Knowledge fusion and corporate effort is needed to finding tacit requirements. Under this background, our paper try to find out the rule of effort dynamic evolutionary of software developer and user by building an evolutionary game model on the condition of incentive system. And in addition this paper provides an in depth discussion at the end of this paper.

    The Lab for Energy and Environment (LFEE) at MIT is developing a Geographic Information System (GIS) for carbon management. The GIS will store, integrate, and manipulate information relating to the components of carbon management systems. Additionally, the GIS can be used to interpret and analyze the effect of developing these systems. In the first year of this three year project, we focused on two tasks: (1) specifying the system design--defining in detail the GIS data requirements, the types of analyses that can be conducted, and the forms of output we will produce, as well as designing the computer architecture of the GIS and (2) creating the ''core'' datasets--identifying data sources and converting them into a form accessible by the GIS.

    With the constant implementation of complex and restrictive state and federal clean air laws, a facility must have a comprehensive understanding of the types and amount of emissions associated with the facility`s operations. Knowledge of the facility`s emissions is essential to assess the operational impacts of current and upcoming legislation. Lawrence Livermore National Laboratory (LLNL), located in California, is regulated by federal, state, and local air quality agencies. Of most concern to the facility is California`s Assembly Bill 2588 (also known as the {open_quotes}Air Toxics Hot Spots{close_quotes} program) and the federal Title III, Title V, and Title VI provisions of the Clean Air Act as amended in 1990. Because of the complex regulatory requirements, LLNL needed a system to calculate and classify air emissions by each applicable regulatory program. This paper outlines the development of LLNL`s comprehensive emissions inventory known as the Emissions Measurement and Information Tracking System (EMITS).

    This report describes the activities, conclusions, and recommendations of the Workshop on Evaluation Systems for Renewable Energy Systems sponsored by the Agency for International Development and SERI, held 20-22 February 1980 in Golden, Colorado. The primary objectives of the workshop was to explore whether it was possible to establish common information elements that would describe the operation and impact of renewable energy projects in developing countries. The workshop provided a forum for development program managers to discuss the information they would like to receive about renewable energy projects and to determine whether common data could be agreed on to facilitate information exchange among development organizations. Such information could be shared among institutions and used to make informed judyments on the economic, technical, and social feasibility of the technologies. Because developing countries and foreign assistance agencies will be financing an increasing number of renewable energy projects, these organizations need information on the field experience of renewable energy technologies. The report describes the substance of the workshop discussions and includes the papers presented on information systems and technology evaluation and provides lists of important information elements generated by both the plenary sessions and the small working groups.

  9. The Development of a Smart Distribution Grid Testbed for Integrated Information Management Systems

    This paper presents a smart distribution grid testbed to test or compare designs of integrated information management systems (I2MSs). An I2MS extracts and synthesizes information from a wide range of data sources to detect abnormal system behaviors, identify possible causes, assess the system status, and provide grid operators with response suggestions. The objective of the testbed is to provide a modeling environment with sufficient data sources for the I2MS design. The testbed includes five information layers and a physical layer; it generates multi-layer chronological data based on actual measurement playbacks or simulated data sets produced by the physical layer. The testbed models random hardware failures, human errors, extreme weather events, and deliberate tampering attempts to allow users to evaluate the performance of different I2MS designs. Initial results of I2MS performance tests showed that the testbed created a close-to-real-world environment that allowed key performance metrics of the I2MS to be evaluated.

    Uncertainties in global change impacts, the complexities associated with the interconnected cycling of nitrogen, carbon, and water present daunting management challenges. Existing models provide detailed information on specific sub-systems (e.g., land, air, water, and economics). An increasing awareness of the unintended consequences of management decisions resulting from interconnectedness of these sub-systems, however, necessitates coupled regional earth system models (EaSMs). Decision makers’ needs and priorities can be integrated into the model design and development processes to enhance decision-making relevance and “usability” of EaSMs. BioEarth is a research initiative currently under development with a focus on the U.S. Pacific Northwest region that explores the coupling of multiple stand-alone EaSMs to generate usable information for resource decision-making. Direct engagement between model developers and non-academic stakeholders involved in resource and environmental management decisions throughout the model development process is a critical component of this effort. BioEarth utilizes a bottom-up approach for its land surface model that preserves fine spatial-scale sensitivities and lateral hydrologic connectivity, which makes it unique among many regional EaSMs. Here, we describe the BioEarth initiative and highlights opportunities and challenges associated with coupling multiple stand-alone models to generate usable information for agricultural and natural resource decision-making.

    The Integrated Risk Information System (IRIS) is an electronic information system developed by the US Environmental Protection Agency (EPA) containing information related to health risk assessment. IRIS is the Agency`s primary vehicle for communication of chronic health hazard information that represents Agency consensus following comprehensive review by intra-Agency work groups. The original purpose for developing IRIS was to provide guidance to EPA personnel in making risk management decisions. This original purpose for developing IRIS was to guidance to EPA personnel in making risk management decisions. This role has expanded and evolved with wider access and use of the system. IRIS contains chemical-specific information in summary format for approximately 500 chemicals. IRIS is available to the general public on the National Library of Medicine`s Toxicology Data Network (TOXNET) and on diskettes through the National Technical Information Service (NTIS).

    As residential areas continue to develop near military sites, possible impacts from military traffic and exercises become of greater concern. Of particular concern is the effect of particulate matter and atmospheric dust dispersion on air quality caused by such maneuvers. To aid this problem, Pacific Northwest National Laboratory proposed a plan to develop, document, and test a modeling system in support of dust dispersion reduction and management near government sites. To accomplish this task a model interface was developed that would be user friendly yet sophisticated enough to accommodate the varying needs of the client. One such need was for the modeling system to be capable of providing data for diverse locations and varying sites. To accomplish this task, the dust dispersion modeling system needed to be integrated with a geographic information system (GIS). Through use of the GIS application, data maps contained within the application could be used to create new sites. The GIS application would also allow the user to enter the point, area, or line source required to run the dispersion modeling system. Incorporating the GIS with the model would allow the user to view plume rise and expansion over actual data maps of the desired site. By using historical, current, and user defined data, near real-time dust dispersion models will aid in estimating and managing the effects of military exercises on the environment and nonmilitary personnel.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore » map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.« less

    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    In an effort to provide service-oriented environmental risk assessment expertise, the Department of Energy (DOE) Center for Risk Excellence (CRE) and DOE Oak Ridge Operations Office (ORO) are sponsoring Oak Ridge National Laboratory (ORNL) to develop a web-based system for disseminating risk tools and information to its users. This system, the Risk Assessment Information System (RAIS), was initially developed to support the site-specific needs of the DOE-ORO Environmental Restoration Risk Assessment Program. With support from the CRE, the system is currently being expanded to benefit all DOE risk information users and can be tailored to meet site-specific needs. Taking advantage of searchable and executable databases, menu-driven queries, and data downloads, using the latest World Wide Web technologies, the RAIS offers essential tools that are used in the risk assessment process or anywhere from project scoping to implementation.     Military maneuvers and training exercises are essential for national and world defense. These maneuvers must however be performed in a manner that will have a minimal effect on the environment and local civilians. As residential areas continue to develop near military sites, possible impacts from military traffic and exercises to these areas begin to become of greater concern. Concerns facing the military include the effects of particulate air quality and atmospheric dust dispersion caused by such maneuvers. To aid the Department of Defense with this problem, Pacific Northwest National Laboratory proposed a plan to develop, document and test a modeling system for use in dust dispersion reduction and management near government sites. To accomplish this task a user interface was developed that would be user friendly yet sophisticated enough to accommodate the needs of the client. One such need is to integrate a geographic information system (GIS) with the dust dispersion modeling software. This allows the user to enter the point, area, or line source required for the model runs. Incorporating the GIS with the software will also allow the user to view plume rise and expansion over actual data maps of the desired site. Data collected during previous field studies will be used to verify the results generated by the dust dispersion models. Thus utilizing historical, current, and user defined data, near real-time dust dispersion models will be able to aid in estimating and minimizing the effects of military exercises on the environment and nonmilitary personnel.

    Large enterprises are ever more dependent on their Large-Scale Information Systems (LSLS), computer systems that are distinguished architecturally by distributed components--data sources, networks, computing engines, simulations, human-in-the-loop control and remote access stations. These systems provide such capabilities as workflow, data fusion and distributed database access. The Nuclear Weapons Complex (NWC) contains many examples of LSIS components, a fact that motivates this research. However, most LSIS in use grew up from collections of separate subsystems that were not designed to be components of an integrated system. For this reason, they are often difficult to analyze and control. The problem is made more difficult by the size of a typical system, its diversity of information sources, and the institutional complexities associated with its geographic distribution across the enterprise. Moreover, there is no integrated approach for analyzing or managing such systems. Indeed, integrated development of LSIS is an active area of academic research. This work developed such an approach by simulating the various components of the LSIS and allowing the simulated components to interact with real LSIS subsystems. This research demonstrated two benefits. First, applying it to a particular LSIS provided a thorough understanding of the interfaces between the system's components. Second, it demonstrated how more rapid and detailed answers could be obtained to questions significant to the enterprise by interacting with the relevant LSIS subsystems through simulated components designed with those questions in mind. In a final, added phase of the project, investigations were made on extending this research to wireless communication networks in support of telemetry applications.

    Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

Important areas of emphasis are synthetic aperture radars and optical reconnaissance systems. Most applications are in the aerospace arena, with host vehicles including rockets, satellites, and manned and unmanned aircraft. Systems have been used on defense-related missions throughout the world. Presently in development are pointing systems with accuracy goals in the nanoradian regime. Future activity will include efforts to dramatically reduce system size and weight through measures such as the incorporation of advanced materials and MEMS inertial sensors.

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized.     In support of technology development to utilize coal for efficient, affordable, and environmentally clean power generation, the Power Systems Development Facility (PSDF), located in Wilsonville, Alabama, has routinely demonstrated gasification technologies using various types of coals. The PSDF is an engineering scale demonstration of key features of advanced coal-fired power systems, including a Transport Gasifier, a hot gas particulate control device, advanced syngas cleanup systems, and high-pressure solids handling systems. This final report summarizes the results of the technology development work conducted at the PSDF through January 31, 2009. Twenty-one major gasification test campaigns were completed, for a total of more than 11,000 hours of gasification operation. This operational experience has led to significant advancements in gasification technologies.

    A system to fabricate precise, high aspect ratio polymeric molds by photolithograpic process is described. The molds for producing micro-scale parts from engineering materials by the LIGA process. The invention is a developer system for developing a PMMA photoresist having exposed patterns comprising features having both very small sizes, and very high aspect ratios. The developer system of the present invention comprises a developer tank, an intermediate rinse tank and a final rinse tank, each tank having a source of high frequency sonic agitation, temperature control, and continuous filtration. It has been found that by moving a patterned wafer, through a specific sequence of developer/rinse solutions, where an intermediate rinse solution completes development of those portions of the exposed resist left undeveloped after the development solution, by agitating the solutions with a source of high frequency sonic vibration, and by adjusting and closely controlling the temperatures and continuously filtering and recirculating these solutions, it is possible to maintain the kinetic dissolution of the exposed PMMA polymer as the rate limiting step.

    The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. Section 3 discusses several US EPA information systems on waste sites and technologies. Section 4 summarizes a few of the European Community environmental information systems, networks, and clearinghouses. And finally, Section 5 provides a brief overview of Geographical Information Systems. Section 6 contains the references, and the Appendices contain supporting information.

    This report discusses Test Campaign TC12 of the Kellogg Brown & Root, Inc. (KBR) Transport Gasifier train with a Siemens Westinghouse Power Corporation (SW) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The Transport Gasifier is an advanced circulating fluidized-bed reactor designed to operate as either a combustor or a gasifier using a particulate control device (PCD). While operating as a gasifier, either air or oxygen can be used as the oxidant. Test run TC12 began on May 16, 2003, with the startup of the main air compressor and the lighting of the gasifier start-up burner. The Transport Gasifier operated until May 24, 2003, when a scheduled outage occurred to allow maintenance crews to install the fuel cell test unit and modify the gas clean-up system. On June 18, 2003, the test run resumed when operations relit the start-up burner, and testing continued until the scheduled end of the run on July 14, 2003. TC12 had a total of 733 hours using Powder River Basin (PRB) subbituminous coal. Over the course of the entire test run, gasifier temperatures varied between 1,675 and 1,850 F at pressures from 130 to 210 psig.

    The Waste Information Management System (WIMS) -2012 was updated to support the Department of Energy (DOE) accelerated cleanup program. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to waste treatment and disposal were potential critical path issues under the accelerated schedule. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast and transportation information regarding the volumes and types of radioactive waste that would be generated by DOE sites over the next 40 years. Each local DOE site historically collected, organized, and displayed waste forecast information in separate and unique systems. In order for interested parties to understand and view the complete DOE complex-wide picture, the radioactive waste and shipment information of each DOE site needed to be entered into a common application. The WIMS application was therefore created to serve as a common application to improve stakeholder comprehension and improve DOE radioactive waste treatment and disposal planning and scheduling. WIMS allows identification of total forecasted waste volumes, material classes, disposition sites, choke points, technological or regulatory barriers to treatment and disposal, along with forecasted waste transportation information by rail, truck and inter-modal shipments. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, developed and deployed the web-based forecast and transportation system and is responsible for updating the radioactive waste forecast and transportation data on a regular basis to ensure the long-term viability and value of this system. WIMS continues to successfully accomplish the goals and objectives set forth by DOE for this project. It has

The systems implementation is being performed under the PHMC HANDI 2000 information system project. The project began in FY 1998 with the BMS, proceeded in FY 1999 with the Master Equipment List portion of the WMS, and will continue the WMS implementation as funding provides. This report constitutes an interim quality assessment providing information necessary for planning RPP's information systems activities. To avoid confusion, HANDI 2000 will be used when referring to the entire system, encompassing both the BMS and WMS. A graphical depiction of the system is shown in Figure 2-1 of this report.

    The cost estimate provided for the DOE sponsored study of Air Blown Coal Gasification was developed from vendor quotes obtained directly for the equipment needed in the 50 MW, 100 MW, and 200 MW sized plants and from quotes from other jobs that have been referenced to apply to the particular cycle. Quotes were generally obtained for the 100 MW cycle and a scale up/down factor was used to generate the cost estimates for the 200 MW and 50 MW cycles, respectively. Information from GTPro (property of Thermoflow, Inc.) was used to estimate the cost of the 200 MW and 50 MW gas turbine, HRSG, and steam turbines. To available the use of GTPro`s estimated values for this equipment, a comparison was made between the quotes obtained for the 100 MW cycle (ABB GT 11N combustion turbine and a HSRG) against the estimated values by GTPro.

    The US Department of Energy is responsible for approximately 3,000 sites in which contaminants such as carbon tetrachloride, trichlorethylene, perchlorethylene, non-volatile and soluble organic and insoluble organics (PCBs and pesticides) are encountered. In specific areas of these sites radioactive contaminants are stored in underground storage tanks which were originally designed and constructed with a 30-year projected life. Many of these tanks are now 10 years beyond the design life and failures have occurred allowing the basic liquids (ph of 8 to 9) to leak into the unconsolidated soils below. Nearly one half of the storage tanks located at the Hanford Washington Reservation are suspected of leaking and contaminating the soils beneath them. The Hanford site is located in a semi-arid climate region with rainfall of less than 6 inches annually, and studies have indicated that very little of this water finds its way to the groundwater to move the water down gradient toward the Columbia River. This provides the government with time to develop a barrier system to prevent further contamination of the groundwater, and to develop and test remediation systems to stabilize or remove the contaminant materials. In parallel to remediation efforts, confinement and containment technologies are needed to retard or prevent the advancement of contamination plumes through the environment until the implementation of remediation technology efforts are completed. This project examines the various confinement and containment technologies and protocols for testing the materials in relation to their function in-situ.

    The US Department of Energy's (DOE) Ocean Energy Technology Program seeks to develop the technology of converting the ocean's vast energy resource into usable forms to the point where industry can assess its potential, commercial utility. The current focus in the program is on the utilization of open-cycle OTEC to produce electricity. The open-cycle OTEC process is one of the few alternative energy options which provides the potential for baseload-carrying capability. This paper provides a very brief overview of the program activities and focuses on results recently obtained from the program's experimental facility designed to allow testing of OC-OTEC subsystems under actual operating conditions utilizing seawater. The facility, referred to as the Seacoast Test Facility (STF), is currently composed of a Heat and Mass Transfer Scoping Test Apparatus (HMTSTA) being supplied by up to 1600 gallons per minute of warm seawater and 1000 gallons per minute of cold seawater. Researchers have obtained experimental data on the performance of evaporators and surface condensers. Also, information on mist elimination and deaeration processes have been obtained. Plans call for modification to the HMTSTA to accommodate the addition of direct-contact condensers. Summary results will be discussed addressing recent studies, by Argonne National Laboratory (ANL), of corrosion and biofouling of aluminum alloy surface condensers. Also discussed is the production of desalinated seawater using an open-cycle OTEC process. Finally to be discussed will be recent developments in OTEC turbines and an assessment of seawater supply systems required for OTEC. A brief overview of the program's future plans also will be presented. 4 refs., 11 figs., 2 tabs.

    This study has a two-fold purpose. It seeks to identify the functional requirements of a waste tracking information system and to find feasible alternatives for meeting those requirements on the Oak Ridge Reservation (ORR) and the Portsmouth (PORTS) and Paducah (PGDP) facilities; identify options that offer potential cost savings to the US government and also show opportunities for improved efficiency and effectiveness in managing waste information; and, finally, to recommend a practical course of action that can be immediately initiated. In addition to identifying relevant requirements, it also identifies any existing requirements that are currently not being completely met. Another aim of this study is to carry out preliminary benchmarking by contacting representative companies about their strategic directions in waste information. The information obtained from representatives of these organizations is contained in an appendix to the document; a full benchmarking effort, however, is beyond the intended scope of this study.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

    This final report details the components, functionality, costs, schedule and benefits of developing an Integrated Distribution Management System (IDMS) for power distribution system operation. The Distribution Automation (DA) and Supervisory Control and Data Acquisition (SCADA) systems used by electric power companies to manage the distribution of electric power to retail energy consumers are vital components of the Nation’s critical infrastructure. Providing electricity is an essential public service and a disruption in that service, if not quickly restored, could threaten the public safety and the Nation’s economic security. Our Nation’s economic prosperity and quality of life have long depended on the essential services that utilities provide; therefore, it is necessary to ensure that electric utilities are able to conduct their operations safely and efficiently. A fully integrated technology of applications is needed to link various remote sensing, communications and control devices with other information tools that help guide Power Distribution Operations personnel. A fully implemented IDMS will provide this, a seamlessly integrated set of applications to raise electric system operating intelligence. IDMS will enhance DA and SCADA through integration of applications such as Geographic Information Systems, Outage Management Systems, Switching Management and Analysis, Operator Training Simulator, and other Advanced Applications, including unbalanced load flow and fault isolation/service restoration. These apps are capable of utilizing and obtaining information from appropriately installed DER, and by integrating disparate systems, the Distribution Operators will benefit from advanced capabilities when analyzing, controlling and operating the electric system.

New technique on stereovision to give a 3-dimension image or movie is very interesting, but not many applications in control system. Stereo image has pixel disparity information that is not existed in single image. In this research, we proposed a new method in wheel robot control system using stereovision. The result shows robot automatically moves based on stereovision captures.

    This frankly personal account is based on my involvement in negotiations, design, and development for international bibliographic systems to support three different missions: fostering the peaceful uses of atomic energy (International Nuclear Information System, or INIS); supporting research, development, and better practices in agriculture (International Information System for the Agricultural Sciences and Technology, or AGRIS); and improving economic and social conditions in poorer countries (Development Sciences Information System, or DEVSIS). All three designs were based on the concept of decentralized operation: each country reports the information produced in its own territory; the merging of this input and the overall management are in the hands of an organization in the United Nations system; and all participants have equal rights to exploit the entire database. INIS began in 1970 and is still in steady operation; AGRIS started in 1975 and showed quantitative and qualitative growth for more than twenty years but has been in disastrous decline since its peak in 1996; and DEVSIS, unfortunately, was not launched on a global scale. Attempts are made to identify the condition -- political and technical -- likely to favor or frustrate efforts to obtain cooperation among countries for the construction of large, essentially comprehensive databases and ultimately for sharing knowledge without discrimination between rich and poor participants.

REMIT is a PC‑based menu driven system that facilitates the manipulation of data base files to record and report radiation exposure information.     Measured energy performance data are essential to national efforts to improve building efficiency, as evidenced in recent benchmarking mandates, and in a growing body of work that indicates the value of permanent monitoring and energy information feedback. This paper presents case studies of energy information systems (EIS) at four enterprises and university campuses, focusing on the attained energy savings, and successes and challenges in technology use and integration. EIS are broadly defined as performance monitoring software, data acquisition hardware, and communication systems to store, analyze and display building energy information. Case investigations showed that the most common energy savings and instances of waste concerned scheduling errors, measurement and verification, and inefficient operations. Data quality is critical to effective EIS use, and is most challenging at the subsystem or component level, and with non-electric energy sources. Sophisticated prediction algorithms may not be well understood but can be applied quite effectively, and sites with custom benchmark models or metrics are more likely to perform analyses external to the EIS. Finally, resources and staffing were identified as a universal challenge, indicating a need to identify additional models of EIS use that extend beyond exclusive in-house use, to analysis services.

    The advancement of computer technologies has led to the development of a number of emergency management information systems (e.g., EIS, CAMEO, IEMIS). The design of these systems has tended to be technologically driven rather than oriented to meeting information management needs during an emergency. Of course, emergency management needs vary depending on the characteristics of the emergency. For example, in hurricanes, onset is typically slow enough to allow emergency managers to simulate evacuations dynamically while in chemical disasters onset may be sufficiently rapid to preclude such simulation(s). This paper describes a system design process in which the analysis of widely recognized emergency management functions was used to identify information requirements and the requisite software and hardware capabilities to deal with rapid onset, low probability, high consequence events. These requirements were then implemented as a prototype emergency management system using existing hardware and software to assure feasibility. Data, hardware, and software requirements were further developed, refined, and made more concrete through an iterative prototyping effort. This approach focuses attention directly on meeting emergency management information needs while avoiding unneeded technological innovations. 10 refs., 4 figs., 1 tab.

    The mission of the United States Department of Energy's Office of Environmental Management is to complete the safe cleanup of the environmental legacy brought about from five decades of nuclear weapons development and go vernment - sponsored nuclear energy re search. S ome of the waste s that that must be managed have be en identified as good candidates for disposal in a deep borehole in crystalline rock (SNL 2014 a). In particular, wastes that can be disposed of in a small package are good candidates for this disposal concept. A canister - based system that can be used for handling these wastes during the disposition process (i.e., storage, transfers, transportation, and disposal) could facilitate the eventual disposal of these wastes. This report provides information for a program plan for developing specifications regarding a canister - based system that facilitates small waste form packaging and disposal and that is integrated with the overall efforts of the DOE's Office of Nuclear Energy Used Fuel Dis position Camp aign's Deep Borehole Field Test . Groundwork for Universal Ca nister System Development September 2015 ii W astes to be considered as candidates for the universal canister system include capsules containing cesium and strontium currently stored in pools at the Hanford Site, cesium to be processed using elutable or nonelutable resins at the Hanford Site, and calcine waste from Idaho National Laboratory. The initial emphasis will be on disposal of the cesium and strontium capsules in a deep borehole that has been drilled into crystalline rock. Specifications for a universal canister system are derived from operational, performance, and regulatory requirements for storage, transfers, transportation, and disposal of radioactive waste. Agreements between the Department of Energy and the States of Washington and Idaho, as well as the Deep Borehole Field Test plan provide schedule requirements for development of the universal canister system

    Quality achievement for the National Ignition Facility (NIF) and the National Ignition Campaign (NIC) is the responsibility of the NIF Projects line organization as described in the NIF and Photon Science Directorate Quality Assurance Plan (NIF QA Plan). This Software Quality Assurance Plan (SQAP) is subordinate to the NIF QA Plan and establishes quality assurance (QA) activities for the software subsystems within Controls and Information Systems (CIS). This SQAP implements an activity level software quality assurance plan for NIF Projects as required by the LLNL Institutional Software Quality Assurance Program (ISQAP). Planned QA activities help achieve, assess, and maintain appropriate quality of software developed and/or acquired for control systems, shot data systems, laser performance modeling systems, business applications, industrial control and safety systems, and information technology systems. The objective of this SQAP is to ensure that appropriate controls are developed and implemented for management planning, work execution, and quality assessment of the CIS organization's software activities. The CIS line organization places special QA emphasis on rigorous configuration control, change management, testing, and issue tracking to help achieve its quality goals.

    This plan provides an overview, work to date, and the path forward for the design development strategy of the Aging cask for aging commercial spent nuclear fuel (CSNF) at the Yucca Mountain Project (YMP) repository site. Waste for subsurface emplacement at the repository includes US Department of Energy (DOE) high-level radioactive waste (HLW), DOE SNF, commercial fuel in dual-purpose canisters (DPCs), uncanistered bare fuel, naval fuel, and other waste types. Table 1-1 lists the types of radioactive materials that may be aged at YMP, and those materials that will not be placed in an aging cask or module. This plan presents the strategy for design development of the Aging system. The Aging system will not handle naval fuel, DOE HLW, MCOs, or DOE SNF since those materials will be delivered to the repository in a state and sequence that allows them to be placed into waste packages for emplacement. Some CSNF from nuclear reactors, especially CSNF that is thermally too hot for emplacement underground, will need to be aged at the repository.

    One of the fundamental regulations of the Russian State System for Nuclear Material Accounting and Control (SSAC), ''Basic Nuclear Material Control and Accounting Rules,'' directed that a uniform report system be developed to support the operation of the SSAC. According to the ''Regulation on State Nuclear Material Control and Accounting,'' adopted by the Russian Federation Government, Minatom of Russia is response for the development and adoption of report forms, as well as the reporting procedure and schedule. The report forms are being developed in tandem with the creation of an automated national nuclear material control and accounting system, the Federal Information System (FIS). The forms are in different stages of development and implementation. The first report forms (the Summarized Inventory Listing (SIL), Summarized Inventory Change Report (SICR) and federal and agency registers of nuclear material) have already been created and implemented. The second set of reports (nuclear material movement reports and the special anomaly report) is currently in development. A third set of reports (reports on import/export operations, and foreign nuclear material temporarily located in the Russian Federation) is still in the conceptual stage. To facilitate the development of a unified document system, the FIS must establish a uniform philosophy for the reporting system and determine the requirements for each reporting level, adhering to the following principles: completeness--the unified report system provides the entire range of information that the FIS requires to perform SSAC tasks; requisite level of detail; hierarchical structure--each report is based on the information provided in a lower-level report and is the source of information for reports at the next highest level; consistency checking--reports can be checked against other reports.     We propose an object-oriented information architecture for telemedicine systems that promotes secure `plug-and-play' interaction between system components through standardized interfaces, communication protocols, messaging formats, and data definitions. In this architecture, each component functions as a black box, and components plug together in a ''lego-like'' fashion to achieve the desired device or system functionality. Introduction Telemedicine systems today rely increasingly on distributed, collaborative information technology during the care delivery process. While these leading-edge systems are bellwethers for highly advanced telemedicine, most are custom-designed and do not interoperate with other commercial offerings. Users are limited to a set of functionality that a single vendor provides and must often pay high prices to obtain this functionality, since vendors in this marketplace must deliver en- tire systems in order to compete. Besides increasing corporate research and development costs, this inhibits the ability of the user to make intelligent purchasing decisions regarding best-of-breed technologies. This paper proposes a reference architecture for plug-and-play telemedicine systems that addresses these issues.

    Sandia National Laboratories was tasked with developing the Defense Nuclear Material Stewardship Integrated Inventory Information Management System (IIIMS) with the sponsorship of NA-125.3 and the concurrence of DOE/NNSA field and area offices. The purpose of IIIMS was to modernize nuclear materials management information systems at the enterprise level. Projects over the course of several years attempted to spearhead this modernization. The scope of IIIMS was broken into broad enterprise-oriented materials management and materials forecasting. The IIIMS prototype was developed to allow multiple participating user groups to explore nuclear material requirements and needs in detail. The purpose of material forecasting was to determine nuclear material availability over a 10 to 15 year period in light of the dynamic nature of nuclear materials management. Formal DOE Directives (requirements) were needed to direct IIIMS efforts but were never issued and the project has been halted. When restarted, duplicating or re-engineering the activities from 1999 to 2003 is unnecessary, and in fact future initiatives can build on previous work. IIIMS requirements should be structured to provide high confidence that discrepancies are detected, and classified information is not divulged. Enterprise-wide materials management systems maintained by the military can be used as overall models to base IIIMS implementation concepts upon.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

    Although the standardization of casting operations is necessary to secure stable blast furnace operation, intuitive practices (which are by definition non-quantifiable) and experience are prevalent. Because BF operation is a field which is difficult to standardize and reduce to documentary form, the present work had as its goal the standardization of judgments and systematization of information related to taphole opening and closing. The project was carried out in the highly computerized environment at Mizushima No. 3 BF, where the authors introduced an expert system guidance function in February, 1992. Standardization of operations through the use of this guidance system and the completion of guidance function development resulted in better consistency in taphole depths and optimization of the size of the taphole (taphole volume), which have in turn led to improvement in the pig/slag balance and a reduction in the time required for taphole opening.

    Ocean Thermal Energy Conversion (OTEC) is a proven solar energy technology with enormous potential as a supplier of electric power. However, before this potential can be realized there must be significant reductions in OTEC plant investment costs estimated for state-of-the-art designs. A comprehensive survey of the opportunities for reducing costs of the heat exchangers and other components of the power system of closed-cycle OTEC plants is given. These cost-reducing inventives are strongly dependent on the extent to which the environmental impacts of OTEC plants will have to be controlled. The environmental concerns associated with the deployment of OTEC plants are reviewed, and approaches to alleviating these concerns are described. Finally, the key roles of the OTEC-1 component test facility and the OTEC pilot plant planned for a 1984 start up in providing information about the critical power system development and environmental impact problems are summarized.

    This report summarizes the research activity developed during the Fiscal year 2014 within the Risk Informed Safety Margin and Characterization (RISMC) pathway within the Light Water Reactor Sustainability (LWRS) campaign. This research activity is complementary to the one presented in the INL/EXT-??? report which shows advances Probabilistic Risk Assessment Analysis using RAVEN and RELAP-7 in conjunction to novel flooding simulation tools. Here we present several analyses that prove the values of the RISMC approach in order to assess risk associated to nuclear power plants (NPPs). We focus on simulation based PRA which, in contrast to classical PRA, heavily employs system simulator codes. Firstly we compare, these two types of analyses, classical and RISMC, for a Boiling water reactor (BWR) station black out (SBO) initiating event. Secondly we present an extended BWR SBO analysis using RAVEN and RELAP-5 which address the comments and suggestions received about he original analysis presented in INL/EXT-???. This time we focus more on the stochastic analysis such probability of core damage and on the determination of the most risk-relevant factors. We also show some preliminary results regarding the comparison between RELAP5-3D and the new code RELAP-7 for a simplified Pressurized Water Reactors system. Lastly we present some conceptual ideas regarding the possibility to extended the RISMC capabilities from an off-line tool (i.e., as PRA analysis tool) to an online-tool. In this new configuration, RISMC capabilities can be used to assist and inform reactor operator during real accident scenarios.

    The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer's diminishing recharge levels, the PVD extraction is affecting the response of the aquifer's natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop. The TIS/IGP at th Lawrence Livermore National Laboratory (LLNL) serves as the host system for several different communities of users who develop integrated information systems for personal and shared programmatic resources. The TIS local area network utilizes a 10 Mbps Ethernet which serves as a testbed for high-technology hardware and software.

    The International Atomic Energy Agency (IAEA) is interested in increasing capabilities of IAEA safeguards inspectors to access information that would improve their situational awareness on the job. A mobile information platform could potentially provide access to information, analytics, and technical and logistical support to inspectors in the field, as well as providing regular updates to analysts at IAEA Headquarters in Vienna or at satellite offices. To demonstrate the potential capability of such a system, Pacific Northwest National Laboratory (PNNL) implemented a number of example capabilities within a PNNL-developed precision information environment (PIE), and using a tablet as a mobile information platform. PNNL’s safeguards proof-of-concept PIE intends to; demonstrate novel applications of mobile information platforms to international safeguards use cases; demonstrate proof-of-principle capability implementation; and provide “vision” for capabilities that could be implemented. This report documents the lessons learned from this two-year development activity for the Precision Information Environment for International Safeguards (PIE-IS), describing the developed capabilities, technical challenges, and considerations for future development, so that developers working to develop a similar system for the IAEA or other safeguards agencies might benefit from our work.

    Energy Information Systems (EIS), which monitor and organize building energy consumption and related trend data over the Internet, have been evolving over the past decade. This technology helps perform key energy management functions such as organizing energy use data, identifying energy consumption anomalies, managing energy costs, and automating demand response strategies. During recent years numerous developers and vendors of EIS have been deploying these products in a highly competitive market. EIS offer various software applications and services for a variety of purposes. Costs for such system vary greatly depending on the system's capabilities and how they are marketed. Some products are marketed directly to end users while others are made available as part of electric utility programs. EIS can be a useful tool in building commissioning and retro-commissioning. This paper reviews more than a dozen EIS. We have developed an analytical framework to characterize the main features of these products, which are developed for a variety of utility programs and end-use markets. The purpose of this research is to evaluate EIS capabilities and limitations, plus examine longer-term opportunities for utilizing such technology to improve building energy efficiency and load management.

The ICCS operates laser and industrial control hardware containing 66 000 control and monitor points to ensure that all of NIF’s laser beams arrive at the target within 30 ps of each other and are aligned to a pointing accuracy of less than 50 μm root-mean-square, while ensuring that a host of diagnostic instruments record data in a few billionths of a second.more » NIF’s automated control subsystems are built from a common object-oriented software framework that distributes the software across the computer network and achieves interoperation between different software languages and target architectures.     One technology that can assist utilities remain financially viable in competitive markets and help utilities and regulators to better serve the public is information technology. Because geography is an important part of an electric, natural gas, telecommunications, or water utility, computer-based Geographic Information Systems (GIS) and related Automated Mapping/Facilities Management systems are emerging as core technologies for managing an ever-expanding variety of formerly manual or paper-based tasks. This report focuses on GIS as an example of the types of information systems that can be used by utilities and regulatory commissions. Chapter 2 provides general information about information systems and effects of information on organizations; Chapter 3 explores the conversion of an organization to an information-based one; Chapters 4 and 5 set out GIS as an example of the use of information technologies to transform the operations of utilities and commissions; Chapter 6 describes the use of GIS and other information systems for organizational reengineering efforts; and Chapter 7 examines the regulatory treatment of information systems.

    A data analysis and classification system that reads the electronic information, analyzes the electronic information according to a user-defined set of logical rules, and returns a classification result. The data analysis and classification system may accept any form of computer-readable electronic information. The system creates a hash table wherein each entry of the hash table contains a concept corresponding to a word or phrase which the system has previously encountered. The system creates an object model based on the user-defined logical associations, used for reviewing each concept contained in the electronic information in order to determine whether the electronic information is classified. The data analysis and classification system extracts each concept in turn from the electronic information, locates it in the hash table, and propagates it through the object model.     From the mid-1950's through the 1980's, the U.S. Department of Energy's Savannah River Site produced nuclear materials for the weapons stockpile, for medical and industrial applications, and for space exploration. Although SRS has a continuing defense-related mission, the overall site mission is now oriented toward environmental restoration and management of legacy chemical and nuclear waste. With the change in mission, SRS no longer has a need for much of the infrastructure developed to support the weapons program. This excess infrastructure, which includes over 1000 facilities, will be decommissioned and demolished over the forthcoming years. Dis-positioning facilities for decommissioning and deactivation requires significant resources to determine hazards, structure type, and a rough-order-of-magnitude estimate for the decommissioning and demolition cost. Geographic information systems (GIS) technology was used to help manage the process of dis-positioning infrastructure and for reporting the future status of impacted facilities. Several thousand facilities of various ages and conditions are present at SRS. Many of these facilities, built to support previous defense-related missions, now represent a potential hazard and cost for maintenance and surveillance. To reduce costs and the hazards associated with this excess infrastructure, SRS has developed an ambitious plan to decommission and demolish unneeded facilities in a systematic fashion. GIS technology was used to assist development of this plan by: providing locational information for remote facilities, identifying the location of known waste units adjacent to buildings slated for demolition, and for providing a powerful visual representation of the impact of the overall plan. Several steps were required for the development of the infrastructure GIS model. The first step involved creating an accurate and current GIS representation of the infrastructure data.     Systems Analysis is an important tool for guiding the development of an advanced fuel cycle. The process of nuclear research, development, and demonstration takes a relatively long time, and can require a significant amount of expensive testing. It is beneficial to minimize the amount of testing required, and systems analysis should be used as one of the first steps in downselecting technologies and streamlining the requirements. This paper discusses the application of systems analysis to advanced fuel cycle development, including using it is a tool for initial investigation of sets of technology options, as well for planning timelines for testing and downselection amongst sets of technology options. The use of Technology Readiness Levels (TRLs) in fuel cycle development is explained, together with the connection between TRLs and systems analysis via requirements development. TRLs applied to transmutation fuel development is used as an example; transmutation fuel development, including testing and qualification, is generally considered to be the most time-intensive process, from a technical point of view, in fuel cycle development, and can be the deciding factor in determining the shortest time possible for implementing an advanced fuel cycle. Using systems analysis to inform technology readiness levels provides a disciplined and informed process for advanced fuel cycle development.

    The Antrim Shale formation is currently the most active exploration play in the Michigan basin. With more than 3500 producing wells, the Antrim Shale has significantly increased Michigan's natural gas reserves. The Antrim Shale now accounts for over 50% of Michigan's daily natural gas production. C-Map is a vector-based Geographic Information System developed at Michigan State University. It is used throughout Michigan, primarily by state and local government agencies, to assist in programs that range from resource management to civic planning. Although not originally designed for oil and gas exploration, many of the features found in C-Map are ideally suited to this task. Exploration functions performed on C-Map include the creation of base maps, data posting, and thematic mapping. Interfaces written into C-MAP also allow for computer gridding, contouring, and 3-D modeling using commercial software designed for this purpose. C-MAP can also be used in conjunction with Michigan's Resource Inventory System, the digital land-use database developed by the Michigan Department of Natural Resources. The unconventional nature of the Antrim Shale reservoir, along with the large volume of wells drilled and data collected have combined to make the Antrim Shale a very difficult play to evaluate. C-Map, with its analytical tools, low cost, and compatibility with an existing digital land-use database for Michigan is an ideal exploration tool for companies and individuals attempting to enhance their understanding of this challenging play.

    The Land Information System (LIS) was developed to use advanced flexible land surface modeling and data assimilation frameworks to integrate extremely large satellite- and ground-based observations with advanced land surface models to produce continuous high-resolution fields of land surface states and fluxes. The resulting fields are extremely useful for drought and flood assessment, agricultural planning, disaster management, weather and climate forecasting, water resources assessment, and the like. We envisioned transforming the LIS modeling system into a scientific cloud computing-aware web and data service that would allow clients to easily setup and configure for use in addressing large water management issues. The focus of this Phase 1 project was to determine the scientific, technical, commercial merit and feasibility of the proposed LIS-cloud innovations that are currently barriers to broad LIS applicability. We (a) quantified the barriers to broad LIS utility and commercialization (high performance computing, big data, user interface, and licensing issues); (b) designed the proposed LIS-cloud web service, model-data interface, database services, and user interfaces; (c) constructed a prototype LIS user interface including abstractions for simulation control, visualization, and data interaction, (d) used the prototype to conduct a market analysis and survey to determine potential market size and competition, (e) identified LIS software licensing and copyright limitations and developed solutions, and (f) developed a business plan for development and marketing of the LIS-cloud innovation. While some significant feasibility issues were found in the LIS licensing, overall a high degree of LIS-cloud technical feasibility was found.

    A critical enabling technology in the evolutionary development of nuclear thermal propulsion (NTP) is the ability to predict the system performance under a variety of operating conditions. Since October 1991, US (DOE), (DOD) and NASA have initiated critical technology development efforts for NTP systems to be used on Space Exploration Initiative (SEI) missions to the Moon and Mars. This paper presents the strategy and progress of an interagency NASA/DOE/DOD team for NTP system modeling. It is the intent of the interagency team to develop several levels of computer programs to simulate various NTP systems. An interagency team was formed for this task to use the best capabilities available and to assure appropriate peer review. The vision and strategy of the interagency team for developing NTP system models will be discussed in this paper. A review of the progress on the Level 1 interagency model is also presented.

    We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: An architecture for quantum information processing is proposed. The quantum information transfer between any two selected SQs is implemented. This proposal is robust against the decoherence of the system. This architecture can be fabricated on a chip down to the micrometer scale.

    This paper summarizes a study that was conducted to address user information requirements for the Force Level Control System. It was the first in a series being conducted at the US Army Tactical Command and Control System Experimentation Site (AES). User information requirements were determined via monitoring and classification of communications during a command and control exercise, as well as through subsequent exercise participant input. Separate measures of observed communication frequency, rated importance, and rated perishability were obtained for a set of information elements that comprised a comprehensive taxonomy of tactical command and control communications content. Analyses were then conducted to explore the relationships between frequency, importance, and perishability as well as develop a comprehensive index of criticality. The resulting comprehensive index of criticality is intended to be used by systems developers in selecting the information to be conveyed and processed by the Force Level Control System. 2 refs., 2 figs.

    A computer simulation of the soil reaction force was very helpful to develop the new rotary tilling system of a walking tractor which uses coaxial simultaneously counterrotating blades to stabilize the tractor while tilling. The simulation revealed that the fluctuation of the soil reaction force generated by the new tilling system retaining a conventional blade arrangement is great compared with the ordinary tilling system, and that the system with an appropriate blade arrangement improves this fluctuation. The walking tractor developed using this computer simulation tool demonstrates the capability of being operated stably up to its maximum output of rotary shafts.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992.   19. Mutually exclusive aspects of information carried by physical systems: Complementarity between local and nonlocal information

    Complex physical systems contain information which, under some well-defined processes can differentiate between local and nonlocal information. Both these fundamental aspects of information are defined operationally. Local information is locally accessible and allows one to perform processes, such as physical work, while nonlocal information allows one to perform processes such as teleportation. It is shown that these two kinds of information are complementary in the sense that two parties can either gain access to the nonlocal information or to the local information but not both. This complementarity has a form similar to that expressed by entropic uncertainty relations. For pure states, the entanglement plays the role of Planck's constant. We also find another class of complementarity relations which applies to operators and is induced when two parties can only perform local operations and communicate classical (LOCC). In particular, observables such as the parity and phase of two qubits commute but under LOCC, they are complementary observables. It is also found this complementarity is pure in the sense that it can be ''decoupled'' from the uncertainty principle. It is suggested that these complementarities represent an essential extension of Bohr's complementarity to complex (distributed) systems which are entangled.

    This document presents preliminary information on the radiological and nonradiological risks in the nuclear waste management system. The objective of the study was to (1) review the literature containing information on risks in the nuclear waste management system and (2) use this information to develop preliminary estimates of the potential magnitude of these risks. Information was collected on a broad range of risk categories to assist the US Department of Energy (DOE) in communicating information about the risks in the waste management systems. The study examined all of the portions of the nuclear waste management system currently expected to be developed by the DOE. The scope of this document includes the potential repository, the integral MRS facility, and the transportation system that supports the potential repository and the MRS facility. Relevant literature was reviewed for several potential repository sites and geologic media. A wide range of ``risk categories`` are addressed in this report: (1) public and occupational risks from accidents that could release radiological materials, (2) public and occupational radiation exposure resulting from routine operations, (3) public and occupational risks from accidents involving hazards other than radioactive materials, and (4) public and occupational risks from exposure to nonradioactive hazardous materials during routine operations. The report is intended to provide a broad spectrum of risk-related information about the waste management system. This information is intended to be helpful for planning future studies.

    This report introduces and evaluates system analysis tools that were developed, or are under development, for the Robotics Technology Development Program (RTDP). Additionally, it discusses system analysis work completed using these tools aimed at completing a system analysis of the retrieval of waste from underground storage tanks on the Hanford Reservation near Richland, Washington. The tools developed and evaluated include a mixture of commercially available tools adapted to RTDP requirements, and some tools developed in house. The tools that are included in this report include: a Process Diagramming Tool, a Cost Modeling Tool, an Amortization Modeling Tool, a graphical simulation linked to the Cost Modeling Tool, a decision assistance tool, and a system thinking tool. Additionally, the importance of performance testing to the RTDP and the results of such testing executed is discussed. Further, the results of the Tank Waste Retrieval (TWR) System Diagram, the TWR Operations Cost Model, and the TWR Amortization Model are presented, and the implication of the results are discussed. Finally, the RTDP system analysis tools are assessed and some recommendations are made regarding continuing development of the tools and process.

    The Montana Rivers Information System (MRIS) was initiated to assess the state`s fish, wildlife, and recreation value; and natural cultural, and geologic features. The MRIS is now a set of data bases containing part of the information in the Natural Heritage Program natural features and threatened and endangered species data bases and comprises of the Montana Interagency Stream Fisheries Database; the MDFWP Recreation Database; and the MDFWP Wildlife Geographic Information System. The purpose of this User`s Manual is to describe to the user how to maintain the MRIS database of their choice by updating, changing, deleting, and adding records using the edit/entry programs; and to provide to the user all information and instructions necessary to complete data entry into the MRIS databases.

    This work was initially performed for the International Atomic Energy Agency (IAEA) to help with the Open Source Task of the 93 + 2 Initiative; however, the information should be of interest to anyone working with open sources. The authors cover all aspects of an open source information system (OSIS) including, for example, identifying relevant sources, understanding copyright issues, and making information available to analysts. They foresee this document as a reference point that implementors of a system could augment for their particular needs. The primary organization of this document focuses on specific aspects, or components, of an OSIS; they describe each component and often make specific recommendations for its implementation. This document also contains a section discussing the process of collecting open source data and a section containing miscellaneous information. The appendix contains a listing of various providers, producers, and databases that the authors have come across in their research.

  14. Information system of rice planting calendar based on ten-day (Dasarian) rainfall prediction

    This paper describes information system of rice planting calendar to help farmers in determining the time for rice planting. The information includes rainfall prediction in ten days (dasarian) scale overlaid to map of rice field to produce map of rice planting in village level. The rainfall prediction was produced by stochastic modeling using Fast Fourier Transform (FFT) and Non-Linier Least Squares methods to fit the curve of function to the rainfall data. In this research, the Fourier series has been modified become non-linear function to follow the recent characteristics of rainfall that is non stationary. The results have been also validated in 4 steps, including R-Square, RMSE, R-Skill, and comparison with field data. The development of information system (cyber extension) provides information such as rainfall prediction, prediction of the planting time, and interactive space for farmers to respond to the information submitted. Interfaces for interactive response will be critical to the improvement of prediction accuracy of information, both rainfall and planting time. The method used to get this information system includes mapping on rice planting prediction, converting the format file, developing database system, developing website, and posting website. Because of this map was overlaid with the Google map, the map files must be converted to the .kml file format.

    Industries in China generate large volumes of hazardous waste, which makes it essential for the nation to pay more attention to hazardous waste management. National laws and regulations, waste surveys, and manifest tracking and permission systems have been initiated. Some centralized hazardous waste disposal facilities are under construction. China`s National Environmental Protection Agency (NEPA) has also obtained valuable information on hazardous waste management from developed countries. To effectively share this information with local environmental protection bureaus, NEPA developed a national information network and database system for hazardous waste management. This information network will have such functions as information collection, inquiry, and connection. The long-term objective is to establish and develop a national and local hazardous waste management information network. This network will significantly help decision makers and researchers because it will be easy to obtain information (e.g., experiences of developed countries in hazardous waste management) to enhance hazardous waste management in China. The information network consists of five parts: technology consulting, import-export management, regulation inquiry, waste survey, and literature inquiry.

    In January of 1994 an important new technology was brought on line to help in the monumental waste management and environmental restoration work at the Hanford Site. Cleanup at the Hanford Site depends on analytical chemistry information to identify contaminates, design and monitor cleanup processes, assure worker safety, evaluate progress, and prove completion. The new technology, a laboratory information management system (LIMS) called ``LABCORE,`` provides the latest systems to organize and communicate the analytical tasks: track work and samples; collect and process data, prepare reports, and store data in readily accessible electronic form.

  17. Towards Sustainable Watershed Dvelopment: A Geographic Information Systems based Approach

    With an unprecedented projection of population and urban growth in the coming decades, assessment of the long-term hydrologic impacts of land use change is crucial for optimizing management practices to control runoff and non-point source (NPS) pollution associated with sustainable watershed development. Land use change, dominated by an increase in urban/impervious areas, can have a significant impact on water resources. Non-point source (NPS) pollution is the leading cause of degraded water quality in the US and urban areas are an important source of NPS pollution. Most planners, government agencies, and consultants lack access to simple impact-assessment tools despite widespread concern over the environmental impacts of watershed development. Before investing in complex analyses and customized data collection, it is often useful to utilize simple screening analyses using data that are already available. In this paper, we discuss such a technique for long-term hydrologic impact assessment (L-THIA) that makes use of basic land use, soils and long-term rainfall data to compare the hydrologic impacts of past, present and any future land use change. Long-term daily rainfall records are used in combination with soils and land use information to calculate average annual runoff and NPS pollution at a watershed scale. Because of the geospatial nature of land use and soils data, and the increasingly widespread use of GIS by planners, government agencies and consultants, the model is integrated with a Geographic Information System (GIS) that allows convenient generation and management of model input and output data, and provides advanced visualization of the model results. An application of the L-THIA/NPS model on the Little Eagle Creek (LEC) watershed near Indianapolis, Indiana is illustrated in this paper.     Hydrogen storage and delivery is an important element in effective hydrogen utilization for energy applications and is an important part of the FY1994-1998 Hydrogen Program Implementation Plan. The purpose of this project is to develop a platform for the engineering evaluation of hydrogen storage and delivery systems with an added focus on lightweight hydride utilization. Hybrid vehicles represent the primary application area of interest, with secondary interests including such items as existing vehicles and stationary uses. The near term goal is the demonstration of an internal combustion engine/storage/delivery subsystem. The long term goal is optimization of storage technologies for both vehicular and industrial stationary uses. In this project an integrated approach is being used to couple system operating characteristics to hardware development. A model has been developed which integrates engine and storage material characteristics into the design of hydride storage and delivery systems. By specifying engine operating parameters, as well as a variety of storage/delivery design features, hydride bed sizing calculations are completed. The model allows engineering trade-off studies to be completed on various hydride material/delivery system configurations. A more generalized model is also being developed to allow the performance characteristics of various hydrogen storage and delivery systems to be compared (liquid, activated carbon, etc.). Many of the features of the hydride storage model are applicable to the development of this more generalized model.

  20. Solar-Electric Dish Stirling System Development

    Electrical power generated with the heat from the sun, called solar thermal power, is produced with three types of concentrating solar systems - trough or line-focus systems; power towers in which a centrally-located thermal receiver is illuminated with a large field of sun-tracking heliostats; and dish/engine systems. A special case of the third type of system, a dish/Stirling system, is the subject of this paper. A dish/Stirling system comprises a parabolic dish concentrator, a thermal receiver, and a Stirling engine/generator located at the focus of the dish. Several different dish/Stirling systems have been built and operated during the past 15 years. One system claims the world record for net conversion of solar energy to electric power of 29.4%; and two different company`s systems have accumulated thousands of hours of on-sun operation. Due to de-regulation and intense competition in global energy markets as well as the immaturity of the technology, dish/Stirling systems have not yet found their way into the marketplace. This situation is changing as solar technologies become more mature and manufacturers identify high-value niche markets for their products. In this paper, I review the history of dish/Stirling system development with an emphasis on technical and other issues that directly impact the Stirling engine. I also try to provide some insight to the opportunities and barriers confronting the application of dish/Stirling in power generation markets.
