    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol).     In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    The Nuclear Waste Policy Act of 1982 (42 USC sections 10101-10226) requires the environmental assessment of a proposed site to include a statement of the basis for nominating a site as suitable for characterization. Volume 2 provides a detailed statement evaluating the site suitability of the Deaf Smith County Site under DOE siting guidelines, as well as a comparison of the Deaf Smith County Site to the other sites under consideration. The evaluation of the Deaf Smith County Site is based on the impacts associated with the reference repository design, but the evaluation will not change if based on the Mission Plan repository concept. The second part of this document compares the Deaf Smith County Site to Davis Canyon, Hanford, Richton Dome and Yucca Mountain. This comparison is required under DOE guidelines and is not intended to directly support subsequent recommendation of three sites for characterization as candidate sites. 259 refs., 29 figs., 66 refs.     The Fleet Test and Evaluation Team at the U.S. Department of Energy's National Renewable Energy Laboratory is evaluating and documenting the performance of electric and plug-in hybrid electric drive systems in medium-duty trucks across the nation. Through this project, Smith Electric Vehicles will build and deploy 500 all-electric medium-duty trucks. The trucks will be deployed in diverse climates across the country.

    The term Smith-Purcell free electron laser can be employed generally to describe any coherent radiation source in which a diffraction grating is used to couple an electron beam with the electromagnetic field. To date, most practical developments of this concept have focused on devices which operate in the millimeter spectral regime. In this paper construction of a Smith-Purcell free-electron laser operating in the far-infrared (FIR) region using a novel resonator cavity design and the electron beam from a low energy (0.5-5 MeV) radio-frequency accelerator will be discussed. A tunable source in this region would have many applications and since the beam energy is low, the small size and low overall cost of such a device would make it a laboratory instrument. Current projects which are progressing towards developing a FIR source are the programs at Stanford and CREOL. Both of these projects are using permanent magnet undulators to couple the electron beam with the electromagnetic field. An alternative approach is to use an electron beam passing over a diffraction grating as the radiating mechanism. This phenomenon is known as Smith-Purcell radiation and was first demonstrated for incoherent emission at visible wavelengths. The addition of feedback enhances the stimulated component of the emission which leads to the growth of coherence. Recent calculations for spontaneous emission have shown that the wiggler parameter and the grating efficiency are analogous. This result has important implications for the development of a Smith-Purcell FEL because a grating based free-electron laser would offer a greater range of tunability at a lower cost than its wiggler based counterpart.

    We report the first detection of magnetic fields associated with the Smith High Velocity Cloud. We use a catalog of Faraday rotation measures toward extragalactic radio sources behind the Smith Cloud, new H I observations from the Robert C. Byrd Green Bank Telescope, and a spectroscopic map of Hα from the Wisconsin H-Alpha Mapper Northern Sky Survey. There are enhancements in rotation measure (RM) of ≈100 rad m{sup –2} which are generally well correlated with decelerated Hα emission. We estimate a lower limit on the line-of-sight component of the field of ≈8 μG along a decelerated filament; this is a lower limit due to our assumptions about the geometry. No RM excess is evident in sightlines dominated by H I or Hα at the velocity of the Smith Cloud. The smooth Hα morphology of the emission at the Smith Cloud velocity suggests photoionization by the Galactic ionizing radiation field as the dominant ionization mechanism, while the filamentary morphology and high (≈1 Rayleigh) Hα intensity of the lower-velocity magnetized ionized gas suggests an ionization process associated with shocks due to interaction with the Galactic interstellar medium. The presence of the magnetic field may contribute to the survival of high velocity clouds like the Smith Cloud as they move from the Galactic halo to the disk. We expect these data to provide a test for magnetohydrodynamic simulations of infalling gas.

    Smith River Rancheria (SRR), for some time, has had a strong commitment to attaining energy selfsufficiency, to reduce overall energy costs and concurrently initiate economic development within the community. Early on it was recognized that the development of an energy organization was important and for this reason was made part of the SRR's strategic review not only for economic development but also the reduction of energy costs. Towards this end, SRR retained Werner G. Buehler of W.G. Buehler & Associates to investigate the many phases or steps required to establish such an energy organization and determine, if in fact, it could benefit the Tribe. The basic phases are delineated as: (1) Identify potential sources of wholesale power and transmission paths; (2) Evaluating the various forms of energy organizations; (3) Determining the benefits (and disadvantages) of each form of organization; (4) Gathering costs to organize and operate the selected form or energy organization; (5) Performing an economic analysis of forming and operating an energy organization; and (6) Develop an implementation plan.

    Recent observations suggest that some high-velocity clouds may be confined by massive dark matter halos. In particular, the proximity and proposed dark matter content of the Smith Cloud make it a tempting target for the indirect detection of dark matter annihilation. We argue that the Smith Cloud may be a better target than some Milky Way dwarf spheroidal satellite galaxies and use γ-ray observations from the Fermi Large Area Telescope to search for a dark matter annihilation signal. No significant γ-ray excess is found coincident with the Smith Cloud, and we set strong limits on the dark matter annihilation cross section assuming a spatially extended dark matter profile consistent with dynamical modeling of the Smith Cloud. Notably, these limits exclude the canonical thermal relic cross section (∼ 3 × 10{sup –26} cm{sup 3} s{sup –1}) for dark matter masses ≲ 30 GeV annihilating via the b b-bar or τ{sup +}τ{sup –} channels for certain assumptions of the dark matter density profile; however, uncertainties in the dark matter content of the Smith Cloud may significantly weaken these constraints.

    We suggest a novel technique of measuring sub-picosecond electron bunch length base on coherent Smith-Purcell radiation (SPR) emitted when electrons pass close to the surface of a metal grating. With electron bunch lengths comparable to the grating period, we predict that coherent SPR will be emitted at large angles with respect to direction of beam propagation. As the bunch length shortens, the coherent SPR will be enhanced over the incoherent component that is normally observed at small angles. Furthermore, the angular distribution of the coherent SPR will be shifted toward smaller angles as the bunch length becomes much smaller than the grating period. By measuring the angular distribution of the coherent SPR, one can determine the bunch length of sub-picosecond electron pulses. This new technique is easy to implement and appears capable of measuring femtosecond electron bunch lengths.

    Results of a hydrogeochemical and stream sediment reconnaissance of the Philip Smith Mountains NTMS quadrangle, Alaska are presented. In addition to this abbreviated data release, more complete data are available to the public in machine-readable form. In this data release are location data, field analyses, and laboratory analyses of several different sample media. For the sake of brevity, many field site observations have not been included in this volume. These data are, however, available on the magnetic tape. Appendices A and B describe the sample media and summarize the analytical results for each medium. The data were subsetted by one of the Los Alamos National Laboratory (LANL) sorting programs into groups of stream sediment and lake sediment samples. For each group which contains a sufficient number of observations, statistical tables, tables of raw data, and 1:1000000 scale maps of pertinent elements have been included in this report.

    In January 2006 the Smith River Rancheria (SRR), located in Smith River, California, contracted with the team of Strategic Energy Solutions (SES) and Evergreen NRG to conduct a study for the community. The objective of the study was to identify renewable generation opportunities that would facilitate Rancheria energy independence through SRR owned and operated power projects. These generation facilities were to be located either on or near the reservation. Specifically, the Rancheria was interested in the viability of generating electric power using biomass and wind fuel resources. Initial research identified that a very small portion of the community's energy could be offset by renewable energy generation due to the low solar resource in this area, and the lack of significant wind or biomass resources on or near reservation land. Some larger projects were identified which offered little or no benefit to the Rancheria. As a result, the scope of this study was changed in October 2006 to focus on energy efficiency opportunities for key reservation facilities, with a continued analysis of smaller renewable energy opportunities within reservation boundaries. The consulting team initially performed a resource analysis for biomass and solar generation opportunities in the region of the Rancheria. It was quickly concluded that none of these options would yield renewable power for the Rancheria at costs competitive with current utility sources, and that any larger installations would require substantial funding that may not be available. Having made these conclusions early on, the study effort was redirected and the team investigated each of the major Rancheria buildings to look for solar, wind and conservation opportunities. The buildings were audited for energy use and the roof areas were examined for exposure of solar radiation. Wind resources were also investigated to determine if smaller wind turbines would offer power generation at a reasonable cost.

    Irrigation for agriculture is the primary water use in the area of Deaf Smith and Swisher Counties, Texas, and the Ogallala Formation is the main water source. The availability of water in the 12-county area is projected to decrease markedly over the next 5 decades because of the steady depletion of ground water in recoverable storage. Water requirements in the 12-county area are projected to exceed available supplies from about 1990 through 2030. The shortage for the year 2030 is estimated to be approximately 4 million acre-feet under high-growth-rate conditions. Because of its semiarid climate, the area has little available surface water to augment the supply of the Ogallala Formation, which, despite its depletion, could be the principal source of water for the repository. There are, however, other potential sources of water: (1) Lake Mackenzie, on Tule Creek; (2) the Santa Rosa Formation, which underlies much of the Southern High Plains and locally yields moderate amounts of good-quality water; and (3) the Wolfcamp Series, which yields low amounts of highly saline water. The effluents of municipal wastewater treatment plants and municipal water systems may also be useful as supplements to the repository's primary water supply.

    The Pennsylvanian-Wolfcamp section in the Palo Duro Basin includes brine aquifers that are considered to be the most important ground-water flow paths in the deep-basin system. This particular study area comprises eight counties in Texas, centered in Potter County (and including Deaf Smith County). Underground patterns of rock distribution are delineated from a hydrologic perspective and at a level of detail appropriate for numerical modeling of regional ground-water flow. In this study, hydrogeologic units have been defined as mappable, physically continuous rock bodies that function in bulk as water-transmitting or water-retarding units relative to adjacent rocks. Interpretations are made primarily from geophysical logs. Hydrologic characteristics are assessed on the basis of properties typically associated with certain lithologies (e.g., sandstones are more pervious than shales) and on the basis of gross variations in effective porosity (particularly in carbonate sequences). In this report, the Pennsylvanian-Wolfcamp section is subdivided into 41 hydrogeologic units. These units do not constitute a classical or definitive breakdown of the Pennyslvanian-Wolfcamp section. 12 refs., 87 figs., 1 tab.

    A 3-month-old infant girl had manifestations of the Smith-Lemli-Opitz syndrome (SLOS) including typical positional anomalies of the limbs, apparent Hirschsprung disease, cataracts, ptosis, anteverted nares, cleft of the posterior palate, small tongue, broad maxillary alveolar ridges, and abnormally low serum cholesterol levels. Chromosomal analysis showed a de novo balanced translocation interpreted as 46,XX,t(7;20)(q32.1;q13.2). We hypothesize that the translocation breakpoint in this case interrupts one SLOS allele and that the other allele at the same locus has a more subtle mutation that was inherited from the other parent. This case, as well as cytogenetic observations in other SLOS cases, suggests that SLOS could be due to autosomal recessive mutation at a gene in 7q32. 33 refs., 3 figs., 1 tab.

    This report presents the results of mineralogic and petrographic analyses performed on five samples of clay-rich rock from salt-bearing Permian strata sampled by drill core from G. Friemel No. 1 Well, Deaf Smith County, Texas. Five samples of clay-rich rock from depths of about 2457, 2458, 2521, 2548, and 2568 feet were analyzed to determine the amounts of soluble phase (halite) and the amounts and mineralogy of the insoluble phases. The amounts of halite found were 59, 79, 47, 40, and 4 weight percent, respectively, for the samples. The insoluble minerals are predominately clay (20 to 60 volume percent) and anhydrite (up to 17 volume percent), with minor (about 1.0%) and trace amounts of quartz, dolomite, muscovite, and gypsum. The clays include illite, chlorite, and interstratified chlorite-smectite. The results presented in this petrographic report are descriptive, uninterpreted data. 2 references, 7 tables.

    Dr. Tannenbaum was the 2002-2003 APS Congressional Science Fellow. He worked in the office of U.S. Rep. Edward Markey (D-MA) on nuclear nonproliferation issues. His work in Congressman Markey's office focused on issues including missile defense, the nuclear program in Iran, prevention of the transfer of U.S. nuclear technology to North Korea, and the security of nuclear sites in Iraq. Dr. Tannenbaum will discuss this experience and observations concerning 'underinformed and uninformed' decision-making in Congress. He will also briefly discuss goals of the Center for Science, Technology and Security Policy at the American Association for the Advancement of Science. Finally, he will discuss ways in which physicists can get more involved in the political process.
