    Six stratigraphic units are recognized as favorable for the occurrence of uranium deposits that meet the minimum size and grade requirements of the U.S. Department of Energy in the Cortez 1/sup 0/ x 2/sup 0/ Quadrangle, Utah and Colorado. These units include the Jurassic Salt Wash, Recapture, and Brushy Basin Members of the Morrison Formation and the Entrada Sandstone, the Late Triassic Chinle Formation, and the Permian Cutler Formation. Four areas are judged favorable for the Morrison members which include the Slick Rock, Montezuma Canyon, Cottonwood Wash and Hatch districts. The criteria used to determine favorability include the presence of the following (1) fluvial sandstone beds deposited by low-energy streams; (2) actively moving major and minor structures such as the Paradox Basin and the many folds within it; (3) paleostream transport directions approximately perpendicular to the trend of many of the paleofolds; (4) presence of favorable gray lacustrine mudstone beds; and (5) known uranium occurrences associated with the favorable gray mudstones. Two areas of favorability are recognized for the Chinle Formation. These areas include the Abajo Mountain and Aneth-Ute Mountain areas. The criteria used to determine favorability include the sandstone-to-mudstone ratio for the Chinle Formation and the geographic distribution of the Petrified Forest Member of the Chinle Formation. Two favorable areas are recognized for the Cutler Formation. Both of these areas are along the northern border of the quadrangle between the Abajo Mountains and the Dolores River Canyon area. Two areas are judged favorable for the Entrada Sandstone. One area is in the northeast corner of the quadrangle in the Placerville district and the second is along the eastern border of the quadrangle on the southeast flank of the La Plata Mountains.

    This paper describes the selection of a cogeneration system for San Jose State University and how that system fits the needs of the University. The cogenerator plant is capable of meeting the total campus steam and electric requirements. When the plant is down for routine maintenance, backup is supplied by the existing boiler plant and the local electric utility. Power generated above the University's needs is sold to the utility. The relatively new Cheng cycle system was chosen for the plant. It has more flexibility than a simple cycle and greater electrical and steaming capacity than for the equivalent combined cycle system. An analysis showed that under the University's loads and rate structure, the Cheng cycle could provide realistic sizing and good financial returns. The design of the Cheng system is described.

    The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed. Specific briefs about some of the individual countries in the Accord are included. The fuel price/tax series for the Western Hemisphere countries is updated.

    Shadows cast by trees and buildings can limit the solar access of rooftop solar-energy systems, including photovoltaic panels and thermal collectors. This study characterizes rooftop shading in a residential neighborhood of San Jose, CA, one of four regions analyzed in a wider study of the solar access of California homes.High-resolution orthophotos and LiDAR (Light Detection And Ranging) measurements of surface height were used to create a digital elevation model of all trees and buildings in a 4 km2 residential neighborhood. Hourly shading of roofing planes (the flat elements of roofs) was computed geometrically from the digital elevation model. Parcel boundaries were used to determine the extent to which roofing planes were shaded by trees and buildings in neighboring parcels.In the year in which surface heights were measured (2005), shadows from all sources ("total shading") reduced the insolation received by S-, SW-, and W-facing residential roofing planes in the study area by 13 - 16percent. Shadows cast by trees and buildings in neighboring parcels reduced insolation by no more than 2percent. After 30 years of simulated maximal tree growth, annual total shading increased to 19 - 22percent, and annual extraparcel shading increased to 3 - 4percent.

    The purpose of this study is to assess the commercial feasibility of producing between 76 and 189 million liters (20 and 50 million gallons) of ethanol annually in the San Luis Valley, Colorado using geothermal energy as the primary heat source. The San Luis Valley is located in south-central Colorado. The valley is a high basin situated approximately 2316 meters (7600 feet) above sea level which contains numerous warm water wells and springs. A known geothermal resource area (KGRA) is located in the east-central area of the valley. The main industry in the valley is agriculture, while the main industry in the surrounding mountains is lumber. Both of these industries can provide feedstock for the production of ethanol.

    The commercial feasibility of producing between 76 and 189 million liters (20 to 50 million gallons) of ethanol annually in the San Luis Valley, Colorado using geothermal energy as the primary heat source was assessed. The San Luis Valley is located in south-central Colorado. The valley is a high basin situated approximately 2316 meters (7600 feet) above sea level which contains numerous warm water wells and springs. A known geothermal resource area (IGRA) is located in the east-central area of the valley. The main industry in the valley is agriculture, while the main industry in the surrounding mountains is lumber. Both of these industries can provide feedstocks for the production of ethanol.

    This report summarizes the results of a study conducted by Argonne National Laboratory’s (Argonne’s) Environmental Science Division for the U.S. Department of the Interior Bureau of Land Management (BLM). The study analyzed the regional effects of potential visual impacts of solar energy development on three BLM-designated solar energy zones (SEZs) in the San Luis Valley (SLV) in Colorado, and, based on the analysis, made recommendations for or against regional compensatory mitigation to compensate residents and other stakeholders for the potential visual impacts to the SEZs. The analysis was conducted as part of the solar regional mitigation strategy (SRMS) task conducted by BLM Colorado with assistance from Argonne. Two separate analyses were performed. The first analysis, referred to as the VSA Analysis, analyzed the potential visual impacts of solar energy development in the SEZs on nearby visually sensitive areas (VSAs), and, based on the impact analyses, made recommendations for or against regional compensatory mitigation. VSAs are locations for which some type of visual sensitivity has been identified, either because the location is an area of high scenic value or because it is a location from which people view the surrounding landscape and attach some level of importance or sensitivity to what is seen from the location. The VSA analysis included both BLM-administered lands in Colorado and in the Taos FO in New Mexico. The second analysis, referred to as the SEZ Analysis, used BLM visual resource inventory (VRI) and other data on visual resources in the former Saguache and La Jara Field Offices (FOs), now contained within the San Luis Valley FO (SLFO), to determine whether the changes in scenic values that would result from the development of utility-scale solar energy facilities in the SEZs would affect the quality and quantity of valued scenic resources in the SLV region as a whole.     The project report describes a two year experiment to control wetland drainage to the San Joaquin River of California from the San Luis National Wildlife Refuge using a decision support system for real-time water quality management. This system required the installation and operation of one inlet and three drainage flow and water quality monitoring stations which allowed a simple mass balance model to be developed of the seasonally managed wetlands in the study area. Remote sensing methods were developed to document long-term trends in wetland moist soil vegetation and soil salinity in response to management options such as delaying the initiation of seasonal wetland drainage. These environmental management tools provide wetland managers with some of the tools necessary to improve salinity conditions in the San Joaquin River and improve compliance with State mandated salinity objectives without inflicting long-term harm on the wild fowl habitat resource.

    A feasibility study was performed to evaluate the potential of multipurpose applications of moderate-temperature geothermal waters in the vicinity of the Baca Grande community development in the San Luis Valley, Colorado. The project resource assessment, based on a thorough review of existing data, indicates that a substantial resource likely exists in the Baca Grande region capable of supporting residential and light industrial activity. Engineering designs were developed for geothermal district heating systems for space heating and domestic hot water heating for residences, including a mobile home park, an existing motel, a greenhouse complex, and other small commercial uses such as aquaculture. In addition, a thorough institutional analysis of the study area was performed to highlight factors which might pose barriers to the ultimate commercial development of the resource. Finally, an environmental evaluation of the possible impacts of the proposed action was also performed. The feasibility evaluation indicates the economics of the residential areas are dependent on the continued rate of housing construction. If essentially complete development could occur over a 30-year period, the economics are favorable as compared to existing alternatives. For the commercial area, the economics are good as compared to existing conventional energy sources. This is especially true as related to proposed greenhouse operations. The institutional and environmental analyses indicates that no significant barriers to development are apparent.

    This report is about the social acceptance of utility-scale concentrating solar power (CSP) plants in the San Luis Valley, approximately 200 miles southwest of Denver, Colorado. The research focused on social factors that may facilitate and impede the adoption and implementation of CSP. During the winter of 2008-2009, interviews were conducted with a purposive sample of 25 CSP-related stakeholders inside and outside the Valley. Interviews focused on the perceived advantages and disadvantages of siting a hypothetical 100-MW CSP facility in the Valley, the level of community support and opposition to CSP development, and related issues, such as transmission. State policy recommendations based on the findings include developing education programs for Valley residents, integrating Valley decision makers into an energy-water-land group, providing training for Valley decision makers, offering workforce training, evaluating models of taxation, and forming landholder energy associations. In addition, the SLV could become a laboratory for new approaches to CSP facility and transmission siting decision-making. The author recommends that outside stakeholders address community concerns and engage Valley residents in CSP decisions. Engaging the residents in CSP and transmission decisions, the author says, should take parallel significance with the investment in solar technology.

    This case study enhances the understanding of open automated demand response opportunities in municipal wastewater treatment facilities. The report summarizes the findings of a 100 day submetering project at the San Luis Rey Wastewater Treatment Plant, a municipal wastewater treatment facility in Oceanside, California. The report reveals that key energy-intensive equipment such as pumps and centrifuges can be targeted for large load reductions. Demand response tests on the effluent pumps resulted a 300 kW load reduction and tests on centrifuges resulted in a 40 kW load reduction. Although tests on the facility?s blowers resulted in peak period load reductions of 78 kW sharp, short-lived increases in the turbidity of the wastewater effluent were experienced within 24 hours of the test. The results of these tests, which were conducted on blowers without variable speed drive capability, would not be acceptable and warrant further study. This study finds that wastewater treatment facilities have significant open automated demand response potential. However, limiting factors to implementing demand response are the reaction of effluent turbidity to reduced aeration load, along with the cogeneration capabilities of municipal facilities, including existing power purchase agreements and utility receptiveness to purchasing electricity from cogeneration facilities.

    This report provides information on the geology and selected physical and mechanical properties of surface rocks collected at Diablo Canyon, San Luis Obispo County, California as part of the design and engineering studies towards a future reactor neutrino oscillation experiment. The main objective of this neutrino project is to study the process of neutrino flavor transformation--or neutrino oscillation--by measuring neutrinos produced in the fission reactions of a nuclear power plant. Diablo Canyon was selected as a candidate site because it allows the detectors to be situated underground in a tunnel close to the source of neutrinos (i.e., at a distance of several hundred meters from the nuclear power plant) while having suitable topography for shielding against cosmic rays. The detectors have to be located underground to minimize the cosmic ray-related background noise that can mimic the signal of reactor neutrino interactions in the detector. Three Pliocene-Miocene marine sedimentary units dominate the geology of Diablo Canyon: the Pismo Formation, the Monterey Formation, and the Obispo Formation. The area is tectonically active, located east of the active Hosgri Fault and in the southern limb of the northwest trending Pismo Syncline. Most of the potential tunnel for the neutrino detector lies within the Obispo Formation. Review of previous geologic studies, observations from a field visit, and selected physical and mechanical properties of rock samples collected from the site provided baseline geological information used in developing a preliminary estimate for tunneling construction cost. Gamma-ray spectrometric results indicate low levels of radioactivity for uranium, thorium, and potassium. Grain density, bulk density, and porosity values for these rock samples range from 2.37 to 2.86 g/cc, 1.41 to 2.57 g/cc, and 1.94 to 68.5% respectively.     The results from Annex XIII of the Cooperative Agreement between the United States Department of Energy (DOE) and the Ministry of Energy and Mines of the Republic of Venezuela (MEMV) have been documented and published with many researchers involved. Integrate comprehensive research programs in the area of Microbial Enhanced Oil Recovery (MEOR) ranged from feasibility laboratory studies to full-scale multi-well field pilots. The objective, to cooperate in a technical exchange of ideas and information was fully met throughout the life of the Annex. Information has been exchanged between the two countries through published reports and technical meetings between experts in both country's research communities. The meetings occurred every two years in locations coincident with the International MEOR conferences & workshops sponsored by DOE (June 1990, University of Oklahoma, September 1992, Brookhaven, September 1995, National Institute of Petroleum and Energy Research). Reports and publications produced during these years are listed in Appendix B. Several Annex managers have guided the exchange through the years. They included Luis Vierma, Jose Luis Zirritt, representing MEMV and E. B. Nuckols, Edith Allison, and Rhonda Lindsey, representing the U.S. DOE. Funding for this area of research remained steady for a few years but decreased in recent years. Because both countries have reduced research programs in this area, future exchanges on this topic will occur through ANNEX XV. Informal networks established between researchers through the years should continue to function between individuals in the two countries.

    This section summarizes trainee evaluations for the Safety Training Section course, Supervisors' Orientation to Occupational Safety in DOE, '' (S-101) which was conducted December 16-19, 1991 at Sandia National Laboratory, in Albuquerque, New Mexico. One instructor and a course administrator presented in the course to twenty-eight Sandia National Laboratory and Cortez III personnel. This report summarizes the quantitative course evaluations that trainees provided upon completion of the course and provides a transcript of the trainees' written comments. Numeric course ratings were generally positive and show that the course material and instruction were very effective. Written comments supported the positive numeric ratings. The course content and knowledge gained by the trainees exceeded most of the students' expectations of the course. Results from the final examination showed that students gained significant knowledge from the course.

    I traveled to Guatemala City to discuss host country and US Agency for International Development (USAID) Mission interest in an AID/Washington sponsored integrated utility efficiency initiative and to participate in a cogeneration conference. Discussions were held with USAID/Regional Office for Central America Panama (ROCAP), USAID/Guatemala City, the Ministry of Energy and Mines (MEM), the Empresa Electrica de Guatemala, and several members of the private sector regarding interest and the appropriateness of the proposed efficiency initiative. I then traveled to San Jose, Costa Rica to participate in a small scale hydro assessment study with a National Rural Electric Cooperative Association (NRECA) engineer for a newly formed generation and transmission consortium. Data were gathered both on member cooperative annual, seasonal and diurnal energy demand, as well as engineering data for the site analyses. Meetings were held with the cooperative members; USAID/San Jose; and the Ministry of Natural Resources, Energy and Mines to inform them of our progress.

This workshop is a key part of an initiative launched by DOE in 2009 to enhance the quality and lower the cost of SSL products through improvements in manufacturing equipment and processes and to foster a significant manufacturing role in the U.S. This year in San Jose, attendees explored a wide range of related topics and focused on reexamining and updating the DOE Manufacturing R&D Roadmap.
