    The Air Risk Information Support Center (Air RISC) was initiated in early 1988 by the US Environmental Protection Agency`s (EPA) Office of Health and Environmental Assessment (OHEA) and the Office of Air Quality Planning and Standards (OAQPS) as a technology transfer effort that would focus on providing information to state and local environmental agencies and to EPA Regional Offices in the areas of health, risk, and exposure assessment for toxic air pollutants. Technical information is fostered and disseminated by Air RISCs three primary activities: (1) a {open_quotes}hotline{close_quotes}, (2) quick turn-around technical assistance projects, and (3) general technical guidance projects. 1 ref., 2 figs.

    The U.S. Department of Energy’s (DOE or the Department) Clean Energy Investment Center (CEIC), a component of the Office of Technology Transitions, is issuing this Request for Information (RFI) to gain public input on its efforts to expand and facilitate public access to the Department’s resources and to mobilize investment in U.S. clean energy technology. The CEIC also is seeking information through this RFI to further define the scope and priorities of the services it provides to the general public, specifically to mission-driven investors, as well as the investment community more broadly. The information collected may be used for internal CEIC planning and decision-making to ensure that future activities maximize public benefit while advancing the Administration’s goals for leading the world in building a competitive, clean energy economy; securing America’s energy future; reducing carbon pollution; and creating domestic jobs.

CDIAC's staff also provides technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC's staff. This report provides an account of the activities accomplished by CDIAC during the period October 1, 1990 to September 30, 1991. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC's response to those inquiries. An analysis and description of the preparation and distribution of numeric data packages, computer model packages, technical reports, newsletters, factsheets, specially publications, and reprints is provided.     The Carbon Dioxide Information Analysis Center (CDIAC), which includes the World Data Center (WDC) for Atmospheric Trace Gases, is the primary global change data and information analysis center of the U.S. Department of Energy (DOE). More than just an archive of data sets and publications, CDIAC has, since its inception in 1982, enhanced the value of its holdings through intensive quality assurance, documentation, and integration. Whereas many traditional data centers are discipline-based (for example, meteorology or oceanography), CDIAC's scope includes potentially anything and everything that would be of value to users concerned with the greenhouse effect and global climate change, including atmospheric concentrations and atmospheric emissions of carbon dioxide (CO{sub 2}) and other radiatively active gases; the role of the terrestrial biosphere and the oceans in the biogeochemical cycles of greenhouse gases; long-term climate trends; the effects of elevated CO{sub 2} on vegetation; and the vulnerability of coastal areas to rising sea levels.

    The nuclear industry, and the business world in general, is facing a rapidly increasing amount of data to be dealt with on a daily basis. In the last two decades, the steady improvement of data storage devices and means to create and collect data along the way influenced the manner in which we deal with information. Most data is still stored without filtering and refinement for later use. Many functions at a nuclear power plant generate vast amounts of data, with scheduled and unscheduled outages being a prime example of a source of some of the most complex data sets at the plant. To make matters worse, modern information and communications technology is making it possible to collect and store data faster than our ability to use it for making decisions. However, in most applications, especially outages, raw data has no value in itself; instead, managers, engineers and other specialists want to extract the information contained in it. The complexity and sheer volume of data could lead to information overload, resulting in getting lost in data that may be irrelevant to the task at hand, processed in an inappropriate way, or presented in an ineffective way. To prevent information overload, many data sources are ignored so production opportunities are lost because utilities lack the ability to deal with the enormous data volumes properly. Decision-makers are often confronted with large amounts of disparate, conflicting and dynamic information, which are available from multiple heterogeneous sources. Information and communication technologies alone will not solve this problem. Utilities need effective methods to exploit and use the hidden opportunities and knowledge residing in unexplored data resources. Superior performance before, during and after outages depends upon the right information being available at the right time to the right people.     During the course of a fiscal year, Oak Ridge National Laboratory`s Carbon Dioxide Information Analysis Center (CDIAC) distributes thousands of specialty publications-numeric data packages (NDPs), computer model packages (CMPs), technical reports, public communication publications, newsletters, article reprints, and reference books-in response to requests for information related to global environmental issues, primarily those pertaining to climate change. CDIAC`s staff also provide technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC`s staff. This report provides an account of the activities accomplished by CDIAC (including World Data Center-A for Atmospheric Trace Gases) during the period October 1, 1992, to September 30, 1993. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC`s response to those inquiries. An analysis and description of the preparation and distribution of NDPS, CMPS, technical reports, newsletters, fact sheets, specialty publications, and reprints are provided. Comments and descriptions of CDIAC`s information management systems, professional networking, and special bilateral agreements are also presented.

The EDB work includes verification of the quality of the EDB, provision for user-friendly software to access and process the data, exploration and/or confirmation of embrittlement prediction models, provision for rapid investigation of regulatory issues, and provision for the technical bases for voluntary consensus standards or regulatory guides. The EDB is designed for use with a personal computer. The data are collected into "raw data files." Traceability of all data is maintained by including complete references along with the page numbers. External data verification of the PR-EDB is the responsibility of the vendors, who were responsible for the insertion and testing of the materials in the surveillance capsules. Internal verification is accomplished by checking against references and checking for inconsistencies. Examples of information contained in the EDBs are: Charpy data, tensile data, reactor type, irradiation environments, fracture toughness data, instrumented Charpy data, pressure-temperature (P-T) data, chemistry data, and material history. The TR-EDB additionally has annealing Charpy data. The current version of the PR-EDB contains the test results from 269 Charpy capsules irradiated in 101 reactors. These results include 320 plate data points, 123 forging data points, 113 standard reference materials (SRMS) or correlation monitor (CM) points, 244 weld material data points, and 220 heat-affected-zone (HAZ) material data points. Similarly, the TR-EDB contains information for 290 SRM or CM points, 342 plate data points, 165 forging data points, 378 welds, and 55 HAZ materials.     Once again, the most recent fiscal year was a productive one for the Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), as well as a year for change. The FY 1998 in Review section in this report summarizes quite a few new and updated data and information products, and the ''What's Coming in FY 1999'' section describes our plans for this new fiscal year. During FY 1998, CDIAC began a data-management system for AmeriFlux, a long-term study of carbon fluxes between the terrestrial biosphere of the Western Hemisphere and the atmosphere. The specific objectives of AmeriFlux are to establish an infrastructure for guiding, collecting, synthesizing, and disseminating long-term measurements of CO{sub 2}, water, and energy exchange from a variety of ecosystems; collect critical new information to help define the current global CO{sub 2} budget; enable improved predictions of future concentrations of atmospheric CO{sub 2}; and enhance understanding of carbon fluxes. Net Ecosystem Production (NEP), and carbon sequestration in the terrestrial biosphere. The data-management system, available from CDIAC'S AmeriFlux home page (http://cdiac.esd.ornl.gov/programs/ameriflux/ ) is intended to provide consistent, quality-assured, and documented data across all AmeriFlux sites in the US, Canada, Costa Rica, and Brazil. It is being developed by Antoinette Brenkert and Tom Boden, with assistance from Susan Holladay (who joined CDIAC specifically to support the AmeriFlux data-management effort).

    RSICC came into existence in 1962 largely as a result of the report made by Alvin Weinbergand others to the Executive Office of the President of the United States on the 'information explosion' and the role of the technical community and government in its preservation and use. This report became known as the Weinberg Report. Its theme was 'Information is an integral part of science; without proper handling of information, science cannot function.' The report recommended the establishment of specialized information centers -'to digest and evaluate -to make condensations and reviews -thus saving the time of the individual research scientist and engineer.'

    The CEA Cadarache research center is one of the 10 research centers of the French Alternative Energies and Atomic Energy Commission (CEA). Distributed throughout various research platforms, it focuses on nuclear fission, nuclear fusion, new energy technologies (hydrogen, solar, biomass) and fundamental research in the field of vegetal biology. It is the most important technological research and development centers for energy in Europe. Considering the sensitive nature of nuclear activities, the questions surrounding the issue of radioactive waste, the nuclear energy and the social, economic and environmental concerns for present and future generations, the French Government asked nuclear actors to open communication and to give all the information asked by the Local Information Commission (CLI) and the public [1]. In this context, the CEA Cadarache has decided to better show and explain its expertise and experience in the area of nuclear energy and nuclear power plant design, and to make it available to stakeholders and to the public. CEA Cadarache receives each year more than 9000 visitors. To complete technical visits of the research facilities and laboratories, a scientific cultural center has been built in 2011 to inform the public on CEA Cadarache research activities and to facilitate the acceptance of nuclear energy in a way suited to the level of knowledge of the visitors. A modern interactive exhibition of 150 m{sup 2} allows visitors to find out more about energy, CEA Cadarache research programs, radioactive waste management and radiological impact on the research center activities. It also offers an auditorium for group discussions and for school groups to discover science through enjoyment. This communication center has received several thousand visitors since its opening on October 2011; the initial results of this experience are now available.     Funding from the Department of Energy and the Annenberg/CPB Math and Science Project have helped the Association of Science-technology Centers Incorporated (ASTC) to establish and sustain an on-line community of informal science educators nationwide. The Project, called the Informal Science Educators Network Project (ISEN), is composed primarily of informal science educators and exhibit developers from science centers, museums, zoos, aquariums, botanical gardens, parks, and nature centers. Although museum-based professionals represent the majority of subscribers to ISEN, also involved are some classroom teachers and teacher educators from colleges and universities. Common to all ISEN participants is a commitment to school and science education reform. Specifically, funding from the Department of Energy helped to boot strap the effort, providing Barrier Reduction Vouchers to 123 educators that enabled them participate in ISEN. Among the major accomplishments of the Project are these: (1) assistance to 123 informal science educators to attend Internet training sessions held in connection with the Project and/or purchase hardware and software that linked them to the Internet; (2) Internet training for 153 informal science educators; (3) development of a listserv which currently has over 180 subscribers--an all-time high; (4) opportunity to participate in four web chats involving informal science educators with noted researchers; (5) development of two sites on the World Wide Web linking informal science educators to Internet resources; (6) creation of an on-line collection of over 40 articles related to inquiry-based teaching and science education reform. In order to continue the momentum of the Project, ASTC has requested from the Annenberg/CPB Math and Science project a no/cost extension through December 1997.

    Data were collected at the Shelly Ridge Girl Scout Center using an Aeolian Kinetics PDL-24 data acquisition system. Instantaneous data readings were recorded each 15 seconds by the microprocessor. These channel readings were then averaged to produce hourly values which were then stored on an audio cassette. These hourly data were then transcribed to the AIAF archive. The Girl Scout Center features an 861 square foot unvented Trombe wall, a direct gain sunspace, and two rooftop collectors for heating domestic water.

    The report is an overview of the information-analytical system designed to assure radiation safety of workers. The system was implemented in the Northwest Radioactive Waste Management Center 'SevRAO' (which is a branch of the Federal State Unitary Enterprise 'Radioactive Waste Management Enterprise RosRAO'). The center is located in the Northwest Russia. In respect to 'SevRAO', the Federal Medical-Biological Agency is the regulatory body, which deals with issues of radiation control. The main document to regulate radiation control is 'Reference levels of radiation factors in radioactive wastes management center'. This document contains about 250 parameters. We have developed a software tool to simplify control of these parameters. The software includes: input interface, the database, dose calculating module and analytical block. Input interface is used to enter radiation environment data. Dose calculating module calculates the dose on the route. Analytical block optimizes and analyzes radiation situation maps. Much attention is paid to the GUI and graphical representation of results. The operator can enter the route at the industrial site or watch the fluctuations of the dose rate field on the map. Most of the results are presented in a visual form. Here we present some analytical tasks, such as comparison of the dose rate in some point with control levels at this point, to be solved for the purpose of radiation safety control. The program helps to identify points making the largest contribution to the collective dose of the personnel. The tool can automatically calculate the route with the lowest dose, compare and choose the best route. The program uses several options to visualize the radiation environment at the industrial site. This system will be useful for radiation monitoring services during the operation, planning of works and development of scenarios.     Purpose: The role of physicist in the academic and private hospital environment continues to evolve and expand. This becomes more obvious with the newly revised requirements of the Joint Commission (JC) on imaging modalities and the continued updated requirements of ACR accreditation for medical physics (i.e., starting in June 2014, a physicists test will be needed before US accreditation). We provide an informative review on the role of diagnostic medical physicist and hope that our experience will expedite junior physicists in understanding their role in medical centers, and be ready to more opportunities. Methods: Based on our experience, diagnostic medical physicists in both academic and private medical centers perform several clinical functions. These include providing clinical service and physics support, ensuring that all ionizing radiation devices are tested and operated in compliance with the State and Federal laws, regulations and guidelines. We also discuss the training and education required to ensure that the radiation exposure to patients and staff is as low as reasonably achievable. We review the overlapping roles of medical and health physicist in some institutions. Results: A detailed scheme on the new requirements (effective 7/1/2014) of the JC is provided. In 2015, new standards for fluoroscopy, cone beam CT and the qualifications of staff will be phased in. A summary of new ACR requirements for different modalities is presented. Medical physicist have other duties such as sitting on CT and fluoroscopy committees for protocols design, training of non-radiologists to meet the new fluoroscopy rules, as well as helping with special therapies such as Yittrium 90 cases. Conclusion: Medical physicists in both academic and private hospitals are positioned to be more involved and prominent. Diagnostic physicists need to be more proactive to involve themselves in the day to day activities of the radiology department.

    The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy’s (DOE’s) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. This production environment includes multiple national and international climate projects (such as the Community Earth System Model and the Coupled Model Intercomparison Project), ocean model data (such as the Parallel Ocean Program), observation data (Atmospheric Radiation Measurement Best Estimate, Carbon Dioxide Information and Analysis Center, Atmospheric Infrared Sounder, etc.), and analysis and visualization tools, all serving a diverse user community.     The Canadian Electricity Association (CEA) identified a need and contracted the Energy & Environmental Research Center (EERC) to create and maintain an information clearinghouse on global research and development activities related to mercury emissions from coal-fired electric utilities. With the support of CEA, the Center for Air Toxic Metals{reg_sign} (CATM{reg_sign}) Affiliates, and the U.S. Department of Energy (DOE), the EERC developed comprehensive quarterly information updates that provide a detailed assessment of developments in the various areas of mercury monitoring, control, policy, and research. A total of eight topical reports were completed and are summarized and updated in this final CEA quarterly report. The original quarterly reports can be viewed at the CEA Web site (www.ceamercuryprogram.ca). In addition to a comprehensive update of previous mercury-related topics, a review of results from the CEA Mercury Program is provided. Members of Canada's coal-fired electricity generation sector (ATCO Power, EPCOR, Manitoba Hydro, New Brunswick Power, Nova Scotia Power Inc., Ontario Power Generation, SaskPower, and TransAlta) and CEA, have compiled an extensive database of information from stack-, coal-, and ash-sampling activities. Data from this effort are also available at the CEA Web site and have provided critical information for establishing and reviewing a mercury standard for Canada that is protective of environment and public health and is cost-effective.     Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case

    The purpose of this inspection was to determine whether procurements by Westinghouse Savannah River Company and Bechtel Savannah River Inc. from their parent companies or other affiliated divisions were being effectively administered. Many of Bechtel`s procurements have been improperly burdened with indirect costs not permitted under the subcontract terms with Westinghouse, resulting in overcharges to DOE. It is recommended that the manager of Savannah River Operations office review the procurements to recover unallowable indirect costs, and strength administrative controls over this area. The DOE contract with Westinghouse and the subcontract with Bechtel have been found to contain conflicting contractual provisions regarding required competition. Recommendations are given.

    In Olympia, the Washington Energy Extension Service program is provided by the Olympic Renewable Resources Association's Energy Outreach Center. The Center has provided Thurston County residents with consistent and reliable information on energy conservation and renewable resources since 1980. During those four years, a seasonal pattern of activities has developed which reflects strong shifts in class attendance and inquiries by EOC users over the course of the year. Classes include: design of superinsulated passive solar and earth sheltered homes; sunspace design, coldframe construction and tax credits for solar energy systems; caulking, weatherstripping, storm windows and chimney cleaning; and solar and wood hot water systems. All are scheduled according to dictates of seasonal needs and interests.

    The Department of Energy, Golden Field Office, awarded a grant to the UNLV Research Foundation (UNLVRF) on August 1, 2005 to develop a solar and renewable energy information center. The Solar Technology Center (STC) is to be developed in two phases, with Phase I consisting of all activities necessary to determine feasibility of the project, including design and engineering, identification of land access issues and permitting necessary to determine project viability without permanently disturbing the project site, and completion of a National Environmental Policy Act (NEPA) Environmental Assessment. Phase II is the installation of infrastructure and related structures, which leads to commencement of operations of the STC. The STC is located in the Boulder City designated 3,000-acre Eldorado Valley Energy Zone, approximately 15 miles southwest of downtown Boulder City and fronting on Eldorado Valley Drive. The 33-acre vacant parcel has been leased to the Nevada Test Site Development Corporation (NTSDC) by Boulder City to accommodate a planned facility that will be synergistic with present and planned energy projects in the Zone. The parcel will be developed by the UNLVRF. The NTSDC is the economic development arm of the UNLVRF. UNLVRF will be the entity responsible for overseeing the lease and the development project to assure compliance with the lease stipulations established by Boulder City. The STC will be operated and maintained by University of Nevada, Las Vegas (UNLV) and its Center for Energy Research (UNLV-CER). Land parcels in the Eldorado Valley Energy Zone near the 33-acre lease are committed to the construction and operation of an electrical grid connected solar energy production facility. Other projects supporting renewable and solar technologies have been developed within the energy zone, with several more developments in the horizon.

Key PCEAC tasks have included: - Preparing, organizing and conducting educational seminars on various aspects of CHP - Conducting state baseline assessments for CHP - Working with state energy offices to prepare state CHP action plans - Providing technical support services including CHP/district energy project feasibility screenings - Working with state agencies on CHP policy development - Developing additional CHP educational materials The primary specific services that PCEAC has offered include: - A CHP “information clearinghouse “ website: http://www.pacificcleanenergy.org - Site evaluations and potential projects screenings - Assessment of CHP status, potential, and key issues for each state - Information and training workshops - Policy and regulatory guidance documents and other interactions These services were generally offered at no cost to client groups based on the DOE funding and additional activities supported by the California Energy Commission, except for the in-kind staff resources needed to provide input data and support to PCEAC assessments at host sites. Through these efforts, the PCEAC reached thousands of end-users and directly worked with several dozen organizations and potential CHP “host sites” from 2009-2013. The major activities and outcomes of PCEAC project work are described.

    The Mid Atlantic Clean Energy Application Center (MACEAC), managed by The Penn State College of Engineering, serves the six states in the Mid-Atlantic region (Pennsylvania, New Jersey, Delaware, Maryland, Virginia and West Virginia) plus the District of Columbia. The goals of the Mid-Atlantic CEAC are to promote the adoption of Combined Heat and Power (CHP), Waste Heat Recovery (WHR) and District Energy Systems (DES) in the Mid Atlantic area through education and technical support to more than 1,200 regional industry and government representatives in the region. The successful promotion of these technologies by the MACEAC was accomplished through the following efforts; (1)The MACEAC developed a series of technology transfer networks with State energy and environmental offices, Association of Energy Engineers local chapters, local community development organizations, utilities and, Penn State Department of Architectural Engineering alumni and their firms to effectively educate local practitioners about the energy utilization, environmental and economic advantages of CHP, WHR and DES; (2) Completed assessments of the regional technical and market potential for CHP, WHR and DE technologies application in the context of state specific energy prices, state energy and efficiency portfolio development. The studies were completed for Pennsylvania, New Jersey and Maryland and included a set of incentive adoption probability models used as a to guide during implementation discussions with State energy policy makers; (3) Using the technical and market assessments and adoption incentive models, the Mid Atlantic CEAC developed regional strategic action plans for the promotion of CHP Application technology for Pennsylvania, New Jersey and Maryland; (4) The CHP market assessment and incentive adoption model information was discussed, on a continuing basis, with relevant state agencies, policy makers and Public Utility Commission organizations resulting in CHP favorable incentive

    In toroidal fusion devices it is relatively easy that electrons achieve relativistic velocities, so to simulate runaway electrons and other high energy phenomena a nonrelativistic guiding center formalism is not sufficient. Relativistic guiding center equations including flute mode time dependent field perturbations are derived. The same variables as used in a previous nonrelativistic guiding center code are adopted, so that a straightforward modifications of those equations can produce a relativistic version.

    Data centers use about 2% of the electricity in the United States; a typical data center has 100 to 200 times the energy use intensity of a commercial building. Data centers present tremendous opportunities--energy use can be reduced as much as 80% between inefficient and efficient data centers.     The Midwest Clean Energy Application Center (CEAC) was one of eight regional centers that promoted and assisted in transforming the market for combined heat and power (CHP), waste heat to power (WHP), and district energy (DE) technologies and concepts throughout the United States between October 1, 2009 and December 31, 2013. The key services the CEACs provided included: Market Opportunity Analyses – Supporting analyses of CHP market opportunities in diverse markets including industrial, federal, institutional, and commercial sectors. Education and Outreach – Providing information on the energy and non-energy benefits and applications of CHP to state and local policy makers, regulators, energy end-users, trade associations and others. Information was shared on the Midwest CEAC website: www.midwestcleanergy.org. Technical Assistance – Providing technical assistance to end-users and stakeholders to help them consider CHP, waste heat to power, and/or district energy with CHP in their facility and to help them through the project development process from initial CHP screening to installation. The Midwest CEAC provided services to the Midwest Region that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

    Data centers consume roughly 2% of all energy used in the United States, and their carbon footprint is projected to exceed that of the airline industry by 2020. Nearly 50% of data center energy typically goes to non-Information Technology (IT) loads, such as cooling, fans, humidification, and lighting. In the Federal sector, agencies currently lease space from the U.S. General Services Administration (GSA) to operate more than 1,400 data centers.     Executive Summary Renewable Energy Initiatives for Clark County Parks and Recreation Solar Project DOE grant # DE-EE0003180 In accordance with the goals of the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy for promoting solar energy as clean, carbon-free and cost-effective, the County believed that a recreational center was an ideal place to promote solar energy technologies to the public. This project included the construction of solar electricity generation facilities (40kW) at two Clark County facility sites, Desert Breeze Recreational Center and Hollywood Recreational Center, with educational kiosks and Green Boxes for classroom instruction. The major objectives and goals of this Solar Project include demonstration of state of the art technologies for the generation of electricity from solar technology and the creation of an informative and educational tool in regards to the benefits and process of generating alternative energy. Clark County partnered with Anne Johnson (design architect/consultant), Affiliated Engineers Inc. (AEI), Desert Research Institute (DRI), and Morse Electric. The latest photovoltaic technologies were used in the project to help create the greatest expected energy savings for60443 each recreational center. This coupled with the data created from the monitoring system will help Clark County and NREL further understand the real time outputs from the system. The educational portion created with AEI and DRI incorporates material for all ages with a focus on K - 12. The AEI component is an animated story telling the fundamentals of how sunlight is turned into electricity and DRI‘s creation of Solar Green Boxes brings environmental education into the classroom. In addition to the educational component for the public, the energy that is created through the photovoltaic system also translates into saved money and health benefits for the general public. This project has helped Clark County to further add to its own

    Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: • Development and Pilot of a New Advanced Welding Curriculum, • Program Enhancement of Non-Destructive Examination (NDE) Technology, • Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, • Project Management and Reporting.     Sandia and Forest City have established a Cooperative Research and Development Agreement (CRADA), and the partnership provides a unique opportunity to take technology research and development from demonstration to application in a sustainable community. A project under that CRADA, Aperture Center Energy Showcase, offers a means to develop exhibits and demonstrations that present feedback to community members, Sandia customers, and visitors. The technologies included in the showcase focus on renewable energy and its efficiency, and resilience. These technologies are generally scalable, and provide secure, efficient solutions to energy production, delivery, and usage. In addition to establishing an Energy Showcase, support offices and conference capabilities that facilitate research, collaboration, and demonstration were created. The Aperture Center project focuses on establishing a location that provides outreach, awareness, and demonstration of research findings, emerging technologies, and project developments to Sandia customers, visitors, and Mesa del Sol community members.

    The mission of the Sustainable Bioenergy Development Center (SBDC) is to enhance the capability of America’s bioenergy industry to produce transportation fuels and chemical feedstocks on a large scale, with significant energy yields, at competitive cost, through sustainable production techniques. Research within the SBDC is organized in five areas: (1) Development of Sustainable Crops and Agricultural Strategies, (2) Improvement of Biomass Processing Technologies, (3) Biofuel Characterization and Engine Adaptation, (4) Production of Byproducts for Sustainable Biorefining, and (5) Sustainability Assessment, including evaluation of the ecosystem/climate change implication of center research and evaluation of the policy implications of widespread production and utilization of bioenergy. The overall goal of this project is to develop new sustainable bioenergy-related technologies. To achieve that goal, three specific activities were supported with DOE funds: bioenergy-related research initiation projects, bioenergy research and education via support of undergraduate and graduate students, and Research Support Activities (equipment purchases, travel to attend bioenergy conferences, and seminars). Numerous research findings in diverse fields related to bioenergy were produced from these activities and are summarized in this report.

    A data center cooling system is operated in a first mode; it has an indoor portion wherein heat is absorbed from components in the data center, and an outdoor heat exchanger portion wherein outside air is used to cool a first heat transfer fluid (e.g., water) present in at least the outdoor heat exchanger portion of the cooling system during the first mode. The first heat transfer fluid is a relatively high performance heat transfer fluid (as compared to the second fluid), and has a first heat transfer fluid freezing point. A determination is made that an appropriate time has been reached to switch from the first mode to a second mode. Based on this determination, the outdoor heat exchanger portion of the data cooling system is switched to a second heat transfer fluid, which is a relatively low performance heat transfer fluid, as compared to the first heat transfer fluid. It has a second heat transfer fluid freezing point lower than the first heat transfer fluid freezing point, and the second heat transfer fluid freezing point is sufficiently low to operate without freezing when the outdoor air temperature drops below a first predetermined relationship with the first heat transfer fluid freezing point.

    The Molecular Science Research Center is a designated national user facility, available to scientists from universities, industry, and other national laboratories.     Computational Science is an integral component of Brookhaven's multi science mission, and is a reflection of the increased role of computation across all of science. Brookhaven currently has major efforts in data storage and analysis for the Relativistic Heavy Ion Collider (RHIC) and the ATLAS detector at CERN, and in quantum chromodynamics. The Laboratory is host for the QCDOC machines (quantum chromodynamics on a chip), 10 teraflop/s computers which boast 12,288 processors each. There are two here, one for the Riken/BNL Research Center and the other supported by DOE for the US Lattice Gauge Community and other scientific users. A 100 teraflop/s supercomputer will be installed at Brookhaven in the coming year, managed jointly by Brookhaven and Stony Brook, and funded by a grant from New York State. This machine will be used for computational science across Brookhaven's entire research program, and also by researchers at Stony Brook and across New York State. With Stony Brook, Brookhaven has formed the New York Center for Computational Science (NYCCS) as a focal point for interdisciplinary computational science, which is closely linked to Brookhaven's Computational Science Center (CSC). The CSC has established a strong program in computational science, with an emphasis on nanoscale electronic structure and molecular dynamics, accelerator design, computational fluid dynamics, medical imaging, parallel computing and numerical algorithms. We have been an active participant in DOES SciDAC program (Scientific Discovery through Advanced Computing). We are also planning a major expansion in computational biology in keeping with Laboratory initiatives. Additional laboratory initiatives with a dependence on a high level of computation include the development of hydrodynamics models for the interpretation of RHIC data, computational models for the atmospheric transport of aerosols, and models for combustion and for energy utilization.     The Supernova Science Center (SNSC) was founded in 2001 to carry out theoretical and computational research leading to a better understanding of supernovae and related transients. The SNSC, a four-institutional collaboration, included scientists from LANL, LLNL, the University of Arizona (UA), and the University of California at Santa Cruz (UCSC). Intitially, the SNSC was funded for three years of operation, but in 2004 an opportunity was provided to submit a renewal proposal for two years. That proposal was funded and subsequently, at UCSC, a one year no-cost extension was granted. The total operational time of the SNSC was thus July 15, 2001 - July 15, 2007. This document summarizes the research and findings of the SNSC and provides a cummulative publication list.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.
