    An examination of the economic and legal issues of electric utility relationships with coal suppliers begins with a description of the coal industry and coal's use of power generation. The author analyzes the major economic problems and two legal institutions that are used or could be used to regulate the economic problems. He concludes that neither legal institution is adequate because public utility solutions focus almost exclusively on the cost inflation problem and antitrust solutions have too many common law loopholes. Of the approaches available in the public utility solution, the cost of service approach alone addresses all of the economic problems. However, cost of service also creates a new and more complex set of rate hearings for coal. 1 figure.

    This report presents the results of an investigation into the utilization potential of by-products from the following advanced SO/sub 2/ control processes: Atmospheric Fluidized Bed Combustion; Calcium Spray Drying; Limestone Furnace Injection; Sodium Sorbent Injection; and Calcium Sorbent Injection. Utilization applications identified as potentially feasible (from both technical and market perspectives) in the preliminary investigation (EPRI CS-5269) were evaluated through small-scale laboratory testing. The applications considered were primarily low to medium technology process and medium to high volume use applications. The laboratory test results were evaluated in concert with by-product physical, chemical and extract characteristics (developed during EPRI Research Project 2708-1) and a market assessment. Then, an economic evaluation was performed for each utilization application based upon a typical or hypothetical by-product marketing situation in which an advanced SO/sub 2/ control by-product could be substituted for a competing material on a local project or in a local product. Finally, based on the major factors considered in this project (laboratory characterization, technical feasibility evaluation, and economic and market assessments), the utilization potential for each application considered was rated as high, medium or low, and future research needs were identified. The following utilization applications were found to have a high potential for the majority of the calcium-based advanced SO/sub 2/ control by-products: road base, soil and sludge stabilization and grout applications. 76 refs., 18 figs., 70 tabs.

    In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal. Indeed, one might ask, {open_quotes}Are the abuses which gave rise to PUHCA back in the 1930`s now eradicated such that outright repeal is warranted?{close_quotes} One is reminded of that old quote from Santayana, {open_quotes}Those who cannot remember the past are condemned to repeat it.{close_quotes} There is not a more appropriate time to heed that saying than now. To lay the foundation, we need to step back in time and place ourselves in the shoes of the policy makers at the time that PUHCA was debated.

    In this paper we describe use of the Aquila active well neutron coincidence counter for nuclear material assays of {sup 235}U in multiple analytical techniques at Savannah River Site (SRS), at the Savannah River National Laboratory (SRNL), and at Argonne West National Laboratory (AWNL). The uses include as a portable passive neutron counter for field measurements searching for evidence of {sup 252}Cf deposits and storage; as a portable active neutron counter using an external activation source for field measurements searching for trace {sup 235}U deposits and holdup; for verification measurements of U-Al reactor fuel elements; for verification measurements of uranium metal; and for verification measurements of process waste of impure uranium in a challenging cement matrix. The wide variety of uses described demonstrate utility of the technique for neutron coincidence verification measurements over the dynamic ranges of 100 g-5000 g for U metal, 200 g-1300 g for U-Al, and 8 g-35 g for process waste. In addition to demonstrating use of the instrument in both the passive and active modes, we also demonstrate its use in both the fast and thermal neutron modes.

    This paper addresses several aspects of the scientific utilization of the Oak Ridge National Laboratory High Flux Isotope Reactor (HFIR). Topics to be covered will include: 1) HFIR neutron scattering instruments and the formal instrument user program; 2) Recent upgrades to the neutron scattering instrument stations at the reactor, and 3) eMod a new tool for addressing instrument modifications and providing configuration control and design process for scientific instruments at HFIR and the Spallation Neutron Source (SNS). There are 15 operating neutron instrument stations at HFIR with 12 of them organized into a formal user program. Since the last presentation on HFIR instruments at IGORR we have installed a Single Crystal Quasi-Laue Diffractometer instrument called IMAGINE; and we have made significant upgrades to HFIR neutron scattering instruments including the Cold Triple Axis Instrument, the Wide Angle Neutron Diffractometer, the Powder Diffractometer, and the Neutron Imaging station. In addition, we have initiated upgrades to the Thermal Triple Axis Instrument and the Bio-SANS cold neutron instrument detector system. All of these upgrades are tied to a continuous effort to maintain a high level neutron scattering user program at the HFIR. For the purpose of tracking modifications such as those mentioned and configuration control we have been developing an electronic system for entering instrument modification requests that follows a modification or instrument project through concept development, design, fabrication, installation, and commissioning. This system, which we call eMod, electronically leads the task leader through a series of questions and checklists that then identifies such things as ES&H and radiological issues and then automatically designates specific individuals for the activity review process.     This Annual Site Environmental Report (ASER) for 2013 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of the Santa Susana Field Laboratory (SSFL). The Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations in Area IV included development, fabrication, operation and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities in the area involved the operation of large-scale liquid metal facilities that were used for testing non-nuclear liquid metal fast breeder reactor components. All nuclear work was terminated in 1988, and all subsequent radiological work has been directed toward environmental restoration and decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Liquid metal research and development ended in 2002. Since May 2007, the D&D operations in Area IV have been suspended by the DOE, but the environmental monitoring and characterization programs have continued. Results of the radiological monitoring program for the calendar year 2013 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling. Due to the suspension of D&D activities in Area IV, no effluents were released into the atmosphere during 2013. Therefore, the potential radiation dose to the general public through airborne release was zero. Similarly, the radiation dose to an offsite member of the public (maximally exposed individual) due to direct radiation from SSFL is indistinguishable from background.     A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining. This volume presents an executive summary of the conceptual design, performance, economics, development plans, and site owner's assessment. (WHK)

    During the MED/AEC era, the Harshaw Chemical Company processed large quantities of normal uranium to produce both oxide and fluoride compounds. This work was done under contract to MED and its successor, AEC. Records indicated that at the time the AEC contract was terminated, the facility was decontaminated by Harshaw and released from AEC control in 1960. However, a search of AEC records indicated that documentation was insufficient to determine whether the decontamination work was adequate by current guidelines. Hence, a radiological assessment of the site ws initiated in 1976. The entire grounds and all buildings were surveyed using surface survey instruments to detect surface contamination and radiation detectors to determine general radiation levels. Extensive surface contamination was found throughout the site. While the major contamination was found in Plant C, significant levels of contamination also were found in 16 other buildings and at 32 exterior locations. The contaminating material seemed to be normal uranium exclusively. Air samples were taken at numerous indoor locations throughout the site, but no elevated levels of radon were detected. This was as expected since normal uranium has been separated from radium and hence radon levels are very low. Several soil samples were taken from around the site. Analyses of these samples indicated extensive soil contamination, as well as suspected contamination of the river bed in the vicinity of the plant outfall. Scheduled subsurface investigation of the site, as well as of the river bed and sewer system, have not been conducted. Levels of contamination at this site are significantly above guidelines for release of the site for unrestricted use. 57 figures, 7 tables.

    The Intense Pulsed Neutron Source (IPNS) neutron scattering facility (NSF) has been investigated for its applicability to neutron activation analysis. A polyethylene insert has been added to the vertical hole VT3 which enhances the thermal neutron flux by a factor of two. The neutron spectral distribution at this position has been measured by the multiple-foil technique which utilized 28 activation reactions and the STAYSL computer code. The validity of this spectral measurement was tested by two irradiations of National Bureau of Standards SRM-1571 (orchard leaves), SRM-1575 (pine needles), and SRM-1645 (river sediment). The average thermal neutron flux for these irradiations normalized to 10 ..mu..amp proton beam is 4.0 x 10/sup 11/ n/cm/sup 2/-s. Concentrations of nine trace elements in each of these SRMs have been determined by gamma-ray spectrometry. Agreement of measured values to certified values is demonstrated to be within experiment error.

  5. Major Modification Determination Process Utilized for Proposed Idaho National Laboratory Projects

    Over the past three years, several new projects with the potential for major modifications to existing facilities have been considered for implementation at the Idaho National Laboratory (INL). These projects were designated to take place in existing nuclear facilities with existing documented safety analyses. 10 CFR 830.206 requires the contractor for a major modification to a Hazard Category 1, 2, or 3 nuclear facility to obtain Department of Energy (DOE) approval for the nuclear facility design criteria to be used for preparation of a preliminary documented safety analysis (PDSA), as well as creation and approval of the PDSA, before the contractor can procure materials or components or begin construction on the project. Given the significant effort and expense of preparation and approval of a PDSA, a major modification determination for new projects is warranted to determine if the rigorous requirements of a major modification are actually required. Furthermore, performing a major modification determination helps to ensure that important safety aspects of a project are appropriately considered prior to modification construction or equipment procurement. The projects considered for major modification status at the INL included: treatment and packaging of unirradiated, sodium-bonded highly enriched uranium (HEU) fuel and miscellaneous casting scrap in the Materials and Fuels Complex (MFC) Fuel Manufacturing Facility (FMF); post irradiation examination of Advance Fuel Cycle Initiative (AFCI) fuel in the MFC Analytical Laboratory (AL); the Advanced Test Reactor (ATR) gas test loop (GTL); and the hydraulic shuttle irradiation system (HSIS) at ATR. The major modification determinations for three of the proposed projects resulted in a negative major modification. On the other hand, the major modification determination for the GTL project concluded that the project would require a major modification.     This is a 3-way CRADA project working together with Corning, Inc. and Hyundai Motor Co. (HMC). The project is to understand particulate emissions from gasoline direct-injection engines (GDI) and their physico-chemical properties. In addition, this project focuses on providing fundamental information about filtration and regeneration mechanisms occurring in gasoline particulate filter (GPF) systems. For the work, Corning provides most advanced filter substrates for GPF applications and HMC provides three-way catalyst (TWC) coating services of these filter by way of a catalyst coating company. Then, Argonne National Laboratory characterizes fundamental behaviors of filtration and regeneration processes as well as evaluated TWC functionality for the coated filters. To examine aging impacts on TWC and GPF performance, the research team evaluates gaseous and particulate emissions as well as back-pressure increase with ash loading by using an engine-oil injection system to accelerate ash loading in TWC-coated GPFs.

    The US Department of Energy (DOE) has implemented a program to decontaminate radioactively contaminated sites that were formerly utilized by the Manhattan Engineer District (MED) and/or the Atomic Energy Commission (AEC) for activities that included handling of radioactive material. This program is referred to as the ''Formerly Utilized Sites Remedial Action Program'' (FUSRAP). Among these sites are Jones Chemical Laboratory, Ryerson Physical Laboratory, Kent Chemical Laboratory, and Eckhart Hall of The University of Chicago, Chicago, Illinois. Since 1977, the University of Chicago decontaminated Kent Chemical Laboratory as part of a facilities renovation program. All areas of Eckhart Hall, Ryerson Physical Laboratory, and Jones Chemical Laboratory that had been identified as contaminated in excess of current guidelines in the 1976-1977 surveys were decontaminated to levels where no contamination could be detected relative to natural backgrounds. All areas that required defacing to achieve this goal were restored to their original condition. The radiological evaluation of the sewer system, based primarily on the radiochemical analyses of sludge and water samples, indicated that the entire sewer system is potentially contaminated. While this evaluation was defined as part of this project, the decontamination of the sewer system was not included in the purview of this effort. The documentation included in this report substantiates the judgment that all contaminated areas identified in the earlier reports in the three structures included in the decontamination effort (Eckhart Hall, Ryerson Physical Laboratory, and Jones Chemical Laboratory) were cleaned to levels commensurate with release for unrestricted use.

The IESM was used to simulate 20 houses with home energy management systems on a single feeder under a time-of-use (TOU) tariff to estimate economic and physical impacts on both the households and the distribution utilities. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    This document summarizes the tasks identified for National Laboratory technical support of Ocean Renewable Power Corporation (ORPC) DOE grant awarded under the FY10 Industry Solicitation DE-FOA-0000293: Technology Readiness Advancement Initiative. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System. The Turbine Generator Unit (TGU) each have a rated capacity of 150 to 175 kW, and they are mounted on bottom support frames and connected to an onshore substation using an underwater power and control cable. This system is designed for tidal energy applications in water depths from 60 to 150 feet. In funding provided separately by DOE, National Laboratory partners NREL and SNL will provide in-kind resources and technical expertise to help ensure that industry projects meet DOE WWPP (Wind and Water Power Program) objectives by reducing risk to these high value projects.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared. The existing Paint Creek Unit 4 is a natural-gas-fired, baseload unit with a dependable net power output of 110 MWe. It is a reheat unit, has a main steam temperature and pressure of 538/sup 0/C (1000/sup 0/F) and 12.41 MPa (1800 psig), respectively, has a reheat temperature of 538/sup 0/C (1000/sup 0/F), and was placed in operation in 1972. On this conceptual design study program, a large number of trade studies and optimizations were carried out, in order to derive the most cost-effective design that had the greatest potential for widespread application and commercialization. As a result of these studies, the optimum power level for the solar part of the plant was determined to be 60 MWe, and provisions were made to store enough solar energy, so that the solar part of the plant would produce, on March 21 (equinox), 60 MWe of electric power for a period of 4 h after sunset. The tower in this system is 154 m (505 ft) high to the midpoint of the receiver, and is surrounded by 7882 heliostats (mirrors), each of which is 6.7 m (22 ft) by 7.3 m (24 ft). The mirror field occupies 1.74 x 10/sup 6/ m/sup 2/ (430 acres), and extends 1040 m (3400 ft) to the north of the tower, 550 m (1800 ft) to the south of the tower, and is bounded on the east and west by Lake Stamford. The receiver, which is of the external type, is 15.4 m (50.5 ft) high by 14 m (45.9 ft) in diameter, and is capable of absorbing a maximum of 226 MW of thermal energy. The set of sodium-to-steam generators consists of an evaporator, a superheater, and a reheater, the power ratings of which are 83.2, 43.7, and 18.1 MWt, respectively.     Diesel engines can offer substantially higher fuel efficiency, good driving performance characteristics, and reduced carbon dioxide (CO2) emission compared to stoichiometric gasoline engines. Despite the increasing public demand for higher fuel economy and reduced dependency on imported oil, however, meeting the stringent emission standards with affordable methods has been a major challenge for the wide application of these fuel-efficient engines in the US market. The selective catalytic reduction of NOx by urea (urea-SCR) is one of the most promising technologies for NOx emission control for diesel engine exhausts. To ensure successful NOx emission control in the urea-SCR technology, both a diesel oxidation catalyst (DOC) and a urea-SCR catalyst with high activity and durability are critical for the emission control system. Because the use of this technology for light-duty diesel vehicle applications is new, the relative lack of experience makes it especially challenging to satisfy the durability requirements. Of particular concern is being able to realistically simulate actual field aging of the catalyst systems under laboratory conditions, which is necessary both as a rapid assessment tool for verifying improved performance and certifiability of new catalyst formulations. In addition, it is imperative to develop a good understanding of deactivation mechanisms to help develop improved catalyst materials. In this CRADA program, General Motors Company and PNNL have investigated fresh, laboratory- and vehicle-aged DOC and SCR catalysts. The studies have led to a better understanding of various aging factors that impact the long-term performance of catalysts used in the urea-SCR technology, and have improved the correlation between laboratory and vehicle aging for reduced development time and cost. This Final Report briefly highlights many of the technical accomplishments and documents the productivity of the program in terms of peer-reviewed scientific publications

    The US Department of Energy (DOE) is sponsoring the Utility Battery Storage Systems Program at Sandia National Laboratories and its contractors. This program is specifically aimed at developing battery energy storage systems for electric utility applications commencing in the mid to late 1990s. One factory-integrated utility battery system and three battery technologies: sodium/sulfur, zinc/bromine, and lead-acid are being developed under this program. In the last few years the emphasis of this program has focused on battery system development. This emphasis has included greater interactions with utilities to define application requirements. Recent activities have identified specific applications of battery energy storage in certain utility systems and quantified the value of these applications to these utility companies. In part due to these activities, battery energy storage is no longer regarded by utilities as a load-leveling resource only, but as a multifunction, energy management resource.

    A comprehensive radiological assessment of Kent Laboratory was conducted during September 1977, by the ANL Radiological Survey Group to determine if any radioactive contamination remained. The results of the assessment indicated the need for remedial action. Since 1977, the University has decontaminated this laboratory building, and in May 1983, the Department of Energy requested the ANL Radiological Survey Group to conduct a post-remedial-action survey. All the contaminated areas identified during the 1977 assessment were rechecked. Contamination remained in six of the rooms. Further decontamination of these areas was conducted by university personnel, and as a result, these areas are now free of contamination. However, a contaminated clay pipe in the attic remained. The clay pipe has since been removed and disposed of as solid radioactive waste. During the post-remedial-action survey, six soil samples were collected from excavation trenches dug in Rooms 1 and 2 as part of the University's remedial action efforts. Also, four sludge samples were taken from below the manhole covers in the basement of Kent Chemical Laboratory to assess the radiological condition of the sewer system. A radiological assessment of the sewer system had not been accomplished during the 1977 survey as per program direction. Radiochemical (fluorometric) and gamma-spectral analyses indicated that eight out of ten soil and sludge samples contained levels of radioactivity above expected background concentrations. The soil has since been further excavated. The building is now free of radioactive contamination in excess of background levels; however, the sewers do contain radioactive materials above background levels since contamination was found at appropriate access points. 6 references, 16 figures, 7 tables.

    A comprehensive radiological survey was conducted at the Kent Chemical Laboratory at the University of Chicago, Chicago, Illinois. General radiochemistry and/or physics research was performed at this facility during the MED/AEC era in the 1940s. The building is now used as laboratories, offices, and classrooms. The survey was undertaken to determine the location and quantities of any radioactive materials remaining from the MED/AEC operations. Nineteen spots of contamination possibly resulting from MED/AEC occupancy in 12 rooms exceeded the allowable limits for /sup 226/Ra and /sup 239/Pu as given in the ANSI Standard N13.12. Under current use conditions, the potential for radiation exposure to occupants of this building from these sources of contamination is remote. Concentrations of radon daughters in the air of the building were below the limit of 0.01 Working Level above background as given in the Surgeon General's Guidelines. Concentrations of radionuclides in soil samples from near the laboratory were essentially at background levels. The maximum potential dose for external penetrating radiation resulting from exposure to the radioactivity remaining from MED/AEC operations was calculated to be 500 mrem a year, which is equal to the 500 mrem standard for an individual in an uncontrolled area. In order to reduce the potential for radiation exposure, remedial measures such as stabilization of the contamination in place would be applicable as a short-term measure. In order to reduce the risk in the event that building modifications take place in the future, health physics procedures and coverage are recommended. The long-term solution would involve decontamination by removal of the radioactive residues from the 12 rooms or areas where contamination possibly resulting from MED/AEC activities was detected.

The presumed maximum potential dose for external penetrating radiation resulting from exposure to the radioactivity remaining from MED/AEC operations was calculated to be 140 mrem a year, which is 30% of the 500-mrem standard for an individual in an uncontrolled area. In order to reduce the potential for radiation exposure, remedial measures such as stabilization of the contamination in place would be applicable as a short-term measure. In order to reduce the risk in the event that building modifications take place in the future, health physics procedures and coverage are recommended. The long-term solution would involve decontamination by removal of the radioactive residues from the 26 rooms or areas where contamination possibly resulting from MED/AEC activities was detected.

    A radiological survey was conducted at the Universal Cyclops, Inc. Titusville Plant (formerly Vulcan Crucible Steel Company), in Aliquippa, Pennsylvania, to determine the location and quantities of any radioactive materials remaining on the site as a result of MED/AEC activities in the late 1940s. This facility was used for rolling uranium billets during the MED/AEC era. The survey included measurements of alpha and beta-gamma contamination, both fixed and removable; beta-gamma exposure readings at contact and at 1 m (3 ft) above the floor or ground level; and measurements of the concentrations of radon daughters in air and concentrations of /sup 137/Cs, the /sup 232/Th decay chain, the /sup 226/Ra decay chain, and uranium in the soil on the site. Fourteen spots of contamination exceeded the allowable limits for natural uranium. Under current use conditions, the potential for radiation exposure of occupants of the building from these sources of contamination is remote. Concentrations of radon daughters were below the 0.01 WL limit. Calculated radon concentrations based on the radon-daughter determinations ranged from 0.11 to 0.27 pCi/l. The concentration guide for /sup 222/Rn in uncontrolled areas is 3 pCi/l. Analysis of soil samples from the site indicated elevated concentrations of uranium (15.1 +- 0.7 to 109.0 +- 5.5 pCi/g) at one sampling location near the building. There currently are no regulatory limits for uranium concentration in soil, but, a proposed guide value is pCi/g. After evaluation of results of the survey, it was concluded that although some areas of the Universal Cyclops facility are contaminated, these areas do not pose a significant risk to the present occupants of the building. Nonetheless, in a few cases the contamination does exceed accepted guidelines. Remedial measures are indicated to bring the contaminated areas within the guidelines.
