    This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

    In December of 2009-10, King County Housing Authority (KCHA) implemented energy retrofit improvements in the Cascade multifamily community, located in Kent, Washington (marine climate.)This research effort involved significant coordination from stakeholders KCHA, WA State Department of Commerce, utility Puget Sound Energy, and Cascade tenants.     This second edition is an update of biomass energy production and use in Washington State for 1989. The purpose of this directory is to provide a listing of known biomass users within the state and some basic information about their facilities. The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington`s industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state`s total industrial fuel demand. This is a sizable contribution to the state`s energy needs.

    This is the fourth edition of the Washington Directory of Biomass Energy Facilities, the first edition was published in 1987. The purpose of this directory is to provide a listing of and basic information about known biomass producers and users within the state to help demonstrate the importance of biomass energy in fueling our state`s energy needs. In 1992 (latest statistical year), estimates show that the industrial sector in Washington consumed nearly 128 trillion Btu of electricity, nearly 49.5 trillion Btu of petroleum, over 82.2 trillion Btu of natural gas, and over 4.2 trillion Btu of coal. Facilities listed in this directory generated approximately 114 trillion Btu of biomass energy - 93 trillion were consumed from waste wood and spent chemicals. In the total industrial energy picture, wood residues and chemical cooking liquors placed second only to electricity. This directory is divided into four main sections biogas production, biomass combustion, ethanol production, and solid fuel processing facilities. Each section contains maps and tables summarizing the information for each type of biomass. Provided in the back of the directory for reference are a conversion table, a table of abbreviations, a glossary, and an index. Chapter 1 deals with biogas production from both landfills and sewage treatment plants in the state. Biogas produced from garbage and sewage can be scrubbed and used to generate electricity. At the present time, biogas collected at landfills is being flared on-site, however four landfills are investigating the feasibility of gas recovery for energy. Landfill biogas accounted for approximately 6 percent of the total biomass reported. Sewage treatment biogas accounted for 0.6 percent. Biogas generated from sewage treatment plants is primarily used for space and process heat, only one facility presently scrubs and sells methane. Together, landfill and sewage treatment plant biogas represented over 6.6 percent of the total biomass reported.

    This report describes the Pacific Northwest Laboratory`s (PNL`s) evaluation of the Washington State Energy Code Program (WSECP). In 1990, the Washington State Legislature passed a residential energy efficiency code to be effective July 1, 1992. Bonneville supported passage and implementation of the code to ensure that new residences in the State of Washington were as energy efficient as economically feasible. The Washington State Energy Office (WSEO) is conducting the WSECP for Bonneville to support code implementation. This support takes several forms, including providing training to code enforcement officials, technical support both in the field and through telephone ``hot lines,`` and computerized tools to review house plans for code compliance. WSEO began implementing the WSECP in 1992, prior to the effective date of the new code. This first phase of the WSECP was the subject of an earlier process evaluation conducted by PNL. From that evaluation PNL found that most new homes being built immediately after the code went into effect were ``grand-fathered`` under the old code. The training program for the new code was in place and sessions were being attended by the jurisdictions but it was too early to determine if the training was effective in improving code compliance and easing the transition to the new energy code. That is the subject of this evaluation.

The conference concluded with more than 140 governments, international organizations, and private-sector representatives pledging to advance the uptake of renewable energy. The U.S. government authorized the National Renewable Energy Laboratory (NREL) to estimate the carbon dioxide (CO2) savings that would result from the pledges made at the 2008 conference.     This manual is designed to provide building department personnel with specific inspection and plan review skills and information on provisions of the 1991 edition of the Washington State Energy Code (WSEC). It also provides information on provisions of the new stand-alone Ventilation and Indoor Air Quality (VIAQ) Code.The intent of the WSEC is to reduce the amount of energy used by requiring energy-efficient construction. Such conservation reduces energy requirements, and, as a result, reduces the use of finite resources, such as gas or oil. Lowering energy demand helps everyone by keeping electricity costs down. (It is less expensive to use existing electrical capacity efficiently than it is to develop new and additional capacity needed to heat or cool inefficient buildings.) The new VIAQ Code (effective July, 1991) is a natural companion to the energy code. Whether energy-efficient or not, an homes have potential indoor air quality problems. Studies have shown that indoor air is often more polluted than outdoor air. The VIAQ Code provides a means of exchanging stale air for fresh, without compromising energy savings, by setting standards for a controlled ventilation system. It also offers requirements meant to prevent indoor air pollution from building products or radon.

    Energy efficiency retrofits (EERs) face many challenges on the path to scalability. Limited budgets, cost effectiveness, risk factors, and accessibility impact the type and the extent of measures that can be implemented feasibly to achieve energy savings goals. Group home retrofits can face additional challenges than those in single family homes - such as reduced access (occupant-in-place restrictions) and lack of incentives for occupant behavioral change. This project studies the specification, implementation, and energy savings from an EER in a group home, with an energy savings goal of 30%. This short term test report chronicles the retrofit measures specified, their projected cost-effectiveness using building energy simulations, and the short term test results that were used to characterize pre-retrofit and post-retrofit conditions. Additionally, the final report for the project will include analysis of pre- and post-retrofit performance data on whole building energy use, and an assessment of the energy impact of occupant interface with the building (i.e., window operation). Ultimately, the study's results will be used to identify cost effective EER measures that can be implemented in group homes, given constraints that are characteristic of these buildings. Results will also point towards opportunities for future energy savings.

    The likely environmental, social, and institutional impacts of selected energy-conservation measures in two communities in Washington state are reported. The five conservation measures investigated in this study were: (1) retrofitting existing buildings; (2) district heating and Integrated Community Energy Systems (ICES); (3) small automobiles and vehicle redesign; (4) land-use and housing modifications; and (5) electric-utility rate reform. Twenty potential impact areas were selected for analysis. These areas were divided into five categories of environmental impacts, economic impacts, community impacts, personal impacts, and overall quality of life in the community. The research was conducted in Seattle and Yakima, Washington. In each location, about two dozen public officials and business, labor, and community leaders were interviewed. Their diverse views are summarized. The Seattle respondents saw energy conservation as a highly desirable policy with a number of temporary, transitional problems arising as energy-conservation measures were implemented. Yakima respondents, in contrast, did not expect to encounter many serious energy problems in the foreseeable future and consequently viewed energy conservation as a relatively minor community concern. Moreover, they anticipated that many conservation measures, if implemented by the government, would encounter either apathy or resistance in their community. Two broad generalizations can bedrawn from these interviews: (1) energy conservation will basically be beneficial for the natural environment and our society; and (2) if energy conservation does become a dominant thrust in our society, it could stimulate and reinforce a much broader process of fundamental social change.     Washington State's geothermal potential is wide spread. Hot springs and five strato volcanoes existing throughout the Cascade Range, limited hot spring activity on the Olympic Peninsula, and broad reaching, low temperature geothermal resources found in the Columbia Basin comprise the extent of Washington's known geothermal resources. Determination of resource ownership is the first step in proceeding with geothermal exploration and development activities. The federal and state processes are examined from pre-lease activity through leasing and post-lease development concerns. Plans, permits, licenses, and other requirements are addressed for the federal, state, and local level. Lease, permit, and other forms for a number of geothermal exploration and development activities are included. A map of public lands and another displaying the measured geothermal resources throughout the state are provided.

    Understanding and providing proactive information on the potential for tidal energy projects to cause changes to the physical system and to key water quality constituents in tidal waters is a necessary and cost-effective means to avoid costly regulatory involvement and late stage surprises in the permitting process. This paper presents a modeling study for evaluating the tidal energy extraction and its potential impacts on the marine environment in a real world site - Tacoma Narrows of Puget Sound, Washington State, USA. An unstructured-grid coastal ocean model, fitted with a module that simulates tidal energy devices, was applied to simulate the tidal energy extracted by different turbine array configurations and the potential effects of the extraction at local and system-wide scales in Tacoma Narrows and South Puget Sound. Model results demonstrated the advantage of an unstructured-grid model for simulating the far-field effects of tidal energy extraction in a large model domain, as well as assessing the near-field effect using a fine grid resolution near the tidal turbines. The outcome shows that a realistic near-term deployment scenario extracts a very small fraction of the total tidal energy in the system and that system wide environmental effects are not likely; however, near-field effects on the flow field and bed shear stress in the area of tidal turbine farm are more likely. Model results also indicate that from a practical standpoint, hydrodynamic or water quality effects are not likely to be the limiting factor for development of large commercial-scale tidal farms. Results indicate that very high numbers of turbines are required to significantly alter the tidal system; limitations on marine space or other environmental concerns are likely to be reached before reaching these deployment levels. These findings show that important information obtained from numerical modeling can be used to inform regulatory and policy processes for tidal energy development.

    Energy efficiency retrofits (EERs) face many challenges on the path to scalability. Limited budgets, cost effectiveness, risk factors, and accessibility impact the type and the extent of measures that can be implemented feasibly to achieve energy savings goals. Group home retrofits can face additional challenges than those in single family homes – such as reduced access (occupant-in-place restrictions) and lack of incentives for occupant behavioral change. This project studies the specification, implementation, and energy savings from an EER in a group home, with an energy savings goal of 30%. This short term test report chronicles the retrofit measures specified, their projected cost-effectiveness using building energy simulations, and the short term test results that were used to characterize pre-retrofit and post-retrofit conditions. Additionally, the final report for the project will include analysis of pre- and post-retrofit performance data on whole building energy use, and an assessment of the energy impact of occupant interface with the building (i.e., window operation). Ultimately, the study’s results will be used to identify cost effective EER measures that can be implemented in group homes, given constraints that are characteristic of these buildings. Results will also point towards opportunities for future energy savings.

    Cleanup of the Hanford River Corridor has been one of Hanford Site's top priorities since the early 1990's. This urgency is due to the proximity of hundreds of waste sites to the Columbia River and the groundwater that continues to threaten the Columbia River. In April 2005, the U.S. Department of Energy, Richland Operations Office (DOE-RL) awarded the Hanford River Corridor Closure Contract (RCCC), a cost-plus incentive-fee closure contract with a 2015 end date and first of its kind at Hanford Site, to Washington Closure Hanford (WCH), a limited-liability company owned by URS, Bechtel National, and CH2M HILL. WCH is a single-purpose company whose goal is to safely, compliantly, and efficiently accelerate cleanup in the Hanford River Corridor and reduce or eliminate future obligations to DOE-RL for maintaining long-term stewardship over the site. Accelerated performance of the work-scope while keeping a perspective on contract completion presents challenges that require proactive strategies to support the remaining work-scope through the end of the RCCC. This paper outlines the processes to address the challenges of completing work-scope while planning for contract termination. WCH is responsible for cleanup of the River Corridor 569.8 km{sup 2} (220 mi{sup 2}) of the 1,517.7 km{sup 2} (586 mi{sup 2}) Hanford Site's footprint reduction. At the end of calendar year 2011, WCH's closure implementation is well underway. Fieldwork is complete in three of the largest areas within the RCCC scope (Segments 1, 2, and 3), approximately 44.5% of the River Corridor (Figure 3). Working together, DOE-RL and WCH are in the process of completing the 'paper work' that will document the completion of the work-scope and allow DOE-RL to relieve WCH of contractual responsibilities and transition the completed areas to the Long-Term Stewardship Program, pending final action RODs.     The Greening of the Department of Energy Headquarters is a comprehensive, multi-year project designed to identify and implement specific actions DOE can take to save energy and money, improve the comfort and productivity of employees, and benefit the environment. It is part of the Administration`s overall effort to promote greening in all of the nation`s federal buildings. Present Clinton started the Greening of the White House in 1993, and similar efforts have been undertaken by the Department of Defense at the Pentagon, the National Park Service at the Presidio, and now the Department of Energy at the Forrestal and Germantown buildings. The Greening of the Department of Energy Headquarters, An Action Plan for Success (Action Plan), unveiled on April 22, 1996, outlined more than 80 action items for DOE`s Forrestal and Germantown buildings. The action items were designed to increase energy efficiency, improve resource management, improve air quality, reduce water use, reduce paper use, improve landscape management, improve maintenance and operational procedures, increase employee participation, and promote education and outreach. In the two years since the Action Plan was introduced, the Department of Energy has made major progress in implementing specific action items designed to target four major subject areas: (1) Energy Efficiency; (2) Resource Management; (3) Air, Water, Landscape, and (4) Human Factors. This report outlines the status of the recommendations of the Action Plan since they were introduced two years ago.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    The U.S. Department of Energy’s (DOE) Office of Basic Energy Sciences (BES) and Office of Advanced Scientific Computing Research (ASCR) workshop in August 2009 on extreme-scale computing provided a forum for more than 130 researchers to explore the needs and opportunities that will arise due to expected dramatic advances in computing power over the next decade. This scientific community firmly believes that the development of advanced theoretical tools within chemistry, physics, and materials science—combined with the development of efficient computational techniques and algorithms—has the potential to revolutionize the discovery process for materials and molecules with desirable properties. Doing so is necessary to meet the energy and environmental challenges of the 21st century as described in various DOE BES Basic Research Needs reports. Furthermore, computational modeling and simulation are a crucial complement to experimental studies, particularly when quantum mechanical processes controlling energy production, transformations, and storage are not directly observable and/or controllable. Many processes related to the Earth’s climate and subsurface need better modeling capabilities at the molecular level, which will be enabled by extreme-scale computing.

    Congress has made progress on key legislation this summer. The House of Representatives passed an appropriations bill which authorizes spending for DOE and the NRC for FY91. The Senate has yet to consider an energy appropriations bill, but as the House bill exceeds the administration request for funding by $575 million, it will likely experience substantial cuts before its final passage. At the end of the month, the Senate Energy & Natural Resources Committee held a hearing on the Smith Barney report on the Uranium Enrichment Enterprise. Since the Senate has already passed a uranium enrichment restructuring bill, attention has shifted to the House where some Representatives have expressed interest in holding a hearing on the report. After almost a month`s delay, the House has named its representatives to the Clean Air Act Conference Committee. The Senate will have nine committee members, and the House will have 142 conferees from seven committees. Final action on the clean air bill is likely before November`s Congressional elections. Finally, although it appeared the utilities had a chance to hold their payment of NRC user fees at 45 percent of the NRC`s budget level, President Bush`s decision to discuss taxes as part of the budget negotiations increases the likelihood of higher user fees-possibly as high as 100 percent of the NRC budget. The American Nuclear Energy Council (ANEC) estimates that the President`s proposal to recover 100 percent of the NRC`s budget through user fees is the second largest revenue item among the user fees proposed.
