a nuclear power plant accident involves societal impacts: relocation of people, loss of land use, loss of contaminated products, decontamination costs and the need for replacement power. Although two of the three probabilistic safety goals of the NRC address societal risk, the associated quantitative health objectives in reality only address individual human health risk. This paper describes the types of analysis that would address compliance with the societal goals. (authors)

    The Navajo Hopi Land Commission Office (NHLCO), a Navajo Nation executive branch agency has conducted activities to determine capacity-building, institution-building, outreach and management activities to initiate the development of large-scale renewable energy - 100 megawatt (MW) or larger - generating projects on land in Northwestern New Mexico in the first year of a multi-year program. The Navajo Hopi Land Commission Renewable Energy Development Project (NREP) is a one year program that will develop and market a strategic business plan; form multi-agency and public-private project partnerships; compile site-specific solar, wind and infrastructure data; and develop and use project communication and marketing tools to support outreach efforts targeting the public, vendors, investors and government audiences.

    Through many years of research and technical interchange both at home and abroad, it is commonly recognized that paddy fields possess the functions of micro-climate adjustment, flood detection and prevention, soil and water conservation, river-flow stabilization, soil salinization prevention, water purification, groundwater recharge, rural area beautification and environmental protection which are all beneficial to the public. In recent years, the global environmental problems have become a series concern throughout the world. These include the broken ozone layer, green house effects, acid rain, land desertion, tropical rain forest disappearing etc. Among them, rain forest disappearing draws great attention. Both rain forests and paddy fields are in tropical areas. They have similar functions and are disappearing because of economic pressure. This paper describes the special functions of paddy fields on water purification, ground water recharge and prevention of land subsidence, and reiterates groundwater utilization and land subsidence prevention measures. In view of the importance of groundwater resources, paddy fields, which can not be replaced by any other artificial groundwater recharge facilities, should not be reduced in acreage, nor can they be left idle. Paddy fields shall be properly maintained and managed in order to strengthen their special functions in the years to come even under heavy pressure from foreign countries.

    Utah is rich in oil shale and oil sands resources. Chief among the challenges facing prospective unconventional fuel developers is the ability to access these resources. Access is heavily dependent upon land ownership and applicable management requirements. Understanding constraints on resource access and the prospect of consolidating resource holdings across a fragmented management landscape is critical to understanding the role Utah’s unconventional fuel resources may play in our nation’s energy policy. This Topical Report explains the historic roots of the “crazy quilt” of western land ownership, how current controversies over management of federal public land with wilderness character could impact access to unconventional fuels resources, and how land exchanges could improve management efficiency. Upon admission to the Union, the State of Utah received the right to title to more than one-ninth of all land within the newly formed state. This land is held in trust to support public schools and institutions, and is managed to generate revenue for trust beneficiaries. State trust lands are scattered across the state in mostly discontinuous 640-acre parcels, many of which are surrounded by federal land and too small to develop on their own. Where state trust lands are developable but surrounded by federal land, federal land management objectives can complicate state trust land development. The difficulty generating revenue from state trust lands can frustrate state and local government officials as well as citizens advocating for economic development. Likewise, the prospect of industrial development of inholdings within prized conservation landscapes creates management challenges for federal agencies. One major tension involves whether certain federal public lands possess wilderness character, and if so, whether management of those lands should emphasize wilderness values over other uses.     Bonneville Power Administration (BPA) and Puget Sound Power & Light Company (Puget Power) propose to upgrade the existing high-voltage transmission system in the Whatcom and Skagit counties area between the towns of Custer and Sedro Woolley, including some areas within the City of Bellingham, starting in 1995. A Draft Environmental Impact Statement (DEIS) for the project was issued in November 1993, followed by a 45-day public comment period. Public response to the DEIS included the identification of several new transmission route alternatives in the Lake Whatcom area. BPA issued a Supplemental DEIS in April 1995 to provide a second public review-and-comment period. Rebuilding an existing 230-kV line to a double-circuit 230-kV transmission line was identified in the Supplemental DEIS as the Proposed Action. The Supplemental DEIS also examined in detail a North Shore Road alternative which was proposed by some members of the public. Public comments on the EIS were listed and responded to in the Supplemental DEIS. In May 1995, a second set of open houses and public meetings was held to review the Supplemental DEIS. Electromagnetic field (EMF) effects raised as an issue in the DEIS continued to be an issue of public concern in the meetings. The EIS has identified impacts that would generally be classified as low to moderate and localized. Effects on soils and water resources in sensitive areas (e.g., near Lake Whatcom) would be low to moderate; there would be little change in magnetic fields; noise levels would remain at existing levels; and land use and property value impacts would be minimal. Threatened and endangered species would not be adversely affected, and all proposed actions in wetlands would be covered by a Corps of Engineers Nationwide Permit. Visual and socioeconomic would be low to moderate. There would be no effect on cultural resources.

    Public acceptance of a nuclear power plant (NPP) built near one's residence has declined steadily since the early 1970's. Following the TMI accident, this acceptance decreased dramatically. There has been some attitude rebound, however, and through mid-1981, the % who supported continued NPP construction in USA was 5 to 10% more than those in opposition. Men's and women's attitudes are different and were differentially affected by the TMI accident. Beliefs and attitudes about specific nuclear power issues were explored using questionnaires. Reactor-safety concerns were found to be more important than nuclear-waste concerns. Nuclear fuel-supply considerations are believed to be a major advantage of nuclear power. The public was largely unaware of the breeder-reactor concept. The US public generally does not favor selling US reactors abroad. It also greatly underestimates how long it takes to build a NPP. Most people believed solar-generated electricity is cheapest. The public has little information or has misinformation about some areas of nuclear power. (DLC)

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.
