    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments. In total, 23 traffic signals will be retimed and synchronized, resulting in lower fuel consumption, shorter travel times, increased travel speed, less stopping and less engine idling.

    The subject document reports the results of an in-depth investigation of the fiscal year 1992 cost of the Palm Beach County, Florida integrated municipal solid waste management system (IMSWMS), the energy consumed to operate the system, and the environmental performance requirements for each of the system`s waste-processing and disposal facilities. Actual data from records kept by participants is reported in this document. Every effort was made to minimize the use of assumptions, and no attempt is made to interpret the data reported. Analytical approaches are documented so that interested analysts may perform manipulation or further analysis of the data.     Dade County, Florida has been in the forefront of resources recovery from municipal solid waste since the early 1980`s. The County completed its 3,000 tons per day (six days per week) refuse derived fuel waste-to-energy facility in 1982. The Resources Recovery facility is operated under a long-term agreement with Montenay-Dade, Ltd. The trash processing capability of this facility was upgraded in 1997 to process 860 tons per day (six days per week) of trash into a biomass fuel which is used off-site to produce electrical energy. Under current Florida law, facilities like trash-to-fuel that produce alternative clean-burning fuels for the production of energy may receive credit for up to one-half of the state`s 30 percent waste reduction goal.

    A garbage-fueled power plant will begin operating this spring in Pinellas County, Florida. Although the plant will use a mass-burning technique already proven in Europe, it will be the first to generate electricity. Two new technologies are expected to reverse the poor performance of earlier garbage and refuse-derived fuel efforts: new boilers using 100% refuse-derived fuel and the European mass-burning technique, which uses untreated garbage. The institutional arrangements between the builder and operator, UOP, Inc., and Pinellas County reflect the priamry goal of garbage disposal, and will be treated as an expense. (DCK)

    An orientation study was conducted in Hillsborough and Polk Counties, west-central Florida, in preparation for a hydrogeochemical and stream sediment reconnaissance. The study was conducted by the Savannah River Laboratory as part of the National Uranium Resource Evaluation (NURE). A total of 60 surface sites and 294 ground water sites were sampled. The study includes field data and neutron activation analyses for uranium and supplemental elements, as well as determination of helium by mass spectroscopy. This report is issued in draft form, without detailed technical and copy editing. This was done to make the report available to the public before the end of the NURE program.

    The 11-acre Coleman-Evans Wood Preserving site is a former wood treatment facility, which was operated from 1954 to the late 1980s, in the community of Whitehouse, Duval County, Florida. Prior to 1970, wastewater from the facility was precipated and discharged to the onsite drainage ditch. The precipitated sludge was deposited into two unlined pits until 1970, when the sludge was stored in tanks. The wastewater treatment process was also enhanced in 1970 with lime precipitation and chlorination. In 1980, onsite ground water contamination was detected and activated charcoal filters were added to the treatment process to remove organics. The primary contaminant in onsite soil and ground water has been identified as pentachlorophenol (PCP). The highest areas of PCP concentration were in the vicinity of onsite chemical tanks and the unlined pit areas. In 1985, EPA conducted an emergency response, which included excavating and disposing of pit material offsite and filling excavated areas with clean fill. The Record of Decision (ROD) amends a 1986 ROD, which documented the selection of incineration for an estimated 9,000 cubic yards of contaminated soil. Since that time, additional studies during the remedial design phase indicated that there are approximately 27,000 cubic yards of contaminated soil. Based on the excessive volume of soil and the high cost of incineration, treatability studies were conducted and an alternative source control treatment was selected. The primary contaminants of concern affecting the soil, sediment, and ground water are organics including PCP and metals.

    The Whitehouse Waste Oil Pits National Priorities List (NPL) site is located about 0.5 mile northwest of the community of Whitehouse in western Duval County, Florida. After waste oil spilled into the northeast tributary of McGirts Creek in 1968 and 1976, the Environmental Protection Agency stabilized and covered the remaining waste oil from the abandoned oil recycling business. Soils and ground water at the site are contaminated with heavy metals, primarily lead. The residents are particularly concerned about children who play on the site being exposed to toxic chemicals and about contamination of their private potable wells. Dermal contact with the exposed waste oil is a likely exposure pathway for children and other trespassers on the site. Dermal contact with the waste oil by remediation workers and ingestion of contaminated ground water by nearby residents are potential exposure pathways. The data and information have been evaluated for appropriate health follow-up activities by the Agency for Toxic Substances and Disease Registry (ATSDR).

    A review has been performed of existing information that describes geology, hydrogeology, and geochemistry at the South District Wastewater Treatment Plant, which is operated by the Miami-Dade Water and Sewer Department, in Dade County, Florida. Treated sanitary wastewater is injected into a saline aquifer beneath the plant. Detection of contaminants commonly associated with treated sanitary wastewater in the freshwater aquifer that overlies the saline aquifer has indicated a need for a reevaluation of the ability of the confining layer above the saline aquifer to prevent fluid migration into the overlying freshwater aquifer. Review of the available data shows that the geologic data set is not sufficient to demonstrate that a competent confining layer is present between the saline and freshwater aquifers. The hydrogeologic data also do not indicate that a competent confining layer is present. The geochemical data show that the freshwater aquifer is contaminated with treated wastewater, and the spatial patterns of contamination are consistent with upward migration through localized conduits through the Middle Confining Unit, such as leaking wells or natural features. Recommendations for collection and interpretation of additional site characterization data are provided.

    Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

    The John Day is the nation's second longest free-flowing river in the contiguous United States and the longest containing entirely unsupplemented runs of anadromous fish. Located in eastern Oregon, the basin drains over 8,000 square miles, Oregon's fourth largest drainage basin, and incorporates portions of eleven counties. Originating in the Strawberry Mountains near Prairie City, the John Day River flows 284 miles in a northwesterly direction, entering the Columbia River approximately four miles upstream of the John Day dam. With wild runs of spring Chinook salmon and summer steelhead, westslope cutthroat, and redband and bull trout, the John Day system is truly a basin with national significance. The majority of the John Day basin was ceded to the Federal government in 1855 by the Confederated Tribes of the Warm Springs Reservation of Oregon (Tribes). In 1997, the Tribes established an office in the basin to coordinate restoration projects, monitoring, planning and other watershed activities on private and public lands. Once established, the John Day Basin Office (JDBO) formed a partnership with the Grant Soil and Water Conservation District (GSWCD), which contracts the majority of the construction implementation activities for these projects from the JDBO. The GSWCD completes the landowner contact, preliminary planning, engineering design, permitting, construction contracting, and construction implementation phases of most projects. The JDBO completes the planning, grant solicitation/defense, environmental compliance, administrative contracting, monitoring, and reporting portion of the program. Most phases of project planning, implementation, and monitoring are coordinated with the private landowners and basin agencies, such as the Oregon Department of Fish and Wildlife and Oregon Water Resources Department. In 2003, the JDBO and GSWCD proposed continuation of their successful partnership between the two agencies and basin landowners to implement an additional

The FHI program objectives were to develop Florida?s hydrogen and fuel cell infrastructure and to assist DOE in its hydrogen and fuel cell activities The FHI program funded 12 RD&D projects as follows: Hydrogen Refueling Infrastructure and Rental Car Strategies -- L. Lines, Rollins College This project analyzes strategies for Florida's early stage adaptation of hydrogen-powered public transportation.     Stormwater ponds are required in Central Florida when land is developed to treat the resulting stormwater. The St. Johns River Water Management District, the agency that regulates stormwater discharges in Central Florida, frequently approves plans that create habitat for fish and wildlife by planting desirable wetland and aquatic vegetation in the littoral zones of stormwater ponds to compensate for the loss of wetlands. The various species of fish that inhabit stormwater ponds serve as a food source to wildlife, especially wading birds. The objective of this study was to determine if fish that live in stormwater treatment ponds in Orlando, Florida contained significant concentrations of chromium. In order to determine if there were differences in chromium concentrations in fish with different foraging strategies, three species of sunfish (Centrarchidae) with substantially different foraging strategies were selected for this study: largemouth bass (Micropterus salmoides), a predator; redear sunfish (Lepomis microlophus), a bottom feeder; and bluegill sunfish (Lepomis macrochirus), an omnivore. Many researchers have shown that large quantities of chromium are found in urban runoff. Chromium sources are largely associates with the operation of motor vehicles. Several investigators have determined that chromium from urban runoff concentrates in the sediment of stormwater ponds. Sediments represent the most concentrated physical pool of metals in aquatic environments, and they are ingested by many types of aquatic organisms. Most fish are capable of accumulating heavy metals from their diet and from water through their gills. 17 refs., 1 fig., 3 tabs.

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

    I urge the Energy view Task Force and other elements of the Dept of Energy to withhold approval for surveying, designing, permitting and construction (or other activities) related to the construction of a natural gas pipeline across northern Massachusetts for these reasons, among others: National energy policy should be directed toward the development and deployment of energy sources which offer long-term sustainability. By incentivizing extraction and shipment of fossil fuels the proposed pipeline delays pursuit of this goal, and distracts attention from projects with better long-term potential. National action should address long-term re-direction of energy planning, focussing on energy conservation and development of renewable sources. Concentration on short-term solutions delays responsible attention to future economic impacts. Expansion of pipeline and rail transport of fuels should have a lower priority than correction of safety and emission shortcomings in existing facilities. Investment in repair of existing pipelines will reduce leaks, and by increasing the usable delivery volume from current pipelineslines will help meet the forecasted growth of energy demand. Reduction in leaks from current pipelines will also reduce emission of "greenhouse gasses," and improve air quality. The proposed pipeline contradicts and impairs our national goals of preservation and conservation of natural resources. Any "job-creation" justification is short-sighted and disingenuous. No project should be justified on these grounds, absent significant benefits, because employment in an environmentally-destructive and economically-disruptive industry undermines other public benefits. In addition, the impact on permanent employment levels will be less than that of expansion of alternative-energy sources. John Hanold

    Bonneville is proposing to construct, operate, and maintain a 79-mile-long 500-kilovolt-transmission line in Benton and Klickitat Counties, Washington, and Umatilla and Sherman counties, Oregon. The new line would start at Bonneville's McNary Substation in Oregon and would cross the Columbia River just north of the substation into Washington. The line would then proceed west for about 70 miles along the Columbia River. At the John Day Dam, the line would again cross the Columbia River into Oregon and terminate at Bonneville's John Day Substation. The new line would parallel existing transmission lines for the entire length; mostly within existing available right-of-way. Presently, the existing transmission lines in the area are operating at capacity. These lines help move power from the east side of the Cascades to the west side, where there is a high need for electricity (cities along the I-5 corridor). Because the Northwest has only recently recovered from a shortfall in electric energy supply and a volatile wholesale power market in which prices reached record highs, there are many new proposals for facilities to generate new power. Some of these facilities are in the vicinity of the McNary-John Day project; the proposed line would help insure that existing and newly generated power could move through the system. Bonneville is also considering the No Action Alternative and several short-line routing alternatives. The short routing alternatives include three half-mile-long routes for getting from the McNary Substation to the Columbia River crossing; three two-mile-long routes where the Hanford-John Day transmission line joins the existing corridor; two 1,000-foot-long routes at corridor mile 32; and two 500-foot-long routes at corridor mile 35.

It could be routed less destructively through existing public rights of way that seem to exist already in the southern parts of the state, which already has a pipeline in place.     Bonneville is proposing to construct, operate, and maintain a 79-mile-long 500-kilovolt-transmission line in Benton and Klickitat Counties, Washington, and Umatilla and Sherman Counties, Oregon. The new line would start at Bonneville's McNary Substation in Oregon and would cross the Columbia River just north of the substation into Washington. The line would then proceed west for about 70 miles along the Columbia River. At the John Day Dam, the line would again cross the Columbia River into Oregon and terminate at Bonneville's John Day Substation. The new line would parallel existing transmission lines for the entire length; mostly within existing available right-of-way. Presently, the existing transmission lines in the area are operating at capacity. These lines help move power from the east side of the Cascades to the west side, where there is a high need for electricity (cities along the I-5 corridor). Because the Northwest has only recently recovered from a shortfall in electric energy supply and a volatile wholesale power market in which prices reached record highs, there are many new proposals for facilities to generate new power. Some of these facilities are in the vicinity of the McNary-John Day project; the proposed line would help insure that existing and newly generated power could move through the system. Bonneville is also considering the No Action Alternative and several short-line routing alternatives. The short routing alternatives include three half-mile-long routes for getting from the McNary Substation to the Columbia River crossing; three two-mile-long routes where the Hanford-John Day transmission line joins the existing corridor; two 1,000-foot-long routes at corridor mile 32; and two 500-foot-long routes at corridor mile 35. This abbreviated final EIS consists of an introduction to the document, changes to the draft EIS, copies of all the comments received on the draft EIS, and Bonneville's written responses to the comments.     Orange County Florida completed the construction of a 20 kilowatt Solar Demonstration and Research Facility in March 2015. The system was constructed at the Orange County/University of Florida Cooperative Extension Center whose electric service address is 6021 South Conway Road, Orlando, Florida 32802. The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid. The Photovoltaic Solar Demonstration and Research Facility also serves an educational tool to the public; the solar array is tied directly into a data logger that provides real time power

    The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. 55 refs., 37 figs., 37 tabs.

    Hello Ms. Wayland--- I have three comments regarding the development of energy infrastructure in the United States: 1) NATIVE, NON-RENEWABLE ENERGY RESOURCES SHOULD NOT BE MADE AVAILABLE FOR EXPORT IN LARGE QUANTITIES. Small or limited amounts could be permissible, but not in large, ongoing quantities since we will obviously need it for our own use. We have been given a reprieve in that we have discovered new ways to make the most of what we have; let us not squander it through exports. If other countries wish to sell energy to us, that is their call. 2) NEITHER PUBLIC FUNDS NOR PUBLIC EMINENT DOMAIN POWERS SHOULD BE USED TO CONSTRUCT TRANSMISSION FACILITIES ON BEHALF OF PRIVATE ENERGY COMPANIES WISHING TO EXPORT NON-RENEWABLE ENERGY RESOURCES. 3) NEW ENERGY TRANSMISSION FACILITIES SHOULD BE ROUTED ALONG EXISTING RIGHTS-OF-WAY OR ALONG EXISTING PUBLIC USE CORRIDORS AND NOT THROUGH LESS DEVELOPED, RURAL OR WILDERNESS AREAS. Small and rural communities should not be taken advantage of merely because the real estate is less expensive. Just as the public would not tolerate a transmission corridor through a national park, neither is it beneficial to disfigure small towns and rural landscapes with utility rights-of-way.     A recent study by the University of Florida, Center for Biomass Programs (1996) showed that biomass crops have potential as a new agricultural commodity in central Florida. Both herbaceous and woody biomass crops have high yields, and weather and soil conditions are favorable. In the Polk County area over 40,371 ha (100,000 A) of phosphate-mined land and about 161,486 ha (400,000 A) of pastureland may be available for biomass production at low opportunity cost. Phosphate land is owned by a few mining companies while pastureland is owned by or rented to cattlemen. Infrastructure for large-scale crop production, such as in the Midwest United States, does not presently exist in central Florida. Personal interviews were conducted with phosphate company managers and a mail survey was conducted with 940 landowners, with at least 16 ha (40 A) of agricultural land. Data were gathered related to decision making factors in growing biomass and other new crops. Results suggested that economic factors, particularly availability of an established market and an assured high return per acre were considered the most important factors. Lack of familiarity with new crops was an important barrier to their adoption. Potential net returns and production costs were considered the most important information needed to make decisions about growing biomass crops.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    About 8% (1.2 million ha) of the total surface area of Florida is occupied by freshwater. Many of these water bodies are eutrophic. Nutrients present in these water bodies can be potentially used to culture aquatic plants as a possible feedstock for methane production. This paper summarizes the results of known research findings on biomass production potential of freshwater aquatic plants in Florida and identifies key research needs to improve the quality and quantity of biomass yields. Among floating aquatic plants, biomass yield potential was in the order of water-hyacinth > water lettuce > pennywort > salvinia > duckweed > azolla. Pennywort, duckweed, and azolla appear to perform well during the cooler months compared to other aquatic plants. Among emergent plants, biomass yield potential was in the order of southern wild rice > cattails > soft rush > bulrush. Cultural techniques, nutrient management, and environmental factors influencing the biomass yields were discussed. 68 references.
