    The arcuate, west-northwest-trending, mostly offshore New Ireland basin is 900 km long and about 160 km wide, and extends northeastward from Manus Island, New Hanover, and New Ireland. The basin formed in a forearc between a southerly Eocene to early Miocene volcanic arc, and a northerly outer-arc high bounding the Manus Trench. Its southern margin drops down to the back-arc Manus basin, which commenced spreading in the Pilocene. North of Manus Island, the New Ireland basin contains areas of deformed strata that have apparently been accreted to the Manus arc by south-dipping thrust faults. In places these strata are overlain by shallowly buried lava flows, which may represent attempted spreading. The sedimentary sequence in the eastern part of the basin is interpreted to contain thick Oligocene to early Miocene volcaniclastic sediments, overlain by 1000-2000 m of Miocene shelf carbonates, overlain by 2000 m of overburden. The presumed shelf carbonates could contain both source and reservoir rocks. The Lee line 401 revealed a flat, high-amplitude reflector or bright spot in an anticlinal core 1700 m beneath the seabed in water 2500 m deep off New Ireland, suggesting that hydrocarbons have been generated in New Ireland basin.

    This paper investigates the adoption and use of electronic invoices (e-invoices) in Greek organizations. The study attempts to evaluate current practices applied in implementing e-invoicing. A field research has been conducted, which is based on a structured questionnaire. The target sample consisted of 42 Greek enterprises. The main issues of the investigation include the existing invoice processing practices, the barriers that prevent the extended adoption and use of e-invoicing, the observed benefits from e-invoicing implementation, and the strategic drivers for transition to e-invoicing. Currently, the use of e-invoicing in Greece is low. However, the research results testify that the adoption of e-invoicing in Greece is promising. Even though, a number of enterprises state that benefits of e-invoicing are not clear yet, the majority of enterprises agree that there are crucial financial priorities that e-invoicing is expected to support.

    This paper reports that the Erris and Slyne troughs are underexplored Mesozoic sedimentary basins off Ireland's northwest coast. The Irish Minister for Energy announced on Apr. 19, 1991, a frontier acreage licensing round of 128 blocks covering 29,000 sq km in these basins and the adjacent Rockall trough. Closing date for the round is June 30, 1993, set to allow two seasons for the acquisition of new geophysical and geological data over the area. Ireland has recently announced a new petroleum taxation regime. Revised licensing terms, which will acknowledge the specific circumstances of frontier acreage, will be announced.

  6. The wind energy market in the U.K. and Ireland

    The market for renewable energy projects has been created in England and Wales by measures established by the Electricity Act 1989 which created the Non-Fossil Fuel Obligation (NFFO). Identical market enablement mechanisms now exist for Scotland and Northern Ireland whilst yet another version of the NFFO mechanism has been established in Ireland. As a result, the UK now has 31 operational windfarms with a total rating of 195MW whilst the completion of the first windfarm in Ireland is expected in early 1997. This paper gives details of these mechanisms and the impact they have had on the creation of a renewables market. Current expectations are that additional wind energy capacity of about 900MW will be added in the UK and Ireland by the end of the millennium. This implies a market worth between US$525 million and US$600 million in turbine sales and a total turnkey investment cost of between US$1.2 billion and US$1.5 billion. 6 refs., 8 tabs.

    This paper reports that a 23 sq mile oil slick along Spain's northwest coast, spreading form the wreckage of the Greek oil tanker Aegean Sea, was for the most part under control as of Dec. 10, Spanish authorities reported. Various press reports put the total spill volume at 490,000 bbl, about double that leaked by the Exxon Valdez supertanker off Alaska in 1989. If initial reports of the spill volume are borne out, the Aegean Sea spill would rank at least as one of the 10 biggest tanker spills.

  8. Lessons learnt from post EIS evaluations of national road schemes in Ireland

    The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland. Black-Right-Pointing-Pointer Thermal exploitation of RDF improves further the environmental performance of the plant. - Abstract: The aim of this paper is the application of Life Cycle Assessment to the operation of the MBT facility of Ano Liossia in the region of Attica in Greece. The region of Attica is home to almost half the population of Greece and the management of its waste is a major issue. In order to explicitly analyze the operation of the MBT plant, five scenarios were generated. Actual operation data of the MBT plant for the year 2008 were provided by the region of Attica and the LCA modeling was performed via the SimaPro 5.1 software while impact assessment was performed utilizing the Eco-indicator'99 method. The results of our analysis indicate that even the current operation of the MBT plant is preferable to landfilling. Among the scenarios of MBT operation, the one with complete utilization of the MBT outputs, i.e. compost, RDF, ferrous and non-ferrous metals, is the one that generates the most environmental gains. Our analysis indicates that the exploitation of RDF via incineration is the key factor towards improving the environmental performance of the MBT plant. Our findings provide a quantitative understanding of the MBT plant. Interpretation of results showed that proper operation of the modern waste management systems can lead to substantial reduction of environmental impacts and savings of resources.

  12. Geostatistical Simulation of Hydrofacies Heterogeneity of the West Thessaly Aquifer Systems in Greece

    Integrating geological properties, such as relative positions and proportions of different hydrofacies, is of highest importance in order to render realistic geological patterns. Sequential indicator simulation (SIS) and Plurigaussian simulation (PS) are alternative methods for conceptual and deterministic modeling for the characterization of hydrofacies distribution. In this work, we studied the spatial differentiation of hydrofacies in the alluvial aquifer system of West Thessaly basin in Greece. For this, we applied both SIS and PS techniques to an extensive set of borehole data from that basin. Histograms of model versus experimental hydrofacies proportions and indicative cross sections were plotted in order to validate the results. The PS technique was shown to be more effective in reproducing the spatial characteristics of the different hydrofacies and their distribution across the study area. In addition, the permeability differentiations reflected in the PS model are in accordance to known heterogeneities of the aquifer capacity.

  13. Resource Evaluation and Development Plans for a 120 MW Geothermal Power Plant on Milos Island, Greece

    Five deep wells have been drilled on the Island of Milos, Greece, identifying a high-temperature, high-enthalpy geothermal reservoir. The thermodynamic properties of the fluid, and the estimated porosity and presumed thickness of the formation suggest a fluid and heat storage capacity that could support a 60 MWe power plant for 85 years or a 120 MWe for half that time. The existing five wells can deliver 180 t/h of steam at 10 bar abs pressure, capable of generating a maximum electric power output of slightly less than 20 MWe. This paper describes the geology, the drilling and the well testing results pertaining to the five wells, and discusses the reservoir potential for a 60 MWe geothermal power plant.

  15. Ecological compensation and Environmental Impact Assessment in Spain

    To achieve meaningful sustainable development, Environmental Impact Assessment (EIA) should avoid the net losses in the environment resource base. But EIA practice does not always avoid the losses caused by the implementation of the projects under EIA regulation. Some environmental impacts are, simply, admitted, even without enforcing any form of compensation. When applied, compensation is sometimes just a monetary payment to offset the environmental loss. This paper looks for evidence on the role that compensation is given at present in EIA practice in Spain, and for some of its conceptual and regulatory roots. Specifically, it explores how compensation is addressed in 1302 records of decision (RODs) on those projects subject to the Spanish EIA regulation published during the years 2006 and 2007, to know how far Spain is from preserving the environmental resource base managed through this particular aspect of EIA practice. As a result, it is concluded that the practice of ecological compensation in EIA in Spain is much lower than it could be expected in a theoretical sustainability context committed to avoid net losses in the environment resource base, mainly due to an EIA practice focused on on-site mitigation that allows these net losses.

    Large amounts of solid waste are disposed in landfills and the potential of particulate matter (PM) emissions into the atmosphere is significant. Particulate matter emissions in landfills are the result of resuspension from the disposed waste and other activities such as mechanical recycling and composting, waste unloading and sorting, the process of coating residues and waste transport by trucks. Measurements of ambient levels of inhalable particulate matter (PM{sub 10}) were performed in a landfill site located at Chania (Crete, Greece). Elevated PM{sub 10} concentrations were measured in the landfill site during several landfill operations. It was observed that the meteorological conditions (mainly wind velocity and temperature) influence considerably the PM{sub 10} concentrations. Comparison between the PM{sub 10} concentrations at the landfill and at a PM{sub 10} background site indicates the influence of the landfill activities on local concentrations at the landfill. No correlation was observed between the measurements at the landfill and the background sites. Finally, specific preventing measures are proposed to control the PM concentrations in landfills.

When BMW is optimally managed, it becomes a resource with value instead of an unwanted by-product requiring disposal. An analysis of survey responses from commercial and residential sectors for the Dublin region in previous research by the authors proved that attitudes towards and behaviour regarding municipal solid waste is spatially variable. This finding indicates that targeted intervention strategies designed for specific geographic areas should lead to improved diversion rates of BMW from landfill, a requirement of the Landfill Directive 1999/31/EC. In the research described in this paper, survey responses and GIS model predictions from previous research were the basis for goal setting, after which logic modelling and behavioural research were employed to develop site-specific waste management intervention strategies. In this study, the current status of both European and Greek Legislation on waste management, with a special insight in municipal sewage sludge, is presented. A SWOT analysis was further developed for comparison of pyrolysis with incineration and gasification and results are presented. Pyrolysis seems to be the optimal thermochemical treatment option compared to incineration and gasification. Sewage sludge pyrolysis is favorable for energy savings, material recovery and high added materials production, providing a ‘zero waste’ solution. Finally, identification of challenges and barriers for sewage sludge pyrolysis deployment in Greece was investigated.

Black-Right-Pointing-Pointer Unit production rate for total chemical waste was 5.8 {+-} 2.2 g/patient/d. - Abstract: The objective of this work was to determine the composition and production rates of pharmaceutical and chemical waste produced by Xanthi General Hospital in Greece (XGH). This information is important to design and cost management systems for pharmaceutical and chemical waste, for safety and health considerations and for assessing environmental impact. A total of 233 kg pharmaceutical and 110 kg chemical waste was collected, manually separated and weighed over a period of five working weeks. The total production of pharmaceutical waste comprised 3.9% w/w of the total hazardous medical waste produced by the hospital. Total pharmaceutical waste was classified in three categories, vial waste comprising 51.1%, syringe waste with 11.4% and intravenous therapy (IV) waste with 37.5% w/w of the total. Vial pharmaceutical waste only was further classified in six major categories: antibiotics, digestive system drugs, analgesics, hormones, circulatory system drugs and 'other'. Production data below are presented as average (standard deviation in parenthesis). The unit production rates for total pharmaceutical waste for the hospital were 12.4 (3.90) g/patient/d and 24.6 (7.48) g/bed/d. The respective unit production rates were: (1) for vial waste 6.4 (1.6) g/patient/d and 13 (2.6) g/bed/d, (2) for syringe waste 1.4 (0.4) g/patient/d and 2.8 (0.8) g/bed/d and (3) for IV waste 4.6 (3.0) g/patient/d and 9.2 (5.9) g/bed/d.   4. Current status of the radioactive waste management programme in Spain

    Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as 'master plan' of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose -built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Inter-ministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA's R and D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose Cabrera NPP. (authors)

    The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased

The objective function to be minimized in each plan is the sum of the annualized capital investment and annual operating cost of all transportation, treatment and final disposal operations involved, taking into consideration the possible income from the sale of products and any other financial incentives or disincentives that may exist. For each plan formulated, the system generates several reports that define the plan, analyze its cost elements and yield an indicative profile of selected types of installations, as well as data files that facilitate the geographic representation of the optimal solution in maps through the use of GIS. A number of these reports compare the technical and economic data from all scenarios considered at the study area, municipality and installation level constituting in effect sensitivity analysis. The generation of alternative plans offers local authorities the opportunity of choice and the results of the sensitivity analysis allow them to choose wisely and with consensus.     The study evaluates the potential effect of climate change on maize production in Spain, combining climate models, a crop productivity model, a decision support system and a yield-response model. The study was carried out for two agricultural regions that include the largest areas of Spain where maize is grown as a high input crop. The paper combines the output from a crop model with different techniques of analysis. The scenarios used in this study were generated from the output of two General Circulation Models (GCMs): the Goddard Institute for Space Studies model (GISS) and the Canadian Climate Change Model (CCCM). The study also includes a preliminary evaluation of the potential changes in monetary returns taking into account the possible variability of grain yields and prices, using mean-Gini stochastic dominance (MGSD). A yield response model was estimated using simulated data from the crop model. Weather variables are included. Typically, temperature and precipitation are the only weather variables included in these models. However, solar radiation is another important climate factor for plant growth and development and were included in the yield response model.

  3. A proposal to improve ecological compensation practice in road and railway projects in Spain

    To reduce ecological impacts caused by development projects, avoidance, minimization and compensation techniques have to be taken together into consideration along Environmental Impact Assessment (EIA) procedures. This paper explores the particular role that ecological compensation has had in recent road and railway EIA procedures in Spain, as seen through the review of a set of recent EIA Records of Decision (RODs) that confirms precedent findings. Noticing that residual impacts are not paid much attention, and that there is no evidence of a solid public participation in ecological impact evaluation, it proposes to increase the awareness on residual impacts, as a way to make easier public access to the allegedly most sensitive moment of EIA implementation: (residual) impact evaluation. -- Highlights: ► Ecological compensation practice in Spain is much lower than avoidance or mitigation. ► Residual impacts are overlooked in EIA processes and public participation is low. ► An increased awareness of residual impacts may also promote public participation. ► Current context needs these small steps to move towards better compensation practice.

  4. Lessons learned from the Siting Process of an Interim Storage Facility in Spain - 12024

    On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision. Only in November 30, 2011, the new government elected on 20 November 2011 officially selected a non-nuclear municipality, Villar de Canas, for hosting this facility. This paper focuses on analysing the factors facilitating and hindering the siting of controversial facilities, in particular the interim storage facility in Spain. It demonstrates that involving all stakeholders in the decision-making process should not be underestimated. In the case of Spain, all regional governments where there were candidate municipalities willing to host the centralised interim storage facility, publicly opposed to the siting of the facility.     The paper describes an in-depth analysis of excitation of shaft torsional vibrations in steam-turbine-generator-exciter shafts in close proximity to HVDC converter stations by variable-frequency ripple currents superimposed on the DC currents in asynchronous Links. It extends earlier work to include an in depth analysis of system scaling factors for harmonic currents impressed on generators in Northern Ireland by an inverter and to investigate the phenomena for possible torsional vibrations in the generators by the Link. Frequencies at which shaft torsional vibrations would be excited by modulation product harmonics in 50Hz/50Hz asynchronous Links as a function of deviation in system frequency is reviewed. Relative noncharacteristic current levels for 50Hz/50Hz connectors are illustrated assuming ripple currents at the inverter which gives realistic harmonic voltages in a twelve-pulse bridge. The paper then shows that torques in machines in multi-machine networks may be estimated by proportioning HVDC link harmonic disturbance current appropriately to each machine at risk. It is concluded that variable-frequency ripple currents superimposed on the DC current in asynchronous links can excite sympathetic torsional vibrations in turbine-generator-exciter shafts.

  6. Evaluation of models for estimating solar irradiation on vertical surfaces at Valencia, Spain

    Hourly irradiation data recorded on vertical surfaces at north, east, south, and west orientations during the winter period going from December 1989 to March 1990 in Valencia, Spain, have been compared with estimated solar irradiation from several tilted-surface models. The isotropic-, Temps' and Coulson's-, Klucher's-, Hay's-, Shartveit's and Olseth's, Gueymard's-, and Perez' (simplified) models have been considered for this comparison. Root-mean-square-difference (RMSD), mean-bias-difference (MBD) and mean-absolute-difference (MAD) estimators have been used to measure the departure of models from experimental data. Modeled values are evaluated with the original coefficients proposed by the authors. Results of comparison show that the south orientation is less prone to modeling errors. Perez' 25{degree} circumsolar simplified model being the less affected by errors in north, eat and south orientations; for west orientation Klucher's model gives a lesser error. These results are consistent with those reported in previous studies.

    An experts' workshop was convened in Dublin Ireland September 27th – 28th 2010 in support of IEA Ocean Energy Systems Implementing Agreement Annex IV. PNNL was responsible for organizing the content of the workshop, overseeing the contractors (Irish Marine Institute) hosting the event, presenting material on Annex IV and materials applicable to the workshop intent. PNNL is also overseeing a contractor (Wave Energy Center/University of Plymouth – WEC/UP) in the collection and analysis of the Annex IV data. Fifty-eight experts from 8 countries attended the workshop by invitation, spending two days discussing the needs of Annex IV. Presentations by DOE (background on Annex IV), PNNL (process for developing Annex IV; presentation of the draft database for PNNL project, plans for incorporating Annex IV data), WEC/UP on the environmental effect matrix, and four MHK developers (two from the UK, one from Ireland and one from Sweden; each discussing their own projects and lessons learned for measuring and mitigating environmental effects, as well as interactions with consenting [permitting] processes) helped provide background. The workshop participants worked part of the time in the large group and most of the time in four smaller breakout groups. Participants engaged in the process and provided a wealth of examples of MHK environmental work, particularly in the European nations. They provided practical and actionable advice on the following: • Developing the Annex IV database, with specific uses and audiences • Strong consensus that we should collect detailed metadata on available data sets, rather than attempting to draw in copious datasets. The participants felt there would then be an opportunity to then ask for specific set of data as needed, with specific uses and ownership of the data specified.   10. Fractionation of heavy metals in sludge from anaerobic wastewater stabilization ponds in southern Spain

    The analysis of heavy metals is a very important task to assess the potential environmental and health risk associated with the sludge coming from wastewater treatment plants (WWTPs). However, it is necessary to apply sequential extraction techniques to obtain suitable information about their bioavailability or toxicity. In this paper, a sequential extraction scheme according to the Standard, Measurements and Testing Programme of the European Commission was applied to sludge samples collected from ten anaerobic wastewater stabilization ponds (WSPs) located in southern Spain. Al, Cd, Co, Cr, Cu, Fe, Hg, Mn, Mo, Ni, Pb, Ti and Zn were determined in the sludge extracts by inductively coupled plasma atomic emission spectrometry. In relation to current international legislation for the use of sludge for agricultural purposes, none of the metal concentrations exceeded maximum permitted levels. Overall, heavy metals were mainly associated with the two less-available fractions (34% oxidizable metal and 55% residual metal). Only Mn and Zn showed the highest share of the available (exchangeable and reducible) fractions (25-48%)

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map.     This study assessed the association between cadmium exposure and neuropsychological development in children from a region with high industrial and mining activities in southwestern Spain. We conducted a cross-sectional study with 261 children aged 6–9 years between January and March 2012. Cadmium exposure was measured in urine and hair of children, and neuropsychological development was assessed with the Wechsler Intelligence Scale for Children-Fourth Edition (WISC-IV) and with three computerized tests from the Behavioral Assessment and Research System (BARS): Reaction Time Test (RTT), Continuous Performance Test (CPT) and Selective Attention Test (SAT). Multivariate linear regression models, adjusted for potential confounders, were used to estimate the association between neuropsychological development and cadmium exposure measured in urine and hair samples. Geometric means of urine and hair cadmium levels were 0.75 μg/g creatinine and 0.01 μg/g, respectively. We observed that doubling of levels of cadmium in urine was associated with a reduction of two points (95% CI: −3.8 to −0.4) in the Full-Scale intelligence quotient (IQ) in boys. By domains, association was statistically significant for Verbal Comprehension (β=−2.0; p=0.04) and close to the significance level for Perceptual Reasoning (β=−1.8; p=0.06). Among girls, only Verbal Comprehension showed suggestive associations with cadmium exposure (β=−1.7; p=0.06). Cadmium exposure is associated with cognitive delays in boys in our region. Our results provide additional evidence of the neurotoxic effect of low-level postnatal cadmium exposure among children, and support the hypothesis of differences between sexes in the neurotoxic effect of metals on children. - Highlights: • This study associates Cd exposure and neuropsychological development in children. • Cd exposure was associated with cognitive delay in boys, but not in girls. • Intellectual quotient of boys decreased two points for a

    This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

    We correlate Upper Pleistocene glacial and fluvial deposits of the Cinca and Gallego River valleys (south central Pyrenees and Ebro basin, Spain) using geomorphic position, luminescence dates, and time-related trends in soil development. The ages obtained from glacial deposits indicate glacial periods at 85 {+-} 5 ka, 64 {+-} 11 ka, and 36 {+-} 3 ka (from glacial till) and 20 {+-} 3 ka (from loess). The fluvial drainage system, fed by glaciers in the headwaters, developed extensive terrace systems in the Cinca River valley at 178 {+-} 21 ka, 97 {+-} 16 ka, 61 {+-} 4 ka, 47 {+-} 4 ka, and 11 {+-} 1 ka, and in the Gallego River valley at 151 {+-} 11 ka, 68 {+-} 7 ka, and 45 {+-} 3 ka. The times of maximum geomorphic activity related to cold phases coincide with Late Pleistocene marine isotope stages and heinrich events. The maximum extent of glaciers during the last glacial occurred at 64 {+-} 11 ka, and the terraces correlated with this glacial phase are the most extensive in both the Cinca (61 {+-} 4 ka) and Gallego (68 {+-} 7 ka) valleys, indicating a strong increase in fluvial discharge and availability of sediments related to the transition to deglaciation. The global Last Glacial Maximum is scarcely represented in the south central Pyrenees owing to dominantly dry conditions at that time. Precipitation must be controlled by the position of the Iberian Peninsula with respect to the North Atlantic atmospheric circulation system. The glacial systems and the associated fluvial dynamic seem sensitive to (1) global climate changes controlled by insolation, (2) North Atlantic thermohaline circulation influenced by freshwater pulses into the North Atlantic, and (3) anomalies in atmospheric circulation in the North Atlantic controlling precipitation on the Iberian peninsula. The model of glacial and fluvial evolution during the Late Pleistocene in northern Spain could be extrapolated to other glaciated mountainous areas in southern Europe.

Landfills and anaerobic digestors treating municipal solid waste are a large source of such biogas. They therefore offer an attractive opportunity to tap into this potential source of natural gas while at the same time minimizing the global warming impact resulting from methane emissions in waste management schemes (WMS) and fossil fuel consumption reduction. This study looks at the current municipal solid waste flows of Spain, Italy, and Austria over one year (2009), in order to determine how much biogas is generated. Then it examines how much natural gas could be substituted by using four different biogas upgrading technologies. Based on current waste generation rates, exploratory but realistic WMS were created for each country in order to maximize biogas production and potential for natural gas substitution. It was found that the potential substitution of natural gas by biogas resulting from the current WMS seems rather insignificant: 0.2% for Austria, 0.6% for Italy and 0.3% for Spain. However, if the WMS is redesigned to maximize biogas production, these figures can increase to 0.7% for Austria, 1% for Italy and 2% for Spain. Furthermore, the potential CO{sub 2} reduction as a consequence of capturing the biogas and replacing fossil fuel can result in up to a 93% reduction of the annual national waste greenhouse gas emissions of Spain and Italy.

    The quantification at regional level of the amount of energy (for thermal uses and for electricity) that can be generated by using solar systems in buildings is hindered by the availability of data for roof area estimation. In this note, we build on an existing geo-referenced method for determining available roof area for solar facilities in Spain to produce a quantitative picture of the likely limits of roof-top solar energy. The installation of solar hot water systems (SHWS) and photovoltaic systems (PV) is considered. After satisfying up to 70% (if possible) of the service hot water demand in every municipality, PV systems are installed in the remaining roof area. Results show that, applying this performance-based criterion, SHWS would contribute up to 1662 ktoe/y of primary energy (or 68.5% of the total thermal-energy demand for service hot water), while PV systems would provide 10 T W h/y of electricity (or 4.0% of the total electricity demand).     During ODP Leg 103 (April-June 1985) and the Galinaute cruise (June-July 1986), serpentinized peridotite (clinopyroxene-spinel harzburgite) was recovered within the basement approximately at the boundary between the North Atlantic ocean crust to the west and the thinned continental crust of the Galicia passive margin (Spain) to the east. The exposure of mantle-derived peridotite on the sea floor occurred at the end of the period of rifting, roughly 110 Ma. Ductile shear zones observed in the peridotite are consistent with movements along a deep, low-angle normal fault rooted within the upper mantle and dipping eastward beneath the Galicia margin. To explain the tectonic denudation of the mantle at the ocean-continent boundary, they use a nonuniform stretching model for the lithosphere, set up from Wernicke's model.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

    We conducted a forensic investigation with the aim of decoupling the contribution of geogenic and anthropogenic Cr(VI) sources in the wider area of Thiva. Groundwater and topsoil samples were collected from two Cr(VI) groundwater plumes of 160 μg/L and 75 μg/L. A series of evidence support the view that the origin of Cr(VI) detected in groundwater is mainly geogenic. These are: (a) the presence of Cr in topsoil of the wider area, (b) the moderate Cr(VI) groundwater concentrations, (c) the high Ni levels within the Cr(VI) plumes, (d) the predominance of Mn(IV), which is a prerequisite for Cr(III) oxidation to Cr(VI), and (e) the absence of co-contaminants. This study also revealed that, although both Cr(VI) plumes are clearly of geogenic origin, the plume with the elevated Cr(VI) values, in the north of Thiva town, exhibits also an anthropogenic component, which can potentially be attributed to the alkaline environment associated with the old uncontrolled landfill of Thiva and the industrial cluster located in this area.

    Many countries--reflecting very different geographies, markets, and power systems--are successfully managing high levels of variable renewable energy (RE) on the grid. Australia (South Australia), Denmark, Germany, Ireland, Spain, and the United States (Colorado and Texas), for example, have effectively integrated variable RE utilizing diverse approaches. Analysis of the results from these case studies reveals a wide range of mechanisms that can be used to accommodate high penetrations of variable RE (e.g., from new market designs to centralized planning). Nevertheless, the myriad approaches collectively suggest that governments can best enable variable RE grid integration by implementing best practices in five areas of intervention: lead public engagement, particularly for new transmission; coordinate and integrate planning; develop rules for market evolution that enable system flexibility; expand access to diverse resources and geographic footprint of operations; and improve system operations.

    The paper begins with an introduction on the reasons that lead to the use of HVDC submarine cable links. The main aspects for the choice of direct current are presented as well as the advantages deriving from the utilization of submarine cables. The second part is dedicated to a discussion on the various type of insulation that could be used in power cables and their possible application to HVDC submarine cables. In the following there is a description of the main characteristics and technical details of some particular project that at present time (1995) are in progress. Two projects are briefly presented: Spain-Morocco, a 26 km long interconnection for the transmission, in a first phase, of 700 MW from Spain to Morocco at 400 kV a.c. by means of three cables, plus one spare, of the fluid filled type. The cables are designed for a future change to d.c. 450 kV, allowing a transmission of 500 MW each (i.e., 2 GW total). One of the peculiarities of the link is the maximum water depth of 615 m (world record for submarine power cables at the time of installation). Italy-Greece, a 1km long interconnection for the transmission of 500 MW (bi-directional) by means of one paper insulated mass impregnated cable having 1,250 sq mm conductor size and insulated for a rated voltage of 400 kV. This link (the installation of which will be posterior to the Spain-Morocco) will attain the world record for the maximum water depth for submarine power cables: 1,000 m. The last part deals with the future developments expected in this field, in terms of conductor size and voltage, that means an increase in transmissible capacity.

  2. Concentrations and activity ratios of uranium isotopes in groundwater from Donana National Park, South of Spain

    The levels and distribution of natural radionuclides in groundwaters from the unconfined Almonte-Marismas aquifer, upon which Donana National Park is located, have been analysed. Most sampled points were multiple piezometers trying to study the vertical distribution of the hydrogeochemical characteristics in the aquifer. Temperature, pH, electrical conductivity, dissolved oxygen and redox potential were determined in the field. A large number of parameters, physico-chemical properties, major and minor ions, trace elements and natural radionuclides (U-isotopes, Th-isotopes, Ra-isotopes and {sup 210}Po), were also analysed. In the southern zone, where aeolian sands crop out, water composition is of the sodium chloride type, and the lower U-isotopes concentrations have been obtained. As water circulates through the aquifer, bicarbonate and calcium concentrations increase slightly, and higher radionuclides concentrations were measured. Finally, we have demonstrated that {sup 234}U/{sup 238}U activity ratios can be used as markers of the type of groundwater and bedrock, as it has been the case for old waters with marine origin confined by a marsh in the south-east part of aquifer.

    Spanish activities in the field of Applied Thermal-Hydraulics are steadily increasing as the codes are becoming practicable enough to efficiently sustain engineering decision in the Nuclear Power industry. Before reaching this point, a lot of effort has been devoted to achieve this goal. This paper briefly describes this process, points at the current applications and draws conclusions on the limitations. Finally it establishes the applications where the use of T-H codes would be worth in the future, this in turn implies further development of the codes to widen the scope of application and improve the general performance. Due to the different uses of the codes, the applications mainly come from the authority, industry, universities and research institutions. The main conclusion derived from this paper establishes that further code development is justified if the following requisites are considered: (1) Safety relevance of scenarios not presently covered is established. (2) A substantial gain in margins or the capability to use realistic assumptions is obtained. (3) A general consensus on the licensability and methodology for application is reached. The role of Regulatory Body is stressed, as the most relevant outcome of the project may be related to the evolution of the licensing frame.

    In the present study, we determined the concentrations of Cu, Fe, Mn, and Zn in soil and several trophic compartments at a total of 16 sampling stations. The trophic compartments studied were primary producers, represented by two species of terrestrial mosses (Pseudoescleropodium purum and Hypnum cupressiforme) and oak trees (Quercus robur or Q. pyrenaica); primary consumers, represented by the wood mouse (Apodemus sylvaticus) and the yellow necked mouse (A. flavicollis); secondary consumers, represented by the shrew (Sorex granarius); and finally, detritivores, represented by slugs (Arion ater). Thirteen of the sampling stations were located in mature oak woodlands (Quercus sp.); two of the sampling stations were located in the area surrounding a restored lignite mine dump, and the other in an ultrabasic area. The analytical determinations revealed a lack of significant correlations among trophic compartments, possibly caused by effective regulation of metals by organisms and/or spatial variation in availability of metals from soil or food. Furthermore, the only element that showed a clear pattern of biomagnification was Cu; as for the other elements, there was always some divergence from such a pattern. Finally, the patterns of bioaccumulation in contaminated and woodland sampling stations were very similar, although there was enrichment of the concentrations of Cu, Mn, and Zn in the mice viscera, which, except for Mn, were related to higher edaphic concentrations.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

    We synthesize strong ground motion at three sites from a M=7.2 earthquake along the MW-trending Gulf of Cornith seismic zone. We model rupture along an 80 segment of the zone. The entire length of the fault, if activated at one time, can lead to an event comparable to that of the 1995 Kobe earthquake. With the improved digital data now routinely available, it becomes possible to use recordings of small earthquakes as empirical Green`s functions to synthesize potential ground motion for future large earthquakes. We developed a suite of 100 rupture scenarios for the earthquake and computed the commensurate strong ground motion time histories. We synthesized strong ground motion with physics-based solutions of earthquake rupture and applied physical bounds on rupture parameters. The synthesized ground motions obtained are source and site specific. By having a suite of rupture scenarios of hazardous earthquakes for a fixed magnitude and identifying the hazard to a site from the statistical distribution of engineering parameters, we have introduced a probabilistic component to the deterministic hazard calculation. The time histories suggested for engineering design are the ones that most closely match either the average or one standard deviation absolute accelerations response values.

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    Over the past several years, the OECD/NEA and CEC sponsored an international program intercomparing a group of six probabilistic consequence assessment (PCA) codes designed to simulate health and economic consequences of radioactive releases into atmosphere of radioactive materials following severe accidents at nuclear power plants (NPPs): ARANO (Finland), CONDOR (UK), COSYMA (CEC), LENA (Sweden), MACCS (USA), and OSCAAR (Japan). In parallel with this effort, two separate groups performed similar calculations using the MACCS and COSYMA codes. Results produced in the MACCS Users Group (Greece, Italy, Spain, and USA) calculations and their comparison are contained in the present report. Version 1.5.11.1 of the MACCS code was used for the calculations. Good agreement between the results produced in the four participating calculations has been reached, with the exception of the results related to the ingestion pathway dose predictions. The main reason for the scatter in those particular results is attributed to the lack of a straightforward implementation of the specifications for agricultural production and counter-measures criteria provided for the exercise. A significantly smaller scatter in predictions of other consequences was successfully explained by differences in meteorological files and weather sampling, grids, rain distance intervals, dispersion model options, and population distributions.

    Wind and solar power will give rise to challenges in electricity markets regarding flexibility, capacity adequacy, and the participation of wind and solar generators to markets. Large amounts of wind power will have impacts on bulk power system markets and electricity prices. If the markets respond to increased wind power by increasing investments in low-capital, high-cost or marginal-cost power, the average price may remain in the same range. However, experiences so far from Denmark, Germany, Spain, and Ireland are such that the average market prices have decreased because of wind power. This reduction may result in additional revenue insufficiency, which may be corrected with a capacity market, yet capacity markets are difficult to design. However, the flexibility attributes of the capacity also need to be considered. Markets facilitating wind and solar integration will include possibilities for trading close to delivery (either by shorter gate closure times or intraday markets). Time steps chosen for markets can enable more flexibility to be assessed. Experience from 5- and 10-minute markets has been encouraging.

The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

  6. Integrating Variable Renewable Energy in Electric Power Markets: Best Practices from International Experience

    Many countries -- reflecting very different geographies, markets, and power systems -- are successfully managing high levels of variable renewable energy on the electric grid, including that from wind and solar energy. This study documents the diverse approaches to effective integration of variable renewable energy among six countries -- Australia (South Australia), Denmark, Germany, Ireland, Spain, and the United States (Western region-Colorado and Texas)-- and summarizes policy best practices that energy ministers and other stakeholders can pursue to ensure that electricity markets and power systems can effectively coevolve with increasing penetrations of variable renewable energy. Each country has crafted its own combination of policies, market designs, and system operations to achieve the system reliability and flexibility needed to successfully integrate renewables. Notwithstanding this diversity, the approaches taken by the countries studied all coalesce around five strategic areas: lead public engagement, particularly for new transmission; coordinate and integrate planning; develop rules for market evolution that enable system flexibility; expand access to diverse resources and geographic footprint of operations; and improve system operations. The ability to maintain a broad ecosystem perspective, to organize and make available the wealth of experiences, and to ensure a clear path from analysis to enactment should be the primary focus going forward.

    Most Strategic Environmental Assessment (SEA) research has been concerned with SEA as a procedure, and there have been relatively few developments and tests of analytical methodologies. The first stage of the SEA is the 'screening', which is the process whereby a decision is taken on whether or not SEA is required for a particular programme or plan. The effectiveness of screening and SEA procedures will depend on how well the assessment fits into the planning from the early stages of the decision-making process. However, it is difficult to prepare the environmental screening for an infrastructure plan involving a whole country. To be useful, such methodologies must be fast and simple. We have developed two screening tools which would make it possible to estimate promptly the overall impact an infrastructure plan might have on biodiversity and global warming for a whole country, in order to generate planning alternatives, and to determine whether or not SEA is required for a particular infrastructure plan.

  8. Depositional sequences and fluvial architecture in the Cameros extension basin, north-central Spain, upper Jurassic-lower cretaceous

    In the Tithonian-Berriasian and Aptian, basin fill of the Cameros basin is formed by a depositional megasequence of fluvial and lacustrine sediments. Basin evolution is related the second state of rifting in the North Atlantic. In the first stages of extension, the basin is compartmentalized due to differential subsidence. As the extension continues, the subbasins merge to form one large basin. The megasequence is subdivided into five unconformity-bounded depositional sequences (SD1-SD5). Each sequence has a duration of 2.5-10 m.y. and a thickness of 400-1200 m. the internal sequence architecture is formed by a thick fluvial depositional system, which toward the top is overlapped by an expanding lacustrine facies. The architecture of the fluvial systems in depositional sequences SD1-SD3 consists of small, isolated sandstone bodies in a mudstone matrix, and results from the evolution of distal, high-sinuosity fluvio-lacustrine coastal plains. Depositional mixed (conglomeratic sandstone) and sandstone bodies. They originate from wider and nonconfined fluvial systems (conglomeratic and sandy braid plains). In SD5 this facies interfingers with a second fluvial system dominated by ephemeral streams. The evolution of fluvial architecture is controlled by the balance between subsidence, sediment supply, and relative sea level change. In a reservoir-equivalent setting, the understanding of this evolutionary process and its resultant architecture provides a better insight in reservoir distribution and interconnectedness.

    Industrial motor-driven systems use more than 2194 billionkWh annually on a global basis and offer one of the largest opportunitiesfor energy savings.1 The International Energy Agency estimates thatoptimization of motor driven systems could reduce global electricitydemand by 7 percent through the application of commercially availabletechnologies and using well-tested engineering practices. Yet manyindustrial firms remain either unaware of or unable to achieve theseenergy savings. The same factors that make it so challenging to achieveand sustain energy efficiency in motor-driven systems (complexity,frequent changes) apply to the production processes that they support.Yet production processes typically operate within a narrow band ofacceptable performance. These processes are frequently incorporated intoISO 9000/14000 quality and environmental management systems, whichrequire regular, independent audits to maintain ISO certification, anattractive value for international trade. It is our contention that acritical step in achieving and sustaining energy efficiency ofmotor-driven systems specifically, and industrial energy efficiencygenerally, is the adoption of a corporate energy management standard thatis consistent with current industrial quality and environmentalmanagement systems such as ISO. Several energy management standardscurrently exist (US, Denmark, Ireland, Sweden) and specifications(Germany, Netherlands) others are planned (China, Spain, Brazil, Korea).This paper presents the current status of energy management standardsdevelopment internationally, including an analysis of their sharedfeatures and differences, in terms of content, promulgation, andimplementation. The purpose of the analysis is to describe the currentstate of "best practices" for this emerging area of energy efficiencypolicymaking and tosuggest next steps toward the creation of a trulyinternational energy management standard that is consistent with the ISOprinciples of measurement

    The rapid deployment of renewable sources of electricity (RES-E) is transforming power systems globally. This trend is likely to continue with large increases in investment and deployment of RES-E capacity over the coming decades. Several countries now have penetration levels of variable RES-E generation (i.e., wind and solar) in excess of 15% of their annual electricity generation; and many jurisdictions (e.g., Spain, Portugal, Ireland, Germany, and Denmark; and, in the United States, Colorado) have experienced instantaneous penetration levels of more than 50% variable generation.1 These penetration levels of variable RES-E have prompted many jurisdictions to begin modifying practices that evolved in an era of readily dispatchable, centralised power systems. Providing insights for the transition to high levels of variable RES-E generation is the focus of this document, which is the final report of the RES-E-NEXT project commissioned by the International Energy Agency’s implementing agreement on Renewable Energy Technology Deployment (IEA-RETD). It presents a comprehensive assessment of issues that will shape power system evolution during the transition to high levels of variable RES-E generation. While policy will be a central tool to sustain the growth of RES-E capacity and to enable power system transitions, the scope of the report extends beyond policy considerations to include the related domains of regulation, power market design, and system operation protocols. This broad scope is in recognition that a changing resource mix with greater penetration levels of variable RES-E has broad implications for grid operations, wholesale and retail power markets, and infrastructure needs. The next decade will be a critical transition period for power system stakeholders, as global deployment of RES-E capacity (and especially variable RES-E capacity) continues to scale-up in many regions of the world.
