    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over

    Community housing developers produce affordable housing and jobs for many residents of low-income neighborhoods through the rehabilitation of existing single and multi-family buildings. Typically operating as small, not-for-profits or community-based organizations, the vast numbers of community housing developers creates high coordinating costs of operating jointly to acquire the shared learning needed to implement new techniques, such as those involving energy efficiency. This paper presents a model of technology adoption that suggests that new profitable technologies will be adopted only with low probability and that strategic interaction between potential adopters further reduces the likelihood of adoption. These features result from the ability of potential adopters to postpone the bearing the costs of adoption of new technologies and their ability to share the knowledge of others who have adopted new technologies. These features are particularly characteristic of community housing developers.

    Rates of patenting in energy technologies in the United States stagnated during a period of low federal investment in the sector from the mid-1980's through 2000. To analyze the current state of the field, we built a new comprehensive database of energy patents in the USA and worldwide aggregated by nation and technology. We show that innovation in energy technologies, as measured by numbers of new patents, has grown dramatically over the last decade both for renewable and fossil fuel-based technologies, but that traditional investment -government and private support for research and development (R&D) -has not risen commensurately. We also show that while venture capital investment in the sector has increased significantly in the last few years it lags the observed uptick in patenting. We find increasing patenting rates in nations worldwide but also differences in regional priorities, as well as a marked divergence in innovation rates across technologies. Renewable energy technologies - especially solar and wind - currently show the fastest rates of innovation, while patenting levels in nuclear fission have remained low despite relatively high levels of sustained investment. While this sharp increase of innovative activity bodes well for change in the energy sector, the future of emerging technologies may hinge on sustained investment in R&D and favorable incentives for market entry.

    application of acoustic energy (sonication) significantly reduced the viscosity of crude oils, and the amount of viscosity reduction resulting is greater for more viscous, heavy crude oils than it is for less viscous, light crude oils. (2) Test results showed that after being heated, resulting viscosity reductions were not sustained following treatment to the extent that post-sonication reductions were sustained. (3) The maximum viscosity reductions in Oils 1, 2, and 3 due to sonication were 43%, 76%, and 6%, respectively. Samples of Oil 2 associated with larger viscosity reductions often exhibited a definite water separation layer follow the tests, whereas reductions of approximately 23% were measured when this separation was not observed. (4) It was observed that neither horn design nor the reduction of input power by 25% had very little effect on the ability of sonication to alter crude oil viscosity. (5) The chemical additives produced a range of viscosity reduction from 37% to a maximum of 94% with the largest reductions being facilitated by the abundant water present Oil 2. If the Oil 2 results are not considered, the maximum reduction was 73%. The effects of the additives and sonication are enhanced by each other. (6) In only one test did the viscosity return to as much as 50% of the pre-treatment value during a period of 30 days following treatment; recovery was much less in all other cases. Therefore, more than half of the viscosity reduction was maintained for a month without additional treatment. (7) Possible applications, market potential, and economic value of the implementation of a mature sonication technology within the petroleum industry were identified, and it was estimated that the potential exists that more than a billion barrels of oil could be upgraded or produced annually as a result.     Due to the size and structure of its economy, Germany is one of the largest carbon emitters in the European Union. However, Germany is facing a major renewal and restructuring process in electricity generation. Within the next two decades, up to 50% of current electricity generation capacity may retire because of end-of-plant lifetime and the nuclear phase-out pact of 1998. Substantial opportunities therefore exist for deployment of advanced electricity generating technologies in both a projected baseline and in alternative carbon policy scenarios. We simulate the potential role of coal integrated gasification combined cycle (IGCC), natural gas combined cycle (NGCC), carbon dioxide capture and storage (CCS), and wind power within a computable general equilibrium of Germany from the present through 2050. These advanced technologies and their role within a future German electricity system are the focus of this paper. We model the response of greenhouse gas emissions in Germany to various technology and carbon policy assumptions over the next few decades. In our baseline scenario, all of the advanced technologies except CCS provide substantial contributions to electricity generation. We also calculate the carbon price where each fossil technology, combined with CCS, becomes competitive. Constant carbon price experiments are used to characterize the model response to a carbon policy. This provides an estimate of the cost of meeting an emissions target, and the share of emissions reductions available from the electricity generation sector.

    Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    State energy research, development, and demonstration (RD and D) institutions have made valuable contributions to the energy balance, economic development, and environmental integrity of their states and the nation. They have helped companies develop and introduce new products and manufacturing techniques that protect the environment, enhance business revenues, create jobs, and save consumers hundreds of millions of dollars annually through lower energy bills. Despite their success, future prospects are uncertain given the dependency of many programs on oil-overcharge funding or utility contributions or surcharges in an era of utility restructuring, steady depletion of oil-overcharge finds, and broad-based declines in energy research and development (R and D) in the private, utility, and public sectors. The study includes case studies on a dozen of the more successful ASERTTI programs, a discussion of relevant restructuring issues, recommendations on the role of state energy RD and D institutions in a more competitive utility environment, and profiles on 15 ASERTTI members. The objectives of the study are to: Inform policymakers, energy professionals, and the public regarding the status, funding mechanisms, achievements, and rationale for state energy RD and D organizations; Address the state energy RD and D role given a more competitive utility industry; and Evaluate different approaches to energy RD and D and technology transfer, which could help organizations design future programs and help states considering starting an energy RD and D organization.

    Through the Office of Technology Development (OTD), the U.S. Department of Energy (DOE) has initiated a national applied research, development, demonstration, testing, and evaluation program, whose goal has been to resolve the major technical issues and rapidly advance technologies for environmental restoration and waste management. The Innovative Technology Development (ITD) Program was established as a part of the DOE, Research, Development, Demonstration, Testing, and Evaluation (RDDT&E) Program. The plan is part of the DOE`s program to restore sites impacted by weapons production and to upgrade future waste management operations. On July 10, 1990, DOE issued a Program Research and Development Announcement (PRDA) through the Idaho Operations Office to solicit private sector help in developing innovative technologies to support DOE`s clean-up goals. This report presents summaries of each of the seven projects, which developed and tested the technologies proposed by the seven private contractors selected through the PRDA process.

    Traditional site characterization methods rely on preplanned sampling programs and off-site analysis of samples to determine the extent and level of hazardous waste contamination. This process is costly and time-consuming. Static work plans specify the numbers and locations of samples to be collected, as well as the analyses to be performed on collected samples. Sampling crews are mobilized, samples are collected, and the crews are demobilized before final results become available. Additional sampling programs are often required to resolve uncertainties raised by the initial sampling and analysis results. The drawbacks of a traditional approach to sampling program design and execution are high costs per sample, pressure to over sample while at the site, and inevitable surprises in the analytical results that require additional sampling to resolve. A key step in the characterization of hazardous wastes at U.S. Department of Energy (DOE) sites is determination of the extent of contamination. The proper number and placement of sampling locations is required to both minimize characterization costs and guarantee that contamination extent can be estimated with reasonable confidence. Because ''soft'' information (i.e., historical records, computer modeling results, past experience, etc.) for a site are usually just as important as ''hard'' laboratory results, the approach taken must include a quantitative way of accounting for both hard and soft site data. An alternative to traditional sampling programs is Adaptive Sampling and Analysis Programs (ASAPs). ASAPs rely on field analytical methods to generate sample results quickly enough to have an impact on the course of the sampling program. Rather than a static work plan, ASAPs are based on dynamic work plans that specify the logic for how sampling numbers, locations, and analyses will be determined as the program proceeds. Black-Right-Pointing-Pointer Comparison with performances from conventional Waste-to-Energy process. - Abstract: In this paper, two alternative thermo-chemical processes for waste treatment were analysed: high temperature gasification and gasification associated to plasma process. The two processes were analysed from the thermodynamic point of view, trying to reconstruct two simplified models, using appropriate simulation tools and some support data from existing/planned plants, able to predict the energy recovery performances by process application. In order to carry out a comparative analysis, the same waste stream input was considered as input to the two models and the generated results were compared. The performances were compared with those that can be obtained from conventional combustion with energy recovery process by means of steam turbine cycle. Results are reported in terms of energy recovery performance indicators as overall energy efficiency, specific energy production per unit of mass of entering waste, primary energy source savings, specific carbon dioxide production.

    Semi-solid metal (SSM) processing has emerged as an attractive method for near-net-shape manufacturing due to the distinct advantages it holds over conventional near-net-shape forming technologies. These advantages include lower cycle time, increased die life, reduced porosity, reduced solidification shrinkage, improved mechanical properties, etc. SSM processing techniques can not only produce the complex dimensional details (e.g. thin-walled sections) associated with conventional high-pressure die castings, but also can produce high integrity castings currently attainable only with squeeze and low-pressure permanent mold casting processes. There are two primary semi-solid processing routes, (a) thixocasting and (b) rheocasting. In the thixocasting route, one starts from a non-dendritic solid precursor material that is specially prepared by a primary aluminum manufacturer, using continuous casting methods. Upon reheating this material into the mushy (a.k.a. "two-phase") zone, a thixotropic slurry is formed, which becomes the feed for the casting operation. In the rheocasting route (a.k.a. "slurry-on-demand" or "SoD"), one starts from the liquid state, and the thixotropic slurry is formed directly from the melt via careful thermal management of the system; the slurry is subsequently fed into the die cavity. Of these two routes, rheocasting is favored in that there is no premium added to the billet cost, and the scrap recycling issues are alleviated. The CRP (Trade Marked) is a process where the molten metal flows through a reactor prior to casting. The role of the reactor is to ensure that copious nucleation takes place and that the nuclei are well distributed throughout the system prior to entering the casting cavity. The CRP (Trade Marked) has been successfully applied in hyper-eutectic Al-Si alloys (i.e., 390 alloy) where two liquids of equal or different compositions and temperatures are mixed in the reactor and creating a SSM slurry.     The progress of subsea production technology has been punctuated from the beginning by notable achievements which stand out like billboards along a winding highway. At each twist and turn another successful innovation heaves into view, soon to be forgotten as its advantages are absorbed into the industry. This article traces those advances from 1960 to the present time. Particular attention is given to the Poseidon underwater production system. Its success relies on the pumping and transport of hydrocarbons and water in multiphase flow through a submarine pipeline from a totally submerged production system. Power for the pump is by submarine cable laid from the shore. Thus, processing would become a land-based operation, and platforms would be a thing of the past. Poseidon will comprise: A group of subsea completions; Flow lines linking the wells to the subsea station; A subsea station built on modular lines; A multiphase submarine export line; Remote control from shore for all subsea functions; A dedicated onshore power station; A submarine power cable. According to the sponsors of Poseidon, the technical cost per barrel will be two to three times less than conventional platforms. The system is also relatively weather insensitive. Operational limits are currently seen as 130 miles from shore and 1,300 ft water depth.

    The US Department of Energy (DOE) continually seeks safer and more cost-effective remediation technologies for use in the decontamination and decommissioning (D and D) of nuclear facilities. The baseline technology currently used for washing debris is a high-pressure water cleaning (HPWC) system. The system used at the FEMP is the Hotsy{reg_sign} Model 550B HPWC. Although the HPWC technology has functioned satisfactorily, improvements are being sought in areas related to reduced liquid waste volume, increased productivity, increased washing effectiveness, and decreased airborne contamination. An innovative technology that offers potential improvements in these areas is a steam vacuum cleaning (SVC) system that integrates high-pressure steam cleaning with a vacuum recovery sub-system that simultaneously collects dislodged contaminants thereby reducing airborne contamination. The SVC system selected for demonstration at the FEMP was the Kelly{trademark} Decontamination System shown. This report provides comparative performance and cost analyses between the Hotsy HPWC system and the Kelly Decontamination System. Both technologies were demonstrated at the FEMP site located at Fernald, Ohio from July 29, 1996 through August 15, 1996. The demonstrations were conducted at the FEMP Plant 1 as part of the LSTD project sponsored by the Deactivation and Decommissioning Focus Area (DDFA) of the US DOE`s Office of Science and Technology.

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

    The Flameless Thermal Oxidizer (FTO) is a commercial technology offered by Thermatrix, Inc. The FTO has been demonstrated to be an effective destructive technology for process and waste stream off-gas treatment of volatile organic compounds (VOCs), and in the treatment of VOC and chlorinated volatile organic compounds (CVOCs) off-gases generated during site remediation using either baseline or innovative in situ environmental technologies. The FTO process efficiently converts VOCs and CVOCs to carbon dioxide, water, and hydrogen chloride. When FTO is coupled with a baseline technology, such as soil vapor extraction (SVE), an efficient in situ soil remediation system is produced. The innovation is in using a simple, reliable, scalable, and robust technology for the destruction of VOC and CVOC off-gases based on a design that generates a uniform thermal reaction zone that prevents flame propagation and efficiently oxidizes off-gases without forming products of incomplete combustion (PICs).

    This book is the documentation of a 3-day symposium on the title subject organized jointly by The Institution of Chemical Engineers (South Western Branch) and The Institute of Energy (South Wales and West England Section) and held at the University of Bath during Sept. 16-18, 1987. The objective of the conference and this book is to highlight innovations in the utilization of energy in the process industries with the express purpose of cross-fertilizing ideas between industries. The authors believes that, by emphasizing unit operations and cost reduction in a large number of case studies, this objective has been achieved. Admittedly, most of the case studies are site-specific and therefore not quantitatively transferable to other sites, but the approaches are stimulative and generate a large number of options that may not be immediately obvious to someone wishing to improve the economics of energy utilization. One of the strengths of the book is the breadth of topics covered, which are divided into six categories: drying and evaporation; energy control systems, applications of thermodynamics; process heating and waste heat recovery; energy from wastes; funding of innovative projects.

    This report summarizes key research, development, and technology advancements in Lawrence Livermore National Laboratory's Engineering Directorate for FY2010. These efforts exemplify Engineering's nearly 60-year history of developing and applying the technology innovations needed for the Laboratory's national security missions, and embody Engineering's mission to ''Enable program success today and ensure the Laboratory's vitality tomorrow.'' Leading off the report is a section featuring compelling engineering innovations. These innovations range from advanced hydrogen storage that enables clean vehicles, to new nuclear material detection technologies, to a landmine detection system using ultra-wideband ground-penetrating radar. Many have been recognized with R&D Magazine's prestigious R&D 100 Award; all are examples of the forward-looking application of innovative engineering to pressing national problems and challenging customer requirements. Engineering's capability development strategy includes both fundamental research and technology development. Engineering research creates the competencies of the future where discovery-class groundwork is required. Our technology development (or reduction to practice) efforts enable many of the research breakthroughs across the Laboratory to translate from the world of basic research to the national security missions of the Laboratory. This portfolio approach produces new and advanced technological capabilities, and is a unique component of the value proposition of the Lawrence Livermore Laboratory.     This paper describes elements of success for demonstration, evaluation, and transfer for deployment of innovative technologies for environmental restoration. They have been compiled from lessons learned through the US Department of Energy (DOE) Office of Technology Development`s Volatile Organic Compounds in Arid Soil Integrated Demonstration (VOC-Arid ID). The success of the VOC-Arid ID program was determined by the rapid development demonstration, and transfer for deployment of technologies to operational sites that improve on safety, cost, and/or schedule of performance over baseline technologies. The VOC-Arid ID successfully fielded more than 25 innovative technology field demonstrations; several of the technologies demonstrated have been successfully transferred for deployment Field demonstration is a critical element in the successful transfer of innovative technologies into environmental restoration operations. The measures of success for technology demonstrations include conducting the demonstration in a safe and controlled environment and generating the appropriate information by which to evaluate the technology. However, field demonstrations alone do not guarantee successful transfer for deployment There are many key elements throughout the development and demonstration process that have a significant impact on the success of a technology. This paper presents key elements for a successful technology demonstration and transfer for deployment identified through the experiences of the VOC-Arid ID. Also, several case studies are provided as examples.

    Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

    The US Department of Energy`s (DOE) Chicago Operations Office and the DOE`s Federal Energy Technology Center (FETC) developed a Large Scale Demonstration Project (LSDP) at the Chicago Pile-5 Research Reactor (CP-5) at Argonne National Laboratory-East (ANL). The objective of the LSDP is to demonstrate potentially beneficial decontamination and decommissioning (D and D) technologies in comparison with current baseline technologies. The Pipe Explorer{trademark} system was developed by Science and Engineering Associates, Inc. (SEA), Albuquerque, NM as a deployment method for transporting a variety of survey tools into pipes and ducts. Tools available for use with the system include alpha, beta and gamma radiation detectors; video cameras; and pipe locator beacons. Different versions of this technology have been demonstrated at three other sites; results of these demonstrations are provided in an earlier Innovative Technology Summary Report. As part of a D and D project, characterization radiological contamination inside piping systems is necessary before pipes can be recycled, remediated or disposed. This is usually done manually by surveying over the outside of the piping only, with limited effectiveness and risk of worker exposure. The pipe must be accessible to workers, and embedded pipes in concrete or in the ground would have to be excavated at high cost and risk of exposure to workers. The advantage of the Pipe Explorer is its ability to perform in-situ characterization of pipe internals.

    Alternative advanced technologies are being evaluated for use in cooling the Faraday shields used for protection of ion cyclotron range of frequencies (ICR) antennae in Tokamaks. Two approaches currently under evaluation include heat pipe cooling and gas cooling. A Monel/water heat pipe cooled Faraday shield has been successfully demonstrated. Heat pipe cooling offers the advantage of reducing the amount of water discharged into the Tokamak in the event of a tube weld failure. The device was recently tested on an antenna at Oak Ridge National Laboratory. The heat pipe design uses inclined water heat pipes with warm water condensers located outside of the plasma chamber. This approach can passively remove absorbed heat fluxes in excess of 200 W/cm{sup 2};. Helium-cooled Faraday shields are also being evaluated. This approach offers the advantage of no liquid discharge into the Tokamak in the event of a tube failure. Innovative internal cooling structures based on porous metal cooling are being used to develop a helium-cooled Faraday shield structure. This approach can dissipate the high heat fluxes typical of Faraday shield applications while minimizing the required helium blower power. Preliminary analysis shows that nominal helium flow and pressure drop can sufficiently cool a Faraday shield in typical applications. Plans are in progress to fabricate and test prototype hardware based on this approach.

    At the end of the cold war, many of the Department of Energy`s (DOE`s) major nuclear weapons facilities refocused their efforts on finding technically sound, economic, regulatory compliant, and stakeholder acceptable treatment solutions for the legacy of mixed wastes they had produced. In particular, an advanced stabilization process that could effectively treat the large volumes of settling pond and treatment sludges was needed. Based on this need, DOE and its contractors initiated in 1993 the EM-50 sponsored development effort required to produce a deployable mixed waste vitrification system. As a consequence, the Transportable Vitrification System (TVS) effort was undertaken with the primary requirement to develop and demonstrate the technology and associated facility to effectively vitrify, for compliant disposal, the applicable mixed waste sludges and solids across the various DOE complex sites. After 4 years of development testing with both crucible and pilot-scale melters, the TVS facility was constructed by Envitco, evaluated and demonstrated with surrogates, and then successfully transported to the ORNL ETTP site and demonstrated with actual mixed wastes in the fall of 1997. This paper describes the technology, its performance, the technology applicability and alternatives, cost, regulatory and policy issues, and lessons learned.
