Get a GRiP (Gravitational Risk Procedure) on risk by using an approach inspired by the physics of gravitational forces between body masses! In April 2010, U.S. Department of Homeland Security Special Events staff (Protective Security Advisors [PSAs]) expressed concern about how to calculate risk given measures of consequence, vulnerability, and threat. The PSAs believed that it is not 'right' to assign zero risk, as a multiplicative formula would imply, to cases in which the threat is reported to be extremely small, and perhaps could even be assigned a value of zero, but for which consequences and vulnerability are potentially high. They needed a different way to aggregate the components into an overall measure of risk. To address these concerns, GRiP was proposed and developed. The inspiration for GRiP is Sir Isaac Newton's Universal Law of Gravitation: the attractive force between two bodies is directly proportional to the product of their masses and inversely proportional to the squares of the distance between them. The total force on one body is the sum of the forces from 'other bodies' that influence that body. In the case of risk, the 'other bodies' are the components of risk (R): consequence, vulnerability, and threat (which we denote as C, V, and T, respectively). GRiP treats risk as if it were a body within a cube. Each vertex (corner) of the cube represents one of the eight combinations of minimum and maximum 'values' for consequence, vulnerability, and threat. The risk at each of the vertices is a variable that can be set. Naturally, maximum risk occurs when consequence, vulnerability, and threat are at their maximum values; minimum risk occurs when they are at their minimum values. Analogous to gravitational forces among body masses, the GRiP formula for risk states that the risk at any interior point of the box depends on the squares of the distances from that point to each of the eight vertices. The initial review, completed by a Board Study Group in 1979 contained general recommendations on GRI's R and D program, most of which were subsequently implemented by FERC and GRI. In 1980, a Study Group was formed once more and its report was reviewed individually by ERAB members. This report notes that particularly noteworthy was the response of GRI to ERAB's 1979 recommendations, which indicated an open-minded and flexible approach despite the somewhat complex internal review process employed by GRI. The report also notes favorably the shift in support towards the efficient utilization program. It advises caution in its methane from kelp program, and urges that GRI focus more sharply on the key questions that may eventually limit the technology. It also suggests that GRI would do well to place somewhat more emphasis on the development of phosphoric acid fuel cell technology and de-emphasize the molten carbonate technology. The Board was also pleased to find that the GRI program was in general well integrated with DOE and other research programs, despite uncertainties and delays arising from cost-sharing or funding by DOE.

This paper briefly highlights the collaborative approach used by the International Cooperative for Ozone Layer Protection (ICOLP). ICOLP has helped international members and non-members to eliminate most of the ozone-depleting solvents from manufacturing processes through the exchange of technical information in a non-proprietary manner. The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Objectives include, among others, a description of the basic development status of “small modular reactors” (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.

The SciDAC Institute for Ultrascale Visualization brought together leading experts from visualization, high-performance computing, and science application areas to make advanced visualization solutions for SciDAC scientists and the broader community. Over the five-year project, the Institute introduced many new enabling visualization techniques, which have significantly enhanced scientists’ ability to validate their simulations, interpret their data, and communicate with others about their work and findings. This Institute project involved a large number of junior and student researchers, who received the opportunities to work on some of the most challenging science applications and gain access to the most powerful high-performance computing facilities in the world. They were readily trained and prepared for facing the greater challenges presented by extreme-scale computing. The Institute’s outreach efforts, through publications, workshops and tutorials, successfully disseminated the new knowledge and technologies to the SciDAC and the broader scientific communities. The scientific findings and experience of the Institute team helped plan the SciDAC3 program.

Organizations, both public and private sector, are increasingly pursuing strategies to reduce their energy use and increase sustainability. Whether these efforts are based on economic rationale, community spirit, environmental ethics, federal mandates, or other reasons, they predominantly feature strategies that rely on new technologies. If there is any focus on behavior change, it is typically addressed to changing individual behavior. While we recognize the importance—and limitations—of the role of individual behavior in promoting sustainability goals, we are more interested in the role of institutional behavior. We have reviewed the small but growing literature on institutional behavior change, and have identified eight “evidence-based” principles as a guide for federal agencies to take action. This article presents the principles and illustrates them with examples to suggest ways that they can serve as models for others.

Policy makers should seek to get the structure right ex ante as antitrust may not be effective ex post. It will be important to deal effectively with information asymmetries and to minimize transaction costs. The electric services industry is experiencing a period of rapid change, entrepreneurship, innovation and increased competition. The introduction of direct-access retail competition, for example, is becoming increasingly feasible because of the path-breaking activities of England, Norway, Chile and California. While the basic model of a reformed electric services industry has begun to come into a sharper focus, the techniques and methods that policy makers and regulators will need to use in evaluating electric restructuring plans are less well understood. If regulators and their staffs only use the traditional analytical tools, they could fail to analyze fully the transaction cost implications of alternative market, industry and corporate structures. An appreciation of the implications of the new institutional economics (NIE), of which transaction cost economics (TCE) is an important subset, can provide valuable insights. The new institutional economics: (1) holds that institutions matter and are susceptible to analysis..., (2) is different from but not hostile to orthodoxy, and (3) is an interdisciplinary combination of law, economics, and organization in which economics is the first among equals. This paper surveys several of the analytical tools of the new institutional economics, with an emphasis on the tools that are most relevant to the design of the market, industry and corporate structure of a restructured electric services industry. This article applies ME and TCE tools but does not attempt to provide a comprehensive survey of the issues involved in electric restructuring. Rather, it illustrates how regulators can use the tools of NIE/TCE to evaluate and solve the difficult practical problems that electric restructuring presents.

In this first Institutional Plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus it's efforts on three strategic thrusts; (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R&D, demonstration, and deployment (initial focus on biofuels and chemical from biomass). The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex - the development of a fundamental scientific understanding of the migration of subsurface contaminants. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this Institutional Plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. A central focus of this Strategic Vision is to bridge the gap between sequenced genomes and an understanding of biological functions at the organism and ecosystem level. This involves the continued massive-scale generation of sequence data, complemented by orthogonal new capabilities to functionally annotate these large sequence data sets. Our Strategic Vision lays out a path to guide our decisions and ensure that the evolving set of experimental and computational capabilities available to DOE JGI users will continue to enable groundbreaking science.

Due to the inherently interdisciplinary nature of nanoscience and nanotechnology, research in this arena is often significantly enhanced through creative cooperative activities. The Joint Institute for Nanoscience (JIN) is a venture of the University of Washington (UW) and Pacific Northwest National Laboratory (PNNL) to encourage and enhance high impact and high quality nanoscience and nanotechnology research that leverages the strengths and capabilities of both institutions, and to facilitate education in these areas. This report summarizes JIN award activities that took place during fiscal year 2004 and provides a historical list of JIN awardees, their resulting publications, and JIN-related meetings. Major portions of the JIN efforts and resources are dedicated to funding graduate students and postdoctoral research associates to perform research in collaborations jointly directed by PNNL staff scientists and UW professors. JIN fellowships are awarded on the basis of applications that include research proposals. They have been very successful in expanding collaborations between PNNL and UW, which have led to many excellent joint publications and presentations and enhanced the competitiveness of both institutions for external grant funding. JIN-based interactions are playing a significant role in creating new research directions and reshaping existing research programs at both the UW and PNNL. The JIN also co-sponsors workshops on Nanoscale Science and Technology, four of which have been held in Seattle and one in Richland. In addition to involving PNNL staff in various UW nanoscience courses and seminars, a National Science Foundation grant, Development of UW-PNL Collaborative Curriculums in Nano-Science and Technology, has allowed the development of three intensive short courses that are taught by UW faculty, PNNL staff, and faculty from other institutions, including Washington State University, the University of Idaho, Stanford University, and the University of

The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.

During the DOE Onsite Review in August 1996, Sandia`s Executive Vice President formally proposed combining Sandia`s Institutional Plan and Operating Plan, and their associated processes. The Assistant Secretary for Defense Programs subsequently approved a pilot plan to do so. This pilot plan is intended to comply with one of our new strategic objectives (see section 3.7), which entails creating an infrastructure that is a competitive advantage for our strategic missions. Therefore, Sandia`s planning organization integrated the information in the two plans and collected the data with a unified call. These data can not be combined in multiple ways, depending on customer requirements. Recently, executive management revamped Sandia`s Strategic Plan by creating eight new strategic objectives: four primary whats and four supporting hows. The new strategic objectives are set forth in chapters 3 through 5 of this document. The four primary objectives cover nuclear weapons responsibilities, nonproliferation and materials control, energy and critical infrastructures, and emerging national security threats. The major programmatic initiatives in chapter 7 are grouped accordingly. However, the programmatic descriptions in chapter 6 and the associated funding tables in chapter 9 continue to be presented by DOE Budget and Reporting Code, as in previous Sandia institutional plans. As an aid to the reader, the four primary strategic objectives in chapter 3 are cross-referenced to the program information in chapter 6.

As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

This Institutional Plan for Argonne National Laboratory contains central elements of Argonne`s strategic plan. Chapter II of this document discusses the Laboratory`s mission and core competencies. Chapter III presents the Science and Technology Strategic Plan, which summarizes key features of the external environment, presents Argonne`s vision, and describes how the Laboratory`s strategic goals and objectives map onto and support DOE`s four business lines. The balance of the chapter comprises the science and technology area plans, organized by the four DOE business lines. Chapter IV describes the Laboratory`s ten major initiatives, which cover a broad spectrum of science and technology. Our proposal for an Exotic Beam Facility aims at, among other things, increased understanding of the processes of nuclear synthesis during and shortly after the Big Bang. Our Advanced Transportation Technology initiative involves working with US industry to develop cost-effective technologies to improve the fuel efficiency and reduce the emissions of transportation systems. The Laboratory`s plans for the future depend significantly on the success of its major initiatives. Chapter V presents our Operations and Infrastructure Strategic Plan. The main body of the chapter comprises strategic plans for human resources; environmental protection, safety, and health; site and facilities; and information management. The chapter concludes with a discussion of the business and management practices that Argonne is adopting to improve the quality and cost-effectiveness of its operations. The structure and content of this document depart from those of the Institutional Plan in previous years. Emphasis here is on directions for the future; coverage of ongoing activities is less detailed. We hope that this streamlined plan is more direct and accessible.

12. DOE Joint Genome Institute 2008 Progress Report

While initially a virtual institute, the driving force behind the creation of the DOE Joint Genome Institute in Walnut Creek, California in the Fall of 1999 was the Department of Energy's commitment to sequencing the human genome. With the publication in 2004 of a trio of manuscripts describing the finished 'DOE Human Chromosomes', the Institute successfully completed its human genome mission. In the time between the creation of the Department of Energy Joint Genome Institute (DOE JGI) and completion of the Human Genome Project, sequencing and its role in biology spread to fields extending far beyond what could be imagined when the Human Genome Project first began. Accordingly, the targets of the DOE JGI's sequencing activities changed, moving from a single human genome to the genomes of large numbers of microbes, plants, and other organisms, and the community of users of DOE JGI data similarly expanded and diversified. Transitioning into operating as a user facility, the DOE JGI modeled itself after other DOE user facilities, such as synchrotron light sources and supercomputer facilities, empowering the science of large numbers of investigators working in areas of relevance to energy and the environment. The JGI's approach to being a user facility is based on the concept that by focusing state-of-the-art sequencing and analysis capabilities on the best peer-reviewed ideas drawn from a broad community of scientists, the DOE JGI will effectively encourage creative approaches to DOE mission areas and produce important science. This clearly has occurred, only partially reflected in the fact that the DOE JGI has played a major role in more than 45 papers published in just the past three years alone in Nature and Science. The involvement of a large and engaged community of users working on important problems has helped maximize the impact of JGI science. A seismic technological change is presently underway at the JGI. The objective of the Field Fracturing Multi-Sites Project is to conduct field experiments and analyze data that will result in definitive determinations of hydraulic fracture dimensions using remote well and treatment well diagnostic techniques. In addition, experiments will be conducted to provide data that will resolve significant unknowns with regard to hydraulic fracture modeling, fracture fluid rheology and fracture treatment design. These experiments will be supported by a well-characterized subsurface environment, as well as surface facilities and equipment that are conducive to acquiring high-quality data. It is anticipated that the primary benefit of the project experiments will be the development and widespread commercialization of new fracture diagnostics technologies to determine fracture length, height, width and azimuth. Data resulting from these new technologies can then be used to prove and refine the 3D fracture model mechanisms. It is also anticipated that data collected and analyzed in the project will define the correct techniques for determining fracture closure pressure. Petascale computing infrastructures for scientific discovery make petascale demands on information storage capacity, performance, concurrency, reliability, availability, and manageability. The Petascale Data Storage Institute focuses on the data storage problems found in petascale scientific computing environments, with special attention to community issues such as interoperability, community buy-in, and shared tools. The Petascale Data Storage Institute is a collaboration between researchers at Carnegie Mellon University, National Energy Research Scientific Computing Center, Pacific Northwest National Laboratory, Oak Ridge National Laboratory, Sandia National Laboratory, Los Alamos National Laboratory, University of Michigan, and the University of California at Santa Cruz. Because the Institute focuses on low level files systems and storage systems, its role in improving SciDAC systems was one of supporting application middleware such as data management and system-level performance tuning. In retrospect, the Petascale Data Storage Institute’s most innovative and impactful contribution is the Parallel Log-structured File System (PLFS). Published in SC09, PLFS is middleware that operates in MPI-IO or embedded in FUSE for non-MPI applications. Its function is to decouple concurrently written files into a per-process log file, whose impact (the contents of the single file that the parallel application was concurrently writing) is determined on later reading, rather than during its writing. PLFS is transparent to the parallel application, offering a POSIX or MPI-IO interface, and it shows an order of magnitude speedup to the Chombo benchmark and two orders of magnitude to the FLASH benchmark. Moreover, LANL production applications see speedups of 5X to 28X, so PLFS has been put into production at LANL. Originally conceived and prototyped in a PDSI collaboration between LANL and CMU, it has grown to engage many other PDSI institutes, international partners like AWE

The Aspen Global Change Institute (AGCI) successfully organized and convened six interdisciplinary meetings over the course of award NNG04GA21G. The topics of the meetings were consistent with a range of issues, goals and objectives as described within the NASA Earth Science Enterprise Strategic Plan and more broadly by the US Global Change Research Program/Our Changing Planet, the more recent Climate Change Program Strategic Plan and the NSF Pathways report. The meetings were chaired by two or more leaders from within the disciplinary focus of each session. 222 scholars for a total of 1097 participants-days were convened under the auspices of this award. The overall goal of each AGCI session is to further the understanding of Earth system science and global environmental change through interdisciplinary dialog. The format and structure of the meetings allows for presentation by each participant, in-depth discussion by the whole group, and smaller working group and synthesis activities. The size of the group is important in terms of the group dynamics and interaction, and the ability for each participant's work to be adequately presented and discussed within the duration of the meeting, while still allowing time for synthesis

Building on the two previous trips to Central America last year, International Power Institute (IPI) and its partner Tennessee Valley Infrastructure Group (TVIG) have focused their attention this quarter on project sites in Honduras. TVIG's unit--an Integrated Infrastructure Platform or IIP--combines water and electricity production in a single integrated unit, thereby providing both products at a lower cost than could be attained for each one separately. Because of the unmet demand for clean drinking water and electricity in remote towns throughout the developing world, the need for such units is widespread. Previous visits to Honduras have resulted in strong in-country commercial interest, support in the form of memorandums of understanding by key government agencies, and identification of four prospective project sites for IIP installations. From March 5 to March 15 and with IPI support and participation, representatives from the TVIG, Tennessee Valley Authority (TVA), IPI, and market research firm International Business Initiatives (IBI) conducted an intensive survey of project opportunities in the four communities, to establish how IIPs might help these four communities enhance their economic development, A key aspect of the projects examined is the need to make them economically self-supporting so that they will be viable in the private sector. Summary of specific project site studies follow here, and feasibility studies for the four sites are included as attachments.
