    This report documents observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy GATEWAY Solid-State Lighting (SSL) Technology Demonstration Program at the Smithsonain American Art Museum in Washington, DC. LED Lamp samples were tested in the museum workshop, temporarily installed in a gallery for feedback, and ultimately replaced all traditional incandescent lamps in one gallery of modernist art at the American Art Museum and partially replacing lamps in two galleries at the Musesum's Renwick Gallery.     The Advanced LWR Fuel Working Group first met in November of 2010 with the objective of looking 20 years ahead to the role that advanced fuels could play in improving light water reactor technology, such as waste reduction and economics. When the group met again in March 2011, the Fukushima incident was still unfolding. After the March meeting, the focus of the program changed to determining what we could do in the near term to improve fuel accident tolerance. Any discussion of fuels with enhanced accident tolerance will likely need to consider an advanced light water reactor with enhanced accident tolerance, along with the fuel. The Advanced LWR Fuel Working Group met in Washington D.C. on October 72-18, 2011 to continue discussions on this important topic.

    On July 2, 2013 the DOE Office of the Inspector General issued Audit Report Number 0890 entitled, "Follow-up Audit on Term Assignments of Contractor Employees." The audit was conducted as a follow-up of the FY 2005 audit of "Management of Facility Contractors Assigned to the Washington D.C. area DOE/IG 0710." The earlier report found instances where assignment justifications were insufficient, costs appeared excessive and allowances inconsistent. The follow-up audit recognized improved management of assignments but noted assignment justifications and cost management could be improved. The report recommended DOE determine prior year actual costs to assist in calculating the estimated costs for the upcoming year of multi-year assignments and ensure assignment records in the Departmental Management and Tracking System (DMATS) are accurate.

    On June 11, 2003, representatives from universities, federal and state government agencies, Department of Energy national laboratories, and the private sector attended a one-day workshop in Washington, DC. The objective of the workshop was to review and provide input into DOE's assessment of the market for advanced sensors and controls technology and potential R&D pathways to enhance their success in the buildings market place. The workshop consisted of two sessions. During the morning session, participants were given an overview on the following topics: market assessment, current applications and strategies for new applications, sensors and controls, networking, security, and protocols and standards, and automated diagnostics, performance measurement, commissioning and optimal control and tools. In the sessions, workshop participants were asked to review the potential R&D pathways, identify high priority activities, and outline a five year path for each of these activities. Priorities were as follows: largest and quickest impact; best use of finite resources; greatest likelihood for market penetration; and ability to replicate results. The participants identified several promising R&D opportunities.

    Green roof technology is recognized for mitigating stormwater runoff and energy consumption. Methods to overcome the cost gap between green roofs and conventional roofs were recently quantified by incorporating air quality benefits. This study investigates the impact of scaling on these benefits at the city-wide scale using Washington, DC as a test bed because of the proposed targets in the 20-20-20 vision (20 million ft{sup 2} by 2020) articulated by Casey Trees, a nonprofit organization. Building-specific stormwater benefits were analyzed assuming two proposed policy scenarios for stormwater fees ranging from 35 to 50% reduction for green roof implementation. Heat flux calculations were used to estimate building-specific energy savings for commercial buildings. To assess benefits at the city scale, stormwater infrastructure savings were based on operational savings and size reduction due to reduced stormwater volume generation. Scaled energy infrastructure benefits were calculated using two size reductions methods for air conditioners. Avoided carbon dioxide, nitrogen oxide (NOx), and sulfur dioxide emissions were based on reductions in electricity and natural gas consumption. Lastly, experimental and fugacity-based estimates were used to quantify the NOx uptake by green roofs, which was translated to health benefits using U.S. Environmental Protection Agency models. The results of the net present value (NPV) analysis showed that stormwater infrastructure benefits totaled $1.04 million (M), while fee-based stormwater benefits were $0.22-0.32 M/y. Energy savings were $0.87 M/y, while air conditioner resizing benefits were estimated at $0.02 to $0.04 M/y and avoided emissions benefits (based on current emission trading values) were $0.09 M-0.41 M/y. Over the lifetime of the green roof (40 years), the NPV is about 30-40% less than that of conventional roofs (not including green roof maintenance costs).     A workshop sponsored by the Los Alamos National Laboratory in cooperation with the Woodrow Wilson International Center for Scholars was held at the Wilson Center in Washington, DC, on October 28, 2010. The workshop addressed evolving nuclear forces and their impacts on nonproliferation in the context of the new strategic environment, the Obama Administration's Nuclear Posture Review and the 2010 NPT Review Conference. The discussions reflected the importance of the NPR for defining the role of US nuclear forces in dealing with 21st century threats and providing guidance for National Nuclear Security Administration (NNSA) and Department of Defense (DoD) programs and, for many but not all participants, highlighted its role in the successful outcome of the NPT RevCon. There was widespread support for the NPR and its role in developing the foundations for a sustainable nuclear-weapon program that addresses nuclear weapons, infrastructure and expertise in the broader nonproliferation, disarmament and international security contexts. However, some participants raised concerns about its implementation and its long-term effectiveness and sustainability.

    The likely environmental, social, and institutional impacts of selected energy-conservation measures in two communities in Washington state are reported. The five conservation measures investigated in this study were: (1) retrofitting existing buildings; (2) district heating and Integrated Community Energy Systems (ICES); (3) small automobiles and vehicle redesign; (4) land-use and housing modifications; and (5) electric-utility rate reform. Twenty potential impact areas were selected for analysis. These areas were divided into five categories of environmental impacts, economic impacts, community impacts, personal impacts, and overall quality of life in the community. The research was conducted in Seattle and Yakima, Washington. In each location, about two dozen public officials and business, labor, and community leaders were interviewed. Their diverse views are summarized. The Seattle respondents saw energy conservation as a highly desirable policy with a number of temporary, transitional problems arising as energy-conservation measures were implemented. Yakima respondents, in contrast, did not expect to encounter many serious energy problems in the foreseeable future and consequently viewed energy conservation as a relatively minor community concern. Moreover, they anticipated that many conservation measures, if implemented by the government, would encounter either apathy or resistance in their community. Two broad generalizations can bedrawn from these interviews: (1) energy conservation will basically be beneficial for the natural environment and our society; and (2) if energy conservation does become a dominant thrust in our society, it could stimulate and reinforce a much broader process of fundamental social change.     The legal and institutional framework within which geothermal energy must develop has its origin in the early 1970s. In 1970, the Federal Geothermal Steam Act was passed into law and in 1974 the Washington State Geothermal Act was passed. The legal and institutional framework thus established by the state and federal governments differed substantially in format, content, and direction. In many instances, the legal and institutional framework established left as many questions unanswered as answered, and in some cases, the framework has proven to be more of an obstacle to development than an aid. From an examination of how the state and federal governments have addressed the varying needs of geothermal development and how the courts have interpreted some of their decisions, it is clear that in order to ensure that the legal and institutional framework is adequate to serve the needs of geothermal development, it must address, at a minimum, the following topics: (1) providing developers with access and a priority right to carry out exploration and development activities; (2) characterization of the resource so as to minimize conflicts with other natural resources; (3) establishing ownership; and (4) giving careful consideration to such lease terms as rentals and royalties, lease renewals, and diligence requirements. In addition, the framework must address groundwater law and its implications for geothermal development and how geothermal development will be considered in terms of establishing utility law. At the local level, it is imperative that geothermal be given careful consideration when decisions on resource management, zoning, and regulation are made. Local governments also have the power to establish programs which can provide substantial incentives for geothermal development and, by so doing, ensure that geothermal energy contributes to economic stability and growth.

    The case study concerns two modern human uses of the Columbia River - irrigation aimed at agricultural land reclamation and hydroelectric power. The Grand Coulee Dam has become synonomous with large-scale generation of hydroelectric power providing the Pacific Northwest with some of the least-expensive electricity in the United States. The Columbia Basin Project has created a half-million acres of farmland in Washington out of a spectacular and vast desert. The South Columbia River Basin Irrigation District is seeking to harness the energy present in the water which already runs through its canals, drains, and wasteways. The South District's development strategy is aimed toward reducing the costs its farmers pay for irrigation and raising the capital required to serve the remaining 550,000 acres originally planned as part of the Columbia Basin Project. The economic, institutional, and regulatory problems of harnessing the energy at site PEC 22.7, one of six sites proposed for development, are examined in this case study.

    About 50 million gallons of high-level mixed waste is currently in storage in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed of in an engineered facility on the Hanford site while the IHLW product will be directed to the national deep geological disposal facility for high-level nuclear waste. The ILAW and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The Office of River Protection is currently examining options to optimize the Low Activity Waste (LAW) facility and the LAW glass waste form. One option under evaluation is to enhance the waste processing rate of the vitrification plant currently under construction. It is likely that the capacity of the LAW vitrification plant can be increased incrementally by implementation of a variety of low-risk, high-probability changes, either separately or in combination. These changes include: (1) Operating at the higher processing rates demonstrated at the LAW Pilot Melter; (2) Increasing the glass pool surface area within the existing external melter envelope; (3) Increasing plant availability; (4) Increasing the glass waste loading; (5) Removing sulfate from the LAW stream; (6) Operating the melter at slightly higher temperature; (7) Installing the third LAW melter into the WTP plant; and (8) Other smaller impact changes.     This report documents the results of the Department of Energy's (DOE's) Tiger Team Assessment of the Lawrence Berkeley Laboratory (LBL) conducted from January 14 through February 15, 1991. The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. Corrective action plans are inadequate, however, many compensatory actions are underway. Also, LBL does not have the technical expertise or training programs nor the tracking and followup to effectively direct and control sitewide guidance and oversight by DOE of ES H activities at LBL. As a result of these deficiencies, the Tiger Team has reservations about LBL's ability to implement effective actions in a timely manner and, thereby, achieve excellence in their ES H program. 4 figs., 24 tabs.

    A multilevel DC link inverter and method for improving torque response and current regulation in permanent magnet motors and switched reluctance motors having a low inductance includes a plurality of voltage controlled cells connected in series for applying a resulting dc voltage comprised of one or more incremental dc voltages. The cells are provided with switches for increasing the resulting applied dc voltage as speed and back EMF increase, while limiting the voltage that is applied to the commutation switches to perform PWM or dc voltage stepping functions, so as to limit current ripple in the stator windings below an acceptable level, typically 5%. Several embodiments are disclosed including inverters using IGBT's, inverters using thyristors. All of the inverters are operable in both motoring and regenerating modes.

    A portable, hand-held meter used to measure direct current (DC) attenuation in low impedance electrical signal cables and signal attenuators. A DC voltage is applied to the signal input of the cable and feedback to the control circuit through the signal cable and attenuators. The control circuit adjusts the applied voltage to the cable until the feedback voltage equals the reference voltage. The "units" of applied voltage required at the cable input is the system attenuation value of the cable and attenuators, which makes this meter unique. The meter may be used to calibrate data signal cables, attenuators, and cable-attenuator assemblies.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    An auxiliary resonant dc tank (ARDCT) converter is provided for achieving soft-switching in a power converter. An ARDCT circuit is coupled directly across a dc bus to the inverter to generate a resonant dc bus voltage, including upper and lower resonant capacitors connected in series as a resonant leg, first and second dc tank capacitors connected in series as a tank leg, and an auxiliary resonant circuit comprising a series combination of a resonant inductor and a pair of auxiliary switching devices. The ARDCT circuit further includes first clamping means for holding the resonant dc bus voltage to the dc tank voltage of the tank leg, and second clamping means for clamping the resonant dc bus voltage to zero during a resonant period. The ARDCT circuit resonantly brings the dc bus voltage to zero in order to provide a zero-voltage switching opportunity for the inverter, then quickly rebounds the dc bus voltage back to the dc tank voltage after the inverter changes state. The auxiliary switching devices are turned on and off under zero-current conditions. The ARDCT circuit only absorbs ripples of the inverter dc bus current, thus having less current stress. In addition, since the ARDCT circuit is coupled in parallel with the dc power supply and the inverter for merely assisting soft-switching of the inverter without participating in real dc power transmission and power conversion, malfunction and failure of the tank circuit will not affect the functional operation of the inverter; thus a highly reliable converter system is expected.

    Many user facilities such as synchrotron light sources and free electron lasers require accelerating structures that support electric fields of 10-100 MV/m, especially at the start of the accelerator chain where ceramic insulators are used for very high gradient DC guns. These insulators are difficult to manufacture, require long commissioning times, and have poor reliability, in part because energetic electrons bury themselves in the ceramic, creating a buildup of charge and causing eventual puncture. A novel ceramic manufacturing process is proposed. It will incorporate bulk resistivity in the region where it is needed to bleed off accumulated charge caused by highly energetic electrons. This process will be optimized to provide an appropriate gradient in bulk resistivity from the vacuum side to the air side of the HV standoff ceramic cylinder. A computer model will be used to determine the optimum cylinder dimensions and required resistivity gradient for an example RF gun application. A ceramic material example with resistivity gradient appropriate for use as a DC gun insulator will be fabricated by glazing using doping compounds and tested.

    Plug-In Hybrid Electric Vehicles (PHEV) require high power density energy storage system (ESS) for hybrid operation and high energy density ESS for Electric Vehicle (EV) mode range. However, ESS technologies to maximize power density and energy density simultaneously are not commercially feasible. The use of bi-directional DC-DC converter allows use of multiple energy storage, and the flexible DC-link voltages can enhance the system efficiency and reduce component sizing. This will improve fuel consumption, increase the EV mode range, reduce the total weight, reduce battery initial and life cycle cost, and provide flexibility in system design.

    About 50 million gallons of high-level mixed waste is currently in storage in underground tanks at The United States Department of Energy's (DOE's) Hanford site in the State of Washington. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will provide DOE's Office of River Protection (ORP) with a means of treating this waste by vitrification for subsequent disposal. The tank waste will be separated into low- and high-activity fractions, which will then be vitrified respectively into Immobilized Low Activity Waste (ILAW) and Immobilized High Level Waste (IHLW) products. The ILAW product will be disposed of in an engineered facility on the Hanford site while the IHL W product will be directed to the national deep geological disposal facility for high-level nuclear waste. The ILAW and IHLW products must meet a variety of requirements with respect to protection of the environment before they can be accepted for disposal. The Office of River Protection is currently examining options to optimize the Low Activity Waste (LAW) facility and the LAW glass waste form. One option under evaluation is to enhance the waste processing rate of the vitrification plant currently under construction. It is likely that the capacity of the LAW vitrification plant can be increased incrementally by implementation of a variety of low-risk, high-probability changes, either separately or in combination. These changes include: (1) Operating at the higher processing rates demonstrated at the LAW Pilot Melter; (2) Increasing the glass pool surface area within the existing external melter envelope; (3) Increasing plant availability; (4) Increasing the glass waste loading; (5) Removing sulfate from the LAW stream; (6) Operating the melter at slightly higher temperature; (7) Installing the third LAW melter into the WTP plant; and (8) Other smaller impact changes. The tests describes in this report utilized blended feed (glass formers plus waste simulant) prepared by Optima Chemicals

    A distributed photovoltaic (PV) power plant includes a plurality of distributed dc-dc converters. The dc-dc converters are configured to switch in coordination with one another such that at least one dc-dc converter transfers power to a common dc-bus based upon the total system power available from one or more corresponding strings of PV modules. Due to the coordinated switching of the dc-dc converters, each dc-dc converter transferring power to the common dc-bus continues to operate within its optimal efficiency range as well as to optimize the maximum power point tracking in order to increase the energy yield of the PV power plant.

    A technical and economic feasibility study of HVDC systems without converter transformers is presented. The presentation includes proposed solutions to the drawback related to the absence of galvanic separation between the ac and dc systems, if the converter transformers are eliminated. The results show that HVDC systems without converter transformers are both technically and economically feasible. The cost savings can be substantial.

    Energy efficiency retrofits (EERs) face many challenges on the path to scalability. Limited budgets, cost effectiveness, risk factors, and accessibility impact the type and the extent of measures that can be implemented feasibly to achieve energy savings goals. Group home retrofits can face additional challenges than those in single family homes - such as reduced access (occupant-in-place restrictions) and lack of incentives for occupant behavioral change. This project studies the specification, implementation, and energy savings from an EER in a group home, with an energy savings goal of 30%. This short term test report chronicles the retrofit measures specified, their projected cost-effectiveness using building energy simulations, and the short term test results that were used to characterize pre-retrofit and post-retrofit conditions. Additionally, the final report for the project will include analysis of pre- and post-retrofit performance data on whole building energy use, and an assessment of the energy impact of occupant interface with the building (i.e., window operation). Ultimately, the study's results will be used to identify cost effective EER measures that can be implemented in group homes, given constraints that are characteristic of these buildings. Results will also point towards opportunities for future energy savings.

    Trees can reduce demand for air conditioning to cool buildings by shading residences and lowering summertime air temperatures. During winter, trees can reduce heating needs by lowering wind speeds and thereby reducing infiltration of cold air. On the otherhand, winter shade from improperly located trees can increase heating requirements. Projections from computer simulations indicate that 100 million mature trees in U.S. cities (3 trees for every other single family home) could reduce energy use for heating and cooling by 30 billion kWh and reduce carbon dioxide emissions by as much as 9 million tons per year. This energy analysis is part of a larger study that quantifies costs and benefits of proposed tree plantings in 12 U.S. cities. While energy savings is an important benefit from community forests, other benefits (e.g., air quality improvement, reduced stormwater runoff, increased property values) can have equal or greater value. Tree planting, care, and other costs (e.g., water-sewer line repair, green waste disposal, litigation/liability, program administration) from the cost-benefit study can be used to help estimate costs associated with a tree planting program for demand-side management. Data from this energy analysis should be of direct value to local utilities, urban foresters, planners, landscape designers, and non-profit tree planting groups.

    The Center for Energy Education (CEE) is a partnership linking the University of Oklahoma, Close Up Foundation and Department of Energy. Based upon the theme of energy, environment and public policy, the CEE`s main purposes are to: (1) educate teachers on energy sources, environmental issues and decisionmaking choices regarding public policy; (2) develop interdisciplinary curricula that are interactive in nature (see attachments); (3) disseminate energy education curricula; (4) serve as a resource center for a wide variety of energy education materials; (5) provide a national support system for teachers in energy education; and (6) conduct research in energy education. The CEE conducted its first two-week experimentially-based program for educators during the summer of 1993. Beginning at the University of Oklahoma, 57 teachers from across the country examined concepts and issues related to energy and environment, and how the interdependence of energy and environment significantly influences daily life. During the second week of the institute, participants went to Washington, D.C. to examine the processes used by government officials to make critical decisions involving interrelationships among energy, environment and public policy. Similar institutes were conducted during the summers of 1994 and 1995 resulting in nearly 160 science and social studies educators who had participated in the CEE programs. Collectively the participants represented 36 states, the Pacific Territories, Puerto Rico, and Japan.

    The 2008 Washington International Renewable Energy Conference (WIREC) was held in Washington, D.C., from March 4-6, 2008, and involved nearly 9,000 people from 125 countries. The event brought together worldwide leaders in renewable energy (RE) from governments, international organizations, nongovernmental organizations, and the private sector to discuss the role that renewables can play in alleviating poverty, growing economies, and passing on a healthy planet to future generations. The conference concluded with more than 140 governments, international organizations, and private-sector representatives pledging to advance the uptake of renewable energy. The U.S. government authorized the National Renewable Energy Laboratory (NREL) to estimate the carbon dioxide (CO2) savings that would result from the pledges made at the 2008 conference. This report describes the methodology and assumptions used by NREL in quantifying the potential CO2 reductions derived from those pledges.

    The dielectric and conduction behavior of SrTiO{sub 3} thin films deposited on a SrTiO{sub 3} single-crystal substrate is studied. Without dc bias, an obvious dielectric 'defect mode' in the dielectric loss is observed in the temperature range of {approx}100--200 K; however, no noticeable corresponding dielectric constant peak is observed. By applying a high dc bias ({>=}40 kV/cm), a dielectric constant peak with frequency dispersion appears in the same temperature range, the dielectric loss is increased, and simultaneously high dc conduction is observed. The induced dielectric constant peak is related to dc conduction and attributed to the coupling effect of the mobile carriers with the dielectric defect mode. {copyright} 2001 American Institute of Physics.

The voltage divider circuit is coupled to the second series resistor so as to compensate the feedback voltage for a voltage drop across the first series resistor. The power supply also includes a pulse-width modulated control circuit, having dual clock signals, which is responsive to both the feedback voltage and a command voltage, and also includes voltage and current measuring circuits responsive to the feedback voltage and the voltage developed across the second series resistor respectively.

    The project of the DC-110 cyclotron facility to provide applied research in the nanotechnologies (track pore membranes, surface modification of materials, etc.) has been designed by the Flerov Laboratory of Nuclear Reactions of the Joint Institute for Nuclear Research (Dubna). The facility includes the isochronous cyclotron DC-110 for accelerating the intensive Ar, Kr, Xe ion beams with 2.5 MeV/nucleon fixed energy. The cyclotron is equipped with system of axial injection and ECR ion source DECRIS-5, operating at the frequency of 18 GHz. This article reviews the design and construction of DECRIS-5 ion source along with some initial commissioning results.

    This file contains file geodatabases of the Mount St. Helens seismic zone (MSHSZ), Wind River valley (WRV) and Mount Baker (MB) geothermal play-fairway sites in the Washington Cascades. The geodatabases include input data (feature classes) and output rasters (generated from modeling and interpolation) from the geothermal play-fairway in Washington State, USA. These data were gathered and modeled to provide an estimate of the heat and permeability potential within the play-fairways based on: mapped volcanic vents, hot springs and fumaroles, geothermometry, intrusive rocks, temperature-gradient wells, slip tendency, dilation tendency, displacement, displacement gradient, max coulomb shear stress, sigma 3, maximum shear strain rate, and dilational strain rate at 200m and 3 km depth. In addition this file contains layer files for each of the output rasters. For details on the areas of interest please see the 'WA_State_Play_Fairway_Phase_1_Technical_Report' in the download package. This submission also includes a file with the geothermal favorability of the Washington Cascade Range based off of an earlier statewide assessment. Additionally, within this file there are the maximum shear and dilational strain rate rasters for all of Washington State.
