    Marra, J

    2008-08-26

The DOE-EM Office of Engineering and Technology is responsible for implementing EM's international cooperative program. The Office of Engineering and Technology's international efforts are aimed at supporting EM's mission of risk reduction and accelerated cleanup of the environmental legacy of the nation's nuclear weapons program and government-sponsored nuclear energy research. To do this, EM pursues collaborations with government organizations, educational institutions, and private industry to identify and develop technologies that can address the site cleanup needs of DOE. The Office of Engineering and Technology has developed a Technology Roadmap and a Multi-year Program Plan to identify technology needs and identify areas for focused research and development to support DOE-EM's environmental cleanup and waste management objectives. The international cooperative program is an important element of the technology development roadmap, leveraging of world-wide expertise in the advancement and deployment of remediation and treatment technologies. Introductory briefings aimed at furthering familiarity with the DOE-EM mission, and the vital role that technology development plays within it, were presented at two international meetings. The Office of Engineering and Technology currently works with the Khlopin Radium Institute (KRI) and SIA Radon Institute in Russia, the International Radioecology Laboratory (IRL) in Ukraine and the Nuclear Engineering and Technology Institute (NETEC) in South Korea through cooperative bilateral arrangements to support EM's accelerated cleanup and closure mission.

The DOE-EM Office of Engineering and Technology is responsible for implementing EM’s international cooperative program. The Office of Engineering and Technology’s international efforts are aimed at supporting EM’s mission of risk reduction and accelerated cleanup of the environmental legacy of the nation's nuclear weapons program and government-sponsored nuclear energy research. To do this, EM pursues collaborations with government organizations, educational institutions, and private industry to identify and develop technologies that can address the site cleanup needs of DOE. Currently, DOE-EM is performing collaborative work with researchers at the Khlopin Radium Institute (KRI) and the SIA Radon Institute in Russia and the Ukraine’s International Radioecology Laboratory (IRL). Additionally, a task was recently completed with the Nuclear Engineering Technology Institute (NETEC) in South Korea. The objectives of these collaborations were to explore issues relating to high-level waste and to investigate technologies that could be leveraged to support EM site cleanup needs. In FY09, continued collaboration with the current partners is planned. Additionally, new research projects are being planned to expand the International Program. A collaborative project with Russian Electrotechnical University is underway to evaluate CCIM control and monitoring technologies. A Statement of Intent was recently signed between DOE-EM and the U.K. Nuclear Decommissioning Authority (NDA) to work cooperatively on areas of mutual interest. Under this umbrella, discussions were held with NDA representatives to identify potential areas for collaboration. Information and technical exchanges were identified as near-term actions to help meet the objectives of the Statement of Intent. Technical exchanges in identified areas are being pursued in FY09

The U.S. Department of Energy's (DOE) Office of Environmental Management (EM) has collaborated with the various international institutes (e.g. Russian Federal Atomic Energy Agency--Rosatom and Ukraine government's Chornobyl Center-International Radioecology Laboratory (CC-IRL)) for many years on radioactive waste management challenges of mutual concern. Currently, EM is cooperating with Rosatom and the Ukraine's CC-IRL to explore issues related to high-level waste and to investigate experience and technologies that could support EM site cleanup needs. EM is currently implementing five collaborative projects with other international institutes on nuclear waste issues: (1) Application of the Cold Crucible Induction Heated Melter to DOE Wastes; SIA Radon, Moscow. (2) Design Improvements to the Cold Crucible Induction Heated Melter; Electrotechnical University, St. Petersburg. (3) Improve Retention of Radionuclides in Cement Type Waste Forms; Khlopin Radium Institute, St. Petersburg. (4) Improved Solubility and Retention of Troublesome Components in SRS and Hanford HLW Glasses; Khlopin Radium Institute, St. Petersburg. (5) Long-term Impacts from Radiation/Contamination within the Chornobyl Exclusion Zone, Chornobyl Center, International Radioecology Laboratory, Ukraine The purpose of this paper is to provide an overview of EM's objectives for participating in cooperative activities with various international institutes. Additionally, this paper presents programmatic and technical information on these activities, and outlines specific technical collaborations currently underway and planned to support DOE's cleanup and closure mission.

The DOE Office of Environmental Management (DOE-EM) Office of Engineering and Technology is responsible for implementing EM’s International Cooperative Program. Over the past 15 years, collaborative work has been conducted through this program with researchers in Russia, Ukraine, France, United Kingdom and Republic of Korea. Currently, work is being conducted with researchers in Russia and Ukraine. Efforts aimed at evaluating and advancing technologies to support U.S. high-level waste (HLW) vitrification initiatives are being conducted in collaboration with Russian researchers. Work at Khlopin Radium Institute (KRI) is targeted at improving the throughput of current vitrification processes by increasing melting rate. These efforts are specifically targeted at challenging waste types identified at the Savannah River Site (SRS) and Hanford Site. The objectives of current efforts at SIA Radon are to gain insight into vitrification process limits for the cold crucible induction melter (CCIM) technology. Previous demonstration testing has shown that the CCIM offers the potential for dramatic increases in waste loading and waste throughput. However, little information is known regarding operational limits that could affect long-term, efficient CCIM operations. Collaborative work with the Russian Electrotechnical University (ETU) “LETI” is aimed at advancing CCIM process monitoring, process control and design. The goal is to further mature the CCIM technology and to establish it as a viable HLW vitrification technology. The greater than two year effort conducted with the International Radioecology Laboratory in the Ukraine recently completed. The objectives of this study were: to assess the long-term impacts to the environment from radiation exposure in the Chernobyl Exclusion Zone (ChEZ); and to provide information on remediation guidelines and ecological risk assessment within radioactively contaminated territories around the Chernobyl Nuclear Power Plant (ChNPP) based

The Pacific Northwest Site Office (PNSO) manages the contract for operations at the U.S. Department of Energy Office of Science (DOE-SC) Pacific Northwest National Laboratory (PNNL) Site in Richland, Washington. Radiological operations at the DOE-SC PNNL Site expanded in 2010 with the completion of facilities at the Physical Sciences Facility. As a result of the expanded radiological work at the site, the Washington State Department of Health (WDOH) has required that offsite environmental surveillance be conducted as part of the PNNL Site Radioactive Air Emissions License. The environmental monitoring and surveillance requirements of various orders, regulations, and guidance documents consider emission levels and subsequent risk of negative human and environmental impacts. This Environmental Monitoring Plan (EMP) describes air surveillance activities at the DOE-SC PNNL Site. The determination of offsite environmental surveillance needs evolved out of a Data Quality Objectives process (Barnett et al. 2010) and Implementation Plan (Snyder et al. 2010). The entire EMP is a compilation of several documents, which include the Main Document (this text), Attachment 1: Sampling and Analysis Plan, Attachment 2: Data Management Plan, and Attachment 3: Dose Assessment Guidance.

  19. International Symposium on Site Characterization for CO2Geological Storage

    SciTech Connect

    Tsang, Chin-Fu

    2006-02-23

Several technological options have been proposed to stabilize atmospheric concentrations of CO{sub 2}. One proposed remedy is to separate and capture CO{sub 2} from fossil-fuel power plants and other stationary industrial sources and to inject the CO{sub 2} into deep subsurface formations for long-term storage and sequestration. Characterization of geologic formations for sequestration of large quantities of CO{sub 2} needs to be carefully considered to ensure that sites are suitable for long-term storage and that there will be no adverse impacts to human health or the environment. The Intergovernmental Panel on Climate Change (IPCC) Special Report on Carbon Dioxide Capture and Storage (Final Draft, October 2005) states that ''Site characterization, selection and performance prediction are crucial for successful geological storage. Before selecting a site, the geological setting must be characterized to determine if the overlying cap rock will provide an effective seal, if there is a sufficiently voluminous and permeable storage formation, and whether any abandoned or active wells will compromise the integrity of the seal. Moreover, the availability of good site characterization data is critical for the reliability of models''. This International Symposium on Site Characterization for CO{sub 2} Geological Storage (CO2SC) addresses the particular issue of site characterization and site selection related to the geologic storage of carbon dioxide. Presentations and discussions cover the various aspects associated with characterization and selection of potential CO{sub 2} storage sites, with emphasis on advances in process understanding, development of measurement methods, identification of key site features and parameters, site characterization strategies, and case studies.

The U.S. Department of Energy Office of Legacy Management (LM) supports science and technology (S and T) initiatives to more effectively manage LM sites, help protect human health and the environment, and reduce long-term costs of site maintenance and remediation by ensuring that sound engineering and scientific principles are used. Through the use of telemetry, LM's SOARS (System Operation and Analysis of Remote Sites) project provides project scientists and engineers with timely information needed to evaluate, maintain, and optimize remediation systems, while limiting the amount of required travel. This paper presents three recent S and T activities focused on enhancing remediation of ground water at LM sites. (authors)

    2001-02-01

The U.S. Department of Energy Grand Junction Office (DOE-GJO) in Grand Junction, Colorado, has played an integral role within the DOE complex for many years. GJO has a reputation for outstanding quality in the performance of complex environmental restoration projects, utilizing state-of-the-art technology. Many of the GJO missions have been completed in recent years. In 1998, DOE Headquarters directed GJO to reduce its mortgage costs by transferring ownership of the site and to lease space at a reasonable rate for its ongoing work. A local community group and GJO have entered into a sales contract; signing of the Quitclaim Deed is planned for February 16, 2001. Site transfer tasks were organized as a project with a critical-path schedule to track activities and a Site Transition Decision Plan was prepared that included a decision process flow chart, key tasks, and responsibilities. Specifically, GJO identified the end state with affected parties early on, successfully dealt with site contamination issues, and negotiated a lease-back arrangement, resulting in an estimated savings of more than 60 percent of facility maintenance costs annually. Lessons learned regarding these transition activities could be beneficial to many other sites.

This document was prepared to implement and support the US Department of Energy-Headquarters (DOE-HQ) national plan. The national plan, entitled Environmental Restoration and Waste Management Five-Year Plan (DOE 1990b) (hereinafter referred to as the DOE-HQ Five-Year Plan) is the cornerstone of the US Department of Energy's (DOE) long-term strategy in environmental restoration and waste management. The DOE-HQ Five-Year Plan addresses overall philosophy and environmental and waste-related activities under the responsibilities of the DOE Office of Environmental Restoration and Waste Management. The plan also reaffirms DOE-HQ goals to bring its nuclear sites into environmental compliance in cooperation with its regulators and the public, and to clean up and restore the environment by 2019 (the commitment for the Hanford Site is for one year sooner, or 2018). This document is part of the site-specific plan for the US Department of Energy-Richland Operations Office (DOE-RL). It is the first revision of the original plan, which was dated December 1989 (DOE-RL 1989a). This document is a companion document to the Overview of the Hanford Cleanup Five-Year Plan (DOE-RL 1989d) and The Hanford Site Environmental Restoration and Waste Management Five-Year Plan Activity Data Sheets (DOE-RL 1991). Although there are three documents that make up the complete DOE-RL plan, this detailed information volume was prepared so it could be used as a standalone document. 71 refs., 40 figs., 28 tabs.

    2012-10-24

This plan incorporates U.S. Department of Energy (DOE) Office of Legacy Management (LM) standard operating procedures (SOPs) into environmental monitoring activities and will be implemented at all sites managed by LM. This document provides detailed procedures for the field sampling teams so that samples are collected in a consistent and technically defensible manner. Site-specific plans (e.g., long-term surveillance and maintenance plans, environmental monitoring plans) document background information and establish the basis for sampling and monitoring activities. Information will be included in site-specific tabbed sections to this plan, which identify sample locations, sample frequencies, types of samples, field measurements, and associated analytes for each site. Additionally, within each tabbed section, program directives will be included, when developed, to establish additional site-specific requirements to modify or clarify requirements in this plan as they apply to the corresponding site. A flowchart detailing project tasks required to accomplish routine sampling is displayed in Figure 1. LM environmental procedures are contained in the Environmental Procedures Catalog (LMS/PRO/S04325), which incorporates American Society for Testing and Materials (ASTM), DOE, and U.S. Environmental Protection Agency (EPA) guidance. Specific procedures used for groundwater and surface water monitoring are included in Appendix A. If other environmental media are monitored, SOPs used for air, soil/sediment, and biota monitoring can be found in the site-specific tabbed sections in Appendix D or in site-specific documents. The procedures in the Environmental Procedures Catalog are intended as general guidance and require additional detail from planning documents in order to be complete; the following sections fulfill that function and specify additional procedural requirements to form SOPs. Routine revision of this Sampling and Analysis Plan will be conducted annually at the

    1993-05-01

The Nevada Test Site Underground Safety and Health Standards Working Group was formed at the direction of John D. Stewart, Director, Nevada Test Site Office in April, 1990. The objective of the Working Group was to compile a safety and health standard from the California Tunnel Safety Orders and OSHA for the underground operations at the NTS, (excluding Yucca Mountain). These standards are called the NTS U/G Safety and Health Standards. The Working Group submits these standards as a RECOMMENDATION to the Director, NTSO. Although the Working Group considers these standards to be the most integrated and comprehensive standards that could be developed for NTS Underground Operations, the intent is not to supersede or replace any relevant DOE orders. Rather the intent is to collate the multiple safety and health references contained in DOE Order 5480.4 that have applicability to NTS Underground Operations into a single safety and heath standard to be used in the underground operations at the NTS. Each portion of the standard was included only after careful consideration by the Working Group and is judged to be both effective and appropriate. The specific methods and rationale used by the Working Group are outlined as follows: The letter from DOE/HQ, dated September 28, 1990 cited OSHA and the CTSO as the safety and health codes applicable to underground operations at the NTS. These mandated codes were each originally developed to be comprehensive, i.e., all underground operations of a particular type (e.g., tunnels in the case of the CTSO) were intended to be adequately regulated by the appropriate code. However, this is not true; the Working Group found extensive and confusing overlap in the codes in numerous areas. Other subjects and activities were addressed by the various codes in cursory fashion or not at all.

    2012-07-01

The U.S. Department of Energy (DOE) Office of Legacy Management is responsible for administering the DOE Uranium Leasing Program (ULP) and its 31 uranium lease tracts located in the Uravan Mineral Belt of southwestern Colorado (see Figure 1). In addition to administering the ULP for the last six decades, DOE has also undertaken the significant task of reclaiming a large number of abandoned uranium (legacy) mine sites and associated features located throughout the Uravan Mineral Belt. In 1995, DOE initiated a 3-year reconnaissance program to locate and delineate (through extensive on-the-ground mapping) the legacy mine sites and associated features contained within the historically defined boundaries of its uranium lease tracts. During that same time frame, DOE recognized the lack of regulations pertaining to the reclamation of legacy mine sites and contacted the U.S. Bureau of Land Management (BLM) concerning the reclamation of legacy mine sites. In November 1995, The BLM Colorado State Office formally issued the United States Department of the Interior, Colorado Bureau of Land Management, Closure/Reclamation Guidelines, Abandoned Uranium Mine Sites as a supplement to its Solid Minerals Reclamation Handbook (H-3042-1). Over the next five-and-one-half years, DOE reclaimed the 161 legacy mine sites that had been identified on DOE withdrawn lands. By the late 1990's, the various BLM field offices in southwestern Colorado began to recognize DOE's experience and expertise in reclaiming legacy mine sites. During the ensuing 8 years, BLM funded DOE (through a series of task orders) to perform reclamation activities at 182 BLM mine sites. To date, DOE has reclaimed 372 separate and distinct legacy mine sites. During this process, DOE has learned many lessons and is willing to share those lessons with others in the reclamation industry because there are still many legacy mine sites not yet reclaimed. DOE currently administers 31 lease tracts (11,017 ha) that collectively

The U.S. Department of Energy Office of Legacy Management (DOE-LM) manages the legacy contamination at the Riverton, WY, Processing Site – a former uranium milling site that operated from 1958 to 1963. The tailings and associated materials were removed in 1988-1989 and contaminants are currently flushing from the groundwater. DOE-LM commissioned an independent technical team to assess the status of the contaminant flushing, identify any issues or opportunities for DOE-LM, and provide key recommendations. The team applied a range of technical frameworks – spatial, temporal, hydrological and geochemical – in performing the evaluation. In each topic area, an in depth evaluation was performed using DOE-LM site data (e.g., chemical measurements in groundwater, surface water and soil, water levels, and historical records) along with information collected during the December 2013 site visit (e.g., plant type survey, geomorphology, and minerals that were observed, collected and evaluated).

    1996-05-01

This report presents information pertaining to environmental activities conducted during calendar year 1995 at the US Department of Energy (DOE) Grand Junction Projects Office (GJPO) facility in Grand Junction, Colorado. Environmental activities conducted at the GJPO facility during 1995 were associated with mixed-waste treatment, site remediation, off-site dose modeling, and radiological and nonradiological monitoring. As part of the GJPO Mixed-Waste Treatment Program, on-site treatability studies were conducted in 1995 that made use of pilot-scale evaporative-oxidation and thermal-desorption units and bench-scale stabilization. DOE-GJPO used some of its own mixed-waste as well as samples received from other DOE sites for these treatability studies. These studies are expected to conclude in 1996. Removal of radiologically contaminated materials from GJPO facility buildings was conducted under the provisions of the Grand Junction Projects Office Remedial Action Project. Remediation activities included the removal of 394 metric tons of contaminated material from Buildings 18 and 28 and revegetation activities on the GJPO site; remediation was conducted in compliance with applicable permits.

    1981-04-01

This report on the status of the Office of Environment's program for inactive uranium mill tailings sites is an analysis of the current status and a forecast of future activities of the Office of Environment. The termination date for receipt of information was September 30, 1980. Aerial radiological surveys and detailed ground radiological assessments of properties within the communities in the vicinity of the designated processing sites in Canonsburg, Pennsylvania, Salt Lake City, Utah, and Boise, Idaho led to the designation of an initial group of vicinity properties for remedial action. The potential health effects of the residual radioactive materials on or near these properties were estimated, and the Assistant Secretary for Environment recommended priorities for performing remedial action to the Department's Assistant Secretary for Nuclear Energy. In designating these properties and establishing recommended priorities for performing remedial action, the Office of Environment consulted with the Environmental Protection Agency, the Nuclear Regulatory Commission, representatives from the affected State and local governments, and individual property owners. After notifying the Governors of each of the affected States and the Navajo Nation of the Secretary of Energy's designation of processing sites within their areas of jurisdiction and establishment of remedial action priorities, a Sample Cooperative Agreement was developed by the Department in consultation with the Nuclear Regulatory Commission and provided to the affected States and the Navajo Nation for comments. During September 1980, a Cooperative Agreement with the Commonwealth of Pennsylvania for the designated Canonsburg processing site was executed by the Department. It is anticipated that a Cooperative Agreement between the State of Utah and the Department to perform remedial actions at the designated Salt Lake City site will be executed in the near future.

  14. US Department of Energy Nevada Operations Office annual site environmental report, 1992. Volume 1

    SciTech Connect

    Black, S.C.; Latham, A.R.; Townsend, Y.E.

    1993-09-01

This report contains the environmental monitoring and assessment results for the Nevada Test Site for 1992. Monitoring and surveillance on and around the NTS by DOE contractors and Site user organizations during 1992 indicated that underground nuclear testing operations were conducted in compliance with regulations, i.e., the dose the maximally exposed offsite individual could have received was less than 0.15 percent of the guideline for air exposure. All 1992 nuclear events took place during the first three quarters of the calendar year prior to the Congressional testing moratorium. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from test operations was not detectable offsite, and no measurable net exposure to members of the offsite population was detected through the offsite dosimetry program. Using the CAP88-PC model and NTS radionuclide emissions data, the calculated maximum effective dose equivalent offsite would have been 0.012 mrem. Any person receiving this dose was also exposed to 78 mrem from natural background radiation. There were no nonradiological releases to the offsite area. Hazardous wastes were shipped to EPA-approved disposal facilities. Compliance with the various regulations stemming from the National Environmental Policy Act is being achieved and, where mandated, permits for air and water discharges and waste management have been obtained from the appropriate agencies. Monitoring and surveillance on and around the Nevada Test Site (NTS) by DOE contractors and NTS user organizations during 1993 indicated that operations on the NTS were conducted in compliance with applicable federal and DOE guidelines, i.e., the dose the maximally exposed offsite individual could have received was less than 0.04 percent of the 10 mrem per year guide for air exposure. No nuclear tests were conducted due to the moratorium. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from diffusion, evaporation of effluents, or resuspension was not detectable offsite, and no measurable net exposure to members of the offsite population was detected through the offsite dosimetry program. Using the CAP88-PC model and NTS radionuclide emissions data, the calculated effective dose equivalent to the maximally exposed individual offsite would have been 0.004 mrem. Any person receiving this dose would also have received 97 mrem from natural background radiation. There were no nonradiological releases to the offsite area. Hazardous wastes were shipped offsite to approved disposal facilities. Compliance with the various regulations stemming from the National Environmental Policy Act is being achieved and, where mandated, permits for air and water discharges and waste management have been obtained from the appropriate agencies. Support facilities at off-NTS locations compiled with the requirements of air quality permits and state or local wastewater discharge and hazardous waste permits.

    1988-05-01

As part of an ongoing program, Lawrence Livermore National Laboratory (LLNL) is directing the Natural Phenomena Hazards Modeling Project (NPHMP) on behalf of the Department of Energy (DOE). A major part of this effort is the development of probabilistic definitions of natural phenomena hazards; seismic, wind, and flood. In this report the first phase of the evaluation of flood hazards at DOE sites is described. Unlike seismic and wind events, floods may not present a significant threat to the operations of all DOE sites. For example, at some sites physical circumstances may exist that effectively preclude the occurrence of flooding. As a result, consideration of flood hazards may not be required as part of the site design basis. In this case it is not necessary to perform a detailed flood hazard study at all DOE sites, such as those conducted for other natural phenomena hazards, seismic and wind. The scope of the preliminary flood hazard analysis is restricted to evaluating the flood hazards that may exist in proximity to a site. The analysis does involve an assessment of the potential encroachment of flooding on-site at individual facility locations. However, the preliminary flood hazard assessment does not consider localized flooding at a site due to precipitation (i.e., local run-off, storm sewer capacity, roof drainage). These issues are reserved for consideration by the DOE site manager. 11 refs., 84 figs., 61 tabs.

    1997-10-01

The Department of Energy Oakland Operations Office (DOE/OAK) manages sites within California that generate Low Level Waste (LLW) in the course or routine site operations. It is the preference of the DOE to dispose of LLW at federally owned and DOE-operated disposal facilities; however, in some circumstances DOE Headquarters has determined that disposal at commercial facilities is appropriate, as long as the facility meets all regulatory requirements for the acceptance and disposal of LLW, including the passage of a DOE audit to determine the adequacy of the disposal site. The DOE would like to ship LLW from four DOE/OAK sites in California which generate LLW, to NRC-licensed commercial nuclear waste disposal facilities such as Envirocare in Clive, Utah and Chem Nuclear in Barnwell, South Carolina. Transportation impacts for shipment of LLW and MLLW from DOE Oakland sites to other DOE sites was included in the impacts identified in the Department`s Waste Management Programmatic Environmental Impact Statement (WM-PEIS), published in May, 1997, and determined to be low. The low impacts for shipment to commercial sites identified herein is consistent with the WM-PEIS results.

    2010-11-01

Current International Atomic Energy Agency safeguards do not provide adequate protection against the diversion to military use of materials or technology from certain types of sensitive nuclear fuel cycle facilities. In view of highly enriched uranium’s relatively greater ease of use as a nuclear explosive material than plutonium and the significant diseconomies of commercial spent fuel reprocessing, this article focuses on the need for improved international controls over uranium enrichment facilities as the proximate justification for creation of an International Nuclear Fuel Cycle Association (INFCA). In principle, the proposal is equally applicable to alleviating the proliferation concerns provoked by nuclear fuel reprocessing plants and other sensitive nuclear fuel cycle facilities. The INFCA would provide significantly increased nonproliferation assurance to its member states and the wider international community by holding long-term leasehold contracts to operate secure restricted zones containing such sensitive nuclear facilities.

Pepper, Susan E.; Pickett, Chris A.; Queirolo, Al; Bachner, Katherine M.; Worrall, Louise G.

    2015-04-07

The U.S Department of Energy (DOE) National Nuclear Security Administration (NNSA) Next Generation Safeguards Initiative (NGSI) and the International Atomic Energy Agency (IAEA) convened a workshop on Software Sustainability for Safeguards Instrumentation in Vienna, Austria, May 6-8, 2014. Safeguards instrumentation software must be sustained in a changing environment to ensure existing instruments can continue to perform as designed, with improved security. The approaches to the development and maintenance of instrument software used in the past may not be the best model for the future and, therefore, the organizers’ goal was to investigate these past approaches and to determine an optimal path forward. The purpose of this report is to provide input for the DOE NNSA Office of International Nuclear Safeguards (NA-241) and other stakeholders that can be utilized when making decisions related to the development and maintenance of software used in the implementation of international nuclear safeguards. For example, this guidance can be used when determining whether to fund the development, upgrade, or replacement of a particular software product. The report identifies the challenges related to sustaining software, and makes recommendations for addressing these challenges, supported by summaries and detailed notes from the workshop discussions. In addition the authors provide a set of recommendations for institutionalizing software sustainability practices in the safeguards community. The term “software sustainability” was defined for this workshop as ensuring that safeguards instrument software and algorithm functionality can be maintained efficiently throughout the instrument lifecycle, without interruption and providing the ability to continue to improve that software as needs arise.

    Fenster, D.; Edgar, D.; Gonzales, S.; Domenico, P.; Harrison, W.; Engelder, T.; Tisue, M.

    1984-04-01

Documents are being submitted to the Salt Repository Project Office (SRPO) of the US Department of Energy (DOE) by Battelle Memorial Institute's Office of Nuclear Waste Isolation (ONWI) to satisfy milestones of the Salt Repository Project of the Civilian Radioactive Waste Management Program. Some of these documents are being reviewed by multidisciplinary groups of peers to ensure DOE of their adequacy and credibility. Adequacy of documents refers to their ability to meet the standards of the US Nuclear Regulatory Commission, as enunciated in 10 CFR 60, and the requirements of the National Environmental Policy Act and the Nuclear Waste Policy Act of 1982. Credibility of documents refers to the validity of the assumptions, methods, and conclusions, as well as to the completeness of coverage. This report summarizes Argonne's review of ONWI's two-volume draft report entitled Identification of Preferred Sites within the Palo Duro Basin: Vol. 1 - Palo Duro Location A, and Vol. 2 - Palo Duro Location B, dated January 1984. Argonne was requested by DOE to review these documents on January 17 and 24, 1984 (see App. A). The review procedure involved obtaining written comments on the reports from three members of Argonne's core peer review staff and three extramural experts in related research areas. The peer review panel met at Argonne on February 6, 1984, and reviewer comments were integrated into this report by the review session chairman, with the assistance of Argonne's core peer review staff. All of the peer review panelists concurred in the way in which their comments were represented in this report (see App. B). A letter report and a draft of this report were sent to SRPO on February 10, 1984, and April 17, 1984, respectively. 5 references.

    1995-06-01

In his September 1993 address to the United Nations General Assembly, President Clinton proposed several initiatives to promote nuclear nonproliferation. One element is of these initiatives was that the United States offered to place excess fissile material under International Atomic Energy Agency @A) safeguards. Three Department of Energy (DOE) facilities were identified as part of a phased approach for initial implementation. This paper describes the planning process used to provide information to assist the DOE in making decisions for the initial offer, outlines tasks to be performed, and develops a budget request. The process consisted of: (1) Characterizing the Hanford Site from the perspective of IAEA safeguards; (2) identify key issues to be resolved; (3) developing budget estimates and schedules; (4) interfacing with other DOE components and the IAEA to clarify expected activities; and (5) initiating additional data collection and preparatory activities to reduce planning uncertainties.

    2007-07-01

The U.S. Department of Energy (DOE) has managed the Long Term Stewardship and Maintenance activities at DOE sites since 1988. DOE's Office of Legacy Management (LM) was established in December 2003, and its specific mission is to manage the DOE's post-closure responsibilities and ensure the future protection of human health and the environment. LM has control and custody for legacy land, structures, and facilities and is responsible for maintaining them at levels suitable for their long-term use. LM uses DOE Policy 454.1: Use of Institutional Controls (ICs) and Associated Guidance. Many major Federal laws, Executive Orders, regulations, and various other drivers influence the establishment and use of ICs at LM sites. LM uses a wide range of ICs as part of efforts to appropriately limit access to, or uses of, land, facilities and other real and personal property assets; protect the environment; maintain the physical safety and security of DOE facilities; and prevent or limit inadvertent human and environmental exposure to residual contaminants and other hazards. ICs generally fall into one of four categories identified by EPA guidance, and DOE is successfully using a 'defense in depth' strategy which uses multiple mechanisms to provide 'layering' for additional durability and protectiveness: - Proprietary controls - such as easements and covenants. - Governmental controls - implemented and enforced by state or local governments. - Enforcement and permit tools with IC components - such as CERCLA agreements or RCRA permits. - Informational devices - such as state registries or public advisories. An additional practice that supports ICs at LM sites entails the use of engineered controls, such as fences, gates, access controls, etc. to ensure public access to applicable areas is limited. An engineered control that is not an IC is the disposal cell itself with its design criteria that protects the contaminated interior, controls the penetration of precipitation, and the
