  5. HILL: The High-Intensity Laser Laboratory Core Team's Reply to Questions from the NNSA Experimental Facilities Panel

    SciTech Connect

    Albright, B J

    2012-08-02

Question 1 - The type of physics regimes that HILL can access for weapons studies is quite interesting. The question that arises for the proposal team is what priority does this type of experimental data have versus data that can be obtained with NIF, and Z. How does HILL rank in priority compared to MARIE 1.0 in terms of the experimental data it will provide? We reiterate that isochoric heating experiments to be conducted with HILL are complementary to the high energy density physics experiments at NIF and Z and uniquely access states of matter that neither other facility can access. It is our belief that HILL will enable several important questions, e.g., as related to mix morphology, radiation transfer from corrugated surfaces, and equations of state, to be run to ground through carefully diagnosed, 'unit-physics' experiments. Such experiments will substantially improve confidence in our computer models and provide a rigorous science basis for certification. Question 2 - A secondary question relates to the interests of LLNL and SNL in the physics that HILL can address. This should be spelled out clearly. I would like to see the other labs be part of the discussion regarding how important this capability would be if built. Both sister Labs have a keen interest in the physics enabled by high-intensity, high-energy lasers, as evinced by the Z Petawatt and NIF ARC upgrades to their signature facilities. LANL scientists have teamed with scientists from both Laboratories in high-intensity laser 'first experiments' envisioned for HILL and we fully intend to continue these profitable discussions going forward. In the preparation of the HILL proposal, feedback was solicited from the broader HEDP and weapons science communities. The consensus view was that HILL filled a critical gap and that there was a need for a facility like HILL to address outstanding questions in weapons science. It was recognized that co-location of HILL with a facility such as MaRIE 1.0, Z, NIF, or

  5. Restoring Detroit's Street Lighting System

    SciTech Connect

    Kinzey, Bruce R.

    2015-10-21

The City of Detroit is undertaking a comprehensive restoration of its street lighting system that includes transitioning the existing high-pressure sodium (HPS) sources to light-emitting diode (LED). Detroit’s well-publicized financial troubles over the last several years have added many hurdles and constraints to this process. Strategies to overcome these issues have largely been successful, but have also brought some mixed results. This document provides an objective review of the circumstances surrounding the system restoration, the processes undertaken and decisions made, and the results so far.

  17. Financing Guidance for LED Street Lighting Programs

    Energy.gov [DOE]

Financing an LED street lighting replacement program can present a hurdle for many system owners, even if the planned transition offers very favorable economics. Replacing the existing system requires a significant budget, particularly as the scope of the program increases. Cities such as Los Angeles and Seattle have invested many millions of dollars into their (very successful) LED street lighting replacement programs.

  20. Bunker Hill Sediment Characterization Study

    SciTech Connect

Neal A. Yancey; Debby F. Bruhn

    2009-12-01

The long history of mineral extraction in the Coeur d’Alene Basin has left a legacy of heavy metal laden mine tailings that have accumulated along the Coeur d’Alene River and its tributaries (U.S. Environmental Protection Agency, 2001; Barton, 2002). Silver, lead and zinc were the primary metals of economic interest in the area, but the ores contained other elements that have become environmental hazards including zinc, cadmium, lead, arsenic, nickel, and copper. The metals have contaminated the water and sediments of Lake Coeur d’Alene, and continue to be transported downstream to Spokane Washington via the Spokane River. In 1983, the EPA listed the Bunker Hill Mining and Metallurgical Complex on the National Priorities List. Since that time, many of the most contaminated areas have been stabilized or isolated, however metal contaminants continue to migrate through the basin. Designation as a Superfund site causes significant problems for the economically depressed communities in the area. Identification of primary sources of contamination can help set priorities for cleanup and cleanup options, which can include source removal, water treatment or no action depending on knowledge about the mobility of contaminants relative to water flow. The mobility of contaminant mobility under natural or engineered conditions depends on multiple factors including the physical and chemical state (or speciation) of metals and the range of processes, some of which can be seasonal, that cause mobilization of metals. As a result, it is particularly important to understand metal speciation (National Research Council, 2005) and the link between speciation and the rates of metal migration and the impact of natural or engineered variations in flow, biological activity or water chemistry.

  7. Conversion of the Big Hill geological site characterization report to a three-dimensional model.

    SciTech Connect

Stein, Joshua S.; Rautman, Christopher Arthur

    2003-02-01

The Big Hill salt dome, located in southeastern Texas, is home to one of four underground oil-storage facilities managed by the U. S. Department of Energy Strategic Petroleum Reserve (SPR) Program. Sandia National Laboratories, as the geotechnical advisor to the SPR, conducts site-characterization investigations and other longer-term geotechnical and engineering studies in support of the program. This report describes the conversion of two-dimensional geologic interpretations of the Big Hill site into three-dimensional geologic models. The new models include the geometry of the salt dome, the surrounding sedimentary units, mapped faults, and the 14 oil storage caverns at the site. This work provides a realistic and internally consistent geologic model of the Big Hill site that can be used in support of future work.

  15. Surface Radiation Survey at the Shepley’s Hill Remediation Site, Devens, Massachusettes

    SciTech Connect

    2009-09-01

The Idaho National Laboratory (INL) provided technical support for ongoing environmental remediation activities at the Shepley’s Hill remediation site, near Devens, MA. The technical support included the completion of a radiation survey of naturally occurring radioactive materials (NORM) at Shepley’s Hill, Shepley’s Hill landfill cover, and Red Cove areas. The objective of the radiation survey was to assess the ability of the INL backpack sodium iodide spectroscopy (BaSIS) system to detect elevated levels of NORM that may be associated with radon-222 emanation from near surface and subsurface fractures in the area. It is postulated that these fracture zones provide subsurface conduits for the transport of environmental contaminants. As such, location of these fracture sets will proved EPA Region 1 with the means for completing the development of an accurate site conceptual model. The results of the radiological survey show that some of the radiological anomalies correlate with currently mapped rock outcrops; however, not all of the rock outcrops in the surveyed area have been mapped. As such, it is not conclusive that all of the radiological anomalies correspond with surface rock outcrops. EPA Region 1 intends to perform a more comprehensive correlation of the radiation data collected with the BaSIS system with additional data sets such as detailed bedrock structural mapping, 2-dimensional resistivity profiling, and high-resolution topographic mapping. The results of this effort will be used in consideration of designing a potential follow-on effort for mapping of radon.

This paper summarizes the formulation and numerical implementation of a general anisotropic elastic-plastic material model for shell analysis. The 1948 Hill yield function is presented and specialized to conditions of plane stress. Next, an unconditionally stable and fully vectorized numerical algorithm for this constitutive model is presented. Finally, the model is specialized to conditions of normal anisotropy, and the implementation in DYNA3D is discussed. This development in material modeling should substantially extend the applicability of DYNA3D for many sheet metal forming applications. Several large-scale sheet metal forming examples are presented to illustrate these new analysis capabilities. 9 refs.

The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

This document represents the final Regional Demonstration Project Technical Performance Report (TPR) for Pecan Street Inc.’s (Pecan Street) Smart Grid Demonstration Program, DE-OE-0000219. Pecan Street is a 501(c)(3) smart grid/clean energy research and development organization headquartered at The University of Texas at Austin (UT). Pecan Street worked in collaboration with Austin Energy, UT, Environmental Defense Fund (EDF), the City of Austin, the Austin Chamber of Commerce and selected consultants, contractors, and vendors to take a more detailed look at the energy load of residential and small commercial properties while the power industry is undergoing modernization. The Pecan Street Smart Grid Demonstration Program signed-up over 1,000 participants who are sharing their home or businesses’s electricity consumption data with the project via green button protocols, smart meters, and/or a home energy monitoring system (HEMS). Pecan Street completed the installation of HEMS in 750 homes and 25 commercial properties. The program provided incentives to increase the installed base of roof-top solar photovoltaic (PV) systems, plug-in electric vehicles with Level 2 charging, and smart appliances. Over 200 participants within a one square mile area took advantage of Austin Energy and Pecan Street’s joint PV incentive program and installed roof-top PV as part of this project. Of these homes, 69 purchased or leased an electric vehicle through Pecan Street’s PV rebate program and received a Level 2 charger from Pecan Street. Pecan Street studied the impacts of these technologies along with a variety of consumer behavior interventions, including pricing models, real-time feedback on energy use, incentive programs, and messaging, as well as the corresponding impacts on Austin Energy’s distribution assets. The primary demonstration site was the Mueller community in Austin, Texas. The Mueller development, located less than three miles from the Texas State Capitol

JAS3D, a three dimensional iterative solid mechanics code, has been used for structural analyses for the Strategic Petroleum Reserve system since the 1990s. JAS3D is no longer supported by Sandia National Laboratories, and has been replaced by Adagio. To validate the transition from JAS3D to Adagio, the existing JAS3D input decks and user subroutines for Bayou Choctaw and Big Hill models were converted for use with Adagio. The calculation results from the Adagio runs are compared to the JAS3D. Since the Adagio results are very similar to the JAS3D results, Adagio is judged to be performing satisfactorily.

3-D finite element analyses were performed to evaluate the structural integrity of caverns located at the Strategic Petroleum Reserve's Big Hill site. State-of-art analyses simulated the current site configuration and considered additional caverns. The addition of 5 caverns to account for a full site and a full dome containing 31 caverns were modeled. Operations including both normal and cavern workover pressures and cavern enlargement due to leaching were modeled to account for as many as 5 future oil drawdowns. Under the modeled conditions, caverns were placed very close to the edge of the salt dome. The web of salt separating the caverns and the web of salt between the caverns and edge of the salt dome were reduced due to leaching. The impacts on cavern stability, underground creep closure, surface subsidence and infrastructure, and well integrity were quantified. The analyses included recently derived damage criterion obtained from testing of Big Hill salt cores. The results show that from a structural view point, many additional caverns can be safely added to Big Hill.

This is the AmeriFlux version of the carbon flux data for the site US-LPH Little Prospect Hill. Site Description - The site was cleared for pasture, but not deeply plowed or planted, in the 18th and 19th centuries. Agriculture on the site was abandoned near the end of the 19th century. The forest within 200 to 300 m of the eddy covariance tower to the NW, W, SW, and S burned in an intense fire in 1957, which left few or no surviving trees.

Why space weather matters Why space weather matters Many people think of space as a silent, empty void and the sun as a distant source of light and heat. Not true. The sun and the Earth are connected in complex, intimate and sometimes dangerous ways. April 10, 2016 Science on the Hill: Why space weather matters For years, space scientists thought the empty region between the two Van Allen belts filled in only during only the most extreme, once-a-decade geomagnetic storms. New research shows that

Resurfacing of urban roads with concurrent repairs and replacement of sections of curb and sidewalk may require pedestrian ramps that are compliant with the American Disabilities Act (ADA), and when street drains are in close proximity to the walkway, ADA compliant street grates may also be required. The Minnesota Department of Transportation ADA Operations Unit identified a foundry with an available grate that meets ADA requirements. Argonne National Laboratory’s Transportation Research and Analysis Computing Center used full scale three dimensional computational fluid dynamics to determine the performance of the ADA compliant grate and compared it to that of a standard vane grate. Analysis of a parametric set of cases was carried out, including variation in longitudinal, gutter, and cross street slopes and the water spread from the curb. The performance of the grates was characterized by the fraction of the total volume flow approaching the grate from the upstream that was captured by the grate and diverted into the catch basin. The fraction of the total flow entering over the grate from the side and the fraction of flow directly over a grate diverted into the catch basin were also quantities of interest that aid in understanding the differences in performance of the grates. The ADA compliant grate performance lagged that of the vane grate, increasingly so as upstream Reynolds number increased. The major factor leading to the performance difference between the two grates was the fraction of flow directly over the grates that is captured by the grates.

This report documents the development of constitutive material models for the overburden formations, reservoir formations, and underlying strata at the Lost Hills oil field located about 45 miles northwest of Bakersfield in Kern County, California. Triaxial rock mechanics tests were performed on specimens prepared from cores recovered from the Lost Hills field, and included measurements of axial and radial stresses and strains under different load paths. The tested intervals comprise diatomaceous sands of the Etchegoin Formation and several diatomite types of the Belridge Diatomite Member of the Monterey Formation, including cycles both above and below the diagenetic phase boundary between opal-A and opal-CT. The laboratory data are used to drive constitutive parameters for the Extended Sandler-Rubin (ESR) cap model that is implemented in Sandia's structural mechanics finite element code JAS3D. Available data in the literature are also used to derive ESR shear failure parameters for overburden formations. The material models are being used in large-scale three-dimensional geomechanical simulations of the reservoir behavior during primary and secondary recovery.

    2004-05-06

Wind River Resources Corporation (WRRC) received a DOE grant in support of its proposal to acquire, process and interpret fifteen square miles of high-quality 3-D seismic data on non-allotted trust lands of the Uintah and Ouray (Ute) Indian Reservation, northeastern Utah, in 2000. Subsequent to receiving notice that its proposal would be funded, WRRC was able to add ten square miles of adjacent state and federal mineral acreage underlying tribal surface lands by arrangement with the operator of the Flat Rock Field. The twenty-five square mile 3-D seismic survey was conducted during the fall of 2000. The data were processed through the winter of 2000-2001, and initial interpretation took place during the spring of 2001. The initial interpretation identified multiple attractive drilling prospects, two of which were staked and permitted during the summer of 2001. The two initial wells were drilled in September and October of 2001. A deeper test was drilled in June of 2002. Subsequently a ten-well deep drilling evaluation program was conducted from October of 2002 through March 2004. The present report discusses the background of the project; design and execution of the 3-D seismic survey; processing and interpretation of the data; and drilling, completion and production results of a sample of the wells drilled on the basis of the interpreted survey. Fifteen wells have been drilled to test targets identified on the North Hill Creek 3-D Seismic Survey. None of these wildcat exploratory wells has been a dry hole, and several are among the best gas producers in Utah. The quality of the data produced by this first significant exploratory 3-D survey in the Uinta Basin has encouraged other operators to employ this technology. At least two additional 3-D seismic surveys have been completed in the vicinity of the North Hill Creek Survey, and five additional surveys are being planned for the 2004 field season. This project was successful in finding commercial oil, natural gas

The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. The survey of this site, 77 Sinninger Street, Maywood, New Jersey (MJ052), was conducted on December 17, 1992. Results of the survey demonstrated no radionuclide concentrations in excess of the DOE Formerly Utilized Sites Remedial Action Program criteria. The radionuclide distributions were not significantly different from normal background levels in the northern New Jersey area.

    2013-06-10

Nine different streetlighting products were installed on various streets in Kansas City, Missouri during February, 2011, to evaluate their performance relative to the incumbent high-pressure sodium (HPS) lighting. The applications investigated included 100 W, 150 W, 250 W, and 400 W HPS installations. Initial measurements and comparisons included power, illuminance, and luminance; sample illuminance readings have continued at each of the nine locations at roughly 1,000-hour operating intervals since then. All of the LED products consumed less power than their HPS counterparts—with a mean difference of 39% and a range of 31% to 51%—but they also emitted 31% fewer lumens, on average. The net result is just a 15% increase in mean efficacy. Applying the city’s stringent light loss factors to the initial measured data meant that five of the LED products (and two of the HPS luminaires) were predicted to eventually fail to meet the specified mean illuminance over their lifetimes; however, the specified light loss levels are not expected to be reached by the LED products until some distant future date (between 12 and 30 years after installation according to manufacturer specification sheet estimates). The practical value of designing streetlighting systems to meet illumination requirements more than 15 years in the future is questioned. Numerous sources of variation in field measurements are noted throughout the report, particularly seasonal influences such as ambient temperature and foliage that are evident in the time-series illuminance data.

This report addresses recent well integrity issues related to cavern 114 at the Big Hill Strategic Petroleum Reserve site. DM Petroleum Operations, M&O contractor for the U.S. Strategic Petroleum Reserve, recognized an apparent leak in Big Hill cavern well 114A in late summer, 2012, and provided written notice to the State of Texas as required by law. DM has since isolated the leak in well A with a temporary plug, and is planning on remediating both 114 A- and B-wells with liners. In this report Sandia provides an analysis of the apparent leak that includes: (i) estimated leak volume, (ii) recommendation for operating pressure to maintain in the cavern between temporary and permanent fixes for the well integrity issues, and (iii) identification of other caverns or wells at Big Hill that should be monitored closely in light of the sequence of failures there in the last several years.

At the request of the Office of Naval Reactors through the Office of Remedial Action and Waste Technology, a radiological survey of the Peek Street industrial facility, the adjacent state-owned bike path, and two nearby residential properties was conducted by Oak Ridge National Laboratory (ORNL) in November 1989. The results indicated small isolated areas that exceeded DOE guidelines. These areas totaled approximately 0.2 m{sup 2} of floor area and approximately 3 m{sup 2} of wall area inside the building, and two small areas totaling approximately 5 m{sup 2} outside the building. A small section of one of these areas extended beyond the fence on the east side of the industrial property onto the state-owned property. No residual radioactive material or elevated radiation levels were detected on any portion of the paved section of the bike path or the residential properties adjacent to the site. Because the elevated radiation levels were localized and limited in extent, any credible use scenario, including current use conditions, indicated that no significant radiation exposures would accrue to individuals frequenting the area. Samples were also analyzed for elemental beryllium since that material had formerly been used at the site. In conjunction with the planned remediation at the facility, a supplementary characterization survey was performed to further define the areas containing beryllium in excess of the identified guidelines. Additional radiological characterization of Ra-226, Th-232, and U-238 was also performed in areas that were largely inaccessible prior to the remediation efforts.

The overall deliverable from the project is the design, construction and commissioning of a detention facility heating and cooling system that minimizes ownership costs and maximizes efficiency (and therefore minimizes environmental impact). The primary deliverables were the proof of concept for the application of geothermal systems for an institutional facility and the ongoing, quarterly system operating data downloads to the Department of Energy . The primary advantage of geothermal based heat pump systems is the higher efficiency of the system compared to a conventional chiller, boiler, cooling tower based system. The higher efficiency results in a smaller environmental foot print and lower energy costs for the detention facility owner, Lancaster County. The higher efficiency for building cooling is primarily due to a more constant compressor condensing temperature with the geothermal well field acting as a thermal “sink” (in place of the conventional system’s cooling tower). In the heating mode, Ground Couple Heat Pump (GCHP) systems benefits from the advantage of a heat pump Coefficient of Performance (COP) of approximately 3.6, significantly better than a conventional gas boiler. The geothermal well field acting as a thermal “source” allows the heat pumps to operate efficiently in the heating mode regardless of ambient temperatures. The well field is partially located in a wetland with a high water table so, over time, the project will be able to identify the thermal loading characteristics of a well field located in a high water table location. The project demonstrated how a large geothermal well field can be installed in a wetland area in an economical and environmentally sound manner. Finally, the SW 40th Street Thermal Energy Plant project demonstrates the benefits of providing domestic hot water energy, as well as space heating, to help balance well filed thermal loading in a cooling dominated application. During the period of August 2012 thru

The McGinness Hills geothermal system lies in a ~8.5 km wide, north-northeast trending accommodation zone defined by east-dipping normal faults bounding the Toiyabe Range to the west and west-dipping normal faults bounding the Simpson Park Mountains to the east. Within this broad accommodation zone lies a fault step-over defined by north-northeast striking, west-dipping normal faults which step to the left at roughly the latitude of the McGinness Hills geothermal system. The McGinness Hills 3D model consists of 9 geologic units and 41 faults. The basal geologic units are metasediments of the Ordovician Valmy and Vininni Formations (undifferentiated in the model) which are intruded by Jurassic granitic rocks. Unconformably overlying is a ~100s m-thick section of Tertiary andesitic lava flows and four Oligocene-to-Miocene ash-flow tuffs: The Rattlesnake Canyon Tuff, tuff of Sutcliffe, the Cambell Creek Tuff and the Nine Hill tuff. Overlying are sequences of pre-to-syn-extensional Quaternary alluvium and post-extensional Quaternary alluvium. 10-15 eastward dip of the Tertiary stratigraphy is controlled by the predominant west-dipping fault set. Geothermal production comes from two west dipping normal faults in the northern limb of the step over. Injection is into west dipping faults in the southern limb of the step over. Production and injection sites are in hydrologic communication, but at a deep level, as the northwest striking fault that links the southern and northern limbs of the step-over has no permeability.

Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. The survey of this site, the National Community Bank, 113 Essex Street, Maywood, New Jersey (MJ021), was conducted during 1986. Results of the survey demonstrated radionuclide concentrations in excess of the DOE Formerly Utilized Sites Remedial Action Program criteria. The radionuclide distributions are typical of the type of material originating from the MCW site. 5 refs., 2 figs., 3 tabs.

This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a residential street lighting application, under the U.S. Department of Energy GATEWAY Solid-State Lighting Technology Demonstration Program. In this project, eight 100W (nominal) high-pressure sodium cobra head fixtures were replaced with a like number of LED street light luminaires manufactured by Leotek, Inc. The Leotek product achieved an estimated payback in the Lija Loop installation of about 20 years for replacement scenarios and a much shorter 7.6 years for new installations. Much of the associated energy savings (55%) supporting these payback periods, however, were achieved by reducing average horizontal photopic illuminance a similar amount (53%). Examined from a different perspective, the measured performance suggests that the Leotek product is at approximate parity with the HPS cobra head in terms of average delivered photopic illumination for a given power consumption. HPS comprises the second most efficacious street lighting technology available, exceeded only by low pressure sodium (LPS). LPS technology is not considered suitable for most street lighting applications due to its monochromatic spectral output and poor color rendering ability; therefore, this LED product is performing at an efficiency level comparable to its primary competition in this application.

This paper introduces a hybrid evolutionary hill-climbing algorithm that quickly solves (Constraint Satisfaction Problems (CSPs)). This hybrid uses opportunistic arc and path revision in an interleaved fashion to reduce the size of the search space and to realize when to quit if a CSP is based on an inconsistent constraint network. This hybrid outperforms a well known hill-climbing algorithm, the Iterative Descent Method, on a test suite of 750 randomly generated CSPs.

Water flow through hill slopes consisting of five soil layers, with varying spatial dependence in hydraulic characteristics in the lateral plane was simulated by solving Richards' equation in three dimensions under varying rainfall intensities and for two complexities of terrain. By concepts of similar media the variability in soil hydraulic characteristics was expressed by a single dimensionless parameter, the scaling factor ..cap alpha... The moments of log normally distributed ..cap alpha.. were set as: Mean = 1.0 and standard deviation = 1.0. Four cases of spatial dependence of ..cap alpha.. in the lateral plane were selected for simulation, using exponential variogram functions ranging in spatial structure from random (no spatial dependence) to large dependence (large correlation lengths). The simulations showed that the rates of subsurface flow from the 30/sup 0/ hillslope, during and following rainfall, were significantly enhanced with an increase in spatial dependence. Subsurface drainage was also increased with increases in rainfall intensity and slop complexity. For hill slopes the relative effects of spatial dependence in soil hydraulic characteristics was smaller with 30/sup 0/ horizontal pitching than without pitching. Hill slopes with a random distribution of hydraulic characteristics provided greater opportunity for soil units with differing water capacities to interact than in cases with spatially correlated distributions. This greater interaction is associated with a greater lag in subsurface flow generation. These studies illustrate some of the expected effects of spatial dependence of soil hydraulic characteristics of the integrated hydrologic response of land areas.

A detailed depositional model for the uppermost sand reservoirs of the Stevens Oil Zone, Elk Hills Field, California, contains three facies: turbidite channel-fill sand bodies, overbank Sandstone and mudstone, and pelagic and hemipelagic siliceous shale. Sand bodies are the primary producing facies and consist of layered, graded sandstone with good permeability. The presence of incipient anticlines with subsea relief in the late Miocene resulted in deposition of lenticular and sinuous sand Was within structurally created channels. Relief of these structural channels was low when the earliest sand bodies were deposited, leading to a wide channel complex bounded by broad overbank deposits of moderate to low permeability. As deposition proceeded, increased structural relief constrained the channels, resulting in narrower sand body width and relatively abrupt channel terminations against very low permeability siliceous shale. With post-Miocene uplift and differential compaction, stratigraphic mounding of sand bodies helped create structural domes such as the 24Z reservoir. Stratigraphic traps including the 26R reservoir were also created. Such traps vary in seal quality from very effective to leaky, depending on the lateral transition from sand bodies to siliceous shale. Application of the Elk Hills turbidity model (1) provides a framework for monitoring production performance in the 24Z and Northwest Stevens waterflood projects; and for tracking gas migration into and out of the 26R reservoir, (2) helps b identify undeveloped locations in the 26R reservoir ideally suited for horizontal wells, (3) has led to the identification of two new production trends in the 29R area, and (4) makes possible the development of exploration plays in western Elk Hills.

Late Neogene (Plio-Pleistocene) shallow marine strata of the western Bakersfield Arch and Elk Hills produce hydrocarbons from several different reservoirs. This project focuses on the shallow marine deposits of the Gusher and Calitroleum reservoirs in the Lower Shallow Oil Zone (LSOZ). In the eastern part of the study area on the Bakersfield Arch at North and South Coles Levee field and in two wells in easternmost Elk Hills, the LSOZ reservoirs produce dry (predominantly methane) gas. In structurally higher locations in western Elk Hills, the LSOZ produces oil and associated gas. Gas analyses show that gas from the eastern LSOZ is bacterial and formed in place in the reservoirs, whereas gas associated with oil in the western part of the study area is thermogenic and migrated into the sands from deeper in the basin. Regional mapping shows that the gas-bearing LSOZ sands in the Coles Levee and easternmost Elk Hills area are sourced from the Sierra Nevada to the east whereas the oil-bearing sands in western Elk Hills appear to be sourced from the west. The eastern Elk Hills area occupied the basin depocenter, farthest from either source area. As a result, it collected mainly low-permeability offshore shale deposits. This sand-poor depocenter provides an effective barrier to the updip migration of gases from east to west. The role of small, listric normal faults as migration barriers is more ambiguous. Because our gas analyses show that the gas in the eastern LSOZ reservoirs is bacterial, it likely formed in-place near the reservoirs and did not have to migrate far. Therefore, the gas could have been generated after faulting and accumulated within the fault blocks as localized pools. However, bacterial gas is present in both the eastern AND western parts of Elk Hills in the Dry Gas Zone (DGZ) near the top of the stratigraphic section even though the measured fault displacement is greatest in this zone. Bacterial gas is not present in the west in the deeper LSOZ which

Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson-Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005) as well as local stress information if applicable. For faults within these focus systems we applied either a normal faulting stress regime where the vertical stress (sv) is larger than the maximum horizontal stress (shmax) which is larger than the minimum horizontal stress (sv>shmax>shmin) or strike-slip faulting stress regime where the maximum horizontal stress (shmax) is larger than the vertical stress (sv) which is larger than the minimum horizontal stress (shmax >sv>shmin) depending on the general tectonic province of the system. Based on visual inspection of the limited stress magnitude data in the Great Basin we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46, which are consistent with complete and partial stress field determinations from Desert Peak, Coso, the Fallon area and Dixie valley (Hickman et al., 2000; Hickman et al., 1998 Robertson-Tait et al., 2004; Hickman and Davatzes, 2011; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012). Slip and dilation tendency for the McGinness Hills geothermal field was calculated based on the faults mapped McGinness Hills area (Siler 2012, unpublished). The McGinness Hills area lies in the Basin and Range Province, as such we applied a normal faulting stress regime to the McGinness area faults, with a minimum horizontal stress direction oriented 115, based on inspection of local and regional stress determinations, as explained above. Under these stress conditions north-northeast striking, steeply dipping fault segments have the highest dilation tendency, while north-northeast striking 60 dipping fault

9 refs.

At the request of the U.S. Department of Energy (DOE), MSE Technology Applications, Inc. (MSE) evaluated various commercially available sorbents to solidify unidentified laboratory liquids from Rocky Flats that are stored at the Idaho National Laboratory (INL). The liquids are a collection of laboratory wastes that were generated from various experiments and routine analytical laboratory activities carried out at Rocky Flats. The liquids are in bottles discovered inside of buried waste drums being exhumed from the subsurface disposal area at the Radioactive Waste Management Complex (RWMC) by the contractor, CH2M Hill Washington International (CWI). Free liquids are unacceptable at the Waste Isolation Pilot Plant (WIPP), and some of these liquids cannot be returned to the retrieval pit. Stabilization of the liquids into a solid mass will allow these materials to be sent to an appropriate disposal location. The selected sorbent or sorbent combinations should produce a stabilized mass that is capable of withstanding conditions similar to those experienced during storage, shipping, and burial. The final wasteform should release less than 1% liquid by volume per the WIPP Waste Acceptance Criteria (WAC). The absence or presence of free liquid in the solidified waste-forms was detected when tested by SW-846, Method 9095B, Paint Filter Free Liquids, and the amount of liquid released from the wasteform was determined by SW-846, Method 9096, Liquid Release Test. Reactivity testing was also conducted on the solidified laboratory liquids. (authors)

However, Congress has not authorized crude oil purchases for the SPR since 1990, and six storage caverns at Big Hill are underutilized with 70 million barrels of available storage capacity. On February 17, 1999, the Secretary of Energy offered the 70 million barrels of available storage at Big Hill for commercial use. Interested commercial users would enter into storage contracts with DOE, and DOE would receive crude oil in lieu of dollars as rental fees. The site could potentially began to receive commercial oil in May 1999. This Environmental Assessment identified environmental changes that potentially would affect water usage, power usage, and air emissions. However, as the assessment indicates, changes would not occur to a major degree affecting the environment and no long-term short-term, cumulative or irreversible impacts have been identified.

A long-term flow test was carried out in the Fenton Hill HDR Phase-2 reservoir for 14 months during 1992-1993 to examine the potential for supplying thermal energy at a sustained rate as a commercial demonstration of HDR technology. The test was accomplished in several segments with changes in mean flowrate due to pumping conditions. Re-test estimates of the extractable heat content above a minimum useful temperature were based on physical evidence of the size of the Fenton Hill reservoir. A numerical model was used to estimate the extent of heat extracted during the individual flow segments from the database of measured production data during the test. For a reservoir volume of 6.5x10{sup 6}m{sup 3}, the total heat content above a minimum temperature of 150{degree} C was 1.5x10{sup 15}J. For the total test period at the three sustained mean flowrates, the integrated heat extracted was 0.088x10{sup 15}J, with no discernable temperature decline of the produced fluid. The fraction of energy extracted above the abandonment temperature was 5.9%. On the basis of a constant thermal energy extraction rate, the lifetime of the reservoir (without reservoir growth) to the abandonment temperature would be 13.3 years, in good agreement with the pre-test estimate of 15.0 years for the given reservoir volume.

The West Coast Regional Carbon Sequestration Partnership (WESTCARB), in collaboration with Shell Oil Co. performed site characterization for a potential small-scale pilot test of geologic sequestration of carbon dioxide (CO2). The site area, know as Montezuma Hills, is near the town of Rio Vista in northern California. During the process of injection at a CO2 storage site, there is a potential for seismic events due to slippage upon pre-existing discontinuities or due to creation of new fractures. Observations from many injection projects have shown that the energy from these events can be used for monitoring of processes in the reservoir. Typically, the events are of relatively high frequency and very low amplitude. However, there are also well documented (non-CO2-related) cases in which subsurface injection operations have resulted in ground motion felt by near-by communities. Because of the active tectonics in California (in particular the San Andreas Fault system), and the potential for public concern, WESTCARB developed and followed an induced seismicity protocol (Myer and Daley, 2010). This protocol called for assessing the natural seismicity in the area and deploying a monitoring array if necessary. In this report, we present the results of the natural seismicity assessment and the results of an initial temporary deployment of two seismometers at the Montezuma Hills site. Following the temporary array deployment, the project was suspended and the array removed in August of 2010.

  12. Mitigation action plan sale of Naval Petroleum Reserve No. 1 (Elk Hills) Kern County, California

    1998-01-01

Naval Petroleum Reserve No. 1 (NPR-1, also called {open_quotes}Elk Hills{close_quotes}), a Federally-owned oil and gas production field in Kern County, California, was created by an Executive Order issued by President Taft on September 2, 1912. He signed another Executive Order on December 13, 1912, to establish Naval Petroleum Reserve No. 2 (NPR-2), located immediately south of NPR-1 and containing portions of the town of Taft, California. NPR-1 was not developed until the 1973-74 oil embargo demonstrated the nation`s vulnerability to oil supply interruptions. Following the embargo, Congress passed the Naval Petroleum Reserves Production Act of 1976 which directed that the reserve be explored and developed to its fall economic potential at the {open_quotes}maximum efficient rate{close_quotes} (MER) of production. Since Elk Hills began full production in 1976, it has functioned as a commercial operation, with total revenues to the Federal government through FY 1996 of $16.4 billion, compared to total exploration, development and production costs of $3.1 billion. In February 1996, Title 34 of the National Defense Authorization Act for Fiscal Year 1996 (P.L. 104-106), referred to as the Elk Hills Sales Statute, directed the Secretary of Energy to sell NPR-1 by February 10, 1998.The Secretary was also directed to study options for enhancing the value of the other Naval Petroleum and Oil Shale Reserve properties such as NPR-2, located adjacent to NPR-1 in Kern County- Naval Petroleum Reserve No. 3 (NPR-3) located in Natrona County, Wyoming; Naval Oil Shale Reserves No. 1 and No. 3 (NOSR-1 and NOSR-3) located in Garfield County, Colorado; and Naval Oil Shale Reserve No. 2 (NOSR-2) located in Uintah and Carbon Counties, Utah. The purpose of these actions was to remove the Federal government from the inherently non-Federal function of operating commercial oil fields while making sure that the public would obtain the maximum value from the reserves.

Exciton polaritons have been shown to be an optimal system in order to investigate the properties of bosonic quantum fluids. We report here on the observation of dark solitons in the wake of engineered circular obstacles and their decay into streets of quantized vortices. Our experiments provide a time-resolved access to the polariton phase and density, which allows for a quantitative study of instabilities of freely evolving polaritons. The decay of solitons is quantified and identified as an effect of disorder-induced transverse perturbations in the dissipative polariton gas.
