    The Department of Energy (DOE) has issued an Agency Information Collection Extension in the Federal Register, notifying the public of an information collection extension and requesting public comments on the revised Form OE-417 "Electric Emergency Incident and Disturbance Report" which is used to report electric emergency incidents and disturbances to DOE. The OE-417 reports enable the DOE to monitor electric emergency incidents and disturbances in the United States so that the Government may help prevent the physical or virtual disruption of the operation of any critical infrastructure.

    This volume is one of a series produced under contract with the DOE, by Politech Corporation to develop a legislative and regulatory data base to assist the FUSRAP management in addressing the institutional and socioeconomic issues involved in carrying out the Formerly Utilized Sites Remedial Action Program. This Information Handbook series contains information about all relevant government agencies at the Federal and state levels, the pertinent programs they administer, each affected state legislature, and current Federal and state legislative and regulatory initiatives.     This volume contains the appendices for the ''Impact of Geothermal Technology Improvements on Royalty Collections on Federal Lands, Final Report, Volume I.'' The material in this volume supports the conclusions presented in Volume I and details each Known Geothermal Resource Area's (KGRA's) royalty estimation. Appendix A details the physical characteristics of each KGRA considered in Volume I. Appendix B supplies summary narratives on each state which has a KGRA. The information presented in Appendix C shows the geothermal power plant area proxies chosen for each KGRA considered within the report. It also provides data ranges which fit into the IMGEO model for electric energy cost estimates. Appendix D provides detailed cost information from the IMGEO model if no Geothermal Program RandD goals were completed beyond 1987 and if all the RandD goals were completed by the year 2000. This appendix gives an overall electric cost and major system costs, which add up to the overall electric cost. Appendix E supplies information for avoided cost projections for each state involved in the study that were used in the IMGEO model run to determine at what cost/kWh a 50 MWe plant could come on line. Appendix F supplies the code used in the determination of royalty income, as well as, tabled results of the royalty runs (detailed in Appendix G). The tabled results show royalty incomes, assuming a 10% discount rate, with and without RandD and with and without a $0.01/kWh transmission cost. Individual data sheets for each KGRA royalty income run are presented in Appendix G.

    The application of information available for risk assessment from the federal perspective is described. Different federal agencies conduct varying degrees of hazard evaluation, and some also generate empirical data. The role of the Agency for Toxic Substances and Disease Registry in hazard assessments of potential public health impacts of Superfund sites includes identification of the 275 most significant substances. ATSDR is responsible for preparing toxicological profiles. ATSDR also identifies data gaps and needs critical to adequately assessing human health impacts.

    One of the fundamental regulations of the Russian State System for Nuclear Material Accounting and Control (SSAC), ''Basic Nuclear Material Control and Accounting Rules,'' directed that a uniform report system be developed to support the operation of the SSAC. According to the ''Regulation on State Nuclear Material Control and Accounting,'' adopted by the Russian Federation Government, Minatom of Russia is response for the development and adoption of report forms, as well as the reporting procedure and schedule. The report forms are being developed in tandem with the creation of an automated national nuclear material control and accounting system, the Federal Information System (FIS). The forms are in different stages of development and implementation. The first report forms (the Summarized Inventory Listing (SIL), Summarized Inventory Change Report (SICR) and federal and agency registers of nuclear material) have already been created and implemented. The second set of reports (nuclear material movement reports and the special anomaly report) is currently in development. A third set of reports (reports on import/export operations, and foreign nuclear material temporarily located in the Russian Federation) is still in the conceptual stage. To facilitate the development of a unified document system, the FIS must establish a uniform philosophy for the reporting system and determine the requirements for each reporting level, adhering to the following principles: completeness--the unified report system provides the entire range of information that the FIS requires to perform SSAC tasks; requisite level of detail; hierarchical structure--each report is based on the information provided in a lower-level report and is the source of information for reports at the next highest level; consistency checking--reports can be checked against other reports. A similar philosophy should eliminate redundancy in the different reports, support a uniform approach to the contents of

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    One of the United States Support Program's (USSP) priorities for 2008 is to support the International Atomic Energy Agency's (IAEA) development of an integrated and efficient safeguards information infrastructure, including reliable and maintainable information systems, and effective tools and resources to collect and analyze safeguards-relevant information. The USSP has provided funding in support of this priority for the ISIS Re-engineering Project (IRP), and for human resources support to the design and definition of the enhanced information analysis architecture project (nVision). Assistance for several other information technology efforts is provided. This paper will report on the various ongoing support measures undertaken by the USSP to support the IAEA's information technology enhancements and will provide some insights into activities that the USSP may support in the future.

    This paper describes collaborative work between active traders, regulators, economists, and supercomputing researchers to replicate and extend investigations of the Flash Crash and other market anomalies in a National Laboratory HPC environment. Our work suggests that supercomputing tools and methods will be valuable to market regulators in achieving the goal of market safety, stability, and security. Research results using high frequency data and analytics are described, and directions for future development are discussed. Currently the key mechanism for preventing catastrophic market action are “circuit breakers.” We believe a more graduated approach, similar to the “yellow light” approach in motorsports to slow down traffic, might be a better way to achieve the same goal. To enable this objective, we study a number of indicators that could foresee hazards in market conditions and explore options to confirm such predictions. Our tests confirm that Volume Synchronized Probability of Informed Trading (VPIN) and a version of volume Herfindahl-Hirschman Index (HHI) for measuring market fragmentation can indeed give strong signals ahead of the Flash Crash event on May 6 2010. This is a preliminary step toward a full-fledged early-warning system for unusual market conditions.

    A project undertaken to provide the Bonneville Power Administration (BPA) with information needed to conduct environmental assessments and meet requirements of the National Environmental Policy Act (NEPA) and the Pacific Northwest Electric Power Planning and Conservation Act (Regional Act) is described. Access to information on environmental effects would help BPA fulfill its responsibilities to coordinate power generation on the Columbia River system, protect uses of the river system (e.g., irrigation, recreation, navigation), and enhance fish and wildlife production. Staff members at BPA identified the need to compile and index information resources that would help answer environmental impact questions. A computer retrieval system that would provide ready access to the information was envisioned. This project was supported by BPA to provide an initial step toward a compilation of environmental impact information. Scientists at Pacific Northwest Laboratory (PNL) identified, gathered, and evaluated information related to environmental effects of water level on uses of five study reservoirs and developed and implemented and environmental data retrieval system, which provides for automated storage and retrieval of annotated citations to published and unpublished information. The data retrieval system is operating on BPA's computer facility and includes the reservoir water-level environmental data. This project was divided into several tasks, some of which were conducted simultaneously to meet project deadlines. The tasks were to identify uses of the five study reservoirs, compile and evaluate reservoir information, develop a data entry and retrieval system, identify and analyze research needs, and document the data retrieval system and train users. Additional details of the project are described in several appendixes.

    Federal agencies are taking many steps to improve the sustainability of their operations, including improving the energy efficiency of their buildings, promoting recycling and reuse of materials, encouraging carpooling and alternative transit schemes, and installing low flow water fixture units are just a few of the common examples. However, an often overlooked means of energy savings is to provide feedback to building users about their energy use through information dashboards connected to a building?s energy information system. An Energy Information System (EIS), broadly defined, is a package of performance monitoring software, data acquisition hardware, and communication systems that is used to collect, store, analyze, and display energy information. At a minimum, the EIS provides the whole-building energy-use information (Granderson 2009a). We define a ?dashboard? as a display and visualization tool that utilizes the EIS data and technology to provide critical information to users. This information can lead to actions resulting in energy savings, comfort improvements, efficient operations, and more. The tools to report analyzed information have existed in the information technology as business intelligence (Few 2006). The dashboard is distinguished from the EIS as a whole, which includes additional hardware and software components to collect and storage data, and analysis for resources and energy management (Granderson 2009b). EIS can be used for a variety of uses, including benchmarking, base-lining, anomaly detection, off-hours energy use evaluation, load shape optimization, energy rate analysis, retrofit and retro-commissioning savings (Granderson 2009a). The use of these EIS features depends on the specific users. For example, federal and other building managers may use anomaly detection to identify energy waste in a specific building, or to benchmark energy use in similar buildings to identify energy saving potential and reduce operational cost. Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters.     In October 1979 the Office of Management and Budget initiated a review of debt collection within the Federal Government. A DOE Debt Collection Project Team was established, and seven activites were selected for review. These were Albuquerque Operations Office; Bonneville Power Administration; Chicago Operations and Regional Office; Naval Petroleum Reserves, California; Oak Ridge Operations Office; Washington Financial Services Division; and Western Area Power Administration. The team visited each of these activities to collect data on the size, age, and types of receivables managed and procedures for billing, aging, and handling overdue accounts. Various deficiencies were found to exist at several of the DOE entities that are not consistent with good management practices in the performance of their debt collection functions. Also, the Debt Collection Project Team identified a wide variation in the procedures followed by DOE activities in the management of accounts receivable, and a wide variation in the effectiveness of the debt management functions. 1 figure, 17 tables.     Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President's commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment.     The (SRS) Federal Facility Agreement (FFA) was made effective by the US. Environmental Protection Agency Region IV (EPA) on August 16, 1993. To meet the reporting requirements in Section XXV of the Agreement, the FFA Progress Report was developed. The FFA Progress Report is the first of a series of quarterly progress reports to be prepared by the SRS. As such this report describes the information and action taken to September 30, 1993 on the SRS units identified for investigation and remediation in the Agreement. This includes; rubble pits, runoff basins, retention basin, seepage basin, burning pits, H-Area Tank 16, and spill areas.

    An improved collecting apparatus for small aquatic or airborne organisms such as plankton, larval fish, insects, etc. The improvement constitutes an apertured removal container within which is retained a collecting bag, and which is secured at the apex of a conical collecting net. Such collectors are towed behind a vessel or vehicle with the open end of the conical net facing forward for trapping the aquatic or airborne organisms within the collecting bag, while allowing the water or air to pass through the apertures in the container. The container is readily removable from the collecting net whereby the collecting bag can be quickly removed and replaced for further sample collection. The collecting bag is provided with means for preventing the bag from being pulled into the container by the water or air flowing therethrough.

    Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

    This publication is a numerical record of what has happened since Congress gave authority to the Secretary of the Interior in 1953 to lease the federal portion of the Continental Shelf for oil and gas. The publication updates and augments the first Federal Offshore Statistics, published in December 1983. It also extends a statistical series published annually from 1969 until 1981 by the US Geological Survey (USGS) under the title Outer Continental Shelf Statistics. The USGS collected royalties and supervised operation and production of minerals on the Outer Continental Shelf (OCS) until the Minerals Management Service (MMS) took over these functions in 1982. Some of the highlights are: of the 329.5 million acres offered for leasing, 37.1 million acres were actually leased; total revenues for the 1954 to 1983 period were $68,173,112,563 and for 1983 $9,161,435,540; a total of 22,095 wells were drilled in federal waters and 10,145 wells were drilled in state waters; from 1954 through 1983, federal offshore areas produced 6.4 billion barrels of oil and condensate, and 62.1 trillion cubic feet of natural gas; in 1983 alone production was 340.7 million barrels of oil and condensate, and 3.9 trillion cubic feet of gas; and for the second straight year, no oil was lost in 1983 as a result of blowouts in federal waters. 8 figures, 66 tables.

    Purpose: To implement a common database structure and user-friendly web-browser based data collection tools across several medical institutions to better support evidence-based clinical decision making and comparative effectiveness research through shared outcomes data. Methods: A consortium of four academic medical centers agreed to implement a federated database, known as Oncospace. Initial implementation has addressed issues of differences between institutions in workflow and types and breadth of structured information captured. This requires coordination of data collection from departmental oncology information systems (OIS), treatment planning systems, and hospital electronic medical records in order to include as much as possible the multi-disciplinary clinical data associated with a patients care. Results: The original database schema was well-designed and required only minor changes to meet institution-specific data requirements. Mobile browser interfaces for data entry and review for both the OIS and the Oncospace database were tailored for the workflow of individual institutions. Federation of database queries--the ultimate goal of the project--was tested using artificial patient data. The tests serve as proof-of-principle that the system as a whole--from data collection and entry to providing responses to research queries of the federated database--was viable. The resolution of inter-institutional use of patient data for research is still not completed. Conclusions: The migration from unstructured data mainly in the form of notes and documents to searchable, structured data is difficult. Making the transition requires cooperation of many groups within the department and can be greatly facilitated by using the structured data to improve clinical processes and workflow. The original database schema design is critical to providing enough flexibility for multi-institutional use to improve each institution s ability to study outcomes, determine best practices

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    Disclosed are a unified method and apparatus to classify, route, and process injected data packets into a network so as to belong to a plurality of logical networks, each implementing a specific flow of data on top of a common physical network. The method allows to locally identify collectives of packets for local processing, such as the computation of the sum, difference, maximum, minimum, or other logical operations among the identified packet collective. Packets are injected together with a class-attribute and an opcode attribute. Network routers, employing the described method, use the packet attributes to look-up the class-specific route information from a local route table, which contains the local incoming and outgoing directions as part of the specifically implemented global data flow of the particular virtual network.

This AL/FAL informs DOE/NNSA Contracting Officers to update any Non-Disclosure Policies, Forms, Certificates, Agreements, and Acknowledgements (collectively "NDAs") to be used with Federal employees participating in proposal or application evaluations, source selection situations as well as in merit review situations, to conform to the new requirements of this law. It also informs DOE/NNSA Contracting Officers on how to document the notification to Federal employees of the new protections stated in the WPEA if they have signed NDAs without the new statement as required by the WPEA.

    The 2009 FFRDC survey collected the total number of postdocs employed by FFRDCs in the United States—categorized by source of support, citizenship, sex, and field of research—as of October 1, 2009. The universe for the 2009 GSS-FFRDC survey was the Master Government List of Federally Funded Research and Development Centers. The 2009 survey also contacted the NIH’s Intramural Research Program because it employs the largest number of postdocs in the federal government. The FFRDC survey collected data via a web instrument. Topics included the type of support the postdocs received (federal and nonfederal), their sex, citizenship, race/ethnicity, and field of research.

    SMAC{sup 4} is the US Department of Energy`s (DOE) information system that collects, stores, and analyzes information on all unclassified shipments to and from DOE facilities. SMAC is operated for and under the direction of DOE`s Office of Environmental Management (EM) Transportation Management Division (TMD). Currently, SMAC serves DOE Headquarters, Operations offices, Field Offices, and 64 field locations. The system provides data and analysis services to DOE and its contractors, transportation managers, and specialists.
