    Competitive bidding has emerged as the dominant method for procuring new resources by US utilities. In New York, the Public Service Commission (NYPSC) ordered the state`s seven investor-owned utilities to develop bidding programs to acquire supply and DSM resource options. Utilities were allowed significant discretion in program design in order to encourage experimentation. Competitive bidding programs pose formidable policy, design, and management challenges for utilities and their regulators. Yet, there have been few detailed case studies of bidding programs, particularly of those utilities that take on the additional challenge of having supply and DSM resources compete head-to-head for a designated block of capacity. To address that need, the New York State Energy Research and Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy`s Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the bidding programs of two utilities that tested the integrated ``all-sources`` approach. This study focuses primarily on Consolidated Edison Company of New York`s (Con Edison) bidding program; an earlier report discusses our review of Niagara Mohawk`s program (Goldman et al 1992). We reviewed relevant Commission decisions, utility filings and signed contracts, interviewed utility and regulatory staff, surveyed DSM bidders and a selected sample of DSM non-bidders, and analyzed the bid evaluation system used in ranking bids based on detailed scoring information on individual bids provided by Con Edison.

    This report discusses research efforts from the first year of a project analyzing the impacts of high penetration levels of photovoltaic (PV) resources interconnected onto Southern California Edison's (SCE's) distribution system. SCE will be interconnecting a total of 500 MW of commercial scale PV within their service territory by 2015. This Year 1 report describes the need for investigating high-penetration PV scenarios on the SCE distribution system; discusses the necessary PV system modeling and distribution system simulation advances; describes the available distribution circuit data for the two distribution circuits identified in the study; and discusses the additional inverter functionality that could be implemented in order to specifically mitigate some of the undesirable distribution system impacts caused by high-penetration PV installations.

    McDonnell Douglas Astronautics Company (MDAC) and United Stirling AB of Sweden (USAB) formed a joint venture in 1982 to develop and produce a Stirling dish solar generating system. In this report, the six year development and testing program continued by the Southern California Edison Company (SCE) is described. Each Stirling dish module consists of a sun tracking dish concentrator developed by the MDAC and a Stirling engine driven power conversion unit (PCU) developed by USAB. The Stirling dish system demonstrated twice the peak and daily solar-to-electric conversion efficiency of any other system then under development. This system continues to set the performance standard for solar to electric systems being developed in the early 1990`s. Test data are presented and used to estimate the performance of a commercial system.

    This paper is intended to provide information about the ongoing decommissioning tasks at Detroit Edison's Fermi 1 plant, and in particular, the work being performed to prepare the reactor for removal and disposal. In 1972 Fermi 1 was shutdown and the fuel returned to the Atomic Energy Commission. By the end of 1975, a retirement plan was prepared, the bulk sodium removed, and the plant placed in a safe store condition. The plant systems were left isolated with the sodium containing systems inert with carbon dioxide in an attempt to form a carbonate layer, thus passivating the underlying reactive sodium. In 1996, Detroit Edison determined to evaluate the condition of the plant and to make recommendations in relation to the Fermi 1 future plans. At the end of 1997 approval was obtained to remove the bulk asbestos and residual alkali-metals (i.e., sodium and sodium potassium (NaK)). In 2000, full nuclear decommissioning of the plant was approved. To date, the bulk asbestos insulation has been removed, and the only NaK remaining is located in six capillary instrument tubes. The remaining sodium is contained within the reactor, two of the three primary loops, and miscellaneous removed pipes and equipment to be processed. The preferred method for removing or reacting sodium at Fermi 1 is by injecting superheated steam into a heated, nitrogen inert system. The byproducts of this reaction are caustic sodium hydroxide, hydrogen gas, and heat. The decision was made to separate the three primary loops from the reactor for better control prior to processing each loop and the reactor separately. The first loop has already been processed. The main focus is now to process the reactor to allow removal and disposal of the Class C waste prior to the anticipated June 2008 closure of the Barnwell radioactive waste disposal facility located in South Carolina.     The project objective was to create the communication and control system, the process and the economic procedures that will allow owners (e.g., residential, commercial, industrial, manufacturing, etc.) of Distributed Energy Resources (DER) connected in parallel to the electric distribution to have their resources operated in a manner that protects the electric utility distribution network and personnel that may be working on the network. The Distribution Engineering Workstation (DEW) (a power flow and short circuit modeling tool) was modified to calculate the real-time characteristics of the distribution network based on the real-time electric distribution network information and provide DER operating suggestions to the Detroit Edison system operators so that regional electric stability is maintained. Part of the suggestion algorithm takes into account the operational availability of DER’s, which is known by the Energy Aggregator, DTE Energy Technologies. The availability information will be exchanged from DTE Energy Technologies to Detroit Edison. For the calculated suggestions to be used by the Detroit Edison operators, procedures were developed to allow an operator to operate a DER by requesting operation of the DER through DTE Energy Technologies. Prior to issuing control of a DER, the safety of the distribution network and personnel needs to be taken into account. This information will be exchanged from Detroit Edison to DTE Energy Technologies. Once it is safe to control the DER, DTE Energy Technologies will issue the control signal. The real-time monitoring of the DECo system will reflect the DER control. Multi-vendor DER technologies’ representing approximately 4 MW of capacity was monitored and controlled using a web-based communication path. The DER technologies included are a photovoltaic system, energy storage, fuel cells and natural gas/diesel internal combustion engine generators.     Customer acceptance of high temperature superconducting (HTS) cable technology requires a substantial field demonstration illustrating both the system's technical capabilities and its suitability for installation and operation within the utility environment. In this project, the world's first underground installation of an HTS cable using existing ductwork, a 120 meter demonstration cable circuit was designed and installed between the 24 kV bus distribution bus and a 120 kV-24 kV transformer at Detroit Edison's Frisbie substation. The system incorporated cables, accessories, a refrigeration system, and control instrumentation. Although the system was never put in operation because of problems with leaks in the cryostat, the project significantly advanced the state-of-the-art in the design and implementation of Warm Dielectric cable systems in substation applications. Lessons learned in this project are already being incorporated in several ongoing demonstration projects.

    Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth.   17. Review of radiological surveys of the General Services Administration's Raritan Depot in Edison, New Jersey

    This report reviews two recent radiological surveys of the General Services Administration (GSA) Raritan Depot in Edison, New Jersey, that were conducted after somewhat elevated levels of radiation were detected within a depot building. The first survey indicated gamma radiation levels were higher than natural background levels in some buildings and identified the probable source of the radiation as gypsum-like building tiles that contained natural uranium-chain radionuclides at a level 20 times higher than other materials. Elevated levels of radon and radon decay products also were detected in some buildings. A follow-on survey was conducted to confirm the January measurements and to measure radiation levels at other locations: additional buildings at the depot, buildings on the Middlesex County College campus, and a possible outdoor disposal site. EPA measurements established that ceiling material is the primary source of the radiation. Radioisotope analysis of the ceiling tile material from buildings with elevated radiation levels showed the presence of radium-226 at levels of approximately 25 picocuries per gram (pCi/g); this material would thus have to be treated as hazardous waste, should it be removed. This report critiques the methodology and results of the two surveys and recommends further action.

  19. Customer Impact Evaluation for the 2009 Southern California Edison Participating Load Pilot

    The 2009 Participating Load Pilot Customer Impact Evaluation provides evidence that short duration demand response events which cycle off air conditioners for less than thirty minutes in a hot, dry environment do not lead to a significant degradation in the comfort level of residents participating in the program. This was investigated using: (1) Analysis of interval temperature data collected from inside residences of select program participants; and (2) Direct and indirect customer feedback from surveys designed and implemented by Southern California Edison at the conclusion of the program season. There were 100 indoor temperature monitors that were acquired by LBNL for this study that transmitted temperature readings at least once per hour with corresponding timestamps during the program season, June-October, 2009. Recorded temperatures were transferred from the onsite telemetry devices to a mesh network, stored, and then delivered to KEMA for analysis. Following an extensive data quality review, temperature increases during each of the thirty demand response test events were calculated for each device. The results are as follows: (1) Even for tests taking place during outside temperatures in excess of 100 degrees Fahrenheit, over 85 percent of the devices measured less than a 0.5 degree Fahrenheit temperature increase indoors during the duration of the event. (2) For the increases that were observed, none was more than 5 degrees and it was extremely rare for increases to be more than 2 degrees. At the end of the testing season SCE and KEMA designed and conducted a survey of the a facilities and public works managers and approximately 100 customers feedback survey to assess the extent the PLP events were noticed or disrupted the comfort level of participants. While only a small sampling of 3 managers and 16 customer surveys were completed, their responses indicate: (1) No customer reported even a moderate level of discomfort from the cycling-off of their air

  20. Summary of Dissimilar Metal Joining Trials Conducted by Edison Welding Institute

    Under the direction of the NASA-Glenn Research Center, the Edison Welding Institute (EWI) in Columbus, OH performed a series of non-fusion joining experiments to determine the feasibility of joining refractory metals or refractory metal alloys to Ni-based superalloys. Results, as reported by EWI, can be found in the project report for EWI Project 48819GTH (Attachment A, at the end of this document), dated October 10, 2005. The three joining methods used in this investigation were inertia welding, magnetic pulse welding, and electro-spark deposition joining. Five materials were used in these experiments: Mo-47Re, T-111, Hastelloy X, Mar M-247 (coarse-grained, 0.5 mm to several millimeter average grain size), and Mar M-247 (fine-grained, approximately 50 {micro}m average grain size). Several iterative trials of each material combination with each joining method were performed to determine the best practice joining method. Mo-47Re was found to be joined easily to Hastelloy X via inertia welding, but inertia welding of the Mo-alloy to both Mar M-247 alloys resulted in inconsistent joint strength and large reaction layers between the two metals. T-111 was found to join well to Hastelloy X and coarse-grained Mar M-247 via inertia welding, but joining to fine-grained Mar M-247 resulted in low joint strength. Magnetic pulse welding (MPW) was only successful in joining T-111 tubing to Hastelloy X bar stock. The joint integrity and reaction layer between the metals were found to be acceptable. This single joining trial, however, caused damage to the electromagnetic concentrators used in this process. Subsequent design efforts to eliminate the problem resulted in a loss of power imparted to the accelerating work piece, and results could not be reproduced. Welding trials of Mar M-247 to T-111 resulted in catastrophic failure of the bar stock, even at lower power. Electro-spark deposition joining of Mo-47Re, in which the deposited material was Hastelloy X, did not have a

    Utility load management programs, including direct load control and interruptible load programs, constitute a large installed base of controllable loads that are employed by utilities as system reliability resources. In response to energy supply shortfalls expected during the summer of 2001, the California Public Utilities Commission in spring 2001 authorized new utility load management programs as well as revisions to existing programs. This report provides an independent review of the designs of these new programs for a large utility (Southern California Edison) and suggests possible improvements to enhance the price responsiveness of the customer actions influenced by these programs. The report also proposes a new program to elicit a mass-market demand response to utility price signals.

    Electric utility power plants account for about one-third of the NO{sub x} and two-thirds of the SO{sub 2} emissions in the US cyclone-fired boilers, while representing about 9% of the US coal-fired generating capacity, emit about 14% of the NO{sub x} produced by coal-fired utility boilers. Given this background, the Environmental Protection Agency, the Gas Research Institute, the Electric Power Research Institute, the Pittsburgh Energy Technology Center, and the Ohio Coal Development Office sponsored a program led by ABB Combustion Engineering, Inc. (ABB-CE) to demonstrate reburning on a cyclone-fired boiler. Ohio Edison provided Unit No. 1 at their Niles Station for the reburn demonstration along with financial assistance. The Niles Unit No. 1 reburn system was started up in September 1990. This reburn program was the first full-scale reburn system demonstration in the US. This report describes work performed during the program. The work included a review of reburn technology, aerodynamic flow model testing of reburn system design concepts, design and construction of the reburn system, parametric performance testing, long-term load dispatch testing, and boiler tube wall thickness monitoring. The report also contains a description of the Niles No. 1 host unit, a discussion of conclusions and recommendations derived from the program, tabulation of data from parametric and long-term tests, and appendices which contain additional tabulated test results.

    The 200-acre Kin-Buc Landfill consists of several inactive disposal areas and is located in Edison Township, Middlesex County, New Jersey. Land use in the area is predominantly industrial and commercial, with some residences within 2 miles north of the site. No drinking water supply wells are located within a 2-mile radius of the site. As a result of an oil spill in 1976, EPA conducted an investigation of the property. In 1980, clean-up activities were initiated under the Clean Water Act and included removal, treatment, and disposal of leachate and drummed waste. The ROD addresses a final remedy for OU2 consisting of the sediment and groundwater in the Edmonds Creek wetlands area, Mill Brook/Martins Creek, Mound B, and the low-lying area. The primary contaminants of concern affecting the sediment and ground water are VOCs, including benzene and xylenes; other organics, including PAHs, PCBs, and pesticides; and metals, including arsenic and lead. The selected remedy for the site are included.

    The Electric Power Research Institute and Pacific Gas and Electric Company are sponsoring a program directed at improving Technical Specifications using risk-based methods. The major objectives of the program are to develop risk-based approaches to improve Technical Specifications and to develop an Interactive Risk Advisor (IRA) prototype. The IRA is envisioned as an interactive system that is available to plant personnel to assist in controlling plant operation. Use of an IRA is viewed as a method to improve plant availability while maintaining or improving plant safety. In support of the program, interviews were conducted at several PWR and BWR plant sites, to elicit opinions and information concerning risk-based approaches to Technical Specifications and IRA requirements. This report presents the results of these interviews, including the functional requirements of an IRA. 2 refs., 6 figs., 2 tabs.

    Pressure Locking is a phenomena which can cause the unseating thrust for a gate valve to increase dramatically from its typical static unseating thrust. This can result in the valve actuator having insufficient capability to open the valve. In addition, this can result in valve damage in cases where the actuator capability exceeds the valve structural limits. For these reasons, a proper understanding of the conditions which may cause pressure locking and thermal binding, as well as a methodology for predicting the unseating thrust for a pressure locked or thermally bound valve, are necessary. This report discusses the primary mechanisms which cause pressure locking. These include sudden depressurization of piping adjacent to the valve and pressurization of fluid trapped in the valve bonnet due to heat transfer. This report provides a methodology for calculating the unseating thrust for a valve which is pressure locked. This report provides test data which demonstrates the accuracy of the calculation methodology.

    The purpose of this Special Analysis (SA) is to determine if the Oak Ridge (OR) Consolidated Edison Uranium Solidification Project (CEUSP) uranium-233 (233U) waste stream (DRTK000000050, Revision 0) is acceptable for shallow land burial (SLB) at the Area 5 Radioactive Waste Management Site (RWMS) on the Nevada National Security Site (NNSS). The CEUSP 233U waste stream requires a special analysis because the concentrations of thorium-229 (229Th), 230Th, 232U, 233U, and 234U exceeded their NNSS Waste Acceptance Criteria action levels. The acceptability of the waste stream is evaluated by determining if performance assessment (PA) modeling provides a reasonable expectation that SLB disposal is protective of human health and the environment. The CEUSP 233U waste stream is a long-lived waste with unique radiological hazards. The SA evaluates the long-term acceptability of the CEUSP 233U waste stream for near-surface disposal as a two tier process. The first tier, which is the usual SA process, uses the approved probabilistic PA model to determine if there is a reasonable expectation that disposal of the CEUSP 233U waste stream can meet the performance objectives of U.S. Department of Energy Manual DOE M 435.1-1, “Radioactive Waste Management,” for a period of 1,000 years (y) after closure. The second tier addresses the acceptability of the OR CEUSP 233U waste stream for near-surface disposal by evaluating long-term site stability and security, by performing extended (i.e., 10,000 and 60,000 y) modeling analyses, and by evaluating the effect of containers and the depth of burial on performance. Tier I results indicate that there is a reasonable expectation of compliance with all performance objectives if the OR CEUSP 233U waste stream is disposed in the Area 5 RWMS SLB disposal units. The maximum mean and 95th percentile PA results are all less than the performance objective for 1,000 y. Monte Carlo uncertainty analysis indicates that there is a high likelihood of

    The purpose of this document is to release, into the Hanford Document Control System, FA1/0991, Sludge Particle Separation Efficiencies for the Rectangular SCS-CON-230 Container, by M. Epstein and M. G. Plys, Fauske & Associates, LLC, June 2009. The Sludge Treatment Project (STP) will retrieve sludge from the 105-K West Integrated Water Treatment System (IWTS) Settler Tanks and transfer it to container SCS-CON-230 using the Settler Tank Retrieval System (STRS). The sludge will enter the container through two distributors. The container will have a filtration system that is designed to minimize the overflow of sludge fines from the container to the basin. FAI/09-91 was performed to quantify the effect of the STRS on sludge distribution inside of and overflow out of SCS-CON-230. Selected results of the analysis and a system description are discussed. The principal result of the analysis is that the STRS filtration system reduces the overflow of sludge from SCS-CON-230 to the basin by roughly a factor of 10. Some turbidity can be expected in the center bay where the container is located. The exact amount of overflow and subsequent turbidity is dependent on the density of the sludge (which will vary with location in the Settler Tanks) and the thermal gradient between the SCS-CON-230 and the basin. Attachment A presents the full analytical results. These results are applicable specifically to SCS-CON-230 and the STRS filtration system's expected operating duty cycles.

    This data package contains the K Basin sludge characterization results obtained by Pacific Northwest National Laboratory during processing and analysis of four sludge core samples collected from Engineered Container SCS-CON-210 in 2010 as requested by CH2M Hill Plateau Remediation Company. Sample processing requirements, analytes of interest, detection limits, and quality control sample requirements are defined in the KBC-33786, Rev. 2. The core processing scope included reconstitution of a sludge core sample distributed among four to six 4-L polypropylene bottles into a single container. The reconstituted core sample was then mixed and subsampled to support a variety of characterization activities. Additional core sludge subsamples were combined to prepare a container composite. The container composite was fractionated by wet sieving through a 2,000 micron mesh and a 500-micron mesh sieve. Each sieve fraction was sampled to support a suite of analyses. The core composite analysis scope included density determination, radioisotope analysis, and metals analysis, including the Waste Isolation Pilot Plant Hazardous Waste Facility Permit metals (with the exception of mercury). The container composite analysis included most of the core composite analysis scope plus particle size distribution, particle density, rheology, and crystalline phase identification. A summary of the received samples, core sample reconstitution and subsampling activities, container composite preparation and subsampling activities, physical properties, and analytical results are presented. Supporting data and documentation are provided in the appendices. There were no cases of sample or data loss and all of the available samples and data are reported as required by the Quality Assurance Project Plan/Sampling and Analysis Plan.

    A treatability test was run during the summer and fall of 1997 to demonstrate the effectiveness of ACT*DE*CON for removing plutonium and thorium from the clay soils around Mound. ACT*DE*CON is a proprietary solution patented by Selentec. The process utilized a highly selective dissolution of the contaminants by the use of a chemical wash. The pilot scale process involved pretreatment of the soil in an attrition scrubber with ACT*DE*CON solution. This blended solution was then passed through a counter-current extraction chamber where additional contact with ACT*DE*CON solution occurred, followed by a rinse cycle. During this process sand was added to aid contact of the solution with the soil particles. The sand is removed during the rinse step and reused. The chelating agent is separated from the contaminant and recycled back into the process, along with the reverse osmosis permeate. The resulting solution can be further treated to concentrate the contaminant. Three different types of environmental soils were tested -- plutonium and thorium contaminated soils with the natural clay content, and plutonium contaminated soils with a high percentage of fine clay particles. The goal of these tests was to reduce the plutonium levels from several hundreds of pCi/g to between 25 and 75 pCi/g and the thorium from a couple hundred pCi/g to less than 5 pCi/g. The results of these four tests are presented along with a discussion of the operating parameters and the lessons learned relating to full scale implementation at Mound as well as other potential applications of this process.

    This paper presents the justification for the approach, details and results of the Main Generator Seal Oil System reliability enhancements on the San Onofre Nuclear Generating Station, SONGS. The SONGS, Unit 3 experienced substantial turbine damage in early 2001 after the turbine bearings lubrication oil supply failed. During a loss of off-site power incident, power was lost to the two AC powered turbine lubrication oil pumps due to a breaker failure in the switchgear and the DC powered emergency bearing lubricating oil pump failed to start due to a breaker trip. The SONGS turbine generators coasted down from full speed to a full stop without lubricating oil. This resulted in significant bearing, journal and steam path damage that required a four-month duration repair outage during a time period where electricity was in short supply in the State of California. The generator hydrogen sealing system remained operable during this event, however it was recognized during the event follow up investigation that this system had vulnerabilities to failure similar to the bearing lubrication system. In order to prevent a reoccurrence of this extremely costly event, SONGS has taken actions to modify both of these critical turbine generator systems by adding additional, continuously operating pumps with a new, independent power source and independently routed cables. The main challenge was to integrate the additional equipment into the existing lubrication and seal oil systems. The lubrication Oil System was the first system to be retro-fitted and these results already have been presented. Reference 2. This paper provides the result of the reliability enhancements for the Main Generator Seal Oil System, which concludes the turbine/generator critical oil systems reliability improvements, performed by SONGS. It is worth noting that the design team discovered and corrected a number of other significant operational issues, which had been present from the early days and also learned a great deal of detailed information about this vital system during the project. The SONGS approach and findings are discussed in this paper, as well as a summary of the work performed. This technical paper will be of interest to utilities with a need to improve turbine generator reliability issues. (authors)

    DOE's mission under the Distributed Energy and Electricity Reliability (DEER) Program is to strengthen America's electric energy infrastructure and provide utilities and consumers with a greater array of energy-efficient technology choices for generating, transmitting, distributing, storing, and managing demand for electric power and thermal energy. DOE recognizes that distributed energy technologies can help accomplish this mission. Distributed energy (DE) technologies have received much attention for the potential energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention has been the desire to reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and other potential impacts on the distribution system. It is important to assess the costs and benefits of DE to consumers and distribution system companies. DOE commissioned this study to assess the costs and benefits of DE technologies to consumers and to better understand the effect of DE on the grid. Current central power generation units vent more waste heat (energy) than the entire transportation sector consumes and this wasted thermal energy is projected to grow by 45% within the next 20 years. Consumer investment in technologies that increase power generation efficiency is a key element of the DOE Energy Efficiency program. The program aims to increase overall cycle efficiency from 30% to 70% within 20 years as well. DOE wants to determine the impact of DE in several small areas within cities across the U.S. Ann Arbor, Michigan, was chosen as the city for this case study. Ann Arbor has electric and gas rates that can substantially affect the market penetration of DE. This case study analysis was intended to: (1) Determine what DE market penetration can realistically be expected, based on consumer investment in combined heat and power systems (CHP) and the effect of utility applied demand response (DR). (2) Evaluate and quantify the impact on the distribution utility feeder from the perspective of customer ownership of the DE equipment. (3) Determine the distribution feeder limits and the impact DE may have on future growth. For the case study, the Gas Technology Institute analyzed a single 16-megawatt grid feeder circuit in Ann Arbor, Michigan to determine whether there are economic incentives to use small distributed power generation systems that would offset the need to increase grid circuit capacity. Increasing circuit capacity would enable the circuit to meet consumer's energy demands at all times, but it would not improve the circuit's utilization factor. The analysis spans 12 years, to a planning horizon of 2015. By 2015, the demand for power is expected to exceed the grid circuit capacity for a significant portion of the year. The analysis was to determine whether economically acceptable implementation of customer-owned DE systems would reduce the peak power demands enough to forestall the need to upgrade the capacity of the grid circuit. The analysis was based on economics and gave no financial credit for improved power reliability or mitigation of environmental impacts. Before this study was completed, the utility expanded the capacity of the circuit to 22 MW. Although this expansion will enable the circuit to meet foreseeable increases in peak demand, it also will significantly decrease the circuit's overall utilization factor. The study revealed that DE penetration on the selected feeder is not expected to forestall the need to upgrade the grid circuit capacity unless interconnection barriers are removed. Currently, a variety of technical, business practice, and regulatory barriers discourage DE interconnection in the US market.

    The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG.     The dragon y topology is becoming a popular choice for build- ing high-radix, low-diameter networks with high-bandwidth links. Even with a powerful network, preliminary experi- ments on Edison at NERSC have shown that for communica- tion heavy applications, job interference and thus presumably job placement remains an important factor. In this paper, we explore the e ects of job placement, job sizes, parallel workloads and network con gurations on network through- put to better understand inter-job interference. We use a simulation tool called Damsel y to model the network be- havior of Edison and study the impact of various system parameters on network throughput. Parallel workloads based on ve representative communication patters are used and the simulation studies on up to 131,072 cores are aided by a new visualization of the dragon y network.

    The objective of this study is to develop a methodology for a probabilistic assessment of the reliability and security of electrical energy distribution networks. This includes consideration of the future grid system, which will rely heavily on the existing digitally based communication infrastructure for monitoring and protection. Another important objective of this study is to provide information and insights from this research to Consolidated Edison Company (Con Edison) that could be useful in the design of the new network segment to be installed in the area of the World Trade Center in lower Manhattan. Our method is microscopic in nature and relies heavily on the specific design of the portion of the grid being analyzed. It extensively models the types of faults that a grid could potentially experience, the response of the grid, and the specific design of the protection schemes. We demonstrate that the existing technology can be extended and applied to the electrical grid and to the supporting communication network. A small subsection of a hypothetical grid based on the existing New York City electrical grid system of Con Edison is used to demonstrate the methods. Sensitivity studies show that in the current design the frequency for the loss of the main station is sensitive to the communication network reliability. The reliability of the communication network could become a more important contributor to the electrical grid reliability as the utilization of the communication network significantly increases in the near future to support ''smart'' transmission and/or distributed generation. The identification of potential failure modes and their likelihood can support decisions on potential modifications to the network including hardware, monitoring instrumentation, and protection systems.

    The increasingly competitive environment of the electric utility business is focusing utilities attention on reducing the cost of electricity generation. By using benchmark indicators, gains are being sought in plant material condition with corresponding improvements in operating efficiency and capacity factor as well as reductions in Operating and Maintenance (O&M) costs. In designing a process for improvement, Consolidated Edison Company of New York, Inc. (Con Edison) plant managers were asked to review and approve objectives and criteria for Fossil Plant Operations. The program methods included optimizing work processes (including material condition, maintenance programs, work control systems, and personnel performance); team building techniques to foster personnel buy-in of the process; and long term cultural change to insure an ongoing continuous improvement process with measurable results. The program begins with a self assessment of each plant based upon the approved Objectives and Criteria. The Criteria and Review Approaches (CRAs) are established by senior management and the review team. The criteria cover Management, Operations, Maintenance, and Support Functions including Technical Support, Training and Qualification, Environmental Compliance, Chemistry, and Safety and Emergency Preparedness. The Assessment is followed by a review of corrective action plans and an interim corrective action review. Annual Assessments are planned to ensure continuous improvement. Emphasis is placed on progress made in maintenance at the fossil stations.

    The U.S. Department of Energy (DOE) has teamed with cities across the country through the Solar America Cities (SAC) partnership program to help reduce barriers and accelerate implementation of solar energy. The New York City SAC team is a partnership between the City University of New York (CUNY), the New York City Mayor s Office of Long-term Planning and Sustainability, and the New York City Economic Development Corporation (NYCEDC).The New York City SAC team is working with DOE s National Renewable Energy Laboratory (NREL) and Con Edison, the local utility, to develop a roadmap for photovoltaic (PV) installations in the five boroughs. The city set a goal to increase its installed PV capacity from1.1 MW in 2005 to 8.1 MW by 2015 (the maximum allowed in 2005). A key barrier to reaching this goal, however, is the complexity of the interconnection process with the local utility. Unique challenges are associated with connecting distributed PV systems to secondary network distribution systems (simplified to networks in this report). Although most areas of the country use simpler radial distribution systems to distribute electricity, larger metropolitan areas like New York City typically use networks to increase reliability in large load centers. Unlike the radial distribution system, where each customer receives power through a single line, a network uses a grid of interconnected lines to deliver power to each customer through several parallel circuits and sources. This redundancy improves reliability, but it also requires more complicated coordination and protection schemes that can be disrupted by energy exported from distributed PV systems. Currently, Con Edison studies each potential PV system in New York City to evaluate the system s impact on the network, but this is time consuming for utility engineers and may delay the customer s project or add cost for larger installations. City leaders would like to streamline this process to facilitate faster, simpler, and

    In Venezuela combined cycle power has not been economically attractive to electric utility companies, mainly due to the very low price of natural gas. Savings in cost of natural gas due to a higher efficiency, characteristic of this type of cycle, does not compensate additional investments required to close the simple cycle (heat recovery steam generator (HRSG) and steam turbine island). Low gas prices have contributed to create a situation characterized by investors` reluctance to commit capital in gas pipe lines and associated equipment. The Government is taking measures to improve economics. Recently (January 1, 1997), the Ministry of Energy and Mines raised the price of natural gas, and established a formula to tie its price to the exchange rate variation (dollar/bolivar) in an intent to stimulate investments in this sector. This is considered a good beginning after a price freeze for about three years. Another measure that has been announced is the implementation of a corporate policy of outsourcing to build new gas facilities such as pipe lines and measuring and regulation stations. Under these new circumstances, it seems that combined cycle will play an important role in the power sector. In fact, some power generation projects are considering building new plants using this technology. An economical comparative study is presented between simple and combined cycles power plant. Screening curves are showed with a gas price forecast based on the government decree recently issued, as a function of plant capacity factor.

    Flue gas condensing economizers improve the thermal efficiency of boilers by recovering sensible heat and water vapor latent heat from flue gas exhaust. In addition to improving thermal efficiency, condensing economizers also have the potential to act as control devices for emissions of particulates, SO{sub x}, and air toxics. Both Consolidated Edison of New York and Brookhaven National LaborAtory are currently working on condensing economizer technology with an emphasis on developing their potential for emissions control. Con Edison is currently conducting a condensing economizer demonstration at their oil-fired 74th Street Station in New York. Since installing this equipment in February of 1992 a heat rate improvement of 800 Btu/kWh has been seen. At another location, Ravenswood Station, a two stage condensing economizer has been installed in a pilot test. In this advanced configuration -the ``Integrated Flue Gas Treatment or IFGT system- two heat exchanger sections are installed and sprays of water with and without SO{sub 2} sorbents are included. Detailed studies of the removal of particulates, SO{sub 2}, SO{sub 3}, and selected air toxics have been done for a variety of operating conditions. Removal efficiencies for SO{sub 2} have been over 98% and for SO{sub 3} over 65%. Brookhaven National Laboratory`s studies involve predicting and enhancing particulate capture in condensing economizers with an emphasis on small, coal-fired applications. This work is funded by the Pittsburgh Energy Technology Center of the Department of Energy. Flyash capture efficiencies as high as 97% have been achieved to date with a single stage economizer.
