  1. Tular Lake Field, Kings County, California - a significant onshore development

    The Tulare Lake field is located in Kings County, California, on the west side of the San Joaquin Valley and 10 mi east of the Kettleman Hills (North Dome) field and 30 mi souuheast of the city of Coalinga. The field was discovered by Husky Oil Co. (Marathon) in October 1981 with the completion of the Boswell 22-16, Sec. 16, T22S, R20E from sands in the Burbank formation of Oligocene geologic age. Chevron USA offset the Husky discovery well with the completion of the Salyer 678X, Sec. 8, T22S, R20E, in May 1983. Both Chevron and Husky have continued an orderly development of the field, and to date Chevron has 9 producing wells and Husky 10 producing wells. Production is found in the Burbank formation at a vertical depth below 12,800 ft. The entrapment of hydrocarbons is caused by a low amplitude, seismically subtle, anticlinal fold trending northwest/southeast. Isochore maps of the Burbank formation show that stratigraphy is important in the distribution of the four producing sand intervals. Oil gravities form the sands vary 39/sup 0/ API to 51/sup 0/ API and the GOR ranges from 1050 to over 5500. As of January 1, 1984, the field has a cumulative production of 1.7 million bbl of oil and 3.5 billion ft/sup 3/ of gas.

    Franklin Lake playa is one of the principal discharge areas of the Furnace Creek Ranch-Alkali Flat ground-water-flow system in southern Nevada and adjacent California. Yucca Mountain, Nevada, located within this flow system, is being evaluated by the US Department of Energy to determine its suitability as a potential site for a high-level nuclear-waste repository. To assist the US Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system. Results from sensitivity analyses made using the parameter-estimation model indicated that simulated rates of evapotranspiration at Franklin Lake playa had the largest effect on the calculation of transmissivity values at Yucca Mountain of all the model-boundary conditions and, therefore, that evapotranspiration required careful definition. 72 refs., 59 figs., 26 tab.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project.     The purpose of this project is to develop a cost-effective method to extract marketable silica (SiO{sub 2}) from fluids at the Mammoth Lakes, California geothermal power plant. Silica provides an additional revenue source for the geothermal power industry and therefore lowers the costs of geothermal power production. The use of this type of ''solution mining'' to extract resources eliminates the need for acquiring these resources through energy intensive and environmentally damaging mining technologies. We have demonstrated that both precipitated and colloidal silica can be produced from the geothermal fluids at Mammoth Lakes by first concentrating the silica to over 600 ppm using reverse osmosis (RO). The RO permeate can be used in evaporative cooling at the plant; the RO concentrate is used for silica and potentially other resource extraction (Li, Cs, Rb). Preliminary results suggest that silica recovery at Mammoth Lakes could reduce the cost of geothermal electricity production by 1.0 cents/kWh.

    This report presents the long-term evaluation results from a hot-dry climate project that examines the room-to-room temperature conditions that exist in a high performance envelope, the performance of a simplified air distribution system, and a comparison of modeled energy performance with measured energy use. The project, a prototype house built by K. Hovnanian Homes’ Ontario Group, is located in Lake Elsinore, Riverside County, California, and achieves a 50% level of whole house source energy savings with respect to the Building America (BA) Benchmark Definition 2009 (Hendron and Engebrecht 2010). Temperature measurements in three rooms indicate that the temperature difference between the measured locations and the thermostat were within recommendations 90.3% of the time in heating mode and 99.3% of the time in cooling mode. The air distribution system is operating efficiently with average delivered temperatures adequate to facilitate proper heating and cooling and only minor average temperature differences observed between the system’s plenum and farthest register. Monitored energy use results for the house indicate that it is using less energy than predicted from modeling. A breakdown of energy use according to end use determined little agreement between comparable values.

    Kern Lake has served as a sink for drainage from the southern Sierra Nevada and, in lesser amounts, from the southern Temblor Range. Both areas contain significant uranium source rocks. The uranium content in Holocene Kern Lake sediments correlates best with the mud (silt and clay) fraction. It correlates less well with organic carbon. Biotite grains could account for much of the uranium in the sand fraction, and perhaps the silt fraction as well. The data suggest that fixation of uranium by adsorption on mineral grains is a dominant process in this lake system. Further work is required to determine the importance of cation-exchange of uranium on clays and micas and of organically complexed uranium adsorbed to mineral surfaces. These findings also raise the question of whether uranium transport down the Kern River occurs largely as uranium adsorbed to mineral surfaces.

    This report presents the results of a mineral survey of the North Algodones Dunes Wilderness Study Area (CDCA-360), California Desert Conservation Area, Imperial County, California. The potential for undiscovered base and precious metals, and sand and gravel within the North Algodones Dunes Wilderness Study Area is low. The study area has a moderate potential for geothermal energy. One small sand-free area between the Coachella Canal and the west edge of the dune field would probably be the only feasible exploration site for geothermal energy. The study area has a moderate to high potential for the occurrence of undiscovered gas/condensate within the underlying rocks. 21 refs.

    Above-normal precipitation and surface-water runoff, which have been generally related to the cyclic recurrence of the El Nino-Southern Oscillation, have produced modern ephemeral lakes in the closed-basin Death Valley watershed. This study evaluates the regional hydroclimatic relations between precipitation, runoff, and lake transgressions in the Death Valley watershed. Recorded precipitation, runoff, and spring discharge data for the region are used in conjunction with a closed-basin, lake-water-budget equation to assess the relative contributions of water from these sources to modern lakes in Death Valley and to identify the requisite hydroclimatic changes for a late Holocene perennial lake in the valley. As part of the Yucca Mountain Site Characterization Program, an evaluation of the Quaternary regional paleoflood hydrology of the potential nuclear-waste repository site at Yucca Mountain, Nevada, was planned. The objectives of the evaluation were (1) to identify the locations and investigate the hydraulic characteristics of paleofloods and compare these with the locations and characteristics of modern floods, and (2) to evaluate the character and severity of past floods and debris flows to ascertain the potential future hazards to the potential repository during the pre-closure period (US Department of Energy, 1988). This study addresses the first of these objectives, and the second in part, by assessing and comparing the sizes, locations, and recurrence rates of modern, recorded (1962--83) floods and late Holocene paleofloods for the 8,533-mi{sup 2}, closed-basin, Death Valley watershed with its contributing drainage basins in the Yucca Mountain site area.

  5. Reconnaissance of geothermal resources of Los Angeles County, California

    Thermal waters produced from large oil fields are currently the most important geothermal resources in Los Angeles County. Otherwise, the County does not appear to have any large, near-surface geothermal resources. The oil fields produce thermal water because of both the moderate depths of production and normal to above-normal geothermal gradients. Gradients are about 3.0-3.5/sup 0/C/100 meters in the Ventura Basin and range from that up to about 5.5-6.0/sup 0/C/100 meters in the Los Angeles Basin. The hottest fields in the County are west of the Newport-Inglewood Structural Zone. The Los Angeles Basin has substantially more potential for uses of heat from oil fields than does the Ventura Basin because of its large fields and dense urban development. Produced fluid temperatures there range from ambient air to boiling, but most are in the 100-150/sup 0/F range. Daily water production ranges from only a few barrels at some fields to over a million barrels at Wilmington Oil Field; nearly all fields produce less than 50,000 barrels/day. Water salinity generally ranges from about 15,000-35,000 mg/liter NaCl. Fields with the most promise as sources of heat for outside applications are Wilmington, Torrance, Venice Beach, and Lawndale. The centralized treatment facilities are the most favorable sites for extraction of heat within the oil fields. Because of the poor water quality heat exchangers will likely be required rather than direct circulation of the field water to users. The best sites for applications are commercial-industrial areas and possibly institutional structures occupied by large numbers of people.

    This paper reports on approximately 675 acres of uranium-enriched lacustrine and marsh sediments in Fish Lake Valley, in southern Nevada and California. Uranium concentrations from 253 samples averaged 64.3 ppm uranium, with a range from 6 to 800 ppm. Uranium was supplied to the marsh sediments by ground water derived from Tertiary volcanic rocks of the Silver Peak Range. Reconnaissance sampling in the surrounding areas shows minor enrichment of uranium in other wetland areas.

  10. Characterization of household hazardous waste from Marin County, California, and New Orleans, Louisiana

    There is a growing concern that certain constituents of common household products, that are discarded in residential garbage, may be potentially harmful to human health and the environment by adversely affecting the quality of ground and surface water. A survey of hazardous wastes in residential garbage from Marin County, California, and New Orleans, Louisiana, was conducted in order to determine the amount and characteristics of such wastes that are entering municipal landfills. The results of the survey indicate that approximately 642 metric tons of hazardous waste are discarded per year for the New Orleans study area and approximately 259 metric tons are discarded per year for the Marin County study area. Even though the percent of hazardous household waste in the garbage discarded in both study areas was less than 1%, it represents a significant quantity of hazardous waste because of the large volume of garbage involved.

    Naval Petroleum Reserve No. 1 (NPR-1, also called {open_quotes}Elk Hills{close_quotes}), a Federally-owned oil and gas production field in Kern County, California, was created by an Executive Order issued by President Taft on September 2, 1912. He signed another Executive Order on December 13, 1912, to establish Naval Petroleum Reserve No. 2 (NPR-2), located immediately south of NPR-1 and containing portions of the town of Taft, California. NPR-1 was not developed until the 1973-74 oil embargo demonstrated the nation`s vulnerability to oil supply interruptions. Following the embargo, Congress passed the Naval Petroleum Reserves Production Act of 1976 which directed that the reserve be explored and developed to its fall economic potential at the {open_quotes}maximum efficient rate{close_quotes} (MER) of production. Since Elk Hills began full production in 1976, it has functioned as a commercial operation, with total revenues to the Federal government through FY 1996 of $16.4 billion, compared to total exploration, development and production costs of $3.1 billion. In February 1996, Title 34 of the National Defense Authorization Act for Fiscal Year 1996 (P.L. 104-106), referred to as the Elk Hills Sales Statute, directed the Secretary of Energy to sell NPR-1 by February 10, 1998.The Secretary was also directed to study options for enhancing the value of the other Naval Petroleum and Oil Shale Reserve properties such as NPR-2, located adjacent to NPR-1 in Kern County- Naval Petroleum Reserve No. 3 (NPR-3) located in Natrona County, Wyoming; Naval Oil Shale Reserves No. 1 and No. 3 (NOSR-1 and NOSR-3) located in Garfield County, Colorado; and Naval Oil Shale Reserve No. 2 (NOSR-2) located in Uintah and Carbon Counties, Utah. The purpose of these actions was to remove the Federal government from the inherently non-Federal function of operating commercial oil fields while making sure that the public would obtain the maximum value from the reserves.

    This report presents the results of a mineral survey of the Panamint Dunes Wilderness Study Area (CDCA-127), California Desert Conservation Area, Inyo County, California. The Panamint Dunes Wilderness Study Area has an identified volcanic cinder resource and few areas with mineral resource potential. Hydrothermal deposits of lead-zinc-silver occur in veins and small replacement bodies along and near the Lemoigne thrust fault on the eastern side of the wilderness study area. Two workings, the Big Four mine with 35,000 tons of inferred subeconomic lead-zinc-silver resources and a moderate potential for additional resources, and the Apple 1 claim with low potential for lead-zinc-silver resources, are surrounded by the study area but are specifically excluded from it. A low resource potential for lead-zinc-silver is assigned to other exposures along the Lemoigne thrust, although metallic minerals were not detected at these places. The Green Quartz prospect, located near the northern tip of the study area, has low resource potential for copper in quartz pegmatities in quartz monzonite of the Hunter Mountain batholith. Nonmetallic mineral resources consist of volcanic cinders and quartz sand. An estimated 900,000 tons of inferred cinder reserves are present at Cal Trans borrow pit MS 242, on the southern margin of the study area. The Panamint Valley dune field, encompassing 480 acres in the north-central part of the study area, has only low resource potential for silica because of impurities. Other sources of silica and outside the study area are of both higher purity and closer to possible markets. 19 refs., 2 figs., 1 tab.

    The US Department of Energy (DOE) is considering a proposal from the California Energy Commission for partial funding up to $1,500,000 of the construction of the biorecycling Technologies, Inc., (BTI) Noble Biogas and Fertilizer Plant in Fresno County, California. BTI along with its contractors and business partners would develop the plant, which would use manure and green waste to produce biogas and a variety of organic fertilizer products. The California Energy Commission has requested funding from the DOE Commercialization Ventures program to assist in the construction of the plant, which would produce up to one megawatt of electricity by burning biogas in a cogeneration unit. The purpose of this environmental assessment (EA) is to provide DOE and the public with information on potential environmental impacts associated with funding development of the proposed project.

    Uranium mineralization at the Juniper Mine is restricted to host rocks of the Relief Peak Formation and is most common in coarse-grained lithic sandstone, conglomerate, and lithic wacke. The richest beds contain as much as 0.5% U/sub 3/O/sub 8/. Uranium is present as coffinite, uraninite, and unidentified minerals. Thorium/uranium ratios are generally low and erratic. Equivalent uranium determinations are low in comparison with chemical uranium values, indicating that uranium mineralization of the Juniper Mine is geologically young. Core drilling at 16 localities shows that widely separated exposures of the Relief Peak Formation have very similar lithology, geochemistry, and stratigraphy. Some sections are similar to the Juniper Mine section. Core from the bottom of drill hole SP-1 contains 83 ppM uranium, the greatest known concentration outside the mine area. Significant uranium deposits may be concealed beneath the thick Tertiary volcanic cover of the region. The quartz latitic Eureka Valley Tuff is fairly widespread in east-central California and western Nevada. It contains 12 to 14 ppM uranium and stratigraphically overlies the Relief Peak Formation. It is permeable and contains abundant alkali metals and volcanic glass. Because of its petrology, geochemistry, and position, this formation is the most likely source for uranium mineralization of the Sonora Pass region. It should be examined as a potential source rock in other areas with special regard to its relationship to carbonaceous sedimentary formations. The uraniferous granite pegmatitite dike that crops out in the Niagara Creek area appears too small to be a significant source rock. The most favorable rocks in the Sonora Pass region occur near the Juniper Mine and west of it, in the Dardanelles, the Whittakers Dardanelles, and the area of the Big Meadow Quadrangle. Potential uranium host rocks crop out in areas along the crest of the Sierra Nevada from Lake Tahoe to Yosemite.

  16. Report of endangered species studies on Naval Petroleum Reserve No. 2, Kern County, California

    Between 1983 and 1986 the size of the population of San Joaquin kit foxes (Vulpes macrotis mutica) on Naval Petroleum Reserve No. 2 (NPR-2), Kern County, California, was estimated semiannually using capture-recapture techniques. Although summer population estimates varied between 222 in 1983 and 121 in 1986, and winter estimates varies between 258 in 1984 and 91 in 1983, the population appeared to remain relatively stable at an apparent norm of 165. Kit foxes were abundant even in the intensely developed areas, and numbers and densities (1.12 to 2.49/sq mile) were consistently higher on NPR-2 than on neighboring NPR-1. The percentage of adult vixens that successfully raised pups was 55%, average litter size was 4.0 +- 0.0, and the sex ratio (M:F) of 25 pups was 1:1.5. Most (45.2%) foxes were killed by coyotes (Canis latrans), vehicles killed 6.4%, and 6.5% died of other causes. A cause could not be determined for 41.9% of the deaths. There was a general increase in coyote visitation rates at scent stations, but kit fox visitation rates generally decreased. Kit fox indices were consistently higher on NPR-2 than on NPR-1. Approximately 15% of the kit foxes on NPR-2 dispersed an average of 2.2 +- 0.2 miles. Average dispersal distance did not differ between the sexes. The longest dispersal was 6.9 miles. Proportionately more male than female pups dispersed. Remains of lagomorphs (jackrabbits and cottontails) and kangaroo rats had the highest frequency of occurrence in scats. Frequency of occurrence of lagomorph remains was greater in developed than in undeveloped habitats. Proportions of lagomorph remains increased and kangaroo rat remains decreased between 1983 and 1984. 62 refs., 9 figs., 24 tabs.

    Building cost effective, high performance homes that provide superior comfort, health, and durability is the goal of the Department of Energy's (DOE's) Zero Energy Ready Homes (ZERH) program. Through Building America research and other innovative programs throughout the country, many of the technical challenges to building to the ZERH standard have been addressed. This case study describes the development of a 62-unit multifamily community constructed by nonprofit developer Mutual Housing at the Spring Lake subdivision in Woodland, CA. The Spring Lake project is expected to be the first ZERH-certified multifamily project nationwide. Building America team Alliance for Residential Building Innovation worked with Mutual Housing throughout the project. The case study discusses challenges encountered, lessons learned, and how obstacles were overcome. An objective of this project was to gain a highly visible foothold for residential buildings built to the DOE ZERH specification that can be used to encourage participation by other California builders.

Known as Site 300, this expanse of rolling hills and canyons supports a diverse array of grassland communities typical of lowland central California. The facility serves a variety of functions related to testing non-nuclear explosives, lasers, and weapons subsystems. The primary purpose of this project was to determine the presence of any mesocarnivores on Site 300 that use the property for foraging, denning, and other related activities. The surveys occurred from mid-September to mid-October, 2002.

    The objective of this technical report is to analyze the potential for induced seismicity due to a proposed small-scale CO{sub 2} injection project in the Montezuma Hills. We reviewed currently available public information, including 32 years of recorded seismic events, locations of mapped faults, and estimates of the stress state of the region. We also reviewed proprietary geological information acquired by Shell, including seismic reflection imaging in the area, and found that the data and interpretations used by Shell are appropriate and satisfactory for the purpose of this report. The closest known fault to the proposed injection site is the Kirby Hills Fault. It appears to be active, and microearthquakes as large as magnitude 3.7 have been associated with the fault near the site over the past 32 years. Most of these small events occurred 9-17 miles (15-28 km) below the surface, which is deep for this part of California. However, the geographic locations of the many events in the standard seismicity catalog for the area are subject to considerable uncertainty because of the lack of nearby seismic stations; so attributing the recorded earthquakes to motion along any specific fault is also uncertain. Nonetheless, the Kirby Hills Fault is the closest to the proposed injection site and is therefore our primary consideration for evaluating the potential seismic impacts, if any, from injection. Our planned installation of seismic monitoring stations near the site will greatly improve earthquake location accuracy. Shell seismic data also indicate two unnamed faults more than 3 miles east of the project site. These faults do not reach the surface as they are truncated by an unconformity at a depth of about 2,000 feet (610 m). The unconformity is identified as occurring during the Oligocene Epoch, 33.9-23.03 million years ago, which indicates that these faults are not currently active. Farther east are the Rio Vista Fault and Midland Fault at distances of about 6 miles

    The Naval Petroleum Reserve No. 1 (Elk Hills) is located in Kern County, California, and is jointly owned by the US Department of Energy and Chevron USA Inc. The Elk Hills Field is presently producing oil and gas from five geologic zones. These zones contain a number of separate and geologically complex reservoirs. Considerable field development and production of oil and gas have occurred since initial estimates of reserves were made. Total cumulative field production through December 1987 is 850 MMBbls of oil, 1.2 Tcf of gas and 648.2 MMBbls of water. In December 1987, field producing rates expressed on a calendar day basis amounted to 110,364 BOPD, 350,946 Mcfd and 230,179 BWPD from 1157 producers. In addition, a total of two reservoirs have gas injection in progress and four reservoirs have water injection in progress and four reservoirs have water injection in progress. Cumulative gas and water injection amounted to 586 Bcf of gas and 330 MMB of water. December 1987 gas and water injection rates amounted to 174 MMcfd and 234 MBWPD, into 129 injectors. In addition, a steamflood pilot program is currently active in the Eastern Shallow Oil Zone. Jerry R. Bergeson and Associates, Inc. (Bergeson) has completed Phase II of the Reservoir Analysis, Naval Petroleum Reserve Number 1, Elk Hills Oilfield, California. The objectives for this phase of the study included the establishment of revised estimates of the original oil and gas-in-place for each of the zones/reservoirs, estimation of the remaining proved developed, proved undeveloped, probable and possible reserves, and assessment of the effects of historical development and production operations and practices on recoverable reserves. 28 figs., 37 tabs.

    Medicine Lake Volcano is a Quaternary shield volcano located in a tectonically complex and active zone at the transition between the Basin and Range Province and the Cascade Range of the Pacific Province. The volcano is topped by a 7x12 km elliptical depression surrounded by a discontinuous constructional ring of basaltic to rhyolitic lava flows. This thesis explores the possibility that the depression may have formed due to regional extension (rift basin) or dextral shear (pull-apart basin) rather than through caldera collapse and examines the relationship between regional tectonics and localized volcanism. Existing data consisting of temperature and magnetotelluric surveys, alteration mineral studies, and core logging were compiled and supplemented with additional core logging, field observations, and fault striae studies in paleomagnetically oriented core samples. These results were then synthesized with regional fault data from existing maps and databases. Faulting patterns near the caldera, extension directions derived from fault striae P and T axes, and three-dimensional temperature and alteration mineral models are consistent with slip across arcuate ring faults related to magma chamber deflation during flank eruptions and/or a pyroclastic eruption at about 180 ka. These results are not consistent with a rift or pull-apart basin. Limited subsidence can be attributed to the relatively small volume of ash-flow tuff released by the only known major pyroclastic eruption and is inconsistent with the observed topographic relief. The additional relief can be explained by constructional volcanism. Striae from unoriented and oriented core, augmented by striae measurements in outcrop suggest that Walker Lane dextral shear, which can be reasonably projected from the southeast, has probably propagated into the Medicine Lake area.     A multi-agency collaboration successfully completed a series of ground truth measurements at the Ivanpah Dry Lake bed during FY 2002. Four collection attempts were made: two in May, one in July, and one in August. The objective was to collect ground-based measurements and airborne data during Multispectral Thermal Imager satellite overpasses. The measurements were to aid in the calibration of the satellite data and in algorithm validation. The Remote Sensing Laboratory, Las Vegas, Nevada; the National Aeronautics and Space Administration; Los Alamos National Laboratory; and the University of Arizona participated in the effort. Field instrumentation included a sun photometer on loan from the University of Arizona and the Remote Sensing Laboratory's radiosonde weather balloon, weather station, thermal infrared radiometers, and spectral radiometer. In addition, three reflectance panels were deployed; certain tests used water baths set at two different temperatures. Local weather data as well as sky photography were collected. May presented several excellent days; however, it was later learned that tasking for the satellite was not available. A combination of cloud cover, wind, and dusty conditions limited useful data collections to two days, August 28 and 29. Despite less-than- ideal weather conditions, the data for the Multispectral Thermal Imager calibration were obtained. A unique set of circumstances also allowed data collection during overpasses of the LANDSAT7 and ASTER satellites.

    The 2,700-acre Torch Lake site is a copper milling and smelting facility in Houghton County, Michigan. The lake, a repository of milling wastes, served as the waterway for transportation to support the mining industry. In the late 1960's, copper milling ceased. In 1972, a discharge of 27,000 gallons of cupric ammonium carbonate leaching liquor occurred into the north end of Torch Lake from the storage vats at the Lake Linden Leaching Plant. The state investigated the spill and found no harmful effects associated with the spill; however, discoloration of several acres of lake bottom was noted. The ROD addresses removal of debris, surface tailings, and slag pile/beach, and disposal of drums on the western shore of the site, as OU1, and remediation of slag pile locations through the mid-Keweenaw Peninsula, as OU3. The primary contaminants of concern affecting the soil, debris, and slag pile/beach are organics, including PAHs; and metals, including arsenic, chromium, lead, and copper. The selected remedial action for the site are included.

    The northern part of Contra Costa County, California is heavily industrialized with a number of petroleum refineries, chemical facilities and other small industrial plants. Several epidemiological studies have been conducted in the country to assess cancer risk in relation to estimated air pollution levels. In this paper, the air monitoring data, air pollution modeling and the epidemiologic studies are critically reviewed. The association between cancer risk and estimated emissions is critically evaluated. The role of occupational and lifestyle (such as cigarette smoking and diet) confounding exposures is also assessed. The importance of validating exposure data generated by air pollution models in epidemiologic studies is emphasized. Pollutants of major concern are sulfur dioxide, nitrogen oxides, and hydrocarbons.

    Debris flows debouching onto the alluvial fan at the north end of Panamint Valley, California, have been episodically impounded behind sand dunes, resulting in boulder-strewn, nearly flat topped deposits in irregular basins upslope of the dune, whose upper surface is higher than the adjacent fan surface. Upslope migration of the dune field over and beyond these deposits eventually leaves them as debris-flow benches rising above the general fan surface. These features are therefore dune-contact forms, analogous to ice-contact forms such as kame terraces, in that both involve deposition against ephemeral barriers. Benches punctuate the alluvial-fan surface for 5 km downfan from the modern dune field. Clast seismic velocities of boulders on these benches indicate that bench ages increase monotonically with distance from the present dunes, implying that the dune field has migrated up the fan. Because the oldest bench is below the altitude of the highest pluvial lake shoreline in Panamint Valley (Gale Stage, ca. 50 ka) and slightly above the latest lakeshore (I Stage, ca. 14 ka), it seems likely that the dunes originated near the shore of the latest lake and have moved upfan at an average rate of 0.8 m/yr.

    It is proposed to construct a demonstration Hot Dry Rock (HDR) geothermal plant in the vicinity of the City of Clearlake. An interim evaluation has been made of the availability of surface water to supply the plant. The evaluation has required consideration of the likely water consumption of such a plant. It has also required consideration of population, land, and water uses in the drainage basins adjacent to Clear Lake, where the HDR demonstration project is likely to be located. Five sources were identified that appear to be able to supply water of suitable quality in adequate quantity for initial filling of the reservoir, and on a continuing basis, as makeup for water losses during operation. Those sources are California Cities Water Company, a municipal supplier to the City of Clearlake; Clear Lake, controlled by Yolo County Flood Control and Water Conservation District; Borax Lake, controlled by a local developer; Southeast Regional Wastewater Treatment Plant, controlled by Lake County; and wells, ponds, and streams on private land. The evaluation involved the water uses, water rights, stream flows, precipitation, evaporation, a water balance, and water quality. In spite of California`s prolonged drought, the interim conclusion is that adequate water is available at a reasonable cost to supply the proposed HDR demonstration project.

    The Department of Energy (DOE), in conjunction with the Bureau of Land Management (BLM), has prepared an Environmental Assessment (DOE/EA-1124) to identify and evaluate the potential environmental impacts of the proposed geophysical seismic survey on and adjacent to the Naval Petroleum Reserve No.1 (NPR-1), located approximately 35 miles west of Bakersfield, California. NPR-1 is jointly owned and operated by the federal government and Chevron U.S.A. Production Company. The federal government owns about 78 percent of NPR-1, while Chevron owns the remaining 22 percent. The government`s interest is under the jurisdiction of DOE, which has contracted with Bechtel Petroleum Operations, Inc. (BPOI) for the operation and management of the reserve. The 3-dimensional seismic survey would take place on NPR-1 lands and on public and private lands adjacent to NPR-1. This project would involve lands owned by BLM, California Department of Fish and Game (CDFG), California Energy Commission (CEC), The Nature Conservancy, the Center for Natural Lands Management, oil companies (Chevron, Texaco, and Mobil), and several private individuals. The proposed action is designed to provide seismic data for the analysis of the subsurface geology extant in western NPR-1 with the goal of better defining the commercial limits of a currently producing reservoir (Northwest Stevens) and three prospective hydrocarbon bearing zones: the {open_quotes}A Fan{close_quotes} in Section 7R, the 19R Structure in Section 19R, and the 13Z Structure in Section 13Z. Interpreting the data is expected to provide NPR-1 owners with more accurate locations of structural highs, faults, and pinchouts to maximize the recovery of the available hydrocarbon resources in western NPR-1. Completion of this project is expected to increase NPR-1 recoverable reserves, and reduce the risks and costs associated with further exploration and development in the area.

    The proposed federal action addressed by this environmental assessment is the authorization of disbursements under a loan guaranteed by the US Department of Energy for the Niland Geothermal Energy Program. The disbursements will partially finance the development of a geothermal well field in the Imperial Valley of California to supply a 25-MW(e) (net) power plant. Phase I of the project is the production of 25 MW(e) (net) of power; the full rate of 49 MW (net) would be achieved during Phase II. The project is located on approximately 1600 acres (648 ha) near the city of Niland in Imperial County, California. Well field development includes the initial drilling of 8 production wells for Phase I, 8 production wells for Phase II, and the possible need for as many as 16 replacement wells over the anticipated 30-year life of the facility. Activities associated with the power plant in addition to operation are excavation and construction of the facility and associated systems (such as cooling towers). Significant environmental impacts, as defined in Council on Environmental Quality regulation 40 CFR Part 1508.27, are not expected to occur as a result of this project. Minor impacts could include the following: local degradation of ambient air quality due to particulate and/or hydrogen sulfide emissions, temporarily increased ambient noise levels due to drilling and construction activities, and increased traffic. Impacts could be significant in the event of a major spill of geothermal fluid, which could contaminate groundwater and surface waters and alter or eliminate nearby habitat. Careful land use planning and engineering design, implementation of mitigation measures for pollution control, and design and implementation of an environmental monitoring program that can provide an early indication of potential problems should ensure that impacts, except for certain accidents, will be minimized.

    Ground water moving through permeable Paleozoic carbonate rocks represents the most likely pathway for migration of radioactive contaminants from nuclear weapons testing at the Nevada Test Site, Nye County, Nevada. The strontium isotopic composition (87Sr/86Sr) of ground water offers a useful means of testing hydrochemical models of regional flow involving advection and reaction. However, reaction models require knowledge of 87Sr/86Sr data for carbonate rock in the Nevada Test Site vicinity, which is scarce. To fill this data gap, samples of core or cuttings were selected from 22 boreholes at depth intervals from which water samples had been obtained previously around the Nevada Test Site at Yucca Flat, Frenchman Flat, Rainier Mesa, and Mercury Valley. Dilute acid leachates of these samples were analyzed for a suite of major- and trace-element concentrations (MgO, CaO, SiO2, Al2O3, MnO, Rb, Sr, Th, and U) as well as for 87Sr/86Sr. Also presented are unpublished analyses of 114 Paleozoic carbonate samples from outcrops, road cuts, or underground sites in the Funeral Mountains, Bare Mountain, Striped Hills, Specter Range, Spring Mountains, and ranges east of the Nevada Test Site measured in the early 1990's. These data originally were collected to evaluate the potential for economic mineral deposition at the potential high-level radioactive waste repository site at Yucca Mountain and adjacent areas (Peterman and others, 1994). Samples were analyzed for a suite of trace elements (Rb, Sr, Zr, Ba, La, and Ce) in bulk-rock powders, and 87Sr/86Sr in partial digestions of carbonate rock using dilute acid or total digestions of silicate-rich rocks. Pre-Tertiary core samples from two boreholes in the central or western part of the Nevada Test Site also were analyzed. Data are presented in tables and summarized in graphs; however, no attempt is made to interpret results with respect to ground-water flow paths in this report.     This document provides an analysis of the potential impacts associated with the proposed action, which is continued operation of Naval Petroleum Reserve No. I (NPR-1) at the Maximum Efficient Rate (MER) as authorized by Public law 94-258, the Naval Petroleum Reserves Production Act of 1976 (Act). The document also provides a similar analysis of alternatives to the proposed action, which also involve continued operations, but under lower development scenarios and lower rates of production. NPR-1 is a large oil and gas field jointly owned and operated by the federal government and Chevron U.SA Inc. (CUSA) pursuant to a Unit Plan Contract that became effective in 1944; the government`s interest is approximately 78% and CUSA`s interest is approximately 22%. The government`s interest is under the jurisdiction of the United States Department of Energy (DOE). The facility is approximately 17,409 acres (74 square miles), and it is located in Kern County, California, about 25 miles southwest of Bakersfield and 100 miles north of Los Angeles in the south central portion of the state.     Excavation of a Superfund site, the Ralph Gray Truncking Company located in Westminster Orange County, California was anticipated to release sulfur dioxide and other chemicals. The California Department of Health Services, under cooperative agreement with the Agency for Toxic Substances and Disease Registry, conducted a surveillance study to assess whether illnesses were associated with cleanup activities. A panel primarily composed of more sensitive persons (n = 36) was selected to report daily respiratory symptoms and odors. Exposures included sulfur dioxide (SO{sub 2}) measurements and daily tonnage of waste removed. Analysis used Conditional Likelihood Regression and Generalized Estimating Equations (GEE) methods. Levels of SO{sub 2} were generally higher than usual ambient air, at times exceeding levels which can cause health effects among asthmatics in laboratory settings. Wheeze and cough were significantly associated with tonnage of waste removed, especially on days when the highest amounts of waste were removed. Upper respiratory symptoms were found to be associated with SO{sub 2}, and weak relationships were found with nausea and burning nose and SO{sub 2}.

    Lithofacies and microfacies analysis of reservoir rocks from the Blalock Lake Southeast field indicate in-situ mound and intermound facies. Mounds grew on remnant Strawn paleohighs across a broad carbonate ramp. Two-dimensional seismic sequence stratigraphy does not confirm a well-defined shelf margin. Rocks from the Powell 8300 field are grainstone and debris-flow facies sourced from the adjacent mounds of the Blalock Lake Southeast field. The authors recognize six major lateral facies in the two field areas: the mound facies, a flanking crinoid mudstone, apron talus, intermound peloidal mudstones, capping grainstones, and downdip grainstone and debris flows. This depositional model also includes a globally documented eustatic sea level fall in the overall transgressive upper Wolfcamp - lower Leonard cycle. The perpendicular depositional trends of the mound facies and the grainstone-debris-flow facies are useful tools that can be applied to exploratory and development efforts.

    The Mono County Board of Supervisors approved the issuance of a use-permit for the Mammoth-Pacific II geothermal power plant. The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP.     Vernal Pools are shallow seasonal ponds that form in poorly drained depressions scattered across California`s vast Central Valley. The valley`s rolling terrain and Mediterranean climate, together with an essentially impervious soil horizon, are the key environmental factors affecting distribution of the habitat across valley grassland landscapes. Interest in this habitat heightened in 1993 when vernal pools were the first wetland type in the country to be designated as {open_quotes}Aquatic Resources of National importance{close_quotes} (ARNI). The 1994 listing of four invertebrate species, endemic to California vernal pools, for protection under the endangered Species Act placed further emphasis on them. A 90% loss hypothesis resulted in a strict regulatory policy of {open_quotes}on site{close_quotes} conservation where urbanization interfaces with valley grassland and vernal pool resources. Approximately 2.1 million acres of historic habitat were identified. The current resource covers approximately 1.0 million acres distributed primarily in expansive rangland tracts across 20 California counties. A GIS data base was developed for the Central Valley, with an emphasis on rapidly urbanizing Sacramento County, to provide resource planners with the information to develop a sound conservation strategy for acres was completed in 1994. Restoration and preservation can continue to conserve large tracts that have been well managed historically by ranchers. The findings indicate a tremendous conservation opportunity--thought to have been lost--is extant, and planning decisions can now be based upon sound science.

    This paper reports on preliminary work leading to permitting efforts for a 171 mile pipeline to move low gravity crude from giant fields of California to the Los Angeles area. The 20 in., unheated pipeline would cost $180-190 million and could go on stream in 3-3 1/2 years. The project has the backing of partners in development of giant Point Arguello field in the Santa Maria basin off Santa Barbara County, a project blocked from start-up for more than 3 years by permitting wrangles. Pipeline sponsors also have proposed moving oil production from development of Santa Ynez Unit in the Santa Barbara Channel. Point Arguello production is expected to start this year with flow limited to 20,000 b/d, moving moved by pipeline to refineries outside Los Angeles. Point Arguello partners want to ship full Arguello production of 80,000-100,00 b/d by tanker until the PPC project is complete, which the county opposes. The group has appealed the county's denial of an interim tankering permit to the California Coastal Commission, which is expected to hold a hearing on the matter this month. The controversy has been further complicated by other, competing projects designed to move Point Arguello crude to market.

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders.     This report allocates California's 2004 statewide carbon dioxide (CO2) emissions from fuel combustion to the 58 counties in the state. The total emissions are allocated to counties using several different methods, based on the availability of data for each sector. Data on natural gas use in all sectors are available by county. Fuel consumption by power and combined heat and power generation plants is available for individual plants. Bottom-up models were used to distribute statewide fuel sales-based CO2 emissions by county for on-road vehicles, aircraft, and watercraft. All other sources of CO2 emissions were allocated to counties based on surrogates for activity. CO2 emissions by sector were estimated for each county, as well as for the South Coast Air Basin. It is important to note that emissions from some sources, notably electricity generation, were allocated to counties based on where the emissions were generated, rather than where the electricity was actually consumed. In addition, several sources of CO2 emissions, such as electricity generated in and imported from other states and international marine bunker fuels, were not included in the analysis. California Air Resource Board (CARB) does not include CO2 emissions from interstate and international air travel, in the official California greenhouse gas (GHG) inventory, so those emissions were allocated to counties for informational purposes only. Los Angeles County is responsible for by far the largest CO2 emissions from combustion in the state: 83 Million metric tonnes (Mt), or 24percent of total CO2 emissions in California, more than twice that of the next county (Kern, with 38 Mt, or 11percent of statewide emissions). The South Coast Air Basin accounts for 122 MtCO2, or 35percent of all emissions from fuel combustion in the state. The distribution of emissions by sector varies considerably by county, with on-road motor vehicles dominating most counties, but large stationary sources and rail travel

    This report presents the long-term evaluation results from a hot-dry climate project that examines the room-to-room temperature conditions that exist in a high performance envelope, the performance of a simplified air distribution system, and a comparison of modeled energy performance with measured energy use. The project, a prototype house built by K. Hovnanian Homes’ Ontario Group, is located in Lake Elsinore, Riverside County, California, and achieves a 50% level of whole house source energy savings with respect to the Building America (BA) Benchmark Definition 2009 (Hendron and Engebrecht 2010). Temperature measurements in three rooms indicate that the temperature difference between the measured locations and the thermostat were within recommendations 90.3% of the time in heating mode and 99.3% of the time in cooling mode. The air distribution system is operating efficiently with average delivered temperatures adequate to facilitate proper heating and cooling and only minor average temperature differences observed between the system’s plenum and farthest register. Monitored energy use results for the house indicate that it is using less energy than predicted from modeling. A breakdown of energy use according to end use determined little agreement between comparable values.

    The Miocene Relief Peak Formation occurs in the Sierra Nevada, where it consists mainly of andesitic flows, autobrecciated flows, and mudflows. However, fluviatile rocks are common in the lower part of the formation. They contain abundant carbonaceous material, are commonly permeable, and are interbedded with less permeable rocks. The Juniper mine, the principal uranium occurrence in the fluviatile rocks, reportedly has produced more than 20 tons of U/sub 3/O/sub 8/. Although rocks of the Relief Peak Formation lack aerial radiometric uranium anomalies and generally have only average uranium content away from uranium occurrences, the fluviatile rocks of the formation are considered favorable for uranium deposits because of their lithologic characteristics and uranium occurrences. Some areas of Tertiary sedimentary rocks presently are categorized as unfavorable for the required minimum endowment. They have some geologically favorable characteristics, however, as well as indications of industry exploration activities, and they may prove to be favorable as more information becomes available.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to grow this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

  5. Incentive Pass-through for Residential Solar Systems in California

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

This stream is located in the Owens Gorge and had been dry from 1953 to 1991. This paper gives an overview of the history of hydroelectric generation in the Gorge, and an explanation of how the LADWP is working with Mono County and the California Department of Fish and Game (CDFG), to rehabilitate the stream and establish a fishery in the Gorge.

Samples were collected in acid washed HDPE bottles and acidified with concentrated trace element clean (Fisher Scientific) nitric acid. Samples were pre-concentratated by a factor of approximately 10 using chelating resin with and IDA functional group and measured on magnetic sector ICP-MS.     On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.
