    State legislation can significantly encourage the development of waste-to-energy projects. The authors briefly examine two of the principal areas where legislative activity can help or hinder municipalities with the development of WTE projects: antitrust exemptions for flow control ordinances, and assistance in protecting favorable rates in power sales contracts. State legislation dealing with other relevant matters-such as recycling and resource recovery, competitive bidding, municipal financing, and the like-are not covered here. These related, but more general, matters have less direct effect on the economic feasibility of WTE projects.

    Congress should enact legislation that supports residential property assessed clean energy (PACE) programs in the nation’s states and metropolitan areas. Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders. Congressional support of residential PACE financing will improve energy efficiency, encourage job creation, and foster economic growth in the nation’s state and metropolitan areas.

    Broward County and its partners (the Go SOLAR Team), operating under a Department of Energy Rooftop Solar Challenge Agreement, designed, developed and implemented an online permitting system for rooftop solar PV systems. This is a single web based system with a single permit fee that will issue a permit, with a set of design plans preapproved by partner building officials, within one hour. The system is currently available at gosolar.broward.org for use within any of the partner Authorities Having [permitting] Jurisdiction (AHJ). Additionally, the Go SOLAR Team researched, developed and to the extent feasible, implemented three best management practices to make a fertile environment for the new online permit system. These included Net Metering and Interconnection Standards, Solar-Friendly Financing, and Planning and Zoning Ordinances. Finally, the team implemented a substantial outreach effort to advocate for the development of solar in Broward County, with an emphasis on Solar Rights, concluding with a Go SOLAR Fest day and a half conference with over 1,200 attendees and 50 exhibitors. The Go SOLAR project was completed on time, under DOE’s budgeted amount, and all project objectives were met or exceeded.

    A balance must be struck between nuclear power advocates, who insist that the environmental consequences of present energy sources pose a greater ecological threat than does nuclear energy and that increasing reliance on foreign energy sources menaces American security, and nuclear detractors, who question that actual potential of nuclear energy. Nuclear opponents object to the moral and philosophical implications of bequeathing risks to future generations in order to satisfy the present generation's demand. The continued production of commercial radioactive waste is becoming an increasingly more significant constraint on nuclear power at a time of rising costs and constricted energy supplies. It is an issue demanding an immediate, yet considered, legislative response. Congress must organize a political framework in which the inherent risks can be equitably distributed with a minimum of dissention. Regardless of the ultimate decision on nuclear power's future, an environmentally wise and politically acceptable management program must be developed and implemented. 101 references.

  2. Online updating of context-aware landmark detectors for prostate localization in daily treatment CT images

    Purpose: In image guided radiation therapy, it is crucial to fast and accurately localize the prostate in the daily treatment images. To this end, the authors propose an online update scheme for landmark-guided prostate segmentation, which can fully exploit valuable patient-specific information contained in the previous treatment images and can achieve improved performance in landmark detection and prostate segmentation. Methods: To localize the prostate in the daily treatment images, the authors first automatically detect six anatomical landmarks on the prostate boundary by adopting a context-aware landmark detection method. Specifically, in this method, a two-layer regression forest is trained as a detector for each target landmark. Once all the newly detected landmarks from new treatment images are reviewed or adjusted (if necessary) by clinicians, they are further included into the training pool as new patient-specific information to update all the two-layer regression forests for the next treatment day. As more and more treatment images of the current patient are acquired, the two-layer regression forests can be continually updated by incorporating the patient-specific information into the training procedure. After all target landmarks are detected, a multiatlas random sample consensus (multiatlas RANSAC) method is used to segment the entire prostate by fusing multiple previously segmented prostates of the current patient after they are aligned to the current treatment image. Subsequently, the segmented prostate of the current treatment image is again reviewed (or even adjusted if needed) by clinicians before including it as a new shape example into the prostate shape dataset for helping localize the entire prostate in the next treatment image. Results: The experimental results on 330 images of 24 patients show the effectiveness of the authors’ proposed online update scheme in improving the accuracies of both landmark detection and prostate segmentation

    This study explores the local economic impacts of the phase I requirements of the 1990 acid rain legislation. This legislation allows electric utilities to adopt least cost ways of reducing sulfur dioxide pollution. The impact on employment, income and size distribution of income due to a switch to low sulfur coal is examined for a selected number of high sulfur coal producing counties in southern Illinois. In order to achieve the above objectives a generalized non-survey input-output model, IMPLAN (Impact Analysis for Planning), is employed to estimate first- and second-order employment and income effects of a switch to low sulfur coal. Two models, I and II, are constructed to provide these estimates. In Model I, income is generated and adjusted to reflect income retained and spent within the four county region. In Model II, no adjustment is made for flows into and out of the region. In addition to adjustments in income, adjustments in direct employment impacts were made in both models to account for retirements. Scenarios reflecting different degrees of coal switching, low and high switching options, were examined under both models. With regards to size distribution impacts, a newly developed operational model compatible with IMPLAN and developed by Rose et al (1988) was employed. This model is a member of a class of models collectively termed extended input-output models. As in the case of employment and income, allowance was made for income generated, retained and spent within the four counties in the assessment of income distribution impacts. The findings indicate that the adverse effects of a switch to low sulfur coal under the 1990 acid rain legislation will primarily hurt the coal mining industry. Coal mining employment and income will be adversely affected. Employment and income declines in other industries in the region will be fairly slight. Second, income distribution becomes slightly more equal for the local area due to acid rain control.

    More than 50% of electricity in the U.S. is generated by coal. The U.S. has large coal resources, the cheapest fuel in most areas. Coal fired power plants are likely to continue to provide much of U.S. electricity. However, the type of power plant that should be built is unclear. Technology can reduce pollutant discharges and capture and sequester the CO{sub 2} from coal-fired generation. The U.S. Energy Policy Act of 2005 provides incentives for large scale commercial deployment of Integrated Coal Gasification Combined Cycle (IGCC) systems (e.g., loan guarantees and project tax credits). This analysis examines whether a new coal plant should be pulverized coal (PC) or IGCC. Do stricter emissions standards (PM, SO{sub 2}, NOx, Hg) justify the higher costs of IGCC over PC? How does potential future carbon legislation affect the decision to add carbon capture and storage (CCS) technology? Finally, can the impact of uncertain carbon legislation be minimized? We find that SO{sub 2}, NOx, PM, and Hg emission standards would have to be far more stringent than twice current standards to justify the increased costs of the IGCC system. A CO{sub 2} tax less than $29/ton would lead companies to continuing to choose PC, paying the tax for emitted CO{sub 2}. The earlier a decision-maker believes the carbon tax will be imposed and the higher the tax, the more likely companies will choose IGCC with CCS. Having government announce the date and level of a carbon tax would promote more sensible decisions, but government would have to use a tax or subsidy to induce companies to choose the technology that is best for society. 14 refs., 6 figs., 4 tabs.

    California has been leading the nation down the path of electric utility deregulation, beginning with the April 1994, California Public Utilities Commission`s (CPUC) Blue Book restructuring proposal. The road for renewable energy producers has been particularly rocky, leaving the future of renewable energy production very much in doubt. The original CPUC proposal provided for competition among generating sources on the basis of price alone, without regard for environmental considerations. The California legislature took up electric utility deregulation legislation during 1996, culminating in AB 1890, California`s landmark restructuring legislation, which was passed unanimously by the Senate and Assembly, and signed into law by the governor on September 28, 1996. AB 1890 assigned to the California Energy Commission (CEC) the task of determining how to allocate the renewables transition funds between existing and new renewable generating sources, and among the various renewable energy technologies that are available for deployment in California. The California Environmental Protection Agency (Cal/EPA) was assigned the task of reporting to the legislature about the specific benefits provided by biomass energy production in California, and about policies that could shift some of the cost of biomass energy production away from the electric ratepayer, on to beneficiaries of the environmental benefits of biomass energy production. This study describes the development of the CEC and Cal/EPA reports to the California legislature, and provides an analysis of the major issues that were encountered during the course of their development. The study concludes with a consideration of the future prospects for biomass and renewable energy production in the state.

    Purpose: To compare the relative accuracy of 2 image guided radiation therapy methods using carina vs spine as landmarks and then to identify which landmark is superior relative to tumor coverage. Methods and Materials: For 98 lung patients, 2596 daily image-guidance cone-beam computed tomography scans were analyzed. Tattoos were used for initial patient alignment; then, spine and carina registrations were performed independently. A separate analysis assessed the adequacy of gross tumor volume, internal target volume, and planning target volume coverage on cone-beam computed tomography using the initial, middle, and final fractions of radiation therapy. Coverage was recorded for primary tumor (T), nodes (N), and combined target (T+N). Three scenarios were compared: tattoos alignment, spine registration, and carina registration. Results: Spine and carina registrations identified setup errors {>=}5 mm in 35% and 46% of fractions, respectively. The mean vector difference between spine and carina matching had a magnitude of 3.3 mm. Spine and carina improved combined target coverage, compared with tattoos, in 50% and 34% (spine) to 54% and 46% (carina) of the first and final fractions, respectively. Carina matching showed greater combined target coverage in 17% and 23% of fractions for the first and final fractions, respectively; with spine matching, this was only observed in 4% (first) and 6% (final) of fractions. Carina matching provided superior nodes coverage at the end of radiation compared with spine matching (P=.0006), without compromising primary tumor coverage. Conclusion: Frequent patient setup errors occur in locally advanced lung cancer patients. Spine and carina registrations improved combined target coverage throughout the treatment course, but carina matching provided superior combined target coverage.

We are grateful to the Republique Gabonaise for hosting this important gathering and to the staff of the Organization for the Prohibition of Chemical Weapons (OPCW) for supporting it. This seminar is another excellent opportunity for all of us to learn from each other about how the Chemical Weapons Convention (CWC) can become a foundation of arms control in Africa and around the world. At this meeting we speak only for ourselves, neither for the government of the United States of America nor for any other institution. This paper discusses model national implementing legislation under the CWC. Every State Party likely must enact implementing legislation - not only the few States Parties that will declare and destroy chemical weapons, but also the many States Parties that have never had a chemical weapons programme.

    New report assesses offshore wind industry, offshore wind resource, technology challenges, economics, permitting procedures, and potential risks and benefits. The National Renewable Energy Laboratory (NREL) recently published a new report that analyzes the current state of the offshore wind energy industry, Large-Scale Offshore Wind Power in the United States. It provides a broad understanding of the offshore wind resource, and details the associated technology challenges, economics, permitting procedures, and potential risks and benefits of developing this clean, domestic, renewable resource. The United States possesses large and accessible offshore wind energy resources. The availability of these strong offshore winds close to major U.S. coastal cities significantly reduces power transmission issues. The report estimates that U.S. offshore winds have a gross potential generating capacity four times greater than the nation's present electric capacity. According to the report, developing the offshore wind resource along U.S. coastlines and in the Great Lakes would help the nation: (1) Achieve 20% of its electricity from wind by 2030 - Offshore wind could supply 54 gigawatts of wind capacity to the nation's electrical grid, increasing energy security, reducing air and water pollution, and stimulating the domestic economy. (2) Provide clean power to its coastal demand centers - Wind power emits no carbon dioxide (CO2) and there are plentiful winds off the coasts of 26 states. (3) Revitalize its manufacturing sector - Building 54 GW of offshore wind energy facilities would generate an estimated $200 billion in new economic activity, and create more than 43,000 permanent, well-paid technical jobs in manufacturing, construction, engineering, operations and maintenance. NREL's report concludes that the development of the nation's offshore wind resources can provide many potential benefits, and with effective research, policies, and commitment, offshore wind energy can

    The Oil Pollution Act of 1990 ( OPA'') and an even more problematic array of State pollution laws have raised the cost, and risk, of carrying oil into and out of the US. This report, prepared under contract to the US Department of energy's Office of Domestic and International Policy, examines the impact of Federal and State oil spill legislation on the tanker market. It reviews the role of marine transportation in US oil supply, explores the OPA and State oil spill laws, studies reactions to OPA in the tanker and tank barge industries and in related industries such as insurance and ship finance, and finally, discusses the likely developments in the years ahead. US waterborne oil imports amounted to 6.5 million B/D in 1991, three-quarters of which was crude oil. Imports will rise by almost 3 million B/D by 2000 according to US Department of energy forecasts, with most of the crude oil growth after 1995. Tanker demand will grow even faster: most of the US imports and the increased traffic to other world consuming regions will be on long-haul trades. Both the number of US port calls by tankers and the volume of offshore lightering will grow. Every aspect of the tanker industry's behavior is affected by OPA and a variety of State pollution laws.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    Among the difficult policy questions on the US environmental agenda is what to do about emissions to the earth's atmosphere of pollutants that may result in ''acid rain''. The Congress has considered several pieces of legislation spelling out potential approaches to the problem and setting goals for emission reduction, mostly emphasizing the control of oxides of sulfur and nitrogen. Significant policy concern is the dollar costs to the nation's economy of achieving the intended effects of the legislation and the potential impacts on economic activity---in particular, losses of both coal mining and secondary service sector employment in states and regions dependent on the mining of high sulfur coal. There are several direct economic effects of regulations such as the acid rain control legislation. One of the more obvious effects was the switching from high sulfur coal to low sulfur coal. This would result in increases in employment and coal business procurements in low sulfur coal mining regions, but also would result in lower employment and lower coal business procurements in high sulfur coal mining areas. The potential negative effects are the immediate policy concern and are the focus of this report. 15 refs., 1 fig., 17 tabs.

    This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

    The importance of adequate estate planning regarding oil and gas properties has increased with the rise in world oil prices. The Internal Revenue Code, Sections 6166 and 6166A, which permit a deferment of estate tax payments by taxing future business earnings instead, inadvertently prohibits the estates of those who were actively engaged in the oil and gas industry as sole proprietors. Legislative reform is deemed to be necessary in order to allow Congress' original intentions to be realized. The background of the Code is discussed as well as the qualifications necessary in the IRS' estimation of electing those eligible for deferments. 25 references.

    The pattern is nothing new. Congress, like any other institution, needs nudging-sometimes gentle, sometimes jolting-before it responds. An environmental crisis prompts a congressional reaction, sometimes an overreaction. The discovery of contamination at Love Canal prompted enactment of Superfund; the disaster at Bhopal, India, led to the Emergency Planning and Community Right to Know Act; and the collision of the Exxon Valdez brought about the enactment of the Oil Pollution Act of 1990. For better or for worse, the pattern of environmental crisis and legislative response remains. March 24, 1989, marked the beginning of a new age in federal and state oil spill law. After the Exxon Valdez ran aground on Bligh reef and spewed 11 million gallons of crude oil into Prince William Sound, Alaska congressional debate on comprehensive federal legislation would never be the same. The stalemate that characterized previous congressional efforts seemed to disappear overnight. Major differences between the two chambers were either eliminated or reduced, and only 4 major issues had to be negotiated: international protocols; technical requirements relating to double hulls; cargo owner liability; state and private industry roles in oil spill contingency planning, response and cleanup efforts. This article discusses the legal manuvering and major provisions of the Oil Pollution Act of 1990.

The topics section of this report is divided into three parts. The second part addresses the potential land use impacts associated with the extraction, conversion and combustion of energy resources, as well as the disposal of wastes generated by these processes.     In recognition of the increasing pressures upon the nation`s coastal resources, Congress enacted the Coastal Zone Management Act in 1972. Its purpose is to encourage states to preserve, protect, develop, and, where possible, restore or enhance such valuable natural resources as wetlands, floodplains, estuaries, beaches, dunes, barrier islands, and coral reefs, as well as the fish and wildlife utilizing those habitats. A unique feature of the Act is that participation by states is voluntary. One key provision for encouraging states to participate is the availability of federal financial assistance to any coastal state or territory, including those on the Great Lakes, which is willing to develop and implement a comprehensive coastal management program. Additionally, the Coastal Barrier Resources Act (CBRA) was passed in 1983. This report contains the legislative history and statues associated with each Act. Regulations for implementation and other guidance are included.

    Energy supply is one of the most important issues facing Northwestern legislators today. To meet the challenge, state legislatures must address the development of alternative energy sources. The Small-Scale Hydroelectric Power Policy Project of the National Conference of State Legislators (NCSL) was designed to assist state legislators in looking at the benefits of one alternative, small-scale hydro. Because of the need for state legislative support in the development of small-scale hydroelectric, NCSL, as part of its contract with the Department of Energy, conducted the following conference on small-scale hydro in the Pacific Northwest. The conference was designed to identify state obstacles to development and to explore options for change available to policymakers. A summary of the conference proceedings is presented.

The declining availability of appropriated funding means that energy performance contracting will be key to achieving this goal. Historically however, energy performance contracts have been able to reduce energy use by only about 20% over baseline. Achieving 30% energy reductions using performance contracting will require new approaches and a specific focus on achieving higher energy savings, both by ESCOs and by agencies. This paper describes some of the ways federal agencies are meeting this challenge, and presents results from the efforts of one agency the US General Services Administration -- to achieve deeper energy savings in conventional energy savings performance contracts.

    The Annual Energy Outlook 1999 (AEO99) presents midterm forecasts of energy supply, demand, and prices through 2020 prepared by the Energy Information Administration (EIA). The projections are based on results from EIA`s National Energy Modeling System (NEMS). The report begins with an Overview summarizing the AEO99 reference case. The next section, Legislation and Regulations, describes the assumptions made with regard to laws that affect energy markets and discusses evolving legislative and regulatory issues. Issues in Focus discusses current energy issues--the economic decline in East Asia, growth in demand for natural gas, vehicle emissions standards, competitive electricity pricing, renewable portfolio standards, and carbon emissions. It is followed by the analysis of energy market trends. The analysis in AEO99 focuses primarily on a reference case and four other cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. Forecast tables for these cases are provided in Appendixes A through C. Appendixes D and E present a summary of the reference case forecasts in units of oil equivalence and household energy expenditures. The AEO99 projections are based on Federal, State, and local laws and regulations in effect on July 1, 1998. Pending legislation and sections of existing legislation for which funds have not been appropriated are not reflected in the forecasts.     This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed in the report include extraction of coal, oil, natural gas, uranium, oil shale, and geothermal steam; uranium processing; preparation of synfuels from coal; oil refineries; fossil-fuel, nuclear, and hydro-electric power plants; biomass energy farms; and disposal of solid wastes generated during combustion of fossil fuels. Approximately 1.1 to 3.3 x 10/sup 6/ acres were devoted to these activities in the United States in 1975. As much as 1.8 to 2.0 x 10/sup 6/ additional acres could be required by 1990 for new, nonbiomass energy development. The production of grain for fuel ethanol could require an additional 16.9 to 55.7 x 10/sup 6/ acres by 1990. Federal laws that directly or indirectly regulate the land-use impacts of energy facilities include the National Environmental Protection Act, Clean Air Act, Federal Water Pollution Control Act, Surface Mining Control and Reclamation Act, and Coastal Zone Management Act. The major provisions of these acts, other relevant federal regulations, and similar state and local regulatons are described in this report. Federal legislation relating to air quality, water quality, and the management of public lands has the greatest potential to influence the location and timing of future energy development in the United States.

    Temple, Barker, and Sloane, Inc. developed an agenda of critical issues regarding future coal prices and coal availability for EPRI. TBS interviewed nearly 50 utility, coal company, and railroad officials, academic experts, and coal consultants; held a one-day participatory workshop; and conducted a literature review and follow-up interviews with selected utilities. TBS found four causes of uncertainty in the utility industry over future coal prices. First, the acid deposition proposals in Congress vary in terms of the structure of the legislation, the costs of compliance, and the impact on coal prices; in turn these uncertainties impede utility fuel planning and decision making. Second, powerplant-specific factors will have a major impact on whether utilities switch or scrub in response to acid deposition legislation; existing analyses do not capture these factors. The most important powerplant-specific factors are matching unit characteristics with coal specifications, retrofit scrubber costs, and differing state regulatory environments. Third, TBS found that utility fuel managers have great uncertainty over the availability and future cost of compliance coal. TBS estimated that the existing production capacity of eastern compliance coal is at least twice as high as current production. Fourth, TBS concluded that uncertainty over future coal transportation rates was a major reason for utilities' uncertainty over future delivered prices of coal. Critical transportation-related issues are the strategic and tactical response of eastern coal producers to the Staggers Act; the impact on rail rates of the sale of Conrail, of possible transcontinental mergers, and of multi-modal mergers; and the future pricing policies that eastern railroads will adopt in response to imports of Colombian coal. 21 references.

    Actors in the field of international development co-operation supporting the development of EIA legislation in developing countries often do not achieve the results envisaged. The performance of EIA in these countries often remains weak. One reason, we assume, is that often those actors support the establishment of overly ambitious EIA legislation that cannot achieve its objectives in the light of constraining contexts. To provide more effective support we need to better understand the enabling and constraining contextual factors that influence the development of EIA legislation and to which support actors should align itself. In this article a new analysis framework for classifying, characterizing and explaining the development of EIA legislation is described, measured in terms of ambition levels. Ambitions are defined as intentions the EIA authorities aim to fulfill, expressed in formal EIA legislation. Three country cases, Yemen, Georgia and Ghana are used to illustrate the usefulness of our framework and as a first test to refine the framework. We have formulated the following five hypotheses that complement and refine our analysis framework. One, EIA legislation may develop multilinearly in terms of ambition levels. Two, ambitions in EIA legislation seem to be influenced to a great extent by the power and capacity of, on the one hand, the environmental authorities supporting EIA and, on the other hand, the sector authorities hindering the development of EIA. Three, the political system is the most important context factor influencing the rules of policy-making and the power of the different actors involved. Four, the importance of context factors on the development of ambitions is dependent on the phase of EIA system development. Five, some ambitions seem to be influenced by particular factors; for instance the ambitions for the object of study seem to be influenced by the level of environmental awareness of the sector ministries and parliament. Storm water regulations require that deicing operations obtain a NPDES permit for discharges into storm water runoff which may mandate the use of Best Management Practices. An FAA civilian airport survey and a USAF survey were used, with a literature search, to identify practices of de/anti-icing constituents. Four major constituents are used-glycol, urea, calcium magnesium acetate, and sodium formate. Concerns of uncontrolled release of the constituents include high BOD rates, nitrate and nitrite enrichment, impaired aesthetic water quality, ammonia formation from the degradation of urea, and the toxicity of such chemicals to aquatic life. Several options that exist for managing the runoff of de/anti-icing constituents include alternative constituents such as potassium acetate; alternative application procedures such as centralized facilities and greater use of anti-icing operations; collection alternatives using porous surface materials, drainage systems, and holding tanks; and treatment alternatives such as a mobile recovery unit to recycle deicing fluids for re-use.... Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

    This final report summarizes work carried out under agreement with the U.S. Department of Energy, related to geothermal energy policy issues. This project has involved a combination of outreach and publications on geothermal energy—Contract Number DE-FG03-01SF22367—with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of geothermal energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of responses to information requests on geothermal energy and publications. The publications addressed: geothermal leasing, geothermal policy, constitutional and statutory authority for the development of geothermal district energy systems, and state regulation of geothermal district energy systems. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about geothermal energy for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to geothermal energy in the states. Coordination with the National Geothermal Collaborative: NCSL worked and coordinated with the National Geothermal Collaborative (NGC) to ensure that state legislatures were represented in all aspects of the NGC's efforts. NCSL participated in NGC steering committee conference calls, attended and participated in NGC business meetings and reviewed publications for the NGC. Additionally, NCSL and WSUEP staff drafted a series of eight issue briefs published by the NGC

The conference program was developed by a planning committee which included Illinois energy and environmental specialists from the major sectors including energy industries, environmental organizations, research universities, utility companies, federal, state and local government agencies, and public interest groups. The conference included presentations on four major topic areas. The issue areas were: urban pollution: where are we now and what needs to be done in the future; the acid rain problem: implications of proposed federal legislation on the Midwest; global warming: an update on the scientific debate; and strategies to minimize environmental damage.     The Annual Energy Outlook 2009 (AEO009), presents long-term projections of energy supply, demand, and prices through 2030, based on results from EIA's National Energy Modeling System (NEMS). EIA published an 'early release' version of the AEO009 reference case in December 2008. The report begins with an 'Executive Summary' that highlights key aspects of the projections. It is followed by a 'Legislation and Regulations' section that discusses evolving legislation and regulatory issues, including a summary of recently enacted legislation, such as the Energy Improvement and Extension Act of 2008 (EIEA2008). The next section, 'Issues in Focus,' contains discussions of selected topics, including: the impacts of limitations on access to oil and natural gas resources on the Federal Outer Continental Shelf (OCS); the implications of uncertainty about capital costs for new electricity generating plants; and the result of extending the Federal renewable production tax credit (PTC).     This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

As required in the Energy Conservation and Production Act of 1992, Title 3, DOE has a legislative requirement to "determine whether such revision would improve energy efficiency in residential buildings" within 12 months of the latest revision.     Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

This report overviews the latest developments in the Russian legislation related to energy efficiency in the public sector, describes the major challenges the regulations pose, and proposes ways to overcome these challenges. Given Russia’s limited experience with energy performance contracts (EPCs), a pilot project can help test an implementation mechanism. This paper discusses how EPCs and other mechanisms can help harness energy savings opportunities in Russia in general, and thus, can be applicable to any Russian region.

    Renewable energy certificates (RECs) are tradable instruments that convey the attributes of a renewable energy generator and the right to make certain claims about energy purchases. RECs first appeared in US markets in the late 1990s and are particularly important in states that accept or require them as evidence of compliance with renewables portfolio standards (RPS). The emergence of RECs as a tradable commodity has made utilities, generators, and regulators increasingly aware of the need to specify who owns the RECs in energy transactions. In voluntary transactions, most agree that the question of REC ownership can and should be negotiated privately between the buyer and the seller, and should be clearly established by contract. Claims about purchasing or using renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. Because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. Furthermore, some renewable energy contracts pre-date the existence of RECs, and therefore do not address REC ownership. In both of these instances, the issue of REC ownership must often be answered by legislative or regulatory authorities. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. This article, which is based on a longer Berkeley Lab report, reviews federal and state efforts to clarify the ownership of RECs from Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978.     Russian public sector buildings tend to be very inefficient, which creates vast opportunities for savings. This paper reviews opportunities to implement energy efficiency projects in Russian public buildings, created by new Russian legislation and regulations. Given Russia's limited experience with energy performance contracts (EPCs), a pilot project can help test an implementation mechanism. The authors use Chelyabinsk Region as an example to discuss opportunities, challenges and solutions to financing and implementing an EPC in Russia, navigating through federal requirements and specific local conditions.

    The Annual Energy Outlook 1997 (AEO97) presents midterm forecasts of energy supply, demand, and prices through 2015 prepared by the Energy Information Administration (EIA). These projections are based on results of EIA`s National Energy Modeling System (NEMS). This report begins with a summary of the reference case, followed by a discussion of the legislative assumptions and evolving legislative and regulatory issues. ``Issues in Focus`` discusses emerging energy issues and other topics of particular interest. It is followed by the analysis of energy market trends. The analysis in AEO97 focuses primarily on a reference case and four other cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. Forecast tables for these cases are provided in Appendixes A through C. Appendixes D and E present summaries of the reference case forecasts in units of oil equivalence and household energy expenditures. Twenty-three other cases explore the impacts of varying key assumptions in NEMS--generally, technology penetration, with the major results shown in Appendix F.     The era of publicly mandated GHG emissions restrictions inthe United States has begun with recent legislation in California andseven northeastern states. Commercial and industrial buildings canimprove the carbon-efficiency of end-use energy consumption by installingtechnologies such as on-site cogeneration of electricity and useful heatin combined heat and power systems, thermally-activated cooling, solarelectric and thermal equipment, and energy storage -- collectively termeddistributed energy resources (DER). This research examines a collectionof buildings in California, the Northeast, and the southern United Statesto demonstrate the effects of regional characteristics such as the carbonintensity of central electricity grid, the climate-driven demand forspace heating and cooling, and the availability of solar insolation. Theresults illustrate that the magnitude of a realistic carbon tax ($100/tC)is too small to incent significant carbon-reducing effects oneconomically optimal DER adoption. In large part, this is because costreduction and carbon reduction objectives are roughly aligned, even inthe absence of a carbon tax.

  15. California Energy Incentive Programs: An Annual Update on Key Energy Issues and Financial Opportunities for Federal Sites in California

    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

Utilities are moving to sell their generation assets, and the new players in the market are striving to present themselves as active in a green market. But there is little knowledge about renewable energy sources on the part of the new marketers, and little capacity available, while there does appear to be customer demand. Legislative action seems to be putting in place policies making renewable energy a more attractive option. The author looks at the disparity between demand and availability at this time.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

    The one major cloud on the horizon for the future of western coal outside the region is the high cost of transportation. With rail transportation costs running as much as 75% of the delivered price to some of the Gulf States, the ability to keep rail costs in check becomes critical to the future of western coal. Four years of experience with deregulation of the railroads and the performance of the Interstate Commerce Commission (ICC) under the new regulatory environment have led many shippers and buyers of rail transported commodities to the belief that national legislation is needed to give better protection to shippers in monopoly service areas. A tentative legislative effort began in the last Congress. Proposals for rail rate relief for captive shippers are taking more formidable shape in the 99th Congress with the organization of a well-financed and staffed coalition of coal and utility companies. They are seeking amendments to the Staggers Act which more explicitly define the protections and procedures available to captive shippers in advancing complaints through the ICC. Industrial shippers have formed a coalition of their own for fair rail service practices. Finally, another group has emerged in recent months seeking a bolder strategy for rail rate relief. This group asserts that unfair rail practices violate the antitrust laws. At the same time, the railroads are building their defenses and developing alliances with interests in the shipping community that would resist a return to greater rail regulation. While the outcome of this controversy is uncertain, the issue of rail rate equity and reregulation promises to become one of the more active and hotly debated issues in the 99th Congress. However it comes out, the results will have a lasting impact on many western states, their present economy and future development.

    The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

    Energy reduction goals for Federal agencies were first established in the National Energy Conservation Policy Act of 1988, and directed 10{percent} reduction in facility energy use based on a 1985 baseline. Since that time, Federal sites have been actively seeking and implementing a wide variety of energy-efficiency measures in facilities across the Federal sector. In the intervening years this energy reduction goal has been progressively increased to 20{percent} through legislation (Public Law 102-486, The Energy Policy Act of 1992) and a number of Executive Orders. Executive Order 13123, Greening the Government Through Efficient Energy management (signed June 3, 1999), further increased the facility energy-efficiency improvement goal from 30{percent} in 2005 to 35{percent} by 2010 relative to the 1985 baseline.

New technical and resource data, current legislative proposals, updated supply-and-demand relationships, latest legal developments, programmatic changes affectng the future demand for helium, socio-economic aspects, and the effects of the latest energy-consumption projections were considered and are discussed. In contrast to ERDA-13, however, explicit recommendations with respect to the formulation of Federal helium policy, as it pertains to the energy-related applications of helium, are not given.
