    Prediction of multicomponent adsorption equilibria has been investigated for several decades. While there are theories available to predict the adsorption behavior of ideal mixtures, there are few purely predictive theories to account for nonidealities in real systems. Most models available for dealing with nonidealities contain interaction parameters that must be obtained through correlation with binary-mixture data. However, as the number of components in a system grows, the number of parameters needed to be obtained increases exponentially. Here, a generalized procedure is proposed, as an extension of the predictive real adsorbed solution theory, for determining the parameters of any activity model,more » for any number of components, without correlation. This procedure is then combined with the adsorbed solution theory to predict the adsorption behavior of mixtures. As this method can be applied to any isotherm model and any activity model, it is referred to as the generalized predictive adsorbed solution theory.« less

    This document outlines the basic conduct of operation (CONOPS) for a pedestrian radiation portal monitor (RPM), provided that the CONOPS is not facility or RPM specific and that it is based on a general understanding of a pedestrian RPM operation. The described CONOPS for a pedestrian RPM is defined by: (1) RPM design and operational characteristics, (2) type of pedestrian traffic, and (3) goal for RPM installation. Pedestrian RPMs normally are deployed for the continuous monitoring of individuals passing through point of control to detect the unauthorized traffic of radioactive/nuclear materials. RPMs generally are designed to detect gamma- and neutron-emitting materials.

    We describe a general procedure to calibrate the detection of a nano/micro-mechanical resonators displacement as it undergoes thermal Brownian motion. A brief introduction to the equations of motion for such a resonator is presented, followed by a detailed derivation of the corresponding power spectral density (PSD) function, which is identical in all situations aside from a system-dependent effective mass value. The effective masses for a number of different resonator geometries are determined using both finite element method (FEM) modeling and analytical calculations. -- Highlights: Model micro- and nanomechanical resonators displaced by their own thermal motion. Review the theoretical framework for describing thermomechanical systems. Present a recipe for measurement calibration on devices of arbitrary shape. Point out and correct inconsistencies in the existing literature. Provide an authoritative guide and reference for practitioners in this area.

    The one-loop corrections to the lattice supersymmetric Ward-Takahashi identity (WTi) are investigated in the off-shell regime. In the Wilson formulation of the N=1 supersymmetric Yang-Mills theory, supersymmetry is broken by the lattice, by the Wilson term, and is softly broken by the presence of the gluino mass. However, the renormalization of the supercurrent can be realized in a scheme that restores the continuum supersymmetric WTi (once the on-shell condition is imposed). The general procedure used to calculate the renormalization constants and mixing coefficients for the local supercurrent is presented. The supercurrent not only mixes with the gauge invariant operator T{sub {mu}}. An extra mixing with other operators coming from the WTi appears. This extra mixing survives in the continuum limit in the off-shell regime and cancels out when the on-shell condition is imposed and the renormalized gluino mass is set to zero. Comparison with numerical results is also presented.

    Thermal contact resistance (TCR) is most commonly measured using one-dimensional steady-state calorimetric techniques. In the experimental methods we utilized, a temperature gradient is applied across two contacting beams and the temperature drop at the interface is inferred from the temperature profiles of the rods that are measured at discrete points. During data analysis, thermal conductivity of the beams is typically taken to be an average value over the temperature range imposed during the experiment. Our generalized theory is presented and accounts for temperature-dependent changes in thermal conductivity. The procedure presented enables accurate measurement of TCR for contacting materials whose thermalmore » conductivity is any arbitrary function of temperature. For example, it is shown that the standard technique yields TCR values that are about 15% below the actual value for two specific examples of copper and silicon contacts. Conversely, the generalized technique predicts TCR values that are within 1% of the actual value. The method is exact when thermal conductivity is known exactly and no other errors are introduced to the system.« less

    On October 6, 1997, the Department of Energy (DOE) announced it had agreed to sell all of the Government`s interest in Naval Petroleum Reserve Number 1 (NPR-1) to Occidental Petroleum Corporation for $3.65 billion. This report presents the results of the independent certified public accountants` agreed-upon procedures work on the Preliminary Settlement Statement of the Purchase and Sale Agreement between DOE and Occidental. To fulfill their responsibilities, the Office of Inspector General contracted with the independent public accounting firm of KPMG Peat Marwick LLP to conduct the work for them, subject to their review. The work was done in accordance with the Statements on Standards for Attestation Engagements issued by the American Institute of Certified Public Accountants. As such, the independent certified public accountants performed only work that was agreed upon by DOE and Occidental. This report is intended solely for the use of DOE and Occidental and should not be used by those who have not agreed to the procedures and taken responsibility for the sufficiency of the procedures for their purposes. However, this report is a matter of public record, and its distribution is not limited. The independent certified public accountants identified over 20 adjustments to the Preliminary Settlement Statement that would result in a $10.8 million increase in the sale price.

    This report covers a two-year program to develop fully dense Si{sub 3}N{sub 4} matrix SiC whisker composites with enhanced properties over monolithic Si{sub 3}N{sub 4} materials. The primary goal was to develop a composite with a fracture toughness > 10 MPa{radical}m, capable of using high pressure glass encapsulated HIP'ing. Coating methods were developed to apply thin (<150nm) stoichiometric BN layers to SiC whiskers and also to apply a dual coating of SiC over carbon to the whiskers. Fracture toughness of the composites was determined to increase as the quantity of whiskers (or elongated grains) with their axis perpendicular to the crack plane increased. Of the interface compositions evaluated in this effort, carbon was determined to be the most effective for increasing toughness. The highest toughnesses (6.8--7.0 MPa{radical}m) were obtained with uniaxially aligned carbon coated whiskers. There was no evidence of the carbon coating compromising the oxidation resistance of the composites at 1370{degree}C.

Layered security controls access privileges and revisions are version controlled.     The paper is based on a feasibility study investigating the possibilities of using a HIPPS (High Integrity Pressure Protection System) to protect a subsea pipeline that is not rated for full wellhead shut-in pressure. The study was called the Subsea OPPS Feasibility Study, and was performed by SINTEF, Norway. Here, OPPS is an acronym for Overpressure Pipeline Protection System. A design procedure for a subsea HIPPS is described, based on the experience and knowledge gained through the ``Subsea OPPS Feasibility Study``. Before a subsea HIPPS can be applied, its technical feasibility, reliability and profitability must be demonstrated. The subsea HIPPS design procedure will help to organize and plan the design activities both with respect to development and verification of a subsea HIPPS. The paper also gives examples of how some of the discussed design steps were performed in the Subsea OPPS Feasibility Study. Finally, further work required to apply a subsea HIPPS is discussed.

    A procedure and tools for quantifying surface cleanliness are described. Cleanliness of a target surface is quantified by wiping a prescribed area of the surface with a flexible, bright white cloth swatch, preferably mounted on a special tool. The cloth picks up a substantial amount of any particulate surface contamination. The amount of contamination is determined by measuring the reflectivity loss of the cloth before and after wiping on the contaminated system and comparing that loss to a previous calibration with similar contamination. In the alternative, a visual comparison of the contaminated cloth to a contamination key provides an indication of the surface cleanliness.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

The Specified Assurance Level (SAL) Sampling Procedure has been developed to permit the direct selection of attribute sampling plans which can meet commonly used assurance levels.     In many surgeries, especially orthopedic procedures, power tools such as saws and drills are used. These tools may produce aerosolized blood and other biological material from bone and soft tissues. Surgical lasers and electrocautery tools can also produce aerosols when tissues are vaporized and condensed. Studies have been reported in the literature concerning production of aerosols during surgery, and some of these aerosols may contain infectious material. Garden et al. (1988) reported the presence of papilloma virus DNA in the fumes produced from laser surgery, but the infectivity of the aerosol was not assessed. Moon and Nininger (1989) measured the size distribution and production rate of emissions from laser surgery and found that particles were generally less than 0.5 {mu}m diameter. More recently there has been concern expressed over the production of aerosolized blood during surgical procedures that require power tools. In an in vitro study, the production of an aerosol containing the human immunodeficiency virus (HIV) was reported when power tools were used to cut tissues with blood infected with HIV. Another study measured the size distribution of blood aerosols produced by surgical power tools and found blood-containing particles in a number of size ranges. Health care workers are anxious and concerned about whether surgically produced aerosols are inspirable and can contain viable pathogens such as HIV. Other pathogens such as hepatitis B virus (HBV) are also of concern. The Occupational Safety and Health funded a project at the National Institute for Inhalation Toxicology Research Institute to assess the extent of aerosolization of blood and other tissues during surgical procedures. This document reports details of the experimental and sampling approach, methods, analyses, and results on potential production of blood-associated aerosols from surgical procedures in the laboratory and in the hospital surgical suite.

    We develop the generalized Cartan Calculus for the groups G = SL(2,R) × R+, SL(5,R) and SO(5,5). They are the underlying algebraic structures of d=9,7,6 exceptional field theory, respectively. These algebraic identities are needed for the "tensor hierarchy" structure in exceptional field theory. The validity of Poincar\\'e lemmas in this new differential geometry is also discussed. Lastly, we explore some possible extension of the generalized Cartan calculus beyond the exceptional series.

    A habitat evaluation procedures (HEP) analysis was conducted on the Eder acquisition in July 2007 to determine how many protection habitat units to credit Bonneville Power Administration (BPA) for providing funds to acquire the project site as partial mitigation for habitat losses associated with construction of Grand Coulee and Chief Joseph Dams. Baseline HEP surveys generated 3,857.64 habitat units or 1.16 HUs per acre. HEP surveys also served to document general habitat conditions. Survey results indicated that the herbaceous plant community lacked forbs species, which may be due to both livestock grazing and the late timing of the surveys. Moreover, the herbaceous plant community lacked structure based on lower than expected visual obstruction readings (VOR); likely a direct result of livestock impacts. In addition, introduced herbaceous vegetation including cultivated pasture grasses, e.g. crested wheatgrass and/or invader species such as cheatgrass and mustard, were present on most areas surveyed. The shrub element within the shrubsteppe cover type was generally a mosaic of moderate to dense shrubby areas interspersed with open grassland communities while the 'steppe' component was almost entirely devoid of shrubs. Riparian shrub and forest areas were somewhat stressed by livestock. Moreover, shrub and tree communities along the lower reaches of Nine Mile Creek suffered from lack of water due to the previous landowners 'piping' water out of the stream channel.

    In this paper, a complete covariant quantization of generalized electrodynamics is shown through the path integral approach. To this goal, we first studied the Hamiltonian structure of the system following Dirac's methodology and, then, we followed the Faddeev-Senjanovic procedure to obtain the transition amplitude. The complete propagators (Schwinger-Dyson-Fradkin equations) of the correct gauge fixation and the generalized Ward-Fradkin-Takahashi identities are also obtained. Afterwards, an explicit calculation of one-loop approximations of all Green's functions and a discussion about the obtained results are presented.

    Proper equipment and procedures are essential for obtaining representative samples from an LPG stream. This paper discusses how sampling of light liquid hydrocarbons generally involves one of two methods: flow- proportional composite sampling by a mechanical device or physical transfer of hydrocarbon fluids from a flowing pipeline or other source into a suitable portable sample container. If sampling by proper techniques and equipment supports careful chromatographic analysis, full advantage of accurate mass measurement of LPG can be realized.

    This report covers a two-year program to develop fully dense Si{sub 3}N{sub 4} matrix SiC whisker composites with enhanced properties over monolithic Si{sub 3}N{sub 4} materials. The primary goal was to develop a composite with a fracture toughness > 10 MPa{radical}m, capable of using high pressure glass encapsulated HIP`ing. Coating methods were developed to apply thin (<150nm) stoichiometric BN layers to SiC whiskers and also to apply a dual coating of SiC over carbon to the whiskers. Fracture toughness of the composites was determined to increase as the quantity of whiskers (or elongated grains) with their axis perpendicular to the crack plane increased. Of the interface compositions evaluated in this effort, carbon was determined to be the most effective for increasing toughness. The highest toughnesses (6.8--7.0 MPa{radical}m) were obtained with uniaxially aligned carbon coated whiskers. There was no evidence of the carbon coating compromising the oxidation resistance of the composites at 1370{degree}C.

    This paper provides a characterization of human reliability analysis (HRA) issues for computerized procedures in nuclear power plant control rooms. It is beyond the scope of this paper to propose a new HRA approach or to recommend specific methods or refinements to those methods. Rather, this paper provides a review of HRA as applied to traditional paper-based procedures, followed by a discussion of what specific factors should additionally be considered in HRAs for computerized procedures. Performance shaping factors and failure modes unique to computerized procedures are highlighted. Since there is no definitive guide to HRA for paper-based procedures, this paper also serves to clarify the existing guidance on paper-based procedures before delving into the unique aspects of computerized procedures.

    The readiness of the Data Acquisition and Control System (DACS) to provide monitoring and control of the mixer pump, directional drive system, and the instrumentation associated with the SY-101 tank and support systems, and the proper functioning of the DACS with new Model 984-785 Programmable Logic Controllers (PLCs), new MODBUS PLUS version 2.01 software for the PLCs, and version 3.72 of the GENESIS software will be systematically evaluated by performance of this procedure. The DACS, which is housed in a trailer located just outside of the north fence at the SY tank farm, receives input signals from a variety of sensors located in and around the SY-101 tanks. These sensors provide information such as: tank vapor space and ventilation system H{sub 2} concentration; tank waste temperature; tank pressure; waste density; operating pump parameters such as speed, flow, rotational position, discharge pressure, and internal temperature; strain (for major equipment); and waste level. The output of these sensors is conditioned and transmitted to the DACS computers where these signals are displayed, recorded, and monitored for out-of-specification conditions. If abnormal conditions are detected, then, in certain situations, the DACS automatically generates alarms and causes the system to abort pump operations.

    The galilean genesis scenario is an alternative to inflation in which the universe starts expanding from Minkowski in the asymptotic past by violating the null energy condition stably. Several concrete models of galilean genesis have been constructed so far within the context of galileon-type scalar-field theories. We give a generic, unified description of the galilean genesis scenario in terms of the Horndeski theory, i.e., the most general scalar-tensor theory with second-order field equations. In doing so we generalize the previous models to have a new parameter (denoted by α) which results in controlling the evolution of the Hubble rate. The background dynamics is investigated to show that the generalized galilean genesis solution is an attractor, similarly to the original model. We also study the nature of primordial perturbations in the generalized galilean genesis scenario. In all the models described by our generalized genesis Lagrangian, amplification of tensor perturbations does not occur as opposed to what happens in quasi-de Sitter inflation. We show that the spectral index of curvature perturbations is determined solely from the parameter α and does not depend on the other details of the model. In contrast to the original model, a nearly scale-invariant spectrum of curvature perturbations is obtained for a specific choice of α.

Code logic becomes exceedingly complex, however, if the boundaries of the fluid domain are material interfaces whose orientations with respect to the Eulerian grid evolve during the calculation. It is shown in this article that within the ICE methodology it is possible to express the discrete mass conservation condition in an identical form for all computational cells, even those containing, or close to, moving fluid boundaries. From this basis a generalised ICE algorithm is built up alleviating many of the difficulties associated with complicated configurations of free and structure boundaries. In particular, an effective treatment of slug impact with fluid-structure interaction is readily formulated. To illustrate the technique in practical situations, the method has been incorporated into a version of the coupled fluid-structure code SEURBNUK-EURDYN, used for LMFBR safety analysis, and a number of fluid--gas, fluid--structure situations are analysed. Results are compared with analytic solutions, experimental measurement, and/or other code predictions, as appropriate.     On February 15, 1980, the United States Environmental Protection Agency, acting pursuant to Paragraph 113(D) (4) of the Clean Air Act, issued to General Motors an innovative technology order covering fifteen coal-fired spreader-stoker boilers located at six General Motors plants in Ohio. The purpose and effect of this order was to permit General Motors time to develop a new, innovative technique for controlling particulate emissions from the specified boilers before compliance with the federally approved Ohio particulate control regulation was required. This new technology was christened, The Sidestream Separator, by General Motors. It provides a highly cost effective means of reducing particulate emissions below levels currently obtainable with conventionally used high efficiency mechanical collectors.     Increasingly nuclear power plant procedures, such as emergency operating procedures, are being presented in computer form with functionality to support operator use and management of the procedures. The U.S. Nuclear Regulatory Commission (NRC) currently has guidance for the review of computer-based procedures (CBPs); however, there remain CBP functions and human performance issues for which up-to-date guidance is lacking. The Institute of Electrical and Electronics Engineers (IEEE) has initiated a standard development effort to address the human factors engineering (HFE) aspects of CBP systems. When completed, it may provide guidance to supplement the NRC staff's review criteria. The purpose of our study was to evaluate the suitability of the IEEE Standard for use in the NRC's HFE safety reviews of CBP systems and to ensure that the guidance meets the NRC's standard for scientific and engineering rigor used in its own guidance development efforts. We established the following criteria with which to evaluate the Standard: (1) it should meet an existing need of NRC reviewers, (2) it should be based in sound HFE principles, (3) it should be thoroughly peer-reviewed, and (4) it should address CBP-related human performance issues identified in the literature. This report describes the methodology we used to evaluate each criterion. Our evaluation concluded that the Standard generally does meet these criteria, however several areas were identified for which additional clarifications are needed. Thus consideration of the Standard's use by the NRC is supported. The standard evaluation methodology developed in this study can be generally applied to the review of other HFE standards being considered for possible use or endorsement by the NRC.

    The Loop Vertex Expansion (LVE) is a quantum field theory (QFT) method which explicitly computes the Borel sum of Feynman perturbation series. This LVE relies in a crucial way on symmetric tree weights which define a measure on the set of spanning trees of any connected graph. In this paper we generalize this method by defining new tree weights. They depend on the choice of a partition of a set of vertices of the graph, and when the partition is non-trivial, they are no longer symmetric under permutation of vertices. Nevertheless we prove they have the required positivity property to lead to a convergent LVE; in fact we formulate this positivity property precisely for the first time. Our generalized tree weights are inspired by the Brydges-Battle-Federbush work on cluster expansions and could be particularly suited to the computation of connected functions in QFT. Several concrete examples are explicitly given.

    In order to solve non-symmetric linear systems of equations, the Conjugate Gradient Squared (CGS) is a well-known and widely used iterative method. In practice the method converges fast, often twice as fast as the Bi-Conjugate Gradient method. This is what you may expect, since CGS uses the square of the BiCG polynomial. However, CGS may suffer from its erratic convergence behavior. The method may diverge or the approximate solution may be inaccurate. BiCGSTAB uses the BiCG polynomial and a product of linear factors in an attempt to smoothen the convergence. In many cases, this has proven to be very effective. Unfortunately, the convergence of BiCGSTAB may stall when a linear factor (nearly) degenerates. BiCGstab({ell}) is designed to overcome this degeneration of linear factors. It generalizes BiCGSTAB and uses both the BiCG polynomial and a product of higher order factors. Still, CGS may converge faster than BiCGSTAB or BiCGstab({ell}). So instead of using a product of linear or higher order factors, it may be worthwhile to look for other polynomials. Since the BiCG polynomial is based on a three term recursion, a natural choice would be a polynomial based on another three term recursion. Possibly, a suitable choice of recursion coefficients would result in method that converges faster or as fast as CGS, but less erratic. It turns out that an algorithm for such a method can easily be formulated. One particular choice for the recursion coefficients leads to CGS. Therefore one could call this algorithm generalized CGS. Another choice for the recursion coefficients leads to BiCGSTAB. It is therefore possible to mix linear factors and some polynomial based on a three term recursion. This way one may get the best of both worlds. The authors will report on their findings.

Due in part to the success of FIT policies in Europe, some jurisdictions in the United States are considering implementing similar policies, and a few have already put such policies in place. This report is intended to offer some guidance to policymakers and regulators on how generator interconnection procedures may affect the implementation of FITs and how state generator interconnection procedures can be formulated to support state renewable energy objectives. This report is based on a literature review of model interconnection procedures formulated by several organizations, as well as other documents that have reviewed, commented on, and in some cases, ranked state interconnection procedures.

    This report describes the procedures used by NRC staff to implement the antitrust review and enforcement prescribed in Sections 105 and 186 of the Atomic Energy Act of 1954, as amended (the Act), as covered largely by the Commission's Rules and Regulations in 10 CFR Parts 2.101, 2.102, 2.200, 50.33a, 50.80, and 50.90. These procedures set forth the steps and criteria the staff applies in the antitrust review of construction permit and operating license applications and the amendments to those applications that deal with changes in ownership. In addition, the procedures describe how the staff enforces compliance by licensees when antitrust conditions have been appended to construction permits and operating licenses.

Ground-water investigations are carried out to fulfill the requirements for the US Department of Energy (DOE) to meet the requirements of DOE Orders. Investigations are also performed for various clients to meet the requirements of the Resource Conservation and Recovery Act of 1976 (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA). National standards including procedures published by the American Society for Testing and Materials (ASTM) and the US Geological Survey were utilized in developing the procedures contained in this manual.

    A concern exists that some equipment in use might contain microprocessors that are dependent upon a time date function. The majority of the software programming for microprocessors has only utilized a 2 digit identifier for the year. With the approach of the year 2000, (Y2K), there is concern that the date function will not be correctly recognized and some functions will not operate properly. TWRS maintenance procedures have been reviewed to identify equipment components that may not be Y2K compliant. Engineering judgment was utilized to eliminate procedures and equipment that is obviously not impacted by Y2K.

    A baseline habitat evaluation procedures (HEP) analysis was conducted on the Carl property (160 acres) in June 2007 to determine the number of habitat units to credit Bonneville Power Administration (BPA) for providing funds to acquire the property as partial mitigation for habitat losses associated with construction of McNary Dam. HEP surveys also helped assess the general ecological condition of the property. The Carl property appeared damaged from livestock grazing and exhibited a high percentage of invasive forbs. Exotic grasses, while present, did not comprise a large percentage of the available cover in most areas. Cover types were primarily grassland/shrubsteppe with a limited emergent vegetation component. Baseline HEP surveys generated 356.11 HUs or 2.2 HUs per acre. Habitat units were associated with the following HEP models: California quail (47.69 HUs), western meadowlark (114.78 HUs), mallard (131.93 HUs), Canada goose (60.34 HUs), and mink (1.38 HUs).

    Most activities that involve human interaction with systems in a nuclear power plant are guided by procedures. Traditionally, the use of procedures has been a paper-based process that supports safe operation of the nuclear power industry. However, the nuclear industry is constantly trying to find ways to decrease the human error rate, especially the human errors associated with procedure use. Advances in digital technology make computer-based procedures (CBPs) a valid option that provides further enhancement of safety by improving human performance related to procedure use. The transition from paper-based procedures (PBPs) to CBPs creates a need for a computer-based procedure system (CBPS). A CBPS needs to have the ability to perform logical operations in order to adjust to the inputs received from either users or real time data from plant status databases. Without the ability for logical operations the procedure is just an electronic copy of the paper-based procedure. In order to provide the CBPS with the information it needs to display the procedure steps to the user, special care is needed in the format used to deliver all data and instructions to create the steps. The procedure should be broken down into basic elements and formatted in a standard method for the CBPS. One way to build the underlying data architecture is to use an Extensible Markup Language (XML) schema, which utilizes basic elements to build each step in the smart procedure. The attributes of each step will determine the type of functionality that the system will generate for that step. The CBPS will provide the context for the step to deliver referential information, request a decision, or accept input from the user. The XML schema needs to provide all data necessary for the system to accurately perform each step without the need for the procedure writer to reprogram the CBPS. These studies highlight the relationships between critical heat treatment process control parameters and heat treatment success. Foundry heat treatment trials to develop heat treatment procedure qualifications have shed light on the relationship between heat treatment theory and current practices. Furnace load time-temperature profiles in steel foundries exhibit significant differences depending on heat treatment equipment, furnace loading practice, and furnace maintenance. Time-temperature profiles of furnace control thermocouples can be very different from the time-temperature profiles observed at the center of casting loads in the furnace. Typical austenitization temperatures and holding times used by steel foundries far exceed what is required for transformation to austenite. Quenching and hardenability concepts were also investigated. Heat treatment procedure qualification (HTPQ) schema to demonstrate heat treatment success and to pre-qualify other alloys and section sizes requiring lesser hardenability have been developed. Tempering success is dependent on both tempering time and temperature. As such, furnace temperature uniformity and control of furnace loading during tempering is critical to obtain the desired mechanical properties. The ramp-up time in the furnace prior to the establishment of steady state heat treatment conditions contributes to the extent of heat treatment performed. This influence of ramp-up to temperature during tempering has been quantified.

    The Wavelet/Scalar Quantization (WSQ) gray-scale fingerprint image compression algorithm involves a symmetric wavelet transform (SWT) image decomposition followed by uniform scalar quantization of each subband. The algorithm is adaptive insofar as the bin widths for the scalar quantizers are image-specific and are included in the compressed image format. Since the decoder requires only the actual bin width values -- but not the method by which they were computed -- the standard allows for future refinements of the WSQ algorithm by improving the method used to select the scalar quantizer bin widths. This report proposes a bit allocation procedure for use with the first-generation WSQ encoder. In previous work a specific formula is provided for the relative sizes of the scalar quantizer bin widths in terms of the variances of the SWT subbands. An explicit specification for the constant of proportionality, q, that determines the absolute bin widths was not given. The actual compression ratio produced by the WSQ algorithm will generally vary from image to image depending on the amount of coding gain obtained by the run-length and Huffman coding, stages of the algorithm, but testing performed by the FBI established that WSQ compression produces archival quality images at compression ratios of around 20 to 1. The bit allocation procedure described in this report possesses a control parameter, r, that can be set by the user to achieve a predetermined amount of lossy compression, effectively giving the user control over the amount of distortion introduced by quantization noise. The variability observed in final compression ratios is thus due only to differences in lossless coding gain from image to image, chiefly a result of the varying amounts of blank background surrounding the print area in the images. Experimental results are presented that demonstrate the proposed method`s effectiveness.

    Large eddy simulations (LES) of gyrokinetic plasma turbulence are investigated as interesting candidates to decrease the computational cost. A dynamic procedure is implemented in the gene code, allowing for dynamic optimization of the free parameters of the LES models (setting the amplitudes of dissipative terms). Employing such LES methods, one recovers the free energy and heat flux spectra obtained from highly resolved direct numerical simulations. Systematic comparisons are performed for different values of the temperature gradient and magnetic shear, parameters which are of prime importance in ion temperature gradient driven turbulence. Moreover, the degree of anisotropy of the problem, which can vary with parameters, can be adapted dynamically by the method that shows gyrokinetic large eddy simulation to be a serious candidate to reduce numerical cost of gyrokinetic solvers.

    The panel data modeling has received a great attention in econometric research recently. This is due to the availability of data sources and the interest to study cross sections of individuals observed over time. However, the problems may arise in modeling the panel in the presence of cross sectional dependence and outliers. Even though there are few methods that take into consideration the presence of cross sectional dependence in the panel, the methods may provide inconsistent parameter estimates and inferences when outliers occur in the panel. As such, an alternative method that is robust to outliers and cross sectional dependence is introduced in this paper. The properties and construction of the confidence interval for the parameter estimates are also considered in this paper. The robustness of the procedure is investigated and comparisons are made to the existing method via simulation studies. Our results have shown that robust approach is able to produce an accurate and reliable parameter estimates under the condition considered.

    Recommendations are provided for general monitoring of hydrogen sulfide (H/sub 2/S) in ambient air in parts of Colusa, Lake, Mendocino, Napa, and Sonoma counties potentially impacted by emissions from geothermal development projects in the Geysers-Calistoga Known Geothermal Resource Area. Recommendations for types, placement, performance guidelines, and criteria and procedure for triggering establishment and termination of CAMP monitoring equipment were determined after examination of four factors: population location; emission sources; meteorological considerations; and data needs of permitting agencies and applicants. Three alternate financial plans were developed. Locations and equipment for immediate installation are recommended for: two air quality stations in communities where the State ambient air quality standard for H/sub 2/S has been exceeded; three air quality trend stations to monitor progress in reduction of H/sub 2/S emissions; two meteorological observation stations to monitor synoptic wind flow over the area; and one acoustic radar and one rawinsonde station to monitor air inversions which limit the depth of the mixing layer.

    The nuclear industry is constantly trying to find ways to decrease the human error rate, especially the human errors associated with procedure use. As a step toward the goal of improving procedure use performance, researchers, together with the nuclear industry, have been looking at replacing the current paper-based procedures with computer-based procedure systems. The concept of computer-based procedures is not new by any means; however most research has focused on procedures used in the main control room. Procedures reviewed in these efforts are mainly emergency operating procedures and normal operating procedures. Based on lessons learned for these previous efforts we are now exploring a more unknown application for computer based procedures - field procedures, i.e. procedures used by nuclear equipment operators and maintenance technicians. The Idaho National Laboratory, the Institute for Energy Technology, and participants from the U.S. commercial nuclear industry are collaborating in an applied research effort with the objective of developing requirements and specifications for a computer-based procedure system to be used by field operators. The goal is to identify the types of human errors that can be mitigated by using computer-based procedures and how to best design the computer-based procedures to do this. The underlying philosophy in the research effort is “Stop – Start – Continue”, i.e. what features from the use of paper-based procedures should we not incorporate (Stop), what should we keep (Continue), and what new features or work processes should be added (Start). One step in identifying the Stop – Start – Continue was to conduct a baseline study where affordances related to the current usage of paper-based procedures were identified. The purpose of the study was to develop a model of paper based procedure use which will help to identify desirable features for computer based procedure prototypes.     The information contained in this specification was acquired over the course of the US Department of Energy (DOE) National Uranium Resource Evaluation (NURE) program during the period 1974 through 1982. NURE was a program of the DOE Grand Junction Area Office to acquire and compile geologic and other information with which to assess the magnitude and distribution of uranium resources and to determine areas favorable for the occurrence of uranium in the United States. Bendix Field Engineering Corporation (BFEC) has been the operating contractor for the DOE Grand Junction facility. The requirements stipulated herein had been incorporated as contractual specifications for the various subcontractors engaged in the aerial gamma-ray surveys, which were a major aspect of the NURE program. Although this phase of NURE activities has been completed, there exists valuable knowledge gained from these years of experience in the calibration of gamma-ray spectrometer systems and in the reduction of calibration data. Specification BFEC 1250-B is being open-filed by the US Department of Energy at this time to make this knowledge available to those desiring to apply gamma-ray spectrometry to other geophysical problems.

    Previous studies in the nuclear weapons complex have shown that ambiguous work instructions (WIs) and operating procedures (OPs) can lead to human error, which is a major cause for concern. This report outlines some of the sources of ambiguity in written English and describes three recommendations for reducing ambiguity in WIs and OPs. The recommendations are based on commonly used research techniques in the fields of linguistics and cognitive psychology. The first recommendation is to gather empirical data that can be used to improve the recommended word lists that are provided to technical writers. The second recommendation is to have a review in which new WIs and OPs and checked for ambiguities and clarity. The third recommendation is to use self-paced reading time studies to identify any remaining ambiguities before the new WIs and OPs are put into use. If these three steps are followed for new WIs and OPs, the likelihood of human errors related to ambiguity could be greatly reduced.

    The 100 and 300 areas of the Hanford Site are included on the US Environmental Protection Agencies (EPA) National Priorities List under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Soil washing is a treatment process that is being considered for the remediation of the soil in these areas. Contaminated soil washing fines can be mixed or blended with cementations materials to produce stable waste forms that can be used for beneficial purposes in mixed or low-level waste landfills, burial trenches, environmental restoration sites, and other applications. This process has been termed co-disposal. The Co-Disposal Treatability Study Test Plan is designed to identify a range of cement-based formulations that could be used in disposal efforts in Hanford in co-disposal applications. The purpose of this document is to provide explicit procedural information for the testing of co-disposal formulations.     Here, we have analyzed the beam spin asymmetry and the longitudinally polarized target spin asymmetry of the Deep Virtual Compton Scattering process, recently measured by the Jefferson Lab CLAS collaboration. Our aim is to extract information about the Generalized Parton Distributions of the proton.     We generalize the cosmic energy equation to the case when massive particles interact via a modified gravitational potential of the form {phi}(a,r), which is allowed to explicitly depend upon the cosmological time through the expansion factor a(t). Using the nonrelativistic approximation for particle dynamics, we derive the equation for the cosmological expansion which has the form of the Friedmann equation with a renormalized gravitational constant. The generalized Layzer-Irvine cosmic energy equation and the associated cosmic virial theorem are applied to some recently proposed modifications of the Newtonian gravitational interaction between dark-matter particles. We also draw attention to the possibility that the cosmic energy equation may be used to probe the expansion history of the universe thereby throwing light on the nature of dark matter and dark energy.

    Map labeling is of fundamental importance in cartography and geographical information systems and is one of the areas targeted for research by the ACM Computational Geometry Impact Task Force. Previous work on map labeling has focused on the problem of placing maximal uniform, axis-aligned, disjoint rectangles on the plane so that each point feature to be labeled lies at the corner of one rectangle. Here, we consider a number of variants of the map labeling problem. We obtain three general types of results. First, we devise constant-factor polynomial-time-approximation algorithms for labeling point features by rectangular labels, where the feature may lie anywhere on the boundary of its label region and where labeling rectangles may be placed in any orientation. These results generalize to the case of elliptical labels. Secondly, we consider the problem of labeling a map consisting of disjoint rectilinear fine segments. We obtain constant-factor polynomial-time approximation algorithms for the general problem and an optimal algorithm for the special case where all segments are horizontal. Finally, we formulate a bicriteria version of the map-labeling problem and provide bicriteria polynomial- time approximation schemes for a number of such problems.

    GRASP (General Reactive Atomistic Simulation Program) is primarily intended as a molecular dynamics package for complex force fields, The code is designed to provide good performance for large systems, either in parallel or serial execution mode, The primary purpose of the code is to realistically represent the structural and dynamic properties of large number of atoms on timescales ranging from picoseconds up to a microsecond. Typically the atoms form a representative sample of some material,more » such as an interface between polycrystalline silicon and amorphous silica. GRASP differs from other parallel molecular dynamics codes primarily due to it’s ability to handle relatively complicated interaction potentials and it’s ability to use more than one interaction potential in a single simulation. Most of the computational effort goes into the calculation of interatomic forces, which depend in a complicated way on the positions of all the atoms. The forces are used to integrate the equations of motion forward in time using the so-called velocity Verlet integration scheme. Alternatively, the forces can be used to find a minimum energy configuration, in which case a modified steepest descent algorithm is used.« less

    Emergency operating procedures (EOPs) in nuclear plants guide operators in handling significant process disturbances. Historically these procedures have been paper-based. More recently, computer-based procedure (CBP) systems have been developed to improve the usability of EOPs. The objective of this study was to establish human factors review guidance for CBP systems based on a technically valid methodology. First, a characterization of CBPs was developed for describing their key design features, including both procedure representation and functionality. Then, the research on CBPs and related areas was reviewed. This information provided the technical basis on which the guidelines were developed. For some aspects of CBPs the technical basis was insufficient to develop guidance; these aspects were identified as issues to be addressed in future research.

However, the procedures most often used by regulators and utilities as models have not been updated in the past three years, in which time most of the distributed solar facilities in the United States have been installed. In that period, the Interstate Renewable Energy Council (IREC) has been a participant in more than thirty state utility commission rulemakings regarding interconnection and net metering of distributed generation. With the knowledge gained from this experience, IREC has updated its model procedures to incorporate current best practices. This paper presents the most significant changes made to IREC’s model interconnection and net metering procedures.

    Computerized procedures (CPs) are an emerging technology within nuclear power plant control rooms. While CPs have been implemented internationally in advanced control rooms, to date no US nuclear power plant has implemented CPs in its main control room (Fink et al., 2009). Yet, CPs are a reality of new plant builds and are an area of considerable interest to existing plants, which see advantages in terms of enhanced ease of use and easier records management by omitting the need for updating hardcopy procedures. The overall intent of this paper is to provide a characterization of human reliability analysis (HRA) issues for computerized procedures. It is beyond the scope of this document to propose a new HRA approach or to recommend specific methods or refinements to those methods. Rather, this paper serves as a review of current HRA as it may be used for the analysis and review of computerized procedures.

    In this work, for a Brownian particle interacting with a heat bath, we derive a generalization of the so-called SchrdingerLangevin or Kostin equation. This generalization is based on a nonlinear interaction model providing a state-dependent dissipation process exhibiting multiplicative noise. Two straightforward applications to the measurement process are then analyzed, continuous and weak measurements in terms of the quantum Bohmian trajectory formalism. Finally, it is also shown that the generalized uncertainty principle, which appears in some approaches to quantum gravity, can be expressed in terms of this generalized equation. -- Highlights: We generalize the Kostin equation for arbitrary systembath coupling. This generalization is developed both in the Schrdinger and Bohmian formalisms. We write the generalized Kostin equation for two measurement problems. We reformulate the generalized uncertainty principle in terms of this equation.

    The nuclear power industry is very procedure driven, i.e. almost all activities that take place at a nuclear power plant are conducted by following procedures. The paper-based procedures (PBPs) currently used by the industry do a good job at keeping the industry safe. However, these procedures are most often paired with methods and tools put in place to anticipate, prevent, and catch errors related to hands-on work. These tools are commonly called human performance tools. The drawback with the current implementation of these tools is that the task of performing one procedure becomes time and labor intensive. For example, concurrent and independent verification of procedure steps are required at times, which essentially means that at least two people have to be actively involved in the task. Even though the current use of PBPs and human performance tools are keeping the industry safe, there is room for improvement. The industry could potentially increase their efficiency and safety by replacing their existing PBPs with CBPs. If implemented correctly, the CBP system could reduce the time and focus spent on using the human performance tools. Some of the tools can be completely incorporated in the CBP system in a manner that the performer does not think about the fact that these tools are being used. Examples of these tools are procedure use and adherence, placekeeping, and peer checks. Other tools can be partly integrated in a fashion that reduce the time and labor they require, such as concurrent and independent verification. The incorporation of advanced technology, such as CBP systems, may help to manage the effects of aging systems, structures, and components. The introduction of advanced technology may also make the existing LWR fleet more attractive to the future workforce, which will be of importance when the future workforce will chose between existing fleet and the newly built nuclear power plants.

    The report documents results of an evaluation to verify the accuracy of simplified procedures for estimating sulfur dioxide (SO2) and nitrogen oxides (NOx) retrofit control costs and performance for 200 SO2-emitting coal-fired power plants in the 31-state eastern region. Initially, detailed retrofit studies were conducted for 12 coal-fired plants in Ohio, Kentucky, and the Tennessee Valley Authority system. Because detailed studies are expensive and time-consuming, results from the 12-plant study were used to develop simplified procedures which require less time, data, and preparation effort. The evaluation compared the costs for a number of plants estimated using the simplified procedures to costs estimated using detailed procedures, actual retrofit costs, and more detailed cost estimates provided by utility companies. Based on the evaluation, recommendations for changes to the simplified procedures were developed. Control technologies addressed in the report are conventional lime/limestone flue gas desulfurization, lime spray drying, furnace sorbent injection, duct spray drying, coal switching, physical coal cleaning, and selective catalytic reduction. In general, it was found that the simplified procedures can be used to generate improved cost performance estimates based on generally available information.

    Here we see that computer-based tools have dramatically increased ease and efficiency of everyday tasks. Gone are the days of paging through a paper catalog, transcribing product numbers, and calculating totals. Today, a consumer can find a product online with a simple search engine, and then purchase it in a matter of a few clicks. Paper catalogs have their place, but it is hard to imagine life without on-line shopping sites. All tasks conducted in a nuclear power plant are guided by procedures, which helps ensure safe and reliable operation of the plants. One prominent goal of the nuclear industrymore » is to minimize the risk of human errors. To achieve this goal one has to ensure tasks are correctly and consistently executed. This is partly achieved by training and by a structured approach to task execution, which is provided by procedures and work instructions. Procedures are used in the nuclear industry to direct workers' actions in a proper sequence. The governing idea is to minimize the reliance on memory and choices made in the field. However, the procedure document may not contain sufficient information to successfully complete the task. Therefore, the worker might have to carry additional documents such as turnover sheets, operation experience, drawings, and other procedures to the work site. The nuclear industry is operated with paper procedures like paper catalogs of the past. A field worker may carry a large stack of documents needed to complete a task to the field. Even though the paper process has helped keep the industry safe for decades, there are limitations to using paper. Paper procedures are static (i.e., the content does not change after the document is printed), difficult to search, and rely heavily on the field worker’s situational awareness and ability to consistently meet the high expectation of human performance excellence.     Wind-photovoltaic hybrid system (WPHS) utilization is becoming popular due to increasing energy costs and decreasing prices of turbines and photovoltaic (PV) panels. However, prior to construction of a renewable generation station, it is necessary to determine the optimum number of PV panels and wind turbines for minimal cost during continuity of generated energy to meet the desired consumption. In fact, the traditional sizing procedures find optimum number of the PV modules and wind turbines subject to minimum cost. However, the optimum battery capacity is either not taken into account, or it is found by a full search between all probable solution spaces which requires extensive computation. In this study, a novel description of the production/consumption phenomenon is proposed, and a new sizing procedure is developed. Using this procedure, optimum battery capacity, together with optimum number of PV modules and wind turbines subject to minimum cost can be obtained with good accuracy. (author)

  14. Minimizing damage to a propped fracture by controlled flowback procedures

    Severe fracture-conductivity damage can result from proppant crushing and/or proppant flowback into the wellbore. Such damage is often concentrated near the wellbore and can directly affect postfracture performance. Most of the time severe fracture-conductivity damage can be minimized by choosing the correct type of proppant for a particular well. In many cases, however, this is not enough. To minimize excessive crushing or to prevent proppant flowback, it is also necessary to control carefully the flowback of the well after the treatment. Specific procedures can be followed to minimize severe fracture-conductivity damage. These procedures involve controlling the rates at which load fluids are recovered and maximizing backpressure against the formation. These procedures require much more time and effort than is normally spent on postfracture cleanup; however, the efforts could result in better performance.

    In the deepwater (830-1,000 m) drilling program offshore Philippines, reefal limestones were encountered in which total mud losses could be expected because of the presence of large fractures. The danger was that a sudden drop in hydrostatic head (resulting from the losses) could allow any natural gas to enter the well bore quickly. The gas could then migrate up the well bore and form hydrates in the blowout preventers (BOPs). Once hydrates form, they are difficult to remove and can make a BOP stack inoperable. To combat this potential problem, containment procedures were developed to cope with these fluid losses. The philosophy behind the procedures was to prevent hydrocarbons from entering the well bore and, if they did enter, to ensure that they did not move up the well bore and into the riser. Additionally, procedures were developed to allow drilling to continue during the losses and the curing of losses.
