    While motors are ubiquitous throughout the globe, there is insufficient data to properly assess their level of energy efficiency across regional boundaries. Furthermore, many of the existing data sets focus on motor efficiency and neglect the connected drive and system. Without a comprehensive survey of the installed motor system base, a baseline energy efficiency of a country or region’s motor systems cannot be developed. The lack of data impedes government agencies, utilities, manufacturers, distributers, and energy managers when identifying where to invest resources to capture potential energy savings, creating programs aimed at reducing electrical energy consumption, or quantifying the impacts of such programs. This paper will outline a data collection framework for use when conducting a survey under a variety of execution models to characterize motor system energy efficiency within a country or region. The framework is intended to standardize the data collected ensuring consistency across independently conducted surveys. Consistency allows for the surveys to be leveraged against each other enabling comparisons to motor system energy efficiencies from other regions. In creating the framework, an analysis of various motor driven systems, including compressed air, pumping, and fan systems, was conducted and relevant parameters characterizing the efficiency of these systems were identified. A database using the framework will enable policymakers and industry to better assess the improvement potential of their installed motor system base particularly with respect to other regions, assisting in efforts to promote improvements to the energy efficiency of motor driven systems.

    The Strategic Environmental Research and Developmental Program (SERDP)/Environmental Security Technology Certification Program (ESTCP) is the Department of Defense?s (DOD) environmental science and technology program focusing on issues related to environment and energy for the military services. The SERDP/ESTCP Office requested that the National Renewable Energy Laboratory (NREL) provide technical assistance with strategic planning by evaluating the potential for several types of renewable energy technologies at DOD installations. NREL was tasked to provide technical expertise and strategic advice for the feasibility of geothermal resources, waste-to-energy technology, photovoltaics (PV), wind, microgrids, and building system technologies on military installations. This technical report is the deliverable for these tasks.

    As part of their overall efforts to encourage Commercial and Industrial customers to become more energy efficient, many utilities offer Energy Audit Programs. This type of program has two main purposes. First, it offers the utility`s commercial and industrial (C/I) customers the opportunity to identify ways in which they can increase the overall energy efficiency of their facilities through the installation of more energy-efficient lighting, space conditioning, thermal efficiency, and other measures. Secondly, audit programs offer a utility public relations value because such programs usually have a positive reception among customers. The first purpose, however, that of educating customers about the energy efficiency of their facilities, is the key to potential energy savings. Many audit programs are designed to feed directly into a utility`s rebate program, and thus offer good marketing opportunities for demand side management. Many utilities and regulatory bodies consider C/I audit programs to be non-resource or information-only programs. There are quantifiable benefits to these programs beyond the marketing leads they provide for the rebate programs. Since 1987, Applied Energy Group, Inc. (AEG) has been involved in the measurement of savings attributable to energy audit programs. Through years of development and refinement, AEG has developed a process which is able to identify savings attributable solely to a utility`s energy audit program, effectively netting out the results achieved through the efforts of a rebate program. This process also factors out free ridership and ensures that there is no double counting of savings between audit and rebate programs. The findings presented here focus on the work that AEG has done for two of its utility clients: Rochester Gas & Electric (RG&E) and Long Island Lighting Company (LILCO) during the course of evaluating their 1990 and 1991 C/I programs.

    The purpose of this Technology Installation Review is to provide an overview of hybrid geothermal heat pump systems. It presents the results of recent research on these systems, looks at system types, energy savings, maintenance considerations, and measured technology performance from several examples. Using the ground as a thermal energy source and/or a heat sink for heat pumps has long been recognized to have a number of advantages over the similar use of ambient air. Ground temperatures at about 3-ft depth or lower are much less variable than ambient air temperatures. Further, soil or rock at these depths is usually warmer than ambient air during the coldest winter months and cooler than ambient air during the summer months. This fact leads directly to cooler condensation temperatures (during cooling operation) and warmer evaporating temperatures (during heating) for a heat pump with consequent improved energy efficiency. It also results in increased heating and cooling capacity at extreme temperatures, thereby reducing or eliminating the need for auxiliary heat.

    This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

    Motor driven processes represent a large portion of the energy consumption in the United States and, as a result, present a large opportunity for energy savings. Energy efficient motors reduce energy use and will see wider implementation as the impact of the Energy Policy Act of 1992 is felt. These motors are made possible by design and material improvements without compromising reliability, quality, or performance. One drawback is their potential for nuisance tripping due to a high inrush current at starting. Solutions do exist to this problem. Economics also play a large role in energy efficient motor application. The cost of repairing a motor or installing a new machine as well as any utility rebates determine if the efficient motor price premium is offset by energy savings. Other issues such as adjustable speed drives, belts and supply voltage affect efficiency as well. Several industry examples demonstrate the potential results. A thorough understanding of these factors show the energy efficient motor can be a good choice for most applications.

    The promise for harnessing solar energy being hampered by cost, triggered efforts to reduce them. As a consequence low-efficiency, low-cost photovoltaics (PV) panels prevail. Conversely, in the traditional energy sector efficiency is extremely important due to the direct costs associated to fuels. This also affects solar energy due to the radiative forcing caused by the dark solar panels. In this paper we extend the concept of energy payback time by including the effect of albedo change, which gives a better assessment of the system sustainability. We present an analysis on the short and medium term climate forcing effects of different solar collectors in Riyadh, Saudi Arabia and demonstrate that efficiency is important to reduce the collector area and cost. This also influences the embodied energy and the global warming potential. We show that a placement of a high concentration photovoltaic thermal solar power station outside of the city using a district cooling system has a double beneficial effect since it improves the solar conversion efficiency and reduces the energy demand for cooling in the city. We also explain the mechanisms of the current economic development of solar technologies and anticipate changes.

    This document provides an overview of renewable resource development potential at the U.S. Army installations in the Kanto region in Japan, which includes Camp Zama, Yokohama North Dock, Sagamihara Family Housing Area (SFHA), Sagami General Depot, and Akasaka Press Center. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the Huntsville Army Corps of Engineers, and includes the development of a methodology for renewable resource assessment at Army installations located on foreign soil. The methodology is documented in Renewable Energy Assessment Methodology for Japanese OCONUS Army Installations. The site visit to the Kanto installations took place on April 5 and 6, 2010. At the current time, there are some renewable technologies that show economic potential. Because of siting restrictions and the small size of these installations, development of most renewable energy technologies will likely be limited to Camp Zama. Project feasibility is based on installation-specific resource availability and energy costs and projections based on accepted life-cycle cost methods. Development of any renewable energy project will be challenging, as it will require investigation into existing contractual obligations, new contracts that could be developed, the legality of certain partnerships, and available financing avenues, which involves the U.S. Forces Japan (USFJ), the Government of Japan (GOJ), and a number of other parties on both sides. The Army will not be able to implement a project without involvement and approval from the other services and multiple levels of Japanese government. However, implementation of renewable energy projects could be an attractive method for GOJ to reduce greenhouse gas emissions and lower annual utility payments to USFJ.     Since 2005, Pacific Northwest National Laboratory (PNNL) has been asked by Installation Management Command (IMCOM) to conduct strategic assessments at selected US Army installations of the potential use of renewable energy resources, including solar, wind, geothermal, biomass, waste, and ground source heat pumps (GSHPs). IMCOM has the same economic, security, and legal drivers to develop alternative, renewable energy resources overseas as it has for installations located in the US. The approach for continental US (CONUS) studies has been to use known, US-based renewable resource characterizations and information sources coupled with local, site-specific sources and interviews. However, the extent to which this sort of data might be available for outside the continental US (OCONUS) sites was unknown. An assessment at Camp Zama, Japan was completed as a trial to test the applicability of the CONUS methodology at OCONUS installations. It was found that, with some help from Camp Zama personnel in translating and locating a few Japanese sources, there was relatively little difficulty in finding sources that should provide a solid basis for conducting an assessment of comparable depth to those conducted for US installations. Project implementation will likely be more of a challenge, but the feasibility analysis will be able to use the same basic steps, with some adjusted inputs, as PNNL’s established renewable resource assessment methodology.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems.     Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California.     Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year's average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

    This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these

    An energy efficient seawater desalination plant, which produces pure distilled water at an operating cost 30 to 90 percent lower than that of other desalination plants, and which is large enough to serve a city of at least 55,000, has been constructed in Charlotte Amalie, St. Thomas, Virgin Islands. The St. Thomas plant consists of two units, each capable of producing up to 1.45 million gallons of water per day, nearly 16 percent more than specifications. A third identical unit is located on St. Croix. The three units were designed and built by Israel Desalination Engineering (IDE), of Tel-Aviv, at a total cost of $15 million. They are located next to generating units which supply low grade (low pressure) steam for the desalting operation. Both the generating and desalination units belong to the Virgin Islands Water and Power Authority. The plants are low temperature operation (70/sup 0/C) which allows use of low grade or spent steam from the power plant. The cost of such low pressure steam is lower than the cost of high pressure steam or electric power required by other desalination processes. Low temperature operation has other advantages. It reduces problems of corrosion and scale formation and allows the use of totally non-corrosive plastic tubing and large low cost aluminum alloy heat transfer surfaces.

A joint initiative formed between DoD and the U.S. Department of Energy (DOE) in 2008 to address military energy use led to a task force to examine the potential for net zero energy military installations, which would produce as much energy on site as they consume in buildings, facilities, and fleet vehicles. This report presents an assessment and planning process to examine military installations for net zero energy potential. Net Zero Energy Installation Assessment (NZEIA) presents a systematic framework to analyze energy projects at installations while balancing other site priorities such as mission, cost, and security.

    options considered to date are not ideal. One approach is to insulate between the trusses at the roof plane. The construction process is time consuming and costs more than conventional attic construction. Moreover, the problems of air infiltration and thermal bridges across the insulation remain. Another approach is to use structurally insulated panels (SIPs), but conventional SIPs are unlikely to be the ultimate solution because an additional underlying support structure is required except for short spans. In addition, wood spline and metal locking joints can result in thermal bridges and gaps in the foam. This study undertook a more innovative approach to roof construction. The goal was to design and evaluate a modular energy efficient panelized roof system with the following attributes: (1) a conditioned and clear attic space for HVAC equipment and additional finished area in the attic; (2) manufactured panels that provide structure, insulation, and accommodate a variety of roofing materials; (3) panels that require support only at the ends; (4) optimal energy performance by minimizing thermal bridging and air infiltration; (5) minimal risk of moisture problems; (6) minimum 50-year life; (7) applicable to a range of house styles, climates and conditions; (8) easy erection in the field; (9) the option to incorporate factory-installed solar systems into the panel; and (10) lowest possible cost. A nationwide market study shows there is a defined market opportunity for such a panelized roof system with production and semi-custom builders in the United States. Senior personnel at top builders expressed interest in the performance attributes and indicate long-term opportunity exists if the system can deliver a clear value proposition. Specifically, builders are interested in (1) reducing construction cycle time (cost) and (2) offering increased energy efficiency to the homebuyer.     Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project. All of Salt Lake County's research documents and studies, agreements, and technical information is available to the public.     Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

    The Office of Energy Efficiency and Renewable Energy (EE) is part of the U.S. Department of Energy that is specifically charged with encouraging the more efficient use of energy resources, and the use of renewable energy resources - such as solar power, wind power, biomass energy and geothermal energy. In the past several years, EE has increased its emphasis on technology deployment through partnerships with states, local governments and private companies. Partnerships move new discoveries more quickly into the marketplace, where they can create jobs, prevent pollution, save resources, and produce many other benefits. The author then emphasizes the importance of this effort in a number of different sections of the paper: energy consumption pervades everything we do; U.S. energy imports are rising to record levels; transportation energy demand is increasing; U.S. energy use is increasing; population growth increases world energy demand; total costs of energy consumption aren`t always counted; world energy markets offer incredible potential; cost of renewables is decreasing; clean energy is essential to sustainable development; sustainable energy policy; sustainable energy initiatives: utilities, buildings, and transportation.

    This impact evaluation of adjustable speed drives (ASDs), programmble logic controllers (PLCs), and high efficiency motors (HEMs) that were recently installed at Mayr Brothers Logging Co., Inc. (Mayr Bros.) was conducted for the Bonneville Power Administration (Bonneville) as part of an evaluation of its Energy $avings Plan (E$P) Program. The project consists of ASDs, PLCs, and HEMs that were installed at the Mayr Bros. new small log nill at their facility in Hoquiam, Washington. Energy savings directly accrue through improved motor efficiency and indirectly accrue via an increase in production rate. This latter effect reduces energy consumption per unit of production by spreading fixed energy requirements over a greater number of units. The objective of this impact evaluation was to assess how much electricity is being saved at Mayr Bros. as a result of the E$P and to determine how much the savings cost Bonneville and the region. The impact of the project was evaluated with a combination of engineering analysis, financial analysis, interviews, and submittal reviews (Mayr Bros. proposal and completion report). The energy conservation measures were incorporated into the small log mill while the mill was constructed in 1992 and 1993. Financing the new mill had stretched Mayr Bros. cash and credit resources to the limit. Without the acquisition payment, Mayr Bros. would not have been able to afford the additional investment in the energy conservation measures. Therefore, all of the project`s impact can be attributed to the E$P. The key recommendation resulting from this impact evaluation is to avoid the direct comparison of energy consumption estimates derived via engineering calculations and metering. If ``before and after`` metering is not possible, engineering calculations should be calibrated against metered data to enhance comparability.

    On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions. This workshop was intended to raise awareness by sharing case study success stories, providing a forum for industry networking on energy issues, contributing LBNL expertise in research to date, determining barriers to implementation and possible solutions, and soliciting input for further research.

    Arizona Public Service (APS) encourages its customers to use energy wisely by providing incentives to install energy efficient systems. APS provided an incentive to the Good Samaritan Hospital, located in Phoenix, Arizona, to install a Waste Heat Recovery Unit and an Economizer Cooling System to improve the performance of the hospital`s central plant. Waste heat recovered from the boilers stacks is used to preheat combustion air and boiler feed water. The Economizer Cooling System uses a plate and frame heat exchanger to cool the hospital with cold water produced by the cooling tower rather than an electrical chiller. To determine the effectiveness of these two systems APS initiated a project to monitor their performance. Alternative Energy Systems Consulting, Inc. (AESC) has installed instrumentation to monitor the performance of the above systems and will document their energy savings and effectiveness at reducing energy costs.

    Electrotek is an engineering services company specializing in energy-related programs. Clients are most utilities, large energy users, and the U.S. Electric Power Research Institute. Electrotek has directed energy projects for the U.S. Agency for International Development and the U.S. Department of Energy in Poland and other countries of Central Europe. The objective is to assist the host country organizations to identify and implement appropriate energy efficiency and pollution reduction technologies, to transfer technical and organizational knowledge, so that further implementations are market-driven, without needed continuing foreign investment. Electrotek has worked with the Silesian Power Distribution Company to design an energy efficiency program for industrial customers that has proven to be profitable for the company and for its customers. The program has both saved energy and costs, and reduced pollution. The program is expanding to include additional customers, without needing more funding from the U.S. government.

    Although Idaho's electrical rates are among the lowest in the country, the Nez Perce Tribe's electrical bills take a large bite out of the operating budget every year. Tribal programs are located in forty some buildings, in six counties, in two states. Ninety-five percent, or more, are heated electrically. The age of the Tribal office buildings located in Lapwai, Idaho vary from forty to over a hundred years old. Only sporadic updates, in the buildings themselves, have been made over the years. Working with the Tribe's electrical provider (Avista Corporation), it was determine that a minimum financial commitment could reap large rewards in the form of lower operating costs.

    Thanks to investments in more efficient vehicles, appliances, and buildings, Americans will spend $100 billion less this year on energy than if they had remained at 1973 levels of energy consumption. Cumulative savings from efficiency improvements since the first Arab oil embargo now total nearly $1 trillion. Yet even more remarkable is the potential for far greater rewards. Estimates of untapped energy savings range widely, but they are all large. The Electric Power Research Institute, the utility industry's research arm, estimates the US electricity demand could be reduced by up to 44 percent by the year 2000 through efficiency gains made with existing technology. The authors and his colleagues at Rocky Mountain Institute believe that the potential cost-effective savings are even larger, conceivably as much as 75 percent of total US energy demand. This article addresses several ways in which these savings may be brought about.

    This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

    The U.S. Department of Energy's Federal Energy Management Program (FEMP) helps agencies reduce the cost of doing business through energy efficiency, water conservation, and the use of solar and other renewable energy. As a large energy user, the U.S. military has been one of the government sectors of focus. Several military installations have shown substantial energy savings in past years. Most of these efficiency projects, however, have focused primarily on physical upgrades, technologies, and purchasing habits. Furthermost projects have focused on administrative and operational areas of energy use. Military residential housing, in particular, has received little formal attention for energy efficiency involving behaviors of the residents themselves. Behavior-based change is a challenging, but potentially fruitful area for energy conservation programs. However, behavioral change involves links with values, social networks and organizations, and new ways of thinking about living patterns. This handbook attempts to fill a gap by offering guidance for promoting such efforts.

    This is the fourth quarterly technical report for the RP-5 Renewable Energy Efficiency Project. The report summarizes the work progress, effort and activities that took place during the period of April 1, 2003 to June 30, 2003. However, IEUA is preparing a Supplemental report that will be mailed to the Department of Energy (DOE) by August 1, 2003, that provides additional information regarding IEUA's plan to expedite certain project activities. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings, discussions, and engineering and design activities that took place to finalize the project scope of work and complete the Request for Proposal (RFP) for the RP-5 Renewable Energy Efficiency Project. IEUA has decided to invite three more consulting engineering firms besides CH2M Hill, the Public Interest Energy Research (PIER) Consultant, to submit proposals for the design of the energy efficiency project. The proposals are currently in the evaluation phase and a decision is expected by the end of July. IEUA moved to its new headquarters building on June 13, 2003. The central plant is the system that supplies cooling and heating water to the headquarters building, and it primarily consists of equipment listed in the cooperative agreement under ''Chiller and Heater''. The central plant equipment was successfully installed and started. Other activities include gas analysis of three sources of low quality digester gas and foul air which could be used as fuel for an innovative flex microturbine. IEUA is also working with Stirling Energy Systems to determine if the Agency should be a host site for their equipment for testing the engine's operation on digester and natural gas. A matching funds update is also included in the Results and Discussion section, which presents the work effort performed by the PIER Consultant and the associated costs that serve as matching funds for the RP-5 Project during
