    The primary objective of this project was to design, build, and test an air cleaner for residential use with the potential to substantially improve indoor air quality, or maintain indoor air quality unchanged, when outdoor air ventilation rates are reduced to save energy. Two air cleaners were designed and fabricated. The design targets for airflow rate, fan power, and projected cost were met. In short term laboratory studies, both units performed as expected; however, during field studies in homes, the formaldehyde removal performance of the air cleaners was much lower than expected. In subsequent laboratory studies, incomplete decomposition of some indoor air volatile organic compounds, with formaldehyde as a product of partial decomposition of volatile organic compounds, was confirmed as the explanation for the poor formaldehyde removal performance in the field studies. The amount of formaldehyde produced per unit of decomposition of other volatile organic compounds was substantially diminished by increasing the amount of catalyst on the filter and also by decreasing the air velocity. Together, these two measures reduced formaldehyde production, per unit destruction of other volatile organic compounds, by a factor of four, while increasing the removal efficiency of volatile organic compounds by a factor of 1.4. A company with a southern California office is conducting studies in conjunction with Lawrence Berkeley National Laboratory, with the goal of incorporating the ITAC catalytic air cleaning technology in their future commercial products.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more

    In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    Highlights: ► Effective management of temple floral offerings using E. fetida. ► Physico-chemical properties in TW VC were better especially EC, C/N, C/P and TK. ► TW VC as plant growth promoter at much lower application rates than KW and FYW VC. - Abstract: Recycling of temple waste (TW) mainly comprising of floral offerings was done through vermitechnology using Eisenia fetida and its impact on seed germination and plant growth parameters was studied by comparing with kitchen waste (KW) and farmyard waste (FYW) vermicompost (VC). The worm biomass was found to be maximum in TW VC compared to KW and FYW VCs at both 40 and 120 days old VCs. Physico-chemical analysis of worm-worked substrates showed better results in TW VC especially in terms of electrical conductivity, C/N, C/P and TK. 10% TW VC–water extract (VCE) showed stimulatory effect on germination percentage of chickpea seeds while KW and FYW VCE proved effective at higher concentration. Variation in growth parameters was also observed with change in the VC–soil ratio and TW VC showed enhanced shoot length, root length, number of secondary roots and total biomass at 12.5% VC compared to KW and FYW VC.

    The prospective oil deals of the century were unveiled last month in Baghdad at the unlikely venue of the first international oil conference in Iraq in decades. In a dramatic twist Iraq detailed 33 oil fields that are now open for joint development with foreign partners. The productive capacity of the listed fields totals some 4.5 million b/d, and the underlying proved reserves exceed 50 billion bbl--equal to more than US and Canadian reserves combined. Reversing its prior compulsive secretiveness concerning oil affairs, the government cleared at the highest level the proposal to publicize the available resources and to offer corroborative detail. ``Four and a half million b/d is an awful lot of oil,`` noted one foreign oilman who was loath to be quoted because his company feared possible reprisals in the US. The economic bait was both clear and enticing. Iraq chose the public forum to signal to the world the gains that could accrue to the first countries that break with the US over continuing the sanctions. The paper discusses the political impacts, the substantial offerings, exploitation costs, and bypassing sanctions.

    Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs, battery-limited vehicle range, and concern over high battery replacement costs may discourage potential buyers. A subscription model in which a service provider owns the battery and supplies access to battery swapping infrastructure could reduce upfront and replacement costs for batteries with a predictable monthly fee, while expanding BEV range. Assessing the costs and benefits of such a proposal are complicated by many factors, including customer drive patterns, the amount of required infrastructure, battery life, etc. The National Renewable Energy Laboratory has applied its Battery Ownership Model to compare the economics and utility of BEV battery swapping service plan options to more traditional direct ownership options. Our evaluation process followed four steps: (1) identifying drive patterns best suited to battery swapping service plans, (2) modeling service usage statistics for the selected drive patterns, (3) calculating the cost-of-service plan options, and (4) evaluating the economics of individual drivers under realistically priced service plans. A service plan option can be more cost-effective than direct ownership for drivers who wish to operate a BEV as their primary vehicle where alternative options for travel beyond the single-charge range are expensive, and a full-coverage-yet-cost-effective regional infrastructure network can be deployed. However, when assumed cost of gasoline, tax structure, and absence of purchase incentives are factored in, our calculations show the service plan BEV is rarely more cost-effective than direct ownership of a conventional vehicle.

The first geothermal contract will reach the end of the initial 10 year period in early 1994, a few will end in 1995 and 1996, and the majority will end in the 1997-2000 period. This is beginning to be focused upon by the utilities, lenders and, of course, the operators themselves. The prime reason for focusing on the issue is that avoided costs of the utilities directly track the delivered cost of the natural gas, and most forecasts are showing that the price of gas in the eleventh year of the contracts will be significantly lower than the last year of the fixed period of energy payments. There are many forums in which the predication of natural gas prices are discussed. In the State of California, the agency responsible for the official forecast is the California Energy Commission. Every two years, the CEC holds hearings for input into its biennial Fuels Report (FR) which establishes the forecast of natural gas prices in addition to other parameters which are used in the planning process. The attached Exhibit I is an excerpt out of the 1991 Fuels Report (FR91). Figure 1 compares the forecast of FR89 and FR91 for the Utility Electric Generation (UEG) in PG&E's service area, and Figure 2, the forecast in the SOCAL service area. The FR91 SOCAL service area forecast indicates a bottoming of the gas price in 1994 at $2.50/mmbtu. Recent prices in 1992 are already at these levels. Converting this to an avoided energy cost brings about a price of 2 to 2-1/2 Cents/kWh. The 1992 energy price in the IS04 contract is 9

    In the last 10 years, the power generation market has seen radical changes. The coming years will see yet more change. Although the pace of change may be uneven across Europe, it is clear that the old reference points for the power generation market are no longer valid. Along with other market players, Shell has re-evaluated the role it wishes to play in the power generation market. Although it has long operated large generation capacity on its own sites, Shell's role has been that of a fuel supplier to monopoly power generation and distribution organizations, which were largely state controlled . Privatization and liberalization have been followed by changing market structures tending to push risk towards the producer. This evolution presents challenges for the normal IPP structure, where market risk is transferred and offers an opportunity for the active participation of the fuel supplier in meeting these challenges. In 1996, Shell decided to embrace the changes in power generation market. Already, significant steps have been taken in markets in Asia, Latin America and in Europe. The differing requirements of each of these markets means there are no standard solutions and requires Shell to devise flexible frameworks which meet the customer's needs. Shell is bringing its significant strengths to the power generation market and looks forward to participating on a world wide scale in the industry at this exciting phase in its development.

    Purpose: To determine the potential role for adjuvant proton-based radiotherapy (PT) for resected pancreatic head cancer. Methods and Materials: Between June 2008 and November 2008, 8 consecutive patients with resected pancreatic head cancers underwent optimized intensity-modulated radiotherapy (IMRT) treatment planning. IMRT plans used between 10 and 18 fields and delivered 45 Gy to the initial planning target volume (PTV) and a 5.4 Gy boost to a reduced PTV. PTVs were defined according to the Radiation Therapy Oncology Group 9704 radiotherapy guidelines. Ninety-five percent of PTVs received 100% of the target dose and 100% of the PTVs received 95% of the target dose. Normal tissue constraints were as follows: right kidney V18 Gy to <70%; left kidney V18 Gy to <30%; small bowel/stomach V20 Gy to <50%, V45 Gy to <15%, V50 Gy to <10%, and V54 Gy to <5%; liver V30 Gy to <60%; and spinal cord maximum to 46 Gy. Optimized two- to three-field three-dimensional conformal proton plans were retrospectively generated on the same patients. The team generating the proton plans was blinded to the dose distributions achieved by the IMRT plans. The IMRT and proton plans were then compared. A Wilcoxon paired t-test was performed to compare various dosimetric points between the two plans for each patient. Results: All proton plans met all normal tissue constraints and were isoeffective with the corresponding IMRT plans in terms of PTV coverage. The proton plans offered significantly reduced normal-tissue exposure over the IMRT plans with respect to the following: median small bowel V20 Gy, 15.4% with protons versus 47.0% with IMRT (p = 0.0156); median gastric V20 Gy, 2.3% with protons versus 20.0% with IMRT (p = 0.0313); and median right kidney V18 Gy, 27.3% with protons versus 50.5% with IMRT (p = 0.0156). Conclusions: By reducing small bowel and stomach exposure, protons have the potential to reduce the acute and late toxicities of postoperative chemoradiation in this setting.

    Radioactive tracer tagging during stimulation treatments on vertical wells has been in use for many years and applications have been discussed in literature. More recently, multiple radioactive tracers have been employed to help evaluate various aspects of well stimulation. They have become standard industry practice for evaluation of treatment containment, fracture height growth, channeling behind casing, fracture initiation from perforations, diversion and acid or proppant distribution. In this paper completion techniques are analyzed using gamma ray-emitting isotopes and spectral-gamma ray logging. Examples of Austin Chalk and Bakken Shale evaluations show how operators can qualitatively compare stimulation and diversion effectiveness, and completion methods by using tracer technology.

The solicitation focuses on development, testing, demonstration, validation, and deployment of new solar photovoltaic (PV) components, systems, and manufacturing equipment. DOE plans to award $170 million over three years to industry-led groups that may include one or more companies, universities, national laboratories, or non-governmental organizations. The teams must match their awards dollar for dollar, bringing the total investment to $340 million. Applications are due on October 2nd.

    Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.

    Oil and gas are produced in many parts of the world. Persons working in the petroleum industry can learn much by communicating with colleagues in other countries, but the opportunities for engineers and scientists to come together and discuss petroleum environmental control practices, technologies, and regulations with representatives of other countries are limited. This paper describes the very useful International Petroleum Environmental Conference (IPEC) which completed its seventh meeting in November 2000 in Albuquerque, New Mexico, USA. The 7th IPEC attracted 350 participants, including 26 participants from countries other than the United States. The 7th IPEC emphasized international issues and included more than 20 papers by international authors or on international topics. The conference covered all aspects of petroleum environmental issues and featured speakers from many disciplines. The conference included technical sessions on the following topics: Legal and Regulatory Issues in the Oil and Gas Industry; Pollution Prevention, Waste Management, and Waste Minimization; Bioremediation of Petroleum Hydrocarbons; Characterization and Remediation of Brine-Impacted Soils; Biotreatment and Bioremediation; International Issues in the Oil and Gas Industry; Phytoremediation of Petroleum Hydrocarbons; Treatment and Management of Produced Water; Forensic Geochemistry and Site Characterization/Technology Transfer; Environmentall Acceptable Endpoints; Desulfurization of Fuels and Waste Streams; Control of Air Emissions; MTBE/Phytoremediation and Natural Attenuation; and Treatment and Remediation of Petroleum Hydrocarbons.     Heavy-wall pipe welding for the power and petrochemical industry must meet code requirements. Contractors strive to meet these requirements in the most productive way possible. The challenge put to orbital welding equipment manufacturers is to produce pipe welding equipment that cost-effectively produces code-quality welds. Orbital welding equipment using the GTA process has long produced outstanding quality results but has lacked the deposition rate to compete cost effectively with other manual and semiautomatic processes such as SMAW, FCAW and GMAW. In recent years, significant progress has been made with the use of narrow-groove weld joint designs to reduce weld joint volume and improve welding times. Astro Arc Polysoude, an orbital welding equipment manufacturer based in Sun Valley, Calif., and Nantes, France, has combined the hot wire GTAW process with orbital welding equipment using a narrow-groove weld joint design. Field test results show this process and procedure is a good alternative for many heavy-wall-pipe welding applications.

    Noncontact methods of generating strong fluid vorticity are important to problems involving heat and mass transfer, fluid mixing, active wetting, and droplet transport. Furthermore, because zero or even negative shear viscosities can be induced, vorticity can greatly extend the control range of the smart fluids used in magnetorheological devices. In recent work we have shown that a particular class of ac/ac/dc triaxial fields (so-called symmetry-breaking rational fields) can create strong vorticity in magnetic particle suspensions and have presented a theory of the vorticity that is based on the symmetry of the 2-d Lissajous trajectories of the field and its converse.more » In this paper we demonstrate that there are three countably infinite sets of fully alternating ac/ac/ac triaxial fields whose frequencies form rational triads that have the symmetry required to drive fluid vorticity. The symmetry of the 3-d Lissajous trajectories of the field and its converse can be derived and from this the direction of the vorticity axis can be predicted, as can the dependence of the sign of the vorticity on the phase relations between the three field components. Experimental results are presented that validate the symmetry theory. These discoveries significantly broaden the class of triaxial fields that can be exploited to produce strong noncontact flow.« less

    NREL scientists have demonstrated a way to produce ethylene through photosynthesis, a breakthrough that could lead to more environmentally friendly ways to produce a variety of materials, chemicals, and transportation fuels. The scientists introduced a gene into a cyanobacterium and demonstrated that the organism remains stable through at least four generations, producing ethylene gas that can be easily captured. In the laboratory, the organism, Synechocystis sp. PCC 6803, produced 720 milligrams of ethylene per liter each day.

    Noncontact methods of generating strong fluid vorticity are important to problems involving heat and mass transfer, fluid mixing, active wetting, and droplet transport. Furthermore, because zero or even negative shear viscosities can be induced, vorticity can greatly extend the control range of the smart fluids used in magnetorheological devices. In recent work we have shown that a particular class of ac/ac/dc triaxial fields (so-called symmetry-breaking rational fields) can create strong vorticity in magnetic particle suspensions and have presented a theory of the vorticity that is based on the symmetry of the 2-d Lissajous trajectories of the field and its converse. In this paper we demonstrate that there are three countably infinite sets of fully alternating ac/ac/ac triaxial fields whose frequencies form rational triads that have the symmetry required to drive fluid vorticity. The symmetry of the 3-d Lissajous trajectories of the field and its converse can be derived and from this the direction of the vorticity axis can be predicted, as can the dependence of the sign of the vorticity on the phase relations between the three field components. Experimental results are presented that validate the symmetry theory. These discoveries significantly broaden the class of triaxial fields that can be exploited to produce strong noncontact flow.

    An important requirement for the international safeguards community is the ability to determine the enrichment level of uranium in gas centrifuge enrichment plants and nuclear fuel fabrication facilities. This is essential to ensure that countries with nuclear nonproliferation commitments, such as States Party to the Nuclear Nonproliferation Treaty, are adhering to their obligations. However, current technologies to verify the uranium enrichment level in gas centrifuge enrichment plants or nuclear fuel fabrication facilities are technically challenging and resource-intensive. NNSA’s Office of Nonproliferation and International Security (NIS) supports the development, testing, and evaluation of future systems that will strengthen and sustain U.S. safeguards and security capabilities—in this case, by automating the monitoring of uranium enrichment in the entire inventory of a fuel fabrication facility. One such system is HEVA—hybrid enrichment verification array. This prototype was developed to provide an automated, nondestructive assay verification technology for uranium hexafluoride (UF6) cylinders at enrichment plants.

    We propose a unique approach for light extraction, using engineered nano-particles to efficiently decouple the light guided in transverse-magnetic guided modes into free-space radiation modes that leak out normally to the thin-film stacks. The underlying mechanism takes advantage of a small electric field variation at the nano-particle scale and induces a polarization conversion, which renders the induced dipole moment perpendicular to the polarization of the incident light. Our analysis is supported by 2D fully vectorial computational results. Potential applications for light emitting or photovoltaic devices are outlined.

    Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

Identification was by analysis of fibre diffraction patterns interpreted using a schema developed from observations in nine previous studies. The method, schema, and specific experiment results are reported in this paper, with some implications then drawn.

    Highlights: • W- and D-Band line shapes are sensitive to motions in the 0.1–2 ns time regime. • These frequencies effectively report on conformational dynamics of IDPs. • W-band spectra reflecting helical formation in IA{sub 3} is experimentally demonstrated. - Abstract: Site-directed spin labeling (SDSL) electron paramagnetic resonance (EPR) spectroscopy is a powerful tool for characterizing conformational sampling and dynamics in biological macromolecules. Here we demonstrate that nitroxide spectra collected at frequencies higher than X-band (∼9.5 GHz) have sensitivity to the timescale of motion sampled by highly dynamic intrinsically disordered proteins (IDPs). The 68 amino acid protein IA{sub 3}, was spin-labeled at two distinct sites and a comparison of X-band, Q-band (35 GHz) and W-band (95 GHz) spectra are shown for this protein as it undergoes the helical transition chemically induced by tri-fluoroethanol. Experimental spectra at W-band showed pronounced line shape dispersion corresponding to a change in correlation time from ∼0.3 ns (unstructured) to ∼0.6 ns (α-helical) as indicated by comparison with simulations. Experimental and simulated spectra at X- and Q-bands showed minimal dispersion over this range, illustrating the utility of SDSL EPR at higher frequencies for characterizing structural transitions and dynamics in IDPs.
