    An analysis of the impacts of previous oil distrubances can be used to suggest the impacts of future oil disturbances. This paper reviews how the 1973-1974 Oil Crisis, the 1978-1979 Iranian Revolution, and the 1980-1981 Iran-Iraq War impacted the US and world oil markets. Various measures of impacts are considered, such as impacts on physical flows of crude and products, crude and product price changes on the US and world markets, impacts on stocks of crude and products, and impacts on refiners' inputs and outputs. Various macroeconomic indicators, such as gross national product, inflation rates, and unemployment, are also considered. Of particular interest in this study are the impacts that oil disturbances have had (and could have) on the availabilities of particular crude types and the abilities of US refiners to process crudes of various types in the short run. In addition, this paper reviews how the actions of the consuming countries and the major oil companies affected the impacts of past disturbances. The paper briefly discusses the likely causes and impacts of future oil distrubances and summarizes the lessons to be learned from past reactions to oil disturbances.

  2. Profiteering on the Iran-Iraq war

    The military gear delivered from the US in the Iran-contra affair represents only a minor portion of arms sales to the combatants in the Iraq-Iran war. That war has now lasted more than six years and has deeply influenced the international arms market. Occurring during a period when other demand for arms has been relatively low, the war has nourished new suppliers and has revived both the legal and illegal private arms market. The erratic behavior of the USSR and the US, until recently by far the most important arms suppliers to the Third World, has pushed Iran and Iraq toward more commercially oriented sources, including many in the Third World. Both countries have had ample supplies of weapons during the war, and these weapons have served their purpose. Mainly because of its duration, the war already ranks third among post-World War II wars - after the Vietnam war and the Biafra war - in battlefield victims, with 300,000-500,000 casualties. The economic cost has risen to nearly $500 billion in weapons, destruction, and lost income. While it is hard to see anything but losers on the battlefield, the arms traffickers are profiting. Total Iranian arms imports since August 1980 have been higher than $10 billion, while Iraq has imported more than $30 billion worth. It is difficult to know whether making arms more difficult to obtain would have stopped the war, but judging from other recent wars, such as those between India and Pakistan, between Uganda and Tanzania, and in the Middle East, it seems likely that hostilities could have been stopped long ago. 12 references.

  3. Worry grows as Iran/Iraq war lingers

    Despite the Iran/Iraq war and the prospect of greater disruption of Persian Gulf oil deliveries, the international crude market has adjusted to the loss of supplies and remains stable, partly because some nonwarring members of the Organization of Petroleum Exporting Countries have boosted production to make up losses and partly because the industrialized nations have maintained high levels of crude and product stocks. These stocks would be draw-depleted in nine months if used at the rate of 1.8 million bbl/day; this and a 2 million bbl/day increase in OPEC production would make up for the entire war-caused shortfall. If the Strait of Hormuz were closed, the shortfall would be 17 million bbl/day, which would deplete stocks in less than one month. Patterns of supply and demand in non-Communist western countries in 1978-79 and 1979-80; the International Energy Agency oil-sharing plan which would go into effect in the case of a major oil shortage; and the prospects for a surge in prices in the international oil markets, are discussed.

    A reassessment of world energy supplies was made in the wake of curtailed exports during the Iran/Iraq war and the corresponding increase in world oil prices, the drop in oil consumption, the widening economic recession, and US decontrol of oil. The report concludes that present worldwide levels of oil production are adequate to satisfy projected levels of consumption through 1981. This leaves the world energy system in balance even if oil exports from Iran and Iraq remain at minimal levels for the year. Past overestimation of demand makes it more likely that this year's consumption will fall short of the projection. The way in which Saudi Arabia's output is cut will be the key to oil pricing in 1981, the authors feel, but the likely approach will be a gradual reduction in production that will allow the Saudis to regain control of OPEC. The effects of a receding demand for oil have been intensified by high US interest rates and the spreading recession. The effect of immediate decontrol of petroleum is likely to compound the trend for reduced consumption and a corresponding increase in efficiency. 2 figures, 2 tables.

    This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

    This paper reports on capping blowouts from Iran's eight year war. Fires in three Iranian wells (two oil, one gas), started during 1987 by Iraqi sabotage, finally were extinguished during the last several months of 1990. Burning during the final months of the countries' eight-year war, plus another subsequent peaceful two years, the fires consumed millions of barrels of oil and billions of cubic feet of gas before they were capped. Ironically, bringing the wells under control took relatively little time.

The Bureau of Mines authors are members of the Minerals Availability Field Office (MAFO) in Denver, CO, which uses an extensive network of information sources to develop and maintain the Minerals Availability database concerning mining and minerals properties worldwide. This study was initiated and directed by F. Heuze at LLNL. A previous study on the same subject had been commissioned by LLNL from the Mining Journal Research Services (MJRS) in London ,UK. Its results were integrated into this report. MJRS is shown as one of the numerous sources which were used for this work. All sources are listed in the report.     This study purports to analyze the conservative Arab monarchies' search for regional security in the Persian Gulf. It speculates on the GCC's future prospects as a vehicle of cooperation in the field of security. Threats to the member states of the GCC stem from the policies pursued by revolutionary Iran, Israel, the Soviet Union and its proxies, and a regime in Iraq. The proposition is developed that these sources of threat present an overwhelming challenge to the security and stability of GCC states. Second, it examines the capabilities of the GCC member states for coping with threats. Conceived broadly, both military and non-military capabilities are examined. Security relations of the GCC states with external powers as a means of enhancing their abilities to cope more effectively with both internal and external threats are examined. Particular attention is devoted to the domestic consequences of these special relations. Third, it discusses the GCC's reactions to perceived regional threats. These include the Iran-Iraq War, the Arab-Israeli conflict, the Soviet threat, and potential political sources of dissidence in member states. It is argued that although GCC states have adopted a number of joint policies, they did not respond to or initiate action on either the Iranian Revolution, the Palestine conflict, the Soviet occupation of Afghanistan, the Gulf war or the recent Israeli invasion of Lebanon.

    Physicians are exercising their responsibility as healers in their efforts to prevent nuclear war. Death for Hiroshima survivors was experienced in four stages: the immediate impact of destruction, the acute impact of radiation, delayed radiation effects, and later identification as an atomic bomb survivor. Each phase had its physical and psychological impacts and negates Hiroshima as a model for rational behavior despite those who claim survival is possible for those who are prepared. The psychic effects of modern nuclear, chemical, and germ warfare need to be challenged with a symbolization of life and immortality. Studies of psychological reactions to the terror children felt during practice air-raid drills indicate that the fears can be surpressed and re-emerge in adult life as a linking of death with collective annihilation. Other themes which emerge are feelings of impermanence, craziness, identification with the bomb, and a double existence. Psychic numbing and the religion of nuclearism cause dangerous conflicts with the anxieties caused by increasing awareness of death. (DCK)

  19. OPEC reorganization could spell relief

    Last year proved to be one of carnage in the oil industry, with only the large, vertically integrated, international oil companies showing strength during the oil price collapse. Independent producers and the manufacturing/service sector watched 50% or greater reductions in income. And this year holds little prospect for significant relief during its first half, although the last half could be better if and when Opec decides to once again test its strength. An Iranian victory in the Iran/Iraq war could also cause an upward movement in price. However, price instability should be less than in 1986, as the business heads toward a consensus price via political factors. The U.S. economy again showed improvement through 1986, with moderate growth of 2.6% in Gross National Product (GNP). The ongoing expansion has lasted four years and is already 17 months longer than the average peacetime expansion. However, important energy components did not show strength, and industrial production continued at level rates for the past two years.

    On January 8, 1995, the Atomic Energy Organization of Iran (AEOI) signed a contract for $800 million with the Russian Federation Ministry for Atomic Energy (Minatom) to complete Bushehr nuclear power plant (BNPP) unit 1. The agreement called for a Russian VVER-1000/320 pressurized water reactor (PWR) to be successfully installed into the existing German-built BNPP facilities in 5 yr. System design differences, bomb damage, and environmental exposure are key issues with which Minatom must contend in order to fulfill the contract. The AEOI under the Shah of Iran envisioned Bushehr as the first of many nuclear power plants, with Iran achieving 24 GW(electric) by 1993 and 34 GW(electric) by 2000. Kraftwerk Union AG (KWU) began construction of the two-unit plant near the Persian Gulf town of Halileh in 1975. Unit 1 was {approx}80% complete and unit 2 was {approx}50% complete when construction was interrupted by the 1979 Iranian Islamic revolution. Despite repeated AEOI attempts to lure KWU and other companies back to Iran to complete the plant, Western concerns about nuclear proliferation in Iran and repeated bombings of the plant during the 1980-1988 Iran-Iraq war dissuaded Germany from resuming construction.

    We must conclude that war remains a major problem in the last quarter of the twentieth century. My intention in this book is to introduce you to international relations by focusing on this problem. War is not the only problem of international relations, and so this book does not exhaust the field. But war is a central problem, and the possibility of resort to war affects other aspects of international relations. Whatever else we may look at, we cannot avoid looking at war. In fact, in looking at war, we will touch on most of the other subjects important in international relations. War is conflict among states carried on by their armed forces. To distinguish war from border skirmishes and other minor incidents we usually say it must reach a certain magnitude (for example, at least 1,000 soldiers killed in battle over a year). It would be ideal if we could systematically study all the wars in the last hundred years, but such an exhaustive study would be out of place here. At the same time we cannot discuss such subjects as the cause of war or proposals for preventing it without some knowledge about actual wars. We must test theories against historical facts. What follows in Part I is a somewhat detailed history of seven wars (or groups of wars) fought in the last hundred years. These include the most destructive of the wars World War I (1914-1918), World War II (1939-1945), and the Korean War (1950-1953). By way of background to World War I, we will look at the wars of German unification (1864-1871), which preceded and in some ways prepared the way for it. To balance our account, we will also look at several recent wars India and Pakistan (1971), Uganda and Tanzania (1978-1979), and Cambodia, Vietnam, and China (1978-1980). After looking at some of the major wars of the last hundred years, we will look at what people have the about the causes of war in general.

    For a clear picture of how oil prices develop, the author steps away from the price levels to which the world is accustomed, and evaluates scientifically. What makes prices jump from one notch to another The move results from a political or economic shock or the perception of a particular position by the futures market and the media. The shock could range from a war or an assassination to a promise of cooperation among OPEC members (when believed by the market) or to speculation about another failure at an OPEC meeting. In the oil market, only a couple of factual figures can provide a floor to the price of oil. The cost of production of oil in the Gulf is around $2 to $3/bbl, and the cost of production of oil (capital and operating costs) in key non-OPEC areas is well under $10/bbl. With some adjustments for transport and quality, a price range of $13/bbl to $16/bbl would correspond to a reasonable sustainable floor price. The reason for prices above the floor price has been a continuous fear of oil supply interruptions. That fear kept prices above the floor price for many years. The fear factor has now almost fully disappeared. The market has gone through the drama of the Iranian Revolution, the Iran-Iraq war, the tanker war, the invasion of Kuwait, and the expulsions of the Iraqis. And still the oil flowed -- all the time. It has become abundantly clear that fears above the oil market were unjustified. Everyone needs to export oil, and oil will flow under the worst circumstances. The demise of the fear factor means that oil prices tend toward the floor price for a prolonged period.

    Many factors influence the impact that a nuclear war would have on both the environment and survivors. These factors include, although are not limited to, the type of nuclear weapons used, the amount of these weapons, and the time of year a war would take place. The effects that a major nuclear war would have on the environment would vary greatly depending on the factors previously mentioned. Some effects that would occur are: major climatic changes, destruction of most food crops, contamination of current food and water supplies, and the deaths of animals and insects that are crucial to the balance of the environment. The factors that influence the survivors also vary; however, certain problems have been predicted by researchers. Among these problems are psychological disorders, lack of food supplies, the elimination of medical relief, and exposure from both radiation and the changing environment. All these effects, as well as others, tend to give researchers a much different view of the effects that a nuclear war would have on the environment and survivors than has been predicted since before the mid nineteen-eighties.

    This book is about our ways of thinking and about how they need to be and can be changed. It is not about the ''unparalleled catastrophe.'' By now many of us know much about that, and unless we an see clear, acceptable, and practical ways to prevent it, our minds recoil from the whole horrible subject. Therefore, the book is about the prevention of nuclear war and nothing else. At least, that is its purpose. Yet its method is primarily descriptive and analytical rather than action-oriented. It explores from different perspectives the possible causes of a world war that could be at the outset, or become, nuclear, with a special focus on the often-neglected psychological aspects of those causes. It is diagnosis more than prescription. In fact, it might be described as a many-sided effort to understand the nature and roots of the ''madness'' of our present drift toward a great war that each side is urgently-desperately-anxious to avoid. In so doing it draws on some of the insights of psychiatry (from the psychiatrists Robert Jay Lifton, John E. Mack, Jerome D. Frank, and Erich Fromm), as well as on the three disciplines that provide the chief foundation for the book: history, political science, and social psychology.

    The Gulf War inflicted dramatic environmental damage upon the fragile desert and shore environments of Kuwait and northeastern Saudi Arabia. Coastal and marine environments experienced oil spills of more than 8 million barrels, which killed wildlife and damaged the fishing industry. In inland Kuwait, hundreds of oil lakes are scattered across the desert surface: these lakes emit noxious gases, drown insects and birds, and may seep to pollute groundwater. Exploding and burning oil wells released soot particles, oil droplets, and noxious chemicals into the atmosphere, spreading air pollution, acid rain, and respiratory problems. Military diggings, constructions, and vehicles have destroyed much of the desert pavement, resulting in increased dust storms and large, moving dunes.

    The highly leveraged, asymmetric attacks of September 11th have launched the nation on a vast ''War on Terrorism''. Now that our vulnerabilities and the enemies' objectives and determination have been demonstrated, we find ourselves rapidly immersed in a huge, complex problem that is virtually devoid of true understanding while being swamped with resources and proposed technologies for solutions. How do we win this war? How do we make sure that we are making the proper investments? What things or freedoms or rights do we have to give up to win? Where do we even start? In analyzing this problem, many similarities to mankind's battle with uncontrolled fire and the threat it presented to society were noted. Major fires throughout history have destroyed whole cities and caused massive loss of life and property. Solutions were devised that have gradually, over several hundred years, reduced this threat to a level that allows us to co-exist with the threat of fire by applying constant vigilance and investments in fire protection, but without living in constant fear and dread from fire. We have created a multi-pronged approach to fire protection that involves both government and individuals in the prevention, mitigation, and response to fires. Fire protection has become a virtually unnoticed constant in our daily lives; we will have to do the same for terrorism. This paper discusses the history of fire protection and draws analogies to our War on Terrorism. We have, as a society, tackled and successfully conquered a problem as big as terrorism. From this battle, we can learn and take comfort.

    A series of three studies explored psychological responses to the threat of nuclear war, and the relationship between attitudes and behavior on this issue. The first was a quasi-experimental study of the influence of exposure to a media depiction of nuclear war, The Day After, on attitudes and behavior, and the influence of such attitudinal variables as denial, perception of control, perception of responsibility, survivability, and spiritual orientation, on the decision to view this film. No effects were found for exposure, but those who experienced a greater sense of control over political events were more likely to view the film. The second study was an experiment on the effects of efficacy enhancing, fear arousing or informational communications, in combination with the previously mentioned attitudinal variables, on retention of relevant information, intentions to act, and political activism on the nuclear arms issue. Fear arousal was found to increase activism for women, but to decrease activism for men. The third study employed structural modeling to examine the relationship between attitudes and behavior on the issue of nuclear war, using data from the experiment. The model supported in this study showed that intentions were directly affected by denial and a sense of power over political events.

    The Idaho National Laboratory: An Historical Trash Trove Historians and archaeologists love trash, the older the better. Sometimes these researchers find their passion in unexpected places. In this presentation, the treasures found in a large historic dump that lies relatively untouched in the middle of the Idaho National Laboratory (INL) will be described. The U.S. military used the central portion of the INL as one of only six naval proving grounds during World War II. They dumped trash in dry irrigation canals during and after their wartime activities and shortly before the federal government designated this arid and desolate place as the nations nuclear reactor testing station in 1949. When read critically and combined with memories and photographs, the 60-year old trash provides a glimpse into 1940s culture and the everyday lives of ordinary people who lived and worked during this time on Idahos desert. Thanks to priceless stories, hours of research, and the ability to read the language of historic artifacts, the dump was turned from just another trash heap into a treasure trove of 1940s memorabilia. Such studies of American material culture serve to fire our imaginations, enrich our understanding of past practices, and humanize history. Historical archaeology provides opportunities to integrate inanimate objects with animated narrative and, the more recent the artifacts, the more human the stories they can tell.

    The world tanker industry has managed to maintain the momentum generated during the Persian Gulf War. Freight rates for large vessels have regained the high levels seen during the first 2 months of this year, while the expected postwar decline in use of tankers has not materialized. The health of the tanker industry is linked closely with the volume of long haul crude oil from the Middle East, a spot charter from the gulf to Europe, an owner would only break even on the cost of building and operating a new tanker to the highest environmental standards. Owners currently can expect spot rates of about $40,000/day, excellent by the standards of the late 1980s and early 1990s but still below the level needed to justify new buildings. And there are many in the industry who think $40,000/day will be just a happy memory later in the year. Owners are facing pressure for major changes in the industry. Governments and the public want better operating standards and new environmentally sound tankers to reduce the risk of oil spills. At the same time, the industry has to learn to live with repercussion in the 1990 Oil Pollution Act in the U.S., which has opened the way for unlimited liability against tanker owners involved in spills off the U.S. The search also is on for improved profits to make investments required by the changing world of seaborne oil transportation.

    Industry is scrambling to cope with history's biggest oil spill against the backdrop of a Persian Gulf war and a softening oil market. U.S. and Saudi Arabian officials accused Iraq of unleashing an oil spill of about 11 million bbl into the Persian Gulf off Kuwait last week by releasing crude from the giant Sea Island tanker loading terminal at Mina al Ahmadi. Smart bombs delivered by U.S. aircraft hit two onshore tank farm manifold stations, cutting off the terminal's source of oil flow Jan. 26. A small volume of oil was still leaking from 13 mile feeder pipelines to the terminal at presstime. Press reports quoted U.S. military and Saudi officials as estimating the slick at 35 miles long and 10 miles wide but breaking up in some areas late last week. Meantime, Iraq reportedly opened the valves at its Mina al Bakr marine terminal at Fao to spill crude into the northern gulf. BBC reported significant volumes of crude in the water off Fao 24 hr after the terminal valves were opened. Mina al Bakr is a considerably smaller terminal than Sea Island, suggesting that the resulting flow of oil would be smaller than that at Sea Island.

    This report documents the research effort to determine the requirements for new or improved analysis tools to support decisions at the strategic and operational levels for military Operations Other than War (OOTW). The work was performed for the Commander in Chief, U.S. Pacific Command (USCINCPAC). The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff`s Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

    This report summarizes the findings of a nationwide survey of public perceptions of nuclear weapons in the post-cold war environment. Participants included 1,301 members of the general public, 1,155 randomly selected members of the Union of Concerned Scientists, and 1,226 employees randomly selected from the technical staffs of four DOE national laboratories. A majority of respondents from all three samples perceived the post-cold war security environment to pose increased likelihood of nuclear war, nuclear proliferation, and nuclear terrorism. Public perceptions of nuclear weapons threats, risks, utilities, and benefits were found to systematically affect nuclear weapons policy preferences in predictable ways. Highly significant relationships were also found between public trust and nuclear weapons policy preferences. As public trust and official government information about nuclear weapons increased, perceptions of nuclear weapons management risks decreased and perceptions of nuclear weapons utilities and benefits increased. A majority of respondents favored decreasing funding for: (1) developing and testing new nuclear weapons; (2) maintaining existing nuclear weapons, and (3) maintaining the ability to develop and improve nuclear weapons. Substantial support was found among all three groups for increasing funding for: (1) enhancing nuclear weapons safety; (2) training nuclear weapons personnel; (3) preventing nuclear proliferation; and (4) preventing nuclear terrorism. Most respondents considered nuclear weapons to be a persistent feature of the post-cold war security environment.

  7. Chinese attitudes toward nuclear weapons: China and the United States during the Korean War

    Fundamental Chinese attitudes related to nuclear disarmament and proliferation, civil defense against nuclear attack, and the likely repercussions of nuclear war were set during the Korean War. Chinese viewpoints were heavily influenced by Western writings on nuclear matters from 1945-1950 and were characterized by an integrated military, political, and psychological realism. Previous studies, failing to make use of relevant Chinese-language materials, have neglected this crucial formative period. Both the Truman and Eisenhower administrations considered using nuclear weapons in Korea and China and attempted to shape the political settlement of the war through nuclear threats. The Chinese reaction was notable for its efforts to counteract the effects of fear among its population. They acknowledged the unprecedented destructiveness, not the military decisiveness, of the weapons, but they adamantly denied that nuclear threats would cow them. Chinese propaganda stressed the Soviet deterrent and skillfully appealed to worldwide opposition to nuclear weapons, often utilizing Western spokesmen and playing upon the theme of US misuse of science. The Chinese considered a nuclear attack relatively unlikely but were prepared to absorb an attack and fight a war of long duration. In Korea both the terrain and the extensive tunneling by Chinese troops afforded significant protection from nuclear weapons.

  8. Living in the Nuclear Age: Families and the threat of nuclear war

    The main interest of this research was to add to the body of knowledge about the possible psychological impact of the nuclear threat on the family unit. Data were utilized from the Family Interaction, Stress and Nuclear War study conducted by Jules Riskin, M.D. and Victoria Dickerson, Ph.D. at the Mental Research Institute in Palo Alto, California. The sample consisted of ten families who were recruited for this study. In order to examine family-interaction variables and the impact of the threat of nuclear war, a standardized semi-structured family interview was conducted. Topics ranged from ordinary activities to external, non-nuclear stresses such as landslides or hurricanes, to the topic of nuclear war. A distinction is drawn between a family's level of nuclear concern while they discuss nuclear issues and a family's level of nuclear concern when viewed in the context of their overall pattern of family communication. In terms of family coping, family nuclear concern was found to be significantly related to two family-coping strategies. Families who utilized the coping strategies of seeking spiritual support and mobilizing the family to acquire and accept help were significantly less concerned about the threat of nuclear war.

    A renewed interest in research into the psychology of the threat of nuclear war occurred in the past decade as national attention focused increasingly on the arms race between the US and the USSR. Some of this research began the task of exploring the social influences upon attitudes and responses to the nuclear threat. Research on friends as potential influences upon nuclear attitudes was minimal. The present study investigated the role of college friends as potential reference persons in the formation of nuclear attitudes. A battery of questionnaires addressing various nuclear war and non-nuclear war attitudes was completed by 200 student-friend dyads from introductory psychology and sociology courses at the University of North Dakota. Three hypotheses were presented in this study. One hypothesis was that students would perceive their friends as having similar attitudes toward the threat of nuclear war. A second hypothesis was that the actual attitudes between pairs of students and friends would be similar. The third hypothesis was that the attitudes would have become more similar over the course of the development of the friendship (as measured retrospectively). The first hypothesis was borne out by the data. The second and third hypotheses were not supported. There are several implications of the findings. One implication is that the nuclear issue may not be as salient to college students as other, more immediate, issues. Another implication is that a relative lack of communication between college students on political issues precludes more effective mutual influence upon the development and change of such attitudes. A false consensus bias appeared to be operative when the students perceived that their attitudes were similar. Further discussion is presented in regard to past and future psychological research upon nuclear war attitudes.

    Tankers carrying roughly 8-million barrels per day (mmb/d) of crude oil, or some 16% of the non-communist world's oil supply, pass through the Strait of Hormuz. Experts agree that just 3-mmb/d of that could be exported through alternate routes. If the war between Iran and Iraq should result in their completely halting each other's production, this relatively limited supply curtailment would reduce world oil production by over 3.4-mmb/d. Since the two have not caused such mutual disaster during four years of war, many observers believe there has been a deliberate avoidance of the jugular squeeze. Nevertheless, the two combatants appear capable not only of cutting off their oil production, but escalating fighting to the point where Gulf traffic would be impeded. Potential results from a prolonged Iran-Iraq crisis are viewed in three scenarios. Also included in this issue are brief summaries of: (1) Mexico's new energy plan, internationalism, and OPEC; (2) update on Argentina's energy resource developments; (3) Venezuela: belt tightening; (4) Western Hemisphere oil production declines; (5) (6) days of oil supply for Canada, USA, Japan, France, Italy, and UK; and (6) US Department of Defense fuel consumption. The Energy Detente fuel price/tax series and principal industrial fuel prices are included for March for countries of the Eastern Hemisphere.

  2. Nuclear education campaign: on how to eliminate the threat of nuclear war

    The threat of a nuclear war creates a chronic erosion of moral and intellectual integrity and places the future of humanity in the hands of a few hundred people. The nuclear elite probably requires a degree of psychological numbing and desensitization in order to separate themselves emotionally from decisions that might require exercise of their power. They may also lose the ability to question basic assumptions and may identify themselves with the rightness of their policies and the need to use nuclear technology to preserve those policies. To reform the nuclear-industrial complex, the American public must become educated to give the prevention of nuclear war a higher priority than the economy. Fears and anxieties may underlie apparent apathy, taking the form of denial and a focus on immediate problems. A campaign by knowledgeable people to educate the public should stress the empirical data necessary for objectivity and should use a multidisciplinary approach in the same way that recent death education programs have broken the taboos about discussing the Nazi holocaust. An outline of a nuclear-education program suggests a number of social and economic benefits. 13 references. (DCK)

  3. Assessment of damage to the desert surfaces of Kuwait due to the Gulf War

    This is a preliminary report on a joint research project by Boston University and the Kuwait Institute for Scientific Research that commenced in April 1992. The project aim is to establish the extent and nature of environmental damage to the desert surface and coastal zone of Kuwait due to the Gulf War and its aftermath. Change detection image enhancement techniques were employed to enhance environmental change by comparison of Landsat Thematic Mapper images obtained before the wars and after the cessation of the oil and well fires. Higher resolution SPOT images were also utilized to evaluate the nature of the environmental damage to specific areas. The most prominent changes were due to: (1) the deposition of oil and course-grained soot on the desert surface as a result of oil rain'' from the plume that emanated from the oil well fires; (2) the formation of hundreds of oil lakes, from oil seepage at the damaged oil well heads; (3) the mobilization of sand and dust and (4) the pollution of segments of the coastal zone by the deposition of oil from several oil spills. Interpretation of satellite image data are checked in the field to confirm the observations, and to assess the nature of the damage. Final results will be utilized in establishing the needs for remedial action to counteract the harmful effects of the various types of damage to the environment of Kuwait.

This year CIF's focus is on chemical and biological weapons (CBW). CBW is becoming more of a threat today than ever before. Many countries are developing these weapons. CBW also presents certain ethical dilemmas for many individuals, especially if those individuals feel it is their religious duty to use or avoid the use of such weapons. Religion has become an important determining factor in international security because many cultures, and even governments make decisions based on religious traditions. This paper is an attempt to look at these religions and philosophical traditions with an emphasis on views of ''just war''. The ultimate purpose of this paper is to promote awareness about religion's influence on international security issues. This paper was written by Cadet Ernst ''Mitch'' Martzen, AFROTC. The doctrine and technology available today are compared to those available and used by the American Expeditionary Forces (AEF) during World War One. The monograph first discusses the development and use of gas during WWI. Specifically, five case studies are presented representing the offensive and defensive use of gas as seen by AEF units. Each case is then analyzed using the battlefield operating systems (BOS). Lessons learned are then extracted from the case studies. Today's doctrine is then analyzed using these lessons learned to determine if the US is any better prepared to fight in a chemical environment today than it was at the end of WWI.

    A historical perspective is given for Sandia National Laboratories from its beginnings as a small engineering group at an offshoot of Los Alamos Laboratory to a facility of 7000 people at its main facility in Albuquerque, another 1000 people in Livermore, California and test ranges in Tonopah, Nevada and Kauai, Hawaii. The Sandia army base became the Z division of Los Alamos and $25 million construction program began the structures that would carry out a test program for nuclear weapons during the cold war. Bell System/AT&T stewardship of the site continued from 1949 to 1993, when Martin Marietta (now Lockheed Martin) was chosen as the new contractor. Management decisions, personnel, and political aspects of the Laboratory are presented up to 1997 and forecasts are given for future policy and programs of Sandia.

    This report documents the continuation of the PC-based optical disk retrieval-storage system testing and evaluation activities that Data Systems Research and Development (DSRD) staff have performed over the last year for the Army War College (AWC), Carlisle, Pennsylvania. A previous report (see Army War College Optical Disk System Test and Evaluation Report, K/DSRD-74, April 1989) detailed the performance testing results of the initial two prototype optical disk systems evaluated by DSRD. Based on the results of this prototype system testing and evaluation, the AWC selected the SAIC/LaserData system for further development and testing. This report describes the development activities that were performed to enhance the SAIC/LaserData system for further development and testing. This report describes the development activities that were performed to enhance the SAIC/LaserData system and details the tests and evaluations that were performed under an environment similar to that which would be encountered at the sponsor's site. The prototype optical disk system that was tested and evaluated consists of two stations: a master scanning station for scanning, indexing, and storing of documents onto master and distribution disks and retrieval station for retrieving and displaying information contained on the distribution disks. The master scanning station includes a 386 Central Processing Unit (CPU), a high-speed scanner, and a dual 5.25-inch optical disk drive and is capable of being networked. The retrieval station, intended mainly for viewing documents, does not have a scanner and has only one optical disk drive.

    Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

  11. Linking legacies: Connecting the Cold War nuclear weapons production processes to their environmental consequences

    In the aftermath of the Cold War, the US has begun addressing the environmental consequences of five decades of nuclear weapons production. In support of this effort, the National Defense Authorization Act for Fiscal Year 1995 directed the Department of Energy (DOE) to describe the waste streams generated during each step in the production of nuclear weapons. Accordingly, this report responds to this mandate, and it is the Department`s first comprehensive analysis of the sources of waste and contamination generated by the production of nuclear weapons. The report also contains information on the missions and functions of nuclear weapons facilities, on the inventories of waste and materials remaining at these facilities, as well as on the extent and characteristics of contamination in and around these facilities. This analysis unites specific environmental impacts of nuclear weapons production with particular production processes. The Department used historical records to connect nuclear weapons production processes with emerging data on waste and contamination. In this way, two of the Department`s legacies--nuclear weapons manufacturing and environmental management--have become systematically linked. The goal of this report is to provide Congress, DOE program managers, non-governmental analysts, and the public with an explicit picture of the environmental results of each step in the nuclear weapons production and disposition cycle.

  12. An analysis of uranium dispersal and health effects using a Gulf War case study.

    The study described in this report used mathematical modeling to estimate health risks from exposure to depleted uranium (DU) during the 1991 Gulf War for both U.S. troops and nearby Iraqi civilians. The analysis found that the risks of DU-induced leukemia or birth defects are far too small to result in an observable increase in these health effects among exposed veterans or Iraqi civilians. Only a few veterans in vehicles accidentally struck by U.S. DU munitions are predicted to have inhaled sufficient quantities of DU particulate to incur any significant health risk (i.e., the possibility of temporary kidney damage from the chemical toxicity of uranium and about a 1% chance of fatal lung cancer). The health risk to all downwind civilians is predicted to be extremely small. Recommendations for monitoring are made for certain exposed groups. Although the study found fairly large calculational uncertainties, the models developed and used are generally valid. The analysis was also used to assess potential uranium health hazards for workers in the weapons complex. No illnesses are projected for uranium workers following standard guidelines; nonetheless, some research suggests that more conservative guidelines should be considered.

    This paper addresses US energy security in the post-Cold War era for a conference on energy security jointly sponsored by the Department of Energy and the National Defense University. It examines the evolving nature of energy security based on analysis of past crisis-inducing events and-discusses potentially important geopolitical, environmental, regulatory, and economic developments during the next twenty-five years. The paper steps beyond the traditional economic focus of energy security issues to examine the interplay between fundamental economic and technical drivers on the one hand, and political, environmental, and perceptual phenomena, on the other hand, that can combine to create crises where none were expected. The paper expands on the premise that the recent demise of the Soviet Union and other changing world conditions have created a new set of energy dynamics, and that it is imperative that the United States revise its energy security perspective accordingly. It proceeds by reviewing key factors that comprise the concepts of ``energy security`` and ``energy crisis`` and how they may fit into the new world energy security equation. The study also presents a series of crisis scenarios that could develop during the next twenty-five years, paying particular attention to mechanisms and linked crisis causes and responses. It concludes with a discussion of factors that may serve to warn analysts and decision makers of impending future crises conditions. The crisis scenarios contained in this report should be viewed only as a representative sample of the types of situations that could occur. They serve to illustrate the variety of factors that can coalesce to produce a ``crisis.``

  14. TRASH TO TREASURE: CONVERTING COLD WAR LEGACY WASTE INTO WEAPONS AGAINST CANCER

    As part of its commitment to clean up Cold War legacy sites, the U.S. Department of Energy (DOE) has initiated an exciting and unique project to dispose of its inventory of uranium-233 (233U) stored at Oak Ridge National Laboratory (ORNL), and extract isotopes that show great promise in the treatment of deadly cancers. In addition to increasing the supply of potentially useful medical isotopes, the project will rid DOE of a nuclear concern and cut surveillance and security costs. For more than 30 years, DOE's ORNL has stored over 1,200 containers of fissile 233U, originally produced for several defense-related projects, including a pilot study that looked at using 233U as a commercial reactor fuel. This uranium, designated as special nuclear material, requires expensive security, safety, and environmental controls. It has been stored at an ORNL facility, Building 3019A, that dates back to the Manhattan Project. Down-blending the material to a safer form, rather than continuing to store it, will eliminate a $15 million a year financial liability for the DOE and increase the supply of medical isotopes by 5,700 percent. During the down-blending process, thorium-229 (229Th) will be extracted. The thorium will then be used to extract actinium-225 (225Ac), which will ultimately supply its progeny, bismuth-213 (213Bi), for on-going cancer research. The research includes Phase II clinical trials for the treatment of acute myelogenous leukemia at Sloan-Kettering Memorial Cancer Center in New York, as well as other serious cancers of the lungs, pancreas, and kidneys using a technique known as alpha-particle radioimmunotherapy. Alpha-particle radioimmunotherapy is based on the emission of alpha particles by radionuclides. 213Bi is attached to a monoclonal antibody that targets specific cells. The bismuth then delivers a high-powered but short-range radiation dose, effectively killing the cancerous cells but sparing the surrounding tissue. Production of the actinium and

    The purpose of this study is to explain Thai foreign-policy behavior toward the Arab-Israeli conflict during the Arab oil embargo of 1973-1974 in the wake of the October 1973 War. The major hypothesis is that Thai foreign policy behavior shifted from a neutral to a pro-Arab position after the Arab oil embargo. This shift was motivated by Thai oil-import dependence on OAPEC (Organization of Arab Petroleum Exporting Countries). Oil has assumed an economic as well as a political dimension. Therefore, its political influence over the oil-dependent states cannot be dismissed. Thai foreign-policy behavior in the Arab-Israeli conflict is analyzed through the use of the dependence approach, which contends that external reliance is a potent factor for explaining behavior of actors. Thailand's foreign-policy stand is first delineated through the use of documents containing policy statements by Thai delegates to the United Nations. It was found that although Thai public policy statements were never bluntly anti-Israel, they moved from between neutrality before the oil crisis to a pro-Arab position after the oil crisis of 1973-1974. This shift of Thailand's foreign policy behavior position was then measured against its UN voting records. Results of the voting analysis indicated that the shifting of Thai foreign policy behavior during the October war was motivated by Thailand's oil-import dependence.

  17. Development of an objective questionnaire to assess perception, concern, and knowledge of, and attention and response to, the threat of nuclear war

    In addition to the subject objective, the relationship of specified personality variables (i.e., trait anxiety, locus of control, response tendency towards threat, and denial) to behavioral and psychological responses to the threat of nuclear war were assessed. The quantitative questionnaire, titled the Nuclear Reaction Scale, was composed of items selected from issues discussed in the psychological literature on the threat of nuclear war. These issues included: psychic numbing, cognitive reality, perceptions of likelihood and survival, nuclear illusions, and attention to the threat of nuclear war. A standardization sample of 360 college students was administered the Nuclear Reaction Scale, Trait Anxiety Scale, Internal-External Locus of Control Scale, Facilitation-Inhibition Scale, and Haan Denial Scale. Three additional subsamples, identified as Military, Nuclear Freeze, and Church, were given the Nuclear Reaction Scale to assess the validity of the scale. A factor analysis of the Nuclear Reaction Scale indicated a nine-factor solution that described issues such as concern perceptions, likelihood, survivability, and control over the threat of nuclear war. A number of strong relationships existed between computed factors on the Nuclear Reaction Scale. Demographic comparisons found significant differences related to sex and political affiliation.

    Formation of the mature HIV-1 reverse transcriptase (RT) p66/p51 heterodimer requires subunit-specific processing of the p66/p66' homodimer precursor. Since the ribonuclease H (RH) domain contains an occult cleavage site located near its center, cleavage must occur either prior to folding or subsequent to unfolding. Recent NMR studies have identified a slow, subunit-specific RH domain unfolding process proposed to result from a residue tug-of-war between the polymerase and RH domains on the functionally inactive, p66' subunit. Here, we describe a structural comparison of the isolated RH domain with a domain swapped RH dimer that reveals several intrinsically destabilizing characteristics of themore » isolated domain that facilitate excursions of Tyr427 from its binding pocket and separation of helices B and D. These studies provide independent support for the subunit-selective RH domain unfolding pathway in which instability of the Tyr427 binding pocket facilitates its release followed by domain transfer, acting as a trigger for further RH domain destabilization and subsequent unfolding. As further support for this pathway, NMR studies demonstrate that addition of an RH active site-directed isoquinolone ligand retards the subunit-selective RH' domain unfolding behavior of the p66/p66' homodimer. As a result, this study demonstrates the feasibility of directly targeting RT maturation with therapeutics.« less

    This Tenth Report on the Voluntary Agreement has reviewed the major activities of the oil industry groups participating in IEA activities during the reporting period. The Report concludes that the safeguards built into the conduct of AST-3 minimized competitive risks. However, the report recommends that the extent of ISAG's planning role be clarified for future tests or during an emergency. In December 1980, the IEA adopted an inventory balancing plan to forstall price increases that could result from the oil supply disruption caused by the Iran/Iraq war. Oil companies were given clearance to provide the IEA with supply data and to engage in bilateral consultation with the Secretariat to assist the IEA to determine whether to activate its oil sharing system. However, Section 252 required that no antitrust immunity be given for any supply actions taken at the request of the IEA or the US Government to carry out the balancing plan. Although the companies submitted supply data, no bilateral consultation were conducted. In the past, industry consultation on the need to activate the sharing system has included the receipt and discussion of Secretariat forecasts based upon company-submitted supply data. The report notes the traditional antitrust concern regarding the dissemination and discussion of short term industry forecasts. In addition, the report reviews the results of our staff's inquiry into company use of IEA-forecast data. The inquiry found that while the forecasts had not been used for operational purposes, some companies circulated the forecasts widely and did not limit the use of the data to IEA- related purposes. The report recommends that access to forecast data be restricted to company personnel who need the information in connection with IEA activities and that the use of the data for non-IEA purposes be prohibited. The report also suggests that industry discussions of short-term market conditions be restricted.

    The East-West Center has received a research grant from the US Department of Energy's Office of Policy, Planning, and Analysis to study the impact of lower oil prices on OPEC production capacity, on export refineries, and petroleum trade. The project was later extended to include balance-of-payments scenarios and impacts on OPEC domestic demand. As the study progressed, a number of preliminary presentations were made at the US Department of Energy in order to receive feedback from DOE officials and to refine the focus of our analysis. During one of the presentations on June 4, 1987, the then Director of Division of Oil and Gas, John Stanley-Miller, advised us to focus our work on the Persian Gulf countries, since these countries were of special interest to the United States Government. Since then, our team has visited Iran, the United Arab Emirates, and Saudi Arabia and obtained detailed information from other countries. The political turmoil in the Gulf, the Iran/Iraq war, and the active US military presence have all worked to delay the final submission of our report. Even in countries where the United States has close ties, access to information has been difficult. In most countries, even mundane information on petroleum issues are treated as national secrets. As a result of these difficulties, we requested a one-year no cost extension to the grant and submitted an Interim Report in May 1988.     Fifty years of nuclear weapons production and energy research in the United States during the Cold War generated large amounts of radioactive wastes, spent nuclear fuel (SNF), excess plutonium and uranium, thousands of contaminated facilities, and contaminated soil and groundwater. During most of that half century, the Nation did not have the environmental regulatory structure or nuclear waste cleanup technologies that exist today. The result was a legacy of nuclear waste that was stored and disposed of in ways now considered unacceptable. Cleaning up and ultimately disposing of these wastes is the responsibility of the U.S. Department of Energy (DOE). In 1989, DOE established the Office of Environmental Management (EM) to solve the large scale and technically challenging risks posed by the world's largest nuclear cleanup. This required EM to build a new nuclear cleanup infrastructure, assemble and train a technically specialized workforce, and develop the technologies and tools required to safely decontaminate, disassemble, stabilize, disposition, and remediate unique radiation hazards. The sites where nuclear activities produced legacy waste and contamination include the original Manhattan Project sites--Los Alamos, New Mexico; Hanford, Washington; and Oak Ridge, Tennessee--as well as major Cold War sites, such as Savannah River Site, South Carolina; the Idaho National Laboratory, Idaho; Rocky Flats Plant, Colorado; and Fernald, Ohio. Today EM has responsibility for nuclear cleanup activities at 21 sites covering more than two million acres in 13 states, and employs more than 30,000 Federal and contractor employees, including scientists, engineers and hazardous waste technicians. This cleanup poses unique, technically complex problems, which must be solved under the most hazardous of conditions, and which will require billions of dollars a year for several more decades.     One man's trash is another man's treasure. Not everything called "waste" is meant for the refuse pile. The mission of the Curation Program is at direct odds with the remediation objectives of the Hanford Site. While others are busily tearing down and burying the Site's physical structures and their associated contents, the Curation Program seeks to preserve the tangible elements of the Site's history from these structures for future generations before they flow into the waste stream. Under the provisions of a Programmatic Agreement, Cultural Resources staff initiated a project to identify and collect artifacts and archives that have historic or interpretive value in documenting the role of the Hanford Site throughout the Manhattan Project and Cold War Era. The genesis of Hanford's modern day Curation Program, its evolution over nearly two decades, issues encountered, and lessons learned along the way -- particularly the importance of upper management advocacy, when and how identification efforts should be accomplished, the challenges of working within a radiological setting, and the importance of first hand information -- are presented.

The mow mutation is located in the UXS dimer interface ~16 Å away from the active site, suggesting an indirect effect on the enzyme mechanism. We have examined the structural and catalytic consequences of the mow mutation (R236H) in the soluble fragment of human UXS (hUXS), which shares 93% sequence identity with the zebrafish enzyme. In solution, hUXS dimers undergo a concentration-dependent association to form a tetramer. Sedimentation velocity studies show that the R236H substitution induces the formation of a new hexameric species. Using two new crystal structures of the hexamer, we show that R236H and R236A substitutions cause a local unfolding of the active site that allows for a rotation of the dimer interface necessary to form the hexamer. The disordered active sites in the R236H and R236A mutant constructs displace Y231, the essential acid/base catalyst in the UXS reaction mechanism. The loss of Y231 favors an abortive catalytic cycle in which the reaction intermediate, UDP-α-D-4-keto-xylose, is not reduced to the final product, UDP-α-D-xylose. Surprisingly, the mow-induced hexamer is almost identical to the hexamers formed by the deeply divergent UXS homologues from Staphylococcus aureus and Helicobacter pylori (21% and 16% sequence identity, respectively). The persistence of a latent hexamer-building interface in the human enzyme suggests that the ancestral UXS may have been a hexamer.

    When the nation's top scientists and military leaders converged on Los Alamos, New Mexico in the 1943, to work on the Manhattan Project, the facilities they used to conduct their top-secret work were quickly constructed and located in the middle of what eventually became the Los Alamos town site. After one of these early facilities caught on fire, it seemed wise to build labs and production facilities farther away from the homes of the town's residents. They chose to build facilities on what was then known as Delta Prime (DP) Mesa and called it Technical Area 21, or TA-21. With wartime urgency, a number of buildings were built at TA-21, some in as little as a few months. Before long, DP Mesa was populated with several nondescript metal and cinder-block buildings, including what became, immediately following the war, the world's first plutonium production facility. TA-21 also housed labs that used hazardous chemicals and analyzed americium, tritium and plutonium. TA-21 was a bustling center of research and production for the next several decades. Additional buildings were built there in the 1960's, but by the 1990's many of them had reached the end of their service lives. Labs and offices were moved to newer, more modern buildings. When Los Alamos National Laboratory received $212 million in funding from the American Recovery and Reinvestment Act in July 2009 for environmental cleanup projects, about $73 million of the funds were earmarked to decontaminate and demolish 21 of the old buildings at TA-21. Although some D and D of TA-21 buildings was performed in the 1990's, many of the facilities at DP Site remained relatively untouched for nearly three decades following their final operational use. In 2006, there were over three dozen buildings or structures on the mesa to be removed so that soil cleanup could be completed (and the land made available for transfer and reuse).     All modern tank units are equipped with an apparatus that is capable of making or producing smoke. Smoke clouds are much more effective than dust clouds. However, regardless of whether a smoke round is fired from a launcher tube at the front top of the vehicle, or created using the exhaust system at the rear of the vehicle, both systems are located at a fixed point. The flow of dust can also be used to carry toxic chemical contaminants instead of just being used as a stream of falling particles. Biological and radiological contaminants and agents are also a possibility for use. Upon discovery of the occurrence of chemical attack, the contaminated materials or personnel could be covered with the dust particles and let these dust particles absorb the contaminants. Of course this can only be done externally.

    This article describes a former Soviet weapons plant which is converted to produce cryogenic vessels and other peaceful cylinders. In 1995, Byelocorp Scientific Inc. (BSI), a New York-based firm that specializes in transferring technologies developed in the former Soviet Union, began converting a huge military defense plant in Kazakhstan into civilian-industrial use. The nearly 750,000-square-foot factory in Almaty, the capital of the former Soviet republic, was previously used to manufacture torpedo shells and ballistic rocket casings. The old defense plant, which was known as Gidromash, will now manufacture cylinders of a kinder, gentler variety--cryogenic vessels. The Kazakhstan operation is being managed jointly with Supco Srl., an Italian manufacturing, engineering, and construction company. With financing from the US Department of Defense, BSI, Supco, and the Kazakhstan government, a new joint venture called Byelkamit (a combination of Byelocorp, Kazakhstan, America, and Italy) was established.

    The paper describes the heavy damages caused by blasting in the Peruca rockfill dam in Croatia in January 1993. Complete collapse of the dam by overtopping was prevented through quick action of the dam owner by dumping clayey gravel on the lowest sections of the dam crest and opening the bottom outlet of the reservoir, thus efficiently lowering the water level. After the damages were sufficiently established and alternatives for restoration of the dam were evaluated, it was decided to construct a diaphragm wall through the damaged core in the central dam part as the impermeable dam element and to rebuild the central clay core at the dam abutments. Reconstruction works are described.

    This paper reports that at the end of its war with Iraq, Iran embarked on an urgent program to restore its productive capacity. This effort has been hindered by lack of hard currency and, hence, technology, parts, equipment, etc. Iran has been trying to improve relations with the U.S, over the past two years. Recently, the embargo on importing Iranian crude into the U.S. was lifted. Over the past year and a half, Iran accumulated enough money to resume imports of U.S. and other foreign drilling equipment. However, drilling has remained at a low level. Also, efforts to boost output have been slowed by war damage both on and offshore---particularly the latter---and serious BHP declines in major onshore fields that can only be corrected by ultra- high cost gas injection projects. Currently, large injection projects are only operating in three major fields: Gachsaran, Ahwaz and Marun.

    Economic policy in four oil-producing countries is analyzed within a framework that combines a qualitative assessment of the policy-making process with an empirical formulation based on historical and current trends in these countries. The concept of absorptive capacity is used to analyze the optimum rates of petroleum production in Iran, Iraq, Saudi Arabia, and Kuwait. A control solution with an econometric model is developed which is then modified for alternative development strategies based on analysis of factors influencing production decisions. The study shows the consistencies and inconsistencies between the goals of economic growth, oil production, and exports, and the constraints on economic development. Simulation experiments incorporated a number of the constraints on absorptive capacity. Impact of other constraints such as income distribution and political stability is considered qualitatively.     This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    This report provides the U.S. Department of Energy, Nevada Operations Office with the documentation necessary to establish the Frenchman Flat Historic District on the Nevada Test Site (NTS). It includes a list of historic properties that contribute to the eligibility of the district for inclusion in the National Register of Historic Places (NRHP) and provides contextual information establishing its significance. The list focuses on buildings, structures and features associated with the period of atmospheric testing of nuclear weapons on the NTS between 1951 and 1962. A total of 157 locations of buildings and structures were recorded of which 115 are considered to be eligible for the NRHP. Of these, 28 have one or more associated features which include instrumentation supports, foundations, etc. The large majority of contributing structures are buildings built to study the blast effects of nuclear weaponry. This has resulted in a peculiar accumulation of deteriorated structures that, unlike most historic districts, is best represented by those that are the most damaged. Limitations by radiological control areas, surface exposure and a focus on the concentration of accessible properties on the dry lake bed indicate additional properties exist which could be added to the district on a case-by-case basis.

Retail wheeling`s promise of short-run gains for a few would, ironically, destroy integrated resource processes in place today that guard against a repeat of yesterday`s planning mistakes. The authors argue that retail wheeling is a troubling answer to a mis-diagnosis of yesterday`s problem.     The K East (KE) Basin facilities are located near the north end of the Hanford Site's 100 K area. The facilities were built in 1950 as part of the KE Reactor complex and constructed within 400 meters of the Columbia River, which is the largest river in the Pacific Northwest and by volume the fourth largest river in the United States. The basin, located adjacent to the reactor, was used for the underwater storage of irradiated nuclear fuel discharged from the reactor. The basin was covered by a superstructure comprising steel columns and beams, concrete, and cement asbestos board (CAB) siding. The project's mission was to complete demolition of the structure over the K East basin within six months of tumover from facility deactivation activities. The demolition project team implemented open-air demolition techniques to demolish the facility to slab-on-grade. Several innovative techniques were used to control contamination and maintain contamination control within the confines of the demolition exclusion zone. The techniques, which focused on a defense-in-depth approach, included spraying fixatives on interior and exterior surfaces before demolition began; applying fixatives; misting using a fine spray of water during demolition; and demolishing the facility systematically. Another innovation that aided demolition was to demolish the building with the non-friable CAB remaining in place. The CAB siding covered the exterior of the building, portions of the interior walls, and was an integral part of the multiple layered roof. The project evaluated the risks involved in removing the CAB material in a radiologically contaminated environment and determined that radiological dose rates and exposure to radiological contamination and industrial hazards would be significantly reduced by removing the CAB during demolition using heavy equipment. The ability to perform this demolition safely and without spreading contamination (radiological or asbestos) demonstrates that similar open-air demolition ofcontaminated structures can be performed successfully.

    We present an architectural framework for the use of a hybrid simulation model of enterprise-wide operations used to develop system-level insight into the U.S. Department of Energy's (DOE) environmental cleanup of legacy nuclear waste at the Savannah River Site. We use this framework for quickly exploring policy and architectural options, analyzing plans, addressing management challenges and developing mitigation strategies for DOE Office of Environmental Management (EM). The socio-technical complexity of EM's mission compels the use of a qualitative approach to complement a more a quantitative discrete event modeling effort. We use this model-based analysis to pinpoint pressure and leverage points and develop a shared conceptual understanding of the problem space and platform for communication among stakeholders across the enterprise in a timely manner. This approach affords the opportunity to discuss problems using a unified conceptual perspective and is also general enough that it applies to a broad range of capital investment/production operations problems.     This journal article analyzes nuclear and security related events of the past 15 years to illustrate the changes in geopolitics and the shifting balance of power following the collapse of the Soviet Union. Reflection upon these events establishes the context for strengthening the nonproliferation regime. The author concludes that post Soviet communism hastened the movement towards a unipolar system with hegemonic power vested in the United States, and this geopolitical imbalance fostered insecurities and greater threats. Multilateral cooperation and commitment from the US would help this leader achieve its goal of security through increased global confidence in the international system.

    The US Department of Energy (DOE) has guided the Uranium Mill Tailings Remedial Action (UMTRA) Project through its first 10 years of successful remediation. The Uranium Mill Tailings Radiation Control Act (UMTRCA), passed in 1978, identified 24 uranium mill tailings sites in need of remediation to protect human health and the environment from the residual contamination resulting from the processing of uranium ore. The UMTRCA was promulgated in two titles: Title 1 and Title 2. This paper describes the regulatory structure, required documentation, and some of the technical approaches used to meet the Act`s requirements for managing and executing the $1.4 billion project under Title 1. Remedial actions undertaken by private industry under Title 2 of the Act are not addressed in this paper. Some of the lessons learned over the course of the project`s history are presented so that other countries conducting similar remedial action activities may benefit.

  15. Cleaning up the Legacy of the Cold War: Plutonium Oxides and the Role of Synchrotron Radiation Research

    The deceptively simple binary formula of AnO2 belies an incredibly complex structural nature, and propensity to form mixed-valent, nonstoichiometric phases of composition AnO2±x. For plutonium, the very formation of PuO2+x has challenged a long-established dogma, and raised fundamental questions for long-term storage and environmental migration. This presentation covers two aspects of Los Alamos synchrotron radiation studies of plutonium oxides: (1) the structural chemistry of laboratory-prepared AnO2+x systems (An = U, Pu; 0 ≤ x ≤ 0.25) determined through a combination of x-ray absorption fine structure spectroscopy (XAFS) and x-ray scattering of laboratory prepared samples; and (2) the application of synchrotron radiation towards the decontamination and decommissioning of the Rocky Flats Environmental Technology Site. Making the case for particle transport mechanisms as the basis of plutonium and americium mobility, rather than aqueous sorption-desorption processes, established a successful scientific basis for the dominance of physical transport processes by wind and water. The scientific basis was successful because it was in agreement with general theory on insolubility of PuO2 in oxidation state IV, results of ultrafiltration analyses of field water/sediment samples, XAFS analyses of soil, sediment, and concrete samples, and was also in general agreement with on-site monitoring data. This understanding allowed Site contractors to rapidly move to application of soil erosion and sediment transport models as the means of predicting plutonium and americium transport, which led to design and application of site-wide soil erosion control technology to help control downstream concentrations of plutonium and americium in streamflow.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

    The main objective of this study is to contribute toward an analytical and empirical work on the oil-based developing economy of Iran. It focuses on the aggregate behavior of the Iranian economy through a simple linear econometric model. After a survey of the literature on the theoretical framework of macroeconomic models for the developing countries in general, and for the oil-exporting developing countries in particular, a linear econometric model for the Iranian economy if formulated and its logical and economic aspects are explained. The proposed model consists of basic consumption, production, foreign trade, and employment relationship. Results obtained from the estimation of the consumption functions seem to indicate that the aggregate Iranian consumption behavior can be best explained by Fiedman's Permanent Income Hypothesis. In general, the results of this study demonstrate that the links between different sectors of the Iranian economy are very weak and the import-substitution strategy of the government during the period of study failed to establish a genuine domestic industrial base and to reduce its dependence on foreign resources.

Hostile groups and nations have tried - or have been able - to obtain these weapons, the technology, and homegrown ability to make them or ballistic missiles that can deliver the massive annihilation, poison, and death of these weapons hundreds of miles away. For rogue nations, these weapons are a ticket to power, stature, and confidence in regional war.

The petroleum policy has changed from a position of no foreign participation to a position that includes a desire for foreign participation, the text of a model contract, and an attempt to introduce new technologies in the upstream sector. This report provides an overview of the key issues facing the Iranian oil industry and the economic context in which the oil industry is operating in Iran. It describes the evolution of policies meant to move the oil industry toward the free market; it discusses Iran`s oil trading partners, the outlook for refining and project investments, and current and likely future developments in the natural gas and petrochemical sectors. In short, the report provides an up-to-date assessment of the Iranian petroleum sector and its likely evolution in the future.
