    Although the global financial crisis of 2008/2009 has slowed wind power development in general, the crisis has, in several respects, been a blessing in disguise for community wind project development in the United States. For xample, the crisis-induced slowdown in the broader commercial wind market has, for the first time since 2004, created slack in the supply chain, creating an opportunity for shovel-ready community wind projects to finally proceed towards onstruction. Many such projects had been forced to wait on the sidelines as the commercial wind boom of 2005-2008 consumed virtually all available resources needed to complete a wind project (e.g., turbines, cranes, contractors).

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    This document is one of a series of reports estimating the benefits of deploying technologies similar to those implemented on the Smart Grid Investment Grant (SGIG) projects. Four technical reports cover the various types of technologies deployed in the SGIG projects, distribution automation, demand response, energy storage, and renewables integration. A fifth report in the series examines the benefits of deploying these technologies on a national level. This technical report examines the impacts of a limited number of demand response technologies and implementations deployed in the SGIG projects.

    This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The program’s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread “gold-plating” or performance problems.

    Renewable power technologies are inherently capital-intensive, often (but not always) with relatively high construction costs and low operating costs. For this reason, renewable power technologies are typically more sensitive to the availability and cost of financing than are natural gas power plants, for example. In the United States, the bulk of renewable project finance in recent years has been provided by 'tax equity investors' (typically large investment banks and insurance companies) who partner with project developers through highly specialized financing structures (Bolinger, 2009; Cory et al., 2008; Harper et al., 2007). These structures have been designed primarily to capitalize on federal support for renewable power technologies, which has historically come in the form of tax credits and accelerated depreciation deductions. The number of tax equity investors active in the renewable power market has declined precipitously, however, as a result of the financial crisis that began unfolding across the globe in the summer of 2008. The resulting shortage and increased cost of project financing has, in turn, slowed the development of new renewable power projects, leading to layoffs throughout the entire industry supply chain. In recognition of the fact that tax-based policy incentives are not particularly effective when tax burdens are shrinking or non-existent, Congress included several provisions in 'The American Recovery and Reinvestment Act of 2009' (ARRA 2009) designed to make federal incentives for renewable power technologies more useful. Among these provisions is one that allows projects eligible to receive the production tax credit ('the PTC', see Text Box 1) to instead elect the investment tax credit ('the ITC', see Text Box 2). Another provision enables ITC-eligible projects (which now include most PTC-eligible renewable power projects) to instead receive--for a limited time only--a cash grant of equivalent value.     Despite recent efforts in a number of developing countries to promote energy conservation (EC) and efficiency, only a fraction of EC potential has been captured, especially for projects that require significant investments. The document analyzes EC efforts in 11 countries where energy audit and/or feasibility study programs have been carried out (Bangladesh, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jordan, Pakistan, Panama, the Philippines, and Sri Lanka), covering some 1,500 EC projects involving 242 industrial companies. Cost and length of payback seem to be the determining factors for companies considering EC measures; no-cost or low-cost projects with paybacks of less than a year (such as power factor improvement projects) had the highest rate of implementation, while expensive, complicated projects (e.g., cogeneration or fuel substitution projects) were most often rejected. The document concludes, however, that the rate of implementation of EC programs has been quite high, and recommends that inexpensive, short-term projects be featured in future EC programs and increased levels of TA and financial assistance be made available to companies implementing long-term EC measures.

    Fuel Cells at the Crossroads examines financial community and fuel cell industry views on the investment climate for the fuel cell industry. It also explores the investment history of the US fuel cell industry and projects potential future job creation. The scope of the study included the transportation, stationary power generation and portable sectors. Interviews were conducted with industry and financial experts. The results of the interviews provide a snapshot of industry perspective just prior to President Bush's endorsement of a hydrogen economy in his 2003 State of the Union address. In April 2003, we conducted a spot check to test whether the State of the Union address had changed opinions. We found little change among the financial and investment communities, but some guarded new optimism among industry leaders. The general outlook of our sample was cautiously hopeful. There is no question, however, that the current climate is one of great uncertainty, particularly when compared with the enthusiasm that existed just a few years ago. Among other things: (1) Respondents generally believed that the energy industry will undergo profound change over the next few decades, resulting in some form of hydrogen economy. They acknowledged, however, that huge technology and cost hurdles must be overcome to achieve a hydrogen economy. (2) Respondents were worried about the future of the industry, including timeframes for market development, foreign competition, technical problems, and the current poor investment environment. (3) Respondents generally believed that the US federal government must provide strong leadership to ensure American leadership in the fuel cell industry. They believe that governments in Europe and Japan are highly committed to fuel cells, thus providing European and Japanese companies with significant advantages. (4) Respondents frequently mentioned several areas of concern, including the situation in Iraq, the increased commitment to fuel cells in

    This paper has the aim to give a general overview of the api Energia IGCC project starting from the project background in 1992 and ending with the progress of construction. api Energia S.p.A., a joint VENTURE between api anonima petroli italiana S.p.A., Roma, Italy (51%), ABB Sae Sadelmi S.p.A., Milano, Italy (25%) and Texaco Development Corporation (24%), is building a 280 MW Integrated Gasification Combined Cycle plant in the api refinery at Falconara Marittima, on Italy' s Adriatic coast, using heavy oil residues. The plant is based on the modern concept of employing a highly efficient combined cycle power plant fed with a low heating value fuel gas produced by gasifying heavy refinery residues. This scheme provides consistent advantages in terms of efficiency and environmental impact over alternative applications of the refinery residues. The electric power produced will feed the national grid. The project has been financed using the ``project financing'' scheme: over 1,000 billion Lira, representing 75% of the overall capital requirement, have been provided by a pool of international banks. In November 1996 the project reached financial closure and immediately after the detailed design and procurement activities started. Engineering, Procurement and Construction activities, carried out by a Consortium of companies of the ABB group, are totally in line with the schedule. Commercial operation of the plant, is scheduled for November 1999.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

    Issues in reconfigurability and adaptability in heterogeneous distributed systems for high-performance computing are the focus of the work funded by this grant. Our efforts are part of an ongoing research project in metacomputing and are a follow on to the DOE funded PVM system that has witnessed over a decade of use at numerous institutions worldwide. The current project, termed Harness, investigates novel methodologies and tools for distributed metacomputing, focusing on dynamically reconfigurable software frameworks. During the first phase, we defined the metacomputing architecture embodied in Harness and developed prototype subsystems as proof of concept exercises. Subsequently, we designed and developed a complete software framework manifesting the Harness architecture, and also developed several tools and subsystems that demonstrated the viability and effectiveness of our proposed model for next generation metacomputing. We then used this substrate to emulate multiple programming environments on Harness, and conducted performance evaluation and tuning exercises. The main research results from these efforts include the establishment of software metacomputing systems as viable and cost-effective alternatives to MPPs; the demonstration of dynamic and reconfigurable platforms as effective methods of tailoring parallel computing environments; the development of methodologies to construct plugin modules for component-based distributed systems; contributions to performance modeling and optimization in emulated software environments; and software architectures for multi- and mixed-paradigm parallel distributed computing. In response, Congress established the Treasury grant program pursuant to Section 1603 of the American Recovery and Reinvestment Act (Section 1603 Program) to offer a cash payment in lieu of a production and investment tax credit. This study addresses the likely project financing and market impacts from the expiration of the Section 1603 Program. The authors assembled an array of insights offered by financial executives active in the renewable energy (RE) market during conference panel discussions and in presentations, direct interviews, and email correspondences. This analysis found that the Section 1603 Program alleviated the need to monetize the tax credit incentives through specialized investors, helped lower the transaction and financing costs associated with renewable electricity projects, and generally supported an extensive build-out of renewable power generation capacity. With the expiration of the Section 1603 Program, smaller or less-established renewable power developers will have more difficulty attracting needed financial capital and completing their projects, development of projects relying on newer or 'innovative' technologies will likely slow as traditional tax equity investors are known to be highly averse to technology risk in the projects they fund, and, finally, projects relying on tax equity may be more expensive to develop due to higher transaction costs and potentially higher yields required to attract tax equity.

    The Idaho Energy Division issued a Request for Proposal (RFP) on March 14, 2006, inviting qualified licensed fuel wholesalers, fuel retailers, and vehicle fleet operators to provide proposals to construct and/or install infrastructure for biodiesel utilization in Idaho. The intent was to improve the ability of private and/or non-Federal public entities in Idaho to store, transport, or offer for sale biodiesel within the state. The RFP provided up $100,000 for co-funding the projects with a minimum 50% cash cost match. Four contracts were subsequetnly awarded that resulted in three new bidodiesel storage facilities immediately serving about 45 fueling stations from Sandpoint to Boise. The project also attracted considerable media attention and Idaho became more knowledgeable about biodiesel.

    Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investors were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well

    The Residential Solar Data Center project staff in the Center for Building Technology, National Bureau of Standards, has been responsible for the establishment and operation of a computerized data base containing non-instrumented residential data generated by the Solar Heating and Cooling Demonstration Program sponsored by the Department of Energy (DoE) and the Department of Housing and Urban Development (HUD). This document includes computer reports of data contained in the Grant file, one of six computer files comprising the data base. These reports contain data recorded on applications submitted to HUD by organizations or individual builders applying for grants to build solar energy systems in new and/or existing homes. Approximately 668 grants have been awarded in six award cycles.

    The Tobin-Markowitz portfolio selection model is used to test two hypotheses: (1) the oil price increase of 1973-74 altered the structure of oil industry risks and returns in favor of certain types of research and investment; (2) the altered structure of risks and their correlations affected the allocation of funds to capital investment and research and development in the oil industry. To test these hypotheses, the efficient frontiers of investment and R and D projects for a representative firm in the oil industry are derived empirically, pre-embargo and post-embargo. In deriving the efficient frontiers, the Tobin-Markowitz model is altered to account for an asset whose supply to the industry if fixed and whose price is determined endogenously from the portfolio selection model itself. This asset is an offshore oil tract. The government fixes the supply of offshore oil tracts to the industry, for which the firms submit sealed bids. Because the returns to investment in offshore oil covary with the returns to other types of industry investment and R and D, firms determine the price to bid for a tract in conjunction with the allocation of funds to all of the firm's projects. Both the actual expenditure shares by the industry and those predicted by the model showed an increased share of the portfolio devoted to offshore oil investment and a decreased share to other projects after the embargo.

    Computer simulation has become increasingly important in many scientiï¬ c disciplines, but its performance and scalability are severely limited by the memory throughput on today's computer systems. With the support of this grant, we ï¬ rst designed training-based prediction, which accurately predicts the memory performance of large applications before their execution. Then we developed optimization techniques using dynamic computation fusion and large-scale data transformation. The research work has three major components. The ï¬ rst is modeling and prediction of cache behav- ior. We have developed a new technique, which uses reuse distance information from training inputs then extracts a parameterized model of the program's cache miss rates for any input size and for any size of fully associative cache. Using the model we have built a web-based tool using three dimensional visualization. The new model can help to build cost-effective computer systems, design better benchmark suites, and improve task scheduling on heterogeneous systems. The second component is global computation for improving cache performance. We have developed an algorithm for dynamic data partitioning using sampling theory and probability distribution. Recent work from a number of groups show that manual or semi-manual computation fusion has signiï¬ cant beneï¬ ts in physical, mechanical, and biological simulations as well as information retrieval and machine veriï¬ cation. We have developed an au- tomatic tool that measures the potential of computation fusion. The new system can be used by high-performance application programmers to estimate the potential of locality improvement for a program before trying complex transformations for a speciï¬ c cache system. The last component studies models of spatial locality and the problem of data layout. In scientific programs, most data are stored in arrays.     Fenestration systems have numerous impacts upon the performances of buildings, including view, illumination, thermal gains and losses, and energy performance. These impacts can be positive or negative. Excellent energy savings and occupant satisfaction and productivity, and poor energy performance can result from bad design. The definition of proper fenestration design is not an easy one, since there are so many variables involved and because of the growing variability of fenestration products available. The vendors of these products make performance claims aimed at a variety of performance goals, but the list of issues addressed is seldom complete and comprehensive. Better characterization of the instantaneous energy and other performances of fenestration products is an important first step in increasing the designer's ability to create viable, cost-effective, and energy efficient designs. Next would be improved methods for calculating long-term performances. Finally we need better design tools that will incorporate new knowledge about fenestration performances in ways that enable designers rather than disable them. This report covers work done from the beginning of work on this grant late in 1984 to its end on 30 March 1990. 22 refs., 5 figs.

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs)—both well-established investment structures—should be opened up to renewable energy investment. MLPs and, more recently, REITs have a proven track record for promoting oil, gas, and other traditional energy sources. When extended to renewable energy projects these tools will help promote growth, move renewables closer to subsidy independence, and vastly broaden the base of investors in America’s energy economy. The extension of MLPs and REITs to renewables enjoys significant support from the investment and clean energy communities. In addition, MLPs for renewables also enjoy bipartisan political backing in Congress.

    In a traditional Black–Scholes market we develop a verification theorem for a general class of investment and consumption problems where the standard dynamic programming principle does not hold. The theorem is an extension of the standard Hamilton–Jacobi–Bellman equation in the form of a system of non-linear differential equations. We derive the optimal investment and consumption strategy for a mean-variance investor without pre-commitment endowed with labor income. In the case of constant risk aversion it turns out that the optimal amount of money to invest in stocks is independent of wealth. The optimal consumption strategy is given as a deterministic bang-bang strategy. In order to have a more realistic model we allow the risk aversion to be time and state dependent. Of special interest is the case were the risk aversion is inversely proportional to present wealth plus the financial value of future labor income net of consumption. Using the verification theorem we give a detailed analysis of this problem. It turns out that the optimal amount of money to invest in stocks is given by a linear function of wealth plus the financial value of future labor income net of consumption. The optimal consumption strategy is again given as a deterministic bang-bang strategy. We also calculate, for a general time and state dependent risk aversion function, the optimal investment and consumption strategy for a mean-standard deviation investor without pre-commitment. In that case, it turns out that it is optimal to take no risk at all.

    The purpose of this report is to describe and to characterize the decision process in the nonresidential building sector as well as the variables influencing energy investment decisions, both of which impact the development of R and D agendas for the Office of Building and Community Systems (BCS). The report reviews the available information on the factors that influence energy investment decisions and identifies information gaps where additional research is needed. This report focuses on variables and combinations of these variables (descriptive states) that influence the non residential energy investment decision maker. Economic and demographic descriptors, energy investment decision maker characteristics, and variables affecting energy investments are identified. This response examines the physical characteristics of buildings, characteristics of the legal environment surrounding buildings, demographic factors, economic factors, and decision processes, all of which impact the nonresidential energy investment market. The emphasis of the report is on providing possible methodologies for projecting the future of the nonresidential energy investment market, as well as, collecting the data necessary for such projections. The use of alternate scenarios is suggested as a projection tool and suggestions for collecting the appropriate data are made in the recommendations.

    This document reports on the results of a peer review and evaluation of studies made of potential uses of assets from the terminated Superconducting Super Collider (SSC) project. These project definition studies focused on nine areas of use of major assets and facilities at the SSC site near Waxahachie, Texas. The studies were undertaken as part of the effort to maximize the value of the investment made in the SSC and were supported by two sets of grants, one to the Texas National Research Laboratory Commission (TNRLC) and the second to various universities and other institutions for studies of ideas raised by a public call for expressions of interest. The Settlement Agreement, recently signed by the Department of Energy (DOE) and TNRLC, provides for a division of SSC property. As part of the goal of maximizing the value of the SSC investment, the findings contained in this report are thus addressed to officials in both the Department and TNRLC. In addition, this review had several other goals: to provide constructive feedback to those doing the studies; to judge the benefits and feasibility (including funding prospects) of the projects studied; and to help worthy projects become reality by matching projects with possible funding sources.

The studies were undertaken as part of the effort to maximize the value of the investment made in the SSC and were supported by two sets of grants, one to the Texas National Research Laboratory Commission (TNRLC) and the second to various universities and other institutions for studies of ideas raised by a public call for expressions of interest. The Settlement Agreement, recently signed by the Department of Energy (DOE) and TNRLC, provides for a division of SSC property. As part of the goal of maximizing the value of the SSC investment, the findings contained in this report are thus addressed to officials in both the Department and TNRLC. In addition, this review had several other goals: to provide constructive feedback to those doing the studies; to judge the benefits and feasibility (including funding prospects) of the projects studied; and to help worthy projects become reality by matching projects with possible funding sources.

    The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% versus about 33% efficiency for current Light Water Reactors [LWRs]) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus, the need for a pressurizer, steam generators, steam separators, and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies: LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which are also in use around the world. The reference SCWR design for the U.S. program is a direct cycle system operating at 25.0 MPa, with core inlet and outlet temperatures of 280 and 500 C, respectively. The coolant density decreases from about 760 kg/m3 at the core inlet to about 90 kg/m3 at the core outlet. The inlet flow splits with about 10% of the inlet flow going down the space between the core barrel and the reactor pressure vessel (the downcomer) and about 90% of the inlet flow going to the plenum at the top of the rector pressure vessel, to then flow down through the core in special water rods to the inlet plenum. Here it mixes with the feedwater from the downcomer and flows upward to remove the heat in the fuel channels. This strategy is employed to provide good moderation at the top of the core. The coolant is heated to about 500 C and delivered to the turbine.     This paper presents a method for evaluation of investments in small-scale wind power under uncertainty. It is assumed that the price of electricity is uncertain and that an owner of a property with wind resources has a deferrable opportunity to invest in one wind power turbine within a capacity range. The model evaluates investment in a set of projects with different capacity. It is assumed that the owner substitutes own electricity load with electricity from the wind mill and sells excess electricity back to the grid on an hourly basis. The problem for the owner is to find the price levels at which it is optimal to invest, and in which capacity to invest. The results suggests it is optimal to wait for significantly higher prices than the net present value break-even. Optimal scale and timing depend on the expected price growth rate and the uncertainty in the future prices.

    To overcome the hurdles associated with introducing a new technology, Enerkem applied to the US DOE for grant assistance with its Pontotoc, Mississippi, biorefinery under the DOE’s Demonstration of Integrated Biorefinery Operations FOA. Consistent with Enerkem’s strategic approach, the project proposed uses post sorted municipal solid waste blended with other forest residue. The proposed biorefinery is to be located within the boundaries of a working landfill, thus simplifying many aspects of environmental permitting while also reducing feedstock acquisition and transportation costs. An economic impact analysis was conducted using an adaptation of the US Department of Energy’s JEDI (Jobs and Economic Development Impact) model for an ethanol-producing biorefinery. The JEDI model, which does not have a thermochemical processing option, had to be configured to reflect a biomass feedstock and was thus adapted by Enerkem to account for the unique feedstock requirements and operations of the Project. According to this model, development, construction, and 2 years of operation of the biorefinery require an investment of approximately $140 million. Also, a construction period of 18 months will create significant direct and indirect employment. Indirect employment includes steel manufacturers, construction materials manufacturers, material shipping, equipment manufacturers and fabrication, etc. During the construction phase of the Project, 210 total jobs are expected to be created, including 145 direct jobs and 72 indirect or induced jobs. During the operating period, 131 jobs would be created, 95 of which are direct. It is anticipated that the project will create at least 10 new jobs (included in the above figures and in addition to the JEDI data) in the sorting and recycling sector, since the project will require operations in sorting MSW since valuable ferrous, nonferrous and recyclable plastic materials will be sorted from MSW as part of the process that isolates

    This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.
