    Iraq is probably one of the least explored countries in the Middle East, despite the fact that it possesses one of the richest hydrocarbon basins in the world almost on a par to Saudi Arabia`s potential, if not more. The aim of this article is to state the facts about Iraq and focus on the huge but untapped and undeveloped hydrocarbon resources to the international oil community. Perhaps it is best to start by describing briefly the sedimentary and tectonic elements responsible for accumulating such large hydrocarbon resources. The paper describes the basin, tectonic elements, structural anomalies, deep drilling, source rocks, reservoir rocks, characteristics, and new reserves.

    The revelation that Iraq had spent as much as $8 billion on its calutron program implies that Iraq sought to develop a large and renewable weapons material stockpile. While the calutron revelations are alarming, a nuclear weapons program requires more than equipment to produce fissile materials. Iraq lacked the hands-on experience required to nudge its fledgling gas centrifuge program out of the laboratory and into the large-scale production phase. No information to date suggests that Iraq would have escaped serious difficulties as it moved from a calutron pilot stage to large-scale production of highly enriched uranium. The revelations have raised hard questions about the quality of reconnaissance information on Iraq's nuclear effort. But the heat fingerprints left by a large calutron production plant would become visible only after the facility was producing enriched uranium. Tracking down and eliminating Iraq's nuclear weapons capabilities under the terms of Resolution 687, and a continued embargo to halt imports of relevant technologies and equipment, will be the most effective way to prevent Iraq's nuclear program from resurfacing.

    Iraq, holding oil reserves second only to those of Saudi Arabia in the Middle East, is locked in a war with Iran whose outcome will affect Western energy supplies and the prospects for stability in the Arabian Gulf. Yet Iraq even now remains little known to Western governments and publics. This study is intended to enlarge understanding of Iraqi behavior and of the concerns that motivate its leaders. Rather than selecting issues of importance to other countries, the author focuses on the forces that influence policy formulation in Iraq and evokes the perspective from which the Iraqi government itself views its problems and sets its priorities. Part 1 examines the country's evolution into modern Iraq, explaining why problems that have recurred throughout Iraqi history have bedeviled all recent Iraqi governments and created tension between ''Iraq the nation'' and ''Iraq the state.'' Part 2 discusses the Arab Ba'th Socialist party, which has dominated Iraqi political life since 1968. The author neither condemns nor praises this controversial party and its current leader, President Saddam Husain, but seeks to explain why they have adopted the positions and taken the actions that have characterized their rule. Part 3 analyzes the war between Iraq and Iran, its causes, and the decisions Iraq has made in light of its goals and its assumptions about Iran. The author finds that this is not simply ''a war over borders'' but a deeper conflict between Islamic conservatism and Arab nationalism. Looking beyond the war, the final chapter assesses Iraq's potential importance in the Middle East and to the world economy. 8 figs.

    The Al Tuwaitha nuclear complex near Baghdad contains a significant number of nuclear facilities from Saddam Hussein's dictatorship. Because of past military operations, lack of upkeep and looting there is now an enormous radioactive waste problem at Al Tuwaitha. Al Tuwaitha contains uncharacterised radioactive wastes, yellow cake, sealed radioactive sources, and contaminated metals. The current security situation in Iraq hampers all aspects of radioactive waste management. Further, Iraq has never had a radioactive waste disposal facility, which means that ever increasing quantities of radioactive waste and material must be held in guarded storage. The Iraq Nuclear Facility Dismantlement and Disposal Program (the NDs Program) has been initiated by the U.S. Department of State (DOS) to assist the Government of Iraq (GOI) in eliminating the threats from poorly controlled radioactive materials, while building human capacities so that the GOI can manage other environmental cleanups in their country. The DOS has funded the International Atomic Energy Agency (IAEA) to provide technical assistance to the GOI via a Technical Cooperation Project. Program coordination will be provided by the DOS, consistent with U.S. and GOI policies, and Sandia National Laboratories will be responsible for coordination of participants and for providing waste management support. Texas Tech University will continue to provide in-country assistance, including radioactive waste characterization and the stand-up of the Iraq Nuclear Services Company. The GOI owns the problems in Iraq and will be responsible for the vast majority of the implementation of the NDs Program. (authors)

    Jordan and China have signed an agreement to develop oil shale processing technology that could lead to a 200 ton/day oil shale plant in Jordan. China will process 1200 tons of Jordanian oil shale at its Fu Shun refinery. If tests are successful, China could build the demonstration plant in Jordan's Lajjun region, where the oil shale resource is estimated at 1.3 billion tons. China plans to send a team to Jordan to conduct a plant design study. A Lajjun oil shale complex could produce as much as 50,000 b/d of shale oil. An earlier 500 ton shipment of shale is said to have yielded promising results.

    When Iraq informed the United Nations last November 26 that it would cooperate in implementing the plans to monitor compliance with its obligations not to reacquire weapons banned under the ceasefire agreements following the Gulf War, it signalled an apparent policy reversal after two years of difficulties, deadlocks and limited cooperation. While claiming never to have rejected the plans to implement nationwide monitoring and inspections to prevent the import or manufacture of nuclear, chemical and biological weapons and long-range ballistic missiles, Iraq consistently spoke of the plans in terms of political, if not legal, rejection.

Full text of publication follows: A number of sites in Iraq have some degree of radiological contamination and require decommissioning and remediation in order to ensure radiological safety. Many of these sites in Iraq are located at the nuclear research centre at Al Tuwaitha. The International Atomic Energy Agency (IAEA) Board of Governors has approved a project to assist the Government of Iraq in the evaluation and decommissioning of former facilities that used radioactive materials. The project is divided into three phases: Phase 1: collect and analyze all available data and conduct training of the Iraqi staff, Phase 2: develop a decommissioning and remediation plan, and Phase 3: implement field activities relating to decommissioning, remediation and site selection suitable for final disposal of waste. Four working groups have been established to complete the Phase 1 work and significant progress has been made in drafting a new nuclear law which will provide the legal basis for the licensing of the decommissioning of the former nuclear complex. Work is also underway to collect and analysis existing date, to prioritize future activities and to develop a waste management strategy. This will be a long-term and costly project. (authors)

    Iraq has a volatile exploration and production history, but unlike more stable OAPEC countries it was National Oil Co. (INOC) rather than foreign oil companies that discovered most of the country`s proved oil reserves. Proved reserves are in Paleozoic, Triassic, Jurassic, Cretaceous, and Tertiary reservoirs charged by Silurian and Jurassic and/or Cretaceous source rocks. The pre-gulf war production capacity was 3.5 million b/d, but the country`s current damaged production capacity is about 2.5 million b/d. New discoveries have elevated Iraq`s proved reserves to 120 billion bbl of oil. The paper discusses exploration history, proven reserves, exploration plays, exploration potential, and production potential.

    In a series of articles that began in March 1991, the authors have tried to separate fact from fiction about Iraq's ability to build nuclear weapons and to produce material to fuel them. After exposing Iraq's efforts to enrich uranium and design an atomic bomb, UN and IAEA experts zeroed in on how Iraq put its program together. The basic answer is that along with determination and persistence, Iraq had a great deal of foreign help. Iraq's Petrochemical Three,' the secret nuclear program conducted under the authority of its Atomic Energy Commission with links to the Defense Ministry and the Ministry of Industry and Military Industrialization, received massive infusions of money and resources. Like the Manhattan Project that built the first atomic bombs in the United States, Iraq's program simultaneously pursued a number of different technical avenues to the bomb. Not knowing which efforts would succeed, Iraq poured billions of dollars into its multifaceted quest. Providing for these programs required the establishment of elaborate procurement networks in Europe, North America, and Asia. Like the technical quest, the procurement effort was carried out on many fronts at once. Diplomacy and secrecy were required, because few companies would knowingly supply a nuclear weapons program, or even a secret nuclear program that was ostensibly for civil purposes. Iraq showed great ingenuity in hiding its purchases behind such innocuous pursuits as automobile manufacturing, dairy production, and oil refining.

    International inspection terms received distinctly mixed signals from Iraqi officials during December inspection visits. Iraq's liasion to U.N. Special Commission (UNSCOM) inspection teams told the head of an UNSCOM chemical and biological weapons team that began a visit December 5 that Iraqi citizens would like to drink the blood' of the inspectors, and that Iraq would no longer cooperate with U.N. weapon inspection activities. An International Atomic Energy Agency (IAEA) nuclear inspection team in Iraq at the same time, however, was told by its chief Iraqi liasion officer that Baghdad was finally willing to answer questions about Iraq's foreign procurement network for nuclear equipment and technology. These contradictory developments came only days before the head of U.S. Intelligence made renewed allegations about Iraq's weapons capabilities.

  16. Profiteering on the Iran-Iraq war

    The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

The Iraq Nuclear Facility Dismantlement and Disposal Program (the Iraq NDs Program) is a new program to decontaminate and permanently dispose of radioactive wastes in Iraq. The NDs Program is led by the Government of Iraq, under International Atomic Energy Agency (IAEA) auspices, with guidance and assistance from a number of countries. The U.S. participants include Texas Tech University and Sandia National Laboratories. A number of activities are ongoing under the broad umbrella of the Iraq NDs Program: drafting a new nuclear law that will provide the legal basis for the cleanup and disposal activities; assembly and analysis of existing data; characterization of soil contamination; bringing Iraqi scientists to the world's largest symposium on radioactive waste management; touring U.S. government and private sector operating radwaste disposal facilities in the U.S., and hosting a planning workshop on the characterization and cleanup of the Al-Tuwaitha Nuclear Facility. The Iraq Nuclear Facility Dismantlement and Disposal Program (the NDs Program) has been initiated by the U.S. Department of State (DOS) to assist the Government of Iraq (GOI) in eliminating the threats from poorly controlled radioactive materials, while building human capacities so that the GOI can manage other environmental cleanups in their country. The DOS is funding the IAEA to provide technical assistance via Technical Cooperation projects. Program coordination will be provided by the DOS, consistent with GOI policies, and Sandia National Laboratories will be responsible for coordination of participants and waste management support. Texas Tech University will continue to provide in-country assistance, including radioactive waste characterization and the stand-up of the Iraq Nuclear Services Company. The GOI owns the problems in Iraq and will be responsible for implementation of the NDs Program.

    This paper reports that Iraq raises questions for the world oil market beyond those frequently asked about when and under what circumstances it will resume exports. Two wars since 1981 have obscured encouraging results from a 20 year exploration program that were only beginning to come to light when Iraq invaded Kuwait in August 1990. Those results indicate the country might someday be able to produce much more than the 3.2 million b/d it was flowing before a United Nations embargo blocked exports. If exploratory potential is anywhere near what officials asserted in the late 1980s, and if Iraq eventually turns hospitable to international capital, the country could become a world class opportunity for oil companies as well as an exporter with productive capacity approaching that of Saudi Arabia. But political conditions can change quickly. Under a new, secular regime, Iraq might welcome non-Iraqi oil companies and capital as essential to economic recovery. It's a prospect that warrants a new industry look at what the country has revealed about its geology and exploration history.

    Seismic reflection data correlated to five exploration wells along with geological, gravity, and magnetic data are used to construct the subsurface structure along an approximately 100 km wide corridor that traverses central Iraq in a SE-NW direction for a distance of about 500 km from Baghdad in the central part of Iraq to Dohuk near the Turkish border. This transect is one of few such transects that represents the Iraqi contribution to the Global Geoscience Transects (GGT) project. A strong reflector has been identified at a depth of about 10- 13 km. This reflector is believed to be the top surface of the crystalline basement. This seismic evidence finds support in the interpretation of gravity and magnetic data. The crystalline basement becomes shallower as the authors approach the Turkish border, until about 100 km from the border, and then becomes deeper again to subduct under the Anadolian plate. In central Iraq the basement also becomes deeper as they approach the Iranian border to subduct under the Iranian plate. It appears that the thickness of the crust varies between 35.5 km in the central part of Iraq and about 30.5 km near the Turkish border.

    The purpose of this report is to develop a project management plan for maintaining and monitoring liquid radioactive waste tanks at Iraq's Al-Tuwaitha Nuclear Research Center. Based on information from several sources, the Al-Tuwaitha site has approximately 30 waste tanks that contain varying amounts of liquid or sludge radioactive waste. All of the tanks have been non-operational for over 20 years and most have limited characterization. The program plan embodied in this document provides guidance on conducting radiological surveys, posting radiation control areas and controlling access, performing tank hazard assessments to remove debris and gain access, and conducting routine tank inspections. This program plan provides general advice on how to sample and characterize tank contents, and how to prioritize tanks for soil sampling and borehole monitoring.

    Recently there has been a growing concern in the release of harmful organics into the environment. Carcinogenic polycyclic aromatic hydrocarbons (PAH's) are a class of compounds of interset due to their possible harmful effects to man as well as organisms. Anthropogenic PAH's may reach aquatic environment as a result of both industrial and domestic effluents, deposition of airborne particles, surface runoff and oil spillage. Having a relatively low water solubility and high affinity to sorb to the suspended particulate matter, most of the PAH's introduced to the aquatic environment tend to accumulate in bottom sediments. Sedimentary PAH's may thus provide a record of the input and history of these pollutants. Consequently, the distribution of PAH's in aquatic sediments have received considerable attention. The purpose of the present work was to establish the distribution of PAH's in the sediments of the marsh region located in southern Iraq.

  4. The development of a monitoring system for use in Iraq

    In April 1993, the United Nations Special Commission (UNSCOM), through the U.S. Department of State, requested hardware to monitor two rocket motor test stands in Iraq. The Department of Energy`s Lawrence Livermore National Laboratory responded with project Dustcloud. Within two weeks of the request, LLNL delivered two video monitoring systems which were deployed to Iraq and installed at the Al Azim solid motor test site and the Al Rafah liquid engine test site, each about 75 km from Baghdad. The original request included a set of loosely defined requirements to perform remote monitoring in accordance with applicable United Nations Resolutions. The Sheraton Hotel in Baghdad was to be the site of the central monitoring station. While these first systems satisfied the original requirements, they were technically cumbersome and did not lend themselves to easy expansion, or mass production. A request for a second phase design was received in May 1994. The second phase design provided a more general solution to the monitoring requirement and extended the number of monitored facilities to a total of 25 and provided a continuous monitoring capability at a mutually agreed upon site located outside of the monitored country. The Phase II hardware was placed in service in June 1994. In both the Phase I and Phase II designs we worked against extremely tight time constraints where the schedule was driven solely by international negotiations and agreements. One result of the tight time schedules was the inability to consider a wide range of international sources for the hardware. This paper is devoted to an in depth discussion of the requirements and the hardware design.

    This thesis examines the case of Iraq to assess the performance of the missile nonproliferation regime since 1970. By analyzing the methods used by Iraq to obtain missile systems and missile technology, this thesis assesses the ability of the international community to prevent ballistic missile proliferation. Understanding Iraq`s past capabilities as well as its post-war efforts to rebuild weapons programs and procurement networks, this thesis provides suggestions for improving the regime`s performance. This thesis finds that (1) prior to 1992, the Missile Technology Control Regime (MTCR) failed in its attempts to prevent proliferation; (2) the existence of the MTCR, while necessary to slow proliferation, is not sufficient to prevent proliferation; and (3) additional enforcement is needed to counter weapons of mass destruction acquisition by resourceful and determined states.

    Reserves, characteristics, energetics, chemistry, and technology of Israeli oil shales are described. Oil shale is the only source of energy and the only organic natural resource in Israel. Its reserves of about 12 billion tons will be enough to meet Israel`s requirements for about 80 years. The heating value of the oil shale is 1,150 kcal/kg, oil yield is 6%, and sulfur content of the oil is 5--7%. A method of oil shale processing, providing exhaustive utilization of its energy and chemical potential, developed in the Technion, is described. The principal feature of the method is a two-stage pyrolysis of the oil shale. As a result, gas and aromatic liquids are obtained. The gas may be used for energy production in a high-efficiency power unit, or as a source for chemical synthesis. The liquid products can be an excellent source for production of chemicals.

    Because of past military operations, lack of upkeep and looting there are now enormous radioactive waste problems in Iraq. These waste problems include destroyed nuclear facilities, uncharacterized radioactive wastes, liquid radioactive waste in underground tanks, wastes related to the production of yellow cake, sealed radioactive sources, activated metals and contaminated metals that must be constantly guarded. Iraq currently lacks the trained personnel, regulatory and physical infrastructure to safely and securely manage these facilities and wastes. In 2005 the International Atomic Energy Agency (IAEA) agreed to organize an international cooperative program to assist Iraq with these issues. Soon after, the Iraq Nuclear Facility Dismantlement and Disposal Program (the NDs Program) was initiated by the U.S. Department of State (DOS) to support the IAEA and assist the Government of Iraq (GOI) in eliminating the threats from poorly controlled radioactive materials. The Iraq NDs Program is providing support for the IAEA plus training, consultation and limited equipment to the GOI. The GOI owns the problems and will be responsible for implementation of the Iraq NDs Program. Sandia National Laboratories (Sandia) is a part of the DOS's team implementing the Iraq NDs Program. This report documents Sandia's support of the Iraq NDs Program, which has developed into three principal work streams: (1) training and technical consultation; (2) introducing Iraqis to modern decommissioning and waste management practices; and (3) supporting the IAEA, as they assist the GOI.     Despite the Iran/Iraq war and the prospect of greater disruption of Persian Gulf oil deliveries, the international crude market has adjusted to the loss of supplies and remains stable, partly because some nonwarring members of the Organization of Petroleum Exporting Countries have boosted production to make up losses and partly because the industrialized nations have maintained high levels of crude and product stocks. These stocks would be draw-depleted in nine months if used at the rate of 1.8 million bbl/day; this and a 2 million bbl/day increase in OPEC production would make up for the entire war-caused shortfall. If the Strait of Hormuz were closed, the shortfall would be 17 million bbl/day, which would deplete stocks in less than one month. Patterns of supply and demand in non-Communist western countries in 1978-79 and 1979-80; the International Energy Agency oil-sharing plan which would go into effect in the case of a major oil shortage; and the prospects for a surge in prices in the international oil markets, are discussed.

    The stratigraphy of Iraq is marked by complex vertical and lateral facies sequences controlled predominantly by two factors: (1) eustatic sea level variations, and (2) tectonic movements. Analysis of the sedimentary cycles provides a framework for evaluating the relative economic importance of transgressive versus regressive facies within the Iraq stratigraphic succession. Most reservoir rocks, principally reefal and neritic limestones and to a lesser extent deltaic facies, were deposited during relatively high sea level stands. Source rock depositional environments in Iraq were typically either deep subsiding or shallow restricted intrashelf basins. These environments were not controlled by sea level, but primarily by local tectonics. Applying modern theories of plate tectonics and sea level control of facies to this well-studied petroleum province allows new interpretations of the region's geologic evolution.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

  4. An assessment of using oil shale for power production in the Hashemite Kingdom of Jordan

    This report addresses the oil shale-for-power-production option in Jordan. Under consideration are 20- and 50-MW demonstration units and a 400-MW, commercial-scale plant with, at the 400-MW scale, a mining operation capable of supplying 7.8 million tonnes per year of shale fuel and also capable of disposal of up to 6.1 million tonnes per year of wetted ash. The plant would be a direct combustion facility, burning crushed oil shale through use of circulating fluidized bed combustion technology. The report emphasizes four areas: (1) the need for power in Jordan, (2) environmental aspects of the proposed oil shale-for-power plant(s), (3) the engineering feasibility of using Jordan's oil shale in circulating fluidized bed combustion (CFBC) boiler, and (4) the economic feasibility of the proposed plant(s). A sensitivity study was conducted to determine the economic feasibility of the proposed plant(s) under different cost assumptions and revenue flows over the plant's lifetime. The sensitivity results are extended to include the major extra-firm benefits of the shale-for-power option: (1) foreign exchange savings from using domestic energy resources, (2) aggregate income effects of using Jordan's indigenous labor force, and (3) a higher level of energy security. 14 figs., 47 tabs.

  5. Linear maps preserving maximal deviation and the Jordan structure of quantum systems

    In the algebraic approach to quantum theory, a quantum observable is given by an element of a Jordan algebra and a state of the system is modelled by a normalized positive functional on the underlying algebra. Maximal deviation of a quantum observable is the largest statistical deviation one can obtain in a particular state of the system. The main result of the paper shows that each linear bijective transformation between JBW algebras preserving maximal deviations is formed by a Jordan isomorphism or a minus Jordan isomorphism perturbed by a linear functional multiple of an identity. It shows that only one numerical statistical characteristic has the power to determine the Jordan algebraic structure completely. As a consequence, we obtain that only very special maps can preserve the diameter of the spectra of elements. Nonlinear maps preserving the pseudometric given by maximal deviation are also described. The results generalize hitherto known theorems on preservers of maximal deviation in the case of self-adjoint parts of von Neumann algebras proved by Molnar.

    Management of Iraq's radioactive wastes and decommissioning of Iraq's former nuclear facilities are the responsibility of Iraq's Ministry of Science and Technology (MoST). The majority of Iraq's former nuclear facilities are in the Al-Tuwaitha Nuclear Research Center located a few kilometers from the edge of Baghdad. These facilities include bombed and partially destroyed research reactors, a fuel fabrication facility and radioisotope production facilities. Within these facilities are large numbers of silos, approximately 30 process or waste storage tanks and thousands of drums of uncharacterised radioactive waste. There are also former nuclear facilities/sites that are outside of Al-Tuwaitha and these include the former uranium processing and waste storage facility at Jesira, the dump site near Adaya, the former centrifuge facility at Rashdiya and the former enrichment plant at Tarmiya. In 2005, Iraq lacked the infrastructure needed to decommission its nuclear facilities and manage its radioactive wastes. The lack of infrastructure included: (1) the lack of an organization responsible for decommissioning and radioactive waste management, (2) the lack of a storage facility for radioactive wastes, (3) the lack of professionals with experience in decommissioning and modern waste management practices, (4) the lack of laws and regulations governing decommissioning or radioactive waste management, (5) ongoing security concerns, and (6) limited availability of electricity and internet. Since its creation eight years ago, the MoST has worked with the international community and developed an organizational structure, trained staff, and made great progress in managing radioactive wastes and decommissioning Iraq's former nuclear facilities. This progress has been made, despite the very difficult implementing conditions in Iraq. Within MoST, the Radioactive Waste Treatment and Management Directorate (RWTMD) is responsible for waste management and the Iraqi Decommissioning

    The prospective oil deals of the century were unveiled last month in Baghdad at the unlikely venue of the first international oil conference in Iraq in decades. In a dramatic twist Iraq detailed 33 oil fields that are now open for joint development with foreign partners. The productive capacity of the listed fields totals some 4.5 million b/d, and the underlying proved reserves exceed 50 billion bbl--equal to more than US and Canadian reserves combined. Reversing its prior compulsive secretiveness concerning oil affairs, the government cleared at the highest level the proposal to publicize the available resources and to offer corroborative detail. ``Four and a half million b/d is an awful lot of oil,`` noted one foreign oilman who was loath to be quoted because his company feared possible reprisals in the US. The economic bait was both clear and enticing. Iraq chose the public forum to signal to the world the gains that could accrue to the first countries that break with the US over continuing the sanctions. The paper discusses the political impacts, the substantial offerings, exploitation costs, and bypassing sanctions.

  9. Joint United States-Israel desalination project. General technology report

    In mid-1975, the governments of the United States and Israel signed an agreement to jointly design, construct, and operate, during a period of approximately ten years, an advanced prototype of a multieffect low-temperature distillation plant to convert seawater to high-quality freshwater. The distillation plant was to be built at Ashdod, Israel, adjacent to an existing electrical generating plant which would supply both energy (steam and electricity) and Mediterranean Sea feed-water to the distillation plant. The project objectives were essentially achieved, although its scope was reduced. A 5-Mgd Intermediate Module (INTMO - later renamed Multi-effect Low-Temperature (MELT) Plant) was constructed and operated for over a year, coupled to a 50-MW steam turbine. Dual operation, most of the time in a load-following mode, proved to be stable, flexible, and reliable for both the power plant and the desalination plant. Over 2 x 10/sup 6/ m/sup 3/ of about 50 ppM total-dissolved-solids water was produced from Mediterranean seawater. A calculation, based on an optimized, multiple-unit desalination plant, coupled to a 550-MW, coal-fired, base-loaded power plant, indicates water costs in the order of 55 to 60 cents/m/sup 3/. A complete technology package is being furnished to each of the participating governments. The total expenditure for the project, from its inception in 1976 through March 31, 1984, when the operation for data collection and demonstration purposes was completed, was about $31 million.

    A concerted effort to further develop productive capacity is evident in most Middle Eastern Countries, through exploration, field development, and secondary recovery. Saudi Arabia, Iraq, and Abu Dhabi all plan expanded petroleum industry programs in 1980. Oil production in Saudi Arabia through the first one-half of 1980 averaged 9.5 million bpd, and the Saudis are proceeding with the large-scale associated gas utilization and industrialization program. Iraq's near-term interest is in development of the Majnoon Discovery. Abu Dhabi is continuing efforts to complete development of a giant offshore field and finalize an onshore/offshore associated gas utilization facility. Only Iran and Kuwait are expected to be relatively inactive in petroleum programs during the remainder of 1980. Individual country reports are presented for Saudi Arabia, Iraq, Abu Dhabi, Dubai, Iran, Kuwait, the Divided Neutral Zone, Qatar, Oman, Bahrain, Syria, Turkey, Israel, Jordan, South Yemen, and Yemen Arab Republic.

  12. Crustal Structure of Iraq from Receiver Functions and Surface Wave Dispersion

    We report the crustal structure of Iraq, located in the northeastern Arabian plate, estimated by joint inversion of P-wave receiver functions and surface wave group velocity dispersion. Receiver functions were computed from teleseismic recordings at two temporary broadband seismic stations in Mosul (MSL) and Baghdad (BHD), separated by approximately 360 km. Group velocity dispersion curves at the sites were derived from continental-scale tomography of Pasyanos (2006). The inversion results show that the crustal thicknesses are 39 km at MSL and 43 km at BHD. Both sites reveal low velocity surface layers consistent with sedimentary thickness of about 3 km at station MSL and 7 km at BHD, agreeing well with the existing models. Ignoring the sediments, the crustal velocities and thicknesses are remarkably similar between the two stations, suggesting that the crustal structure of the proto-Arabian Platform in northern Iraq was uniform before subsidence and deposition of the sediments in the Cenozoic. Deeper low velocity sediments at BHD are expected to result in higher ground motions for earthquakes.

    This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Potential cooperative efforts under a low cooperation scenario could include information exchanges on military equipment and schedules to prevent misunderstandings and the establishment of protocols for handling emergency situations or unusual circumstances. Measures under a medium cooperation scenario could include establishing joint monitoring groups for better communications, with hot lines and scheduled meetings. The high cooperation scenario describes coordinated responses, joint border patrols, and sharing border intrusion information. Finally, the document lists recommendations for organizational, technical, and operational initiatives that could be applicable to the current situation.

  14. Demonstration of LED Retrofit Lamps at the Jordan Schnitzer Museum of Art

    The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

    We study gravitational interaction of Higgs boson through the unique dimension-4 operator ?H{sup †}HR, with H  the Higgs doublet and R  the Ricci scalar curvature. We analyze the effect of this dimensionless nonminimal coupling ?  on weak gauge boson scattering in both Jordan and Einstein frames. We explicitly establish the longitudinal-Goldstone equivalence theorem with nonzero ? coupling in both frames, and analyze the unitarity constraints. We study the ?-induced weak boson scattering cross sections at O(1?30) TeV scales, and propose to probe the Higgs-gravity coupling via weak boson scattering experiments at the LHC (14 TeV) and the next generation pp colliders (50-100 TeV). We further extend our study to Higgs inflation, and quantitatively derive the perturbative unitarity bounds via coupled channel analysis, under large field background at the inflation scale. We analyze the unitarity constraints on the parameter space in both the conventional Higgs inflation and the improved models in light of the recent BICEP2 data.

  20. Design of stand-alone brackish water desalination wind energy system for Jordan

    More than 100 underground water wells drilled in Jordan are known to have brackish water with total desolved solids (TDS) over 1500 ppm but not greater than 4000 ppm. The world standard for potable water limits the TDS count to 500 ppm in addition to being free from live microorganisms or dangerous mineral and organic substances. A reverse osmosis desalination scheme powered by a stand-alone wind energy converter (WEC) is proposed to produce fresh water water from wells located in potentially high-wind sites. The purpose of this study if to present the main design parameters and economic estimates of a wind-assisted RO system using a diesel engine as the baseline energy source and an electric wind turbine for the wind energy source. It is found that brackish water pumping and desalinating using WECs costs 0.67 to 1.16 JD/m[sup 3] (JD = Jordanian Dinar, 1US$ = 0.68 JD), which is less than using conventional diesel engines especially in remote areas. In addition, the wind-reverse osmosis system becomes more economically feasible for higher annual production rates or in good wind regimes.

    This report describes the findings of the effort initiated by the Arab Science and Technology Foundation and the Cooperative Monitoring Center at Sandia National Laboratories to identify, contact, and engage members of the Iraqi science and technology (S&T) community. The initiative is divided into three phases. The first phase, the survey of the Iraqi scientific community, shed light on the most significant current needs in the fields of science and technology in Iraq. Findings from the first phase will lay the groundwork for the second phase that includes the organization of a workshop to bring international support for the initiative, and simultaneously decides on an implementation mechanism. Phase three involves the execution of outcomes of the report as established in the workshop. During Phase 1 the survey team conducted a series of trips to Iraq during which they had contact with nearly 200 scientists from all sections of the country, representing all major Iraqi S&T specialties. As a result of these contacts, the survey team obtained over 450 project ideas from Iraqi researchers. These projects were revised and analyzed to identify priorities and crucial needs. After refinement, the result is approximately 170 project ideas that have been categorized according to their suitability for (1) developing joint research projects with international partners, (2) engaging Iraqi scientists in solving local problems, and (3) developing new business opportunities. They have also been ranked as to high, medium, or low priority.

    The U.S. Army Edgewood Research, Development and Engineering Center has developed mobile on-site sample collection, preparation, and analysis equipment to collect environmental samples in highly contaminated areas. This equipment is being used by the United Nations Special Commission at the Baghdad Monitoring and Verification Center (BMVC), which provides long-term monitoring of dual-purpose chemical sites in Iraq, especially those with potential for chemical warfare (CW) production. A mobile laboratory was set-up in the BMVC to prepare and analyze samples collected throughout Iraq. Automatic air samplers were installed at various sites to collect vapor samples on absorption tubes that were analyzed using a gas chromatographic (GC) flame photometric detector (FPD). Mobile sample collection kits were used to collect solid, liquid, air, and wipe samples during challenge inspections. These samples were prepared using a sample preparation kit, which concentrates CW agent, breakdown products, and their precursors in complex matrices down to sub part per million levels for chemical analysis by a GC mass selective detector (MSD). This report describes the problems and solutions encountered with setting up a self-sufficient mobile analytical laboratory. Details of the various components associated with the laboratory and the collection kits are included.

  3. Assessing world energy in the wake of the Iran/Iraq war: an oil shortage proves elusive. [Monograph

    A reassessment of world energy supplies was made in the wake of curtailed exports during the Iran/Iraq war and the corresponding increase in world oil prices, the drop in oil consumption, the widening economic recession, and US decontrol of oil. The report concludes that present worldwide levels of oil production are adequate to satisfy projected levels of consumption through 1981. This leaves the world energy system in balance even if oil exports from Iran and Iraq remain at minimal levels for the year. Past overestimation of demand makes it more likely that this year's consumption will fall short of the projection. The way in which Saudi Arabia's output is cut will be the key to oil pricing in 1981, the authors feel, but the likely approach will be a gradual reduction in production that will allow the Saudis to regain control of OPEC. The effects of a receding demand for oil have been intensified by high US interest rates and the spreading recession. The effect of immediate decontrol of petroleum is likely to compound the trend for reduced consumption and a corresponding increase in efficiency. 2 figures, 2 tables.

Dr. Kay spent considerable time in Iraq during the seven IAEA inspections of Iraqi facilities between May 14-23, 1991 and October 11-21, 1991. He says (1) it is overwhelmingly clear that Iraq had a clandestine nuclear weapons program of considerable breadth; and (2) there is a very high probability that Iraq is still withholding information from the inspection effort of the IAEA. He concludes that IAEA, with firm backing of the U.N. Security Council and a minimum of constraints, has a substantial proven capacity to carry out inspections. Dr. Blix reviews briefly the history of the IAEA inspection effort, starting with the 1950s' Atoms for Peace Program. He emphasizes that the one factor that enabled IAEA inspectors to find out in 5 months in Iraq what had not been uncovered in 10 years, was intelligence information; further, IAEA will make special efforts in the future to obtain such intelligence information.

    The Radiation Protection Center of the Iraqi Ministry of Environment is developing a groundwater monitoring program (GMP) for the Al-Tuwaitha Nuclear Research Center located near Baghdad, Iraq. The Al-Tuwaitha Nuclear Research Center was established in about 1960 and is currently being cleaned-up and decommissioned by Iraqs Ministry of Science and Technology. This Groundwater Monitoring Program Plan (GMPP) and Conceptual Site Model (CSM) support the Radiation Protection Center by providing: A CSM describing the hydrogeologic regime and contaminant issues, recommendations for future groundwater characterization activities, and descriptions of the organizational elements of a groundwater monitoring program. The Conceptual Site Model identifies a number of potential sources of groundwater contamination at Al-Tuwaitha. The model also identifies two water-bearing zones (a shallow groundwater zone and a regional aquifer). The depth to the shallow groundwater zone varies from approximately 7 to 10 meters (m) across the facility. The shallow groundwater zone is composed of a layer of silty sand and fine sand that does not extend laterally across the entire facility. An approximately 4-m thick layer of clay underlies the shallow groundwater zone. The depth to the regional aquifer varies from approximately 14 to 17 m across the facility. The regional aquifer is composed of interfingering layers of silty sand, fine-grained sand, and medium-grained sand. Based on the limited analyses described in this report, there is no severe contamination of the groundwater at Al-Tuwaitha with radioactive constituents. However, significant data gaps exist and this plan recommends the installation of additional groundwater monitoring wells and conducting additional types of radiological and chemical analyses.

    Under the 13th Bilateral Meeting to Combat Nuclear Terrorism conducted on January 8–9, 2013, the committee approved the development of a cost-effective proposal to conduct a Comparison Study of the Aerial Measuring System (AMS) of the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) and Israel Atomic Energy Commission (IAEC). The study was to be held at the Remote Sensing Laboratory (RSL), Nellis Air Force Base, Las Vegas, Nevada, with measurements at the Nevada National Security Site (NNSS). The goal of the AMS and the IAEC joint survey was to compare the responses of the two agencies’ aerial radiation detection systems to varied radioactive surface contamination levels and isotopic composition experienced at the NNSS, and the differing data processing techniques utilized by the respective teams. Considering that for the comparison both teams were using custom designed and built systems, the main focus of the short campaign was to investigate the impact of the detector size and data analysis techniques used by both teams. The AMS system, SPectral Advanced Radiological Computer System, Model A (SPARCS-A), designed and built by RSL, incorporates four different size sodium iodide (NaI) crystals: 1" × 1", 2" × 4" × 4", 2" × 4" ×16", and an “up-looking” 2" × 4" × 4". The Israel AMS System, Air RAM 2000, was designed by the IAEC Nuclear Research Center – Negev (NRCN) and built commercially by ROTEM Industries (Israel) and incorporates two 2" diameter × 2" long NaI crystals. The operational comparison was conducted at RSL-Nellis in Las Vegas, Nevada, during week of June 24–27, 2013. The Israeli system, Air RAM 2000, was shipped to RSL-Nellis and mounted together with the DOE SPARCS on a DOE Bell-412 helicopter for a series of aerial comparison measurements at local test ranges, including the Desert Rock Airport and Area 3 at the NNSS.     The end of the Gulf War and the implementation of United Nation (UN) resolutions uncovered an Iraqi multi-billion dollar nuclear weapons program. Iraq's ability to pursue this clandestine program for more than a decade, despite periodic inspections, suggest that the myriad of treaties and agreements designed to curb proliferation may be inadequate. Clearly more must be done to deter and counter the spread of these deadly weapon. The UN weapons inspections in Iraq provide insight into possible solutions to the proliferation of nuclear weapons technology in the developing world. This study examines the policy and operational aspects associated with an intrusive United Nations inspection program. In its final analysis, this paper suggests that an effective challenge inspection program is a necessary element in countering the spread of weapons of mass destruction. Further, it suggests that the UN, as the only internationally accepted enforcement organization, be fully engaged in nonproliferation issues and support the challenge inspection program.

    Rumaila and Mishrif Formations form the major part of the Cenomanian early Turonian deposits of middle and southern Iraq. The Rumaila Formation consists of lithographic chalky limestone at the lower part and marly limestone and marl at the upper part. The formation represents deep off-shelf deposits, whereas the overlying Mishrif Formation is composed of various types of shallow-shelf carbonates such as rudist-bearing patchy reefs and lagoonal and off-shelf limestones. An environmental model is suggested to delineate the stratigraphic relationships between the above mentioned two formations and to correlate them with their equivalents in central Iraq (i.e., Mahilban, Fahad, and Maotsi Formations). The gradational contact between the two formations and the intertonguing with their equivalents are considered to be the most important stratigraphic phenomena.

    Here, we investigated the mid-Pleistocene to recent aggradation-incision pattern of two drainage systems (Nahal Peres and Nahal Tahmas) in the hyperarid north eastern Negev desert, southern Israel. Although these drainage systems drain into the tectonically active Dead Sea basin, lake level fluctuations cannot account for the aggradation-incision pattern as bedrock knickpoints disconnect the investigated parts of these drainage systems from base level influence. We applied geomorphic mapping, soil stratigraphy, optically stimulated luminescence (OSL) and cosmogenic (in situ 10Be) exposure dating to reconstruct cycles of aggradation and incision of alluvial terraces and to study their temporal association with regional periods ofmore » humidity and aridity and global glacial-interglacial cycles. The spatial and temporal relationships between the alluvial units suggest changes in the drainage system behavior since the middle Pleistocene, and show a pattern in which prolonged periods of sediment aggradation alternated with short periods of rapid and intense degradation through erosion and incision into sediment and bedrock. We obtain ages for several Pleistocene-Holocene periods of incision: ~ 1.1 Ma, ~ 300 ka, ~ 120 ka, ~ 20 ka, ~ 12 ka and ~ 2 ka. Although broadly synchronous, the Nahal Peres and Nahal Tahmas systems exhibit temporal differences in aggradation and incision.« less

  14. Technology transfer report: feasibility study for the use of geothermal brine in the Ashdod area, Israel

    The hydrothermal potential of the Ashdod area, Israel, was evaluated to determine its suitability as the low grade energy source required to operate the Ashdod desalination plant. An estimated 1250 cubic meters per hour of 120/sup 0/C brine would be adequate to supply the hot water necessary for operating the desalination plant. Considerable interest in oil exploration in the Ashdod area resulted in the drilling of six wells into the Jurassic formations by Oil Exploration (Investments) Ltd. (OEL) in 1976-1980. A small amount of oil was found in two wells, Ashdod 2 and 5. The remaining wells were abandoned as ''dry holes''. Evaluation of the drill cuttings, cores, and the electric logs defined two lithologic units of potential interest for hydrothermal exploitation, the Zohar and Shderot Dolomites. Investigation of the hydrothermal potential of the Jurassic formations underlying the Ashdod area has revealed that the aquifer temperatures range between 85 and 92/sup 0/C. The hydrologic parameters are not well defined; however the matrix permeability of the dolomites and limestones is probably between 1 and 10 md. This is insufficient permeability for a large scale pumping operation such as the one required to operate the desalination plant. Therefore, successful utilization of the resource requires the presence of significant fractures and/or connected vugs in the formation. The very low well productivity and formation plugging may indicate that permeability of the fracture zones may easily be impaired, suggesting that the fracture zones are not suitable production intervals. Until a test is conducted on a properly completed well, it is not possible to evaluate the deliverability of wells tapping these aquifers. 14 refs., 8 figs.

    An analysis of the impacts of previous oil distrubances can be used to suggest the impacts of future oil disturbances. This paper reviews how the 1973-1974 Oil Crisis, the 1978-1979 Iranian Revolution, and the 1980-1981 Iran-Iraq War impacted the US and world oil markets. Various measures of impacts are considered, such as impacts on physical flows of crude and products, crude and product price changes on the US and world markets, impacts on stocks of crude and products, and impacts on refiners' inputs and outputs. Various macroeconomic indicators, such as gross national product, inflation rates, and unemployment, are also considered. Of particular interest in this study are the impacts that oil disturbances have had (and could have) on the availabilities of particular crude types and the abilities of US refiners to process crudes of various types in the short run. In addition, this paper reviews how the actions of the consuming countries and the major oil companies affected the impacts of past disturbances. The paper briefly discusses the likely causes and impacts of future oil distrubances and summarizes the lessons to be learned from past reactions to oil disturbances.

  16. Optimization and life-cycle cost of health clinic PV system for a rural area in southern Iraq using HOMER software

    This paper addresses the need for electricity of rural areas in southern Iraq and proposes a photovoltaic (PV) solar system to power a health clinic in that region. The total daily health clinic load is 31.6 kW h and detailed loads are listed. The National Renewable Energy Laboratory (NREL) optimization computer model for distributed power, ''HOMER,'' is used to estimate the system size and its life-cycle cost. The analysis shows that the optimal system's initial cost, net present cost, and electricity cost is US$ 50,700, US$ 60,375, and US$ 0.238/kW h, respectively. These values for the PV system are compared with those of a generator alone used to supply the load. We found that the initial cost, net present cost of the generator system, and electricity cost are US$ 4500, US$ 352,303, and US$ 1.332/kW h, respectively. We conclude that using the PV system is justified on humanitarian, technical, and economic grounds. (author)

    Middle Eastern Power systems have evolved independently of each other over many decades. The region covers a wide geographical area of over 4 million square kilometers with an estimated population in 1990 of over 120 million people. This paper discusses the present status and future power system developments in the Middle East with emphasis on the Mashrequ Arab Countries (MAC). MAC consists of Egypt, Iraq, Jordan, Lebanon, Syria, Yemen, and the six Gulf Cooperation Council (GCC) countries, namely, Bahrain, Kuwait, Qatar, Saudi Arabia, Oman, and the United Arab Emirates (UAE). Interconnections within MAC and possible extensions to Turkey, Europe, and Central Africa are discussed. A common characteristic of the MAC power systems is that they are all operated by government or semi-government bodies. The energy resources in the region are varied. Countries such as Iraq, Egypt, and Syria have significant hydro power resources. On the other hand, the GCC countries and Iraq have abundant fossil fuel reserves.

    The crisis in the Persian Gulf has reawakened concerns over the spread of nuclear arms. Even before its invasion of Kuwait, Iraq's history of aggression and support for international terrorism triggered fears in Washington that its acquisition of nuclear weapons might damage international stability and US interests far more than the emergence of India, Israel, Pakistan, and South Africa as de facto nuclear powers. Thus, when the Gulf War began on January 16, Iraq's nuclear sites were among the first attacked by allied air strikes. Unfortunately, Iraq has not been the only hostile proliferator looming on the horizon. North Korea, which has been no less dedicated than Iraq to the use of violence to advance its expansionist goals, has also tenaciously pursued a nuclear-weapons capability. Moreover, the North Korean program is considerably closer to bearing fruit than the Iraqi effort. And although North Korea, like Iraq, has signed the Nuclear Nonproliferation Treaty, unlike Iraq it has refused to conclude the safeguards agreement with the International Atomic Energy Agency that the treaty requires.

Measurements were performed with an Environmental Monitoring System (RSS-111) in open air 1 m above the ground. The average absorbed dose rate in each governerate was as follows (number x 10(-2) microGy h-1): Babylon (6.0), Kerbala (5.3), Al-Najaf (5.4), Al-Kadysia (6.5), Wasit (6.5), Diala (6.5), Al-Anbar (6.5), Al-Muthana (6.6), Maisan (6.8), Thee-Kar (6.6), and Al-Basrah (6.5).     Ground truth information (i.e. precise information about the hypocenter and origin time of aseismic event) is difficult to obtain in the Middle East and North Africa region. One source of ground truth we are attempting to exploit is data from local seismic networks. An electronic bulletin from the second phase of the Joint Seismic Observation Period (JSOP), with participating countries in the eastern Mediterranean region, provides a source of local network data not ordinarily available. I have used JSOP bulletin data for the period January 1996 through June 1996 to relocate over 100 earthquakes occurring in and around the Gulf of Aqaba. Fourteen of these earthquakes have picks in the bulletin for stations surrounding the Gulf (Egypt Saudi Arabia, Israel,and Jordan). The rest of the data involves picks for stations either in Israel, Jordan, and Saudi Arabia (east side and north of the Gulf) or for stations in Israel, Jordan, and Egypt (west side and north of the Gulf). The VELEST code (Joint Hypocenter Determination method) was used to calculate improved locations (over what can be obtained from single event determinations--SED with poor station configurations) for the all the earthquakes in the data set. Location differences between the JHD solution and SED are discussed, along with determination of the minimum 1-Velocity model. Waveform correlation was used to validate observed event clusters in the VELEST solutions. This provided evidence that some of the VELEST solutions are more accurate than NEIC solutions. The subset of 14 events with good station coverage provides a good set of ground truth (location uncertainty {lt}5 km). The rest of the events are probably located more accurately with local data than is available from NEIC determinations, but such a conclusion needs to be supported by further study.

    Power system interconnection is a well established practice for a variety of technical and economical reasons. Several interconnected networks exist worldwide for a number of factors. Some of these networks cross international boundaries. This presentation discusses the future developments of the power systems of Mashreq Arab Countries (MAC). MAC consists of Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, United Arab Emirates (UAE), and Yemen. Mac power systems are operated by government or semigovernment bodies. Many of these countries have national or regional electric grids but are generally isolated from each other. With the exception of Saudi Arabia power systems, which employ 60 Hz, all other MAC utilities use 50 Hz frequency. Each country is served by one utility, except Saudi Arabia, which is served by four major utilities and some smaller utilities serving remote towns and small load centers. The major utilities are the Saudi Consolidated electric Company in the Eastern Province (SCECO East), SCECO Center, SCECO West, and SCECO South. These are the ones considered in this study. The energy resources in MAC are varied. Countries such as Egypt, Iraq, and Syria have significant hydro resources.The gulf countries and Iraq have abundant fossil fuel, The variation in energy resources as well as the characteristics of the electric load make it essential to look into interconnections beyond the national boundaries. Most of the existing or planned interconnections involve few power systems. A study involving 12 countries and over 20 utilities with different characteristics represents a very large scale undertaking.

    Developed under the auspices of UNESCO, SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) will be a major international research centre in the Middle East and Mediterranean region. On 6th of January 2003, the official foundation of SESAME took place. The facility is located in Allan, Jordan, 30 km North-West of Amman. As of August 2003 the Founding Members are Bahrain, Egypt, Iran, Israel, Jordan, Pakistan, Palestine, Turkey and United Arabic Emirates, representing a population of over 300 million. SESAME will be a 2.5 GeV 3rd Generation light source (emittance 24.6 nm.rad, circumference {approx}125m). About 40% of the circumference is available for insertion devices (average length 2.75m) in 13 straight sections. Beam lines are up to 36m. The site and a building are provided by Jordan. Construction started in August 2003. The scientific program will start with up to 6 beam lines: MAD Protein Crystallography, SAXS and WAXS for polymers and proteins, Powder Diffraction for material science, UV/VUV/SXR Photoelectron Spectroscopy and Photoabsorption Spectroscopy, IR Spectroscopy, and EXAFS.

    Gut contents of 217 specimens of B. belayewi were studied. The specimens were collected from Diyala river between September, 1982 and June, 1983. The fish fed moderately during most of the time under investigation. Heavy feeding occurred only in September and December 1982. They were poorly fed only in June, 1983. Organic debris and detritus formed the major bulk of the diet followed by planktonic algae and aquatic plant parts. Zooplankton, parts of aquatic insects and nematodes also occurred occasionally but did not contribute significantly.

This study was initiated and directed by F. Heuze at LLNL. A previous study on the same subject had been commissioned by LLNL from the Mining Journal Research Services (MJRS) in London ,UK. Its results were integrated into this report. MJRS is shown as one of the numerous sources which were used for this work. All sources are listed in the report.     This study purports to analyze the conservative Arab monarchies' search for regional security in the Persian Gulf. It speculates on the GCC's future prospects as a vehicle of cooperation in the field of security. Threats to the member states of the GCC stem from the policies pursued by revolutionary Iran, Israel, the Soviet Union and its proxies, and a regime in Iraq. The proposition is developed that these sources of threat present an overwhelming challenge to the security and stability of GCC states. Second, it examines the capabilities of the GCC member states for coping with threats. Conceived broadly, both military and non-military capabilities are examined. Security relations of the GCC states with external powers as a means of enhancing their abilities to cope more effectively with both internal and external threats are examined. Particular attention is devoted to the domestic consequences of these special relations. Third, it discusses the GCC's reactions to perceived regional threats. These include the Iran-Iraq War, the Arab-Israeli conflict, the Soviet threat, and potential political sources of dissidence in member states. It is argued that although GCC states have adopted a number of joint policies, they did not respond to or initiate action on either the Iranian Revolution, the Palestine conflict, the Soviet occupation of Afghanistan, the Gulf war or the recent Israeli invasion of Lebanon.

  17. Metallurgical characterization of brass objects from the Akko 1 shipwreck, Israel

    The Akko 1 shipwreck was a small Egyptian armed vessel or auxiliary naval brig built in the eastern Mediterranean at the beginning of the 19th century. During the underwater excavations, about 230 brass hook-and-eye closures were found, mainly in the bow area. In addition, 158 brass cases were found, mainly between midships and the aft extremity of the shipwreck. Metallurgical non-destructive and destructive characterizations of selected items were performed, including radiographic testing, XRF, lead isotope analysis, optical microscopy, SEM–EDS and microhardness tests. The hook-and-eye closures and the cases were both found to be made of binary copper–zinc alloy (about 30 wt.% zinc). While the brass cases were made from rolled sheets, hand-made using simple tools, and joined by tin–lead soldering material, the brass hook-and-eye closures were hand-made from drawn brass wire, and manufactured from commercial drawn brass bars by a cold-working process. The lead isotope analyses suggest different provenances of the raw materials used for making the brass objects, thus the different origins of the ores may hint that the brass wire and sheet were imported to the workshops in which the objects were manufactured. - Highlights: • Brass cases and hook-and-eye closures were retrieved from the Akko 1 shipwreck. • Both types of objects were made of binary copper–zinc alloy (about 30 wt.% zinc). • The cases were hand-made from rolled sheets and joined by tin–lead soldering. • Hook-and-eye closures were made from drawn brass wire manufactured by cold-working. • Lead isotope analyses suggest that the origins of the raw material were diverse.

  18. Cross-sectional health study in polluted and nonpolluted agricultural settlements in Israel

    During the summer of 1984 a health survey was carried out among the population of six rural settlements, three in a polluted and three in a low polluted area. Residents of these settlements between 6 and 65 years of age filled out an ATS-NHLI health questionnaire and performed the following pulmonary function tests (PFT): FVC, FEV/sub 1/, FEV/sub 1//FVC, PEF, FEF/sub 50/, and FEF/sub 75/. A trend of higher prevalence of reported respiratory symptoms and diseases characterizes children growing up in a polluted rural as compared with a low polluted rural area. The relative risks (calculated from logistic models) for children from the polluted area to have sputum with cold is 2.13, cough accompanied by sputum 3.89, and for their siblings to have respiratory diseases 3.02, as compared with 1.00 in the low polluted area. A trend of lower PFT characterizes children from the polluted area, with significantly reduced PEF. The trends for adults in the two areas were similar to those for the children. The relative risks for adults from the polluted area to have sputum is 1.7 and cough accompanied by sputum 2.6, as compared with 1.0 in the low polluted area. PEF is significantly lower among adults from the polluted area, while FEF/sub 50/ and FEF/sub 75/ are lower (not significantly) among adults from the low polluted area.

  11. Prevalence of respiratory symptoms and diseases in schoolchildren living in a polluted and in a low polluted area in Israel

    Second and fifth grade schoolchildren living in two communities with different levels of air pollution were studied. The parents of these children filled out ATS-NHLI health questionnaires. The prevalence of reported respiratory symptoms and pulmonary diseases was found to be significantly higher among children growing up in the polluted community (Ashdod) as compared with the low-pollution area (Hadera). Logistic models fitted for the respiratory conditions which differed significantly between both areas of residence also included background variables that could be responsible for these differences. Relative risk values, which were calculated from the logistic models, were in the range of 1.47 for cough without cold to 2.66 for asthma for children from Ashdod, as compared with 1.00 for children from Hadera.

  12. SESAME - A 3rd Generation Synchrotron Light Source for the Middle East

    SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) will be the Middle East's first international research center. It is a cooperative venture by the scientists and governments of the region with founding members Bahrain, Egypt, Israel, Jordan, Pakistan, Palestine Authority, and Turkey. Iran is in the process of finalizing its formal membership. Other countries (Cyprus, Morocco, and the United Arab Emirates) are also expected to join. The permanent Council of member states has full responsibility for the project. Members provide the annual operating budget. Observer countries are Germany, Greece, Italy, Kuwait, Portugal, Russian Federation, Sweden, the UK, and the US. SESAME is being developed under the umbrella of UNESCO. Jordan was selected as the building site. SESAME will offer excellent opportunities for training of Middle East scientists and attract those working abroad to consider returning. SESAME will be a 2.5GeV 3rd Generation light source (emittance 26nm-rad, circumference {approx}133m), providing excellent performance for structural molecular biology, molecular environmental science, surface and interface science, microelectromechanical devices, x-ray imaging, archaeological microanalysis, and materials characterization. It will cover a broad spectral range from the infrared to hard x-rays and will have 12 straight sections for insertion devices (average length 2.75m). The injector will be the BESSY I 0.8 GeV booster synchrotron which has been given as a gift from Germany. Four committees advise the Council and assist in developing the technical design, beam lines, user community, and scientific Program. The SESAME building, now in construction with funds and a site provided by Jordan, is scheduled for completion in late 2006 after which the BESSY I injector will be installed.   13. Deterring regional threats from nuclear proliferation

    The most prominent shift in the National Military Strategy is from the global Soviet threat to a new focus on regional contingencies. No threat looms larger in these contingencies than the proliferation of nuclear weapons and ballistic missiles. This study examines proliferation trends and proposes a predominately diplomatic strategy for containing the problem. Dr. Spector identifies three waves of proliferation: the first is the five states with declared weapons and doctrine-the United States, Russia, Great Britain, France, and China; the second includes a less visible group that developed a covert capability, without testing weapons or declaring a doctrine of deterrence-for example, Israel, India, and probably Pakistan; and, a third wave of would-be proliferators includes radical states like Iraq, Iran, Libya, and North Korea. Spector's political approach is based on the common interest of wave one and two states to prevent further proliferation. Political-economic incentives have already worked in the cases of Brazil, Argentina, Taiwan, and South Africa-states which appear to have abandoned their nuclear weapons programs. Spector does not rule out the option of military force. Force, especially under international sanctions, can be a powerful tool to back diplomatic efforts. Use of force, however, remains a last resort.

    Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria. However, exploration was generally down in most countries. Exploration and production operations continued to be affected by war in Iraq and Iran. 8 figures, 7 tables.
