    The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS) within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the Fish and Wildlife funding Principles for the BPA announced by the Vice President of the US in September 1998. This Record of Decision (ROD) addresses the issues raised by commenters who responded to BPA`s Power Subscription Strategy Proposal during and after the comment period that began with the release of the Proposal on September 18, 1998. The ROD is organized in approximately the same way as the Proposal and the Power Subscription Strategy that BPA developed based on the comments received. Abbreviations of party names used in citations appear in the section just preceding this introduction; a list of all the commenters follows the text of the ROD.

    Where a fluid cooling medium cools a plurality of heat-producing devices arranged in a row along a generalized coordinate direction, with a space between each adjacent pair of devices, each space may have a partition that defines a boundary between a first plenum and a second plenum. The first plenum carries cooling medium across an entrance and thence into a first heat-producing device located on a first side of the partition facing the first plenum. The second plenum carries cooling medium away from a second heat-producing device located on a second side of the partition facing the second plenum and thence across an exit. The partition is disposed so that the first plenum becomes smaller in cross-sectional area as distance increases from the entrance, and the second plenum becomes larger in cross sectional area as distance decreases toward the exit.

    As part of a collaboration with the White House Office of Media Affairs, members of the MIT Artificial Intelligence Laboratory designed a system, called COMLINK, which distributes a daily stream of documents released by the Office of Media Affairs. Approximately 4000 direct subscribers receive information from this service but more than 100,000 people receive the information through redistribution channels. The information is distributed via Email and the World Wide Web. In such a large scale distribution scheme, there is a constant problem of subscriptions becoming invalid because the user`s Email account has terminated. This causes a backwash of hundreds of {open_quotes}bounced mail{close_quotes} messages per day which must be processed by the operators of the COMLINK system. To manage this annoying but necessary task, an expert system named BMES was developed to diagnose the failures of information delivery.

    Single-crystal XRD experiments (see picture) reveal the excited-state structure of the photomagnetic heterobimetallic title complex. The system shows a decrease in all the iron-ligand bond lengths, suggesting that photoexcitation involves a ligand-to-metal charge transfer or a change in the superexchange coupling between the metal centers.

    The first section of this bibliography is a subject index by title to sources of information on East Asian energy. The countries considered were: Brunei, the PRC, Taiwan, Hong Kong, Indonesia, Japan, the Koreas, Malaysia, the Philippines, Singapore, Thailand and Vietnam. If the geographic coverage by any source is restricted to a particular country and was not indicated by the title, a country abbreviation in parentheses was added. Titles that include the term data base are computerized. The second section contains the Title Index which lists each printed publication alphabetically with frequency of publication and the US$ price for a yearly air mail subscription. The publisher or distribution office is listed below the title. The Data Base Index lists computerized sources with the author and the vendor providing either online access or tapes. No prices have been quoted in this section because of the wide range of methods in use and the impossibility of running benchmarks for this study. The Address Index lists the publishers, data base authors and vendors alphabetically.

    The focus of this paper is on the structural characterization of the new Zintl phases CaGa{sub 2}P{sub 2}, CaGa{sub 2}As{sub 2}, SrGa{sub 2}As{sub 2}, and Ba{sub 2}Ga{sub 5}As{sub 5}, and the solid solution (Ba{sub 0.85(1)}Sr{sub 0.15}){sub 2}Ga{sub 5}As{sub 5}, all of which were synthesized from molten metal fluxes.CaGa{sub 2}P{sub 2}, CaGa{sub 2}As{sub 2}, and SrGa{sub 2}As{sub 2} have layered structures with polyanionic layers made of ethane-like Ga{sub 2}P6 and Ga{sub 2}As6 motifs fused through common edges; the polyanionic substructure in Ba{sub 2}Ga{sub 5}As{sub 5} consists of condensed Ga{sub 2}As6 units and GaAs{sub 4} tetrahedra. Ba{sub 4}Ga{sub 5}P{sub 8} and Ba{sub 4}Ga{sub 5}As{sub 8}, another pair of new compounds with channel-like 3D structures, were also synthesized from metal fluxes, and their structures were established from single-crystal X-ray and synchrotron powder diffraction. They are based on GaP{sub 4} and GaAs{sub 4} tetrahedra, with parts of their structures being heavily disordered. The electronic structures computed with the linear muffin-tin orbital (LMTO) method are discussed as well, alongside the thermopower and the electrical conductivity, measured on single crystals of Ba{sub 2}Ga{sub 5}As{sub 5} and the solid solution (Ba{sub 0.85(1)}Sr{sub 0.15}){sub 2} Ga{sub 5}As{sub 5}. They demonstrate that such an approach would be an effective way to fine-tune the transport properties.

    We reexamine the mechanism of ferromagnetism in doped TiO{sub 2} anatase, using epitaxial Cr:TiO{sub 2} with excellent structural quality as a model system. In contrast to highly oriented but defective Cr:TiO{sub 2} ({approx}0.5{micro}{sub B}/Cr), these structurally superior single crystal films exhibit negligible ferromagnetism. Similar results were obtained for Co:TiO{sub 2}. We show for the first time that charge-compensating oxygen vacancies alone, as predicted by F-center mediated exchange, are not sufficient to activate ferromagnetism. Instead, the onset of ferromagnetism correlates with the presence of structural defects.

    Structure refinement of high-resolution X-ray powder diffraction data of the title compound gave the composition Li{sub 1.865}CoP{sub 2}O{sub 7}, which is also verified by the ICP measurement. Two Co sites exist in the structure: one is a CoO{sub 5} square pyramid and the other is a CoO{sub 6} octahedron. They share edges and are further interconnected through P{sub 2}O{sub 7} groups, forming a three-dimensional framework, which exhibits different kinds of intersecting tunnels containing Li cations and could be of great interest in Li ion battery chemistry. The structure also exhibits cation disorder with 13.5% Co residing at the lithium (Li1) site. Co seems to have an average oxidation state of 2.135, as obtained from the strutural stochiometry that closely supports the magnetic susceptibility findings.

    A high-pressure x-ray diffraction study of nanocrystalline pentaerythritol tetranitrate, C(CH{sub 2}ONO{sub 2}){sub 4}, (PETN), has been performed in a diamond-anvil cell at ambient temperature using synchrotron radiation. Pressure-induced alterations in the profiles of the diffraction lines, including their positions, widths and intensities were followed up to 30 GPa in a compressino cycle. The spectral changes in the diffraction patterns at low pressures indicated continuous densification of the tetragonal structure (space group P{bar 4}2{sub 1}c). The diffraction patterns confirmed that PETN compressed from ambient pressure to 7.4 GPa by 17%. At 8.2 GPa and above, several new diffraction lines appeared in the patterns. These lines suggest that the lattice undergoes an incomplete stress-induced structural transformation from the tetragonal to an orthorhombic structure (most probably space group P2{sub 1}22{sub 1}). The mixture of both structures appeared to persist to 30 GPa. The progressive broadening of the diffraction lines as the pressure increased beyond 10 GPa is attributed to the combined diffraction lines of a mixture of two coexisting PETN phases and inhomogeneous pressure distribution within the sample.

    The formation and properties of the post-perovskite (CaIrO{sub 3}-type) phase were studied in Fe-rich compositions along the pyrope-almandine ((Mg,Fe){sub 3}Al{sub 2}Si{sub 3}O{sub 12}) join. Natural and synthetic garnet starting materials with almandine fractions from 38 to 90 mol% were studied using synchrotron X-ray diffraction in the laser-heated diamond anvil cell. Single-phase post-perovskite could be successfully synthesized from garnet compositions at pressures above 148 GPa and temperatures higher than 1600 K. In some cases, evidence for a minor amount of Al{sub 2}O{sub 3} post-perovskite was observed for Alm38 and Alm54 compositions in the perovskite + post-perovskite two-phase region. Pressure-volume data for the post-perovskite phases collected during decompression show that incorporation of Fe leads to a systematic increase of unit cell volume broadly similar to the variation observed in the (Mg,Fe)SiO{sub 3} system. The presence of Al{sub 2}O{sub 3} increases the stability of perovskite relative to post-perovskite, requiring higher pressures (> 148 GPa) for synthesis of pure post-perovskites. Our data together with those of Tateno et al. (2005) also suggest that in the Al-rich system the presence of Fe has no strong effect on the pressure required to synthesize the pure post-perovskite phase, but the two-phase perovskite and post-perovskite region may be broad and its width dependent on Fe content. Our results suggest that any regions highly enriched in Al{sub 2}O{sub 3} may consist of either the perovskite phase or a mixture of perovskite and post-perovskite phases throughout the entire thickness of the D* region. The observed synthesis pressures (> 148 GPa) for a pure post-perovskite phase are beyond that at the Earth's core-mantle boundary ({approx} 135 GPa).

    We are develoing a peer-to-peer system to support secure, location independent information sharing in the scientific community. Once complete, this system will allow seamless and secure sharing of information between multiple collaborators. The owners of information will be able to control how the information is stored, managed. ano shared. In addition, users will have faster access to information updates within a collaboration. Groups collaborating on scientific experiments have a need to share information and data.more¬†¬Ľ This information and data is often represented in the form of files and database entries. In a typical scientific collaboration, there are many different locations where data would naturally be stored. This makes It difficult for collaborators to find and access the information they need. Our goal is to create a lightweight file-sharing system that makes it¬íeasy for collaborators to find and use the data they need. This system must be easy-to-use, easy-to-administer, and secure. Our information-sharing tool uses group communication, in particular the InterGroup protocols, to reliably deliver each query to all of the current participants in a scalable manner, without having to discover all of their identities. We will use the Secure Group Layer (SGL) and Akenti to provide security to the participants of our environment, SGL will provide confldentiality, integrity, authenticity, and authorization enforcement for the InterGroup protocols and Akenti will provide access control to other resources.¬ę¬†less

    Certain governmental information must be classified for national security reasons. However, the national security benefits from classifying information are usually accompanied by significant costs -- those due to a citizenry not fully informed on governmental activities, the extra costs of operating classified programs and procuring classified materials (e.g., weapons), the losses to our nation when advances made in classified programs cannot be utilized in unclassified programs. The goal of a classification system should be to clearly identify that information which must be protected for national security reasons and to ensure that information not needing such protection is not classified. This document was prepared to help attain that goal. This document is the first of a planned four-volume work that comprehensively discusses the security classification of information. Volume 1 broadly describes the need for classification, the basis for classification, and the history of classification in the United States from colonial times until World War 2. Classification of information since World War 2, under Executive Orders and the Atomic Energy Acts of 1946 and 1954, is discussed in more detail, with particular emphasis on the classification of atomic energy information. Adverse impacts of classification are also described. Subsequent volumes will discuss classification principles, classification management, and the control of certain unclassified scientific and technical information. 340 refs., 6 tabs.

    The emphasis in Information Technology (IT) development has shifted from technology management to information management, and the tools of information management are increasingly at the disposal of end-users, people who deal with information. Moreover, the interactive capabilities of technologies such as hypertext, scientific visualization, virtual reality, video conferencing, and even database management systems have placed in the hands of users a significant amount of discretion over how these resources will be used. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources. New resources such as distributed file systems can improve access to and efficiency of existing operating systems. In addition, we must assess opportunities to improve information worker productivity and information management through tedmologies such as distributed computational visualization and teleseminar applications.

    Single-phase LiNi{sub 0.45}Mn{sub 0.45}Co{sub 0.1-y}Al{sub y}O{sub 2} layered oxide materials with 0 {<=} y {<=} 0.10 were prepared using the glycine-nitrate combustion method. Al-substitution has a minimal effect on the defect concentration and rate capability of the materials, but raises the operating voltage and reduces the capacity fade of the materials during prolonged cycling compared to the unsubstituted system. In situ X-ray diffraction suggests the presence of Al has a significant structural impact during battery operation. It acts to limit the changes in lattice parameters observed during electrochemical charging and cycling of the materials. High-resolution X-ray diffraction reveals structural distortions in the transition metal layers of as-synthesized powders with high Al-contents, as well as a structural evolution seen in all materials after cycling.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    The Canadian Electricity Association (CEA) identified a need and contracted the Energy & Environmental Research Center (EERC) to create and maintain an information clearinghouse on global research and development activities related to mercury emissions from coal-fired electric utilities. With the support of CEA, the Center for Air Toxic Metals{reg_sign} (CATM{reg_sign}) Affiliates, and the U.S. Department of Energy (DOE), the EERC developed comprehensive quarterly information updates that provide a detailed assessment of developments in the various areas of mercury monitoring, control, policy, and research. A total of eight topical reports were completed and are summarized and updated in this final CEA quarterly report. The original quarterly reports can be viewed at the CEA Web site (www.ceamercuryprogram.ca). In addition to a comprehensive update of previous mercury-related topics, a review of results from the CEA Mercury Program is provided. Members of Canada's coal-fired electricity generation sector (ATCO Power, EPCOR, Manitoba Hydro, New Brunswick Power, Nova Scotia Power Inc., Ontario Power Generation, SaskPower, and TransAlta) and CEA, have compiled an extensive database of information from stack-, coal-, and ash-sampling activities. Data from this effort are also available at the CEA Web site and have provided critical information for establishing and reviewing a mercury standard for Canada that is protective of environment and public health and is cost-effective. Specific goals outlined for the CEA mercury program included the following: (1) Improve emission inventories and develop management options through an intensive 2-year coal-, ash-, and stack-sampling program; (2) Promote effective stack testing through the development of guidance material and the support of on-site training on the Ontario Hydro method for employees, government representatives, and contractors on an as-needed basis; (3) Strengthen laboratory analytical capabilities through

    This year`s Information Technology Resources Assessment (ITRA) is something of a departure from traditional practice. Past assessments have concentrated on developments in fundamental technology, particularly with respect to hardware. They form an impressive chronicle of decreasing cycle times, increasing densities, decreasing costs (or, equivalently, increasing capacity and capability per dollar spent), and new system architectures, with a leavening of operating systems and languages. Past assessments have aimed -- and succeeded -- at putting information technology squarely in the spotlight; by contrast, in the first part of this assessment, we would like to move it to the background, and encourage the reader to reflect less on the continuing technological miracles of miniaturization in space and time and more on the second- and third-order implications of some possible workplace applications of these miracles. This Information Technology Resources Assessment is intended to provide a sense of technological direction for planners in projecting the hardware, software, and human resources necessary to support the diverse IT requirements of the various components of the DOE community. It is also intended to provide a sense of our new understanding of the place of IT in our organizations.

    At the request of the Department of Energy`s (DOE) Information Management (IM) Council, IM representatives from nearly all Headquarters (HQ) organizations have been meeting over the past year as the Corporate Guidance Group (CGG) to develop useful and sound corporate information management (IM) guidance. The ability of the Department`s IM community to develop such unified guidance continues to be critical to the success of future Departmental IM planning processes and the establishment of a well-coordinated IM environment between Headquarters and field organizations. This report, with 26 specific corporate IM guidance items documented and unanimously agreed to, as well as 12 items recommended for further development and 3 items deferred for future consideration, represents a highly successful effort by the IM community. The effort has proven that the diverse DOE organizations can put aside individual preferences and work together towards a common and mutually beneficial goal. In examining most areas and issues associated with information management in the Department, they have developed specific, far-reaching, and useful guidance. The IM representatives recommend that the documented guidance items provided in this report and approved by the DOE IM Council be followed by all IM organizations. The representatives also strongly recommend that the guidance process developed by the CGG be the single process for developing corporate IM guidance.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) typemore¬†¬Ľ map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors. There are two categories of objects: (1) Entity objects which have real-world counterparts and are the actors in a simulation, and (2) Software infrastructure objects which make it possible to carry out the simulations. The Entity objects contain lists of Aspect objects, each of which addresses a single aspect of the Entity''s behavior. For example, a DIAS Stream Entity representing a section of a river can have many aspects correspondimg to its behavior in terms of hydrology (as a drainage system component), navigation (as a link in a waterborne transportation system), meteorology (in terms of moisture, heat, and momentum exchange with the atmospheric boundary layer), and visualization (for photorealistic visualization or map type displays), etc. This makes it possible for each real-world object to exhibit any or all of its unique behaviors within the context of a single simulation.¬ę¬†less

    High-energy synchrotron in situ X-ray powder diffraction has been used to elucidate the mechanism of the hydriding phase transformation in a LaNi5 model hydrogen storage intermetallic in real time. The transformation proceeds at 10 C via the transient growth of an interfacial phase, the {gamma} phase, with lattice parameters intermediate between those of the {alpha} (dilute solid solution) and {beta} (concentrated hydride) phases. The {gamma} phase forms to partially accommodate the 24% change in unit cell volume between the {alpha} and {beta} phases during hydriding and dehydriding. The {alpha}, {gamma} and {beta} phases coexist at the nanoscopic level.

This technology processes textual documents, autonoumsly identifies the major topics of the document set, and constructs an interpretable, high dimensional representation of each document. SID also provides the ability to interactively reweight representations based on user need, so users may analyze the dataset from multiple points of view. The particular advantages SID offers are speed, data compression,more¬†¬Ľ flexibility in representation, and incremental processing. SPIRE consists of software for visual analysis of text-based information sources. This technology enables users to make discoveries about the content of very large sets of textual documents without requiring the user to read or presort the documents. It employs algorithms for text and word proximity analysis to identify the key themes within the documents. The results of this analysis are projected onto a visual spatial proximity display (Galaxies or Themescape) where document proximity represents the degree of relatedness of theme.¬ę¬†less

    The Integrated Risk Information System (IRIS) is an electronic information system developed by the US Environmental Protection Agency (EPA) containing information related to health risk assessment. IRIS is the Agency`s primary vehicle for communication of chronic health hazard information that represents Agency consensus following comprehensive review by intra-Agency work groups. The original purpose for developing IRIS was to provide guidance to EPA personnel in making risk management decisions.     Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    According to one embodiment, a system for removing heat from a rack of information technology equipment may include a sidecar indoor air to liquid heat exchanger that cools warm air generated by the rack of information technology equipment. The system may also include a liquid to liquid heat exchanger and an outdoor heat exchanger. The system may further include configurable pathways to connect and control fluid flow through the sidecar heat exchanger, the liquid to liquid heat exchanger, the rack of information technology equipment, and the outdoor heat exchanger based upon ambient temperature and/or ambient humidity to remove heat from the rack of information technology equipment.

    Since the Energy Independence and Security Act of 2007 was enacted, there has been a large number of websites that discusses smart grid and relevant information, including those from government, academia, industry, private sector and regulatory. These websites collect information independently. Therefore, smart grid information was quite scattered and dispersed. The objective of this work was to develop, populate, manage and maintain the public Smart Grid Information Clearinghouse (SGIC) web portal. The information in the SGIC website is comprehensive that includes smart grid information, research & development, demonstration projects, technical standards, costs & benefit analyses, business cases, legislation, policy & regulation, and other information on lesson learned and best practices. The content in the SGIC website is logically grouped to allow easily browse, search and sort. In addition to providing the browse and search feature, the SGIC web portal also allow users to share their smart grid information with others though our online content submission platform. The Clearinghouse web portal, therefore, serves as the first stop shop for smart grid information that collects smart grid information in a non-bias, non-promotional manner and can provide a missing link from information sources to end users and better serve users‚Äô needs. The web portal is available at www.sgiclearinghouse.org. This report summarizes the work performed during the course of the project (September 2009 ‚Äď August 2014). Section 2.0 lists SGIC Advisory Committee and User Group members. Section 3.0 discusses SGIC information architecture and web-based database application functionalities. Section 4.0 summarizes SGIC features and functionalities, including its search, browse and sort capabilities, web portal social networking, online content submission platform and security measures implemented.     Topological information has proven very valuable in the analysis of scientific data. An important challenge that remains is presenting this highly abstract information in a way that it is comprehensible even if one does not have an in-depth background in topology. Furthermore, it is often desirable to combine the structural insight gained by topological analysis with complementary information, such as geometric information. We present an overview over methods that use metaphors to make topological information more accessible to non-expert users, and we demonstrate their applicability to a range of scientific data sets. With the increasingly complex output of exascale simulations, the importance of having effective means of providing a comprehensible, abstract overview over data will grow. The techniques that we present will serve as an important foundation for this purpose.

    According to one embodiment, a system for removing heat from a rack of information technology equipment may include a sidecar indoor air to liquid heat exchanger that cools air utilized by the rack of information technology equipment to cool the rack of information technology equipment. The system may also include a liquid to liquid heat exchanger and an outdoor heat exchanger. The system may further include configurable pathways to connect and control fluid flow through the sidecar heat exchanger, the liquid to liquid heat exchanger, the rack of information technology equipment, and the outdoor heat exchanger based upon ambient temperature and/or ambient humidity to remove heat generated by the rack of information technology equipment.

    Modern society is shaped by the ability to transmit, manipulate, and store large amounts of information. Although we tend to think of information as abstract, information is physical, and computing is a physical process. How then should we understand information in a quantum world, in which physical systems may exist in multiple states at once and are altered by the very act of observation? This question has evolved into an exciting new field of research called Quantum Information (QI). QI challenges many accepted rules and practices in computer science. For example, a quantum computer would turn certain hard problems into soft problems, and would render common computationally-secure encryption methods (such as RSA) insecure. At the same time, quantum communication would provide an unprecedented kind of intrinsic information security at the level of the smallest physical objects used to store or transmit the information. This talk provides a general introduction to the subject of quantum information and its relevance to cyber security. In the first part, two of the stranger aspects of quantum physics namely, superposition and uncertainty are explained, along with their relation to the concept of information. These ideas are illustrated with a few examples: quantum ID cards, quantum key distribution, and Grover s quantum search algorithm. The state-of-the-art in quantum computing and communication hardware is then discussed, along with the daunting technological challenges that must be overcome. Relevant experimental and theoretical efforts at ORNL are highlighted. The talk concludes with speculations on the short- and long-term impact of quantum information on cyber security.

    Using high-resolution synchrotron x-ray powder diffraction we have investigated the structural phase transitions and equations of state of titanium dioxide (TiO{sub 2}) under high pressure before and after heating at high temperature. The phase sequence we observe experimentally is as follows: rutile (RT){yields}columbite (CB){yields}baddeleyite (MI){yields}orthorhombic I (OI){yields}orthorhombic II (OII). The equations of state as determined from our experiments are consistent with previous measurements and computations. The only exception is the OII phase for which we find a significantly lower room-pressure bulk modulus (K{sup 0}) of 312 ({+-}34) GPa and room-pressure volume (V{sub 0}) of 25.28 ({+-}0.35) {angstrom}{sup 3} as compared to previous experiments. We find that the volume decreases across the OI{yields}OII phase transition at room temperature by -8.3%, in very good agreement with our static first-principles calculations which predict volume changes of 8.2% and 7.6% for local-density approximation and generalized gradient approximation, respectively. This volume collapse is significantly higher than previously determined but consistent with the volume decrease observed in other dioxides across this transition.

    We use high-resolution synchrotron x-ray powder diffraction and density-functional theory (DFT) to investigate the phase stability, equations of state (EOSs), and mechanical hardness of zirconia (ZrO{sub 2}) up to {approx}54 and 160 GPa, respectively. For the equilibrium phase at ambient conditions (MI), we provide an experimental EOS that is comparable to results obtained from room-pressure Brillouin scattering experiments and bulk modulus-volume systematics but different from previous high-pressure experiments. The experimental second-order Birch-Murnaghan EOS parameters of MI-ZrO{sub 2} are: ambient-pressure volume (V{sub 0}) of 35.15({+-}0.03) {angstrom}{sup 3}/f.u. with an ambient-pressure bulk modulus K{sub 0} of 210({+-}28) GPa. For the high-pressure OI phase, we find that the K{sub 0} = 290({+-}11) GPa, which is 19%-32% higher than previously determined, and V{sub 0} = 33.65({+-}0.07) {angstrom}{sup 3}/f.u. The small volume decrease of 3.4% across the MI {yields} OI transition at {approx}10 GPa is associated with a 38% increase in the bulk modulus consistent with our DFT calculations that predict a {approx}36% and 39% increase in K{sub 0} for the generalized gradient and local density approximations, respectively. In contrast to the EOS of MI and OI, we find that our experimental EOS for the high-pressure OII phase is in good agreement with previous measurements. The large volume decrease across the OI {yields} OII phase transition as obtained from both our experiments and calculations is {approx}10%. Our estimates, using scaling relations, indicate that this phase, while dense and quenchable, may have a comparatively low mechanical hardness of {approx} 10 GPa.

    The mechanical properties of bulk and nanoscale TiO{sub 2} phases are examined with a view to assess the available bulk modulus and hardness data, and to understand the size-dependent behaviors. The bulk modulus values of thermodynamically stable bulk TiO{sub 2} phases show a general correlation with Ti-O coordination number. As with the cotunnite-structured (OII) phase, it is likely that the seven-coordinated OI and eight-coordinated fluorite forms of TiO{sub 2} are ultrahard substances. Of the nanoscale phases investigated thus far, nanocrystalline anatase displays the strongest size dependence of bulk modulus values, with possible stiffening behavior effected by incipient grain boundary amorphization under pressure. Nanocrystalline rutile and baddeleyite phases do not show appreciable size dependence in their compression behaviors.

    Data is presented for a complex structural and compositional modulation in the perovskite (NaNd)(MgW)O{sub 6}. This modulation creates a large 14a{sub p} x 14a{sub p} x 2a{sub p} supercell (a{sub p} {approx} 3.9 {angstrom} is the lattice parameter of the cubic perovskite aristotype) containing ordered regions with doubled (110) d-spacings in the a-b plane separated by two-dimensional periodic antiphase boundaries and accompanied by a nanocheckerboard pattern. Faint periodic modulations in Z-contrast images suggest an associated periodic variation in composition. The presence of a sodium rich impurity implies the composition of the stable perovskite is nonstoichiometric.

    Inositol-1,4,5-trisphosphate receptors (InsP{sub 3}Rs) and ryanodine receptors (RyRs) are tetrameric intracellular Ca{sup 2+} channels. In each of these receptor families, the pore, which is formed by carboxy-terminal transmembrane domains, is regulated by signals that are detected by large cytosolic structures. InsP{sub 3}R gating is initiated by InsP{sub 3} binding to the InsP{sub 3}-binding core (IBC, residues 224-604 of InsP{sub 3}R1) and it requires the suppressor domain (SD, residues 1-223 of InsP{sub 3}R1). Here we present structures of the amino-terminal region (NT, residues 1-604) of rat InsP{sub 3}R1 with (3.6 {angstrom}) and without (3.0 {angstrom}) InsP{sub 3} bound. The arrangement of the three NT domains, SD, IBC-{beta} and IBC-{alpha}, identifies two discrete interfaces ({alpha} and {beta}) between the IBC and SD. Similar interfaces occur between equivalent domains (A, B and C) in RyR1 (ref. 9). The orientations of the three domains when docked into a tetrameric structure of InsP{sub 3}R and of the ABC domains docked into RyR are remarkably similar. The importance of the {alpha}-interface for activation of InsP{sub 3}R and RyR is confirmed by mutagenesis and, for RyR, by disease-causing mutations. Binding of InsP{sub 3} causes partial closure of the clam-like IBC, disrupting the {beta}-interface and pulling the SD towards the IBC. This reorients an exposed SD loop ('hotspot' (HS) loop) that is essential for InsP{sub 3}R activation. The loop is conserved in RyR and includes mutations that are associated with malignant hyperthermia and central core disease. The HS loop interacts with an adjacent NT, suggesting that activation re-arranges inter-subunit interactions. The A domain of RyR functionally replaced the SD in full-length InsP{sub 3}R, and an InsP{sub 3}R in which its C-terminal transmembrane region was replaced by that from RyR1 was gated by InsP{sub 3} and blocked by ryanodine. Activation mechanisms are conserved between InsP{sub 3}R and RyR. Allosteric modulation of two similar domain interfaces within an N-terminal subunit reorients the first domain (SD or A domain), allowing it, through interactions of the second domain of an adjacent subunit (IBC-{beta} or B domain), to gate the pore.

    Vanadium is shown to substitute for iron in the olivine LiFePO{sub 4} up to at least 10 mol %, when the synthesis is carried out at 550 C. In the solid solution LiFe{sub 1-3y/2}V{sub y}PO{sub 4}, the a and b lattice parameters and cell volume decrease with increasing vanadium content, while the c lattice parameter increases slightly. However, when the synthesis is performed at 650 C, a NASICON phase, Li{sub 3}V{sub 2}(PO{sub 4}){sub 3}, is also formed, showing that solid solution is a function of the synthesis temperature. X-ray absorption near-edge structure indicates vanadium is in the 3+ oxidation state and in an octahedral environment. Magnetic studies reveal a shift of the antiferromagnetic ordering transition toward lower temperatures with increasing vanadium substitution, confirming solid solution formation. The addition of vanadium enhances the electrochemical performance of the materials especially at high current densities.

    For the last several years, the NRC, with encouragement from the industry, has been moving in the direction of risk informed regulation. This is consistent with the regulatory principle of efficiency, formally adopted by the Nuclear Regulatory Commission in 1991, which requires that regulatory activities be consistent with the degree of risk reduction they achieve. Probabilistic risk analysis has become the tool of choice for selecting the best of several alternatives. Closely related to risk informed regulation is the development of performance based rules. Such rules focus on the end result to be achieved. They do not specify the process, but instead establish the goals to be reached and how the achievement of those goals is to be judged. The inspection and enforcement activity is based on whether or not the goals have been met. The author goes on to offer comments on the history of the development of this process and its probable development in the future. He also addresses some issues which must be resolved or at least acknowledged. The success of risk informed regulation ultimately depends on having sufficiently reliable data to allow quantification of regulatory alternatives in terms of relative risk. Perhaps the area of human reliability and organizational performance has the greatest potential for improvement in reactor safety. The ability to model human performance is significantly less developed that the ability to model mechanical or electrical systems. The move toward risk informed, performance based regulation provides an unusual, perhaps unique, opportunity to establish a more rational, more effective basis for regulation.
