    The proposed Half Moon Cove Tidal Power Project would be located in a small cove in the northern part of Cobscook Bay in the vicinity of Eastport, Maine. The project would be the first tidal electric power generating plant in the United States of America. The basin impounded by the barrier when full will approximate 1.2 square miles. The average tidal range at Eastport is 18.2 feet. The maximum spring tidal range will be 26.2 feet and the neap tidal range 12.8 feet. The project will be of the single pool-type single effect in which generation takes place on the ebb tide only. Utilizing an average mean tidal range of 18.2 feet the mode of operation enables generation for approximately ten and one-half (10-1/2) hours per day or slightly in excess of five (5) hours per tide. The installed capacity will be 12 MW utilizing 2 to 6 MW units. An axial flow, or Bulb type of turbine was selected for this study.

    The code verification (COVE) activity of the Nevada Nuclear Waste Storage Investigations (NNWSI) Project is the first step in certification of flow and transport codes used for NNWSI performance assessments of a geologic repository for disposing of high-level radioactive wastes. The goals of the COVE activity are (1) to demonstrate and compare the numerical accuracy and sensitivity of certain codes, (2) to identify and resolve problems in running typical NNWSI performance assessment calculations, and (3) to evaluate computer requirements for running the codes. This report describes the work done for COVE 1, the first step in benchmarking some of the codes. Isothermal calculations for the COVE 1 benchmarking have been completed using the hydrologic flow codes SAGUARO, TRUST, and GWVIP; the radionuclide transport codes FEMTRAN and TRUMP; and the coupled flow and transport code TRACR3D. This report presents the results of three cases of the benchmarking problem solved for COVE 1, a comparison of the results, questions raised regarding sensitivities to modeling techniques, and conclusions drawn regarding the status and numerical sensitivities of the codes. 30 refs.

    In 1978, ships began unloading LNG from Algeria at Cove Point`s berthing facilities 1.25 miles offshore. An underwater pipeline transported the LNG to land, where it was stored in the terminal`s four 140-foot-high cryogenic storage tanks. When the LNG was needed, the terminals 10 vaporizers converted it back to gas for send out via an 87-mile-long, 36-inch-diameter pipeline linking the terminal with interstate pipelines of CNG Transmission Corp. and Columbia Gas Transmission Corp. in Loudon County, Va. But Cove Point handled only about 80 shiploads of LNG before shutting down in December 1980, after a dispute about gas prices between US customers and Algeria. The plant sat dormant until the natural gas industry`s deregulation under Order 636. Deregulation resulted in major pipelines abandoning their sales service, and gas distributors and large customers found it was now their obligation to ensure that they had adequate gas supplies during winter peak-demand periods. Enter Cove Point`s peaking capabilities. They had to add the liquefaction unit and recommission other parts of the plant, but the timing was right. Cove Point`s new liquefaction unit is liquefying about 15 million cubic feet (MMcf) of LNG per day of domestic gas. It chills the gas to {minus}260 degrees Fahrenheit to turn it into a liquid for injection and storage in one of the facility`s double-walled insulated tanks. During its initial injection season, which ends Dec. 15, Cove Point is expected to produce enough LNG to almost fill one tank, which can store up to 1.25 billion cubic feet (Bcf). Were the gas not intended for peak-shaving purposes, it would be enough to supply 14,000 homes for a year. As it is, most of the gas will be returned as pipeline gas, during next January and February`s expected cold snaps, to the utilities and users who supplied it. Cove Point`s initial daily sendout capacity is about 400 MMcf.

    The Tennessee Valley Authority (TVA) is required by the National Pollutant Discharge Elimination System (NPDES) Permit for Sequoyah Nuclear Plant (SQN) to conduct and report annually a nonradiological operational monitoring program to evaluate potential effects of SQN on Chickamauga Reservoir. This monitoring program was initially designed to identify potential changes in water quality and biological communities in Chickamauga Reservoir resulting from operation of SQU. Chickamauga Reservoir cove rotenone sampling has also been conducted as part of the preoperational monitoring program for Watts Bar Nuclear Plant (WBN) to evaluate the combined effects of operating two nuclear facilities on one reservoir once WBU becomes operational. The purpose of this report is to present results of cove rotenone sampling conducted on Chickamauga Reservoir in 1992.

    The Federal Energy Regulatory Commission (FERC) prepared an EA that examined the potential environmental impacts of a proposal to add natural gas liquefaction and exportation capabilities to the existing Cove Point LNG Terminal.     The purpose of the the Code Verification (COVE) 2A benchmarking activity is to assess the numerical accuracy of several computer programs for the Yucca Mountain Site Characterization Project of the Department of Energy. This paper presents a brief description of the computer program TOSPAC and a discussion of the calculational effort and results generated by TOSPAC for the COVE 2A problem set. The calculations were performed twice. The initial calculations provided preliminary results for comparison with the results from other COVE 2A participants. TOSPAC was modified in response to the comparison and the final calculations included a correction and several enhancements to improve efficiency. 8 refs.

    Six steady-state and six transient benchmarking calculations have been performed, using the finite element code NORIA, to simulate one-dimensional infiltration into Yucca Mountain. These calculations were made to support the code verification (COVE 2A) activity for the Yucca Mountain Site Characterization Project. COVE 2A evaluates the usefulness of numerical codes for analyzing the hydrology of the potential Yucca Mountain site. Numerical solutions for all cases were found to be stable. As expected, the difficulties and computer-time requirements associated with obtaining solutions increased with infiltration rate. 10 refs., 128 figs., 5 tabs.

    In the middle of the UC Berkeley campus, next to the Main Library, South Hall is the last surviving building from the original campus, founded about 135 years ago. A tiny tree-shaded appendix to this venerated classical building houses Berkeley's Center for Studies in Higher Education, directed by C. Judson King, former Provost and Senior Vice President--Academic Affairs of the ten-campus University of California and long-time Professor of Chemical Engineering at Berkeley. Jud came to Berkeley in 1963 as assistant professor of chemical engineering, following receipt of a doctor's degree from MIT and a subsequent short appointment as director of the MIT chemical engineering practice school station at what was then Esso (now Exxon) in New Jersey. His undergraduate degree is from Yale. Starting with his MIT doctoral dissertation on gas absorption, Jud has devoted much of his professional career to separation processes. His teaching and research activities have been primarily concerned with separation of mixtures with emphasis on liquid-liquid extraction and drying. As a consultant to Procter and Gamble, he contributed to the technology of making instant coffee. His life-long activities in hiking and camping stimulated Jud's interest in the manufacture of freeze-dried foods (e.g. turkey meat) to minimize the weight of his hiking back-pack. Jud is internationally known not only for his many research publications but even more, for his acclaimed textbook ''Separation Processses'' (McGraw-Hill, second edition 1980) that is used in standard chemical engineering courses in the US and abroad.

    The configuration and stability of the present coast line near Abalone Cove, on the south side of Palos Verdes Peninsula, California is related to the geology, oceanographic conditions, and recent and ancient landslide activity. This case study utilizes offshore high resolution seismic profiles, side-scan sonar, diving, and coring, to relate marine geology to the stability of a coastal region with known active landslides utilizing a desk top computer and off-the-shelf software. Electronic navigation provided precise positioning that when applied to computer generated charts permitted correlation of survey data needed to define the offshore geology and sea floor sediment patterns. A mackintosh desk-top computer and commercially available off-the-shelf software provided the analytical tools for constructing a base chart and a means to superimpose template overlays of topography, isopachs or sediment thickness, bottom roughness and sediment distribution patterns. This composite map of offshore geology and oceanography was then related to an extensive engineering and geological land study of the coastal zone forming Abalone Cove, an area of active landslides. Vibrocoring provided ground sediment data for high resolution seismic traverses. This paper details the systems used, present findings relative to potential landslide movements, coastal erosion and discuss how conclusions were reached to determine whether or not onshore landslide failures extend offshore.

    The Federal Energy Regulatory Commission (FERC) prepared an EIS that assesses the potential environmental impacts of a proposal to construct and operate the Jordan Cove Liquefaction and Pacific Connector Pipeline Projects, respectively a proposed new liquefied natural gas (LNG) export terminal and associated facilities in Coos County, Oregon, and a natural gas pipeline between the Malin Hub in Klamath County, Oregon, and the Jordan Cove terminal. DOE is a cooperating agency in preparing the EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest. (DOE's participation as a cooperating agency and assignment of a document number are not a commitment that DOE will adopt or supplement the EIS.)

    AK Steel`s (formerly Armco) BOF shop was using a static precipitator for the primary collection. The system was designed for full combustion in the gas collecting hoods. No secondary dust collection was in place. A detailed study on alternative solutions led to a completely different system in 1990, and an order was awarded to Mannesmann Demag Corp. (MDC) in Dec. 1990. The new gas collection system is using suppressed combustion with the capability to collect Co at a later stage. The gas cleaning uses the Mannesmann Demag Baumco scrubber with a venturi throat for gas flow control. All auxiliary components, water treatment plant, electric substations and sludge handling were designed and supplied by MDC. The secondary dust collection covers the hot metal and scrap charging into the BOF`s, reladling, desulfurization and deslagging by a pulse jet baghouse. All emission limits set by the EPA and guaranteed by MDC have been met by the systems installed.

    In this paper, we design a new three dimensional King Cobra face shaped fractional order chaotic system. The multi-scale synchronization scheme of two fractional order chaotic systems is described. The necessary conditions for the multi-scale synchronization of two identical fractional order King Cobra chaotic systems are derived through feedback control. A new cryptosystem is proposed for an image encryption and decryption by using synchronized fractional order King Cobra chaotic systems with the supports of multiple cryptographic assumptions. The security of the proposed cryptosystem is analyzed by the well known algebraic attacks. Numerical simulations are given to show the effectiveness of the proposed theoretical results.

    Staff of the King County Wastewater Treatment Division (WTD) have concern about the aftermath of a radiological dispersion event (RDE) leading to the introduction of significant quantities of radioactive material into the combined sanitary and storm sewer system in King County, Washington. Radioactive material could come from the use of a radiological dispersion device (RDD). RDDs include "dirty bombs" that are not nuclear detonations but are explosives designed to spread radioactive material (National Council on Radiation Protection and Measurements (NCRP) 2001). Radioactive material also could come from deliberate introduction or dispersion of radioactive material into the environment, including waterways and water supply systems. This document develops plausible and/or likely scenarios, including the identification of likely radioactive materials and quantities of those radioactive materials to be involved. These include 60Co, 90Sr, 137Cs, 192Ir, 226Ra, plutonium, and 241Am. Two broad categories of scenarios are considered. The first category includes events that may be suspected from the outset, such as an explosion of a "dirty bomb" in downtown Seattle. The explosion would most likely be heard, but the type of explosion (e.g., sewer methane gas or RDD) may not be immediately known. Emergency first responders must be able to quickly detect the radioisotopes previously listed, assess the situation, and deploy a response to contain and mitigate (if possible) detrimental effects resulting from the incident. In such scenarios, advance notice of about an hour or two might be available before any contaminated wastewater reaches a treatment plant. The second category includes events that could go initially undetected by emergency personnel. Examples of such a scenario would be the inadvertent or surreptitious introduction of radioactive material into the sewer system.     The Tulare Lake field is located in Kings County, California, on the west side of the San Joaquin Valley and 10 mi east of the Kettleman Hills (North Dome) field and 30 mi souuheast of the city of Coalinga. The field was discovered by Husky Oil Co. (Marathon) in October 1981 with the completion of the Boswell 22-16, Sec. 16, T22S, R20E from sands in the Burbank formation of Oligocene geologic age. Chevron USA offset the Husky discovery well with the completion of the Salyer 678X, Sec. 8, T22S, R20E, in May 1983. Both Chevron and Husky have continued an orderly development of the field, and to date Chevron has 9 producing wells and Husky 10 producing wells. Production is found in the Burbank formation at a vertical depth below 12,800 ft. The entrapment of hydrocarbons is caused by a low amplitude, seismically subtle, anticlinal fold trending northwest/southeast. Isochore maps of the Burbank formation show that stratigraphy is important in the distribution of the four producing sand intervals. Oil gravities form the sands vary 39/sup 0/ API to 51/sup 0/ API and the GOR ranges from 1050 to over 5500. As of January 1, 1984, the field has a cumulative production of 1.7 million bbl of oil and 3.5 billion ft/sup 3/ of gas.

    In 2008, Air Products and Chemicals, Inc. (Air Products) began development of a project to beneficially utilize waste blast furnace topgas generated in the course of the iron-making process at AK Steel Corporations Middletown, Ohio works. In early 2010, Air Products was awarded DOE Assistance Agreement DE-EE002736 to further develop and build the combined-cycle power generation facility. In June 2012, Air Products and AK Steel Corporation terminated work when it was determined that the project would not be economically viable at that time nor in the foreseeable future. The project would have achieved the FOA-0000044 Statement of Project Objectives by demonstrating, at a commercial scale, the technology to capture, treat, and convert blast furnace topgas into electric power and thermal energy.

    This is the fifth and final report in a series documenting progress of the pre-construction eelgrass restoration and mitigation activities for the proposed King County Brightwater marine outfall, discharging to Puget Sound near Point Wells, Washington. King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions, after construction of the outfall. Major eelgrass mitigation program elements include: a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over a 5 year period prior to construction, b) eelgrass transplanting, including harvesting, offsite propagation and stockpiling of local plants for post-construction planting, and c) post-construction planting and subsequent monitoring, occurring in 2009 and beyond. The overall program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2008).

    The King County Wastewater Treatment Division (WTD) have concern about the aftermath of a radiological dispersion event (RDE) leading to the introduction of significant quantities of radioactive material into its combined sanitary and storm sewer system. Radioactive material could come from the use of a radiological dispersion device (RDD). RDDs include "dirty bombs" that are not nuclear detonations but are explosives designed to spread radioactive material. Radioactive material also could come from deliberate introduction or dispersion of radioactive material into the environment, including waterways and water supply systems. Volume 2 of PNNL-15163 assesses the radiological instrumentation needs for detection of radiological or nuclear terrorism, in support of decisions to treat contaminated wastewater or to bypass the West Point Treatment Plant (WPTP), and in support of radiation protection of the workforce, the public, and the infrastructure of the WPTP. Fixed radiation detection instrumentation should be deployed in a defense-in-depth system that provides 1) early warning of significant radioactive material on the way to the WPTP, including identification of the radionuclide(s) and estimates of the soluble concentrations, with a floating detector located in the wet well at the Interbay Pump Station and telemetered via the internet to all authorized locations; 2) monitoring at strategic locations within the plant, including 2a) the pipe beyond the hydraulic ram in the bar screen room; 2b) above the collection funnels in the fine grit facility; 2c) in the sampling tank in the raw sewage pump room; and 2d) downstream of the concentration facilities that produce 6% blended and concentrated biosolids. Engineering challenges exist for these applications. It is necessary to deploy both ultra-sensitive detectors to provide early warning and identification and detectors capable of functioning in high-dose rate environments that are likely under some scenarios, capable

    The Alaska Arctic Vegetation Archive (AVA-AK, GIVD-ID: NA-US-014) is a free, publically available database archive of vegetation-plot data from the Arctic tundra region of northern Alaska. The archive currently contains 24 datasets with 3,026 non-overlapping plots. Of these, 74% have geolocation data with 25-m or better precision. Species cover data and header data are stored in a Turboveg database. A standardized Pan Arctic Species List provides a consistent nomenclature for vascular plants, bryophytes, and lichens in the archive. A web-based online Alaska Arctic Geoecological Atlas (AGA-AK) allows viewing and downloading the species data in a variety of formats, and providesmore » access to a wide variety of ancillary data. We conducted a preliminary cluster analysis of the first 16 datasets (1,613 plots) to examine how the spectrum of derived clusters is related to the suite of datasets, habitat types, and environmental gradients. Here, we present the contents of the archive, assess its strengths and weaknesses, and provide three supplementary files that include the data dictionary, a list of habitat types, an overview of the datasets, and details of the cluster analysis.« less

    This document is a compilation of the characterization data for the TRISO-coated surrogate particle batch designated ZrO2-500-AK2 that was produced at Oak Ridge National Laboratory (ORNL) as part of the Advanced Gas Reactor Fuel Development and Qualification (AGR) program. The ZrO2-500-AK2 material contains nominally 500 {micro}m kernels of yttria-stabilized zirconia (YSZ) coated with all TRISO layers (buffer, inner pyrocarbon, silicon carbide, and outer pyrocarbon). The ZrO2-500-AK2 material was created for: (1) irradiation testing in the High Flux Isotope Reactor (HFIR) and (2) limited dissemination to laboratories as deemed appropriate to the AGR program. This material was created midway into a TRISO fuel development program to accommodate a sudden opportunity to perform irradiation testing on surrogate material. While the layer deposition processes were chosen based on the best technical understanding at the time, technical progress at ORNL has led to an evolution in the perceived optimal deposition conditions since the createion of ZrO2-500-AK2. Thus, ZrO2-500-AK2 contains a reasonable TRISO microstructure, but does differ significanly from currently produced TRISO surrogates and fuel at ORNL. In this document, characterization data of the ZrO2-500-AK2 surrogate includes: size, shape, coating thickness, and density.

    In 2001 the Idaho Fisheries Resource Office continued as a cooperator on the Salmon Supplementation Studies in Idaho Rivers (ISS) project on Pete King and Clear creeks. Data relating to supplementation treatment releases, juvenile sampling, juvenile PIT tagging, brood stock spawning and rearing, spawning ground surveys, and snorkel surveys were used to evaluate project data points and augment past data. Due to low adult spring Chinook returns to Kooskia National Fish Hatchery (KNFH) in brood year 1999 there was no smolt supplementation treatment release into Clear Creek in 2001. A 17,014 spring Chinook parr supplementation treatment (containing 1000 PIT tags) was released into Pete King Creek on July 24, 2001. On Clear Creek, there were 412 naturally produced spring Chinook parr PIT tagged and released. Using juvenile collection methods, Idaho Fisheries Resource Office staff PIT tagged and released 320 naturally produced spring Chinook pre-smolts on Clear Creek, and 16 natural pre-smolts on Pete King Creek, for minimum survival estimates to Lower Granite Dam. There were no PIT tag detections of brood year 1999 smolts from Clear or Pete King creeks. A total of 2261 adult spring Chinook were collected at KNFH. Forty-three females were used for supplementation brood stock, and 45 supplementation (ventral fin-clip), and 45 natural (unmarked) adults were released upstream of KNFH to spawn naturally. Spatial and temporal distribution of 37 adults released above the KNFH weir was determined through the use of radio telemetry. On Clear Creek, a total of 166 redds (8.2 redds/km) were observed and data was collected from 195 carcasses. Seventeen completed redds (2.1 redds/km) were found, and data was collected data from six carcasses on Pete King Creek.

    Lung cancer is the most common form of cancer throughout the world. The specific targeting of long noncoding RNAs (lncRNAs) by resveratrol opened a new avenue for cancer chemoprevention. In this study, we found that 21 lncRNAs were upregulated and 19 lncRNAs were downregulated in lung cancer A549 cells with 25 μmol/L resveratrol treatment determined by microarray analysis. AK001796, the lncRNA with the most clearly altered expression, was overexpressed in lung cancer tissues and cell lines, but its expression was downregulated in resveratrol-treated lung cancer cells. By monitoring cell proliferation and growth in vitro and tumor growth in vivo, we observed a significant reduction in cell viability in lung cancer cells and a slow growth in the tumorigenesis following AK001796 knockdown. We also found that AK001796 knockdown caused a cell-cycle arrest, with significant increases in the percentage of cells in G{sub 0}/G{sub 1} in lung cancer cells. By using cell cycle pathway-specific PCR arrays, we detected changes in a number of cell cycle-related genes related to lncRNA AK001796 knockdown. We further investigated whether AK001796 participated in the anticancer effect of resveratrol and the results showed that reduced lncRNA AK001796 level potentially impaired the inhibitory effect of resveratrol on cell proliferation. To our knowledge, this is the first study to report the changes in an lncRNA expression profile induced by resveratrol in lung cancer. - Highlights: • LncRNA AK001796 played an oncogenic role in lung carcinogenesis. • LncRNA AK001796 was downregulated in resveratrol-treated lung cancer cells. • LncRNA AK001796 was involved in the inhibition of cell growth by resveratrol.

    We analyze new, high quality multicolor light curves of four overcontact binaries: AK Her, HI Dra, V1128 Tau, and V2612 Oph, and determine their orbital and physical parameters using the modeling program of G. Djurasevic and recently published results of radial velocity studies. The achieved precision in absolute masses is between 10% and 20%, and the precision in absolute radii is between 5% and 10%. All four systems are W UMa-type binaries with bright or dark spots indicative of mass and energy transfer or surface activity. We estimate the distances and the ages of the systems using the luminosities computed through our analysis, and perform an O – C study for V1128 Tau, which reveals a complex period variation that can be interpreted in terms of mass loss/exchange and either the presence of the third body, or the magnetic activity on one of the components. We conclude that further observations of these systems are needed to deepen our understanding of their nature and variability.

    In the coming fiscal years of potentially declining budgets, Department of Energy facilities such as the Los Alamos National Laboratory (LANL) will be looking to reduce the cost of radioactive waste characterization, management, and disposal processes. At the core of this cost reduction process will be choosing the most cost effective, efficient, and accurate methods of radioactive waste characterization. Central to every radioactive waste management program is an effective and accurate waste characterization program. Choosing between methods can determine what is classified as low level radioactive waste (LLRW), transuranic waste (TRU), waste that can be disposed of under an Authorized Release Limit (ARL), industrial waste, and waste that can be disposed of in municipal landfills. The cost benefits of an accurate radioactive waste characterization program cannot be overstated. In addition, inaccurate radioactive waste characterization of radioactive waste can result in the incorrect classification of radioactive waste leading to higher disposal costs, Department of Transportation (DOT) violations, Notice of Violations (NOVs) from Federal and State regulatory agencies, waste rejection from disposal facilities, loss of operational capabilities, and loss of disposal options. Any one of these events could result in the program that mischaracterized the waste losing its ability to perform it primary operational mission. Generators that produce radioactive waste have four characterization strategies at their disposal: - Acceptable Knowledge/Process Knowledge (AK/PK); - Indirect characterization using a software application or other dose to curie methodologies; - Non-Destructive Analysis (NDA) tools such as gamma spectroscopy; - Direct sampling (e.g. grab samples or Surface Contaminated Object smears) and laboratory analytical; Each method has specific advantages and disadvantages. This paper will evaluate each method detailing those advantages and disadvantages

    AK Sco stands out among pre-main-sequence binaries because of its prominent ultraviolet excess, the high eccentricity of its orbit, and the strong tides driven by it. AK Sco consists of two F5-type stars that get as close as 11 R{sub *} at periastron passage. The presence of a dense (n{sub e} {approx} 10{sup 11} cm{sup -3}) extended envelope has been unveiled recently. In this article, we report the results from an XMM-Newton-based monitoring of the system. We show that at periastron, X-ray and UV fluxes are enhanced by a factor of {approx}3 with respect to the apastron values. The X-ray radiation is produced in an optically thin plasma with T {approx} 6.4 Multiplication-Sign 10{sup 6} K and it is found that the N{sub H} column density rises from 0.35 Multiplication-Sign 10{sup 21} cm{sup -2} at periastron to 1.11 Multiplication-Sign 10{sup 21} cm{sup -2} at apastron, in good agreement with previous polarimetric observations. The UV emission detected in the Optical Monitor band seems to be caused by the reprocessing of the high-energy magnetospheric radiation on the circumstellar material. Further evidence of the strong magnetospheric disturbances is provided by the detection of line broadening of 278.7 km s{sup -1} in the N V line with Hubble Space Telescope/Space Telescope Imaging Spectrograph. Numerical simulations of the mass flow from the circumbinary disk to the components have been carried out. They provide a consistent scenario with which to interpret AK Sco observations. We show that the eccentric orbit acts like a gravitational piston. At apastron, matter is dragged efficiently from the inner disk border, filling the inner gap and producing accretion streams that end as ring-like structures around each component of the system. At periastron, the ring-like structures come into contact, leading to angular momentum loss, and thus producing an accretion outburst.

As diverse energy needs develop, fossil fuels are expected to continue to be the major source for power generation throughout the world. In the United States, utility deregulation is making low-cost fuel and power plant efficiency more important than ever. Electricity generators see both natural gas and coal as the fuels that will allow them to best meet the nation`s future energy needs. Coal will see less increase in its share of electricity generation than natural gas due to the costs associated with meeting the Clean Air Act Amendments` (CAAA) requirements. According to Organizations for Economic Cooperation Development, coal in both the United States and Europe will experience a 12 percent growth by 2010. Even with this somewhat slow growth, coal will remain the nation`s number one fuel for electricity generation well into the next century.

    Method - CES SOP-HW-P556 'Field and Bulk Gamma Analysis'. Detector - High-purity germanium, 40% relative efficiency. Calibration - The detector was calibrated on February 8, 2006 using a NIST-traceable sealed source, and the calibration was verified using an independent sealed source. Count Time and Geometry - The sample was counted for 20 minutes at 72 inches from the detector. A lead collimator was used to limit the field-of-view to the region of the sample. The drum was rotated 180 degrees halfway through the count time. Date and Location of Scans - June 1,2006 in Building 235 Room 1136. Spectral Analysis Spectra were analyzed with ORTEC GammaVision software. Matrix and geometry corrections were calculated using OR TEC Isotopic software. A background spectrum was measured at the counting location. No man-made radioactivity was observed in the background. Results were determined from the sample spectra without background subtraction. Minimum detectable activities were calculated by the Nureg 4.16 method. Results - Detected Pu-238, Pu-239, Am-241 and Am-243.

    At the request of Jerry Sweeney, the LLNL Containment Program performed a review of nuclear test-related data for the Salut underground nuclear test in U20ak to assist in evaluating this legacy site as a test bed for application technologies for use in On-Site Inspections (OSI) under the Comprehensive Nuclear Test Ban Treaty. Review of the Salut site is complicated because the test experienced a subsurface, rather than surface, collapse. Of particular interest is the stability of the ground surface above the Salut detonation point. Proposed methods for on-site verification include radiological signatures, artifacts from nuclear testing activities, and imaging to identify alteration to the subsurface hydrogeologogy due to the nuclear detonation. Sweeney's proposal requires physical access at or near the ground surface of specific underground nuclear test locations at the Nevada Nuclear Test Site (NNSS, formerly the Nevada Test Site), and focuses on possible activities such as visual observation, multispectral measurements, and shallow, and deep geophysical surveys.

    Six new transition metal(III) phosphites A{sup I}[V{sup III}(HPO{sub 3}){sub 2}], where A=K (1), NH{sub 4} (2) and Rb (3) and A{sup I}[Fe{sup III}(HPO{sub 3}){sub 2}] where A=K (4), NH{sub 4} (5) and Rb (6) have been synthesized under hydrothermal conditions and the solid-state structures were solved from single-crystal X-ray diffraction data. These compounds crystallize in the hexagonal system, space group P6{sub 3}mc (no. 186), with a=5.3294(2) A and c=12.3130(5) A for 1, a=5.3330(2) A and c=12.8760(4) A for 2, a=5.3459(2) A and c=12.6850(8) A for 3, a=5.3256(1) A and c=12.2362(3) A for 4, a=5.3229(2) A and c=12.8562(4) A for 5, a=5.3393(2) A and c=12.6913(5) A for 6, with Z=2 in the six phases. The crystal structures of these compounds are isotypic and exhibit a layered structure stacked along the c-axis with the A{sup +} cations located in the interlayer space. The [M{sup III}(HPO{sub 3}){sub 2}]{sup -} sheets are formed by MO{sub 6} octahedra interconnected by HPO{sub 3} tetrahedral phosphite oxoanions through sharing vertices. Thermal analysis shows a large range of stability for compounds containing potassium and rubidium cations with decomposition starting around 550 K for stable compounds and above 840 K for the most stable compounds leading in general to pyrophosphate compounds. Triangular nets of metallic centers are observed within the layers in which antiferromagnetic interactions are evidenced by magnetic susceptibility measurements suggesting magnetic frustration. - Graphical abstract: Six new transition metal(III) phosphites A{sup I}[M{sup III}(HPO{sub 3}){sub 2}], where A=K, NH{sub 4}, Rb and M=V, Fe, have been synthesized. The crystal structures of these compounds are isotypic and exhibit a lamellar structure related to Yavapaiite.     A 244E 4-wheel-drive loader, assorted garbage, and a touch of sewage sludge may not sound like a state-of-the-art formula...but it is. The Pinetop-Lakeside Sanitation District has pioneered a way to turn a caldron of municipal waste products into something usable, with the help of a 244E loader equipped with a quick coupler and attachments. The district bring in about 45 cu. yd. (34.4 m[sup 3]) of household garbage daily and converts it into compost at their plant. The 244E runs the entire operation. Two truckloads of garbage a day are dumped onto a tilt floor and loaded by the 244E into a 45-ft.-long (13.7 m) rotating drum. Sewage sludge is pumped from the treatment plant into the slowly rotating drum. Seven days later, the mixture comes out as a soil compost.

    The objective of this study is to provide accurate, georeferenced maps of benthic habitats to assist in the siting of a new wastewater treatment plant outfall and the assessment of habitats of endangered, threatened, and economically important species. The mapping was conducted in the fall of 1999 using two complementary techniques: side-scan sonar and underwater videography. Products derived from these techniques include geographic information system (GIS) compatible polygon data of substrate type and vegetation cover, including eelgrass and kelp. Additional GIS overlays include underwater video track line data of total macroalgae, selected macroalgal species, fish, and macroinvertebrates. The combined tools of geo-referenced side-scan sonar and underwater video is a powerful technique for assessing and mapping of nearshore habitat in Puget Sound. Side-scan sonar offers the ability to map eelgrass with high spatial accuracy and resolution, and provides information on patch size, shape, and coverage. It also provides information on substrate change and location of specific targets (e.g., piers, docks, pilings, large boulders, debris piles). The addition of underwater video is a complementary tool providing both groundtruthing for the sonar and additional information on macro fauna and flora. As a groundtruthing technique, the video was able to confirm differences between substrate types, as well as detect subtle spatial changes in substrate. It also verified information related to eelgrass, including the density classification categories and the type of substrate associated with eelgrass, which could not be determined easily with side- scan sonar. Video is also a powerful tool for mapping the location of macroalgae, (including kelp and Ulva), fish and macroinvertebrates. The ability to geo-locate these resources in their functional habitat provides an added layer of information and analytical potential.

    This research focuses on the regulatory politics of mountaintop removal mining for coal within the Appalachian states of West Virginia and Kentucky. Based on Administrative Presidency concepts suggesting that chief executives seek more control and influence over agency program decisions, this article analyzes President George W. Bush's efforts to promote the development of coal resources within these states despite statutory constraints posed by federal environmental laws. The analysis demonstrates that President Bush effectively achieved his energy production goals by combining the use of discretionary authority with staff controls, executive orders, and regulatory initiatives to lessen industry compliance costs with environmental regulatory requirements.

    Aleutian/Pribilof Islands Association, Inc. (APIA) hired three part-time local community members that desire to be Energy Technicians. The energy technicians were trained in methods of weatherization assistance, energy conservation and home safety. They developed a listing of homes in the region that required weatherization, and conducted on-site weatherization and energy conservation education and a home energy and safety reviews in the communities of Akutan, False Pass, King Cove and Nelson Lagoon. Priority was given to these smaller communities as they tend to have the residences most in need of weatherization and energy conservation measures. Local residents were trained to provide all three aspects of the project: weatherization, energy conservation education and a home energy and safety review. If the total energy saved by installing these products is a 25% reduction (electrical and heating, both of which are usually produced by combustion of diesel fuel), and the average Alaska home produces 32,000 pounds of CO2 each year, so we have saved about: 66 homes x 16 tons of CO2 each year x .25 = 264 tons of CO2 each year.

    The United States has begun a program of counterproliferation in order to preempt the use of WMD by such elements, however, the ability to respond to the terrorist employment of biological/chemical weapons is absent. Given the structure, capability and technical expertise in the Federal Emergency Management Agency (FEMA) and the Federal Bureau of Investigation (FBI), the Department of Defense (DoD) will be tasked to conduct the response to such an incident. The geographical Commander in Chief (CINC) and the appointed Joint Task Force (JTF) commander will ultimately be assigned the response mission. Planning, training and coordination is required to develop a force capable of responding in a timely and coordinated manner.

    The Native Village of Selawik is a federally recognized Alaskan tribe, located at the mouth of the Selawik River, about 90 miles east of Kotzebue in northwest Alaska. Due to the community’s rural location and cold climate, it is common for electric rates to be four times higher than the cost urban residents pay. These high energy costs were the driving factor for Selawik pursuing funding from the Department of Energy in order to achieve significant energy cost savings. The main objective of the project was to improve the overall energy efficiency of the water treatment/distribution and sewer collection systems in Selawik by implementing the retrofit measures identified in a previously conducted utility energy audit. One purpose for the proposed improvements was to enable the community to realize significant savings associated with the cost of energy. Another purpose of the upgrades was to repair the vacuum sewer system on the west side of Selawik to prevent future freeze-up problems during winter months.

    Aerosol collections were initiated at several locations by PNNL shortly after the Great East Japan Earthquake of May 2011. Aerosol samples were transferred to laboratory high-resolution gamma spectrometers for analysis. Similar to treaty monitoring stations operating across the Northern hemisphere, iodine and other isotopes which could be volatilized at high temperature were detected. Though these locations are not far apart, they have significant variations with respect to water, mountain-range placement, and local topography. Variation in computed source terms will be shown to bound the variability of this approach to source estimation.

Others argue that spending on renewable energy is an inefficient allocation of resources and can result in job losses in the broader economy.

    The decision document presents the final remedial action selected for Eielson Air Force Base (AFB), Alaska. The sitewide investigation at Eielson AFB evaluated basewide contamination that is not confined or attributable to specific source areas identified and addressed in the FFA as well as cumulative risks to human health and the environment posed by contamination on a sitewide basis. Garrison Slough is the only one that poses an unacceptable risk to human health and the environment. Polychlorinated biphenyls (PCBs) were found in the fish tissue and sediments of Garrison Slough. Soils in a trench adjacent to Garrison Slough were contaminated with PCBs and appear to be the source of contamination to slough sediments via surface water runoff. The major components of the selected remedy include: Fishing restrictions in Garrison Slough; Fish control device near the downstream edge of Eielson AFB; Excavation of contaminated soils and sediments with concentrations greater than 10 mg/kg PCBs; Onsite disposal of material with PCB concentrations less than 50 mg/kg; Offsite disposal or treatment of materials with PCB concentrations greater than 50 mg/kg in accordance with the Toxic Substances Control Act (TSCA), 40 CFR part 761; and Environmental monitoring of soils, sediments, surface water, fish, and groundwater.

    The project area for the proposed Central Sanitary Wastewater Treatment Facility on the Savannah River Site includes a six-acre tract along Fourmile Branch and 18 mi of trunk line corridors. Archaeological investigations of the six-acre parcel resulted in the discovery of one small prehistoric site designated 38AK465. This cultural resource does not have the potential to add significantly to archaeological knowledge of human occupation in the region. The Savannah River Archaeological Research Program (SRARP) therefore recommends that 38AK465 is not eligible for nomination to the National Register of Historic Places (NRHP) and further recommends a determination of no effect. Archaeological survey along the trunk line corridors implicated previously recorded sites 38AK92, 38AK145, 38AK415, 38AK417, 38AK419, and 38AK436. Past disturbance from construction had severely disturbed 38AK92 and no archaeological evidence of 38AK145, 38AK419, and 38AK436 was recovered during survey. Lacking further evidence for the existence of these sites, the SRARP recommends that 38AK92, 38AK145, 38AK419, and 38AK436 are not eligible for nomination to the NRHP and thus warrant a determination of no effect. Two of these sites, 38Ak415 and 38AK417, required further investigation to evaluate their archaeological significance. Both of the sites have the potential to yield significant data on the prehistoric period occupation of the Aiken Plateau and the SRARP recommends that they are eligible for nomination to the NRHP. The Savannah River Archaeological Research Program recommends that adverse effects to sites 38AK415 and 38AK417 from proposed construction can be mitigated through avoidance.
