    The Joint Center for Artificial Photosynthesis (JCAP) is a DOE Energy Innovation Hub focused on fuels from sunlight. JCAP's Director, Nate Lewis, spoke at the 2011 EFRC Summit about what JCAP is and how it is partnering with the EFRC community to accelerate the progress towards new solar fuels. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    BEETIT Project: Georgia Tech is using innovative components and system design to develop a new type of absorption heat pump. Georgia Tech’s new heat pumps are energy efficient, use refrigerants that do not emit greenhouse gases, and can run on energy from combustion, waste heat, or solar energy. Georgia Tech is leveraging enhancements to heat and mass transfer technology possible in microscale passages and removing hurdles to the use of heat-activated heat pumps that have existed for more than a century. Use of microscale passages allows for miniaturization of systems that can be packed as monolithic full-system packages or discrete, distributed components enabling integration into a variety of residential and commercial buildings. Compared to conventional heat pumps, Georgia Tech’s design innovations will create an absorption heat pump that is much smaller, has higher energy efficiency, and can also be mass produced at a lower cost and assembly time.

    The team performed a literature review, conducted residual stress measurements, performed failure analysis, and demonstrated a solid state additive manufacturing repair technique on samples removed from a scrapped propeller hub. The team evaluated multiple options for hub repair that included existing metal buildup technologies that the Federal Aviation Administration (FAA) has already embraced, such as cold spray, high velocity oxy-fuel deposition (HVOF), and plasma spray. In addition the team helped Piedmont Propulsion Systems, LLC (PPS) evaluate three potential solutions that could be deployed at different stages in the life cycle of aluminum alloy hubs, in addition to the conventional spray coating method for repair. For new hubs, a machining practice to prevent fretting with the steel drive shaft was recommended. For hubs that were refurbished with some material remaining above the minimal material condition (MMC), a silver interface applied by an electromagnetic pulse additive manufacturing method was recommended. For hubs that were at or below the MMC, a solid state additive manufacturing technique using ultrasonic welding (UW) of thin layers of 7075 aluminum to the hub interface was recommended. A cladding demonstration using the UW technique achieved mechanical bonding of the layers showing promise as a viable repair method.

    A rotor hub is provided for coupling a wind turbine rotor blade and a shaft. The hub has a yoke with a body which is connected to the shaft, and extension portions which are connected to teeter bearing blocks, each of which has an aperture. The blocks are connected to a saddle which envelops the rotor blade by one or two shafts which pass through the apertures in the bearing blocks. The saddle and blade are separated by a rubber interface which provides for distribution of stress over a larger portion of the blade. Two teeter control mechanisms, which may include hydraulic pistons and springs, are connected to the rotor blade and to the yoke at extension portions. These control mechanisms provide end-of-stroke damping, braking, and stiffness based on the teeter angle and speed of the blade.

    We have designed, fabricated, and characterized a digital microfluidic (DMF) platform to function as a central hub for interfacing multiple lab-on-a-chip sample processing modules towards automating the preparation of clinically-derived DNA samples for ultrahigh throughput sequencing (UHTS). The platform enables plug-and-play installation of a two-plate DMF device with consistent spacing, offers flexible connectivity for transferring samples between modules, and uses an intuitive programmable interface to control droplet/electrode actuations. Additionally, the hub platform uses transparent indium-tin oxide (ITO) electrodes to allow complete top and bottom optical access to the droplets on the DMF array, providing additional flexibility for various detection schemes.

    For the purpose of the improvement of reliability of the Mega-Watt wind turbine, this paper indicates the development of an original mechanism for the passive-controlled hub, which has the effects of braking and damping on aerodynamic forces. This mechanism is useful for variable speed control of the large wind turbine. The passive-controlled hub is the combination of two mechanisms. One is the passive-teetered and damping mechanism, and the other is the passive-variable-pitch mechanism. These mechanism are carried out by the combination of the teetering and feathering motions. When the wind speed exceeds the rated wind speed, the blade is passively teetered in a downwind direction and, simultaneously, a feathering mechanism, which is linked to the teetering mechanism through a connecting rods, is activated. Testing of the model horizontal axis wind turbine in a wind tunnel showed that the passive-controlled hub mechanism can suppress the over-rotational speed of the rotor. By the application of the passive-controlled hub mechanism, the maximum rotor speed is reduced to about 60%.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02).     In this paper we propose a model to design the supply chain for densified biomass. Rail is typically used for longhaul, high-volume shipment of densified biomass. This is the reason why a hub-and-spoke network structure is used to model this supply chain. The model is formulated as a multi-objective, mixed-integer programing problem under economic, environmental, and social criteria. The goal is to identify the feasibility of meeting the Renewable Fuel Standard (RFS) by using biomass for production of cellulosic ethanol. The focus is not just on the costs associated with meeting these standards, but also exploring the social and environmental benefits that biomass production and processing offers by creating new jobs and reducing greenhouse gas (GHG) emissions. We develop an augmented ?-constraint method to find the exact Pareto solution to this optimization problem. We develop a case study using data from the Mid-West. The model identifies the number, capacity and location of biorefineries needed to make use of the biomass available in the region. The model estimates the delivery cost of cellulosic ethanol under different scenario, the number new jobs created and the GHG emission reductions in the supply chain.

    Quantum mechanics and relativity in the continuum imply the well known spinstatistics connection. However for particles hopping on a lattice, there is no such constraint. If a lattice model yields a relativistic field theory in a continuum limit, this constraint must emerge for physical excitations. We discuss a few models where a spin-less fermion hopping on a lattice gives excitations which satisfy the continuum Dirac equation. This includes such well known systems such as graphene and staggered fermions. -- Highlights: The spinstatistics theorem is not required for particles on a lattice. Spin emerges dynamically when spinless fermions have a relativistic continuum limit. Graphene and staggered fermions are examples of this phenomenon. The phenomenon is intimately tied to chiral symmetry and fermion doubling. Anomaly cancellation is a crucial feature of any valid lattice fermion action.

    This project used a combination of turbulence-resolving large-eddy simulations, single-column modeling (where turbulence is parameterized), and currently available observations to improve, assess, and develop a parameterization of the impact of non-equilibrium wave states and stratification on the buoy-observed winds to establish reliable wind data at the turbine hub-height level. Analysis of turbulence-resolving simulations and observations illuminates the non-linear coupling between the atmosphere and the undulating sea surface. This analysis guides modification of existing boundary layer parameterizations to include wave influences for upward extrapolation of surface-based observations through the turbine layer. Our surface roughness modifications account for the interaction between stratification and the effects of swell’s amplitude and wavelength as well as swell’s relative motion with respect to the mean wind direction. The single-column version of the open source Weather and Research Forecasting (WRF) model (Skamarock et al., 2008) serves as our platform to test our proposed planetary boundary layer parameterization modifications that account for wave effects on marine atmospheric boundary layer flows. WRF has been widely adopted for wind resource analysis and forecasting. The single column version is particularly suitable to development, analysis, and testing of new boundary layer parameterizations. We utilize WRF’s single-column version to verify and validate our proposed modifications to the Mellor-Yamada-Nakanishi-Niino (MYNN) boundary layer parameterization (Nakanishi and Niino, 2004). We explore the implications of our modifications for two-way coupling between WRF and wave models (e.g.,Wavewatch III). The newly implemented parameterization accounting for marine atmospheric boundary layer-wave coupling is then tested in three-dimensional WRF simulations at grid sizes near 1 km.     This report summarizes the theory, verification, and validation of a new sizing tool for wind turbine drivetrain components, the Drivetrain Systems Engineering (DriveSE) tool. DriveSE calculates the dimensions and mass properties of the hub, main shaft, main bearing(s), gearbox, bedplate, transformer if up-tower, and yaw system. The level of fi¬ delity for each component varies depending on whether semiempirical parametric or physics-based models are used. The physics-based models have internal iteration schemes based on system constraints and design criteria. Every model is validated against available industry data or finite-element analysis. The verification and validation results show that the models reasonably capture primary drivers for the sizing and design of major drivetrain components.

    The Nuclear Innovation Workshops were held at six locations across the United States on March 3-5, 2015. The data collected during these workshops has been analyzed and sorted to bring out consistent themes toward enhancing innovation in nuclear energy. These themes include development of a test bed and demonstration platform, improved regulatory processes, improved communications, and increased public-private partnerships. This report contains a discussion of the workshops and resulting themes. Actionable steps are suggested at the end of the report. This revision has a small amount of the data in Appendix C removed in order to avoid potential confusion.

    160 experts in materials science, chemistry, and computational science representing more than 65 universities, laboratories, and industries, and four agencies. The workshop examined seven foundational challenge areas in materials science and chemistry: materials for extreme conditions, self-assembly, light harvesting, chemical reactions, designer fluids, thin films and interfaces, and electronic structure. Each of these challenge areas is critical to the development of advanced energy systems, and each can be accelerated by the integrated application of predictive capability with theory and experiment. The workshop concluded that emerging capabilities in predictive modeling and simulation have the potential to revolutionize the development of new materials and chemical processes. Coupled with world-leading materials characterization and nanoscale science facilities, this predictive capability provides the foundation for an innovation ecosystem that can accelerate the discovery, development, and deployment of new technologies, including advanced energy systems. Delivering on the promise of this innovation ecosystem requires the following: Integration of synthesis, processing, characterization, theory, and simulation and modeling. Many of the newly established Energy Frontier Research Centers and Energy Hubs are exploiting this integration. Achieving/strengthening predictive capability in foundational challenge areas. Predictive capability in the seven foundational challenge areas described in this report is critical to the development of advanced energy technologies. Developing validated computational approaches that span vast differences in time and length scales. This fundamental computational challenge crosscuts all of the foundational challenge areas.     The Department of Energy (DOE) is working to de-inventory sites and consolidate hazardous materials for processing and disposal. The DOE administers a wide range of certified shipping packages for the transport of hazardous materials to include Special Nuclear Material (SNM), radioactive materials, sealed sources and radioactive wastes. A critical element to successful and safe transportation of these materials is the availability of certified shipping packages. There are over seven thousand certified packagings (i.e., Type B/Type AF) utilized within the DOE for current missions. The synergistic effects of consolidated maintenance, refurbishment, testing, certification, and costing of these services would allow for efficient management of the packagings inventory and to support anticipated future in-commerce shipping needs. The Savannah River Site (SRS) receives and ships radioactive materials (including SNM) and waste on a regular basis for critical missions such as consolidated storage, stabilization, purification, or disposition using H-Canyon and HB-Line. The Savannah River National Laboratory (SRNL) has the technical capability and equipment for all aspects of packaging management. SRS has the only active material processing facility in the DOE complex and is one of the sites of choice for nuclear material consolidation. SRS is a logical location to perform maintenance and periodic testing of the DOE fleet of certified packagings. This initiative envisions a DOE Eastern Packaging Staging and Maintenance Center (PSMC) at the SRS and a western hub at the Nevada National Security Site (NNSS), an active DOE Regional Disposal Site. The PSMC's would be the first place DOE would go to meet their radioactive packaging needs and the primary locations projects would go to disposition excess packaging for beneficial reuse. These two hubs would provide the centralized management of a packaging fleet rather than the current approach to design, procure, maintain and dispose

    The WRF model version 3.3 is used to simulate near hub-height winds and power ramps utilizing three commonly used planetary boundary-layer (PBL) schemes: Mellor-Yamada-Janji? (MYJ), University of Washington (UW), and Yonsei University (YSU). The predicted winds have small mean biases compared with observations. Power ramps and step changes (changes within an hour) consistently show that the UW scheme performed better in predicting up ramps under stable conditions with higher prediction accuracy and capture rates. Both YSU and UW scheme show good performance predicting up- and down- ramps under unstable conditions with YSU being slightly better for ramp durations longer than an hour. MYJ is the most successful simulating down-ramps under stable conditions. The high wind speed and large shear associated with low-level jets are frequently associated with power ramps, and the biases in predicted low-level jet explain some of the shown differences in ramp predictions among different PBL schemes. Low-level jets were observed as low as ~200 m in altitude over the Columbia Basin Wind Energy Study (CBWES) site, located in an area of complex terrain. The shear, low-level peak wind speeds, as well as the height of maximum wind speed are not well predicted. Model simulations with 3 PBL schemes show the largest variability among them under stable conditions.

    The U.S, Department of Energy (DOE), National Nuclear Security Agency's (NNSA) Remote Sensing Laboratory (RSL) provides Geographic Information System (GIS) support during nuclear emergency response activities. As directed by the NNSA, the RSL GIS staff maintains databases and equipment for rapid field deployment during an emergency response. When on location, GIS operators provide information products to on-site emergency managers as well as to emergency managers at the DOE Headquarters (HQ) Emergency Operations Center (EOC) in Washington, D.C. Data products are derived from multiple information sources in the field including radiological prediction models, field measurements taken on the ground and from the air, and pertinent information researched on the Internet. The GIS functions as a central data hub where it supplies the information to response elements in the field, as well as to headquarters officials at HQ during emergency response activities.

    The effects of deregulation, or liberalization of the domestic airline market, in the US, Canada, Australia, New Zealand, and Europe have been described by many authors. It is generally acknowledged that deregulation fostored airline efficiency through the formation of domestic hub-and-spoke networks and established market conditions that encouraged the emergence of the mega-carriers (United, American, and Delta Airlines). Predictions have been made that similar effects will be observed in the intercontinental markets as liberalization is extended to these markets, and that globalized service networks will appear through strong alliances between major carriers based on different continents. These global service networks will be created by linking up the continental hubs of the partners` networks, in order to provide frequent and efficient services. A nation may be able to influence the formation of the global networks through the appropriate selection of policies for the industry structure and international route allocation. Sections of this paper review the important features of the imminent globalization of airline networks, and describe the emerging patterns of intercontinental linkages being adopted by some major carriers in the US and Europe. Later, alternative route allocation policies are defined, and the policies being followed by the US, Japan, Canada, and Korea are analyzed.

    How will developers of emerging distributed generation technologies successfully commercialize their products. This paper presents one approach for these developers, borrowing from the experience of other developers of innovative technologies and services. E Source`s analysis suggests, however, that there is already more of a market for distributed generation than is generally recognized. US and Canadian firms already buy about 3,400 megawatts of small generators each year, mostly for backup power but some as the primary power source for selected loads and facilities. This demand is expected to double in 10 years. The global market for small generators is already more than 10 times this size, at some 40,000 megawatts per year, and it is expected to continue growing rapidly, especially in developing nations. Just how the emerging distributed generation technologies, such as microturbines, fuel cells, and Stirling engines compete-or surpass-the conventional technologies will have a huge impact on their eventual commercial success.

    Last year, I was one of the reviewers of proposals to a newly created NIH program, the New Innovator Award. Its goal was to address a frequent criticism – that peer review is biased against innovation – and to fund exceptionally innovative, high impact research from new investigators. To encourage the submission of innovative ideas, preliminary data was not required. Nearly 2,200 applications were submitted, but only 30 awards were made, for a success rate of <1.4%. This suggests either that there are a lot of unfunded innovative ideas out there, or that the ability to submit a proposal without preliminary data was irresistible. Over the years, I have observed that very few innovative ideas are ever brought to the point where they have made a significant impact on biological research. Grant review panels implicitly understand this unpleasant truth. The defining characteristic of successful ideas are bright and preserving scientists who believe in their ideas and are willing to do whatever it takes to make them succeed. What Thomas Edison said about genius is equally applicable to innovation; it, too, is mostly about perspiration.

    Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    We explore the possibility of emergent cosmology using the effective potential formalism. We discover new models of emergent cosmology which satisfy the constraints posed by the cosmic microwave background (CMB). We demonstrate that, within the framework of modified gravity, the emergent scenario can arise in a universe which is spatially open/closed. By contrast, in general relativity (GR) emergent cosmology arises from a spatially closed past-eternal Einstein Static Universe (ESU). In GR the ESU is unstable, which creates fine tuning problems for emergent cosmology. However, modified gravity models including Braneworld models, Loop Quantum Cosmology (LQC) and Asymptotically Free Gravity result in a stable ESU. Consequently, in these models emergent cosmology arises from a larger class of initial conditions including those in which the universe eternally oscillates about the ESU fixed point. We demonstrate that such an oscillating universe is necessarily accompanied by graviton production. For a large region in parameter space graviton production is enhanced through a parametric resonance, casting serious doubts as to whether this emergent scenario can be past-eternal.

    The advancement of computer technologies has led to the development of a number of emergency management information systems (e.g., EIS, CAMEO, IEMIS). The design of these systems has tended to be technologically driven rather than oriented to meeting information management needs during an emergency. Of course, emergency management needs vary depending on the characteristics of the emergency. For example, in hurricanes, onset is typically slow enough to allow emergency managers to simulate evacuations dynamically while in chemical disasters onset may be sufficiently rapid to preclude such simulation(s). This paper describes a system design process in which the analysis of widely recognized emergency management functions was used to identify information requirements and the requisite software and hardware capabilities to deal with rapid onset, low probability, high consequence events. These requirements were then implemented as a prototype emergency management system using existing hardware and software to assure feasibility. Data, hardware, and software requirements were further developed, refined, and made more concrete through an iterative prototyping effort.     ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

  4. PFP Emergency Lighting Study

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

    We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

    An emergency response to a disaster is complex, requiring the rapid integration, coordination, and synchronization of multiple levels of governmental and non-governmental organizations from numerous jurisdictions into a unified community response. For example, a community’s response actions to a fixed site hazardous materials incident could occur in an area extending from an on-site storage location to points 25 or more miles away. Response actions are directed and controlled by local governments and agencies situated withinmore » the response area, as well as by state and federal operaticns centers quite removed from the area of impact. Time is critical and the protective action decision-making process is greatly compressed. The response community must carefully plan and coordinate response operations in order to have confidence that they will be effectively implemented when faced with the potentially catastrophic nature of such releases. A graphical depiction of the entire response process via an emergency response synchronization matrix is an effective tool in optimizing the planning, exercising, and implementation of emergency plans. This system—based approach to emergency planning depicts how a community organizes its response tasks across space and time in relation to hazard actions. It provides the opportunity to make real—time adjustments as necessary for maximizing the often limited resources in protecting area residents.     Provided is a method of generating a scientometric model that tracks the emergence of an identified technology from initial discovery (via original scientific and conference literature), through critical discoveries (via original scientific, conference literature and patents), transitioning through Technology Readiness Levels (TRLs) and ultimately on to commercial application. During the period of innovation and technology transfer, the impact of scholarly works, patents and on-line web news sources are identified. As trends develop, currency of citations, collaboration indicators, and on-line news patterns are identified. The combinations of four distinct and separate searchable on-line networked sources (i.e., scholarly publications and citation, worldwide patents, news archives, and on-line mapping networks) are assembled to become one collective network (a dataset for analysis of relations). This established network becomes the basis from which to quickly analyze the temporal flow of activity (searchable events) for the example subject domain.

    Task 5 of the collaborative effort between ORNL, Brazil, and Westinghouse for the International Nuclear Energy Research Initiative entitled “Development of Advanced Instrumentation and Control for an Integrated Primary System Reactor” focuses on operator control and protection system interaction, with particular emphasis on developing emergency response guidelines (ERGs). As in the earlier tasks, we will use the IRIS plant as a specific example of an integrated primary system reactor (IPSR) design. The present state of the IRIS plant design – specifically, the lack of a detailed secondary system design – precludes establishing detailed emergency procedures at this time. However, we can create a structure for their eventual development. This report summarizes our progress to date. Section 1.2 describes the scope of this effort. Section 2 compares IPSR ERG development to the recent AP1000 effort, and identifies three key plant differences that affect the ERGs and control room designs. The next three sections investigate these differences in more detail. Section 3 reviews the IRIS Safety-by-Design™ philosophy and its impact on the ERGs. Section 4 looks at differences between the IRIS and traditional loop PWR I&C Systems, and considers their implications for both control room design and ERG development. Section 5 examines the implications of having one operating staff control multiple reactor units. Section 6 provides sample IRIS emergency operating procedures (EOPs). Section 7 summarizes our conclusions.

    Health physics is an important discipline with regard to understanding the effects of radiation on human health. Topics of discussion included in this manuscript are related to responding to a radiation emergency, and the necessary balance between desired high accuracy laboratory results and rapid turnaround requirements. Considerations are addressed for methodology with which to provide the most competent solutions despite challenges presented from incomplete datasets and, at times, limited methodology. An emphasis is placed on error and uncertainty of sample analysis results, how error affects products, and what is communicated in the final product.

    Health physics is an important discipline with regard to understanding the effects of radiation on human health; however, there are major differences between health physics for research or occupational safety and health physics during a large-scale radiological emergency. The deployment of a U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) monitoring and assessment team to Japan in the wake of the March 2011 accident at Fukushima Daiichi Nuclear Power Plant yielded a wealth of lessons on these difference. Critical teams (CMOC (Consequence Management Outside the Continental U.S.) and CMHT (Consequence Management Home Team) ) worked together to collect, compile, review, and analyze radiological data from Japan to support the response needs of and answer questions from the Government of Japan, the U.S. military in Japan, the U.S. Embassy and U.S. citizens in Japan, and U.S. citizens in America. This paper addresses the unique challenges presented to the health physicist or analyst of radiological data in a large-scale emergency. A key lesson learned was that public perception and the availability of technology with social media requires a diligent effort to keep the public informed of the science behind the decisions in a manner that is meaningful to them.

The emergent gauge field is equal to the linear combination of the components of the zweibein. Therefore, we actually deal with the gauge fixed version of the emergent 2+1 D teleparallel gravity. In particular, we work out the case, when the variations of the hopping parameters are due to the elastic deformations, and relate the elastic deformations with the emergent zweibein. Next, we investigate the tight-binding model with the varying intralayer hopping parameters for the multilayer graphene with the ABC stacking. In this case the emergent 2D Weitzenbock geometry and the emergent U(1) gauge field appear as well, and the emergent low energy effective field theory has the anisotropic scaling. -- Highlights: The tight-binding model for graphene with varying hopping parameters is considered. The emergent gravity and emergent gauge fields are derived. For the case of the multilayer graphene we obtain the analogue of Horava gravity with anisotropic scaling.

    Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

    This book is the documentation of a 3-day symposium on the title subject organized jointly by The Institution of Chemical Engineers (South Western Branch) and The Institute of Energy (South Wales and West England Section) and held at the University of Bath during Sept. 16-18, 1987. The objective of the conference and this book is to highlight innovations in the utilization of energy in the process industries with the express purpose of cross-fertilizing ideas between industries. The authors believes that, by emphasizing unit operations and cost reduction in a large number of case studies, this objective has been achieved. Admittedly, most of the case studies are site-specific and therefore not quantitatively transferable to other sites, but the approaches are stimulative and generate a large number of options that may not be immediately obvious to someone wishing to improve the economics of energy utilization. One of the strengths of the book is the breadth of topics covered, which are divided into six categories: drying and evaporation; energy control systems, applications of thermodynamics; process heating and waste heat recovery; energy from wastes; funding of innovative projects.

    A liquid metal cooled fast breeder reactor provided with an emergency core cooling system includes a reactor vessel which contains a reactor core comprising an array of fuel assemblies and a plurality of blanket assemblies. The reactor core is immersed in a pool of liquid metal coolant. The reactor also includes a primary coolant system comprising a pump and conduits for circulating liquid metal coolant to the reactor core and through the fuel and blanket assemblies of the core. A converging-diverging venturi nozzle with an intermediate throat section is provided in between the assemblies and the pump. The intermediate throat section of the nozzle is provided with at least one opening which is in fluid communication with the pool of liquid sodium. In normal operation, coolant flows from the pump through the nozzle to the assemblies with very little fluid flowing through the opening in the throat. However, when the pump is not running, residual heat in the core causes fluid from the pool to flow through the opening in the throat of the nozzle and outwardly through the nozzle to the assemblies, thus providing a means of removing decay heat.

    Operating in a potentially hostile city is every soldier's nightmare. The staggering complexity of the urban environment means that deadly threats--or non-combatants-may lurk behind every corner, doorway, or window. Urban operations present an almost unparalleled challenge to the modern professional military. The complexity of urban operations is further amplified by the diversity of missions that the military will be called upon to conduct in urban terrain. Peace-making and peace-keeping missions, urban raids to seize airports or WMD sites or to rescue hostages, and extended urban combat operations all present different sorts of challenges for planners and troops on the ground. Technology almost never serves as a magic bullet, and past predictions of technological miracles pile high on the ash heap of history. At the same time, it is a vital element of planning in the modern age to consider and, if possible, take advantage of emerging technologies. We believe that technologies can assist military operations in urbanized terrain (MOUT) in three primary areas, which are discussed.

    Vortec has successfully completed Phases 1 and 2 of a technology demonstration program for an ''Innovative Fossil Fuel Fired Vitrification Technology for Soil Remediation.'' The principal objective of the program is to demonstrate the ability of a Vortec Cyclone Melting System (CMS) to remediate DOE contaminated soils and other waste forms containing TM RCRA hazardous materials, low levels of radionuclides and TSCA (PCB) containing wastes. The demonstration program will verify the ability of this vitrification process to produce a chemically stable glass final waste form which passes both TCLP and PCT quality control requirements, while meeting all federal and state emission control regulations. The demonstration system is designed to process 36 ton/day of as-received drummed or bulk wastes. The processing capacity equates to approximately 160 barrels/day of waste materials containing 30% moisture at an average weight of 450 lbs./barrel.
