    DOE`s ATS Program will lead to the development of an optimized, energy efficient, and environmentally friendly gas turbine power systems in the 3 to 20 MW class. Market studies were conducted for application of ATS to the dispersed/distributed electric power generation market. The technology studies have led to the design of a gas-fired, recuperated, industrial size gas turbine. The Ceramic Stationary Gas Turbine program continues. In the High Performance Steam Systems program, a 100 hour development test to prove the advanced 1500 F, 1500 psig system has been successfully completed. A market transformation will take place: the customer will be offered a choice of energy conversion technologies to meet heat and power generation needs into the next century.

    Various systems and methods are described for a variable geometry turbine. In one example, a turbine nozzle comprises a central axis and a nozzle vane. The nozzle vane includes a stationary vane and a sliding vane. The sliding vane is positioned to slide in a direction substantially tangent to an inner circumference of the turbine nozzle and in contact with the stationary vane.

    With the tendency for vertical disintegration of control and/or ownership of assets within the industry, however, properly defining the relevant product in horizontal competition at each stage of production, transmission, distribution, and marketing assumes increasing importance. There is every reason to expect that market power issues and antitrust concerns will arise in each of the five dimensions outlined above. In each case, the author believes the framework will continue to be properly measuring market shares and concentration for carefully defined product and geographic markets as a basis for making informed judgments about market power concerns. The modeling of industry demand, supply, and competitive interactions certainly helps to inform this process by testing the proper scopes of product and geographic markets and of the economic significance of productive assets in the market defined. Modeling should also help the screening process where the issue is possible market power in markets being restructured for retail competition.

  14. An overview of naturally occurring radioactive materials (NORM) in the petroleum industry

    Oil and gas extraction and processing operations sometimes accumulate naturally occurring radioactive materials (NORM) at concentrations above normal in by-product waste streams. Results from NORM surveys indicate that radionuclide concentrations can be quite variable, ranging from undetectable to extremely high levels. To date, efforts to characterize the geographic distribution of NORM have been limited by poor statistical representation. In addition, the fate of NORM in the environment has not been fully defined, and few human health risk assessment have been conducted. Both the petroleum industry and regulators are becoming increasingly concerned about the presence of NORM. At present, most existing federal environmental regulations do not address oil and gas NORM, and only a few states have developed regulatory programs. Available data suggest that the occurrence of NORM (and associated health risks) is significant enough to warrant increased regulatory control. However, before these regulations can be developed, additional research is needed to (1) better characterize the occurrence and distribution of NORM throughout the industry, (2) quantify hazards posed by NORM to industry workers and the general public, and (3) develop effective waste treatment and minimization technologies that will lower the risk associated with NORM and reduce disposal costs.

  15. A general overview of the Mexican battery industry with the effects and opportunities that NAFTA will have on it

    This article, overviewing the past and future of the Mexican battery manufacturing industry, was originally presented at the 1994 IBMA Convention. The past history of Mexican battery manufacturing remains factual and unchanged. However, the present is still developing in ways unforeseen at this time, especially with the acceptance of Mexico into the the North American Free Trade Agreement (NAFTA). Previous to NAFTA, the Mexican battery market was protected by import duties approaching one hundred percent. This protection made the battery industry in Mexico inefficient against international competition. Mexico was accepted into the General Agreement of Tariffs and Trade (GATT) in 1985 which made the economy start to open, with import duties reduced and import licenses required for only a few items. The NAFTA agreement, phased in over fifteen years beginning in 1994, reduces tariffs to zero for trade between Canada, the USA, and Mexico. The articles focuses on trends in automotive parts trade, including batteries; rules of origin that determine whether a good can be traded freely; and evaluation of NAFTA and trade trends in the period Jan. to June, 1994.

    Regardless of cost and performance some wind projects are unable to proceed to commissioning as a result of deployment barriers. Principal deployment barriers in the industry today include: wildlife, public acceptance, access to transmission, and radar. To date, methods for understanding these non-technical barriers have failed to accurately characterize the costs imposed by deployment barriers and the degree of impact to the industry. Analytical challenges include limited data and modeling capabilities. Changes in policy and regulation, among other factors, also add complexity to analysis of impacts from deployment barriers. This presentation details preliminary results from new NREL analysis focused on quantifying the impact of deployment barriers on the wind resource of the United States, the installed cost of wind projects, and the total electric power system cost of a 20% wind energy future. In terms of impacts to wind project costs and developable land, preliminary findings suggest that deployment barriers are secondary to market drivers such as demand. Nevertheless, impacts to wind project costs are on the order of $100/kW and a substantial share of the potentially developable windy land in the United States is indeed affected by deployment barriers.

    Fossil fuels (i.e., coal, oil, and natural gas) provide about 85% of the world's energy, sustaining our standard-of-living. They are inexpensive, transportable, safe, and relatively abundant. At the same time, their use contributes to problems such as air quality and acid rain that are being addressed through various control efforts and to the problem of global warming, which is now being considered by governments of the world. This talk will focus on six key aspects of the scientific findings that are leading to proposals for significant limitation of the emissions of fossil-fuel-derived carbon dioxide and limitations on emissions of other greenhouse gases that can influence the global climate, including substances used in the refrigeration and air-conditioning industries.

An overview is given of the nature of remaining life assessment and examples given of methods developed for headers, seam-welded pipe and fired heaters. The more common problems associated with weldments are also reviewed.

  1. Develop and Manufacture an airlock sliding tray

    Objective: The goal of this project is to continue to develop an airlock sliding tray and then partner with an industrial manufacturing company for production. The sliding tray will be easily installed into and removed from most glovebox airlocks in a few minutes. Technical Approach: A prototype of a sliding tray has been developed and tested in the LANL cold lab and 35 trays are presently being built for the plutonium facility (PF-4). The current, recently approved design works for a 14-inch diameter round airlock and has a tray length of approximately 20 inches. The grant will take the already tested and approved round technology and design for the square airlock. These two designs will be suitable for the majority of the existing airlocks in the multitude of DOE facilities. Partnering with an external manufacturer will allow for production of the airlock trays at a much lower cost and increase the availability of the product for all DOE sites. Project duration is estimated to be 12-13 months. Benefits: The purpose of the airlock sliding trays is fourfold: 1) Mitigate risk of rotator cuff injuries, 2) Improve ALARA, 3) Reduce risk of glovebox glove breaches and glove punctures, and 4) Improve worker comfort. I have had the opportunity to visit many other DOE facilities including Savannah, Y-12, ORNL, Sandia, and Livermore for assistance with ergonomic problems and/or injuries. All of these sites would benefit from the airlock sliding tray and I can assume all other DOE facilities with gloveboxes built prior to 1985 could also use the sliding trays.

    This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    Now that increasing numbers of nuclear power stations are reaching the end of their commercially useful lives, the management of the large quantities of very low level radioactive material that arises during their decommissioning has become a major subject of discussion, with very significant economic implications. Much of this material can, in an environmentally advantageous manner, be recycled for reuse without radiological restrictions. Much larger quantities--2-3 orders of magnitude larger--of material, radiologically similar to the candidate material for recycling from the nuclear industry, arise in non-nuclear industries like coal, fertilizer, oil and gas, mining, etc. In such industries, naturally occurring radioactivity is artificially concentrated in products, by-products or waste to form TENORM (Technologically Enhanced Naturally Occurring Radioactive Material). It is only in the last decade that the international community has become aware of the prevalence of TENORM, specially the activity levels and quantities arising in so many non-nuclear industries. The first reaction of international organizations seems to have been to propose different standards for the nuclear and non-nuclear industries, with very stringent release criteria for radioactive material from the regulated nuclear industry and up to thirty to a hundred times more liberal criteria for the release/exemption of TENORM from the as yet unregulated non-nuclear industries. There are significant strategic issues that need to be discussed and resolved. Some examples of these are: - Disposal aspects of long-lived nuclides, - The use of radioactive residues in building materials, - Commercial aspects of differing and discriminating criteria in competing power industries in a world of deregulated electric power production.     This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     The regulation of hazardous air pollutants by Title III of the Clean Air Act Amendments of 1990 has a potential wide-ranging impact for the natural gas industry. Title III includes a list of 189 hazardous air pollutants (HAPs) which are targeted for reduction. Under Title III, HAP emissions from major sources will be reduced by the implementation of maximum achievable control technology (MACT) standards. If the source is defined as a major source, it must also comply with Title V (operating permit) and Title VII (enhanced monitoring) requirements. This presentation will review Title III`s effect on the natural gas industry by discussing the regulatory requirements and schedules associated with MACT as well as the control technology options available for affected sources.

  10. Benzene exposure in the petroleum distribution industry associated with leukemia in the United Kingdom: Overview of the methodology of a case-control study

    This paper describes basic principles underlying the methodology for obtaining quantitative estimates of benzene exposure in the petroleum marketing and distribution industry. Work histories for 91 cases of leukemia and 364 matched controls (4 per case) identified for a cohort of oil distribution workers up to the end of 1992 were obtained, primarily from personnel records. Information on the distribution sites, more than 90% of which were closed at the time of data collection, was obtained from site visits and archive material. Industrial hygiene measurements measured under known conditions were assembled for different tasks. These were adjusted for conditions where measured data were not available using variables known to influence exposure, such as temperature, technology, percentage of benzene in fuel handled, products handled, number of loads, and job activity. A quantitative estimate of dermal contact and peak exposure was also made. 20 refs., 1 fig., 3 tabs.

    We have studied the sliding behavior for a 19 M Al(110)/Al(110) defective crystal at 15 GPa as a function of relative sliding velocity. The general features are qualitatively similar to smaller scale (1.4 M) atom simulations for Al(111)/Al(110) nondefective single crystal sliding. The critical velocity, v{sub c}, is approximately the same for the defective crystal as the size scaled v{sub c}. The lower velocity tangential force is depressed relative to the perfect crystal. The critical temperature, T*, is depressed relative to the perfect crystal. These conclusions are consistent with a lower value for f{sub c} for the defective crystal. The detailed features of structural transformation and the high velocity regime remain to be mapped.

    Modern design concepts for heat engines with increased thermal efficiency call for the utilization of ceramic components. In some applications, lubrication of these components will be difficult to maintain. Consequently, a need exists for an expanded understanding of the dry sliding wear behavior of ceramics. Sliding wear experiments were performed on several ceramic pairs (ZrO/sub 2/, Al/sub 2/O/sub 3/, Si/sub 3/N/sub 4/, SiC) from which wear rate data and information on the nature of the physical damage resulting from dry sliding were obtained. The wear evaluation was a pin-on-disc test. The test conditions included temperatures as high as 425/sup 0/C, a surface velocity of 0.3 m/s, and a normal force of 9.0 N. Most of the specimens experienced moderate to severe damage. Damage characterized as mild wear was observed in a single room temperature test. The coefficient of friction for the damaged specimens ranged from 0.7 to 1.0, while this value was consistently 0.24 for the undamaged specimen. The implications of these results for wear mechanisms are discussed.

    A bi-directional slide mechanism. A pair of master and slave disks engages opposite sides of the platform. Rotational drivers are connected to master disks so the disks rotate eccentrically about their respective axes of rotation. Opposing slave disks are connected to master disks on opposite sides of the platform by a circuitous mechanical linkage, or are electronically synchronized together using stepper motors, to effect coordinated motion. The synchronized eccentric motion of the pairs of master/slave disks compels smooth linear motion of the platform forwards and backwards without backlash. The apparatus can be incorporated in a MEMS device.

    Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few. The CMA defines a crisis as: ``an unplanned event that has the potential to significantly impact a company`s operability or credibility, or to pose a significant environment, economic or legal liability``; and crisis management as: ``those activities undertaken to anticipate or prevent, prepare for, respond to and recover from any incident that has the potential to greatly affect the way a company conducts its business.

    Because of its unique properties as a lightweight metal with high tensile strength, beryllium is widely used in applications including cell phones, golf clubs, aerospace, and nuclear weapons. Beryllium is also encountered in industries such as aluminium manufacturing, and in environmental remediation projects. Workplace exposure to beryllium particulates is a growing concern, as exposure to minute quantities of anthropogenic forms of beryllium may lead to sensitization and to chronic beryllium disease, which can be fatal and for which no cure is currently known. Furthermore, there is no known exposure-response relationship with which to establish a 'safe' maximum level of beryllium exposure. As a result, the current trend is toward ever lower occupational exposure limits, which in turn make exposure assessment, both in terms of sampling and analysis, more challenging. The problems are exacerbated by difficulties in sample preparation for refractory forms of beryllium, such as beryllium oxide, and by indications that some beryllium forms may be more toxic than others. This chapter provides an overview of sources and uses of beryllium, health risks, and occupational exposure limits. It also provides a general overview of sampling, analysis, and data evaluation issues that will be explored in greater depth in the remaining chapters. The goal of this book is to provide a comprehensive resource to aid personnel in a wide variety of disciplines in selecting sampling and analysis methods that will facilitate informed decision-making in workplace and environmental settings.

    The carbonate fuel cell promises highly efficient, cost-effective, environmentally superior power generation from pipeline natural gas, coal gas, biogas, and other gaseous and liquid fuels. ERC has been engaged in the development of this unique technology since the late 1970s, primarily focusing on the development of the Direct Fuel Cell (DFC) technology [1-6] pioneered by ERC. The DFC design incorporates the unique internal reforming feature which allows utilization of a hydrocarbon fuel directly in the fuel cell without requiring any external reforming reactor and associated heat exchange equipment. This approach provides upgrading of waste heat to chemical energy; thereby, it contributing to higher overall efficiency for conversion of fuel energy to electricity with low levels of environmental emissions. Among the internal reforming options, ERC has selected the Indirect Internal Reforming (IIR) - Direct Internal Reforming (DIR) combination as its baseline design. ERC plans to offer commercial DFC power plants in various sizes, initially focusing on the MW-scale units. The plan is to offer standardized, packaged MW-scale DFC power plants operating on natural gas or other hydrocarbon-containing fuels for commercial sale by the end of the decade. These power plants, which can be shop-fabricated and sited near the user, are ideally suited for distributed generation, industrial cogeneration, and uninterrupted power for military bases. After gaining experience from the early MW-scale power plants, and with maturing of the technology, ERC expects to introduce larger power plants operating on natural gas and/or coal gas or other fuels in the beginning of the 21st century. ERC has completed a technology program for product design verification, a predecessor of the current program, where the power plant design as well as the technology development were carried out to support a full-size field demonstration. These activities culminated in 130 kW stack tests in ERC

    A turbocharger having a sliding piston for regulating exhaust gas flow into the turbine wheel includes a set of first vanes mounted on a fixed first wall of the turbine nozzle and projecting axially toward an opposite second wall of the nozzle, and/or a set of second vanes mounted on the end of the piston and projecting in an opposite axial direction toward the first wall of the nozzle. For the/each set of vanes, there are leakage dams formed on the wall that is adjacent the vane tips when the piston is closed. The leakage dams are closely adjacent the vane tips and discourage exhaust gas from leaking in a generally radial direction past the vane tips as the piston just begins to open from its fully closed position.

    This paper provides an overview of a 8-year biopulping research effort conducted under the auspices of two biopulping consortia, involving the Universities of Wisconsin and Minnesota, the Forest Products Laboratory, and the industry. Biopulping, defined as the fungal pretreatment of wood chips for pulping, is an environmentally benign process that saves at least 30% electrical energy during mechanical refining, and improves paper quality in a 2-week period during laboratory trials. A rapid method of evaluating the benefits of biopulping has been found using the Simons staining procedures. We have identified a white-rot fungus Ceriporiopsis subvermispora which is effective on both hardwood and softwood species. This fungus can perform biopulping effectively if chips are steamed using the atmospheric steam for a very short period of time prior to fungal inoculation. Also, one of the major costs during the scale-up of biopulping is inoculum production. To this end, we have reduced the amount of inoculum dramatically (from 3 kg to 0.25 g dry weight of fungus per ton of dry wood) by adding corn steep liquor to the mycelial suspension. Current research is focused on large-scale decontamination of chips and maintenance of suitable temperature, aeration and moisture in chip piles so that biopulping can become a successful industrial process.

    This summary is prepared each year to provide an overview of the government-funded activities within the National Photovoltaics Program. The 1990 PV Program Achievements are listed. Launched the PV Manufacturing Technology initiative, designed to systematically lower PV module costs. Inaugurated the PV Concentrator Technologies Initiative by signing eight multiyear, cost-shared technology development subcontracts with concentrator companies. Established the PV Polycrystalline Thin-Film Initiative by signing six multiyear, cost-shared technology development subcontracts with six polycrystalline thin-film companies. Continued the Amorphous Silicon Project by awarding three new research and development contracts. Focused the resources of three program laboratories on finding solutions to industry's manufacturing problems: the Photovoltaic Device Fabrication Laboratory at Sandia National Laboratories and the Module Failure Analysis Laboratory and the Encapsulant Research Laboratory at SERI. Established an ongoing program to assist utilities in using PV for cost-effective, high-value applications. Completed nearly all of the construction planned for the first phase of PVUSA at Davis, California. Worked with the crystalline silicon PV industry on novel, low-cost cell fabrication processes and on resolving encapsulant problems. Took part in the development of qualification procedures tests for thin- and thick-film flat-plate modules and concentrator modules.

    How the process models developed at BNL are used to analyze industrial energy use is described and illustrated. Following a brief overview of the industry modeling program, the general methodology of process modeling is discussed. The discussion highlights the important concepts, contents, inputs, and outputs of a typical process model. A model of the US pulp and paper industry is then discussed as a specific application of process modeling methodology. Case study results from the pulp and paper model illustrate how process models can be used to analyze a variety of issues. Applications addressed with the case study results include projections of energy demand, conservation technology assessment, energy-related tax policies, and sensitivity analysis. A subsequent discussion of these results supports the conclusion that industry process models are versatile and powerful tools for energy end-use modeling and conservation analysis. Information on the current status of industry models at BNL is tabulated.

    Transfer layers on sliding steel surfaces play important roles in tribological performance of diamondlike carbon films. This study investigated the nature of transfer layers formed on M50 balls during sliding against diamondlike carbon (DLC) films (1.5 {mu}m thick) prepared by ion-beam deposition. Long-duration sliding tests were performed with steel balls sliding against the DLC coatings in dry nitrogen at room temperature and zero humidity. Test results indicated that the friction coefficients of test pairs were initially 0.12 but decreased steadily with sliding distance to 0.02-0.03 and remained constant throughout the tests, which lasted for more than 250,000 sliding cycles (30 km). This low-friction regime appeared to coincide with the formation of a carbon-rich transfer layer on the sliding surfaces of M50 balls. Micro-laser-Raman spectroscopy and electron microscopy were used to elucidate the structure and chemistry of these transfer layers and to reveal their possible role in the wear and friction behavior of DLC-coated surfaces.

    Progress made by industry toward attaining the voluntary 1980 energy efficiency improvement targets is reported. The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products.
