    The U.S. Department of Energy developed the Advanced Energy Retrofit Guides (AERGs) to provide specific methodologies, information, and guidance to help energy managers and other stakeholders plan and execute energy efficiency improvements. Detailed technical discussion is fairly limited. Instead, we emphasize actionable information, practical methodologies, diverse case studies, and unbiased evaluations of the most promising retrofit energy efficiency measures for each building type. A series of AERGs is under development, addressing key segments of the commercial building stock. K-12 schools were selected as one of the highest priority building sectors, because schools affect the lives of most Americans. They also represent approximately 8% of the energy use and 10% of the floor area in commercial buildings nationwide. U.S. K-12 school districts spend more than $8 billion each year on energy - more than they spend on computers and textbooks combined. Most occupy older buildings that often have poor operational performance - more than 30% of schools were built before 1960. The average age of a school is about 42 years - which is nearly the expected serviceable lifespan of the building. K-12 schools offer unique opportunities for deep, cost-effective energy efficiency improvements, and this guide provides convenient and practical guidance for exploiting these opportunities in the context of public, private, and parochial schools.

    This Technical Support Document (TSD) describes the process and methodology for the development of the Advanced Energy Design Guide for K-12 School Buildings: Achieving 50% Energy Savings Toward a Net Zero Energy Building (AEDG-K12) (ASHRAE et al. 2011a). The AEDG-K12 provides recommendations for achieving 50% whole-building energy savings in K-12 schools over levels achieved by following ANSI/ASHRAE/IESNA Standard 90.1-2004, Energy Standard for Buildings Except Low-Rise Residential Buildings (Standard 90.1-2004) (ASHRAE 2004b). The AEDG-K12 was developed in collaboration with the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), the American Institute of Architects (AIA), the Illuminating Engineering Society of North America (IES), the U.S. Green Building Council (USGBC), and the U.S. Department of Energy (DOE).

    This report focuses on financial options developed specifically for renewable energy and energy efficiency projects in three California public school districts. Solar energy systems installed on public schools have a number of benefits that include utility bill savings, reductions in greenhouse gas emissions (GHGs) and other toxic air contaminants, job creation, demonstrating environmental leadership, and creating learning opportunities for students. In the 2011 economic environment, the ability to generate general-fund savings as a result of reducing utility bills has become a primary motivator for school districts trying to cut costs. To achieve meaningful savings, the size of the photovoltaic (PV) systems installed (both individually on any one school and collectively across a district) becomes much more important; larger systems are required to have a material impact on savings. Larger PV systems require a significant financial commitment and financing therefore becomes a critical element in the transaction. In simple terms, school districts can use two primary types of ownership models to obtain solar installations and cost savings across a school district. The PV installations can be financed and owned directly by the districts themselves. Alternatively, there are financing structures whereby another entity, such as a solar developer or its investors, actually own and operate the PV systems on behalf of the school district. This is commonly referred to as the 'third-party ownership model.' Both methods have advantages and disadvantages that should be weighed carefully.

The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

    This paper describes the development of energy efficiency recommendations for achieving 30% whole-building energy savings in K-12 Schools over levels achieved by following the ANSI/ASHRAE/IESNA Standard 90.1, Energy Standard for Buildings Except Low-Rise Residential Buildings (1999 and 2004 versions). Exhaustive simulations were run to create packages of energy design solutions available over a wide range of K-12 schools and climates. These design recommendations look at building envelope, fenestration, lighting systems (including electrical lights and daylighting), HVAC systems, building automation and controls, outside air treatment, and service water heating. We document and discuss the energy modeling performed to demonstrate that the recommendations will result in at least 30% energy savings over ASHRAE 90.1-1999 and ASHRAE 90.1-2004. Recommendations are evaluated based on the availability of daylighting for the school and by the type of HVAC system. Compared to the ASHRAE 90.1-1999 baseline, the recommendations result in more than 30% savings in all climate zones for both daylit and nondaylit elementary, middle, and high schools with a range of HVAC system types. These recommendations have been included in the Advanced Energy Design Guide for K-12 School Buildings. Compared to the more stringent ASHRAE 90.1-2004 baseline, the recommendations result in more than 30% savings in all climate zones, for only the daylit elementary, middle, and high schools, with a range of HVAC system types. To inform the future development of recommendations for higher level of energy savings, we analyzed a subset of recommendations to understand which energy efficiency technologies would be needed to achieve 50% energy savings.

    With the signing of President Bush's energy bill in August of 2005, the successful application of the new energy legislation may have more to do with educational standards required in our schools than applications of research and technology in the long-term. Looking inside the new legislation, the future of that legislation's success may not just hinge on investment in technology, but ensuring that our citizens, especially our youth, are prepared and better informed to be able to understand, react, and apply the economically and national security driven intent of the law. How can our citizens make sense of change if they lack the skills to be able to understand, not only the technology, but also the science that drives the change? President Bush's passage of the 1,724-page bill emphasizes conservation, clean energy research, and new and improved technology. The legislation also provides for economic incentives toward building more nuclear power plants. This paper will use four questions as a focal point to emphasize the need for both state and federal education departments to review their current standards and respond to deficiencies regarding learning about radioactivity, radiation, and nuclear science and technology. The questions are: 1. Will America accept new nuclear power development? 2. Will waste issues be resolved concerning high- and low-level radioactive waste management and disposal? 3. Will nuclear 'anything' be politically correct when it comes to your backyard? 4. Is our youth adequately educated and informed about radioactivity, radiation, and nuclear science and technology? This paper will use Pennsylvania as a case study to better understand the implications and importance of the educational standards in our school systems.     The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    Propane has been a proven fuel for buses for decades. For the first time in 2007, Blue Bird rolled out a propane school bus using direct liquid injection, which was later followed by Thomas Built Buses and Navistar. Because this new technology is much more reliable than previous designs, it is essentially reintroducing propane buses to many school districts. During this same time period, vehicle emissions standards have tightened. To meet them, diesel engine manufacturers have added diesel particulate filters (DPF) and, more recently, selective catalytic reduction (SCR) systems. As an alternative to diesel buses with these systems, many school districts have looked to other affordable, clean alternatives, and they've found that propane fits the bill.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    In a first-of-its-kind report tracking the use of solar energy at K-12 schools in the United States, The Solar Foundation has developed the most comprehensive understanding to date of how schools are using and financing solar energy and the potential for still more schools to benefit from the technology. According to the report, there are currently 3,752 K-12 schools with solar installations, meaning nearly 2.7 million students attend schools with solar energy systems. These PV systems have a combined capacity of 490 megawatts (MW), and generate roughly 642,000 megawatt-hours (MWh) of electricity each year, equivalent to $77.8 million worth of utility bills and enough clean, renewable energy to offset 50 million gallons of gasoline. Solar potential on schools remains largely untapped. Of the 125,000 K-12 schools in the country, up to 72,000 schools (60%) can "go solar" cost-effectively. Approximately 450 individual schools districts have the potential to save more than $1 million over 30 years by installing a solar PV system.

    Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project.     This feasibility study and preliminary conceptual design effort assesses the conversion of Colorado School District 50 facilities - a high school and gym, and a middle school building - at Pagosa Springs, Colorado to geothermal space heating. A preliminary cost-benefit assessment made on the basis of estimated costs for conversion, system maintenance, debt service, resource development, electricity to power pumps, and savings from reduced natural gas consumption concluded that an economic conversion depended on development of an adequate geothermal resource (approximately 150/sup 0/F, 400 gpm). Material selection assumed that the geothermal water to the main supply system was isolated to minimize effects of corrosion and deposition, and that system-compatible components would be used for the building modifications. Asbestos-cement distribution pipe, a stainless steel heat exchanger, and stainless steel lined valves were recommended for the supply, heat transfer, and disposal mechanisms, respectively. A comparison of the calculated average gas consumption cost, escalated at 10% per year, with conversion project cost, both in 1977 dollars, showed that the project could be amortized over less than 20 years at current interest rates. In view of the favorable economics and the uncertain future availability and escalating cost of natural gas, the conversion appears economicaly feasible and desirable.

    This report focuses on the performance of the same 31 linear LED lamps operated in a typical troffer with a K12 prismatic lens. In general, luminaire efficacy is strongly dictated by lamp efficacy, but the optical system of the luminaire substantially reduces the differences between the luminous intensity distributions of the lamps. While the distributions in the luminaire are similar, the differences remain large enough that workplane illuminance uniformity may be reduced if linear LED lamps with a narrow distribution are used. At the same time, linear LED lamps with a narrower distribution result in slightly higher luminaire efficiency.

    With the support of the Department of Energy, the National Science Teachers Association and the National Oceanic and Atmospheric Administration, Imaginary Lines Inc. (dba Sally Ride Science) delivered a highly successful 2-day conference to 165 K-12 educators on climate change. The event took place on July 23rd and 24th, 2008 at the NOAA facility in Silver Spring, MD. The conference celebrated the 25th anniversary of Dr. Sally Ride’s first flight into space in 1983 and examined how our understanding of Earth has changed in those 25 years. One the first day of the conference, participants heard a keynote talk delivered by Dr. Sally Ride, followed by presentations by well-known climate change scientists: Dr. Richard Somerville, Dr. Inez Fung and Dr. Susan Solomon. These sessions were concurrently webcast and made available to educators who were unable to attend the conference. On the second day of the conference, participants attended breakout sessions where they performed climate change activities (e.g. “Neato Albedo!”, “Greenhouse in a Bottle”, “Shell-Shocked”) that they could take back to their classrooms. Additional break-out sessions on using remote sensing images to illustrate climate change effects on Earth’s surface and how to address the climate change debate, were also offered. During lunch, participants attended an Educator Street Fair and had the opportunity to interact with representatives from NOAA, NASA, the EPA, NEEF and the JASON project. A follow-up evaluation survey was administered to all conference attendees immediately following the conference to evaluate its effectiveness. The results of this survey were overwhelmingly positive. The conference materials: presentation Power Points, workshop handouts and activities were available for teachers to download after the conference from the Sally Ride Science website.     Utilities across the country are adopting cool storage methods, such as ice-storage and chilled-water tanks, as an economical and environmentally safe way to provide cooling for cities and towns. The use of district cooling, in which cold water or steam is pumped to absorption chillers and then to buildings via a central community chiller plant, is growing strongly in the US. In Chicago, San Diego, Pittsburgh, Baltimore, and elsewhere, independent district-energy companies and utilities are refurbishing neglected district-heating systems and adding district cooling, a technology first developed approximately 35 years ago.

    Business, industry, parks, nature settings, government infrastructure, and people, can be invaluable resources for connecting STEM curriculum within context which results in conditions ideal for promoting purposeful learning of authentic STEM content. Thus, community-based STEM resources offer ideal context for teaching STEM content. A benefit of focusing teacher attention on these contextual, content aligned resources is that they are in every community; making place-based STEM education a possibility, regardless of the location of STEM teaching and learning. Further, associating STEM teaching and learning with local resources addresses workforce development and the STEM pipeline by exposing students to STEM careers and applications in their local communities. The desire to align STEM teaching and learning with local STEM related resources guided the design of our week-long integrated STEM K-12 teacher professional development (PD) program, i-STEM. We have completed four years of our i-STEM PD program and have made place-based STEM a major emphasis of our curriculum. This report focuses on the data collected in the fourth year of our program. Our week-long i-STEM PD served over 425 educators last summer (2013), providing them with in depth theme-based integrated STEM short courses which were limited to an average of 15 participants and whole group plenary sessions focused around placed based integrated STEM, inquiry, engineering design, standards and practices of Common Core and 21st Century skills. This state wide PD was distributed in five Idaho community colleges and took place over two weeks. The STEM short courses included topics on engineering for sustainability, using engineering to spark interest in STEM, municipal water systems, health, agriculture, food safety, mining, forestry, energy, and others. Integral to these short courses were field trips designed to connect the K-12 educators to the resources in their local communities that could be leveraged

    In our tenth year of educational service and outreach, Oak Ridge National Laboratory`s Ecological and Physical Science Study Center (EPSSC) provides hands-on, inquiry-based science activities for area students and teachers. Established in 1984, the EPSSC now hosts over 20,000 student visits. Designed to foster a positive attitude towards science, each unit includes activities which reinforce the science concept being explored. Outdoor science units provide field experience at the Department of Energy`s Oak Ridge National Environmental Research Park and outreach programs are offered on-site in area schools. Other programs are offered as extensions of the EPSSC core programs, including on-site student science camps, all-girl programs, outreach science camps, student competitions, teacher in-service presentations and teacher workshops.

    This document describes the Boise geothermal district heating project from preliminary feasibility studies completed in 1979 to a fully operational system by 1983. The report includes information about the two local governments that participated in the project - the City of Boise, Idaho and the Boise Warm Springs Water District. It also discusses the federal funding sources; the financial studies; the feasibility studies conducted; the general system planning and design; design of detailed system components; the legal issues involved in production; geological analysis of the resource area; distribution and disposal; the program to market system services; and the methods of retrofitting buildings to use geothermal hot water for space heating. Technically this report describes the Boise City district heating system based on 170/sup 0/F water, a 4000 gpm production system, a 41,000 foot pipeline system, and system economies. Comparable data are also provided for the Boise Warm Springs Water District. 62 figs., 31 tabs.

    Vertical-bore, geothermal heat pumps (GHPs) have been providing heating and cooling to four new elementary schools located in Lincoln, Nebraska since 1995. According to representatives of the local utility and school district, the systems are providing a comfortable, complaint-free environment with utility costs that are nearly half of that of other schools in the district. Performance data collected from on-site energy management systems and district billing and utility records for all fifty schools in the Lincoln district indicate that only five consume less energy than the best performing GHP school; however these five cool less than 10% of their total floor area, while the GHP schools cool 100% of their floor area. When compared to other new schools (with similar ventilation loads), the GHP schools used approximately 26% less source energy per square foot of floor area. Variations in annual energy performance are evident among the four GHP schools, however, together they still consume less source energy than 70% of all schools in the district. These variations are most likely due to operational differences rather than installed equipment, building orientation, or environmental (bore field) conditions.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare? This paper summarizes key findings from a report recently published by the International Energy Agency which examines the energy efficiency and economics of alternatives for combining cogeneration technology options (gas turbine simple cycle, diesel engine, steam turbine, gas turbine combined cycle) with chiller options (electric centrifugal, steam turbine centrifugal one-stage steam absorption, two-stage steam absorption, hot water absorption).

These school districts used school buses equipped with the newly developed liquid propane injection system that improves vehicle performance. Some of the school districts in this study saved nearly 50% on a cost per mile basis for fuel and maintenance relative to diesel. Using Argonne National Laboratory’s Alternative Fuel Life-Cycle Environmental and Economic Transportation (AFLEET) Tool developed for the DOE’s Clean Cities program to help Clean Cities stakeholders estimate petroleum use, greenhouse gas (GHG) emissions, air pollutant emissions and cost of ownership of light-duty and heavy-duty vehicles, the results showed payback period ranges from 3—8 years, recouping the incremental cost of the vehicles and infrastructure. Overall, fuel economy for these propane vehicles is close to that of displaced diesel vehicles, on an energy-equivalent basis. In addition, the 110 propane buses examined demonstrated petroleum displacement, 212,000 diesel gallon equivalents per year, and GHG benefits of 770 tons per year.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    The original scope of work was to obtain and analyze existing and emerging data in four states: California, Florida, New York, and Wisconsin. The goal of this data collection was to deliver a baseline database or recommendations for such a database that could possibly contain window and daylighting features and energy performance characteristics of Kindergarten through 12th grade (K-12) school buildings (or those of classrooms when available). In particular, data analyses were performed based upon the California Commercial End-Use Survey (CEUS) databases to understand school energy use, features of window glazing, and availability of daylighting in California K-12 schools. The outcomes from this baseline task can be used to assist in establishing a database of school energy performance, assessing applications of existing technologies relevant to window and daylighting design, and identifying future R&D needs. These are in line with the overall project goals as outlined in the proposal. Through the review and analysis of this data, it is clear that there are many compounding factors impacting energy use in K-12 school buildings in the U.S., and that there are various challenges in understanding the impact of K-12 classroom energy use associated with design features of window glazing and skylight. First, the energy data in the existing CEUS databases has, at most, provided the aggregated electricity and/or gas usages for the building establishments that include other school facilities on top of the classroom spaces. Although the percentage of classroom floor area in schools is often available from the databases, there is no additional information that can be used to quantitatively segregate the EUI for classroom spaces. In order to quantify the EUI for classrooms, sub-metering of energy usage by classrooms must be obtained. Second, magnitudes of energy use for electricity lighting are not attainable from the existing databases, nor are the lighting levels contributed

    The White Pine County School District and the Nevada Division of Forestry agreed to develop a pilot project for Nevada using wood chips to heat the David E. Norman Elementary School in Ely, Nevada. Consideration of the project was triggered by a ''Fuels for Schools'' grant that was brought to the attention of the School District. The biomass project that was part of a district-wide energy retrofit, called for the installation of a biomass heating system for the school, while the current fuel oil system remained as back-up. Woody biomass from forest fuel reduction programs will be the main source of fuel. The heating system as planned and completed consists of a biomass steam boiler, storage facility, and an area for unloading and handling equipment necessary to deliver and load fuel. This was the first project of it's kind in Nevada. The purpose of the DOE funded project was to accomplish the following goals: (1) Fuel Efficiency: Purchase and install a fuel efficient biomass heating system. (2) Demonstration Project: Demonstrate the project and gather data to assist with further research and development of biomass technology; and (3) Education: Educate the White Pine community and others about biomass and other non-fossil fuels.
