    2011-08-31

A program to complete the design, construction and demonstration of a PEMFC system fuelled by Ethanol, LPG or NG for telecom applications was initiated in October 2007. Early in the program the economics for Ethanol were shown to be unfeasible and permission was given by DOE to focus on LPG only. The design and construction of a prototype unit was completed in Jun 2009 using commercially available PEM FC stack from Ballard Power Systems. During the course of testing, the high pressure drop of the stack was shown to be problematic in terms of control and stability of the reformer. Also, due to the power requirements for air compression the overall efficiency of the system was shown to be lower than a similar system using internally developed low pressure drop FC stack. In Q3 2009, the decision was made to change to the Plug power stack and a second prototype was built and tested. Overall net efficiency was shown to be 31.5% at 3 kW output. Total output of the system is 6 kW. Using the new stack hardware, material cost reduction of 63% was achieved over the previous Alpha design. During a November 2009 review meeting Plug Power proposed and was granted permission, to demonstrate the new, commercial version of Plug Power's telecom system at CERL. As this product was also being tested as part of a DOE Topic 7A program, this part of the program was transferred to the Topic 7A program. In Q32008, the scope of work of this program was expanded to include a National Grid demonstration project of a micro-CHP system using hightemperature PEM technology. The Gensys Blue system was cleared for unattended operation, grid connection, and power generation in Aug 2009 at Union College in NY state. The system continues to operate providing power and heat to Beuth House. The system is being continually evaluated and improvements to hardware and controls will be implemented as more is learned about the system's operation. The program is instrumental in improving the efficiency and

This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decision making under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies. The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six

  7. FY 2000 Buildings Energy Savings Estimates under Uncertainty: Developing Approaches for Incorporating Risk into Buildings Program Energy Efficiency Estimates

    SciTech Connect

    Anderson, Dave M.

    2002-11-18

This report is one of two that re-examines the forecasted impact of individual programs currently within the Buildings Technology Program (BT) and the Weatherization and Intergovernmental Program (WIP) that appeared in the FY2000 Presidential Budget request. This report develops potential methods for allowing inherent risk to be captured in the program benefits analysis. Note that the FY2000 budget request was originally analyzed under the former Office of Building Technology, State and Community Programs (BTS), where BT and WIP were previously combined. Throughout the document, reference will be made to the predecessor of the BT and WIP programs, BTS, as FY2000 reflected that organization. A companion report outlines the effects of re-estimating the FY 2000 budget request based on overlaying program data from subsequent years, essentially revised out-year forecasts. That report shows that year-to-year long-term projections of primary energy savings can vary widely as models improve and programs change. Those point estimates are not influenced by uncertainty or risk. This report develops potential methods for allowing inherent risk to affect the benefits analysis via Monte Carlo simulation.

    SciTech Connect

    Ellis, Kristen; Schmitt, Elizabeth

    2013-07-01

The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future. 2. Intergovernmental cooperation for mission-oriented information systems: a memoir

    SciTech Connect

    Woolston, John E.

    2004-12-01

This frankly personal account is based on my involvement in negotiations, design, and development for international bibliographic systems to support three different missions: fostering the peaceful uses of atomic energy (International Nuclear Information System, or INIS); supporting research, development, and better practices in agriculture (International Information System for the Agricultural Sciences and Technology, or AGRIS); and improving economic and social conditions in poorer countries (Development Sciences Information System, or DEVSIS). All three designs were based on the concept of decentralized operation: each country reports the information produced in its own territory; the merging of this input and the overall management are in the hands of an organization in the United Nations system; and all participants have equal rights to exploit the entire database. INIS began in 1970 and is still in steady operation; AGRIS started in 1975 and showed quantitative and qualitative growth for more than twenty years but has been in disastrous decline since its peak in 1996; and DEVSIS, unfortunately, was not launched on a global scale. Attempts are made to identify the condition -- political and technical -- likely to favor or frustrate efforts to obtain cooperation among countries for the construction of large, essentially comprehensive databases and ultimately for sharing knowledge without discrimination between rich and poor participants.

  8. Contributions of the Atmospheric Radiation Measurement (ARM) Program and the ARM Climate Research Facility to the U.S. Climate Change Science Program

    SciTech Connect

    SA Edgerton; LR Roeder

    2008-09-30

The Earth’s surface temperature is determined by the balance between incoming solar radiation and thermal (or infrared) radiation emitted by the Earth back to space. Changes in atmospheric composition, including greenhouse gases, clouds, and aerosols can alter this balance and produce significant climate change. Global climate models (GCMs) are the primary tool for quantifying future climate change; however, there remain significant uncertainties in the GCM treatment of clouds, aerosol, and their effects on the Earth’s energy balance. The 2007 assessment (AR4) by the Intergovernmental Panel on Climate Change (IPCC) reports a substantial range among GCMs in climate sensitivity to greenhouse gas emissions. The largest contributor to this range lies in how different models handle changes in the way clouds absorb or reflect radiative energy in a changing climate (Solomon et al. 2007). In 1989, the U.S. Department of Energy (DOE) Office of Science created the Atmospheric Radiation Measurement (ARM) Program within the Office of Biological and Environmental Research (BER) to address scientific uncertainties related to global climate change, with a specific focus on the crucial role of clouds and their influence on the transfer of radiation in the atmosphere. To address this problem, BER has adopted a unique two-pronged approach: * The ARM Climate Research Facility (ACRF), a scientific user facility for obtaining long-term measurements of radiative fluxes, cloud and aerosol properties, and related atmospheric characteristics in diverse climate regimes. * The ARM Science Program, focused on the analysis of ACRF data to address climate science issues associated with clouds, aerosols, and radiation, and to improve GCMs. This report describes accomplishments of the BER ARM Program toward addressing the primary uncertainties related to climate change prediction as identified by the IPCC.

OPBFA conducts an annual integrated modeling analysis to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. Two of EERE’s major programs include the Building Technologies Program (BT) and Office of Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports the OPBFA effort by developing the program characterizations and other market information affecting these programs that is necessary to provide input to the EERE integrated modeling analysis. Throughout the report we refer to these programs as “buildings-related” programs, because the approach is not limited in application to BT or WIP. To adequately support OPBFA in the development of official GPRA metrics, PNNL communicates with the various activities and projects in BT and WIP to determine how best to characterize their activities planned for the upcoming budget request. PNNL then analyzes these projects to determine what the results of the characterizations would imply for energy markets, technology markets, and consumer behavior. This is accomplished by developing nonintegrated estimates of energy, environmental, and financial benefits (i.e., outcomes) of the technologies and practices expected to result from the budget request. These characterizations and nonintegrated modeling results are provided to OPBFA as inputs to the official benefits estimates developed for the Federal Budget. This report documents the approach and methodology used to estimate future energy, environmental, and financial benefits

The objective of the semiannual progress report is to summarize the technical results obtained during the latest reporting period. The information presented herein will include evaluated test data, design evaluations, the results of analyses and the significance of results. The program objective is to demonstrate the technology readiness of a TFE suitable for use as the basic element in a thermionic reactor with electric power output in the 0.5 to 5.0 MW(e) range, and a full-power life of 7 years. The TF Verification Program builds directly on the technology and data base developed in the 1960s and 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addresses this concern. The general logic and strategy of the program to achieve its objectives is shown on Fig. 1-1. Five prior programs form the basis for the TFE Verification Program: (1) AEC/NASA program of the 1960s and early 1970; (2) SP-100 concept development program;(3) SP-100 thermionic technology program; (4) Thermionic irradiations program in TRIGA in FY-86; (5) and Thermionic Technology Program in 1986 and 1987. 18 refs., 64 figs., 43 tabs.

  16. Methodological Framework for Analysis of Buildings-Related Programs with BEAMS, 2008

    SciTech Connect

Elliott, Douglas B.; Dirks, James A.; Hostick, Donna J.

    2008-09-30

The U.S. Department of Energy’s (DOE’s) Office of Energy Efficiency and Renewable Energy (EERE) develops official “benefits estimates” for each of its major programs using its Planning, Analysis, and Evaluation (PAE) Team. PAE conducts an annual integrated modeling and analysis effort to produce estimates of the energy, environmental, and financial benefits expected from EERE’s budget request. These estimates are part of EERE’s budget request and are also used in the formulation of EERE’s performance measures. Two of EERE’s major programs are the Building Technologies Program (BT) and the Weatherization and Intergovernmental Program (WIP). Pacific Northwest National Laboratory (PNNL) supports PAE by developing the program characterizations and other market information necessary to provide input to the EERE integrated modeling analysis as part of PAE’s Portfolio Decision Support (PDS) effort. Additionally, PNNL also supports BT by providing line-item estimates for the Program’s internal use. PNNL uses three modeling approaches to perform these analyses. This report documents the approach and methodology used to estimate future energy, environmental, and financial benefits using one of those methods: the Building Energy Analysis and Modeling System (BEAMS). BEAMS is a PC-based accounting model that was built in Visual Basic by PNNL specifically for estimating the benefits of buildings-related projects. It allows various types of projects to be characterized including whole-building, envelope, lighting, and equipment projects. This document contains an overview section that describes the estimation process and the models used to estimate energy savings. The body of the document describes the algorithms used within the BEAMS software. This document serves both as stand-alone documentation for BEAMS, and also as a supplemental update of a previous document, Methodological Framework for Analysis of Buildings-Related Programs: The GPRA Metrics Effort

  6. Measuring the accomplishments of public participation programs: Overview of a methodological study performed for DOE`s Office of Environmental Management

    SciTech Connect

    Schweitzer, M.; Carnes, S.A.; Peelle, E.B.; Wolfe, A.K.

    1997-06-01

Recently, staff at Oak Ridge National Laboratory performed a study for the Office of Intergovernmental and Public Accountability within the U.S. Department of Energy`s (DOE) Office of Environmental Management (EM), examining how to measure the success of public participation programs. While the study began with a thorough literature review, the primary emphasis of this research effort was on getting key stakeholders to help identify attributes of successful public participation in EM activities and to suggest how those attributes might be measured. Interviews were conducted at nine DOE sites that provided substantial variety in terms of geographic location, types of environmental management activities undertaken, the current life-cycle stage of those EM efforts, and the public participation mechanisms utilized. Approximately 12 to 15 oral interviews were conducted at each site, and each respondent also was asked to complete a written survey. Those interviewed included: non-regulatory state and local government officials; project managers and public participation staff for DOE and its management and operations contractors; non-government groups concerned with environmental protection, public safety, and health issues; federal and state environmental regulators; business organizations; civic groups; and other interested parties. While this study examined only those public participation programs sponsored by DOE, the resulting findings also have applicability to the public involvement efforts sponsored by many other public and private sector organizations.

  16. Parallel programming with PCN

    SciTech Connect

    Foster, I.; Tuecke, S.

    1993-01-01

PCN is a system for developing and executing parallel programs. It comprises a high-level programming language, tools for developing and debugging programs in this language, and interfaces to Fortran and Cthat allow the reuse of existing code in multilingual parallel programs. Programs developed using PCN are portable across many different workstations, networks, and parallel computers. This document provides all the information required to develop parallel programs with the PCN programming system. It includes both tutorial and reference material. It also presents the basic concepts that underlie PCN, particularly where these are likely to be unfamiliar to the reader, and provides pointers to other documentation on the PCN language, programming techniques, and tools. PCN is in the public domain. The latest version of both the software and this manual can be obtained by anonymous ftp from Argonne National Laboratory in the directory pub/pcn at info.mcs. ani.gov (cf. Appendix A). This version of this document describes PCN version 2.0, a major revision of the PCN programming system. It supersedes earlier versions of this report.

Many process equipment performance and reliability problems can be solved economically by the proper selection and application of chemical treatment programs. It is important to choose an experienced chemical vendor and to work closely with the vendor to develop a good chemical treatment program. This requires devoting sufficient manpower to ensure that the treatment program development is thorough and timely. After the treatment program is installed, the system operation and performance should be routinely monitored to ensure that expected benefits are achieved and unexpected problems do not develop.
