    The purpose of this paper is to provide an accurate overview of the development and structure of the program established by the Health Physics Society (HPS) for accrediting instrument calibration laboratories relative to their ability to accurately calibrate portable health physics instrumentation. The purpose of the program is to provide radiation protection professionals more meaningful direct and indirect access to the National Institute of Standards and Technology (NIST) national standards, thus introducing a means for improving the uniformity, accuracy, and quality of ionizing radiation field measurements. The process is designed to recognize and document the continuing capability of each accredited laboratory to accurately perform instrument calibration. There is no intent to monitor the laboratory to the extent that each calibration can be guaranteed by the program; this responsibility rests solely with the accredited laboratory.

The model covers quality assurance procedures for the testing laboratory and manufacturer, third-party certification and labeling, and testing requirements (performance and reliability). A 30-member Criteria Development Committee was established to guide, review, and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program.     This document covers the second phase of a two-part program. Phase I provided an overview of the structure and function of typical product certification/laboratory accreditation programs. This report (Phase H) provides most of the draft documents that will be necessary for the implementation of a photovoltaic (PV) module certification/laboratory accreditation program. These include organizational documents such as articles of incorporation, bylaws, and rules of procedure, as well as marketing and educational program documents. In Phase I, a 30-member criteria development committee was established to guide, review and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program. Committee members represented PV manufacturers, end users, standards and codes organizations, and testing laboratories. A similar committee was established for Phase II; the criteria implementation committee consisted of 29 members. Twenty-one of the Phase I committee members also served on the Phase II committee, which helped to provide program continuity during Phase II.

  9. High-dose secondary calibration laboratory accreditation program

    There is a need for high-dose secondary calibration laboratories to serve the multi-billion dollar radiation processing industry. This need is driven by the desires of industry for less costly calibrations and faster calibration-cycle response time. Services needed include calibration irradiations of routine processing dosimeters and the supply of reference standard transfer dosimeters for irradiation in the production processing facility. In order to provide measurement quality assurance and to demonstrate consistency with national standards, the high-dose secondary laboratories would be accredited by means of an expansion of an existing National Voluntary Laboratory Accreditation Program. A laboratory performance criteria document is under development to implement the new program.

    Accreditation of personnel dosimetry systems is required for laboratories that conduct personnel dosimetry for the U.S. Department of Energy (DOE). Accreditation is a two-step process which requires the participant to pass a proficiency test and an onsite assessment. The DOE Laboratory Accreditation Program (DOELAP) is a measurement quality assurance program for DOE laboratories. Currently, the DOELAP addresses only dosimetry systems used to assess the whole body dose to personnel. A pilot extremity DOELAP has been completed and routine testing is expected to begin in January 1994. It is expected that participation in the extremity program will be a regulatory requirement by January 1996.

    This technical standard describes the US Department of Energy Laboratory Accreditation Program (DOELAP) for Radiobioassay, for use by the US Department of Energy (DOE) and DOE Contractor radiobioassay programs. This standard is intended to be used in conjunction with the general administrative technical standard that describes the overall DOELAP accreditation process--DOE-STD-1111-98, Department of Energy Laboratory Accreditation Program Administration. This technical standard pertains to radiobioassay service laboratories that provide either direct or indirect (in vivo or in vitro) radiobioassay measurements in support of internal dosimetry programs at DOE facilities or for DOE and DOE contractors. Similar technical standards have been developed for other DOELAP dosimetry programs. This program consists of providing an accreditation to DOE radiobioassay programs based on successful completion of a performance-testing process and an on-site evaluation by technical experts. This standard describes the technical requirements and processes specific to the DOELAP Radiobioassay Accreditation Program as required by 10 CFR 835 and as specified generically in DOE-STD-1111-98.

    For more than 20 years, the American Association of Physicists in Medicine (AAPM) has operated an accreditation program for secondary standards laboratories that calibrate radiation measuring instruments. Except for one short period, that program has been able to provide the facilities to satisfy the national need for accurate calibrations of such instruments. That exception, in 1981, due to the combination of the U.S. Nuclear Regulatory Commission (NRC) requiring instrument calibrations by users of cobalt-60 teletherapy units and the withdrawal of one of the three laboratories accredited at that time. However, after successful operation as a Task Group of the Radiation Therapy Committee (RTC) of the AAPM for two decades, a reorganization of this structure is now under serious consideration by the administration of the AAPM.

    The Conference of Radiation Control Program Directors, or CRCPD, first became involved in a calibration laboratory accreditation program about 17 years ago. Since that time, the CRCPD has formed a Committee on Ionizing Measurements which writes criteria for the accreditation of laboratories, and performs the accreditation review process. To become accredited, a laboratory must agree to an administrative review, and an onsite review, and participate in measurement quality assurance (MQA) testing with the National Institute of Standards and Technology (NIST). The CRCPD currently has four accredited laboratories. All the laboratories are working with the Conference in promoting the improvement of MQA in radiation control programs.

    As the nature and extent of radiological contamination becomes better documented and more public, radioanalytical laboratories are faced with a constantly expanding variety of new and difficult analytical requirements. Concurrent with those requirements is the responsibility to provide customers, regulatory officials, or the public with defensible data produced in an environment of verifiable, controlled quality. To meet that need, a quality assurance accreditation program for radioassay laboratories has been proposed by the American National Standards Institute (ANSI). The standard will provide the organizational framework and functional requirements needed to assure the quality of laboratory outputs. Under the proposed program, the U.S. Environmental Protection Agency`s (EPA`s) Laboratory Intercomparison Program plays a key role as a reference laboratory. The current and proposed roles of the EPA Intercomparison Program are discussed, as are the functional relationships between EPA, the accreditating organization, and the service and monitoring laboratories.

    The University of Wisconsin Accredited Dosimetry Calibration Laboratory (UW ADCL) employs procedure manuals as part of its Quality Assurance (QA) program. One of these manuals covers the QA procedures and results for all of the UW ADCL measurement equipment. The QA procedures are divided into two main areas: QA for laboratory equipment and QA for external chambers sent for calibration. All internal laboratory equipment is checked and recalibrated on an annual basis, after establishing its consistency on a 6-month basis. QA for external instruments involves checking past calibration history as well as comparing to a range of calibration values for specific instrument models. Generally, the authors find that a chamber will have a variation of less than 0.5 % from previous Co-60 calibration factors, and falls within two standard deviations of previous calibrations. If x-ray calibrations are also performed, the energy response of the chamber is plotted and compared to previous instruments of the same model. These procedures give the authors confidence in the transfer of calibration values from National Institute of Standards and Technology (NIST).

    In the mid-1980`s, the movement toward the use of dedicated mammography equipment provided significant improvement in breast cancer detection. However, several studies demonstrated that this change was not sufficient to ensure optimal image quality at a low radiation dose. In particular, the 1985 Nationwide Evaluation of X-ray Trends identified the wide variations in image quality and radiation dose, even from dedicated units. During this time period, the American Cancer Society (ACS) launched its Breast Cancer Awareness Screening Campaign. However, there were concerns about the ability of radiology to respond to the increased demand for optimal screening examinations that would result from the ACS program. To respond to these concerns, the ACS and the American College of Radiology (ACR) established a joint committee on mammography screening in 1986. After much discussion, it was decided to use the ACR Diagnostic Practice Accreditation Program as a model for the development of a mammography accreditation program. However, some constraints were required in order to make the program meet the needs of the ACS. This voluntary, peer review program had to be timely and cost effective. It was determined that the best way to address these needs would be to conduct the program by mail. Finally, by placing emphasis on the educational nature of the program, it would provide an even greater opportunity for improving mammographic quality. The result of this effort was that, almost six years ago, in May 1987, the pilot study for the ACR Mammography Accreditation Program (MAP) began, and in August of that year, the first applications were received. In November 1987, the first 3-year accreditation certificates were awarded.

    On May 8--10, 1991, the Midwest Consortium of International Security Studies (MCISS) and Argonne National Laboratory cosponsored a conference on Global Climate Change and International Security. The aim was to bring together natural and social scientists to examine the economic, sociopolitical, and security implications of the climate changes predicted by the general circulation models developed by natural scientists. Five themes emerged from the papers and discussions: (1) general circulation models and predicted climate change; (2) the effects of climate change on agriculture, especially in the Third World; (3) economic implications of policies to reduce greenhouse gas emissions; (4) the sociopolitical consequences of climate change; and (5) the effect of climate change on global security.

    This conference was divided into eight sessions. Session one covered the following topics: material behavior and characterization; computation heat transfer; computational fluid dynamics; and hydrodynamics. Topics covered in session two were: structural dynamics; manufacturing process modeling; solid and structural mechanics; and electromagnetics. Session three topics were: materials behavior and characterization; computational heat transfer; computational fluid dynamics; neutron generators and gas transfer systems applications. Topics for session four were: mesh generation and visualization; validation and verification; and pit manufacturing. Session five covered the following: ALE techniques and applications; solid and structural mechanical; and system applications. The three topics of session six were: optimization methods; manufacturing process modeling; and weapon response in hostile environments. Session covered: material behavior and characterization; computational heat transfer; solid and structural mechanics; and mesh generation and visualization. And finally, the topics of session 8 were: manufacturing and process modeling; solid and structural mechanics; uncertainty analysis; and structural dynamics. Paper covered a range of applications, many of which were weapons and weapon systems.

The program includes over 100 papers in 9 sessions, plus an additional session for works in progress. Papers are presented in external dosimetry, internal dosimetry, radiation protection programs and assessments, developments in instrumentation and materials, environmental and medical applications, and on topics related to standards, accreditation, and calibration. It is quite gratifying to see an industry come together to help support an activity like the technology conference, for the benefit of the industry as a whole and to celebrate the beginning of the National Oilheat Research Alliance. This meeting is the fourteenth oil heat industry technology conference to be held since 1984 and the first under a new name, NORA, the National Oilheat research Alliance, and the very first in the new century. The conference is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Program. The Oilheat Research Program at BNL is under the newly assigned program management at the Office of Power Technology within the US DOE. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.     Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    A goal of an imaging accreditation program is to ensure adequate image quality, verify appropriate staff qualifications, and to assure patient and personnel safety. Currently, more than 35,000 facilities in 10 modalities have been accredited by the American College of Radiology (ACR), making the ACR program one of the most prolific accreditation options in the U.S. In addition, the ACR is one of the accepted accreditations required by some state laws, CMS/MIPPA insurance and others. Familiarity with the ACR accreditation process is therefore essential to clinical diagnostic medical physicists. Maintaining sufficient knowledge of the ACR program must include keeping up-to-date as the various modality requirements are refined to better serve the goals of the program and to accommodate newer technologies and practices. This session consists of presentations from authorities in four ACR accreditation modality programs, including magnetic resonance imaging, mammography, ultrasound, and computed tomography. Each speaker will discuss the general components of the modality program and address any recent changes to the requirements. Learning Objectives: To understand the requirements of the ACR MR accreditation program. The discussion will include accreditation of whole-body general purpose magnets, dedicated extremity systems well as breast MRI accreditation. Anticipated updates to the ACR MRI Quality Control Manual will also be reviewed. To understand the current ACR MAP Accreditation requirement and present the concepts and structure of the forthcoming ACR Digital Mammography QC Manual and Program. To understand the new requirements of the ACR ultrasound accreditation program, and roles the physicist can play in annual equipment surveys and setting up and supervising the routine QC program. To understand the requirements of the ACR CT accreditation program, including updates to the QC manual as well as updates through the FAQ process.

    There are 367 active radiological instrument calibration laboratories within the U.S. Department of Defense (DoD). Each of the four services in DoD manages, operates, and certifies the technical proficiency and competency of those laboratories under their cognizance. Each service has designated secondary calibration laboratories to trace all calibration source standards to the National Institute of Standards and Technology. Individual service radiological calibration programs and capabilities, present and future, are described, as well as the measurement quality assurance (MQA) processes for their traceability. National Voluntary Laboratory Accreditation Program (NVLAP) programs for dosimetry systems are briefly summarized. Planned NVLAP accreditation of secondary laboratories is discussed in the context of current technical challenges and future efforts.

    Accredited Standards Committee (ASC) N15, Methods of Nuclear Material Control, is sponsored by the Institute of Nuclear Materials Management (INMM) to develop standards for protection, control and accounting of special nuclear materials in all phases of the nuclear fuel cycle, including analytical procedures where necessary and special to this purpose, except that physical protection of special nuclear material within a nuclear power plant is not included. Voluntary consensus standards complement federal regulations and technical standards and fulfill an important role for the nuclear regulatory agencies. This paper describes the N15 standards development process, with INMM as the Standards Developing Organization (SDO) and the N15 Committee responsible for implementation. Key components of the N15 standards development process include ANSI accreditation; compliance with the ANSI Essential Requirements (ER), coordination with other SDOs, communication with stakeholders, maintenance of balance between interest categories, and ANSI periodic audits. Recent and future ASC N15 activities are discussed, with a particular focus on new directions in anticipation of renewed growth in nuclear power.

    The X-ray Calibration Laboratory (XCL) of the Center for Devices and Radiological Health (CDRH) provides calibration services for the Food and Drug Administration (FDA). The instruments calibrated are used by FDA and contract state inspectors to verify compliance with federal x-ray performance standards and for national surveys of x-ray trends. In order to provide traceability of measurements, the CDRH XCL is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for reference, diagnostic, and x-ray survey instrument calibrations. In addition to these accredited services, the CDRH XCL also calibrates non-invasive kVp meters in single- and three-phase x-ray beams, and thermoluminescent dosimeter (TLD) chips used to measure CT beam profiles. The poster illustrates these services and shows the traceability links back to the National Standards.

    For calibration laboratories, routine calibrations of instruments meeting stated accuracy goals are important. One method of achieving the accuracy goals is to establish and follow a quality assurance program designed to monitor all aspects of the calibration program and to provide the appropriate feedback mechanism if adjustments are needed. In the United States there are a number of organizations with laboratory accreditation programs. All existing accreditation programs require that the laboratory implement a quality assurance program with essentially the same elements in all of these programs. Collectively, these elements have been designated as a Measurement Quality Assurance (MQA) program. This paper will briefly discuss the interrelationship of the elements of an MQA program. Using the Center for Devices and Radiological Health (CDRH) X-ray Calibration Laboratory (XCL) as an example, it will focus on setting up a quality control program for the equipment in a Secondary Calibration Laboratory.

    This report summarizes the International Conference on Fusion Reactor Materials (ICFRM-4) which was held December 4--9, 1989, in Kyoto, Japan, as well as the results of several workshops, planning meetings, and laboratory visits made by the travelers. The ICFRM-4 is the major forum to present and exchange information on materials research and development in support of the world's fusion development efforts. About 360 papers were presented by the 347 conference attendees. Highlights of the conference are presented. A proposal by the United States to host ICFRM-5 was accepted by the International Advisory Committee. ORNL will be the host laboratory. A meeting of the DOE/JAERI Annex I Steering Committee to review the US/Japan Collaborative Testing of First Wall and Blanket Structural Materials with Mixed Spectrum Fission Reactors was held at JAERI Headquarters on December 1. The Japanese emphasized the critical importance of a resumption of HFIR operation. Even though the HFIR outage has lasted three plus years this program has continued to provide new and important data on materials behavior which has particular relevance to ITER.

Such incidents might include Nuclear Power Plant accidents, terrorist incidents involving nuclear or radiological materials, NASA launches, and transportation accidents involving nuclear materials. Working with the US Department of Homeland Security, RSL personnel equip, maintain, and conduct training on the mobile detection deployment unit, to provide nuclear radiological security at major national events such as the super bowl, the Indianapolis 500, New Year's Eve celebrations, presidential inaugurations, international meetings and conferences, just about any event where large numbers of people will gather.

    The twenty-second Particle Accelerator Conference, PAC'07, took place at the Albuquerque Convention Centre in Albuquerque, the largest city in New Mexico, from Monday to Friday, 2007 June 25 to 29. It was attended by over 1350 delegates from 25 different countries (63% North America, 24% Europe, 11% Asia and 2% Other), and was held under the auspices of the two professional societies that oversee and make holding this series of conferences possible, the Division of Physics of Beams within APS, and the Nuclear and Plasma Sciences Society within IEEE. As host of the conference, Los Alamos National Laboratory (LANL) is especially thanked for their many contributions and assistance both prior to and during the conference. The Convention Center was an ideal location for information sharing and discussions between the interdisciplinary aspects of the accelerator community, as well as for related meetings and ad-hoc 'rump' sessions.

Background The forty-fourth Anomalous Absorption Conference was held in Estes Park, Colorado from June 5-8, 2014 (aac2014.ucsd.edu). The first Anomalous Absorption Conference was held in 1971 to assemble experts in the poorly understood area of laser-plasma absorption. The goal of that conference was to address the anomalously large laser absorption seen in plasma experiments with respect to the laser absorption predicted by linear plasma theory. Great progress in this research area has been made in the decades since that first meeting, due in part to the scientific interactions that have occurred annually at this conference. Specifically, this includes the development of nonlinear laser-plasma theory and the simulation of laser interactions with plasmas. Each summer since that first meeting, this week-long conference has been held at unique locations in North America as a scientific forum for intense scientific exchanges relevant to the interaction of laser radiation with plasmas.     The GRC series on Membranes: Materials and Processes have gained significant international recognition, attracting leading experts on membranes and other related areas from around the world. It is now known for being an interdisciplinary and synergistic meeting. The next summer's edition will keep with the past tradition and include new, exciting aspects of material science, chemistry, chemical engineering, computer simulation with participants from academia, industry and national laboratories. This edition will focus on cutting edge topics of membranes for addressing several grand challenges facing our society, in particular, energy, water, health and more generally sustainability. During the technical program, we want to discuss new membrane structure and characterization techniques, the role of advanced membranes and membrane-based processes in sustainability/environment (including carbon dioxide capture), membranes in water processes, and membranes for biological and life support applications. As usual, the informal nature of the meeting, excellent quality of the oral presentations and posters, and ample opportunity to meet many outstanding colleagues make this an excellent conference for established scientists as well as for students. A Gordon Research Seminar (GRS) on the weekend prior to the GRC meeting will provide young researchers an opportunity to present their work and network with outstanding experts. It will also be a right warm-up for the conference participants to join and enjoy the main conference.

    The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    This special issue comprises the papers accepted for presentation at the 19th Annual International Conference on Intelligent Systems for Molecular Biology, joint with the 10th European Conference on Computational Biology, an official conference of the International Society for Computational Biology (ISCB; http://www.iscb.org). ISMB/ECCB 2011 (http://www.iscb.org/ismb2011/) will take place in Vienna, Austria, from July 17 through July 19, 2011; preceded during July 14–16 by eight 1- or 2- day Special Interest Group (SIG) meetings, three satellite meetings and nine half-day tutorials; and followed by two additional satellite meetings. The 48 papers in this volume were selected from 258 submitted papers. Submitted papers were assigned to 13 areas. Area Chairs led each topic area by selecting their area's program committee and overseeing the reviewing process. Many Area Chairs were new compared to 2010, and two completely new areas were added in 2011, ‘Data Visualization’ and ‘Mass Spectrometry and Proteomics’. Six papers for which Area Chairs were in conflict were reviewed under a ‘Conflicts Management’ section headed by the Proceedings Chairs; one such paper was accepted in ‘Bioimaging’. Areas, co-chairs and acceptance information are listed in Table 1. Compared to prior years, five mature topic areas had steady submissions, ‘Evolution and Comparative Genomics’, ‘Gene Regulation and Transcriptomics’, ‘Protein Structure and Function’, ‘Sequence Analysis’, ‘Text Mining’. Two areas newer to ISMB were underrepresented this year, ‘Bioimaging’ and ‘Disease Models and Epidemiology’. One area doubled, ‘Applied Bioinformatics’, renamed from last year's ‘Other Bioinformatics Applications’; and one tripled, ‘Protein Interactions and Molecular Networks’.     The 1998 Oil Heat Technology Conference will be held on April 7--8 at Brookhaven National Laboratory (BNL) under sponsorship by the US Department of Energy, Office of Building Technologies, State and Community Programs (DOE/BTS). The meeting will be held in cooperation with the Petroleum Marketers Association of America (PMAA). The 1998 Oil Heat Technology Conference, will be the twelfth since 1984, is an important technology transfer activity and is supported by the ongoing Combustion Equipment Technology (Oilheat R and D) program at BNL. The reason for the conference is to provide a forum for the exchange of information and perspectives among international researchers, engineers, manufacturers and marketers of oil-fired space-conditioning equipment. They will provide a channel by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the Conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; and (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    The 1999 Review Conference on Fuel Cell Technology was jointly sponsored by the U.S. Department of Energy, Federal Energy Technology Center (FETC), the Gas Research Institute (GRI), and the Electric Power Research Institute (EPRI). It was held August 3 to 5 in Chicago, Illinois. The goal of this conference was to provide a forum for reviewing fuel cell research and development (R&D) programs, assist in strategic R&D planning, promote awareness of sponsor activities, and enhance interactions between manufacturers, researchers, and stakeholders. This conference was attended by over 250 representatives from industry, academia, national laboratories, gas and electric utilities, DOE, and other Government agencies. The conference agenda included a keynote session, five presentation sessions, a poster presentation reception, and three breakout sessions. The presentation session topics were DOD Fuel Cell Applications, Low-Temperature Fuel Cell Manufacturers, Low-Temperature Component Research, High-Temperature Fuel Cell Manufacturers, and High-Temperature Component Research; the breakout session topics were Future R&D Directions for Low-Temperature Fuel Cells, Future R&D Directions for High-Temperature Fuel Cells, and a plenary summary session. All sessions were well attended.

    This report documents the Proceedings of the 1997 Oil Heat Technology Conference and Workshop, held on April 3--4 at Brookhaven National Laboratory (BNL), and sponsored by the US Department of Energy--Office of Building Technologies, State and Community programs (DOE-BTS), in cooperation with the Petroleum Marketers Association of America (PMAA). This Conference is a key technology transfer activity supported by the ongoing Combustion Equipment Technology (Oil-Heat R and D) program at BNL, and is aimed at providing a forum for the exchange of information among international researchers, engineers, manufacturers, and marketers of oil-fired space-conditioning equipment. The objectives of the Conference were to: identify and evaluate the state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely: and foster cooperation among federal and industrial representatives with the common goal of sustained national economic growth and energy security via energy conservation. The 1997 Oil Technology Conference comprised: (a) five plenary sessions devoted to presentations and summations by public and private sector industry representatives from the US, and Canada, and (b) four workshops which focused on mainstream issues in oil-heating technology. This book contains 14 technical papers and four summaries from the workshops. Selected papers have been indexed separately for inclusion in the Energy Science and Technology Database.

    The Sixth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 12--14, 1992. The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer. This conference is held each year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B. ASM International cosponsored the conference, for which we are especially grateful.

    This chapter summarizes the laboratory activities performed by PNNLs Vadose Zone Characterization Project in support of the Tank Farm Vadose Zone Program, led by CH2M HILL Hanford Group, Inc. The results of these studies are contained in numerous reports (Lindenmeier et al. 2002; Serne et al. 2002a, 2002b, 2002c, 2002d, 2002e; Lindenmeier et al. 2003; Serne et al. 2004a, 2004b; Brown et al. 2005, 2006a, 2007; Serne et al. 2007) and have generated much of the data reported in Chapter 22 (Geochemistry-Contaminant Movement), Appendix G (Geochemistry-Contaminant Movement), and Cantrell et al. (2007, SST WMA Geochemistry Data Package in preparation). Sediment samples and characterization results from PNNLs Vadose Zone Characterization Project are also shared with other science and technology (S&T) research projects, such as those summarized in Chapter 12 (Associated Science Activities).

    The 1994 Nuclear Industry Conference, held in London United Kingdom, September 14--15, 1994, was the first serious nuclear energy conference to take place for more than 12 years. It had a challenging agenda, no less than whether the industry would sustain its role into the twenty-fist century. The conference focused on the world`s nuclear industry, which is in a crucial period of development, with few new reactors being built in Western Europe and none in the US. Attention in the industry is moving eastward to the troubled legacy of eastern Europe and to the dynamic new markets of the Far East. The immediate future of the reactor builders lies in these regions, for without new orders, the industry will decline. At the same time, the industry faces challenges at home. The end of the Cold War has brought a new appraisal of the fuel cycle, the ever-present dangers of proliferation, and the problems of long-term waste-disposal and decommissioning remain. New challenges include the role for nuclear energy as privatization of power utilities and liberalization of electricity markets takes place. Whether short-term market trends will dominate new orders for power plants or whether supply security considerations count was also discussed.

    The North American medical physics community validates the education received by medical physicists and the clinical qualifications for medical physicists through accreditation of educational programs and certification of medical physicists. Medical physics educational programs (graduate education and residency education) are accredited by the Commission on Accreditation of Medical Physics Education Programs (CAMPEP), whereas medical physicists are certified by several organizations, the most familiar of which is the American Board of Radiology (ABR). In order for an educational program to become accredited or a medical physicist to become certified, the applicant must meet certain specified standards set by the appropriate organization. In this Symposium, representatives from both CAMPEP and the ABR will describe the process by which standards are established as well as the process by which qualifications of candidates for accreditation or certification are shown to be compliant with these standards. The Symposium will conclude with a panel discussion.     From October 22-24, 1996 the University of Tennessee`s Energy, Environment and Resources Center and the Oak Ridge National Laboratory`s Center for Risk Management cosponsored Beneficial Reuse `96: The Fourth Annual Conference on the Recycle and Reuse of Radioactive Materials. Along with the traditional focus on radioactive scrap metals, this year`s conference included a wide range of topics pertaining to naturally occurring radioactive materials (NORM), and contaminated concrete reuse applications. As with previous Beneficial Reuse conferences, the primary goal of this year`s conference was to bring together stakeholder representatives for presentations, panel sessions and workshops on significant waste minimization issues surrounding the recycle and reuse of contaminated metals and other materials. A wide range of industry, government and public stakeholder groups participated in this year`s conference. An international presence from Canada, Germany and Korea helped to make Beneficial Reuse `96 a well-rounded affair. Selected papers have been processed separately for inclusion in the Energy Science and Technology Database.
