    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

    This Interim Report summarizes the findings of our first twenty in-depth interviews in the Advanced Nuclear Reactor Public Opinion Project. We interviewed 6 industry trade association officials, 3 industry attorneys, 6 environmentalists/nuclear critics, 3 state officials, and 3 independent analysts. In addition, we have had numerous shorter discussions with various individuals concerned about nuclear power. The report is organized into the four categories proposed at our April, 1991, Advisory Group meeting: safety, cost-benefit analysis, science education, and communications. Within each category, some change of focus from that of the Advisory Group has been required, to reflect the findings of our interviews. This report limits itself to describing our findings. An accompanying memo draws some tentative conclusions.

    The ground is littered with projects that failed because of strong public opposition, including natural gas and coal power plants proposed in Idaho over the past several years. This joint project , of the Idaho National Laboratory, Boise State University, Idaho State University and University of Idaho has aimed to add to the tool box to reduce project risk through encouraging the public to engage in more critical thought and be more actively involved in public or social issues. Early in a project, project managers and decision-makers can talk with no one, pro and con stakeholder groups, or members of the public. Experience has shown that talking with no one outside of the project incurs high risk because opposition stakeholders have many means to stop most (if not all) energy projects. Talking with organized stakeholder groups provides some risk reduction from mutual learning, but organized groups tend not to change positions except under conditions of a negotiated settlement. Achieving a negotiated settlement may be impossible. Furthermore, opposition often arises outside pre-existing groups. Standard public polling provides some information but does not reveal underlying motivations, intensity of attitudes, etc. Improved methods are needed that probe deeper into stakeholder (organized groups and members of the public) values and beliefs/heuristics to increase the potential for change of opinions and/or out-of-box solutions. The term “heuristics” refers to the mental short-cuts, underlying beliefs, and paradigms that everyone uses to filter and interpret information, to interpret what is around us, and to guide our actions and decisions. This document is the final report of a 3-year effort to test different public discourse methods in the subject area of energy policy decision-making. We analyzed 504 mail-in surveys and 80 participants in groups on the Boise State University campus for their preference, financial support, and evaluations of eight attributes

  5. PVMapper: Report on the Second Public Opinion Survey

    This report has been developed as an integral part of the PVMapper project, funded by the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy’s SunShot program. The objective of the SunShot program is to reduce the total costs of solar energy systems. The scope of PVMapper is to develop a geographic information system (GIS) based project planning tool to identify optimal utility-scale solar facility sites. The specific objectives of the project are to 1) develop the software on an open-source platform; 2) integrate the appropriate data sets and GIS layers; 3) include a measure of social risk and public acceptance; 4) enable customization of variable weights; 5) provide a free and accessible platform for software download; and 6) provide a sustainability plan to ensure future relevance of the software. When completed, PVMapper is intended to be used by solar developers, Authorities Having Jurisdiction (AHJs), and other interested parties. This project supports SunShot’s objective by reducing the non-hardware balance of system costs (“soft costs”) for utility-scale solar project development. In order to accomplish the third project objective – including a measure of social risk and public acceptance within PVMapper – the project team has developed a time-series public opinion survey, administered yearly over the course of the three-year project. This report highlights the results and preliminary analyses from the second survey in this series. While the results of this survey are valuable to both PVMapper and future utility-scale solar development, the time-series design is extremely important. The completion of the series enables the extension of the dataset to much richer information. For example, the research team altered this iteration to sharpen the focus on specific topics (those posing potentially higher risks) and target specific locations in the oversample (such as communities near existing facilities).     commercial readiness of an emissions control system that is specifically designed to meet the environmental compliance requirements of these smaller coal-fired EGUs. The multi-pollutant control system is being installed and tested on the AES Greenidge Unit 4 (Boiler 6) by a team including CONSOL Energy Inc. as prime contractor, AES Greenidge LLC as host site owner, and Babcock Power Environmental Inc. as engineering, procurement, and construction contractor. All funding for the project is being provided by the U.S. Department of Energy, through its National Energy Technology Laboratory, and by AES Greenidge. AES Greenidge Unit 4 is a 107 MW{sub e} (net), 1950s vintage, tangentially-fired, reheat unit that is representative of many of the 440 smaller coal-fired units identified above. Following design and construction, the multi-pollutant control system will be demonstrated over an approximately 20-month period while the unit fires 2-4% sulfur eastern U.S. bituminous coal and co-fires up to 10% biomass. This Preliminary Public Design Report is the first in a series of two reports describing the design of the multi-pollutant control facility that is being demonstrated at AES Greenidge. Its purpose is to consolidate for public use all available nonproprietary design information on the Greenidge Multi-Pollutant Control Project. As such, the report includes a discussion of the process concept, design objectives, design considerations, and uncertainties associated with the multi-pollutant control system and also summarizes the design of major process components and balance of plant considerations for the AES Greenidge Unit 4 installation. The Final Public Design Report, the second report in the series, will update this Preliminary Public Design Report to reflect the final, as-built design of the facility and to incorporate data on capital costs and projected operating costs.

    This Report presents a compilation of what the American people themselves had to say about problems, prospects, and preferences in energy. The Report draws on the National Energy Strategy public hearing record and accompanying documents. In all, 379 witnesses appeared at the hearings to exchange views with the Secretary, Deputy Secretary, and Deputy Under Secretary of Energy, and Cabinet officers of other Federal agencies. Written submissions came from more than 1,000 individuals and organizations. Transcripts of the oral testimony and question-and-answer (Q-and-A) sessions, as well as prepared statements submitted for the record and all other written submissions, form the basis for this compilation. Citations of these sources in this document use a system of identifying symbols explained below and in the accompanying box. The Report is organized into four general subject areas concerning: (1) efficiency in energy use, (2) the various forms of energy supply, (3) energy and the environment, and (4) the underlying foundations of science, education, and technology transfer. Each of these, in turn, is subdivided into sections addressing specific topics --- such as (in the case of energy efficiency) energy use in the transportation, residential, commercial, and industrial sectors, respectively. 416 refs., 44 figs., 5 tabs.

    Hydrogen has promise to be the fuel of the future. Its use as a chemical reagent and as a rocket propellant has grown to over eight million metric tons per year in the United States. Although use of hydrogen is abundant, it has not been used extensively as a transportation fuel. To assess the viability of hydrogen as a transportation fuel and the viability of producing hydrogen using off-peak electric energy, Pinnacle West Capital Corporation (PNW) and its electric utility subsidiary, Arizona Public Service (APS) designed, constructed, and operates a hydrogen and compressed natural gas fueling station—the APS Alternative Fuel Pilot Plant. This report summarizes the design of the APS Alternative Fuel Pilot Plant and presents lessons learned from its design and construction. Electric Transportation Applications prepared this report under contract to the U.S. Department of Energy’s Advanced Vehicle Testing Activity. The Idaho National Engineering and Environmental Laboratory manages these activities for the Advanced Vehicle Testing Activity.

    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

The report includes descriptions and/or discussions for: (1) DOE's Clean Coal Power Initiative, overall project & Phase I objectives, and the historical evolution of DOE and American Electric Power (AEP) sponsored projects leading to the current project; (2) Alstom's Chilled Ammonia Process (CAP) carbon capture retrofit technology and the carbon storage and monitoring system; (3) AEP's retrofit approach in terms of plant operational and integration philosophy; (4) The process island equipment and balance of plant systems for the CAP technology; (5) The carbon storage system, addressing injection wells, monitoring wells, system monitoring and controls logic philosophy; (6) Overall project estimate that includes the overnight cost estimate, cost escalation for future year expenditures, and major project risks that factored into the development of the risk based contingency; and (7) AEP's decision to suspend further work on the project at the end of Phase I, notwithstanding its assessment that the Alstom CAP technology is ready for commercial demonstration at the intended scale.

    The Kemper County IGCC Project is an advanced coal technology project that is being developed by Mississippi Power Company (MPC). The project is a lignite-fueled 2-on-1 Integrated Gasification Combined-Cycle (IGCC) facility incorporating the air-blown Transport Integrated Gasification (TRIG™) technology jointly developed by Southern Company; Kellogg, Brown, and Root (KBR); and the United States Department of Energy (DOE) at the Power Systems Development Facility (PSDF) in Wilsonville, Alabama. The estimated nameplate capacity of the plant will be 830 MW with a peak net output capability of 582 MW. As a result of advanced emissions control equipment, the facility will produce marketable byproducts of ammonia, sulfuric acid, and carbon dioxide. 65 percent of the carbon dioxide (CO{sub 2}) will be captured and used for enhanced oil recovery (EOR), making the Kemper County facility’s carbon emissions comparable to those of a natural-gas-fired combined cycle power plant. The commercial operation date (COD) of the Kemper County IGCC plant will be May 2014. This report describes the basic design and function of the plant as determined at the end of the Front End Engineering Design (FEED) phase of the project.

    On 20 March 1995 terrorists released the chemical nerve agent sarin into the Tokyo subway system, killing 10 commuters and changing the public`s attitude about the most basic aspect of their lives: the air they breathe and the daily ritual of their commute to work. This is the new threat the United States must face: terrorism and its attack on the will of the people forcing governments to yield to the terrorists` position. Yet there is a different public response in warfare compared with a peacetime terrorist attack. This paper examines the psychological response of people in wartime and applies this description to chemical weapons use in war and in peace. The public`s response can be predicted if one uses reality theory, a concept leaders can use to mitigate responses that would prevent the execution of national strategy.

    Large blackouts, such as the August 14-15, 2003 blackout in the northeasternUnited States and Canada, focus attention on the importance of reliable electric service. As public and private efforts are undertaken to improve reliability and prevent power interruptions, it is appropriate to assess their effectiveness. Measures of reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities to state public utility commissions for many years. This study examines current state and utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based primarily on reliability information for 2006 reported by 123 utilities to 37 state public utility commissions.

    This preliminary Public Design Report (PDR) provides design information about Tampa Electric Company`s Polk Power Station Unit No. 1, which will demonstrate in a commercial 250 MW unit the benefits of the integration of oxygen-blown, entrained-flow coal gasification with advanced combined cycle technology. This project is partially funded by the US Department of Energy (DOE) under Round III of its Clean Coal Technology (CCT) Program under the provisions of Cooperative Agreement between DOE and Tampa Electric Company, novated on March 5,1992. The project is highlighted by the inclusion of a new hot gas cleanup system. DOE`s project management is based at its Morgantown Energy Technology Center (METC) in West Virginia. This report is preliminary, and the information contained herein is subject to revision. Definitive information will be available in the final PDR, which will be published at the completion of detailed engineering.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.

    Over a two year period, the Miami-Dade Public Library System gave 12 free solar energy programs throughout Dade County in its various branches; Solar Water Heater Workshops, where registered participants actually took part in building or putting together a solar water heater. Kick-off programs were also given free-of-charge by a number of local solar companies, to inform the audience about solar energy in general and the solar workshops in particular. Average registered attendance at these workshops was twenty, not including the crowds of onlookers at the outdoor building sessions or the earlier kick-off programs, which often had an audience of sixty or more. A later phone check of ten workshop participants picket at random revealed four who had built or were building their own solar systems, three who were considering the purchase of -or had already bought - a domestic solar water heater, one who was reported to be no longer interested by his son, and two who could not be reached. One of the completed heaters has been donated to a local Girl Scout troop, where it is on permanent exhibit; another will be placed in a new library branch, with appropriate publicity about its source. Florida Power and Light, which formerly viewed our early workshops with suspicion, sent a speaker to our final program to announce financial assistance to those who wanted to buy a solar hot water heater.

    The number of workers currently involved in the various aspects of geothermal development in the Geysers are identified. Using two different development scenarios, projections are made for the number of power plants needed to reach the electrical generation capacity of the steam resource in the Geysers. The report also projects the cumulative number of workers needed to develop the steam field and to construct, operate, and maintain these power plants. Although the number of construction workers fluctuates, most are not likely to become new, permanent residents of the KGRA counties. The administrative and public service costs of geothermal development to local jurisdications are examined, and these costs are compared to geothermal revenues accruing to the local governments. Revenues do not cover the immediate fiscal needs resulting from increases in local road maintenance and school enrollment attributable to geothermal development. Several mitigation options are discussed and a framework presented for calculating mitigation costs for school and road impacts.

    Titles I and III of the Public Utility Regulatory Policies Act of 1978 (PURPA) establish retail regulatory policies for electric and natural gas utilities, respectively, aimed at achieving three purposes: conservation of energy supplied by electric and gas utilities; efficiency in the use of facilities and resources by these utilities; equitable rates to electricity and natural gas consumers. PURPA also continues the pilot utility implementation program, authorized under Title II of the Energy Conservation and Production ACT (ECPA), to encourage adoption of cost-based rates and efficient energy-management practices. The purpose of this report is twofold: (1) to summarize and analyze the progress that state regulatory authorities and certain nonregulated utilities have made in their consideration of the PURPA standards; and (2) to summarize the Department of Energy (DOE) activities relating to PURPA and ECPA.     This Public Design Report provides, in a single document, available nonproprietary design -information for the ``Innovative Coke Oven Gas Cleaning System for Retrofit Applications`` Demonstration Project at Bethlehem Steel Corporation`s Sparrows Point, Maryland coke oven by-product facilities. This project demonstrates, for the first time in the United States, the feasibility of integrating four commercially available technologies (processes) for cleaning coke oven gas. The four technologies are: Secondary Gas Cooling, Hydrogen Sulfide and Ammonia Removal, Hydrogen Sulfide and Ammonia Recovery, and Ammonia Destruction and Sulfur Recovery. In addition to the design aspects, the history of the project and the role of the US Department of,Energy are briefly discussed. Actual plant capital and projected operating costs are also presented. An overview of the integration (retrofit) of the processes into the existing plant is presented and is followed by detailed non-proprietary descriptions of the four technologies and their overall effect on reducing the emissions of ammonia, sulfur, and other pollutants from coke oven gas. Narrative process descriptions, simplified process flow diagrams, input/output stream data, operating conditions, catalyst and chemical requirements, and utility requirements are given for each unit.     Building 2 on the U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) site, which is operated by Rust Geotech, is part of the GJPO Remedial Action Program. This report describes measurements and modeling efforts to evaluate the radiation dose to members of the public who might someday occupy or tear down Building 2. The assessment of future doses to those occupying or demolishing Building 2 is based on assumptions about future uses of the building, measured data when available, and predictive modeling when necessary. Future use of the building is likely to be as an office facility. The DOE sponsored program, RESRAD-BUILD, Version. 1.5 was chosen for the modeling tool. Releasing the building for unrestricted use instead of demolishing it now could save a substantial amount of money compared with the baseline cost estimate because the site telecommunications system, housed in Building 2, would not be disabled and replaced. The information developed in this analysis may be used as part of an as low as reasonably achievable (ALARA) cost/benefit determination regarding disposition of Building 2.

The purpose of the project was to stimulate and assist the states of the Northeast Region in planning for the conversion of non-federal (state, county and municipal) public buildings from conventional energy to solar. These buildings include office buildings, schools, universities, hospitals, courthouses, prisons, police and fire stations, city and town halls, animal pounds, fish hatcheries, game farms and agricultural facilities. All are major users of energy, most of it in the form of distillate or residual oil.     The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    This report provides the nonproprietary design information for the ``10 MW Demonstration of Gas Suspension Absorption (GSA)`` Demonstration Project at Tennessee Valley Authority`s (TVA) Shawnee Power Station, Center for Emission Research (CER). The 10 MW Demonstration of GSA program is designed to demonstrate the performance of the GSA system in treating the flue gas from a boiler burning high sulfur coal. This project involves design, manufacturing, construction and testing of a retrofitted GSA system. This report presents a nonproprietary description of the technology and overall process performance requirements, plant location and plant facilities. The process, mechanical, structural and electrical design of the GSA system as well as project cost information are included. It also includes a description the modification or alterations made during the course of construction and start-up. Plant start-up provisions, environmental considerations and control, monitoring and safety considerations are also addressed for the process. This report, initially drafted in 1993, covers design information available prior to startup of the demonstration project. It does not reflect the results obtained in that project, which is now complete.

At the current time no amendments to the ACT are recommended. NOAA is analyzing several areas in which technical amendments would clarify the original intent of the Act.   10. Providing Internet access to Los Alamos National Laboratory technical reports: A case history in providing public access to previously restricted documents

    The Los Alamos National Laboratory (LANL) Research Library recently fulfilled a strategic goal of providing worldwide desktop access via the Internet to full-image files of the complete unclassified holdings of Los Alamos technical reports in its Report Collection. This effort began in late 1994 with the scanning of paper and microfiche format reports. Concurrently, the Research Library helped to initiate shifting the model for publishing new technical reports from paper to electronic; the files could then be directly mounted on the Research Library`s Web server. Providing desktop access to these reports was instrumental in expediting the development of internal policies that would better define what documents, previously restricted to the general public, could be publicly released. Undoubtedly, the most significant category of such reports were previously classified reports that had been declassified, but had not gone through a further review for public release. Collaboration with LANL`s Classification Group led to approval for public release of 97% of these reports. The LANL Research Library`s Web site now offers unique and unprecedented access to the world of a huge body of technical reports never available before anywhere in any form. This paper discusses the issues and steps involved in this achievement.

    A survey of public knowledge and perceptions of chemical risk was conducted in six communities. The purpose was to establish a baseline for evaluating change over time in knowledge, attitudes, and behaviors in response to new information about toxic chemicals, especially as related to Superfund, the Community Right-to-Know Law (SARA Title III), and other risk communication activities. During July and August, 1988, over 500 citizens responded to a 25-minute telephone survey in each city: Albuquerque NM, Cincinnati, OH, Durham NC, Middlesex County NJ, Racine WI, and Richmond VA. The report provides an overview of how citizens in these communities view environmental risks, and how the communities differ in their basic knowledge and attitudes about such risks. Recommendations are provided, for use in preparing risk communication programs and materials.

    At the end of 1983, the number of signed contracts and letter agreements for cogeneration and small power production projects was 305, with a total estimated nominal capacity of 2,389 MW. Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

    In the Second Quarter of 1983, the number of signed contracts and committed projects rose from 223 to 240, with a total estimated nominal capacity of these projects of 1,449 MW. Of this nominal capacity, about 361 MW is operational, and the balance is under contract for development. A map indicating the location of currently operating facilities is provided as Figure A. Of the 240 signed contracts and committed projects, 75 were cogeneration, solid waste, or biomass projects with a potential of 740 MW. PG and E also had under active discussion 32 cogeneration projects that could generate a total of 858 MW to 921 MW, and 10 solid waste/biomass projects with a potential of 113 MW to 121 MW. Two contracts have been signed with geothermal projects, capable of producing 83 MW. There are 6 solar projects with signed contracts and a potential of 36 MW, as well as another solar project under active discussion for 30 MW. Wind farm projects under contract number 19, with a generating capability of 471 MW. Also, discussions are being conducted with 12 wind farm projects, totaling 273 to 278 MW. There are 89 wind projects of 100 kW or less with signed contracts and a potential of almost 1 MW, as well as 10 other projects under active discussion. There are 47 hydroelectric projects with signed contracts and a potential of 110 MW, as well as 65 projects under active discussion for 175 MW. In addition, there are 30 hydroelectric projects, with a nominal capacity of 291 MW, that PG and E is constructing or planning to construct. Table A displays the above information. In tabular form, in Appendix A, are status reports of the projects as of June 30, 1983.

Wind farm projects under contract numbered 34, with a generating capability of 1,042 MW, Also, discussions were being conducted with 23 wind farm projects, totaling 597 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 7 other small wind projects under active discussion. There were 71 hydroelectric projects with signed contracts and a potential of 151 MW, as well as 76 projects under active discussion for 505 MW. In addition, there were 18 hydroelectric projects, with a nominal capacity of 193 MW, that PG and E was planning to construct. Table B displays the above information.     This EIS analyzes the significant environmental impacts that could occur if various technologies for management and disposal of high-level and transuranic wastes from commercial nuclear power reactors were to be developed and implemented. This EIS will serve as the environmental input for the decision on which technology, or technologies, will be emphasized in further research and development activities in the commercial waste management program. The action proposed in this EIS is to (1) adopt a national strategy to develop mined geologic repositories for disposal of commercially generated high-level and transuranic radioactive waste (while continuing to examine subseabed and very deep hole disposal as potential backup technologies) and (2) conduct a R and D program to develop such facilities and the necessary technology to ensure the safe long-term containment and isolation of these wastes. The Department has considered in this statement: development of conventionally mined deep geologic repositories for disposal of spent fuel from nuclear power reactors and/or radioactive fuel reprocessing wastes; balanced development of several alternative disposal methods; and no waste disposal action. This volume contains written public comments and hearing board responses and reports offered on the draft statement.

    From 1947 to 1981, the Stauffer Chemical Company in Tarpon Springs, Florida, made elemental phosphorus from phosphate ore. Residents in the area expressed concern about possible adverse health effects resulting from exposure to radium and heavy metals leaching from phosphate slag that was used in nearby roads and buildings. Besides radium, other contaminants of concern to residents were arsenic, asbestos, uranium, radon, and ionizing radiation. There is elevated background radiation from natural radium in phosphate slag and aggregate, but exposures are not expected to result in any adverse health outcomes. Phosphate slag contains concentrations of metals above background levels. However, based on current epidemiological and medical information the levels are not likely to represent a public health hazard.

    The purpose of this report is to provide the Office of Technology Assessment (OTA) with information about selected technologies under development in the Department of Energy (DOE) through its National Laboratory System and its Program Office operations. The technologies selected are those that have the potential to improve the performance of the nation`s public works infrastructure. The product is a relational database that we refer to as a ``prototype catalogue of technologies.`` The catalogue contains over 100 entries of DOE-supported technologies having potential application to infrastructure-related problems. The work involved conceptualizing an approach, developing a framework for organizing technology information, and collecting samples of readily available data to be put into a prototype catalogue. In developing the catalogue, our objectives were to demonstrate the concept and provide readily available information to OTA. As such, the catalogue represents a preliminary product. The existing database is not exhaustive and likely represents only a fraction of relevant technologies developed by DOE. In addition, the taxonomy we used to classify technologies is based on the judgment of project staff and has received minimal review by individuals who have been involved in the development and testing of the technologies. Finally, end users will likely identify framework changes and additions that will strengthen the catalogue approach. The framework for the catalogue includes four components: a description of the technology, along with potential uses and other pertinent information; identification of the source of the descriptive information; identification of a person or group knowledgeable about the technology; and a classification of the described technology in terms of its type, application, life-cycle use, function, and readiness.

  10. Reference computations of public dose and cancer risk from airborne releases of plutonium. Nuclear safety technical report

    This report presents results of computations of doses and the associated health risks of postulated accidental atmospheric releases from the Rocky Flats Plant (RFP) of one gram of weapons-grade plutonium in a form that is respirable. These computations are intended to be reference computations that can be used to evaluate a variety of accident scenarios by scaling the dose and health risk results presented here according to the amount of plutonium postulated to be released, instead of repeating the computations for each scenario. The MACCS2 code has been used as the basis of these computations. The basis and capabilities of MACCS2 are summarized, the parameters used in the evaluations are discussed, and results are presented for the doses and health risks to the public, both the Maximum Offsite Individual (a maximally exposed individual at or beyond the plant boundaries) and the population within 50 miles of RFP. A number of different weather scenarios are evaluated, including constant weather conditions and observed weather for 1990, 1991, and 1992. The isotopic mix of weapons-grade plutonium will change as it ages, the {sup 241}Pu decaying into {sup 241}Am. The {sup 241}Am reaches a peak concentration after about 72 years. The doses to the bone surface, liver, and whole body will increase slightly but the dose to the lungs will decrease slightly. The overall cancer risk will show almost no change over this period. This change in cancer risk is much smaller than the year-to-year variations in cancer risk due to weather. Finally, x/Q values are also presented for other applications, such as for hazardous chemical releases. These include the x/Q values for the MOI, for a collocated worker at 100 meters downwind of an accident site, and the x/Q value integrated over the population out to 50 miles.

    On August 29, 1988, the US Nuclear Regulatory Commission (NRC) issued an Advance Notice of Proposed Rulemaking on nuclear plant license renewal and solicited public comments on NUREG-1317, ''Regulatory Options for Nuclear Plant License Renewal.'' NUREG-1317 presents a discussion of fifteen topics involving technical, environmental, and procedural issues and poses a set of related questions. As part of its ongoing task for the NRC, The MITRE Corporation has summarized and analyzed the public comments received. Fifty-three written comments were received. Of these, 83 percent were from nuclear industry representatives; the remaining comments represented federal and state agencies, public interest groups, and a private citizen.

    The Sayreville Landfill site, located in Middlesex County, New Jersey, was used primarily for the disposal of municipal wastes from 1970 through 1977. Illegal dumping of possibly hazardous materials allegedly occurred during active landfill operations and after landfill closure. Organic and inorganic compounds were found in on-site subsurface soil, ground water, surface water, and sediments at levels above public health assessment comparison values. The community is concerned about the safety of eating fish from the South River. The potential exists for past, present, and future exposure of local residents and workers to contaminated subsurface soil, nearby surface water, and sediments. The New Jersey Department of Health (NJDOH) has concluded that the site is an indeterminate public health hazard since insufficient data exist for all environmental media to which humans may be exposed.

    Democratic government requires trust: people need to know and believe that the government is telling the truth. Without information about what the government is doing and why, citizens cannot exercise democratic control over government institutions. During his first year in office, President Clinton became concerned about reports that the government had conducted unethical secret human radiation experiments during the Cold War. To address this issue, in January 1994, President Clinton established the Advisory Committee on Human Radiation Experiments (ACHRE), chaired by bioethicist Dr. Ruth Faden of Johns Hopkins University. The President also directed all Federal agencies to search for records related to human subjects radiation research and provide them to the Advisory Committee. This report presents the Administration`s actions to respond to the ACHRE`s findings and recommendations.

    The U.S. Department of Energy (DOE)/Pittsburgh Energy Technology Center (PETC) and the Public Services Company of Colorado (PSCo) signed the cooperative agreement for the Integrated Dry NO{sub x}/SO{sub 2} Emissions Control System in March 1991. This project integrates various combinations of five existing and emerging technologies onto a 100 MWe, down-fired, load-following unit that burns pulverized coal. The project is expected to achieve up to 70% reductions in both oxides of nitrogen (NO{sub x}) and sulfur dioxide (SO{sub 2}) emissions. Various combinations of low-NO{sub x} burners (LNBs), overfire air (OFA) ports, selective non-catalytic reduction (SNCR), dry sorbent injection (DSI) using both calcium- and sodium-based reagents, and flue-gas humidification are expected to integrate synergistically and control both NO{sub x} and SO{sub 2} emissions better than if each technology were used alone. For instance, ammonia emissions from the SNCR system are expected to reduce NO{sub 2} emissions and allow the DSI system (sodium-based reagents) to achieve higher removals of SO{sub 2}. Unlike tangentially or wall-fired units, down-fired require substantial modification to their pressure parts to retrofit LNBs and OFA ports, substantially increasing the cost of retrofit. Conversely, the retrofitting of SNCR, DSI, or humidification systems does not require any major boiler modifications and are easily retrofitted to all boiler types. However, existing furnace geometry and flue-gas temperatures can limit their placement and effectiveness. In particular, SNCR requires injecting the SNCR chemicals into the furnace where the temperature is within a very narrow temperature range.

    Executive Summary This Final Report for the "Development of Molten-Salt Heat Transfer Fluid (HTF) Technology for Parabolic Trough Solar Power Plants” describes the overall project accomplishments, results and conclusions. Phase 1 analyzed the feasibility, cost and performance of a parabolic trough solar power plant with a molten salt heat transfer fluid (HTF); researched and/or developed feasible component options, detailed cost estimates and workable operating procedures; and developed hourly performance models. As a result, a molten salt plant with 6 hours of storage was shown to reduce Thermal Energy Storage (TES) cost by 43.2%, solar field cost by 14.8%, and levelized cost of energy (LCOE) by 9.8% - 14.5% relative to a similar state-of-the-art baseline plant. The LCOE savings range met the project’s Go/No Go criteria of 10% LCOE reduction. Another primary focus of Phase 1 and 2 was risk mitigation. The large risk areas associated with a molten salt parabolic trough plant were addressed in both Phases, such as; HTF freeze prevention and recovery, collector components and piping connections, and complex component interactions. Phase 2 analyzed in more detail the technical and economic feasibility of a 140 MWe,gross molten-salt CSP plant with 6 hours of TES. Phase 2 accomplishments included developing technical solutions to the above mentioned risk areas, such as freeze protection/recovery, corrosion effects of applicable molten salts, collector design improvements for molten salt, and developing plant operating strategies for maximized plant performance and freeze risk mitigation. Phase 2 accomplishments also included developing and thoroughly analyzing a molten salt, Parabolic Trough power plant performance model, in order to achieve the project cost and performance targets. The plant performance model and an extensive basic Engineering, Procurement, and Construction (EPC) quote were used to calculate a real levelized cost of energy (LCOE) of 11.50

    In the First Quarter of 1983, the number of signed contracts and committed projects rose from 204 to 224, with a total estimated nominal capacity of these projects of 1,246 MW. Of this nominal capacity, about 259 MW is operational, and the balance is under contract for development. Of the 224 signed contracts and committed projects, 70 were cogeneration and solid waste/biomass projects with a potential of 687 MW. PG and E also had under active discussion 30 cogeneration projects that could generate a total of 744 MW to 821 MW, and 12 solid waste/biomass projects with a potential of 118 MW to 126 MW. Two contracts have been signed with geothermal projects, capable of producing 83 MW. There are 6 solar projects with signed contracts and a potential of 36 MW, as well as another solar project under active discussion for 30 MW. Wind farm projects under contract number 17, with a generating capability of 330 MW. Also, discussions are being conducted with 9 wind farm projects, totaling 184 to 189 MW. There are 89 wind projects of 100 kW or less with signed contracts and a potential of almost 1 MW, as well as 9 other projects under active discussion. There are 38 hydroelectric projects with signed contracts and a potential of 103 MW, as well as 65 projects under active discussion for 183 MW. In addition, there are 29 hydroelectric projects, with a nominal capacity of 291 MW, that PG and E is constructing or planning to construct. Table A displays the above information. In tabular form, in Appendix A, are status reports of the projects as of March 31, 1983.

    This document is the Final Report of the Solar Energy System located at Troy-Miami County Public Library, Troy, Ohio. The completed system is composed of tree basic subsystems: the collector system consisting of 3264 square feet of Owens Illinois evacuated glass tube collectors; the storage system which includes a 5000-gallon insulated steel tank; and the distribution and control system which includes piping, pumping and control logic for the efficient and safe operation of the entire system. This solar heating system was installed in an existing facility and is, therefore, a retrofit system. This report includes extracts from the site files, specifications, drawings, installation, operation and maintenance instructions.

    The Interagency Coal Export Task Force was formed in the Spring of 1980 at the direction of the President, in support of the international efforts of the United States, encouraging the use of coal. Its purpose was to report on possible courses of action to increase United States steam coal exports in a manner consistent with other national policies, including our commitment to environmental protection. The Task Force assembled existing data, developed significant new information regarding the international coal market and undertook analyses of apparent problems underlying coal exports. The Task Force contributed to a public awareness of the fact that increased coal exports will serve both the domestic and international interests of the United States. Based upon extensive, independent field studies in Europe and the Far East, the Task Force concludes that there will be significant growth in world demand for steam coal. Such growth has already begun, has contributed to the almost seven-fold increase in United States overseas steam coal exports for 1990 over 1979, and is expected to continue beyond the end of this century. The growth in world steam coal trade projected in the report does not guarantee United States coal exporters a large or expanding share of the market. The United States' role depends on the buying strategies of the consuming countries, the policies and prices of competing exporters, and the actions taken by the United States to maintain reasonable prices, prompt delivery and dependable quality. Projections of United States steam coal exports, therefore, rest upon a number of highly uncertain factors which are discussed in some detail.

    This report is a summary of a series of preliminary reports describing the laws and regulatory programs of the United states and each of the 50 states affecting the siting and operation of energy generating facilities likely to be used in Integrated Community Energy Systems (ICES). A brief summary of public utility regulatory programs, energy facility siting programs, and municipal franchising authority is presented in this report to identify how such programs and authority may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES. Subsequent reports will (1) describe public utility rate regulatory procedures and practices as they might affect an ICES, (2) analyze each of the aforementioned regulatory programs to identify impediments to the development of ICES, and (3) recommend potential changes in legislation and regulatory practices and procedures to overcome such impediments.

    This public health assessment was developed (1) to evaluate the radiation data collected by the Connecticut Department of Environmental Protection (CT DEP) at structures that once housed clock factories in four Connecticut municipalities, and (2) to determine whether a public health hazard exists at any of these sites from the contamination. Contamination was detected at levels that may pose a health risk to current occupants at the former Waterbury Clock Factory, the former Lux Clock Factory, and the former Benrus Clock Company buildings in Waterbury; the former Sessions Clock Company in Bristol; and the former Seth Thomas Clock Company in Thomaston. However, none of the radiation levels detected pose an immediate health problem. The Connecticut Department of Public Health recommends that individuals be disassociated from areas with radiation at levels exceeding 15 mRem/year.

    As part of our research on the Lisburne Group, we have developed a powerful relational computerized database to accommodate the huge amounts of data generated by our multi-disciplinary research project. The Wahoo database has data files on petrographic data, conodont analyses, locality and sample data, well logs and diagenetic (cement) studies. Chapter 5 is essentially an instruction manual that summarizes some of the unique attributes and operating procedures of the Wahoo database. The main purpose of a database is to allow users to manipulate their data and produce reports and graphs for presentation. We present a variety of data tables in appendices at the end of this report, each encapsulating a small part of the data contained in the Wahoo database. All the data are sorted and listed by map index number and stratigraphic position (depth). The Locality data table (Appendix A) lists of the stratigraphic sections examined in our study. It gives names of study areas, stratigraphic units studied, locality information, and researchers. Most localities are keyed to a geologic map that shows the distribution of the Lisburne Group and location of our sections in ANWR. Petrographic reports (Appendix B) are detailed summaries of data the composition and texture of the Lisburne Group carbonates. The relative abundance of different carbonate grains (allochems) and carbonate texture are listed using symbols that portray data in a format similar to stratigraphic columns. This enables researchers to recognize trends in the evolution of the Lisburne carbonate platform and to check their paleoenvironmental interpretations in a stratigraphic context. Some of the figures in Chapter 1 were made using the Wahoo database.

    Mechanisms for generating and executing programs for a floating point (FP) only single instruction multiple data (SIMD) instruction set architecture (ISA) are provided. A computer program product comprising a computer recordable medium having a computer readable program recorded thereon is provided. The computer readable program, when executed on a computing device, causes the computing device to receive one or more instructions and execute the one or more instructions using logic in an execution unit of the computing device. The logic implements a floating point (FP) only single instruction multiple data (SIMD) instruction set architecture (ISA), based on data stored in a vector register file of the computing device. The vector register file is configured to store both scalar and floating point values as vectors having a plurality of vector elements.

The main goal of the activity will be describing the CERN based activities and experiments as well as stimulating the public's attention to the science related topics. We believe the wide communication of the event has certain advantages especially for the proceeding membership process of Turkey.

  18. Handling debugger breakpoints in a shared instruction system

    A debugger debugs processes that execute shared instructions so that a breakpoint set for one process will not cause a breakpoint to occur in the other processes. A breakpoint is set by recording the original instruction at the desired location and writing a trap instruction to the shared instructions at that location. When a process encounters the breakpoint, the process passes control to the debugger for breakpoint processing if the breakpoint was set at that location for that process. If the trap was not set at that location for that process, the cacheline containing the trap is copied to a small scratchpad memory, and the virtual memory mappings are changed to translate the virtual address of the cacheline to the scratchpad. The original instruction is then written to replace the trap instruction in the scratchpad, so that process can execute the instructions in the scatchpad thereby avoiding the trap instruction.

    Since the third National Energy Plan in 1981 total energy efficiency has increased, domestic energy resources are being developed more effectively, oil prices have declined, US dependence on foreign energy sources has diminished, and the nation's vulnerability to energy supply disruptions has been reduced markedly. The policy goal is an adequate supply of energy at reasonable costs. Strategies include minimizing federal control and involvement in energy markets while maintaining public health and safety and environmental quality and promoting a balanced and mixed energy resource system. Federal programs and actions in energy are reviewed.

    The most advanced methods for reliable and accurate computation of the electronic structure of molecular and nano systems are the coupled-cluster techniques. These high-accuracy methods help us to understand, for example, how biological enzymes operate and contribute to the design of new organic explosives. The ACES III software provides a modern, high-performance implementation of these methods optimized for high performance parallel computer systems, ranging from small clusters typical in individual research groups, through larger clusters available in campus and regional computer centers, all the way to high-end petascale systems at national labs, including exploiting GPUs if available. This project enhanced the ACESIII software package and used it to study interesting scientific problems.

    The St. Louis Airport/Hazelwood Iterim Storage/Futura Coatings Company, a National Priorities List site, is in St. Louis County, Missouri. From 1946 to 1973, the site was used to store radioactive materials resulting from uranium processing. High levels of uranium, thorium, radium, and radon were detected in soil, groundwater, and air. The site is still being used to store radioactive materials. The Agency for Toxic Substances and Disease Registry considers the St. Louis Airport site to be an indeterminate public health hazard. Although there are emissions of radon and the presence of thorium in on-site air and off-site soils and the emission of radiation resulting from the presence of these materials is not currently considered a health hazard. At present conditions, the concentration of radon off-site is indistinguishable from background levels. However, in the past, these contaminants may have been present at levels of health concern.

    The Petro-Chemical Systems, Inc. site, located near Liberty, Texas, is a site where unauthorized disposal of petroleum-based oils has taken place. Although there is evidence of past exposure to site contaminants, the best available evidence does not indicate that humans are currently being exposed to site contaminants at levels that could cause adverse health effects. Contaminated ground water, surface water, soils, and surface water sediments have been found on the site. Although sampling was done for 144 priority pollutants, the primary contaminants of concern are benzene, ethylbenzene, xylene, naphthalene, polycyclic aromatic hydrocarbons, and lead. Because the greatest threat to public health would be contamination of drinking water, the Agency for Toxic Substances and Disease Registry (ATSDR) has recommended that necessary actions are taken to insure that private wells do not become contaminated with site contaminants.

    The Jones Industrial Services (JIS) Landfill site is an approximately eleven acre landfill located on a 24 acre site in South Brunswick Town, Middlesex County, New Jersey. The landfill records document that sludges, solvents, pesticides, and industrial wastes, some of which are toxic and/or hazardous substances were accepted at the landfill from the 1960`s through the early 1970`s. On-site and off-site soil and groundwater is contaminated with volatile organic compounds (VOCs), petroleum hydrocarbons, polychlorinated biphenyls, pesticides, and heavy metals. The landfill may have posed a public health hazard in the past, since the site information indicates that human exposure to volatile organic compounds (VOCs) and metals in domestic drinking water wells may have occurred. However, available data do not indicate that humans are presently being exposed to contaminants at levels expected to cause adverse health effects.

    The U.S. Environmental Protection Agency (U.S. EPA) placed the J L Landfill site on the National Priorities List (NPL) on March 31, 1989. Beginning in 1951, steel-making firms, including Jones Laughlin, used the site as a landfill for slag, dust from air cleaners at their plants, and general rubbish. By 1980, the landfill had been filled to capacity, and Jones Laughlin closed and coverd the site. The cover on the landfill is inadequate by current standards. Surface soils contain concentrations of metals that are of health concern. The groundwater contains metals and organic chemicals at concentrations of health concern, some of which may be attributable to other sites in the area. The site poses no apparent public health hazard under present conditions, however, several potential exposure pathways may pose hazards should they be completed in the future.

    This report on the California Energy Balance version 2 (CALEB v2) database documents the latest update and improvements to CALEB version 1 (CALEB v1) and provides a complete picture of how energy is supplied and consumed in the State of California. The CALEB research team at Lawrence Berkeley National Laboratory (LBNL) performed the research and analysis described in this report. CALEB manages highly disaggregated data on energy supply, transformation, and end-use consumption for about 40 different energy commodities, from 1990 to 2008. This report describes in detail California's energy use from supply through end-use consumption as well as the data sources used. The report also analyzes trends in energy demand for the "Manufacturing" and "Building" sectors. Decomposition analysis of energy consumption combined with measures of the activity driving that consumption quantifies the effects of factors that shape energy consumption trends. The study finds that a decrease in energy intensity has had a very significant impact on reducing energy demand over the past 20 years. The largest impact can be observed in the industry sector where energy demand would have had increased by 358 trillion British thermal units (TBtu) if subsectoral energy intensities had remained at 1997 levels. Instead, energy demand actually decreased by 70 TBtu. In the "Building" sector, combined results from the "Service" and "Residential" subsectors suggest that energy demand would have increased by 264 TBtu (121 TBtu in the "Services" sector and 143 TBtu in the "Residential" sector) during the same period, 1997 to 2008. However, energy demand increased at a lesser rate, by only 162 TBtu (92 TBtu in the "Services" sector and 70 TBtu in the "Residential" sector). These energy intensity reductions can be indicative of energyefficiency improvements during the past 10 years.     This report is a summary update on the projects Magen Coleman is working on as a postdoctoral fellow funded by DHS. These research projects are designed to explore different radioanalytical facets of nuclear forensics, including destructive and non-destructive analysis, chronometry measurements and modeling, spectral analysis, and actinide separations. Method development and instrumental analysis are integral parts of these projects, along with strong radiochemical knowledge. The current projects discussed here include method development for {sup 232}U analysis, the assembly of a gamma mapping system, the testing of neutron bubble detectors for neutron spectrometry, and continued work on the chronometry of plutonium and uranium materials. This report documents the work that has been performed since April 2011.

    The US Department of Energy (DOE) Mixed Waste Focus Area (MWFA) began operations in February 1995 to provide technologies for the design, construction, and operation of implementable mixed waste treatment systems as identified in DOE Site Treatment Plans of the Federal Facilities Compliance Act. Implementable mixed waste treatment systems means that they meet the MWFA success criteria and that potential barriers to implementing those treatment systems have been identified and eliminated through effective communications and meaningful involvement with regulators, stakeholders, and tribal governments. The Regulatory and External Liaison Product Area of the MWFA is responsible for ensuring that possible teaming arrangements are considered and integrated into the MWFA technology development and decision-making processes. The Tribal and Public Involvement Team of the MWFA Regulatory and External Liaison Product Area has initiated a variety of activities to facilitate tribal and stakeholder involvement within the MWFA. This document discusses the status of those activities as of the end of the first quarter of the 1996 fiscal year and describes applicable lessons learned and process improvements.

    Because of heightened media coverage, a 24-hour news cycle and the potential miscommunication of health messages across all levels of government during the onset of the H1N1 influenza outbreak in spring 2009, the Illinois Department of Public Health (IDPH) decided to evaluate its H1N1 influenza A communications system. IDPH wanted to confirm its disease information and instructions were helping stakeholders prepare for and respond to a novel influenza outbreak. In addition, the time commitment involved in preparing, issuing, monitoring, updating, and responding to H1N1 federal guidelines/updates and media stories became a heavy burden for IDPH staff. The process and results of the H1N1 messaging survey represent a best practice that other health departments and emergency management agencies can replicate to improve coordination efforts with stakeholder groups during both emergency preparedness and response phases. Importantly, the H1N1 survey confirmed IDPH's messages were influencing stakeholders decisions to activate their pandemic plans and initiate response operations. While there was some dissatisfaction with IDPH's delivery of information and communication tools, such as the fax system, this report should demonstrate to IDPH that its core partners believe it has the ability and expertise to issue timely and accurate instructions that can help them respond to a large-scale disease outbreak in Illinois. The conclusion will focus on three main areas: (1) the survey development process, (2) survey results: best practices and areas for improvement and (3) recommendations: next steps.

    A system and method of processing an encrypted instruction stream in hardware is disclosed. Main memory stores the encrypted instruction stream and unencrypted data. A central processing unit (CPU) is operatively coupled to the main memory. A decryptor is operatively coupled to the main memory and located within the CPU. The decryptor decrypts the encrypted instruction stream upon receipt of an instruction fetch signal from a CPU core. Unencrypted data is passed through to the CPU core without decryption upon receipt of a data fetch signal.
