    A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models - the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector.

    A technique for dynamically sharing information includes executing a sharing policy indicating when to share a data object responsive to the occurrence of an event. The data object is created by formatting a data file to be shared with a receiving entity. The data object includes a file data portion and a sharing metadata portion. The data object is encrypted and then automatically transmitted to the receiving entity upon occurrence of the event. The sharing metadata portion includes metadata characterizing the data file and referenced in connection with the sharing policy to determine when to automatically transmit the data object to the receiving entity.

    On August 14, 1992, the United States Department of Energy issued a Request for Comments Concerning State Policies Affecting Natural Gas Consumption. This Notice of (NOI) noted the increasing significance of the role played by states and sought to gain better understanding of how state policies impact the gas industry. The general trend toward a. more competitive marketplace for natural gas, as well as recent regulatory and legislative changes at the Federal level, are driving State regulatory agencies to reevaluate how they regulate natural gas. State action is having a significant impact on the use of natural gas for generating electricity, as well as affecting the cost-effective trade-off between conservation expenditures and gas use. Additionally, fuel choice has an impact upon the environment and national energy security. In light of these dimensions, the Department of Energy initiated this study of State regulation. The goals of this NOI are: (1) help DOE better understand the impact of State policies on the efficient use of gas; (2) increase the awareness of the natural gas industry and Federal and State officials to the important role of State policies and regulations; (3) create an improved forum for dialogue on State and Federal natural gas issues; and, (4) develop a consensus on an analytical agenda that would be most helpful in addressing the regulatory challenges faced by the States. Ninety-seven parties filed comments, and of these ninety-seven, fifteen parties filed reply comments. Appendix One lists these parties. This report briefly syntheses the comments received. The goal is to assist parties to judging the extent of consensus on the problems posed and the remedies suggested, aid in identifying future analytical analyses, and assist parties in assessing differences in strategies and regulatory philosophies which shape these issues and their resolution.

    Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

    To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions.     Since the oil embargo of 1973, state governments have increased their efforts to track and understand energy flows within their boundaries. There is a commonly perceived need to comprehend the status of present and expected future energy availability, demand, and price and to be prepared to exercise responsible and effective management during energy emergencies. This responsibility has brought with it new needs for accurate and timely state-level information on energy transactions and the external parameters that effect energy availability and disposition. What energy data are needed by a state, regardless of its idiosyncracies, during both normal and energy emergency periods, and to what extent are these data available now. The authors find that needed ongoing (core) data are only partially available at present, and that emergency data can be obtained only with a carefully planned monitoring program that can be fitted to specific emergency conditions. Overall, this paper provides a realistic assessment of the state-level energy data needed to provide state policy makers with sufficient information to make considered judgments.

    The US Department of Energy (DOE), prepared a draft Supplement Analysis (SA) for Continued Operation of Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNL-L), in accordance with DOE`s requirements for implementation of the National Environmental Policy Act of 1969 (NEPA) (10 Code of Federal Regulations [CFR] Part 1021.314). It considers whether the Final Environmental Impact Statement and Environmental Impact Report for Continued Operation of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore (1992 EIS/EIR) should be supplement3ed, whether a new environmental impact statement (EIS) should be prepared, or no further NEPA documentation is required. The SA examines the current project and program plans and proposals for LLNL and SNL-L, operations to identify new or modified projects or operations or new information for the period from 1998 to 2002 that was not considered in the 1992 EIS/EIR. When such changes, modifications, and information are identified, they are examined to determine whether they could be considered substantial or significant in reference to the 1992 proposed action and the 1993 Record of Decision (ROD). DOE released the draft SA to the public to obtain stakeholder comments and to consider those comments in the preparation of the final SA. DOE distributed copies of the draft SA to those who were known to have an interest in LLNL or SNL-L activities in addition to those who requested a copy. In response to comments received, DOE prepared this Comment Response Document.

    Policy for addressing natural phenomenon comprises a hierarchy of interrelated documents. The top level of policy is contained in the code of Federal Regulations which establishes the framework and intent to ensure overall safety of DOE facilities when subjected to the effects of natural phenomena. The natural phenomena to be considered include earthquakes and tsunami, winds, hurricanes and tornadoes, floods, volcano effects and seiches. Natural phenomena criteria have been established for design of new facilities; evaluation of existing facilities; additions, modifications, and upgrades to existing facilities; and evaluation criteria for new or existing sites. Steps needed to implement these four general criteria are described. The intent of these criteria is to identify WHAT needs to be done to ensure adequate protection from natural phenomena. The commentary provides discussion of WHY this is needed for DOE facilities within the complex. Implementing procedures identifying HOW to carry out these criteria are next identified. Finally, short and long term tasks needed to identify the implementing procedure are tabulated. There is an overall need for consistency throughout the DOE complex related to natural phenomena including consistent terminology, policy, and implementation. 1 fig, 6 tabs.

    The Department of Energy (DOE) prepared this document to respond to comments from the State of Colorado and the public on the draft Environmental Assessment (EA) for the Resumption of Thermal Stabilization of Plutonium Oxide in Building 707 at the Rocky Flats Plant (RFP) in Golden, Colorado. The draft EA was provided to the State of Colorado and the public on September 8, 1993, for a comment period of 60 days. The Department`s National Environmental Policy Act (NEPA) Implementing Procedures (10 Code of Federal Regulations [CFR] 1021.301) requires that prior to approval of the EA, DOE is to allow the host State and Indian Tribe a period of from 14 to 30 days to review and comment on the EA. The Department established a comment period of 60 days for this EA in response to requests by the public during the first public meeting on July 7, 1993, before preparation of the EA. Other issues raised at the July 7 meeting included the range of alternatives to be considered, the time period for preparation of the EA, and the amount of material to be thermally stabilized. These and other comments made by the public at that meeting were carefully considered in preparation of the EA. In addition to providing the preapproval draft EA to the State of Colorado, DOE distributed the EA to all persons and groups on the RFP public information mailing list and placed the EA and reference documents in the DOE Public Reading Rooms in the RFP area. A public meeting was held on October 6, 1993, to hear public comments on the draft EA. All comments on the draft EA, those received both at the October 6 public meeting and through correspondence, have been reproduced in their entirety in this Response to Comments document. Responses to the commenters` questions and concerns are provided, and changes made to the body of the EA are indicated in the responses. All comments received have been considered in the revision of the EA.

    Many perceive the implementation of environmental regulatory policy, especially concerning non-point source pollution from irrigated agriculture, as being less efficient in the United States than in many other countries. This is partly a result of the stakeholder involvement process but is also a reflection of the inability to make effective use of Environmental Decision Support Systems (EDSS) to facilitate technical information exchange with stakeholders and to provide a forum for innovative ideas for controlling non-point source pollutant loading. This paper describes one of the success stories where a standardized Environmental Protection Agency (EPA) methodology was modified to better suit regulation of a trace element in agricultural subsurface drainage and information technology was developed to help guide stakeholders, provide assurances to the public and encourage innovation while improving compliance with State water quality objectives. The geographic focus of the paper is the western San Joaquin Valley where, in 1985, evapoconcentration of selenium in agricultural subsurface drainage water, diverted into large ponds within a federal wildlife refuge, caused teratogenecity in waterfowl embryos and in other sensitive wildlife species. The fallout from this environmental disaster was a concerted attempt by State and Federal water agencies to regulate non-point source loads of the trace element selenium. The complexity of selenium hydrogeochemistry, the difficulty and expense of selenium concentration monitoring and political discord between agricultural and environmental interests created challenges to the regulation process. Innovative policy and institutional constructs, supported by environmental monitoring and the web-based data management and dissemination systems, provided essential decision support, created opportunities for adaptive management and ultimately contributed to project success.     To the Energy Review Task Force, I am a resident of Boston and also have property in Cummington, Mass. I am commenting specifically on a proposed gas pipeline by Kinder Morgan through the state of Massachusetts, but also generically on energy policy in New England. I am against building another gas pipeline in Massachusetts. The environmental and ecological risk of running a high pressure gas pipeline through conservation land, pristine nature, important water reservoirs, and residents farms and properties is great, and not where we as stewards of the earth should be putting our efforts. We should heed the findings that climate change is upon us and to the recommendations that we must curtail global warming emissions (like methane) and promote and support renewable energy. We should pay attention to recent independent findings that hydraulic fracturing has serious environmental problems, contributes to global warming, is harming water supplies, causes earthquakes, and is not a safe, secure, renewable method of obtaining energy. In summary, as leaders in environmental policy, we in New England should not be encouraging the production of fracked gas by building a conduit for that gas through our states. Laurel Greenberg

    Good morning. I wanted to follow up on our discussion regarding Section 4.4 of the briefing document used for the QER event on Energy Infrastructure Financing. Per my earlier comments, information in that section does not accurately reflect the business model of pipelines, and particularly for the "midstream" sector, or those gathering and processing activities and intrastate pipelines. Further, it does not accurately describe the "utility" designation of these lines or how or why these designations are used. It is also important to note that the reference to "take-or-pay" contracts is particularly concerning as those types of contracts are prohibited in many states as I understand it. I have attached an updated redline version of that section that addresses the issues. I would be more than happy to work with someone to correct the language if the suggested language does not work for any reason. Thank you for your consideration of the comments and proposed changes.     Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

With only four working days advanced notice of this event we find it difficult to believe that any real effort has been made on your part to reach out to the public for their input. Be that as it may, we want to take this opportunity to comment on the very subject of this meeting. The only true energy related "Infrastructure constraints" we are aware of here in New England are those experienced by corporate entities who seek to export our precious resources to other nations for profit. This, of course, is not at all in the public's interest. Certainly you recall all the efforts our goverment put into establishing "Energy Independence"? That phrase has, and continues to be the watchword heard throughout our nation. Why now, when so-called "Energy Independence" has yet to be established, would we choose to enable private corporations to export gas and oil to other countries at our expense? Further, why is it that corporations and their supporters in government are not actively seeking to repair the massive and dangerous leaks in our existing pipelines? How can corporations and government agencies who reportedly oversee energy corporations even consider building new pipelines when the existing ones are in so need of repair? With this in mind, the only "constraints" we are aware of are the lack of constraints on energy corporations run amok, forever seeking more profits at the expense of the public good. Please recall your mission: "The mission of the Energy Department is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions." Such security is only possible if we plan ahead for future generations in the midst of the Climate Crisis. Selling off our energy resources to other nations until they are depleted is not in

I attended the meeting and gave the comments orally, but I wasn't able to finish because of the 3-minute time limit, so I'm sending them in written form (with a couple of very small revisions). I'd also like to say that I was disappointed to find that the meeting was poorly publicized, that very few members of the general public or the environmental community were present, and that there were no environmentalists or opponents of the proposed AIM pipeline expansion project among the formal speakers. I sincerely hope that future hearings will be more balanced, in keeping with this Administration's promise of transparent government that's responsive to the needs and concerns of its citizens.
