    Fuel Cells at the Crossroads examines financial community and fuel cell industry views on the investment climate for the fuel cell industry. It also explores the investment history of the US fuel cell industry and projects potential future job creation. The scope of the study included the transportation, stationary power generation and portable sectors. Interviews were conducted with industry and financial experts. The results of the interviews provide a snapshot of industry perspective just prior to President Bush's endorsement of a hydrogen economy in his 2003 State of the Union address. In April 2003, we conducted a spot check to test whether the State of the Union address had changed opinions. We found little change among the financial and investment communities, but some guarded new optimism among industry leaders. The general outlook of our sample was cautiously hopeful. There is no question, however, that the current climate is one of great uncertainty, particularly when compared with the enthusiasm that existed just a few years ago. Among other things: (1) Respondents generally believed that the energy industry will undergo profound change over the next few decades, resulting in some form of hydrogen economy. They acknowledged, however, that huge technology and cost hurdles must be overcome to achieve a hydrogen economy. (2) Respondents were worried about the future of the industry, including timeframes for market development, foreign competition, technical problems, and the current poor investment environment. (3) Respondents generally believed that the US federal government must provide strong leadership to ensure American leadership in the fuel cell industry. They believe that governments in Europe and Japan are highly committed to fuel cells, thus providing European and Japanese companies with significant advantages. (4) Respondents frequently mentioned several areas of concern, including the situation in Iraq, the increased commitment to fuel cells in

    Protec Fuel Management project objectives are to help design, build, provide, promote and supply biofuels for the greater energy independence, national security and domestic economic growth through job creations, infrastructure projects and supply chain business stimulants. Protec Fuel has teamed up with station owners to convert 5 existing retail fueling stations to include E85 fuel to service existing large number of fleet FFVs and general public FFVs. The stations are located in high flex fuel vehicle locations in the state of TX. Under the project name, “Job Creation and Petroleum Independence with E85 in Texas,” Protec Fuel identified and successfully opened stations strategically located to maximize e85 fueling success for fleets and public. Protec Fuel and industry affiliates and FFV manufacturers are excited about these stations and the opportunities as they will help reduce emissions, increase jobs, economic stimulus benefits, energy independence and petroleum displacement.

    The recent revival of interest in nuclear power is causing a reexamination of the role of nuclear power in the United States. This renewed interest has led to questions regarding the capability and capacity of current U.S. industries to support a renewal of nuclear power plant deployment. This study was conducted to provide an initial estimate of jobs to be gained in the U.S. through the repatriation of the nuclear manufacturing industry. In the course of the study, related job categories were also modeled to provide an additional estimate of the potential expansion of existing industries (i.e., plant construction and operations) in conjunction with the repatriation of manufacturing jobs.

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    At present, up to 70% of Russian territory is not covered by central electrical distribution systems. In the field of fuel cell power plants, Russia is at parity with the leading foreign countries with respect to both technical and economic performance and the level of research being conducted. Civilian use of these generating systems on a broad scale, however, demands that a number of problems be solved, particularly those relating to the need for longer plant service life, lower unit cost of electricity, etc. The Ministry of Science and technical Policy of the Russian Federation issued a decree creating a new are of concentration, `Fuel Cell Based Power Plants for Civilian Needs,` in the GNTPR `Environmentally Clean Power Industry,` which will form the basis for financial support in this area out of the federal budget.

    This paper describes a proposal for a joint Russian-American enterprise for performing scientific investigations, development, and manufacture of fuel cell power plants on the basis of the solid oxide fuel cell. RASOFCo. Russian-American Solid Oxide Fuel Cells Company. RASOFCo will provide the series output of the electrochemical generator (ECG) of 1kW power, then of 5kW and 10kW as well as the development and the output of 10kW power plant with the subsequent output of a power plant of greater power. An ECG based on solid oxide fuel cells uses methane as a fuel. Predicted technical characteristics, market analysis, assessment of potential demands for power plants of low power for Tyumentransgas, participants of the joint enterprise and their founding contributions, strategy for manufacture and financing, and management of RASOFCo are discussed.

    Information and measured data from the intial Fort St. Vrain (FSV) high temperature gas reactor core is used to develop a benchmark configuration to validate computational methods for analysis of a full-core, commercial HTR configuration. Large uncertainties in the geometry and composition data for the FSV fuel and core are identified, including: (1) the relative numbers of fuel particles for the four particle types, (2) the distribution of fuel kernel diameters for the four particle types, (3) the Th:U ratio in the initial FSV core, (4) and the buffer thickness for the fissile and fertile particles. Sensitivity studies were performed to assess each of these uncertainties. A number of methods were developed to assist in these studies, including: (1) the automation of MCNP5 input files for FSV using Python scripts, (2) a simple method to verify isotopic loadings in MCNP5 input files, (3) an automated procedure to conduct a coupled MCNP5-RELAP5 analysis for a full-core FSV configuration with thermal-hydraulic feedback, and (4) a methodology for sampling kernel diameters from arbitrary power law and Gaussian PDFs that preserved fuel loading and packing factor constraints. A reference FSV fuel configuration was developed based on having a single diameter kernel for each of the four particle types, preserving known uranium and thorium loadings and packing factor (58%). Three fuel models were developed, based on representing the fuel as a mixture of kernels with two diameters, four diameters, or a continuous range of diameters. The fuel particles were put into a fuel compact using either a lattice-bsed approach or a stochastic packing methodology from RPI, and simulated with MCNP5. The results of the sensitivity studies indicated that the uncertainties in the relative numbers and sizes of fissile and fertile kernels were not important nor were the distributions of kernel diameters within their diameter ranges.     The Jobs and Economic Development Impact (JEDI) models, developed through the National Renewable Energy Laboratory (NREL), are user-friendly tools utilized to estimate the economic impacts at the local level of constructing and operating fuel and power generation projects for a range of conventional and renewable energy technologies. The JEDI Petroleum Refinery Model User Reference Guide was developed to assist users in employing and understanding the model. This guide provides information on the model's underlying methodology, as well as the parameters and references used to develop the cost data utilized in the model. This guide also provides basic instruction on model add-in features, operation of the model, and a discussion of how the results should be interpreted. Based on project-specific inputs from the user, the model estimates job creation, earning and output (total economic activity) for a given petroleum refinery. This includes the direct, indirect and induced economic impacts to the local economy associated with the refinery's construction and operation phases. Project cost and job data used in the model are derived from the most current cost estimations available. Local direct and indirect economic impacts are estimated using economic multipliers derived from IMPLAN software. By determining the regional economic impacts and job creation for a proposed refinery, the JEDI Petroleum Refinery model can be used to field questions about the added value refineries may bring to the local community.

The strong electric background field is determined by solving Maxwell's equation in tandem with the Vlasov equation. Plasma oscillations appear as a result of feedback between the background field and the field generated by the particles produced. The plasma frequency depends on the strength of the initial background fields and the collision frequency, and is sensitive to the necessary momentum-dependence of dressed-parton masses.

    Single skyrmion creation and annihilation by spin waves in a crossbar geometry are theoretically analyzed. A critical spin-wave frequency is required both for the creation and the annihilation of a skyrmion. The minimum frequencies for creation and annihilation are similar, but the optimum frequency for creation is below the critical frequency for skyrmion annihilation. If a skyrmion already exists in the cross bar region, a spin wave below the critical frequency causes the skyrmion to circulate within the central region. A heat assisted creation process reduces the spin-wave frequency and amplitude required for creating a skyrmion. The effective field resulting from the Dzyaloshinskii-Moriya interaction and the emergent field of the skyrmion acting on the spin wave drive the creation and annihilation processes.

TTJA is not the only method of job analysis; however, when conducted properly TTJA can be cost effective, efficient, and self-validating, and represents an effective method of defining job requirements. The table-top job analysis is suggested in the DOE Training Accreditation Program manuals as an acceptable alternative to traditional methods of analyzing job requirements. DOE 5480-20A strongly endorses and recommends it as the preferred method for analyzing jobs for positions addressed by the Order.

This analysis provides the DOE with an assessment of the value, impact, and validity of the JEDI suite of models. While the models produce estimates of jobs, earnings, and economic output, this analysis focuses only on jobs estimates. This validation report includes an introduction to JEDI models, an analysis of the value and impact of the JEDI models, and an analysis of the validity of job estimates generated by JEDI model through comparison to other modeled estimates and comparison to empirical, observed jobs data as reported or estimated for a commercial project, a state, or a region.

    Early in 2002, REPP developed the Jobs Calculator, a tool that calculates the number of direct jobs resulting from renewable energy development under RPS (Renewable Portfolio Standard) legislation or other programs to accelerate renewable energy development. The calculator is based on a survey of current industry practices to assess the number and type of jobs that will result from the enactment of a RPS. This project built upon and significantly enhanced the initial Jobs Calculator model by (1) expanding the survey to include other renewable technologies (the original model was limited to wind, solar PV and biomass co-firing technologies); (2) more precisely calculating the economic development benefits related to renewable energy development; (3) completing and regularly updating the survey of the commercially active renewable energy firms to determine kinds and number of jobs directly created; and (4) developing and implementing a technology to locate where the economic activity related to each type of renewable technology is likely to occur. REPP worked directly with groups in the State of Nevada to interpret the results and develop policies to capture as much of the economic benefits as possible for the state through technology selection, training program options, and outreach to manufacturing groups.

Specific outcomes and benefits involved the proliferation of fuel cell systems in 5-to 20-kW lift trucks at a high-profile, real-world site that demonstrated the benefits of fuel cell technology and served as a focal point for other nascent customers. The project allowed for the creation of expertise in providing service and support for MHE fuel cell powered systems, growth of existing product manufacturing expertise, and promoted existing fuel cell system and component companies. The project also stimulated other MHE fleet conversions helping to speed the adoption of fuel cell systems and hydrogen fueling technology. This document also contains the lessons learned during the project in order to communicate the successes and difficulties experienced, which could potentially assist others planning similar projects.

    Many computational intelligence techniques for anomaly based network intrusion detection can be found in literature. Translating a newly discovered intrusion recognition criteria into a distributable rule can be a human intensive effort. This paper explores a multi-modal genetic algorithm solution for autonomous rule creation. This algorithm focuses on the process of creating rules once an intrusion has been identified, rather than the evolution of rules to provide a solution for intrusion detection. The algorithm was demonstrated on anomalous ICMP network packets (input) and Snort rules (output of the algorithm). Output rules were sorted according to a fitness value and any duplicates were removed. The experimental results on ten test cases demonstrated a 100 percent rule alert rate. Out of 33,804 test packets 3 produced false positives. Each test case produced a minimum of three rule variations that could be used as candidates for a production system.

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.

    In the next-generation linear colliders, the low-energy e{sup +}e{sup -} pairs created during the collision of high-energy e{sup +}e{sup -} beams would cause potential deleterious background problems to the detectors. At low collider energies, the pairs are made essentially by the incoherent process, where the pair is created by the interaction of beamstrahlung photons on the individual particles in the oncoming beam. This problem was first identified by Zolotarev, et al[1]. At energies where the beamstrahlung parameter {Upsilon} lies approximately in the range 0.6 {approx}< {Upsilon} {approx}< 100, pair creation from the beamstrahlung photons is dominated by a coherent process, first noted by Chen[2]. The seriousness of this pair creation problem lies in the transverse momenta that the pair particles carry when leaving the interaction point (IP) with large angles. One source of transverse momentum is from the kick by the field of the oncoming beam which results in an outcoming angle {theta} {proportional_to} 1/{radical}x, where x is the fractional energy of the particle relative to the initial beam particle energy[2,3]. As was shown in Ref. 131, there in fact exists an energy threshold for the coherent pairs, where x{sub th} {approx}> 1/2{Upsilon}. Thus within a tolerable exiting angle, there exists an upper limit for {Upsilon} where all coherent pairs would leave the detector through the exhaust port[4]. A somewhat different analysis has been done by Schroeder[5]. In the next generation of linear colliders, as it occurs, the coherent pairs can be exponentially suppressed[2] by properly choosing the {Upsilon}({approx}< 0.6). When this is achieved, the incoherent pairs becomes dominant. Since the central issue is the transverse momentum for particles with large angles, we notice that there is another source for it. Namely, when the pair particles are created at low energies, the intrinsic angles of these pairs when produced may already be large. This issue was

    We report on the use of a supercomputer simulation to study the performance sensitivity to systematic changes in the job parameters of run time, number of CPUs, and interarrival time. We also examine the effect of changes in share allocation and service ratio for job prioritization under a Fair Share queuing Algorithm to see the effect on facility figures of merit. We used log data from the ASCI supercomputer Blue Mountain and the ASCI simulator BIRMinator to perform this study. The key finding is that the performance of the supercomputer is quite sensitive to all the job parameters with the interarrival rate of the jobs being most sensitive at the highest rates and increasing run times the least sensitive job parameter with respect to utilization and rapid turnaround. We also find that this facility is running near its maximum practical utilization. Finally, we show the importance of the use of simulation in understanding the performance sensitivity of a supercomputer.

    This guide -- the JEDI Fast Pyrolysis Biorefinery Model User Reference Guide -- was developed to assist users in operating and understanding the JEDI Fast Pyrolysis Biorefinery Model. The guide provides information on the model's underlying methodology, as well as the parameters and data sources used to develop the cost data utilized in the model. This guide also provides basic instruction on model add-in features and a discussion of how the results should be interpreted. Based on project-specific inputs from the user, the JEDI Fast Pyrolysis Biorefinery Model estimates local (e.g., county- or state-level) job creation, earnings, and output from total economic activity for a given fast pyrolysis biorefinery. These estimates include the direct, indirect and induced economic impacts to the local economy associated with the construction and operation phases of biorefinery projects.Local revenue and supply chain impacts as well as induced impacts are estimated using economic multipliers derived from the IMPLAN software program. By determining the local economic impacts and job creation for a proposed biorefinery, the JEDI Fast Pyrolysis Biorefinery Model can be used to field questions about the added value biorefineries might bring to a local community.

    This report examines the economics of wetland creation, restoration, and enhancement projects, especially as they are used within the context of mitigation for unavoidable wetland losses. Complete engineering-cost-accounting profiles of over 90 wetland projects were developed in collaboration with leading wetland restoration and creation practitioners around the country to develop a primary source database. Data on the costs of over 1,000 wetland projects were gathered from published sources and other available databases to develop a secondary source database. Cases in both databases were carefully analyzed and a set of baseline cost per acre estimates were developed for wetland creation, restoration, and enhancement. Observations of costs varied widely, ranging from $5 per acre to $1.5 million per acre. Differences in cost were related to the target wetland type, and to site-specific and project-specific factors that affected the preconstruction, construction, and post-construction tasks necessary to carry out each particular project. Project-specific and site-specific factors had a much larger effect on project costs than wetland type for non-agricultural projects. Costs of wetland creation and restoration were also shown to differ by region, but not by as much as expected, and in response to the regulatory context. The costs of wetland creation, restoration, and enhancement were also analyzed in a broader economic context through examination of the market for wetland mitigation services, and through the development of a framework for estimating compensation ratios-the number of acres of created, restored, or enhanced wetland required to compensate for an acre of lost natural wetland. The combination of per acre creation, restoration, and enhancement costs and the compensation ratio determine the overall mitigation costs associated with alternative mitigation strategies.

    Spent fuel storage modeling is at the intersection of nuclear fuel cycle system dynamics and waste management policy. A model that captures the economic parameters affecting used nuclear fuel storage location options, which complements fuel cycle economic assessment has been created using CAFCA (Code for Advanced Fuel Cycles Assessment) of MIT. Research has also expanded to the study on dependency of used nuclear fuel storage economics, environmental impact, and proliferation risk. Three options of local, regional, and national storage were studied. The preliminary product of this research is the creation of a system dynamics tool known as the Waste Management Module which provides an easy to use interface for education on fuel cycle waste management economic impacts. Storage options costs can be compared to literature values with simple variation available for sensitivity study. Additionally, a first of a kind optimization scheme for the nuclear fuel cycle analysis is proposed and the applications of such an optimization are discussed. The main tradeoff for fuel cycle optimization was found to be between economics and most of the other identified metrics. (authors)

The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein.     The ongoing program is designed to advance the carbonate fuel cell technology from full-size proof-of-concept field test to the commercial design. DOE has been funding Direct FuelCell{reg_sign} (DFC{reg_sign}) development at FuelCell Energy, Inc. (FCE) for stationary power plant applications. The program efforts are focused on technology and system optimization for cost reduction, leading to commercial design development and prototype system field trials. FCE, Danbury, CT, is a world-recognized leader for the development and commercialization of high efficiency fuel cells that can generate clean electricity at power stations, or at distributed locations near the customers such as hospitals, schools, universities, hotels and other commercial and industrial applications. FCE has designed three different fuel cell power plant models (DFC300A, DFC1500 and DFC3000). FCE's power plants are based on its patented DFC{reg_sign} technology, where the fuel is directly fed to the fuel cell and hydrogen is generated internally. These power plants offer significant advantages compared to the existing power generation technologies--higher fuel efficiency, significantly lower emissions, quieter operation, flexible siting and permitting requirements, scalability and potentially lower operating costs. Also, the exhaust heat by-product can be used for cogeneration applications such as high-pressure steam, district heating and air conditioning. Several FCE sub-megawatt power plants are currently operating in Europe, Japan and the US. Because hydrogen is generated directly within the fuel cell module from readily available fuels such as natural gas and waste water treatment gas, DFC power plants are ready today and do not require the creation of a hydrogen infrastructure. Product improvement progress made during the reporting period in the areas of technology, manufacturing processes, cost reduction and balance of plant equipment designs is discussed in this report.

    Work on thermionic nuclear power systems has been performed in Russia within the framework of the TOPAZ reactor program since the early 1960s. In the TOPAZ in-core thermionic convertor reactor design, the fuel element`s cladding is also the thermionic convertor`s emitter. Deformation of the emitter can lead to short-circuiting and is the primary cause of premature TRC failure. Such deformation can be the result of fuel swelling, thermocycling, or increased unilateral pressure on the emitter due to the release of gaseous fission products. Much of the work on TRCs has concentrated on preventing or mitigating emitter deformation by improving the following materials and structures: nuclear fuel; emitter materials; electrical insulators; moderator and reflector materials; and gas-exhaust device. In addition, considerable effort has been directed toward the development of experimental techniques that accurately mimic operational conditions and toward the creation of analytical and numerical models that allow operational conditions and behavior to be predicted without the expense and time demands of in-pile tests. New and modified materials and structures for the cores of thermionic NPSs and new fabrication processes for the materials have ensured the possibility of creating thermionic NPSs for a wide range of powers, from tens to several hundreds of kilowatts, with life spans of 5 to 10 years.

    This report describes the modeling of a PWR fuel assembly under dynamic shock loading in support of the Sandia National Laboratories (SNL) shaker test campaign. The focus of the test campaign is on evaluating the response of used fuel to shock and vibration loads that a can occur during highway transport. Modeling began in 2012 using an LS-DYNA fuel assembly model that was first created for modeling impact scenarios. SNLs proposed test scenario was simulated through analysis and the calculated results helped guide the instrumentation and other aspects of the testing. During FY 2013, the fuel assembly model was refined to better represent the test surrogate. Analysis of the proposed loads suggested the frequency band needed to be lowered to attempt to excite the lower natural frequencies of the fuel assembly. Despite SNLs expansion of lower frequency components in their five shock realizations, pretest predictions suggested a very mild dynamic response to the test loading. After testing was completed, one specific shock case was modeled, using recorded accelerometer data to excite the model. Direct comparison of predicted strain in the cladding was made to the recorded strain gauge data. The magnitude of both sets of strain (calculated and recorded) are very low, compared to the expected yield strength of the Zircaloy-4 material. The model was accurate enough to predict that no yielding of the cladding was expected, but its precision at predicting micro strains is questionable. The SNL test data offers some opportunity for validation of the finite element model, but the specific loading conditions of the testing only excite the fuel assembly to respond in a limited manner. For example, the test accelerations were not strong enough to substantially drive the fuel assembly out of contact with the basket. Under this test scenario, the fuel assembly model does a reasonable job of approximating actual fuel assembly response, a claim that can be verified through direct

    This paper discusses Sandia National Laboratories` development of new technologies for use in the Vietnam War - specifically the seismic sensors deployed to detect troop and vehicle movement - first along the Ho Chi Minh Trail and later in perimeter defense for American military encampments in South Vietnam. Although the sensor story is a small one, it is interesting because it dovetails nicely with our understanding of the war in Vietnam and its frustrations; of the creation of new technologies for war and American enthusiasm for that technology; and of a technological military and the organizational research and a m am development structure created to support it. Within the defense establishment, the sensors were proposed within the context of a larger concept - that of a barrier to prevent the infiltration of troops and supplies from North Vietnam to the South. All of the discussion of the best way to fight in Vietnam is couched in the perception that this was a different kind of war than America was used to fighting. The emphasis was on countering the problems posed by guerrilla/revolutionary warfare and eventually by the apparent constraints of being involved in a military action, not an outright war. The American response was to find the right technology to do the job - to control the war by applying a technological tincture to its wounds and to make the war familiar and fightable on American terms. And, when doubts were raised about the effectiveness of applying existing technologies (namely, the bombing of North Vietnam and Laos), the doubters turned to new technologies. The sensors that were developed for use in Vietnam were a direct product of this sort of thinking - on the part of the engineers at Sandia who created the sensors, the civilian scientific advisors who recommended them, and, ultimately, the soldiers in the field who had to use them.

    In January 1982, the Department of Energy guaranteed a loan for the construction and startup of the Great Plains project. On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    We investigate the quantum particle creation during the circularly symmetric collapse of a 2+1 dust cloud, for the cases when the cosmological constant is either zero or negative. We derive the Ford-Parker formula for the 2+1 case, which can be used to compute the radiated quantum flux in the geometric optics approximation. It is shown that no particles are created when the collapse ends in a naked singularity, unlike in the 3+1 case. When the collapse ends in a Banados-Teitelboim-Zanelli black hole, we recover the expected Hawking radiation.

  18. Jobs, tax revenue persuade Oklahoma to waive buyback rule

    The chance to add up to 900 new jobs and $54 million in tax revenues led Oklahoma regulators to agree to a one-time waiver of a controversial state ruling that discourages long-term buyback rates for cogenerators. The ruling will allow a 100 MW cogeneration project to proceed with its plan to sell steam to the Firestone tire plant and electricity to the local utility. Economic forecasts show that the deal will give the Oklahoma facility the lowest operating cost for any Firestone plant in the country. It will also make Oklahoma more attractive to new businesses and industry. Regulators emphasize that the waiver of rule 58-H applies only to this project, with future proposals to be judged on their own merits. Despite its large gas surplus, the state has virtually no cogeneration, which requires a steady, low-cost fuel supply, an expanding requirement for electricity, and the presence of large industrial steam users. Other issues the commission considered were the capacity and energy buyback rates.

    The 1990 announcement of the Huffman-Kratschmer fullerene-production technique set off a world-wide explosion of research into the properties and potential applications of C{sub 60} and C{sub 70}. In the last five years, 4,000+ fullerene articles have appeared in the scientific literature dealing with these fascinating molecules and their condensed phases. They possess a complex chemistry reminiscent of the alkenes, and this has led to the syntheses of numerous new compounds and fullerene-based materials, with suggested applications ranging from medicine to photo-conducting polymers to rocket fuel. The work summarized in this report focused on the creation and destruction of fullerene-based materials, for the purpose of producing new materials of interest. This three year project was supported by a grant from the Advanced Energy Projects Division, Office of Basic Energy Sciences, U.S. Department of Energy (DE-FG03-93ER12133). Following are outlines of the work completed in each of the three years, a section devoted to the professional and educational development of those involved, a brief section on the outlook for fullerene-based materials, and an appendix listing the publications resulting from this project.

    Visualization is essential for understanding the increasing volumes of digital data. However, the process required to create insightful visualizations is involved and time consuming. Although several visualization tools are available, including tools with sophisticated visual interfaces, they are out of reach for users who have little or no knowledge of visualization techniques and/or who do not have programming expertise. In this paper, we propose VISMASHUP, a new framework for streamlining the creation of customized visualization applications. Because these applications can be customized for very specific tasks, they can hide much of the complexity in a visualization specification and make it easier for users to explore visualizations by manipulating a small set of parameters. We describe the framework and how it supports the various tasks a designer needs to carry out to develop an application, from mining and exploring a set of visualization specifications (pipelines), to the creation of simplified views of the pipelines, and the automatic generation of the application and its interface.     The ongoing program is designed to advance the carbonate fuel cell technology from full-size proof-of-concept field test to the commercial design. DOE has been funding Direct FuelCell{reg_sign} (DFC{reg_sign}) development at FuelCell Energy, Inc. (FCE) for stationary power plant applications. The program efforts are focused on technology and system optimization for cost reduction leading to commercial design development and prototype system field trials. FCE, Danbury, CT, is a world-recognized leader for the development and commercialization of high efficiency fuel cells that can generate clean electricity at power stations or in distributed locations near the customer, including hospitals, schools, universities, hotels and other commercial and industrial applications. FuelCell Energy has designed three different fuel cell power plant models (DFC300, DFC1500 and DFC3000). FCE's power plants are based on its patented Direct FuelCell technology, where the fuel is directly fed to fuel cell and hydrogen is generated internally. These power plants offer significant advantages compared to existing power generation technologies--higher fuel efficiency, significantly lower emissions, quieter operation, flexible siting and permitting requirements, scalability and potentially lower operating costs. Also, the exhaust heat by-product can be used for cogeneration applications such as high-pressure steam, district heating, and air conditioning. Several FCE sub-megawatt power plants are currently operating in Europe, Japan and the US. Because hydrogen is generated directly within the fuel cell module from readily available fuels such as natural gas and waste water treatment gas, DFC power plants are ready today and do not require the creation of a hydrogen infrastructure. Product improvement progress made during the reporting period in the areas of technology, manufacturing processes, cost reduction and balance of plant equipment designs is discussed in this report.     Using the chiral anomaly, we discuss the pair creation of massless fermions under the effect of a magnetic field B-vector when an electric flux tube E-vector parallel to B-vector is switched on. The tube is axially symmetric and infinitely long. For the constraint B>>E, we can analytically obtain the spatial and temporal behaviors of the number density of the fermions, the azimuthal magnetic field generated by the fermions, and so on. We find that the lifetime t{sub c} of the electric field becomes shorter as the width of the tube becomes narrower. Applying it to the plasma in high-energy heavy-ion collisions, we find that the color electric field decays quickly such that t{sub c}{approx_equal}Q{sub s}{sup -1}, in which Q{sub s} is the saturation momentum.

    Recently, the possibility was pointed out by one of the present authors and his collaborators that an effective naked singularity referred to as ''a visible border of spacetime'' is generated by high-energy particle collision in the context of large extra dimensions or TeV-scale gravity. In this paper, we investigate the particle creation by a naked singularity in general dimensions, while adopting a model in which a marginally naked singularity forms in the collapse of a homothetic lightlike pressureless fluid. We find that the spectrum deviates from that of Hawking radiation due to scattering near the singularity but can be recast in quasithermal form. The temperature is always higher than that of Hawking radiation of a same-mass black hole, and can be arbitrarily high depending on a parameter in the model. This implies that, in principle, the naked singularity may be distinguished from a black hole in collider experiments.

    A catalytic organic fuel processing apparatus, which can be used in a fuel cell power system, contains within a housing a catalyst chamber, a variable speed fan, and a combustion chamber. Vaporized organic fuel is circulated by the fan past the combustion chamber with which it is in indirect heat exchange relationship. The heated vaporized organic fuel enters a catalyst bed where it is converted into a desired product such as hydrogen needed to power the fuel cell. During periods of high demand, air is injected upstream of the combustion chamber and organic fuel injection means to burn with some of the organic fuel on the outside of the combustion chamber, and thus be in direct heat exchange relation with the organic fuel going into the catalyst bed.

    It is shown that a two-stage process of uranium and plutonium extraction during the reprocessing of spent nuclear fuel solves the problem of obtaining a high-concentrated extract without increasing the loss risk with raffinate and avoids the accumulation of plutonium in the unit.     Fuel cells are being developed to power cleaner, more fuel efficient automobiles. The fuel cell technology favored by many automobile manufacturers is PEM fuel cells operating with H2 from liquid fuels like gasoline and diesel. A key challenge to the commercialization of PEM fuel cell based powertrains is the lack of sufficiently small and inexpensive fuel processors. Improving the performance and cost of the fuel processor will require the development of better performing catalysts, new reactor designs and better integration of the various fuel processing components. These components and systems could also find use in natural gas fuel processing for stationary, distributed generation applications. Prototype fuel processors were produced, and evaluated against the Department of Energy technical targets. Significant advances were made by integrating low-cost microreactor systems, high activity catalysts, π-complexation adsorbents, and high efficiency microcombustor/microvaporizers developed at the University of Michigan. The microreactor system allowed (1) more efficient thermal coupling of the fuel processor operations thereby minimizing heat exchanger requirements, (2) improved catalyst performance due to optimal reactor temperature profiles and increased heat and mass transport rates, and (3) better cold-start and transient responses.
