    This volume is one of a series produced under contract with the DOE, by Politech Corporation to develop a legislative and regulatory data base to assist the FUSRAP management in addressing the institutional and socioeconomic issues involved in carrying out the Formerly Utilized Sites Remedial Action Program. This Information Handbook series contains information about all relevant government agencies at the Federal and state levels, the pertinent programs they administer, each affected state legislature, and current Federal and state legislative and regulatory initiatives. This volume is a compilation of information about the State of Missouri. It contains: a description of the state executive branch structure; a summary of relevant state statutes and regulations; a description of the structure of the state legislature chairmen, and a summary of recent relevant legislative action; a description of the organization and structure of local governments affected by remedial action at the St. Louis area sites; a summary of relevant local ordinances and regulations; an identification of relevant public interest groups; a list of radio stations, television stations, and newspapers that provide public information to the St. Louis area or to Jefferson City; and the full text of relevant statutes and regulations.

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

The following samples were collected: Arkansas-3292 stream sediments, 5121 ground waters, 1711 stream waters; Louisiana-1017 stream sediments, 0 ground waters, 0 stream waters; Misissippi-0 stream sediments, 814 ground waters, 0 stream waters; Missouri-2162 stream sediments, 3423 ground waters 1340 stream waters; Oklahoma-2493 stream sediments, 2751 ground waters, 375 stream waters; and Texas-279 stream sediments, 0 ground waters, 0 stream waters. Neutron activation analyses are given for U, Br, Cl, F, Mn, Na, Al, V, and Dy in ground water and stream water, and for U, Th, Hf, Ce, Fe, Mn, Na, Sc, Ti, V, Al, Dy, Eu, La, Sm, Yb, and Lu in sediments. The results of mass spectroscopic analysis for He are given for 563 ground water sites in Mississippi. Field measurements and observations are reported for each site. Oak Ridge National Laboratory analyzed sediment samples which were not analyzed by Savannah River Laboratory neutron activation.

    A fundamental principle in program design is to isolate difficult or changeable design decisions. Application of this principle to parallel programs requires identification of decisions that are difficult or subject to change, and the development of techniques for hiding these decisions. We experiment with three complex applications, and identify mapping, communication, and scheduling as areas in which decisions are particularly problematic. We develop computational abstractions that hide such decisions, and show that these abstractions can be used to develop elegant solutions to programming problems. In particular, they allow us to encode common structures, such as transforms, reductions, and meshes, as software cells and templates that can reused in different applications. An important characteristic of these structures is that they do not incorporate mapping, communication, or scheduling decisions: these aspects of the design are specified separately, when composing existing structures to form applications. This separation of concerns allows the same cells and templates to be reused in different contexts.

    This report is a preliminary overview of oil-shale potential in Missouri. Two types of oil shales occur in Missouri: (1) the platform marine type, represented by the Devonian Chattanooga Shale, and (2) black shales in Pennsylvanian cyclothems, many of which overlie currently mined coal beds. The Chattanooga Shale contains black, fissile, carbonaceous shales and reaches a thickness of around 70 ft in southwestern Missouri. Oil-yield data from Missouri are not available, but based on yields from other states, the Chattanooga of southwest Missouri is estimated to contain between 2.6 and 15.8 billion barrels of oil. Preliminary estimates of the black, hard, fissile, carbonaceous Pennsylvanian shales indicate they contain between 100 and 200 billion barrels of shale oil. Many of these units directly overlie currently mined coal seams and could be recovered with the coal, but they are now discarded as overburden. These shales also contain significant amounts of phosphates and uranium. Other Paleozoic units with limited oil-shale potential are the Ordovician Decorah and Maquoketa Formations and the Upper Devonian Grassy Creek Shale. Ambitious research programs are needed to evaluate Missouri oil-shale resources. Further investigations should include economic and technological studies and the drilling, mapping, and sampling of potential oil-shale units. Shrinking supplies of crude oil make such studies desirable.

    The authority to regulate public utilities in Missouri is vested in the Public Service Commission. The Commission is composed of five members who are appointed by the governor with the advice and consent of the senate. Commissioners are appointed for a term of six years. Commissioners must be free from any employment or pecuniary interests incompatible with the duties of the Commission. The Commission is charged with the general supervision of public utilities. The Public Service Commission Law passed in 1913, makes no provision for the regulation of public utilities by municipalities.     The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A.     The Missouri Soybean Association (MSA) and the National Biodiesel Board (NBB) partnered together to implement the MSA Biodiesel Demonstration project under a United States Department of Energy (DOE) grant. The goal of this project was to provide decision makers and fleet managers with information that could lead to the increased use of domestically produced renewable fuels and could reduce the harmful impacts of school bus diesel exhaust on children. This project was initiated in September 2004 and completed in April 2011. The project carried out a broad range of activities organized under four areas: 1. Petroleum and related industry education program for fuel suppliers; 2. Fleet evaluation program using B20 with a Missouri school district; 3. Outreach and awareness campaign for school district fleet managers; and 4. Support of ongoing B20 Fleet Evaluation Team (FET) data collection efforts with existing school districts. Technical support to the biodiesel industry was also provided through NBB’s Troubleshooting Hotline. The hotline program was established in 2008 to troubleshoot fuel quality issues and help facilitate smooth implementation of the RFS and is described in greater detail under Milestone A.1 - Promote Instruction and Guidance on Best Practices. As a result of this project’s efforts, MSA and NBB were able to successfully reach out to and support a broad spectrum of biodiesel users in Missouri and New England. The MSA Biodiesel Demonstration was funded through a FY2004 Renewable Energy Resources Congressional earmark. The initial focus of this project was to test and evaluate biodiesel blends coupled with diesel oxidation catalysts as an emissions reduction technology for school bus fleets in the United States. The project was designed to verify emissions reductions using Environmental Protection Agency (EPA) protocols, then document – with school bus fleet experience – the viability of utilizing B20 blends.     The following paragraphs comprise the research efforts during the first quarter of 1998 (January 1 - March 31). These tasks have been granted a continuation from the 1997 work and will all end in June 1998. This report represents the last technical quarterly report deliverable for the WVU Cooperative Agreement - Decontamination Systems Information and Research Program. Final reports for all of the 1997 projects will be submitted afterwards as one document. During this period, groundwater extraction operations were completed on Task 1.6 - Pilot Scale Demonstration of TCE Flushing Through PVDs at the DOE/RMI Extrusion Plant. The data have been evaluated and graphs are presented. The plot of TCE Concentration versus Time shows that the up-gradient groundwater monitoring well produced consistent levels of TCE contamination. A similar trend was observed for the down-gradient wells via grab samples tested. Groundwater samples from the PVD test pad Zone of Influence showed consistent reductions in TCE concentrations with respect to time. In addition, a natural pulse frequency is evident which will have a significant impact on the efficiency of the contaminant removal under natural groundwater advection/diffusion processes. The relationships between the PVD Extraction Flow Rate versus Cumulative Time shows a clear trend in flow rate. Consistent values between 20 to 30 g.p.m. at the beginning of the extraction duration, to less than 10 g.p.m. by the end of the extraction cycle are observed. As evidenced by the aquifer's diminishing recharge levels, the PVD extraction is affecting the response of the aquifer's natural attenuation capability. Progress was also marked on the Injection and Circulation of Potable Water Through PVDs task. Data reduction from this sequence of testing is ongoing. Work planned for next quarter includes completing the Injection / Extraction of potable water task and beginning the Surfactant Injection and removal task.

    The monitoring program at the HISS measures radon concentrations in air; external gamma radiation levels; and uranium, radium, and thorium concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard (100 mrem/yr) and assess its potential effect on public health, the radiation dose was calculated for the maximally exposed individual. Based on the scenario described in this report, the maximally exposed individual at the HISS would receive an annual external exposure approximately equivalent to 1 percent of the DOE radiation protection standard of 100 mrem/yr. This exposure is less than the exposure a person would receive during a round-trip flight from New York to Los Angeles (because of the greater amounts of cosmic radiation at higher altitudes). The cumulative dose to the population within an 80-km (50-mi) radius of the HISS that would result from radioactive materials present at the site would be indistinguishable from the dose that the same population would receive from naturally occurring radioactive sources. The results of 1987 monitoring show that the HISS is in compliance with the DOE radiation protection standard. 12 refs., 6 figs., 11 tabs.

    From 1942 through approximately 1966, the Mallinckrodt Chemical Works operated four plants in St. Louis, Missouri, for the Manhattan Engineer District and the Atomic Energy Commission. A variety of production processes using uranium- and radium-bearing ore materials were performed at the plants. It is the policy of the DOE to verify that radiological conditions at such sites or facilities comply with current DOE guidelines. Guidelines for release and use of such sites have become more stringent as research has provided more information since previous cleanups. The Formerly Utilized Sites Remedial Action Program (FUSRAP) was established as part of that effort to confirm the closeout status of facilities under contract to agencies preceding DOE during early nuclear energy development. Under the FUSRAP program, the Mallinckrodt properties have been previously investigated to determine the extent of on-site radiological contamination. At the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a survey in May 1990, of public roadways and suspected haul routes between the Mallinckrodt plant and storage sites in St. Louis to ensure that no residual radioactive materials were conveyed off-site. A mobile gamma scanning van with an on-board computer system was used to identify possible anomalies. Suspect areas are those displaying measurements deviating from gamma exposure rates identified as typical for radiologically unenhanced areas in the vicinity of the areas of interest. The instrumentation highlighted three anomaly locations each of which measured less than 1m{sup 2} in size. None of the slightly elevated radiation levels originated from material associated with former AEC-related processing operations in the area. The anomalies resulted from elevated concentrations of radionuclides present in phosphate fertilizers, increased thorium in road-base gravel, and emanations from the radioactive storage site near the Latty Avenue airport. 9 refs., 3 figs.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

    During the five plus years this Cooperative Agreement existed, more than 45 different projects were funded. Most projects were funded for a one year period but there were some, deemed of such quality and importance, funded for multiple years. Approximately 22 external agencies, businesses, and other entities have cooperated with or been funded through the WVU Cooperative Agreement over the five plus years. These external entities received 33% of the funding by this Agreement. The scope of this Agreement encompassed all forms of hazardous waste remediation including radioactive, organic, and inorganic contaminants. All matrices were of interest; generally soil, water, and contaminated structures. Economic, health, and regulatory aspects of technologies were also within the scope of the agreement. The highest priority was given to small businesses funded by the Federal Energy Technology Center (FETC) and Department of Energy (DOE) involved in research and development of innovative remediation processes. These projects were to assist in the removal of barriers to development and commercialization of these new technologies. Studies of existing, underdeveloped technologies, were preferred to fundamental research into remediation technologies. Sound development of completely new technologies was preferred to minor improvements in existing methods. Solid technological improvements in existing technologies or significant cost reduction through innovative redesign were the preferred projects. Development, evaluation, and bench scale testing projects were preferred for the WVU research component. In the effort to fill gaps in current remediation technologies, the worth of the WVU Cooperative Agreement was proven. Two great technologies came out of the program. The Prefabricated Vertical Drain Technology for enhancing soil flushing was developed over the 6-year period and is presently being demonstrated on a 0.10 acre Trichloroethylene contaminated site in Ohio.     This report has been prepared to provide information about the public safety and environmental protection programs conducted by the Weldon Spring Site Remedial Action Project. The Weldon Spring site is located in southern St. Charles County, Missouri, approximately 48 km (30 mi) west of St. Louis. The site consists of two main areas, the Weldon Spring Chemical Plant and raffinate pits and the Weldon Spring Quarry. The objectives of the Site Environmental Report are to present a summary of data from the environmental monitoring program, to characterize trends and environmental conditions at the site, and to confirm compliance with environmental and health protection standards and requirements. The report also presents the status of remedial activities and the results of monitoring these activities to assess their impacts on the public and environment. The scope of the environmental monitoring program at the Weldon Spring site has changed since it was initiated. Previously, the program focused on investigations of the extent and level of contaminants in the groundwater, surface waters, buildings, and air at the site. In 1992, the level of remedial activities required monitoring for potential impacts of those activities, particularly on surface water runoff and airborne effluents. This report includes monitoring data from routine radiological and nonradiological sampling activities. These data include estimates of dose to the public from the Weldon Spring site; estimates of effluent releases; and trends in groundwater contaminant levels. Also, applicable compliance requirements, quality assurance programs, and special studies conducted in 1992 to support environmental protection programs are reviewed.

This approach is being used by the CCC/USDA and Argonne, with the approval of the MoDNR, so that information obtained and interpretations developed during each incremental stage of the investigation can be used most effectively to guide subsequent phases of the program. Phase I of the Savannah program was conducted in October-November 2007 and January 2008 (Argonne 2007a, 2008). This site-specific Work Plan provides a brief summary of the Phase I findings and the results of groundwater level monitoring that has been ongoing since completion of the Phase I study and also outlines technical objectives, investigation tasks, and investigation methods for Phase II of the site characterization at Savannah.

The site characterization at Savannah is being conducted on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. A phased approach is being employed by the CCC/USDA and Argonne, with the approval of the MoDNR, so that information obtained and interpretations developed during each incremental stage of the study can be used most effectively to guide subsequent aspects of the program. This report presents the technical findings of Phase I of Argonne's studies. The Phase I investigation was undertaken in accord with the final site-specific Phase I Work Plan for Savannah (Argonne 2007), as well as with the Master Work Plan (MWPK) for CCC/USDAArgonne operations in the state of Kansas (Argonne 2002), which the MoDNR reviewed and approved (with minor revisions) for temporary use in Missouri to facilitate the start-up of the CCC/USDA's activities at Savannah. (Argonne is developing a similar Master Work Plan for operations in Missouri that is based on the existing MWPK, with the approval of the MoDNR. The Missouri document has not been finalized, however, at this time.) The site-specific Savannah Work Plan (Argonne 2007; approved by the MoDNR [2007a]) (1) summarized the pre-existing knowledge base for the Savannah investigation site compiled by Argonne and (2) described the site-specific technical objectives and the intended scope of work developed for this phase of the investigation. Four primary technical objectives were identified for the Phase I studies, as follows: (1) Update the previous (MoDNR 2000a,b) inventory and status of private wells in the immediate vicinity of the former CCC/USDA grain storage facility, and sample the identified wells for analyses for volatile organic compounds (VOCs) and geochemical constituents.     While research and development on biobased products has continued strong over the years, parallel attention on the economics and management of such product innovation has been lacking. With the financial support of the Department of Energy, the Economics and Management of Agrobiotechnology Center at the University of Missouri-Columbia has launched a pilot graduate education program that seeks to fill the gap. Within this context, a multi-disciplinary research and teaching program has been structured with an emphasis on new product and innovation economics and management. More specifically, this pilot graduate education program has the following major objectives: (1) To provide students with a strong background in innovation economics, management, and strategy. (2) To diversify the students academic background with coursework in science and technology. (3) To familiarize the student with biobased policy initiatives through interaction with state and national level organizations and policymakers. (4) To facilitate active collaboration with industry involved in the development and production of biobased products. The pilot education program seeks to develop human capital and research output. Although the research is, initially, focused on issues related to the State of Missouri, the results are expected to have national implications for the economy, producers, consumers and environment.

Overall, results suggest that increasing the amount of switchgrass acreage in the hot spots should be considered to mitigate the nutrient loads. The study provides an analytical method to support stakeholders in making informed decisions that balance biofuel production and water sustainability.

    As part of regulatory requirements for shallow-water habitat (SWH) restoration, the U.S. Army Corps of Engineers (USACE) completes periodic estimates of the quantity of SWH available throughout the lower 752 mi of the Missouri River. To date, these estimates have been made by various methods that consider only the water depth criterion for SWH. The USACE has completed estimates of SWH availability based on both depth and velocity criteria at four river bends (hereafter called reference bends), encompassing approximately 8 river miles within the lower 752 mi of the Missouri River. These estimates were made from the results of hydraulic modeling of water depth and velocity throughout each bend. Hydraulic modeling of additional river bends is not expected to be completed for deriving estimates of available SWH. Instead, future estimates of SWH will be based on the water depth criterion. The objective of this project, conducted by the Pacific Northwest National Laboratory for the USACE Omaha District, was to develop geographic information system methods for estimating the quantity of available SWH based on water depth only. Knowing that only a limited amount of water depth and channel geometry data would be available for all the remaining bends within the lower 752 mi of the Missouri River, the intent was to determine what information, if any, from the four reference bends could be used to develop methods for estimating SWH at the remaining bends. Specifically, we examined the relationship between cross-section channel morphology and relative differences between SWH estimates based on combined depth and velocity criteria and the depth-only criterion to determine if a correction factor could be applied to estimates of SWH based on the depth-only criterion. In developing these methods, we also explored the applicability of two commonly used geographic information system interpolation methods (TIN and ANUDEM) for estimating SWH using four different elevation data

The investigative activities at Savannah will be conducted on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by UChicago Argonne, LLC, for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an agreement with the DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. The site characterization at Savannah will take place in phases. This approach is recommended by the CCC/USDA and Argonne, so that information obtained and interpretations developed during each incremental stage of the investigation can be used most effectively to guide subsequent phases of the program. This site-specific Work Plan outlines the specific technical objectives and scope of work proposed for Phase I of the Savannah investigation. This Work Plan also includes the community relations plan to be followed throughout the CCC/USDA program at the Savannah site. Argonne is developing a Master Work Plan specific to operations in the state of Missouri.     The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

  4. Characterization and Monitoring Data for Evaluating Constructed Emergent Sandbar Habitat in the Missouri River Mainstem 2004-2009

    The U.S. Army Corps of Engineers (Corps) provides the primary operational management of the Missouri River Main Stem Reservoir System. Management of the Missouri River has generally reduced peak river flows that form and maintain emergent sandbar habitat. Emergent sandbars provide non-vegetated nesting habitat for the endangered interior least tern (Sternula antillarum athalassos) and the threatened Northern Great Plains piping plover (Charadrius melodus). Since 2000, piping plover nesting habitat within the Gavins Point Reach, Garrison Reach, Lake Oahe, and Lake Sakakawea has fledged the majority of piping plovers produced along the Missouri River system. Habitats within Lewis and Clark Lake have also recently become important plover production areas. Mechanical construction of emergent sandbar habitat (ESH) within some of these reaches within the Missouri River began in 2004. Through 2009, 11 sandbar complexes had been constructed (10 in Gavins Point Reach, 1 in Lewis and Clarke Lake) totaling about 543 ac of piping plover and interior least tern nesting habitat. ESH Construction has resulted in a net gain of tern and plover nesting habitat. Both terns and plovers successfully nest and fledge young on constructed sandbars, and constructed habitats were preferred over natural habitats. Natural processes may limit the viability of constructed sandbars as nesting habitat. Continued research is needed to identify if changes in constructed sandbar engineering and management increase the length of time constructed habitats effectively function as nesting habitat. However, the transfer of information from researchers to planners through technical research reports may not be timely enough to effectively foster the feedback mechanisms of an adaptive management strategy.

    Information is provided on the solar heating and hot water system installed at the William Tao and Associates, Inc., office building in St. Louis, Missouri. The information consists of description, photos, maintenance and construction problems, final drawing, system requirements and manufacturer's component data. The solar system was designed to provide 50% of the hot water requirements and 45% of the space heating needs for a 900 square foot office space and drafting room. The solar facility has 252 square foot of glass tube concentrator collectors and a 1000 gallon steel storage tank buried below a concrete slab floor. Freeze protection is provided by a propylene glycol/water mixture in the collector loop. The collectors are roof mounted on a variable tilt array which is adjusted seasonally and is connected to the solar thermal storage tank by a tube-in-shell heat exchanger. Incoming city water is preheated through the solar energy thermal storage tank.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

    The Contractor Information Meeting (October 14 to 17, 1979) was part of the FY-1979 effort of Task 4 of the Waste Isolation Safety Assessment Program (WISAP): Sorption/Desorption Analysis. The objectives of this task are to: evaluate sorption/desorption measurement methods and develop a standardized measurement procedure; produce a generic data bank of nuclide-geologic interactions using a wide variety of geologic media and groundwaters; perform statistical analysis and synthesis of these data; perform validation studies to compare short-term laboratory studies to long-term in situ behavior; develop a fundamental understanding of sorption/desorption processes; produce x-ray and gamma-emitting isotopes suitable for the study of actinides at tracer concentrations; disseminate resulting information to the international technical community; and provide input data support for repository safety assessment. Conference participants included those subcontracted to WISAP Task 4, representatives and independent subcontractors to the Office of Nuclear Waste Isolation, representatives from other waste disposal programs, and experts in the area of waste/geologic media interaction. Since the meeting, WISAP has been divided into two programs: Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) (modeling efforts) and Waste/Rock Interactions Technology (WRIT) (experimental work). The WRIT program encompasses the work conducted under Task 4. This report contains the information presented at the Task 4, Third Contractor Information Meeting. Technical Reports from the subcontractors, as well as Pacific Northwest Laboratory (PNL), are provided along with transcripts of the question-and-answer sessions.     The Hazelwood Interim Storage Site (HISS) is located at 9200 Latty Avenue, Hazelwood, Missouri. The property on which the HISS is situated is owned by the Jarboe Realty and Investment Company and is leased to Futura Coatings, Inc. Radiological surveys in 1977 and 1982 indicated uranium and thorium contamination and elevated radiation levels in the soil on this property and several others in the immediate vicinity. As part of the research and development program authorized by Congress under the 1984 Energy and Water Appropriations Act, Bechtel National, Inc. (BNI) is conducting remedial action on-site and at the vicinity properties. The work is being performed as part of the US Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP). Jarboe Realty and Investment Company has agreed to permit DOE to store contaminated material from the FY 1984 and 1985 Latty Avenue cleanup on its property. The contaminated material will be added to the existing pile created during the earlier site cleanup. The pile will then be covered to prevent erosion or migration of contamination. The property will be maintained as the HISS by DOE until final disposition for these materials is determined. BNI is conducting a surveillance monitoring program at the HISS during the interim storage period to detect potential migration of contaminants from the storage pile via air, water, and sediment.     The US Department of Energy (DOE) is implementing a cleanup program for three groups of properties in the St. Louis, Missouri, area: the St. Louis Downtown Site (SLDS), the St. Louis Airport Site (SLAPS) and vicinity properties, and the Latty Avenue Properties, including the Hazelwood Interim Storage Site (HISS). The general location of these properties is shown in Figure 1; the properties are referred to collectively as the St. Louis Site. None of the properties are owned by DOE, but each property contains radioactive residues from federal uranium processing activities conducted at the SLDS during and after World War 2. The activities addressed in this environmental evaluation/cost analysis (EE/CA) report are being proposed as interim components of a comprehensive cleanup strategy for the St. Louis Site. As part of the Department's Formerly Utilized Sites Remedial Action Program (FUSRAP), DOE is proposing to conduct limited decontamination in support of proprietor-initiated activities at the SLDS, commonly referred to as the Mallinckrodt Chemical Works.     Parameter studies, design calculations and initial neutronic performance measurements have been completed for a new thermal neutron beamline to be used for neutron capture therapy cell and small-animal radiobiology studies at the University of Missouri Research Reactor. The beamline features the use of single-crystal silicon and bismuth sections for neutron filtering and for reduction of incident gamma radiation. The computational models used for the final beam design and performance evaluation are based on coupled discrete-ordinates and Monte Carlo techniques that permit detailed modeling of the neutron transmission properties of the filtering crystals with very few approximations. This is essential for detailed dosimetric studies required for the anticipated research program.

None of the properties is owned by DOE, but each property contains radioactive residues from federal uranium-processing activities conducted at the SLDS during and after World War II.     The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS).     We describe the isolation of West Nile virus (WNV; Flaviviridae, flavivirus) from blood of a Virginia opossum (Didelphis virginiana) collected in northwestern Missouri, USA in August 2012. Furthermore, sequencing determined that the virus was related to lineage 1a WNV02 strains. We discuss the role of wildlife in WNV disease epidemiology.

    This document was prepared by PNNL within the framework of Project 19 of the European Union Chemical Biological Radiological and Nuclear Risk Mitigation Centres of Excellence Initiative entitled, ''Development of procedures and guidelines to create and improve secure information management systems and data exchange mechanisms for CBRN materials under regulatory control.'' It provides management and workers at CBRN facilities, parent organization managers responsible for those facilities, and regulatory agencies (governmental and nongovernmental) with guidance on the best practices for protecting information security. The security mitigation approaches presented in this document were chosen because they present generally accepted guidance in an easy-to-understand manner, making it easier for facility personnel to grasp key concepts and envision how security controls could be implemented by the facility. This guidance is presented from a risk management perspective.

    The US contains numerous hazardous waste sites. Many sites are on private land near operating units of various companies. An effort is being made to determine the conditions under which such sites can be remediated voluntarily. The objective of the project will be to first assess the interest and willingness of industry in the Kanawha River Valley, WV to participate in discussions that would lead toward voluntary cleanup activities. The second will be to implement the activities agreed upon by the interested parties. The project will first involve individual discussions with the industrial, government, and other organized groups in the area. These discussions will help determine the feasibility of organizing voluntary efforts. If the discussions indicate that conditions may be favorable for developing individual or group voluntary cleanup projects, a working group will be convened to establish the environmental goals of the project as well as the technical approach for achieving those goals. The projects for the 1996 WVU Cooperative Agreement are categorized into three task focus areas: Task 1.0 Contaminant Plume Containment and Remediation, Task 2.0 Cross Cutting Innovative Technologies, and Task 3.0 Small Business Support Program. Summaries of the accomplishments for the subtasks reporting under these categories during the third quarter, 1 July 96 through 30 September 96, are presented.

    Currently, U.S. organizations provide technical support to the U.S. Delegation for its work as part of the Preparatory Commission (PrepCom) of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague. The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC. A U.S. program of technical assistance to the OPCW for its verification responsibilities may be created as part of U.S. policy objectives after EIF of the CWC. In the summary below, comments by participants are presented in Square Brackets Some of the same points arose several times during the discussions; they are grouped together under the most pertinent heading.
