    Facies of the Permian San Andres Formation, Howard-Glasscock field, Howard County, Texas, consist mainly of thick shelf carbonates topped by a carbonate-evaporite sabkha unit. Clastics are present as thin shale beds occurring sporadically throughout the sequence. Carbonate facies reflect a broad progradation across a promontory of the Eastern shelf bordering the Midland basin, punctuated by minor transgressions and onlap due to differential subsidence. Core examination demonstrates that the carbonates have been pervasively dolomitized and plugged by sulfates, principally anhydrite. Dolomite crystal size shows a broad increase down-core, while anhydrite content decreases. Anhydrite precipitation appears to increasingly postdate the onset of dolomitization with depth. Reflux processes are felt to be largely responsible for the ubiquitous dolomitization and sulfate precipitation. Porosity developed as a result of a sulfate solution event, producing vuggy, moldic, and intercrystalline dolomitic porosity due to leaching of sulfates from the dolomite fabric. Lateral solution pathways developed, particularly through the leaching of sulfates from packstone allochem replacements and void fills. Insoluble residue content was a major inhibiting factor in solution, especially because of stylolite development in shaly dolomites, which created low-porosity horizons. Hydrocarbon shows are primarily intercrystalline.

    The National Institutes of Health (NIH) has proposed to partially fund the construction of the Howard T. Ricketts (HTR) regional biocontainment laboratory (RBL) by the University of Chicago at the U.S. Department of Energy's (DOE's) Argonne National Laboratory in Argonne, Illinois. The HTR Laboratory (HTRL) would be constructed, owned, and operated by the University of Chicago on land leased to it by DOE. The preferred project site is located north of Eastwood Drive and west of Outer Circle Road and is near the biological sciences building. This environmental assessment addresses the potential environmental effects resulting from construction and operation of the proposed facility. The proposed project involves the construction of a research facility with a footprint up to approximately 44,000 ft{sup 2} (4,088 m{sup 2}). The proposed building would house research laboratories, including Biosafety Level 2 and 3 biocontainment space, animal research facilities, administrative offices, and building support areas. The NIH has identified a need for new facilities to support research on potential bioterrorism agents and emerging and re-emerging infectious diseases, to protect the nation from such threats to public health. This research requires specialized laboratory facilities that are designed, managed, and operated to protect laboratory workers and the surrounding community from accidental exposure to agents. The proposed HTRL would provide needed biocontainment space to researchers and promote the advancement of knowledge in the disciplines of biodefense and emerging and re-emerging infectious diseases. Several alternatives were considered for the location of the proposed facility, as well as a no action alternative. The preferred alternative includes the construction of a research facility, up to 44,000 ft{sup 2} (4,088 m{sup 2}), at Argonne National Laboratory, a secure government location.     Our research has been aimed at (i) identifying, (ii) determining mode of regulation, and (iii) understanding how different classes of compatible solutes (also termed osmolytes) affect macromolecular stability in response to osmotic and thermal stress. For solutes we have identified (e.g., di-inositol-1,1’-phosphate (DIP)), we used NMR to elucidate biosynthetic pathways and then cloned suspected enzymes in the pathway to explore how they are regulated. Compatible solutes are thought to protect proteins from thermal and osmotic stresses by being excluded from the surface, allowing critical water molecules to interact with the protein. This implies there are no specific binding interactions between osmolytes and proteins. However, we and others have often observed very specific solute effects for proteins that suggest a more direct interaction between solute and protein is likely can occur. Measuring such a weak interaction is extremely difficult. We have developed a solution NMR method, high-resolution field cycling relaxometry, that can measure spin-lattice relaxation rates as a function of magnetic field from 11.7 (the field of a 500 MHz spectrometer) to 0.003 T. The methodology is ideal for nuclei in small molecules with moderately long relaxation times at high fields – phosphate groups (31P), enriched carbonyls (13C), or methyl groups (1H). The protein of interest is spin-labeled to introduce a large dipole on it that will dominate the relaxation of nuclei on any small molecules that bind transiently. The key is to measure relaxation below 1-2 T (and extract nuclei-spin label distances in the bound complex) where the small molecule relaxation will be dominated by dipolar mechanisms with a correlation time indicative of the large protein complex. Our explorations of an inositol monophosphatase (the last step in DIP generation) localized four discrete binding sides for the thermoprotectant α-glutamate.     The combined effect of increased energy costs, advances in digital metering techniques, and regulatory pressures is stimulating utility interest in charging smaller customers the full cost of their burden on the electric system, by metering reactive power and billing for poor power factor. Oklahoma Gas and Electric Co. adopted the Q-meter method, made practical with the advent of magnetic-tape metering. Digital metering and new techniques now being developed will add more options for utilities interested in metering power factor. There are three commonly used methods of determining power factor, all of which require the use of the standard induction watthour meter, plus at least one other meter, to obtain a second value in the power triangle. In all cases, the third value, if required, is obtained by calculation.

    An apparatus and method are provided for mapping an area of interest using polar coordinates or Cartesian coordinates. The apparatus includes a range finder, an azimuth angle measuring device to provide a heading and an inclinometer to provide an angle of inclination of the range finder as it relates to primary reference points and points of interest. A computer is provided to receive signals from the range finder, inclinometer and azimuth angle measurer to record location data and calculate relative locations between one or more points of interest and one or more primary reference points. The method includes mapping of an area of interest to locate points of interest relative to one or more primary reference points and to store the information in the desired manner. The device may optionally also include an illuminator which can be utilized to paint the area of interest to indicate both points of interest and primary points of reference during and/or after data acquisition.

    The Chan, Karolyi, Longstaff and Sanders (CKLS) model is a popular one-factor model for describing the spot interest rates. In this paper, the four parameters in the CKLS model are regarded as stochastic. The parameter vector φ{sup (j)} of four parameters at the (J+n)-th time point is estimated by the j-th window which is defined as the set consisting of the observed interest rates at the j′-th time point where j≤j′≤j+n. To model the variation of φ{sup (j)}, we assume that φ{sup (j)} depends on φ{sup (j−m)}, φ{sup (j−m+1)},…, φ{sup (j−1)} and the interest rate r{sub j+n} at the (j+n)-th time point via a four-dimensional conditional distribution which is derived from a [4(m+1)+1]-dimensional power-normal distribution. Treating the (j+n)-th time point as the present time point, we find a prediction interval for the future value r{sub j+n+1} of the interest rate at the next time point when the value r{sub j+n} of the interest rate is given. From the above four-dimensional conditional distribution, we also find a prediction interval for the future interest rate r{sub j+n+d} at the next d-th (d≥2) time point. The prediction intervals based on the CKLS model with stochastic parameters are found to have better ability of covering the observed future interest rates when compared with those based on the model with fixed parameters.

    The National Environmental Policy Act (NEPA) requires that federal agencies prepare environmental impact statements (EISs) on proposals for major Federal action significantly affecting the quality of the human environment. The Council on Environmental Quality (CEQ) regulations require that EISs be prepared directly by the lead agency or a contractor it selects. EIS contractors must execute a disclosure statement specifying that they have ``no financial or other interest`` in the outcome of the project. The intent of the ``conflict of interest`` prohibition is to ensure that the EIS is defensible, free of self-serving bias, and credible to the public. Those coming to the federal government for money, permits, or project approvals must not be placed in the position of analyzing the environmental consequences of their own proposals. This paper analyzes the conflict of interest problem faced by government contractors who maintain and operate government-owned or-controlled facilities for which EISs are required. In the US Department of Energy (DOE) system, these are referred to as ``M and O`` contractors. It also examines organizational conflicts presented by current or prospective government contractors who have a financial or other interest in the outcome of a project or program for which an EIS is prepared. In responding to these and related questions, the paper discusses and interprets the CEQ regulations and guidance on EIS preparation conflict of interest as well as leading federal court opinions. It also distinguishes ``preparers`` from ``participants`` in the EIS preparation process.

The host executes instructions from memory to predict a binary quality status of the item. The learning machine receives signals from the sensor(s), identifies candidate features, and extracts features from the candidates that are more predictive of the binary quality status relative to other candidate features. The learning machine maps the extracted features to a dimensional space that includes most of the items from a passing binary class and excludes all or most of the items from a failing binary class. The host also compares the received signals for a subsequent item of interest to the dimensional space to thereby predict, in real time, the binary quality status of the subsequent item of interest.

    A system includes host and learning machines. Each machine has a processor in electrical communication with at least one sensor. Instructions for predicting a binary quality status of an item of interest during a repeatable process are recorded in memory. The binary quality status includes passing and failing binary classes. The learning machine receives signals from the at least one sensor and identifies candidate features. Features are extracted from the candidate features, each more predictive of the binary quality status. The extracted features are mapped to a dimensional space having a number of dimensions proportional to the number of extracted features. The dimensional space includes most of the passing class and excludes at least 90 percent of the failing class. Received signals are compared to the boundaries of the recorded dimensional space to predict, in real time, the binary quality status of a subsequent item of interest.

    This working group`s first objective is to identify major economic, technical, and regulatory constraints on operator practices and decisions relevant to offshore facilities removal. Then, the group will try to make recommendations as to regulatory and policy adjustments, additional research, or process improvements and/or technological advances, that may be needed to improve the efficiency and effectiveness of the removal process. The working group will focus primarily on issues dealing with Gulf of Mexico platform abandonments. In order to make the working group sessions as productive as possible, the Facilities Removal Working Group will focus on three topics that address a majority of the concerns and/or constraints relevant to facilities removal. The three areas are: (1) Explosive Severing and its Impact on Marine Life, (2) Pile and Conductor Severing, and (3) Deep Water Abandonments This paper will outline the current state of practice in the offshore industry, identifying current regulations and specific issues encountered when addressing each of the three main topics above. The intent of the paper is to highlight potential issues for panel discussion, not to provide a detailed review of all data relevant to the topic. Before each panel discussion, key speakers will review data and information to facilitate development and discussion of the main issues of each topic. Please refer to the attached agenda for the workshop format, key speakers, presentation topics, and panel participants. The goal of the panel discussions is to identify key issues for each of the three topics above. The working group will also make recommendations on how to proceed on these key issues.

    Sensors play a key role in detecting both charged particles and photons for all three frontiers in Particle Physics. The signals from an individual sensor that can be used include ionization deposited, phonons created, or light emitted from excitations of the material. The individual sensors are then typically arrayed for detection of individual particles or groups of particles. Mounting of new, ever higher performance experiments, often depend on advances in sensors in a range of performance characteristics. These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

    The Kepler mission has revolutionized our understanding of exoplanets, but some of the planet candidates identified by Kepler may actually be astrophysical false positives or planets whose transit depths are diluted by the presence of another star. Adaptive optics images made with ARIES at the MMT of 87 Kepler Objects of Interest place limits on the presence of fainter stars in or near the Kepler aperture. We detected visual companions within 1'' for 5 stars, between 1'' and 2'' for 7 stars, and between 2'' and 4'' for 15 stars. For those systems, we estimate the brightness of companion stars in the Kepler bandpass and provide approximate corrections to the radii of associated planet candidates due to the extra light in the aperture. For all stars observed, we report detection limits on the presence of nearby stars. ARIES is typically sensitive to stars approximately 5.3 Ks magnitudes fainter than the target star within 1'' and approximately 5.7 Ks magnitudes fainter within 2'', but can detect stars as faint as ΔKs = 7.5 under ideal conditions.

    Failure of coiled tubing, due to the repeated bending and plastic deformation of coiled tubing on and off the reel and gooseneck, is of great concern in coiled tubing operations. This paper discusses the coiled tubing working life based on one of the coiled tubing life models published in the literature, and compares the results with other models. Certain agreements are found among these models. A group of curves is presented to illustrate the coiled tubing working life affected by coiled tubing size and wall thickness, internal pressure, yield strength, reel diameter, gooseneck radius, operation condition (corrosion) and butt-welded connection (stress concentration). The results show that coiled tubing life can be greatly increased by increasing CT wall thickness and CT strength, while the coiled tubing working life decreases under high internal pressure, corrosion, and butt-weld conditions. These curves can be easily used in estimating coiled tubing life for the field use.

    Disclosed is a long working distance interference microscope suitable for three-dimensional imaging and metrology of MEMS devices and test structures on a standard microelectronics probe station. The long working distance of 10-30 mm allows standard probes or probe cards to be used. This enables nanometer-scale 3-D height profiles of MEMS test structures to be acquired across an entire wafer. A well-matched pair of reference/sample objectives is not required, significantly reducing the cost of this microscope, as compared to a Linnik microinterferometer.

    The goal of nuclear forensics is to develop a preferred approach to support illicit trafficking investigations. This approach must be widely understood and accepted as credible. The principal objectives of the Round Robin Tests are to prioritize forensic techniques and methods, evaluate attribution capabilities, and examine the utility of database. The HEU (Highly Enriched Uranium) Round Robin, and previous Plutonium Round Robin, have made tremendous contributions to fulfilling these goals through a collaborative learning experience that resulted from the outstanding efforts of the nine participating internal laboratories. A prioritized list of techniques and methods has been developed based on this exercise. Current work is focused on the extent to which the techniques and methods can be generalized. The HEU Round Robin demonstrated a rather high level of capability to determine the important characteristics of the materials and processes using analytical methods. When this capability is combined with the appropriate knowledge/database, it results in a significant capability to attribute the source of the materials to a specific process or facility. A number of shortfalls were also identified in the current capabilities including procedures for non-nuclear forensics and the lack of a comprehensive network of data/knowledge bases. The results of the Round Robin will be used to develop guidelines or a ''recommended protocol'' to be made available to the interested authorities and countries to use in real cases.

    In December 2009, the Southern Alliance for Clean Energy (SACE), through a partnership with the Appalachian Regional Commission, EKPC, Kentucky's Department for Energy Development and Independence, SACE, Tennessee's Department of Environment and Conservation, and TVA, and through a contract with the Department of Energy, established the Tennessee Valley and Eastern Kentucky Wind Working Group (TVEKWWG). TVEKWWG consists of a strong network of people and organizations. Working together, they provide information to various organizations and stakeholders regarding the responsible development of wind power in the state. Members include representatives from utility interests, state and federal agencies, economic development organizations, non-government organizations, local decision makers, educational institutions, and wind industry representatives. The working group is facilitated by the Southern Alliance for Clean Energy. TVEKWWG supports the Department of Energy by helping educate and inform key stakeholders about wind energy in the state of Tennessee.

    In the three years since the Supreme Court decided in United States v. Swank that a coal operator mining a coal deposit under a written lease terminable without cause on 30 days notice held an economic interest in the mineral in place, tax literature began noting that this decision rejected a long-held position of the Internal Revenue Service (IRS). The author assesses the impact of Revenue Ruling 83-88, in which the IRS went beyond Swank in concluding that there is no minimum period during which a lessee must have a legal right to extract minerals as a prerequisite to an economic interest. He examines the proposition that, after Swank and Revenue Ruling 83-160, licensees who previously were considered not to have acquired an economic interest, should now be found to have an economic interest in the mineral deposit they are extracting.

    The treatment of mixed waste remains one of this country`s most vexing environmental problems. Mixed waste is the combination of radioactive waste and hazardous waste, as defined by the Resource Conservation and Recovery Act (RCRA). The Department of Energy (DOE), as the country`s largest mixed waste generator, responsible for 95 percent of the Nation`s mixed waste volume, is now required to address a strict set of milestones under the Federal Facility Compliance Act of 1992. DOE`s earlier failure to adequately address the storage and treatment issues associated with mixed waste has led to a significant backlog of temporarily stored waste, significant quantities of buried waste, limited permanent disposal options, and inadequate treatment solutions. Between May and November of 1993, the Mixed Waste Working Group brought together stakeholders from around the Nation. Scientists, citizens, entrepreneurs, and bureaucrats convened in a series of forums to chart a course for accelerated testing of innovative mixed waste technologies. For the first time, a wide range of stakeholders were asked to examine new technologies that, if given the chance to be tested and evaluated, offer the prospect for better, safer, cheaper, and faster solutions to the mixed waste problem. In a matter of months, the Working Group has managed to bridge a gap between science and perception, engineer and citizen, and has developed a shared program for testing new technologies.

    The ASC Exascale Hardware Architecture working group is challenged to provide input on the following areas impacting the future use and usability of potential exascale computer systems: processor, memory, and interconnect architectures, as well as the power and resilience of these systems. Going forward, there are many challenging issues that will need to be addressed. First, power constraints in processor technologies will lead to steady increases in parallelism within a socket. Additionally, all cores may not be fully independent nor fully general purpose. Second, there is a clear trend toward less balanced machines, in terms of compute capability compared to memory and interconnect performance. In order to mitigate the memory issues, memory technologies will introduce 3D stacking, eventually moving on-socket and likely on-die, providing greatly increased bandwidth but unfortunately also likely providing smaller memory capacity per core. Off-socket memory, possibly in the form of non-volatile memory, will create a complex memory hierarchy. Third, communication energy will dominate the energy required to compute, such that interconnect power and bandwidth will have a significant impact. All of the above changes are driven by the need for greatly increased energy efficiency, as current technology will prove unsuitable for exascale, due to unsustainable power requirements of such a system. These changes will have the most significant impact on programming models and algorithms, but they will be felt across all layers of the machine. There is clear need to engage all ASC working groups in planning for how to deal with technological changes of this magnitude. The primary function of the Hardware Architecture Working Group is to facilitate codesign with hardware vendors to ensure future exascale platforms are capable of efficiently supporting the ASC applications, which in turn need to meet the mission needs of the NNSA Stockpile Stewardship Program.     The purpose of this Systems Engineering (SE) Working Plan (SEWP) is to describe how the Westinghouse Hanford Company (WHC) Tank Waste Remediation System (TWRS) will implement the SE polity and guidance provided in the Tank Waste Remediation System (TWRS) Systems Engineering Management Plan (SEMP). Sections 2.0 through 4.0 cover how the SE process and management will be performed to develop a technical baseline within TWRS. Section 5.0 covers the plans and schedules to implement the SE process and management within TWRS. Detailed information contained in the TWRS Program SEMP is not repeated in this document. This SEWP and the SE discipline defined within apply to the TWRS Program and new and ongoing TWRS projects or activities, including new facilities and safety. The SE process will be applied to the existing Tank Farm operations where the Richland TWRS Program Office management determines the process appropriate and where value will be added to existing Tank Farm system and operations.

    In April 1994, the Department of Energy (DOE) Strategic Plan was issued. This Plan presents the Department`s strategic outlook in response to a changing world. It discusses the Department`s unique capabilities; its mission, vision, and core values; and key customer and stakeholder considerations. The DOE Strategic Plan lists business strategies and critical success factors which are intended to aid the Department in accomplishing its mission and reaching its vision of itself in the future. The Office of Inspector General (OIG) has an important role in carrying out the goals and objectives of the Secretary`s Strategic Plan. The ultimate goal of the OIG is to facilitate positive change by assisting its customers, responsible Government officials, in taking actions to improve programs and operations. The Inspector General annually issues his own Strategic Plan that contains program guidance for the next fiscal year. As part of its responsibility in carrying out the OIG mission, the Office of the Deputy Inspector General for Audit Services (Office of Audit Services) publishes an Annual Work Plan that sets forth audits that are planned for the next fiscal year. Selection of these audits is based on the overall budget of the Department, analyses of trends in Departmental operations, guidance contained in the agency`s strategic plans, statutory requirements, and the expressed needs and audit suggestions of Departmental program managers and OIG managers and staff. This work plan includes audits that are carried over from FY 1995 and audits scheduled to start during FY 1996. Audits included in the plan will be performed by OIG staff.

    The ''point design'' studied this year shows that a staged VLHC (40, {approx} 200 TeV) is feasible, with no insurmountable challenges. Further work can provide a more optimized design, by studying various alternative field strengths (e.g., superferric magnets for Stage 1) for improvements to vacuum, wall impedance, and other major performance parameters. It may be that a ''single-stage'' scenario for accessing higher energies sooner is the correct approach. A next-step design study should be considered to look at the two cases near to and complementary to the 2001 VLHC Design Study. The effectiveness of photon stops and their engineering design need to be addressed in the near future to truly determine if these devices can lead this effort to even higher luminosities and energies. The superbunch approach should continue to be studied, as well as IR designs, new instrumentation and diagnostics, and beam dynamics issues. Finally, a well organized VLHC-motivated beam studies effort should become part of the national program.

    This report describes the work performed at Berkeley Lab most recently. One of the Labs accomplishments is the publication of Scenarios of US Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the US. This analysis is described and played a key role in shaping the US position on climate change in the Kyoto Protocol negotiations. The Labs participation in the fundamental characterization of the climate change issue by the IPCC is described. Described also is a study of leaking electricity, which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of US residential electricity currently expended on standby losses. The 54 vignettes contained in the report summarize results of research activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national Energy Star{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China.

  7. Special Report on "Allegations of Conflict of Interest Regarding Licensing of PROTECT by Argonne National Laboratory"

    In February 2009, the Office of Inspector General received a letter from Congressman Mark Steven Kirk of Illinois, which included constituent allegations that an exclusive technology licensing agreement by Argonne National Laboratory was tainted by inadequate competition, conflicts of interest, and other improprieties. The technology in question was for the Program for Response Options and Technology Enhancements for Chemical/Biological Terrorism, commonly referred to as PROTECT. Because of the importance of the Department of Energy's technology transfer program, especially as implementation of the American Recovery and Reinvestment Act matures, we reviewed selected aspects of the licensing process for PROTECT to determine whether the allegations had merit. In summary, under the facts developed during our review, it was understandable that interested parties concluded that there was a conflict of interest in this matter and that Argonne may have provided the successful licensee with an unfair advantage. In part, this was consistent with aspects of the complaint from Congressman Kirk's constituent.

    This article presents the results of the first large-scale mail survey of non-residential green power customers in the United States. The survey explored the motivations, attitudes, and experiences of 464 business, non-profit, and public-sector customers that have voluntarily opted to purchase - and frequently pay a premium for - renewable electricity. Results of this study should be of value to marketers interested in targeting these customer segments, to policy makers interested in fostering and understanding non-residential demand for green power, and to academics pondering the motivations for firms to engage in such voluntary environmental initiatives.

    We analyze the deviations of transit times from a linear ephemeris for the Kepler Objects of Interest (KOI) through Quarter six (Q6) of science data. We conduct two statistical tests for all KOIs and a related statistical test for all pairs of KOIs in multi-transiting systems. These tests identify several systems which show potentially interesting transit timing variations (TTVs). Strong TTV systems have been valuable for the confirmation of planets and their mass measurements. Many of the systems identified in this study should prove fruitful for detailed TTV studies.

    This report was prepared in response to the guidance provided by the Congress in the course of the Fiscal Year 1995 appropriations process for the Department of Energy`s (DOE) Office of Fossil Energy (FE). As described in detail below, DOE was directed to make the international dissemination of Clean Coal Technologies (CCTs) an integral part of its policy to reduce greenhouse gas emissions in developing countries. Congress directed DOE to solicit ``Statements of Interest`` in commercial projects employing CCTs in countries projected to have significant growth in greenhouse gas emissions. Additionally, DOE was asked to submit to the Congress a report that analyzes the information contained in the Statements of Interest, and that identifies the extent to which various types of Federal incentives would accelerate the commercial availability of these technologies in an international context. In response to DOE`s solicitation of 18 November 1994, 77 Statements of Interest were received from 33 companies, as well as five additional materials. The contents of these submittals, including the requested Federal incentives, the CCTs proposed, the possible host countries, and the environmental aspects of the Statements of Interest, are described and analyzed in the chapters that follow.

  20. Empirical investigation into the tax court assessment of the economic interest concept in natural resource taxation

    Within the natural resource taxation area, the concept of economic interest evolved as a crucial issue. The concept controls the allowance of the depletion deduction and, in some instances the availability for capital gain treatment. Economic interest, however, has become a very confusing issue over the years and is difficult to apply in many circumstances. This research study attempts to provide a better understanding of the economic interest concept by identifying significant factors that have been present in certain tax related court cases. The entire population of Tax Court cases from 1933 through 1984 in which economic interest was the main issue were read to determine the existence of twelve variables. Logit analysis was then used to identify these variables, which were significant. Other parts of the research study include the evaluation of a hold-out sample, determining whether the significant variables have changes over time, and comparing the results of the Tax Court cases with the results developed for Court of Claims cases. The logit model developed using all of the 140 Tax Court observations indicated five significant variables were present. A classification accuracy of 80% was obtained using the model to classify the Tax Court cases.

    Deburring, polishing, surface forming and the like are carried out by electrochemical machining with conformable electrode means including an electrically conducting and an insulating web. The surface of the work to be processed is covered by a deformable electrically insulating web or cloth which is perforated and conforms with the work. The web is covered by a deformable perforated electrically conducting screen electrode which also conforms with, and is insulated from, the work by the insulating web. An electrolyte is conducted through the electrode and insulating web and along the work through a perforated elastic member which engages the electrode under pressure pressing the electrode and web against the work. High current under low voltage is conducted betwen the electrode and work through the insulator, removing material from the work. Under the pressure of the elastic member, the electrode and insulator continue to conform with the work and the spacing between the electrode and work is maintained constant.

    We study the behavior of U.S. markets both before and after U.S. Federal Open Market Commission meetings and show that the announcement of a U.S. Federal Reserve rate change causes a financial shock, where the dynamics after the announcement is described by an analog of the Omori earthquake law. We quantify the rate n(t) of aftershocks following an interest-rate change at time T and find power-law decay which scales as n(t-T)approx(t-T){sup -O}MEGA, with OMEGA positive. Surprisingly, we find that the same law describes the rate n{sup '}(|t-T|) of 'preshocks' before the interest-rate change at time T. This study quantitatively relates the size of the market response to the news which caused the shock and uncovers the presence of quantifiable preshocks. We demonstrate that the news associated with interest-rate change is responsible for causing both the anticipation before the announcement and the surprise after the announcement. We estimate the magnitude of financial news using the relative difference between the U.S. Treasury Bill and the Federal Funds effective rate. Our results are consistent with the 'sign effect', in which 'bad news' has a larger impact than 'good news'. Furthermore, we observe significant volatility aftershocks, confirming a 'market under-reaction' that lasts at least one trading day.

    , training of the workforce began and as of the time of this report more than 50% of authorized Integration Work Sheets (IWS) use the activity-based planning process. In 2010, LSO independently reviewed the work planning and control process and confirmed to the Laboratory that the Integrated Safety Management (ISM) System was implemented. LLNL conducted a cross-directorate management self-assessment of work planning and control and is developing actions to respond to the issues identified. Ongoing efforts to strengthen the work planning and control process and to improve the quality of LLNL work packages are in progress: completion of remaining actions in response to the 2009 DOE Office of Health, Safety, and Security (HSS) evaluation of LLNL's ISM System; scheduling more than 14 work planning and control self-assessments in FY11; continuing to align subcontractor work control with the Institutional work planning and control system; and continuing to maintain the electronic IWS application. The 24 events included in this analysis were caused by errors in the first four of the five ISMS functions. The most frequent cause was errors in analyzing the hazards (Function 2). The second most frequent cause was errors occurring when defining the work (Function 1), followed by errors during the performance of work (Function 4). Interestingly, very few errors in developing controls (Function 3) resulted in events. This leads one to conclude that if improvements are made to defining the scope of work and analyzing the potential hazards, LLNL may reduce the frequency or severity of events. Analysis of the 24 events resulted in the identification of ten common causes. Some events had multiple causes, resulting in the mention of 39 causes being identified for the 24 events. The most frequent cause was workers, supervisors, or experts believing they understood the work and the hazards but their understanding was incomplete. The second most frequent cause was unclear, incomplete or

The porous multi-component material includes a substrate and a composite thin film. The composite thin film is formed by combining a porous polymer with a nanostructured material.   3. A technique to derive improved proper motions for Kepler objects of interest

    We outline an approach yielding proper motions with higher precision than exists in present catalogs for a sample of stars in the Kepler field. To increase proper-motion precision, we combine first-moment centroids of Kepler pixel data from a single season with existing catalog positions and proper motions. We use this astrometry to produce improved reduced-proper-motion diagrams, analogous to a Hertzsprung-Russell (H-R) diagram, for stars identified as Kepler objects of interest. The more precise the relative proper motions, the better the discrimination between stellar luminosity classes. Using UCAC4 and PPMXL epoch 2000 positions (and proper motions from those catalogs as quasi-Bayesian priors), astrometry for a single test Channel (21) and Season (0) spanning 2 yr yields proper motions with an average per-coordinate proper-motion error of 1.0 mas yr{sup –1}, which is over a factor of three better than existing catalogs. We apply a mapping between a reduced-proper-motion diagram and an H-R diagram, both constructed using Hubble Space Telescope parallaxes and proper motions, to estimate Kepler object of interest K-band absolute magnitudes. The techniques discussed apply to any future small-field astrometry as well as to the rest of the Kepler field.

    A method for positioning a first device utilizing a surface having a viewing translation stage, the surface being movable between a first position where the viewing stage is in operational alignment with a first device and a second position where the viewing stage is in operational alignment with a second device. The movable surface is placed in the first position and an image is produced with the first device of an identifiable characteristic of a calibration object on the viewing stage. The moveable surface is then placed in the second position and only the second device is moved until an image of the identifiable characteristic in the second device matches the image from the first device. The calibration object is then replaced on the stage of the surface with a test object, and the viewing translation stage is adjusted until the second device images the area of interest. The surface is then moved to the first position where the test object is scanned with the first device to image the area of interest. An alternative embodiment where the devices move is also disclosed.

    Generation of low work function, stable compound thin films by laser ablation. Compound thin films with low work function can be synthesized by simultaneously laser ablating silicon, for example, and thermal evaporating an alkali metal into an oxygen environment. For example, the compound thin film may be composed of Si/Cs/O. The work functions of the thin films can be varied by changing the silicon/alkali metal/oxygen ratio. Low work functions of the compound thin films deposited on silicon substrates were confirmed by ultraviolet photoelectron spectroscopy (UPS). The compound thin films are stable up to 500.degree. C. as measured by x-ray photoelectron spectroscopy (XPS). Tests have established that for certain chemical compositions and annealing temperatures of the compound thin films, negative electron affinity (NEA) was detected. The low work function, stable compound thin films can be utilized in solar cells, field emission flat panel displays, electron guns, and cold cathode electron guns.

  11. Predictions of the equation of state of cerium yield interesting insights into experimental results

    There has been much interest in the past in understanding the dynamic properties of phase changing materials. In this paper we begin to explore the dynamic properties of the complex material of cerium. Cerium metal is a good candidate material to explore capabilities in determining a dynamic phase diagram on account of its low dynamic phase boundaries, namely, the {gamma}-{alpha}, and {alpha}-liquid phase boundaries. Here we present a combination of experimental results with calculated results to try to understand the dynamic behavior of the material. Using the front surface impact technique, we performed a series of experiments which displayed a rarefaction shock upon release. These experiments show that the reversion shock stresses occur at different magnitudes, allowing us to plot out the {gamma}-{alpha} phase boundary. Applying a multiphase equation of state a broader understanding of the experimental results will be discussed.

  12. Interest variability and finding a reliable response level for aquatic bioassays used in compliance testing

    The issue of uncontrolled interest variability in implementing chronic bioassay test results in compliance settings has been contentious. Since it is desirable that only reliable test data be used in determining compliance, a quantitative measure of reliability is needed. This study utilized reference toxicant data from the TOXIS data base to examine interest precision characteristics for Fathead minnow, Ceriodaphnia, kelp, abalone, and sea urchin protocols. Dispersion of response level (RL) data at 1.5, 10, 15, 25, 40, and 50% effect was examined by lab for each protocol. The 95% Cl band about the mean dose-response curve typically shows greater dispersion at lower doses and effects, with up to 10% effect being included for zero dose of toxicant. On a relative basis (CV), each protocol exhibited high variability at low RL, followed by a flattening of the CV-RL relationship at some characteristic RL. From this point, CV becomes approximately constant, and this point is termed the Reliable Response Level, RLL. For most tests, RRL occurred between 15--40% effect, with 30--40% CV values. Interlab comparisons demonstrated obvious differences in lab performance with any given protocol, suggesting a basis for lab performance goals. Study results indicate that each protocol has an RRL above which the reliability of test data is constant and may be predicted; variability increases markedly below the RRL represents the point where determinate and indeterminate errors are small or controlled, such that test performance is predictable. The RRL/point estimation models allow setting of lab performance criteria, comparison of multiple sample test results, comparisons of lab performance, and setting of toxicity objectives based on test reliability criteria.

  13. CO2-based mixtures as working fluids for geothermal turbines.

    Sandia National Laboratories is investigating advanced Brayton cycles using supercritical working fluids for application to a variety of heat sources, including geothermal, solar, fossil, and nuclear power. This work is centered on the supercritical CO{sub 2} (S-CO{sub 2}) power conversion cycle, which has the potential for high efficiency in the temperature range of interest for these heat sources and is very compact-a feature likely to reduce capital costs. One promising approach is the use of CO{sub 2}-based supercritical fluid mixtures. The introduction of additives to CO{sub 2} alters the equation of state and the critical point of the resultant mixture. A series of tests was carried out using Sandia's supercritical fluid compression loop that confirmed the ability of different additives to increase or lower the critical point of CO{sub 2}. Testing also demonstrated that, above the modified critical point, these mixtures can be compressed in a turbocompressor as a single-phase homogenous mixture. Comparisons of experimental data to the National Institute of Standards and Technology (NIST) Reference Fluid Thermodynamic and Transport Properties (REFPROP) Standard Reference Database predictions varied depending on the fluid. Although the pressure, density, and temperature (p, {rho}, T) data for all tested fluids matched fairly well to REFPROP in most regions, the critical temperature was often inaccurate. In these cases, outside literature was found to provide further insight and to qualitatively confirm the validity of experimental findings for the present investigation.

A second continuous laser also shines its light through an optical fiber in the probe into the first surface and is used in conjunction with signal processing equipment to measure the time between the first and second displacements.     The Tank Waste Remediation System (TWRS) Multi-Year Work Plan (MYWP) documents the detailed total Program baseline and was constructed to guide Program execution. The TWRS MYWP is one of two elements that comprise the TWRS Program Management Plan. The TWRS MYWP fulfills the Hanford Site Management System requirement for a Multi-Year Program Plan and a Fiscal-Year Work Plan. The MYWP addresses program vision, mission, objectives, strategy, functions and requirements, risks, decisions, assumptions, constraints, structure, logic, schedule, resource requirements, and waste generation and disposition. Sections 1 through 6, Section 8, and the appendixes provide program-wide information. Section 7 includes a subsection for each of the nine program elements that comprise the TWRS Program. The foundation of any program baseline is base planning data (e.g., defendable product definition, logic, schedules, cost estimates, and bases of estimates). The TWRS Program continues to improve base data. As data improve, so will program element planning, integration between program elements, integration outside of the TWRS Program, and the overall quality of the TWRS MYWP. The MYWP establishes the TWRS baseline objectives to store, treat, and immobilize highly radioactive Hanford waste in an environmentally sound, safe, and cost-effective manner. The TWRS Program will complete the baseline mission in 2040 and will incur costs totalling approximately 40 billion dollars. The summary strategy is to meet the above objectives by using a robust systems engineering effort, placing the highest possible priority on safety and environmental protection; encouraging {open_quotes}out sourcing{close_quotes} of the work to the extent practical; and managing significant but limited resources to move toward final disposition of tank wastes, while openly communicating with all interested stakeholders.

  2. The Effect of Cold Work on Properties of Alloy 617

    Alloy 617 is approved for non-nuclear construction in the ASME Boiler and Pressure Vessel Code Section I and Section VIII, but is not currently qualified for nuclear use in ASME Code Section III. A draft Code Case was submitted in 1992 to qualify the alloy for nuclear service but efforts were stopped before the approval process was completed.1 Renewed interest in high temperature nuclear reactors has resulted in a new effort to qualify Alloy 617 for use in nuclear pressure vessels. The mechanical and physical properties of Alloy 617 were extensively characterized for the VHTR programs in the 1980’s and incorporated into the 1992 draft Code Case. Recently, the properties of modern heats of the alloy that incorporate an additional processing step, electro-slag re-melting, have been characterized both to confirm that the properties of contemporary material are consistent with those in the historical record and to increase the available database. A number of potential issues that were identified as requiring further consideration prior to the withdrawal of the 1992 Code Case are also being re-examined in the current R&D program. Code Cases are again being developed to allow use of Alloy 617 for nuclear design within the rules of the ASME Boiler and Pressure Vessel Code. In general the Code defines two temperature ranges for nuclear design with austenitic and nickel based alloys. Below 427°C (800°F) time dependent behavior is not considered, while above this temperature creep and creep-fatigue are considered to be the dominant life-limiting deformation modes. There is a corresponding differentiation in the treatment of the potential for effects associated with cold work. Below 427°C the principal issue is the relationship between the level of cold work and the propensity for stress corrosion cracking and above that temperature the primary concern is the impact of cold work on creep-rupture behavior.

To accomplish this the timing system behavior for the Data Acquisition Systems (DAS) must be evaluated. This report discusses the evaluation of a DAS timing system using WorkBench{trademark} Software in a Macintosh II environment. It also describes a method which can be successfully used to calibrate the timing system associated with the DAS.

A first series of measurements is carried out, where a conical beam (10) only takes in the area of interest of the object (2) and this is followed by a second series of measurements in which the beam takes in the entire object.     Conventional wisdom makes the suggestion that there are benefits to the creation of shared repositories of scientific data. Funding agencies require that the data from sponsored projects be shared publicly, but individual researchers often see little personal benefit to offset the work of creating easily sharable data. These conflicting forces have led to the emergence of a new role to support researchers: data managers. This paper identifies key differences between the socio-technical context of data managers and other "human infrastructure" roles articulated previously in Computer Supported Cooperative Work (CSCW) literature and summarizes the challenges that data managers face when acceptingmore » data for archival and reuse.
