  14. Proposal for Creating a Pocket of Innovation and Adaptability Within a Bureaucratic Enterprise

    A conceptual framework is developed that is based on a behavioral model for organizations that rely upon innovation and adaptability for their survival in the market place. The model supports the assertion that change efforts aimed at performance improvement need a systems approach because contributions to an organization's performance cross functional lines and are systemic in nature. The model implies four conclusions for a unit trying to effectuate change within a greater bureaucracy. First, the desired behaviors are currently neither evaluated nor rewarded enough by either the enterprise or the local unit. Second, the model has to be applied to the local unit, treating the unit as a distinct enterprise itself. Third, a misalignment between the unit's new form and that of the rest of the enterprise will invariably be created. Fourth, this misalignment has to be minimized enough by the local unit to avoid the larger enterprise from responding negatively to the change effort. The mode l results in a change approach that constrains localized behavior modification by the need to remain aligned with the overall structure of the complete enterprise. The conceptual framework is used to develop a proposal for effectuating behavioral change within the High-Level Waste (HLW) Program at the Idaho National Engineering and Environmental Laboratory (INEEL). A ''strawman'' involving a set of critical systems, performance and evaluation measures, and tactics is presented as a starting point for further discussion and development within the Program organization.

    Nanocrystalline and nanostructured materials offer unique microstructure-dependent properties that are superior to coarse-grained materials. These materials have been shown to have very high hardness, strength, and wear resistance. However, most current methods of producing nanostructured materials in weapons-relevant materials create powdered metal that must be consolidated into bulk form to be useful. Conventional consolidation methods are not appropriate due to the need to maintain the nanocrystalline structure. This research investigated new ways of creating nanocrystalline material, new methods of consolidating nanocrystalline material, and an analysis of these different methods of creation and consolidation to evaluate their applicability to mesoscale weapons applications where part features are often under 100 {micro}m wide and the material's microstructure must be very small to give homogeneous properties across the feature.

    Last year, I was one of the reviewers of proposals to a newly created NIH program, the New Innovator Award. Its goal was to address a frequent criticism – that peer review is biased against innovation – and to fund exceptionally innovative, high impact research from new investigators. To encourage the submission of innovative ideas, preliminary data was not required. Nearly 2,200 applications were submitted, but only 30 awards were made, for a success rate of <1.4%. This suggests either that there are a lot of unfunded innovative ideas out there, or that the ability to submit a proposal without preliminary data was irresistible. Over the years, I have observed that very few innovative ideas are ever brought to the point where they have made a significant impact on biological research. Grant review panels implicitly understand this unpleasant truth. The defining characteristic of successful ideas are bright and preserving scientists who believe in their ideas and are willing to do whatever it takes to make them succeed. What Thomas Edison said about genius is equally applicable to innovation; it, too, is mostly about perspiration.

    The program has been designed to increase the accuracy and reduce the preparation time for completing sampling plans. It consists of our files 1. Analyte/Combination (AnalCombo) A list of analytes and combinations of analytes that can be requested of the onsite and offsite labs. Whenever a specific combination of analytes or suite names appear on the same line as the code number, this indicates that one sample can be placed in one bottle to bemore » analyzed for these paremeters. A code number is assigned for each analyte and combination of analytes. 2. Sampling Plans Database (SPDb) A database that contains all of the analytes and combinations of analytes along with the basic information required for preparing a sample plan. That basic information includes the following fields; matrix, hold time, preservation, sample volume, container size, if the bottle caps are taped, acceptable choices. 3. Sampling plans create (SPcreate) a file that will lookup information from the Sampling Plans Database and the Job Log File (JLF98) A major database used by Sample Managemnet Services for recording more than 100 fields of information.« less

    Climate change is rapidly undermining terrestrial ecosystem resilience and capacity to continue providing their services to the benefit of humanity and nature. Because of the importance of terrestrial ecosystems to human well-being and supporting services, decision makers throughout the world are busy creating policy responses that secure multiple development and conservation objectives- including that of supporting terrestrial ecosystem resilience in the context of climate change. This article aims to advance analyses on climate policy evaluation and planning in the area of terrestrial ecosystem resilience by discussing adaptation policy options within the ecology-economy-social nexus. The paper evaluates these decisions in the realm of terrestrial ecosystem resilience and evaluates the utility of a set of criteria, indicators, and assessment methods, proposed by a new conceptual multi-criteria framework for pro-development climate policy and planning developed by the United Nations Environment Programme. Potential applications of a multicriteria approach to climate policy vis-A -vis terrestrial ecosystems are then explored through two hypothetical case study examples. The paper closes with a brief discussion of the utility of the multi-criteria approach in the context of other climate policy evaluation approaches, considers lessons learned as a result efforts to evaluate climate policy in the realm of terrestrial ecosystems, and reiterates the role of ecosystem resilience in creating sound policies and actions that support the integration of climate change and development goals.

    The experiences of six industrial firms with the new Federal policy of internal offsets are described. Offsets, regulatory reforms initiated by the Environmental Protection Agency and called by the generic title of emission trading, were introduced to allow continued economic growth in nonattainment areas and to stimulate innovation in pollution control and process technology by making it profitable for firms to create more reductions than the law now requires.     The negative effects of chemical contaminants on tropical marine ecosystems are of increasing concern as human populations expand adjacent to these communities. Watershed streams and ground water carry a variety of chemicals from agricultural, industrial, and domestic activities, while winds and currents transport pollutants from atmospheric and oceanic sources to these coastal ecosystems. The implications of the limited information available on impacts of chemical stressors on mangrove forests, seagrass meadows, and coral reefs are discussed in the context of ecosystem management and ecological risk assessment. Three classes of pollutants have received attention: heavy metals, petroleum, and synthetic organics. Heavy metals have been detected in all three ecosystems, causing physiological stress, reduced reproductive success, and outright mortality in associated invertebrates and fishes. Oil spills have been responsible for the destruction of entire coastal shallow-water communities, with recovery requiring years. Herbicides are particularly detrimental to mangroves and seagrasses and adversely affect the animal-algal symbioses in corals. Pesticides interfere with chemical cues responsible for key biological processes, including reproduction and recruitment of a variety of organisms. Information is lacking with regard to long-term recovery, indicator species, and biomarkers for tropical communities. Critical areas that are beginning to be addressed include the development of appropriate benchmarks for risk assessment, baseline monitoring criteria, and effective management strategies to protect tropical marine ecosystems in the face of mounting anthropogenic disturbance.

    The Nuclear Innovation Workshops were held at six locations across the United States on March 3-5, 2015. The data collected during these workshops has been analyzed and sorted to bring out consistent themes toward enhancing innovation in nuclear energy. These themes include development of a test bed and demonstration platform, improved regulatory processes, improved communications, and increased public-private partnerships. This report contains a discussion of the workshops and resulting themes. Actionable steps are suggested at the end of the report. This revision has a small amount of the data in Appendix C removed in order to avoid potential confusion.

    Biodiversity describes the array of interacting, genetically distinct populations and species in a region, the communities they are functioning parts. Ecosystem health is a process identifying biological indicators, end points, and values. The decline of populations or species, an accelerating trend worldwide, can lead to simplification of ecosystem processes, thus threatening the stability an sustainability of ecosystem services directly relevant to human welfare in the chain of economic and ecological relationships. The challenge of addressing issues of such enormous scope and complexity has highlighted the limitations of ecology-as-science. Additionally, biosphere-scale conflicts seem to lie beyond the scope of conventional economics, leading to differences of opinion about the commodity value of biodiversity and of the services that intact ecosystems provide. In the fact of these uncertainties, many scientists and economists have adopted principles that clearly assign burdens of proof to those who would promote the loss of biodiversity and that also establish {open_quotes}near-trump{close_quotes} (preeminent) status for ecological integrity. Electric utility facilities and operations impact biodiversity whenever construction, operation, or maintenance of generation, delivery, and support facilities alters landscapes and habitats and thereby impacts species. Although industry is accustomed to dealing with broad environmental concerns (such as global warming or acid rain), the biodiversity issue invokes hemisphere-side, regional, local, and site-specific concerns all at the same time. Industry can proactively address these issues of scope and scale in two main ways: first, by aligning strategically with the broad research agenda put forth by informed scientists and institutions; and second, by supporting focused management processes whose results will contribute incrementally to the broader agenda of rebuilding or maintaining biodiversity. 40 refs., 8 figs.

    The past decade has seen increased international recognition of the importance of the services provided by natural ecosystems. It is unclear however whether such international awareness will lead to improved environmental management in many regions. We explore this issue by examining the specific case of fish migration and dams on the Mekong river. We determine that dams on the Mekong mainstem and major tributaries will have a major impact on the basin's fisheries and the people who depend upon them for food and income. We find no evidence that current moves towards dam construction will stop, and consider two scenarios for the future of the fisheries and other ecosystems of the basin. We conclude that major investment is required in innovative technology to reduce the loss of ecosystem services, and alternative livelihood strategies to cope with the losses that do occur

  18. Global vegetation model diversity and the risks of climate-driven ecosystem shifts

    Climate change is modifying global biogeochemical cycles, and is expected to exert increasingly large effects in the future. How these changes will in turn affect and interact with the structure and function of particular ecosystems is unclear, however, both because of scientific uncertainties and the very diversity of global vegetation models in use. Writing in Environmental Research Letters, Warszawski et al. (1) aggregate results from a group of models, across a range of emissions scenarios and climate data, to investigate these risks. Although the models frequently disagree about which specific regions are at risk, they consistently predict a greater chance of ecosystem restructuring with more warming; this risk roughly doubles between 2 and 3 °C increases in global mean temperature. The innovative work of Warszawski et al. represents an important first step towards fully consistent multi-model, multi-scenario assessments of the future risks to global ecosystems.

Its report was based on interviews carried out in Chicago, Illinois, and Ann Arbor, Michigan; on phone interviews; and on written materials provided by Federal and State officials as well as representatives of Tribal organizations, non-governmental organizations, academia, industry, and the International Joint Commission. The report describes mainly what the participants told or provided to the survey team, with a few explicit conclusions and recommendations from the team.     More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy

    This report describes the experiences of six industrial firms with the new Federal policy of internal offsets. Offsets are part of a group of regulatory reforms initiated by the Environmental Protection Agency and called by the generic title of 'emission trading'. Offsets were introduced to allow continued economic growth in nonattainment areas and to stimulate innovation in pollution control and process technology by making it profitable for firms to create more reductions than the law now requires. The report discusses the problems of defining and measuring innovation as well as presenting industrial firm perceptions of innovation associated with offset cases.

We are at the threshold of a new era where the integrated synthesis, characterization, and modeling of complex materials and chemical processes will transform our ability to understand and design new materials and chemistries with predictive power. In turn, this predictive capability will transform technological innovation by accelerating the development and deployment of new materials and processes in products and manufacturing. Harnessing the potential of computational science and engineering for the discovery and development of materials and chemical processes is essential to maintaining leadership in these foundational fields that underpin energy technologies and industrial competitiveness. Capitalizing on the opportunities presented by simulation-based engineering and science in materials and chemistry will require an integration of experimental capabilities with theoretical and computational modeling; the development of a robust and sustainable infrastructure to support the development and deployment of advanced computational models; and the assembly of a community of scientists and engineers to implement this integration and infrastructure. This community must extend to industry, where incorporating predictive materials science and chemistry into design tools can accelerate the product development cycle and drive economic competitiveness. The confluence of new theories, new materials synthesis capabilities, and new computer platforms has created an unprecedented opportunity to implement a "materials-by-design" paradigm with wide-ranging benefits in technological innovation and scientific discovery.     Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    Longleaf pine (Pinus palustris) savannas of the southeastern United States contain some of the worlds most diverse plant communities, along with a unique complement of wildlife. Their traditionally open canopy structure and rich understory of grasses and herbs were critical to their vigor. However, a long history of land-use practices such as logging, farming, and fire exclusion have reduced this once-widespread ecosystem to only 3 percent of its original range. At six longleaf pine plantations in South Carolina, Tim Harrington with the Pacific Northwest Research Station and collaborators with the Southern Research Station used various treatments (including prescribed burns, tree thinning, and herbicide applications) to alter the forest structure and tracked how successful each one was in advancing savanna restoration over a 14-year period. They found that typical planting densities for wood production in plantations create dense understory shade that excludes many native herbaceous species important to savannas and associated wildlife. The scientists found that although tree thinning alone did not result in sustained gains, a combination of controlled burning, thinning, and herbicide treatments to reduce woody plants was an effective strategy for recovering the savanna ecosystem. The scientists also found that these efforts must be repeated periodically for enduring benefits.

    Recent work in classification indicates that significant improvements in accuracy can be obtained by growing an ensemble of classifiers and having them vote for the most popular class. This paper focuses on ensembles of decision trees that are created with a randomized procedure based on sampling. Randomization can be introduced by using random samples of the training data (as in bagging or boosting) and running a conventional tree-building algorithm, or by randomizing the induction algorithm itself. The objective of this paper is to describe the first experiences with a novel randomized tree induction method that uses a sub-sample of instances at a node to determine the split. The empirical results show that ensembles generated using this approach yield results that are competitive in accuracy and superior in computational cost to boosting and bagging.

    We propose the research and development of a high-fidelity hydrodynamic algorithm for tetrahedral meshes that will lead to a disruptive innovation in the numerical modeling of Laboratory problems. Our proposed innovation has the potential to reduce turnaround time by orders of magnitude relative to Advanced Simulation and Computing (ASC) codes; reduce simulation setup costs by millions of dollars per year; and effectively leverage Graphics Processing Unit (GPU) and future Exascale computing hardware. If successful, this work will lead to a dramatic leap forward in the Laboratory's quest for a predictive simulation capability.

    Ecosystem responses to rising CO2 concentrations are a major source of uncertainty in climate change projections. Data from ecosystem-scale Free-Air CO2 Enrichment (FACE) experiments provide a unique opportunity to reduce this uncertainty. The recent FACE Model–Data Synthesis project aimed to use the information gathered in two forest FACE experiments to assess and improve land ecosystem models. A new 'assumption-centred' model intercomparison approach was used, in which participating models were evaluated against experimental data based on the ways in which they represent key ecological processes. Identifying and evaluating the main assumptions caused differences among models, and the assumption-centered approach produced a clear roadmap for reducing model uncertainty. We explain this approach and summarize the resulting research agenda. We encourage the application of this approach in other model intercomparison projects to fundamentally improve predictive understanding of the Earth system.

    The Coso Known Geothermal Resource Area is located just east of the Sierra Nevada, in the broad transition zone between the Mohave and Great Basin desert ecosystems. The prospect of large-scale geothermal energy development here in the near future has led to concern for the protection of biological resources. Objectives here are the identification of ecosystem issues, evaluation of the existing data base, and recommendation of additional studies needed to resolve key issues. High-priority issues include the need for (1) site-specific data on the occurrence of plant and animal species of special concern, (2) accurate and detailed information on the nature and extent of the geothermal resource, and (3) implementation of a comprehensive plan for ecosystem protection.

    This report summarizes key research, development, and technology advancements in Lawrence Livermore National Laboratory's Engineering Directorate for FY2010. These efforts exemplify Engineering's nearly 60-year history of developing and applying the technology innovations needed for the Laboratory's national security missions, and embody Engineering's mission to ''Enable program success today and ensure the Laboratory's vitality tomorrow.'' Leading off the report is a section featuring compelling engineering innovations. These innovations range from advanced hydrogen storage that enables clean vehicles, to new nuclear material detection technologies, to a landmine detection system using ultra-wideband ground-penetrating radar. Many have been recognized with R&D Magazine's prestigious R&D 100 Award; all are examples of the forward-looking application of innovative engineering to pressing national problems and challenging customer requirements. Engineering's capability development strategy includes both fundamental research and technology development.     A biological {open_quotes}revolution{close_quotes} is in progress. Due to initiatives of the Clinton-Gore administration, biologists across the nation are trying to define and use a new concept called ecosystem management. {open_quotes}Ecosystem management{close_quotes} was born in the frustration of trying to deal with the spotted owl controversy in the Northwest. Biologists could not agree on what should be done. And the biologists and economists rarely got together to try to solve problems. Some astute individuals realized that to achieve a sustainable development, ecosystems would have to be managed on a much larger scale than merely small plots of lands. And people from many different backgrounds and disciplines would need to come together to find solutions. This paper will present the views of a Washington insider who has been a player (although too frequently a minor league player!) in administration initiatives to infuse ecosystem management principles and practices in our national conscience. Today, federal agency staff talk to those in other offices within their own agency. Federal agency staff also work on joint projects across federal agencies. In addition, state government, nonprofits, universities, interested individuals, and tribal governments are becoming involved. This is the biological {open_quotes}revolution{close_quotes} that is in progress. The emphasis is shifting from looking at the life history and problems of single species to a much broader approach of examining many species, including humans. The author will present a report on results of the ecosystem management initiative in the last year and point out some of the hurdles still ahead.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    Using organism-level traits to deduce community-level relationships is a fundamental problem in theoretical ecology. This problem parallels the physical one of using particle properties to deduce macroscopic thermodynamic laws, which was successfully achieved with the development of statistical physics. Drawing on this parallel, theoretical ecologists from Lotka onwards have attempted to construct statistical mechanistic theories of ecosystem functioning. Jaynes’ broader interpretation of statistical mechanics, which hinges on the entropy maximisation algorithm (MaxEnt), is of central importance here because the classical foundations of statistical physics do not have clear ecological analogues (e.g. phase space, dynamical invariants). However, models based on the information theoretic interpretation of MaxEnt are difficult to interpret ecologically. Here I give a broad discussion of statistical mechanical models of ecosystem functioning and the application of MaxEnt in these models. Emphasising the sample frequency interpretation of MaxEnt, I show that MaxEnt can be used to construct models of ecosystem functioning which are statistical mechanical in the traditional sense using a savanna plant ecology model as an example.

    Agriculture produces more than just crops. Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices. To accomplish this, however, we must overcome a big challenge in measuring the impact of alternative agricultural practices on ecosystem services and of ecosystem services on agricultural production.

    The third annual ARPA-E Energy Innovation Summit was held in Washington D.C. in February, 2012. The event brought together key players from across the energy ecosystem - researchers, entrepreneurs, investors, corporate executives, and government officials - to share ideas for developing and deploying the next generation of energy technologies. Dr. Steven Chu, Energy Secretary, gave the first keynote presentation of the day. He discusses how President Obama's 'all-of-the-above' approach to energy will help the Unites States solve 21st century global energy challenges and maintain its leadership as an exporter of energy technology. Secretary of Energy Steven Chu highlighted our vulnerability to price fluctuations in the fuel markets, most recently to oil and gasoline, as well as our inability to drill our way out of the problem. Secretary Chu made the case for leveraging energy innovation in order to reduce our exposure to oil price fluctuations and improve the U.S.'s economic competitiveness.

Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

    This book is the documentation of a 3-day symposium on the title subject organized jointly by The Institution of Chemical Engineers (South Western Branch) and The Institute of Energy (South Wales and West England Section) and held at the University of Bath during Sept. 16-18, 1987. The objective of the conference and this book is to highlight innovations in the utilization of energy in the process industries with the express purpose of cross-fertilizing ideas between industries. The authors believes that, by emphasizing unit operations and cost reduction in a large number of case studies, this objective has been achieved. Admittedly, most of the case studies are site-specific and therefore not quantitatively transferable to other sites, but the approaches are stimulative and generate a large number of options that may not be immediately obvious to someone wishing to improve the economics of energy utilization. One of the strengths of the book is the breadth of topics covered, which are divided into six categories: drying and evaporation; energy control systems, applications of thermodynamics; process heating and waste heat recovery; energy from wastes; funding of innovative projects.

    The purpose of the workshop was to provide training on recent developments in understanding coastal ecosystems in the southeastern United States for Fish and Wildlife Service (FWS) field personnel and other natural resource managers in the region. Major emphasis was given to three types of systems: marshes, mangroves, and sea grasses. Other systems such as coral reefs, mud flats, bottomland hardwoods, and estuaries were discussed in less detail. Twenty-three papers were presented during the workshop.     Vortec has successfully completed Phases 1 and 2 of a technology demonstration program for an ''Innovative Fossil Fuel Fired Vitrification Technology for Soil Remediation.'' The principal objective of the program is to demonstrate the ability of a Vortec Cyclone Melting System (CMS) to remediate DOE contaminated soils and other waste forms containing TM RCRA hazardous materials, low levels of radionuclides and TSCA (PCB) containing wastes. The demonstration program will verify the ability of this vitrification process to produce a chemically stable glass final waste form which passes both TCLP and PCT quality control requirements, while meeting all federal and state emission control regulations. The demonstration system is designed to process 36 ton/day of as-received drummed or bulk wastes. The processing capacity equates to approximately 160 barrels/day of waste materials containing 30% moisture at an average weight of 450 lbs./barrel.

    New models of the dynamic patterns of carbon uptake by forest ecosystems allow improvements in the estimation of the costs of carbon sequestration in the US. The preliminary results of an effort to update an earlier study indicate that conversion of environmentally sensitive and economically marginal cropland and pastureland in the US could offset as much as 25% of current US emissions at costs of $US 8--60 per short ton.
