    The reformulation of Japan's petroleum import policy is important to Japan and to the international energy community. The technical and economic factors involved in opening the Japanese market is unknown. Assuming that foreign refiners have the technical capability to meet Japanese product specifications, the prices and volumes that will prove economical to both parties are also little known. Japanese refiners have been investigating the possibility of exporting gasoline and processing crude for China and Malaysia. The study demonstrates that under certain trade policies, Japan could become a significant product exporter. This study's purpose is to investigate the economic efficiency of alternative petroleum supply options, i.e., combining Japan's refining and product imports. An evaluation of the current import program and the technically feasible alternatives will play a major role in a new import policy. For this evaluation, a linear programming (LP) model of Japan's domestic refinery capacity and the petroleum import system was constructed. 3 figs., 23 tabs.

    The present state of R and D works on the superconducting magnet and its applications in Japan are presented. On electrical rotating machines, 30 MVA superconducting synchronous rotary condenser (Mitsubishi and Fuji) and 50 MVA generator are under construction. Two ways of ship propulsion by superconducting magnets are developing. A superconducting magnetically levitated and linear motor propelled train ''MAGLEV'' was developed by the Japan National Railways (JNR). The superconducting magnet development for fusion is the most active field in Japan. The Cluster Test program has been demonstrated on a 10 T Nb/sub 3/Sn coil and the first coil of Large Coil Task in IEA collaboration has been constructed and the domestic test was completed in JAERI. These works are for the development of toroidal coils of the next generation tokamak machine. R and D works on superconducting ohmic heating coil are in progress in JAERI and ETL. The latter group has constructed 3.8 MJ pulsed coil. A high ramp rate of changing field in pulsed magnet, 200 T/s, has been tested successfully. High Energy Physics Laboratory (KEK) are conducting active works. The superconducting ..mu.. meson channel and ..pi.. meson channel have been constructed and are operating successfully. KEK has also a project of big accelerator named ''TRISTAN'', which is similar to ISABELLE project of BNL. Superconducting synchrotron magnets are developed for this project. The development of superconducting three thin wall solenoid has been started. One of them, CDF, is progressing under USA-Japan collaboration.

  3. Aerial Measuring System in Japan

    The U.S. Department of Energy National Nuclear Security Agencys Aerial Measuring System deployed personnel and equipment to partner with the U.S. Air Force in Japan to conduct multiple aerial radiological surveys. These were the first and most comprehensive sources of actionable information for U.S. interests in Japan and provided early confirmation to the government of Japan as to the extent of the release from the Fukushima Daiichi Nuclear Power Generation Station. Many challenges were overcome quickly during the first 48 hours; including installation and operation of Aerial Measuring System equipment on multiple U.S. Air Force Japan aircraft, flying over difficult terrain, and flying with talented pilots who were unfamiliar with the Aerial Measuring System flight patterns. These all combined to make for a dynamic and non-textbook situation. In addition, the data challenges of the multiple and on-going releases, and integration with the Japanese government to provide valid aerial radiological survey products that both military and civilian customers could use to make informed decisions, was extremely complicated. The Aerial Measuring System Fukushima response provided insight in addressing these challenges and gave way to an opportunity for the expansion of the Aerial Measuring Systems mission beyond the borders of the US.

    In Malaysia, thorium exists in minerals and rare earth elements production residue. The average range of thorium content in Malaysian monazite and xenotime minerals was found about 70,000 and 15,000 ppm respectively. About 2,636 tonnes of Malaysian monazite was produced for a period of 5 years (2006-2010) and based on the above data, it can be estimated that Malaysian monazite contains about 184.5 tonnes of thorium. Although thorium can become a major radiological problem to our environment, but with the significant deposit of thorium in Malaysian monazite, it has a prospect as a future alternative fuel in nuclear technology. This paper will discuss the thorium issues in Malaysia especially its long term radiological risks to public health and environment at storage and disposal stages, the prospect of exploring and producing high purity thorium from our rare earth elements minerals for future thorium based reactor. This paper also highlights the holistic approach in thorium recovery from Malaysian rare earth element production residue to reduce its radioactivity and extraction of thorium and rare earth elements from the minerals with minimum radiological impact to health and environment.

    The US Army Engineering & Support Center, Huntsville (USAESCH), and the US Marine Corps Base (MCB), Okinawa, Japan retained Idaho National Laboratory (INL) to conduct a Transformer Efficiency Assessment of key transformers located at multiple military bases in Okinawa, Japan. The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturers factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCBs actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. We also recommend that actual data, when available, be inserted by MCB Okinawa where assumptions have been made and then the LCC analysis updated. This report covers a generalized assessment of modern U.S. transformers in a three level efficiency category, Low-Level efficiency, Medium-Level efficiency, and High-Level efficiency.

    This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ.     Rapid economic development and population growth, inadequate infrastructure and expertise, and land scarcity make the management of municipal solid waste become one of Malaysia's most critical environmental issues. The study is aimed at evaluating the generation, characteristics, and management of solid waste in Malaysia based on published information. In general, the per capita generation rate is about 0.5-0.8 kg/person/day in which domestic waste is the primary source. Currently, solid waste is managed by the Ministry of Housing and Local Government, with the participation of the private sector. A new institutional and legislation framework has been structured with the objectives to establish a holistic, integrated, and cost-effective solid waste management system, with an emphasis on environmental protection and public health. Therefore, the hierarchy of solid waste management has given the highest priority to source reduction through 3R, intermediate treatment and final disposal.

    LPG demand for vehicles amounts to 1.8 MM tons annually, equivalent to about 11% of the total LPG consumption in Japan. The feature which dominates the demand of LPG as a vehicle fuel in Japan is the high penetration of LPG powered vehicles into taxi fleets. This has been made possible following the rationalization in the taxi business in the early 1960s. Today, three quarters of LPG vehicles, numbering some 235,000 while representing only about 1% of the total number of vehicles, account for nearly 93% of all taxicabs.

    This report is a compilation of four subcontract reports provided by B. P. Bandyopadhyay who, while a visiting professor at Toyohashi University in Japan, conducted a survey of ceramic machining technology in that country from January 1 through December 31, 1992. Various aspects of machining technology were surveyed: types of parts being produced, types of ceramic materials being used, the nature of current ceramic machining research and development, and types of machine tools. The four separate reports compiled here were originally provided in a narrative, chronological form, and some of the information has been reorganized into topical areas for this compilation. This report is organized into three sections: The first describes ten ceramic machining research and development organizations and provides a reference list of their current technical publications; the second, two major trade shows; and the third, several other products and commercial developments noted during the course of Bandyopadhyay`s stay in Japan. An Appendix lists key individuals who are currently conducting ceramic machining research in Japan.

  1. Accounting for Depletion of Oil and Gas Resources in Malaysia

    Since oil and gas are non-renewable resources, it is important to identify the extent to which they have been depleted. Such information will contribute to the formulation and evaluation of appropriate sustainable development policies. This paper provides an assessment of the changes in the availability of oil and gas resources in Malaysia by first compiling the physical balance sheet for the period 2000-2007, and then assessing the monetary balance sheets for the said resource by using the Net Present Value method. Our findings show serious reduction in the value of oil reserves from 2001 to 2005, due to changes in crude oil prices, and thereafter the depletion rates decreased. In the context of sustainable development planning, albeit in the weak sustainability sense, it will be important to ascertain if sufficient reinvestments of the estimated resource rents in related or alternative capitals are being attempted by Malaysia. For the study period, the cumulative resource rents were to the tune of RM61 billion. Through a depletion or resource rents policy, the estimated quantum may guide the identification of a reinvestment threshold (after considering needed capital investment for future development of the industry) in light of ensuring the future productive capacity of the economy at the time when the resource is exhausted.

  2. Pollen morphology of Rhizophora L. in Peninsular Malaysia

    Rhizophora L. are common mangrove genus in Peninsular Malaysia, it contains 3 species and 1 hybrid (R. apiculata Blume, R. mucronata Lam., R. stylosa Griff., R. x lamarckii Montrouz). This genus has some unique adaptation towards extreme environment. Rhizophora has looping aerial stilt-root and uniformly viviparous. The aim of this study is to investigate the variation in the pollen morphology of Rhizophora that can be related to their habitat. Methods include in this study is pollen observation under light and acetolysis method under scanning electron microscope. Pollen type of Rhizophora species studied except hybrid species is classified tricolporate, shape spheroidal based on ratio of length polar axis/ length of equatorial axis (1.03 - 1.09). The exine ornamentation is perforate-reticulate for R. apiculata and R. mucronata, while R. stylosa is perforate. For the only hybrid in Peninsular Malaysia, R. x lamarckii (R. apiculata x R. stylosa) differs from others, tricolpate with the absence of porate, shape is subprolate and exine ornamentation is reticulate and striate in equatorial region. Pollenkitt is present due to the salty and extreme environment. This may enhance the volume of pollenkitt present surrounding the pollen grains in Rhizophora for protection and adaptation purposes. Based on these findings, it is evident that pollen morphology is somehow related to its natural habitat.

  3. Multidiscipline studies of the depletion behavior of the F23 Gas Field, offshore Sarawak, East Malaysia

    The F23 gas field is located 178 km north-northwest of Bintulu in the central Luconia province, offshore Sarawak. The accumulation consists of a late Miocene layered platform-type carbonate buildup 22 km[sup 2] and a maximum gas thickness of over 1000 ft. Eleven development wells and one observation well were completed in 1983, with initial gas delivery to Malaysia LNG in October 1983. Annual TDT surveys are conducted in the observation well to monitor the movement of the GWC in the central area of the field. As of April 1992, a cumulative rise of 25 ft was observed. This contrasts with material balance calculations predicted rise of some 60 ft based on Sgr of 50% inferred from core measurements. Among the potential explanations were irregular bottom-water encroachment, preferential flank water advance, or larger GIIP. As all had potentially important consequences to depletion strategy and ultimate reserves, multidiscipline studies were initiated. Time-lapse seismic data were used to better determine the existing fluid levels across the field and reservoir simulation studies were used to match observation well data and predict future reservoir behavior. Concurrent reservoir and simulation studies suggested that the material balance and observation well data could be reconciled by (1) a reduced aquifer, and/or increased GIIP, and/or a lower residual gas saturation, or (2) preferential flank water influx due to internal low-permeability layers. As (1) would not lead to early water breakthrough, the simulation effort was aimed to investigate (2), the possibility and implications of early edge water breakthrough via the flank zone.

    Steam generator tube inspection was first carried out in 1971 at Mihama Unit-1 that is first PWR plant in Japan, when the plant was brought into the first annual inspection. At that time, inspection was made on sampling basis, and only bobbin coil probe was used. After experiencing various kinds of tube degradations, inspection method was changed from sampling to all number of tubes, and various kinds of probes were used to get higher detectability of flaw. At present, it is required that all the tubes shall be inspected in their full length at each annual inspection using standard bobbin coil probe, and some special probes for certain plants that have susceptibility of occurrence of flaw. Sleeve repaired portion is included in this inspection. As a result of analyses of eddy current testing data, all indications that have been evaluated to be 20% wall thickness or deeper shall be repaired by either plugging or sleeving, where flaw morphology is to be a wastage or wear. Other types of flaw such as IGA/SCC are not allowed to be left inservice when those indications are detected. These inspections are performed according to inspection procedures that are approved by regulatory authority. Actual inspections are witnessed by the Japan Power engineering and inspection corporation (JAPEIC)`s inspectors during data acquisition and analysis, and they issue inspection report to authority for review and approval. It is achieved high safety performance of steam generator through this method of inspections, however. some tube leakage problems were experienced in the past. To prevent recurrence of such events, government is conducting development and verification test program for new eddy current testing technology.

Port Klang, Malaysia, is one such seaport identified by the Megaports Initiative as a key area to install equipment to accomplish the mission of preventing the acquisition and smuggling of materials that could be used to create weapons of mass destruction or radiological dispersal devices. Sustainability is a critical factor of all components of the Megaports Initiative. The sustainability plan is developed to assist the partner country in securing the technical, financial, and policy commitments required to develop and implement a country-specific strategy.     Coal is an abundant resource, found throughout the world, and inexpensive and constant in price. For this reason, coal is expected to play a role as one of the energy supply sources in the world. The most critical issues to promote utilization of coal are to decrease the environmental load. In this report, the history, outline and recent developments of the clean coal technology in Japan, mainly the thermal power generation technology are discussed. As recent topics, here outlined first is the technology against global warming such as the improvement of steam condition for steam turbines, improvement of power generation efficiency by introducing combined generation, carbon neutral combined combustion of biomass, and carbon dioxide capture and storage (CCS) technology. Also introduced are outlines of Japanese superiority in application technology against NOx and SO{sub 2} which create acid rain, development status of the technical improvement in the handling method for coal which is a rather difficult solid-state resource, and utilization of coal ash.

    Woodside is the operator of the North West Shelf Project Australia's biggest ever resource undertaking (participants - Woodside, BHP, BP, Chevron, MIMI, Shell). Major gas and condensate discoveries in the early 1970s at North Rankin, Goodwyn and Angel saw the birth of the project. The delivery of natural gas to Western Australia commenced in 1984 over a 1500km onshore pipeline, with export of LNG to eight power and gas utilities in Japan, commencing in 1989. The project delivered its 500th LNG cargo in 1995. The North Rankin and Goodwyn facilities are world class. North Rankin A is one of the biggest gas production platforms in the world, with a production capacity of more than 1800 MMscf/d. North Rankin A lies offshore in 130m of water and is connected via a 135km pipeline to the Burrup, Peninsula LNG plant and gas facility, near Dampier, Western Australia. Goodwyn A has a production capacity of over 800 MMscf/d and up to 130,000 b/d condensate. Condensate and gas are exported to North Rankin A via a 23km subsea pipeline. The Goodwyn A platform was commissioned in February, 1995. Oil production from the nearby Wanaea and Cossack fields, discovered in 1989, is planned to commence in November, 1995 at 100,000b/d. Production is via subsea well completions tied back to an FPSO facility located over Wanaea. Woodside is actively exploring to increase reserves. A 3D seismic programme covering some 27202 km is being used to identify further oil and gas prospects. The Perseus-1 well, drilled in 1995 based on the 3D data, discovered a major gas accumulation in the graben between North Rankin and Goodwyn. A 770[sup 2] km 3D seismic survey was recently acquired to follow up the exciting Laminaria-1 oil discovery. Laminaria is located in 350m of water, and some 500km northwest from Darwin. These recent discoveries combined with the commissioning of existing fields, signals a new phase of major growth for Woodside.

    Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    Since the large earthquakes in Sumatera and Nias, there were some tremors incidents at Bukit Tinggi. Therefore, a study on the earth’s crust movement and the effects of the earthquake in Indonesia on the tectonic blocks of Peninsular Malaysia have been carried out using GPS data analysis. GPS data from five MyRTKnet stations within Peninsular Malaysia have been analyzed to monitor the movement of two major tectonic blocks of Peninsular Malaysia which are the western belt represented by the Behrang (BEHR) and UPM Serdang (UPMS) stations and the central belt represented by Bentong (BENT), Jerantut (JRNT) and Temerloh (TLOH) stations. GPS data recorded from 2005 to 2010 were analysed based on horizontal and vertical displacements of the respective stations by using Trimble Business Centre (TBC) software. Based on the results of accumulated displacements of recorded GPS data from January 2006 to December 2013, it shows that the western belt which represented by UPMS has shifted 0.096m towards northwest with changes of ellipsoidal height of +0.030m while the central belt which represented by TLOH has shifted 0.080m towards northwest with changes of ellipsoidal height of −0.015m. Meanwhile, BENT station which is located on the Bentong-Raub suture zone turns to its original position as well as JRNT station. However, BEHR station which are located in western belt do not show any movements. All of these movements may be due to the influence of reactive faults in the stations area stimulated by several large earthquakes that occurred in 2005 to 2010. Study on using the GPS data analysis and combine with integrated geophysical methods are necessary to understand in detail about the tectonic evolution of Peninsular Malaysia.

It is a well-known, but unquantified, safety principle that well run, safe facilities are more productive and efficient than other facilities (Rule, 2009). Worker safety, worker productivity, and high quality in facility operation all complement each other (Mottel, 1995).

    Japanese policy toward the Arab states for the five years before the embargo are compared with the five years that followed. Significant events from October 1973 through the February 1974 Washington Conference are described on a virtually daily basis. The study concludes that the late 1973 oil-supply reduction did not result in significantly greater Japanese political support or economic assistance in the 1974-1978 period. Japan did not even carry the only specific commitment in the November 22 statement - that it would reconsider relations with Israel if that country didn't withdraw from the occupied Arab territories. Many factors contributed to this failure - American counter-pressure, Arab disunity, and a worldwide drop in oil demand. In terms of political demands, neither OAPEC nor any individual Arab state ever articulated any specific actions Japan was to take. Finally, the supply of oil was rapidly depoliticized after 1974.

    Landslide is one of the destructive natural geohazards in Malaysia. In addition to rainfall as triggering factos for landslide in Malaysia, topographical and geological factors play important role in the landslide susceptibility analysis. Conventional topographic factors such as elevation, slope angle, slope aspect, plan curvature and profile curvature have been considered as landslide causative factors in many research works. However, other topographic factors such as diagonal length, surface area, surface roughness and rugosity have not been considered, especially for the research work in landslide hazard analysis in Malaysia. This paper presents landslide hazard mapping using Frequency Ratio (FR) and the study area is Penang Island of Malaysia. Frequency ratio approach is a variant of probabilistic method that is based on the observed relationships between the distribution of landslides and each landslide-causative factor. Landslide hazard map of Penang Island is produced by considering twenty-two (22) landslide causative factors. Among these twenty-two (22) factors, fourteen (14) factors are topographic factors. They are elevation, slope gradient, slope aspect, plan curvature, profile curvature, general curvature, tangential curvature, longitudinal curvature, cross section curvature, total curvature, diagonal length, surface area, surface roughness and rugosity. These topographic factors are extracted from the digital elevation model of Penang Island. The other eight (8) non-topographic factors considered are land cover, vegetation cover, distance from road, distance from stream, distance from fault line, geology, soil texture and rainfall precipitation. After considering all twenty-two factors for landslide hazard mapping, the analysis is repeated with fourteen dominant factors which are selected from the twenty-two factors.     The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

    Because of Japan's March 11, 2011, earthquake and tsunami, the Fukushima Daiichi Nuclear Power Plant suffered catastrophic damage—ultimately leaking dangerously high amounts of radiation that led to the evacuation of more than 80,000 Japanese citizens within a 12-mile radius of the crippled plant. Responding agencies were concerned about the medical impacts of radiation exposure, the effect upon food and water safety and what actions individuals could take to protect themselves. To provide advice and consultation, the physicians and health physicists at REAC/TS were on-call 24/7 and responded to more than 700 inquiries in the days and weeks that followed.

    This paper describes and demonstrates a method for relative risk estimation which is based on the stochastic SIR-SI vector-borne infectious disease transmission model specifically for Dengue and Chikungunya diseases in Malaysia. Firstly, the common compartmental model for vector-borne infectious disease transmission called the SIR-SI model (susceptible-infective-recovered for human populations; susceptible-infective for vector populations) is presented. This is followed by the explanations on the stochastic SIR-SI model which involve the Bayesian description. This stochastic model then is used in the relative risk formulation in order to obtain the posterior relative risk estimation. Then, this relative estimation model is demonstrated using Dengue and Chikungunya data of Malaysia. The viruses of these diseases are transmitted by the same type of female vector mosquito named Aedes Aegypti and Aedes Albopictus. Finally, the findings of the analysis of relative risk estimation for both Dengue and Chikungunya diseases are presented, compared and displayed in graphs and maps. The distribution from risk maps show the high and low risk area of Dengue and Chikungunya diseases occurrence. This map can be used as a tool for the prevention and control strategies for both diseases.

    Japan-US cooperation program TITAN (Tritium, Irradiation and Thermofluid for America and Nippon) started in April 2007 as 6-year project. This is the summary report at the midterm of the project. Historical overview of the Japan-US cooperation programs and direction of the TITAN project in its second half are presented in addition to the technical highlights. Blankets are component systems whose principal functions are extraction of heat and tritium. Thus it is crucial to clarify the potentiality for controlling heat and tritium flow throughout the first wall, blanket and out-of-vessel recovery systems. The TITAN project continues the JUPITER-II activity but extends its scope including the first wall and the recovery systems with the title of 'Tritium and thermofluid control for magnetic and inertial confinement systems'. The objective of the program is to clarify the mechanisms of tritium and heat transfer throughout the first-wall, the blanket and the heat/tritium recovery systems under specific conditions to fusion such as irradiation, high heat flux, circulation and high magnetic fields. Based on integrated models, the breeding, transfer, inventory of tritium and heat extraction properties will be evaluated for some representative liquid breeder blankets and the necessary database will be obtained for focused research in the future.

    Pacific Northwest Laboratory (PNL) reviewed research projects that are related to the development of Stirling engines and that are under way at Japanese national laboratories and universities. The research and development focused on component rather than on whole engine development. PNL obtained the information from a literature review and interviews conducted at the laboratories and universities. The universities have less equipment available and operate with smaller staffs for research than do the laboratories. In particular, the Mechanical Engineering Laboratory and the Aerospace Laboratory conduct high-quality component and fundamental work. Despite having less equipment, some of the researchers at the universities conduct high-quality fundamental research. As is typical in Japan, several of the university professors are very active in consulting and advisory capacities to companies engaged in Stirling engine development, and also with government and association advisory and technical committees. Contacts with these professors and selective examination of their research are good ways to keep abreast of Japanese Stirling developments.

    The Markov chain’s first order principle has been widely used to model various meteorological fields, for prediction purposes. In this study, a 14-year (2000-2013) data of daily maximum temperatures in Bayan Lepas were used. Earlier studies showed that the outdoor thermal comfort range based on physiologically equivalent temperature (PET) index in Malaysia is less than 34°C, thus the data obtained were classified into two state: normal state (within thermal comfort range) and hot state (above thermal comfort range). The long-run results show the probability of daily temperature exceed TCR will be only 2.2%. On the other hand, the probability daily temperature within TCR will be 97.8%.

    According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

    This report is a review of open literature concerning threats including sabotage and theft related to fissile material transport in Japan. It is intended to aid Japanese officials in the development of a design basis threat. This threat includes the external threats of the terrorist, criminal, and extremist, and the insider threats of the disgruntled employee, the employee forced into cooperation via coercion, the psychotic employee, and the criminal employee. Examination of the external terrorist threat considers Japanese demographics, known terrorist groups in Japan, and the international relations of Japan. Demographically, Japan has a relatively homogenous population, both ethnically and religiously. Japan is a relatively peaceful nation, but its history illustrates that it is not immune to terrorism. It has a history of domestic terrorism and the open literature points to the Red Army, Aum Shinrikyo, Chukaku-Ha, and Seikijuku. Japan supports the United States in its war on terrorism and in Iraq, which may make Japan a target for both international and domestic terrorists. Crime appears to remain low in Japan; however sources note that the foreign crime rate is increasing as the number of foreign nationals in the country increases. Antinuclear groups' recent foci have been nuclear reprocessing technology, transportation of MOX fuel, and possible related nuclear proliferation issues. The insider threat is first defined by the threat of the disgruntled employee. This threat can be determined by studying the history of Japan's employment system, where Keiretsu have provided company stability and lifetime employment. Recent economic difficulties and an increase of corporate crime, due to sole reliability on the honor code, have begun to erode employee loyalty.

  19. DOE Robotic and Remote Systems Assistance to the Government of Japan

    At the request of the Government of Japan, DOE did a complex wide survey of available remotely operated and robotic systems to assist in the initial assessment of the damage to the Fukushima Daiichi reactors following an earthquake and subsequent tsunami. As a result several radiation hardened cameras and a Talon robot were identified as systems that could immediately assist in the effort and were subsequently sent to Japan. These systems were transferred to the Government of Japan and used to map radiation levels surrounding the damaged facilities. This report describes the equipment, its use, data collected, and lessons learned from the experience.

    Kazunari Domen, Chemical System Engineering Professor at the University of Tokyo, was the second speaker in the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    Combustion of fossil fuels and industrial and agricultural activities are resulting in greater emissions of some greenhouse gases such as carbon dioxide and methane into the atmosphere, therefore contributing to global warming. Using general circulation models, it is estimated that surface temperatures in temperate regions will rise 1 to 3 degrees C during the next 100 years. Because global warming may increase the frequency and length of high temperatures during hot summer months, various health risks caused by heat stress have been studied. According to our epidemiological survey, the incidence of heat-related illness was significantly correlated to hot environments in Tokyo, Japan and in Nanjing and Wuhan, China. The epidemiological results also showed that the incidence of heat-related morbidity and mortality in the elderly increased very rapidly in summer. The regression analysis on these data showed that the number of heat stroke patients increased exponentially when the mean daily temperature and maximum daily temperature exceeded 27C and 32C in Tokyo and 31C and 36C in Wuhan and Nanjing, respectively. Since the incidence of heat-related morbidity and mortality has been shown to increase as a result of exposure to long periods of hot summer temperatures, it is important to determine to what extent the incidence of heat stress-related morbidity and mortality will be affected as a result of global warming.

    A synchrotron radiation facility that is used not only for basic research, but also for engineering and industrial research and development has been proposed to be constructed in the Central area of Japan. The key equipment of this facility is a compact electron storage ring that is able to supply hard X-rays. The circumference of the storage ring is 72 m with the energy of 1.2 GeV, the beam current of 300 mA, and the natural emittance of about 53 nm-rad. The configuration of the storage ring is based on four triple bend cells, and four of the twelve bending magnets are 5 T superconducting ones. The bending angle and critical energy are 12 degree and 4.8 keV, respectively. For the top-up operation, the electron beam will be injected from a booster synchrotron with the full energy. Currently, six beamlines are planned for the first phase starting from 2012.

  5. Launch of fast reactor cycle technology development project in Japan

    Japan Atomic Energy Agency (JAEA launched a new Fast Reactor Cycle Technology Development f (FaCT) Project in cooperation with the Japanese electric utilities. The FaCT project is based on the conclusion of the previous project, namely the Feasibility Study on Commercialized Fast Reactor Cycle Systems (FS) which carried out in last seven years. In the FS, the combination of the sodium-cooled fast reactor with oxide fuel, the advanced aqueous reprocessing and the simplified pelletizing fuel fabrication was selected as the main concept which should be developed principally because it was the most promising concept for commercialization. A conceptual design study of the main concept and research and development of innovative technologies adopted in the main concept are implemented toward an important milestone at 2015. The development targets, which were set up at the beginning stage of FS, were revised for the FaCT project based on the results of FS and change in Japanese society environment and in the world situation. International collaboration is promoted to pursue fast reactor cycle technology which deserves the global standard and its efficient development. (author)

  6. Assessment of heavy metals in seawater and fish tissues at Pulau Indah, Selangor, Malaysia

    This study focuses on the levels of heavy metals in seawater and selected fish tissue at Pulau Indah, Selangor, Malaysia. Pulau Indah primarily contains Westport (Malaysia’s major port), and a host of full scales factories. Therefore, it is important to monitor the levels of pollution in this water body and the aquatic organisms in the long term effects, due to the human activities in this area. Water samples in this study were taken from 8 locations along the coastal area. The water samples were collected using water sampler and sampling locations were determined using a Global Positioning system (GPS). Similarly, in situ water quality parameters including temperature, dissolve oxygen (DO), salinity, total suspended solid (TSS), pH and turbidity were measured by using portable multi probes meter. Then, the samples were acidified until pH 2 and filtered. Fish samples were purchased from local fisherman along the Pulau Indah coastal area and samples were digested using concentrated nitric acid in wet digestion method. The levels of selected heavy metals in four species of fish and seawater from Pulau Indah coastal area were determined using Inductive Coupled Plasma Mass Spectrometer (ICPMS) after dilution to the samples. In general, the quality of water at Pulau Indah is lower than Malaysia Marine Water Quality Standard except for few locations were higher than the maximum permissible levels. The concentration of heavy metals which are lead (Pb), copper (Cu), zinc (Zn) and uranium (U) in water samples are in the range of 0.36-5.43 µg/L, 75.20-621.58 µg/L, 11.92-30.52 µg/L, and 4.00-4.65 µg/L respectively. While the results of the four selected fish showed the following order of abundance Zn> U> Cu> Pb. Transfer factor (TF) of heavy metals in fish tissue of selected fish species from the water was discussed. However, the observed metal concentration in the sample tissue did not exceed the allowable limit of Malaysian Food Act (1983) and Regulation (1985

    The High Temperature Engineering Test Reactor (HTTR) of the Japan Atomic Energy Agency (JAEA) is a 30 MWth, graphite-moderated, helium-cooled reactor that was constructed with the objectives to establish and upgrade the technological basis for advanced high-temperature gas-cooled reactors (HTGRs) as well as to conduct various irradiation tests for innovative high-temperature research. The core size of the HTTR represents about one-half of that of future HTGRs, and the high excess reactivity of the HTTR, necessary for compensation of temperature, xenon, and burnup effects during power operations, is similar to that of future HTGRs. During the start-up core physics tests of the HTTR, various annular cores were formed to provide experimental data for verification of design codes for future HTGRs. The experimental benchmark performed and currently evaluated in this report pertains to the data available for two zero-power, warm-critical measurements with the fully-loaded HTTR core. Six isothermal temperature coefficients for the fully-loaded core from approximately 340 to 740 K have also been evaluated. These experiments were performed as part of the power-up tests (References 1 and 2). Evaluation of the start-up core physics tests specific to the fully-loaded core (HTTR-GCR-RESR-001) and annular start-up core loadings (HTTR-GCR-RESR-002) have been previously evaluated.

    This study employed contingent valuation method to estimate the willingness to pay (WTP) of the households to improve the waste collection system in Kuala Lumpur, Malaysia. The objective of this study is to evaluate how household WTP changes when recycling and waste separation at source is made mandatory. The methodology consisted of asking people directly about their WTP for an additional waste collection service charge to cover the costs of a new waste management project. The new waste management project consisted of two versions: version A (recycling and waste separation is mandatory) and version B (recycling and waste separation is not mandatory). The households declined their WTP for version A when they were asked to separate the waste at source although all the facilities would be given to them for waste separation. The result of this study indicates that the households were not conscious about the benefits of recycling and waste separation. Concerted efforts should be taken to raise environmental consciousness of the households through education and more publicity regarding waste separation, reducing and recycling.

    In recent years, modeling in long memory properties or fractionally integrated processes in stochastic volatility has been applied in the financial time series. A time series with structural breaks can generate a strong persistence in the autocorrelation function, which is an observed behaviour of a long memory process. This paper considers the structural break of data in order to determine true long memory time series data. Unlike usual short memory models for log volatility, the fractional Ornstein-Uhlenbeck process is neither a Markovian process nor can it be easily transformed into a Markovian process. This makes the likelihood evaluation and parameter estimation for the long memory stochastic volatility (LMSV) model challenging tasks. The drift and volatility parameters of the fractional Ornstein-Unlenbeck model are estimated separately using the least square estimator (lse) and quadratic generalized variations (qgv) method respectively. Finally, the empirical distribution of unobserved volatility is estimated using the particle filtering with sequential important sampling-resampling (SIR) method. The mean square error (MSE) between the estimated and empirical volatility indicates that the performance of the model towards the index prices of FTSE Bursa Malaysia KLCI is fairly well.

    Understanding the amount of ultraviolet (UV) radiation received by human, plant, and animal organisms near the earth’s surface is important to a wide range of fields such as cancer research, agriculture and forestry. The solar ultraviolet spectral irradiance at ground level was measured using the Avantes spectrometer for the period of January to March 2014 at Bangi (2°55´N, 101°46´E, 50 m above sea level) in Malaysia. These data were used to estimate the diurnal variation of UV irradiance (300 – 400 nm). The maximum irradiance of UV radiation was 45 W m{sup −2} on horizontal surface. The maximum irradiance of UV received in the local noon time, and the minimum values of UV irradiance was received in the local morning time. It is found a bigger value of UV radiation was observed on clear sky in January. The estimation of daily flux average of UV irradiance was (921± 91) kJ m{sup −2}.

    In general, Proton as an automotive company needs to forecast future demand of the car to assist in decision making related to capacity expansion planning. One of the forecasting approaches that based on judgemental or subjective factors is normally used to forecast the demand. As a result, demand could be overstock that eventually will increase the operation cost; or the company will face understock, which resulted losing their customers. Due to automotive industry is very challenging process because of high level of complexity and uncertainty involved in the system, an accurate tool to forecast the future of automotive demand from the modelling perspective is required. Hence, the main objective of this paper is to forecast the demand of automotive Proton car industry in Malaysia using system dynamics approach. Two types of intervention namely optimistic and pessimistic experiments scenarios have been tested to determine the capacity expansion that can prevent the company from overstocking. Finding from this study highlighted that the management needs to expand their production for optimistic scenario, whilst pessimistic give results that would otherwise. Finally, this study could help Proton Edar Sdn. Bhd (PESB) to manage the long-term capacity planning in order to meet the future demand of the Proton cars.

  8. Reuse of secondhand TVs exported from Japan to the Philippines

    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    This report compares energy intensity in the US and Japan in 1985. Energy intensity is examined for each of the following end-use energy consuming sectors: residential and commercial, transportation, and industrial (manufacturing). In each sector, comparative measures of the relative energy intensity are developed. The comparison indicates that when adjustments are made for certain differences between the two countries, energy intensity in the US compares more favorably with Japan than when just the aggregate energy-to-gross-domestic-product ratio is used. For instance, climate and residential floor space explain a good portion of the difference between residential energy consumption in the US and Japan. Likewise, although the US requires about twice as much energy for passenger travel, it requires about half the energy for freight movement (when normalized for distance and vehicle capacity) compared with Japan. Finally, the US manufacturing sector, as a whole, is about equal to Japan in terms of the amount of energy consumed in producing a dollar's worth of goods, in current dollars and using 1985 exchange rates. 53 refs.

Typical risk evaluations are given to provide guidance for later risk analyses specific to MOX fuel transport in Japan. This report also includes specific information that will be required for routes, cask types, accident-rate statistics, and population densities along specified routes, along with other detailed information needed for risk analysis studies pertinent to MOX transport in Japan. This information will be used in future specific risk studies.

    Neutron Activation Analysis (NAA) had been established in Nuclear Malaysia since 1980s. Most of the procedures established were done manually including sample registration. The samples were recorded manually in a logbook and given ID number. Then all samples, standards, SRM and blank were recorded on the irradiation vial and several forms prior to irradiation. These manual procedures carried out by the NAA laboratory personnel were time consuming and not efficient. Sample registration software is developed as part of IAEA/CRP project on ‘Development of Process Automation in the Neutron Activation Analysis (NAA) Facility in Malaysia Nuclear Agency (RC17399)’. The objective of the project is to create a pc-based data entry software during sample preparation stage. This is an effective method to replace redundant manual data entries that needs to be completed by laboratory personnel. The software developed will automatically generate sample code for each sample in one batch, create printable registration forms for administration purpose, and store selected parameters that will be passed to sample analysis program. The software is developed by using National Instruments Labview 8.6.

    As one of the measures to achieve the reduction in greenhouse gas emissions agreed to in the"Kyoto Protocol," an institutional scheme for determining energy efficiency standards for energy-consuming appliances, called the"Top-Runner Approach," was developed by the Japanese government. Its goal is to strengthen the legal underpinnings of various energy conservation measures. Particularly in Japan's residential sector, where energy demand has grown vigorously so far, this efficiency standard is expected to play a key role in mitigating both energy demand growth and the associated CO2 emissions. This paper presents an outlook of Japan's residential energy demand, developed by a stochastic econometric model for the purpose of analyzing the impacts of the Japan's energy efficiency standards, as well as the future stochastic behavior of income growth, demography, energy prices, and climate on the future energy demand growth to 2030. In this analysis, we attempt to explicitly take into consideration more than 30 kinds of electricity uses, heating, cooling and hot water appliances in order to comprehensively capture the progress of energy efficiency in residential energy end-use equipment. Since electricity demand, is projected to exhibit astonishing growth in Japan's residential sector due to universal increasing ownership of electric and other appliances, it is important to implement an elaborate efficiency standards policy for these appliances.

    Despite the recent drop in world oil prices, the Japanese government is continuing to stress energy conservation, because Japan relies on imports for 85% of its total energy requirements and virtually 100% of its petroleum. Japan stresses long-term developments and sees conservation as an integral part of its 50- to 100-year transition from fossil fuels to nuclear and renewable sources of energy. The Japanese government is targeting new materials, biotechnology, and electronics technologies as the foundation of Japan's economy in the 21st century. Most government research programs in Japan are governed by aggressive timetables and fixed technical goals and are usually guaranteed funding over a 5- to 10-year period. Of the major energy conservation research programs, the best known is the Moonlight Project, administered by the Ministry of International Trade and Industry (MITI), and oriented towards end-use technologies such as Stirling engines and advanced heat pumps. Parts of MITI's Basic Technologies for Future Industries Program involve research in new materials and bioreactors. The Science and Technology Agency's Exploratory Research in Advanced Technologies (ERATO) Program is also investigating these technologies while emphasizing basic research. Other ministries supporting research related to energy conservation are the Ministry of Education, Science, and Culture and the Ministry of Construction. For 1985, government spending for energy conservation research was at least $50 million. Private sector funding of energy conservation research was $500 million in 1984. A brief outline of major programs and key participants is included for several of the most relevant technologies. An overview of Japan's experience in international scientific collaboration is also included.

    The diminishing fossil energy resources, coupled with heightened interest in the abatement of greenhouse gas emissions and concerns about energy security have motivated Malaysia to produce palm-based biodiesel and it has been started to be exported since 2006. In line with this issue, the government in Malaysia launched the palm-based biodiesel blending mandate of five percent (B5) in the federal administration of Putrajaya on 1{sup st} June 2011. This was then followed by four states: Malacca on July 11, Negeri Sembilan on August 1, Kuala Lumpur on September 1 and Selangor on October 1 of the same year but it is yet to be implemented nationwide. However what is the wise blend mandate to be chosen? Thus, this paper seeks to examine the possible impact of various blend mandates implementation (B2, B7 and B10) on the palm oil industry market variables (stock and price) since the main aim of biodiesel industry in Malaysia is to reduce domestic palm oil stock to below one million tones and provide a floor price to support Crude Palm Oil (CPO) prices at RM2,000 per tonne. A structural econometric model consisting of nine structural equations and three identities was proposed in this study. The model has been estimated by two stage least squares (2SLS) method using annual data for the period 1976-2013. The study indicates that counterfactual simulation of a decrease from B5 to B2 predicts a decrease (11.2 per cent) in CPO domestic consumption for biodiesel usage, 731.02 per cent reduction in CPO stock and an increase of 27.41 percent in domestic price of CPO. However the increase in the blend mandate from B5 to B7 and B10 suggest that domestic consumption of CPO for biodiesel purpose increase 7.40 and 18.55 percent respectively. The interesting findings in this study suggest that no matter whether Malaysian government increase or decrease the blend mandate the increase in the price of CPO are the same with an increase of is 27.41 percent.     The crisis in the Persian Gulf has reawakened concerns over the spread of nuclear arms. Even before its invasion of Kuwait, Iraq's history of aggression and support for international terrorism triggered fears in Washington that its acquisition of nuclear weapons might damage international stability and US interests far more than the emergence of India, Israel, Pakistan, and South Africa as de facto nuclear powers. Thus, when the Gulf War began on January 16, Iraq's nuclear sites were among the first attacked by allied air strikes. Unfortunately, Iraq has not been the only hostile proliferator looming on the horizon. North Korea, which has been no less dedicated than Iraq to the use of violence to advance its expansionist goals, has also tenaciously pursued a nuclear-weapons capability. Moreover, the North Korean program is considerably closer to bearing fruit than the Iraqi effort. And although North Korea, like Iraq, has signed the Nuclear Nonproliferation Treaty, unlike Iraq it has refused to conclude the safeguards agreement with the International Atomic Energy Agency that the treaty requires.

    We present the Berkeley-Trent North American contaminant fate model (BETR North America), a regionally segmented multimedia contaminant fate model based on the fugacity concept. The model is built on a framework that links contaminant fate models of individual regions, and is generally applicable to large, spatially heterogeneous areas. The North American environment is modeled as 24 ecological regions, within each region contaminant fate is described using a 7 compartment multimedia fugacity model including a vertically segmented atmosphere, freshwater, freshwater sediment, soil, coastal water and vegetation compartments. Inter-regional transport of contaminants in the atmosphere, freshwater and coastal water is described using a database of hydrological and meteorological data compiled with Geographical Information Systems (GIS) techniques. Steady-state and dynamic solutions to the 168 mass balance equations that make up the linked model for North America are discussed, and an illustrative case study of toxaphene transport from the southern United States to the Great Lakes Basin is presented. Regionally segmented models such as BETR North America can provide a critical link between evaluative models of long-range transport potential and contaminant concentrations observed in remote regions. The continent-scale mass balance calculated by the model provides a sound basis for evaluating long-range transport potential of organic pollutants, and formulation of continent scale management and regulatory strategies for chemicals.

  14. Battery collection in municipal waste management in Japan: Challenges for hazardous substance control and safety

    Highlights: • Consumers need to pay attention to the specific collection rules for each type of battery in each municipality in Japan. • 6–10% of zinc carbon and alkaline batteries discarded in Japan currently could be regarded as containing mercury. • Despite announcements by producers and municipalities, only 2.0% of discarded cylindrical dry batteries were insulated. • Batteries made up an average of 4.6% of the total collected small WEEE under the small WEEE recycling scheme in Japan. • Exchangeable batteries were used in almost all of mobile phones, but the removal rate was as low as 22% for mobile phones. - Abstract: To clarify current collection rules of waste batteries in municipal waste management in Japan and to examine future challenges for hazardous substance control and safety, we reviewed collection rules of waste batteries in the Tokyo Metropolitan Area. We also conducted a field survey of waste batteries collected at various battery and small waste electric and electronic equipment (WEEE) collection sites in Tokyo. The different types of batteries are not collected in a uniform way in the Tokyo area, so consumers need to pay attention to the specific collection rules for each type of battery in each municipality. In areas where small WEEE recycling schemes are being operated after the enforcement of the Act on Promotion of Recycling of Small Waste Electrical and Electronic Equipment in Japan in 2013, consumers may be confused about the need for separating batteries from small WEEE (especially mobile phones). Our field survey of collected waste batteries indicated that 6–10% of zinc carbon and alkaline batteries discarded in Japan currently could be regarded as containing mercury. More than 26% of zinc carbon dry batteries currently being discarded may have a lead content above the labelling threshold of the EU Batteries Directive (2006/66/EC).     On September 14-16, 2004, the Advanced Concepts Group of Sandia National Laboratories in conjunction with the University of Texas at El Paso and the North American Institute hosted a workshop (fest) designed to explore the concept of a North American continental approach to countering terrorism. The fest began with the basic premise that the successful defense of North America against the threat of terrorism will require close collaboration among the North American allies--Canada, Mexico and the U.S.--as well as a powerful set of information collection and analysis tools and deterrence strategies. The NorthAm Fest recast the notion of ''homeland defense'' as a tri-national effort to protect the North American continent against an evolving threat that respects no borders. This is a report of the event summarizing the ideas explored. The fest examined the uniqueness of dealing with terrorism from a tri-national North American viewpoint, the role and possible features of joint security systems, concepts for ideal continental security systems for North America, and the challenges and opportunities for such systems to become reality. The following issues were identified as most important for the advancement of this concept. (1) The three countries share a set of core values--democracy, prosperity and security--which form the basis for joint interactions and allow for the development of a culture of cooperation without affecting the sovereignty of the members. (2) The creation of a continental defensive strategy will require a set of strategic guidelines and that smart secure borders play a pivotal role. (3) Joint security systems will need to operate from a set of complementary but not identical policies and procedures. (4) There is a value in joint task forces for response and shared information systems for the prevention of attacks. (5) The private sector must play a critical role in cross-border interactions.     The Joint US-Japan Seminar in the Environmental Sciences was based on the premises that questions remain concerning the factors that control many of the regularities observed in ecological communities and that increased collaboration between researchers in the United States and Japan can contribute to answering these questions. The papers included in this report resulted from the Seminar. These papers as well as workshop discussions summarized here outline the main issues that face theoretical ecology today. The papers cover four different areas of theoretical ecology: (1) individual species adaptations, (2) ecological community-food web interactions, (3) food web theory, and (4) concepts related to the ecosystem. Individual projects are processed separately for the databases.

    The Atlantic Council has cooperated in an ongoing dialogue on energy policy issues with key Japanese organizations for the past twelve years. These Japanese organizations are the Committee for Energy Policy Promotion (CEPP) and the Institute of Energy Economics (IEE). The members of CEPP are major energy supplier and user companies. The IEE conducts sophisticated research and prepares policy papers on a range of international and Japanese energy issues. This energy dialogue is the only long-term US-Japan dialogue which engages CEPP/IEE members. Over the past twelve years the US-Japan energy dialogue has met seventeen times, with alternating meetings held in Tokyo, Hawaii, and Washington, DC. While the dialogue is a private sector activity, US and Japanese government officials are kept informed on the program and are invited to participate in the meetings in Washington and Tokyo. Major benefits of this activity have included: Establishment of close working relationships among Japanese and US private sector energy institutions and experts; exchange of papers on energy issues among participants and on a selected basis to others in the private and governmental sectors; facilitation of separate US-Japanese work on policy issues - for example a joint US-Japan cooperative policy paper on global climate change published in 1991, some government representatives participated in a May 1991 meeting on this subject. Encouragement of Japanese participation in separate Atlantic Council programs on US energy policy imperatives (1990); technology cooperation with developing countries in the field of energy supply and use for sustainable development (1992); creation of a World Energy Efficiency Association (1993); and a US-Japan-Newly Independent States project on NIS energy policy (1992--1994).
