    Armco is a large customer on the West Penn Power, Ohio Power, and Ohio Edison systems. Two of the three utilities are considered low cost providers, one as a high cost provider. Even though all three utilities provide the same product in the same region of the country, the established regulatory system for setting rates has resulted in a price disparity between these suppliers that is economically unjustified. Deregulation and retail wheeling would correct this efficiency problem to the benefit of the ratepayers. Armco, along with many other energy intensive industrials, has a long history of involvement in traditional utility matters. Typically, this role has had two phases: First, at the local level, a partnership with the utility on the efficient transmission and distribution of energy into our facilities and involvement with the utility on the customer side of the meter with projects that affect power consumption and quality in the plant. The second phase is in the regulatory world. Typically, Armco is one of many adversaries jockeying for adoption of a particular revenue requirement and method of cost allocation in PUC hearings. At the state level, Armco has successfully appealed several PUC decisions that could adversely affect business. Armco management continues to support industrial positions at the federal level through trade associations such as ELCON. Armco`s role in the changing electric power industry is discussed.

    Industry contributes directly and indirectly (through consumed electricity) about 37% of the global greenhouse gas emissions, of which over 80% is from energy use. Total energy-related emissions, which were 9.9 GtCO2 in 2004, have grown by 65% since 1971. Even so, industry has almost continuously improved its energy efficiency over the past decades. In the near future, energy efficiency is potentially the most important and cost-effective means for mitigating greenhouse gas emissions from industry. This paper discusses the potential contribution of industrial energy efficiency technologies and policies to reduce energy use and greenhouse gas emissions to 2030.

    Electric and gas utilities are central middlemen in the energy business. Worldwide, more than 50% of all primary energy is transformed by utilities and delivered to final consumers through utility wires and pipes. The structure and behavior of the electricity and gas industries and the role and behavior of utilities are therefore important to all other energy industry players. The electricity and gas industries are special. Unlike oil, coal, or wood, electricity and gas are transported from producers to consumers mostly via fixed grids. This means that supplies are generally tied to specific markets and, unlike an oil tanker on the high seas, cannot be easily diverted elsewhere. These grids are natural monopolies inasmuch as having more than one wire or pipe along a given route is generally unnecessary duplicative. In addition, both supply and grid investments are generally large and lumpy. Industrial organization theory suggests that the coordination of industries can be achieved either through hierarchies or through markets. Hierarchies are generally preferred when the transaction costs of coordinating through markets is too high. These two elements of electricity and gas industry structure are the means of hierarchical coordination. This paper discusses the possibilities for changing the structure of utilities to one which has greater reliance on markets.

    The Pulp and Paper Industry in the United States is one of this country`s most energy intensive industries with energy generally being the second or third largest direct operating expense in mill budgets. As such, the industry has long had an effective energy conservation program and has recorded impressive reductions in energy use. It is also one of the two most capital intensive industries in the United States and has a long capital investment cycle, which can be estimated by various techniques at between 20 and 30 years. This paper discusses the estimated impact of the industry`s energy conservation achievements on long term emission reductions of greenhouse gases and will show how technological changes within the industry have impacted past emission reductions and the prospects for continued progress through emerging technologies. The importance to the global competitiveness of the industry of implementing technological change designed to reduce the emission of greenhouse gases within the industry`s normal investment cycle will also be reviewed.

    The industrial base of Chicago, and most Midwestern cities, continues to change. These changes are particularly visible in the manufacturing sector where the exodus of companies has left behind abandoned factories and industrial sites that now blight the urban landscape. As urban centers have seen a steady decline in their ability to attract and maintain their manufacturing base, great interest has been placed in seeing what can be done to attract economic activity back into the urban center. For most Midwestern cities, this often means trying to either replace or stem the tide of manufacturing facilities that have left the city for {open_quotes}greenfields{close_quotes} in suburban or rural locations or have simply moved overseas. On the replacement front, to compensate for the loss of manufacturing, some cities such as Chicago have managed to expand other areas of their economies, such as business services, finance, and tourism and recreation to maintain their vitality. This paper discusses three aspects of the changing economic landscape of Chicago and other Midwestern urban areas. First, some historical perspective will be provided on how Chicago came to be a manufacturing center and what factors since World War II have led manufacturing facilities to move away from the urban center. Second, the future prospects for manufacturing in the central city will be examined. Finally, what policies may help increase (or at the very least maintain) the concentration of manufacturing in Chicago will be discussed.

    This report evaluates the historical and current concentration of the US coal industry, with special consideration given to its potential impact on competitiveness and coal Prices. Four time periods are studied: 1970, 1980, 1990, and 1994. The report Presents data at various levels: nationwide, eastern US, western US, and subregions -- Powder River Basin, Rockies, Northern Appalachia, Central Appalachia, Southern Appalachia, Illinois Basin, and several smaller areas. The report presents data on mine size, number of mines, coal Prices, Production, and ownership. Herfindahl Hirschman indices (the surn of squares Of companies` market shares) were calculated on the coal Production and ownership data to represent concentration. Through these periods, the coal industry has been relatively unconcentrated aid highly competitive. However, in most parts of the country, concentration has increased dramatically since 1990, surpassing historical levels. Concentration is also expected to continue increasing. The effects of such concentration are felt unevenly, depending of factors unique to each coal buyer and each coal company merger, acquisition, or divestment. Generally, the population of potential suppliers for each buyer is limited quality constraints. Those buyers who are greatly limited by such factors can experience dramatic changes in the concentration of their supplier populations by mergers that may have little impact on other buyers.

    Compared with the experience of the 1990s, rising energy prices in recent years have led to questions about expectations of growth in industrial output, particularly in energy-intensive industries. Given the higher price trends, a review of expected growth trends in selected industries was undertaken as part of the production of Annual Energy Outlook 2005 (AEO). In addition, projections for the industrial value of shipments, which were based on the Standard Industrial Classification (SIC) system in AEO2004, are based on the North American Industry Classification System (NAICS) in AEO2005. The change in industrial classification leads to lower historical growth rates for many industrial sectors. The impacts of these two changes are highlighted in this section for two of the largest energy-consuming industries in the U.S. industrial sector-bulk chemicals and pulp and paper.

    The U. S. electric power industry today is on the road to restructuring a road heretofore uncharted. While parallels can be drawn from similar journeys taken by the airline industry, the telecommunications industry, and, most recently, the natural gas industry, the electric power industry has its own unique set of critical issues that must be resolved along the way. The transition will be from a structure based on a vertically integrated and regulated monopoly to one equipped to function successfully in a competitive market. The long-standing traditional structure of the electric power industry is the result of a complex web of events that have been unfolding for over 100 years. Some of these events had far-reaching and widely publicized effects. Other major events took the form of legislation. Still other events had effects that are less obvious in comparison (e.g., the appearance of technologies such as transformers and steam and gas turbines, the invention of home appliances, the man-made fission of uranium), and it is likely that their significance in the history of the industry has been obscured by the passage of time. Nevertheless, they, too, hold a place in the underpinnings of today`s electric industry structure. The purpose of this report, which is intended for both lay and technical readers, is twofold. First, it is a basic reference document that provides a comprehensive delineation of the electric power industry and its traditional structure, which has been based upon its monopoly status. Second, it describes the industry`s transition to a competitive environment by providing a descriptive analysis of the factors that have contributed to the interest in a competitive market, proposed legislative and regulatory actions, and the steps being taken by the various components of the industry to meet the challenges of adapting to and prevailing in a competitive environment.

    Considerable effort has been spent by the US Department of Energy and its contractors over the last few years to develop composite phase-change materials (CPCMs) for thermal energy storage (TES). This patented TES medium consists of a phase-change material (typically a salt or metal alloy) that is retained within the porous structure of a supporting material (typically a ceramic). The objectives of this study were to (1) introduce CPCMs to industries that may not otherwise be aware of them, (2) identify potentially attractive applications for CPCM in industry, (3) determine technical requirements that will affect the design of CPCM's for specific applications, and (4) generate interest among industrial firms for employing CPCM TES in their processes. The approach in this study was to examine a wide variety of industries using a series of screens to select those industries that would be most likely to adopt CPCM TES in their processes. The screens used in this study were process temperature, presence of time-varying energy flows, energy intensity of the industry, and economic growth prospects over the next 5 years. After identifying industries that passed all of the screens, representatives of each industry were interviewed by telephone to introduce them to CPCM TES, assess technical requirements for CPCM TES in their industry, and determine their interest in pursuing applications for CPCM TES. 11 refs., 4 tabs.

    Less than three weeks after the coup against Communist Party General Secretary Mikhail Gorbachev that eventually led to the disbanding of the Soviet Union, a technical delegation from the US entered the newly renamed city of St. Petersburg. The delegation visited manufacturing facilities and welding institutions that were changing from central control to a local decentralized operation and that were unsure of what would be the government's role in their operations. Plans for the trip began at the AWS Welding Show in Detroit, Mich., in April 1991, when in-depth discussions were held with Deputy Director Sergey Kuchuk-Yatsenko of the E.O.     More than 3,000 electric utilities in the United States provide electricity to sustain the Nation`s economic growth and promote the well-being of its inhabitants. At the end of 1996, the net generating capability of the electric power industry stood at more than 776,000 megawatts. Sales to ultimate consumers in 1996 exceeded 3.1 trillion kilowatthours at a total cost of more than $210 billion. In addition, the industry added over 9 million new customers during the period from 1990 through 1996. The above statistics provide an indication of the size of the electric power industry. Propelled by events of the recent past, the industry is currently in the midst of changing from a vertically integrated and regulated monopoly to a functionally unbundled industry with a competitive market for power generation. Advances in power generation technology, perceived inefficiencies in the industry, large variations in regional electricity prices, and the trend to competitive markets in other regulated industries have all contributed to the transition. Industry changes brought on by this movement are ongoing, and the industry will remain in a transitional state for the next few years or more. During the transition, many issues are being examined, evaluated, and debated. This report focuses on three of them: how wholesale and retail prices have changed since 1990; the power and ability of independent system operators (ISOs) to provide transmission services on a nondiscriminatory basis; and how issues that affect consumer choice, including stranded costs and the determination of retail prices, may be handled either by the US Congress or by State legislatures.

    The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

    Section 205(a)(2) of the Department of Energy Organization Act of 1977 requires the Administrator of the Energy Information Administration (EIA) to carry out a central, comprehensive, and unified energy data and information program that will collect, evaluate, assemble, analyze, and disseminate data and information relevant to energy resources, reserves, production, demand, technology, and related economic and statistical information. The purpose of this report is to provide a comprehensive overview of changes in the structure of the US coal industry between 1976 and 1991. The structural elements examined include the number of mines, average mine size, the size distribution of mines, and the size distribution of coal firms. The report measures changes in the market shares of the largest coal producers at the national level and in various regions. The Central Appalachian low-sulfur coal market is given special attention, and the market for coal reserves is examined. A history of mergers in the coal industry is presented, and changes in the proportions of US coal output that are produced by various types of companies, including foreign-controlled firms, are described. Finally, the impact of post-1991 mergers on the structure of the industry is estimated. The legislation that created the EIA vested the organization with an element of statutory independence. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high-quality information and to perform objective, credible analyses in support of deliberations by both public and private decisionmakers. Accordingly, this report does not purport to represent the policy positions of the US Department of Energy or the Administration.

    Suppliers to the Oil and Gas Industry have become accustomed to compliance to mandatory and voluntary programs such as quality system requirements, international standards developed by ISO, industry training programs, Occupation, Safety and Hazard Association (OSHA) requirements, and environmental requirements. However, the real impact to the industry will come through international standardization and certification methods, also known as the International Conformity Assessment Movement. This impact will make domestic efforts appear pale by comparison and will be an eye opening experience if US suppliers do not seriously monitor or become involved in what is happening internationally. The International Conformity Assessment Movement is a series of movements which will virtually affect all suppliers of oilfield and gas equipment and services in one way or another. The impact will be felt through one or more of the following ways: (1) ISO 9000 series quality system registration; (2) oilfield product certification as outlined in ISO/TC 67 WG2 documents; (3) design methodologies for oilfield equipment as outlined in ISO/TC 67; (4) European directive compliance; (5) replacement of Domestic Standards with International Standards. The conditions for which compliance is mandatory will vary from company to company and may depend upon the geographical area in which the supplier operates or supplies product. The paper discusses all five systems of standards and lists sources for further information.

These impacts and the major policy issues sought for implementation by FERC can be grouped into five major points, discussed in this article: unbundling of service; pregrated abandonment; capacity reallocation; rate design; and transition/implementation costs.

    The accelerating deregulation of natural gas and electricity distribution is the third and most powerful wave of energy deregulation coursing through North America. The first wave (1978--92) provided the impetus for sculpting competitive markets in energy production. The second (1986--95) is now breaking to fashion competitive bulk logistical and wholesale consumption markets through open access on and unbundling of gas pipeline and storage capacity and high voltage transmission capacity. The third wave, the deregulation of gas and electric retail markets through open access and nondiscriminatory, unbundled local gas and electric distribution tariffs, began in the early 1990s. It will gather momentum for the next 5 years and crest at the turn of the century, affecting and molding almost $300 billion/year in retail energy sales. The transformation will have these strategic implications: (1) the convergent evolution of the gas and electric industries; (2) severe margin compression along the energy value chain from wellhead to busbar to the distribution pipes and wires; and (3) the rapid emergency of cyberspace retailing of energy products and services.     This is the final report of a 36-month Phase II cooperative agreement. Under this project, Touchstone Research Laboratory (Touchstone) investigated the merits of incorporating a Phase Change Material (PCM) into an open-pond algae production system that can capture and re-use the CO2 from a coal-fired flue gas source located in Wooster, OH. The primary objective of the project was to design, construct, and operate a series of open algae ponds that accept a slipstream of flue gas from a coal-fired source and convert a significant portion of the CO2 to liquid biofuels, electricity, and specialty products, while demonstrating the merits of the PCM technology. Construction of the pilot facility and shakedown of the facility in Wooster, OH, was completed during the first two years, and the focus of the last year was on operations and the cultivation of algae. During this Phase II effort a large-scale algae concentration unit from OpenAlgae was installed and utilized to continuously harvest algae from indoor raceways. An Algae Lysing Unit and Oil Recovery Unit were also received and installed. Initial parameters for lysing nanochloropsis were tested. Conditions were established that showed the lysing operation was effective at killing the algae cells. Continuous harvesting activities yielded over 200 kg algae dry weight for Ponds 1, 2 and 4. Studies were conducted to determine the effect of anaerobic digestion effluent as a nutrient source and the resulting lipid productivity of the algae. Lipid content and total fatty acids were unaffected by culture system and nutrient source, indicating that open raceway ponds fed diluted anaerobic digestion effluent can obtain similar lipid productivities to open raceway ponds using commercial nutrients. Data were also collected with respect to the performance of the PCM material on the pilot-scale raceway ponds. Parameters such as evaporative water loss, temperature differences, and growth/productivity were tracked. The pond with the

    The 48-acre David Witherspoon, Inc. (DWI) 1630 Site operated as an unregulated industrial landfill and scrap yard. The Tennessee Division of Superfund (TDSF) closed the landfill in 1974. During the period of operation, the site received solid and liquid wastes from salvage and industrial operations. The site consists of five separate tracts of land including a small portion located across the Norfolk Southern Railroad track. The landfill occupies approximately 5 acres of the site, and roughly 20 acres of the 48 acres contains surface and buried debris associated with the DWI dismantling business operation. Beginning in 1968, the state of Tennessee licensed DWI to receive scrap metal at the DWI 1630 Site, contaminated with natural uranium and enriched uranium (235U) not exceeding 0.1 percent by weight (TDSF 1990). The U.S. Department of Energy (DOE) has agreed to undertake remedial actions at the DWI 1630 Site as specified under a Consent Order with the Tennessee Department of Environment and Conservation (TDEC) (Consent Order No. 90-3443, April 4, 1991), and as further delineated by a Memorandum of Understanding (MOU) between DOE and the State of Tennessee (MOU Regarding Implementation of Consent Orders, October 6, 1994). The soil and debris removal at the DWI 1630 Site is being performed by Bechtel Jacobs Company LLC (BJC) on behalf of the DOE. Remediation consists of removing contaminated soil and debris from the DWI 1630 site except for the landfill area and repairing the landfill cap. The DWI 1630 remediation waste that is being disposed at the Environmental Management Waste Management Facility (EMWMF) as defined as waste lot (WL) 146.1 and consists primarily of soils and soil like material, incidental debris and secondary waste generated from the excavation of debris and soil from the DWI 1630 site. The WL 146.1 includes soil, soil like material (e.g., shredded or chipped vegetation, ash), discrete debris items (e.g., equipment, drums, large scrap metal

    This building characterization plan was developed as an addendum to the existing site characterization work plan documents, which are in Appendix B of the David Witherspoon, Inc., (DWI) preliminary remedial investigation (RI)/feasibility study (FS). All building characterization activities will be conducted in accordance with the rules of the Hazardous Substance Remedial Action Program under the direction of the Tennessee Department of Environment and Conservation, Division of Superfund (TN Rules 1200-1-3) and its implementing regulations. Additional rules of the state of Tennessee, Comprehensive Environmental Response, Compensation, and Liability Act of 1980, and the U.S. Environmental Protection Agency guidance were consulted during development of this plan. This Site is a Tennessee Superfund site. A phased approach was planned to (1) gather existing data from previous investigations managed by the Tenn. Dept. of Environment and Conservation; (2) perform a preliminary RI, including risk assessments, and an FS with existing data to identify areas where remedial action may be necessary; (3) gather additional field data to adequately define the nature and extent of risk-based contaminants that present identifiable threats to human and/or ecological receptors; and (4) develop remedial action alternatives to reduce risks to acceptable levels.

    Several studies have measured the effects of regulation on a particular industry. These studies range widely in sophistication, from simple observation (comparison) of pre-transformation and post-transformation actual industry performance to econometric analysis that attempt to separate the effects of deregulation from other factors in explaining changes in an industry`s performance. The major problem with observation studies is that they are unable to measure the effect of one particular event, such as deregulation, on an industry`s performance. For example, at the same time that the United Kingdom privatized its electric power industry, it also radically restructured the industry to encourage competition and instituted a price-cap mechanism to regulate the prices of transmission, distribution, and bundled retail services. Subsequent to these changes in 1991, real prices for most UK electricity customers have fallen. It is not certain however, which of these factors was most important or even contributed to the decline in price. In any event, one must be cautious in interpreting the results of studies that attempt to measure the effect of deregulation per se for a specific industry. This report highlights major outcomes for five industries undergoing deregulation or major regulatory and restructuring reforms. These include the natural gas, transportation, UK electric power, financial, and telecommunications industries. Particular attention was given to the historical development of events in the telecommunications industry.

    Energy use in the Mexican industrial sector experienced important changes in the last decade related to changes in the Mexican economy. In previous studies, we have shown that a real change in energy-intensity was the most important factor in the overall decline of energy use and CO2 emissions in the Mexican industrial sector. Real changes in energy intensity were explained by different factors, depending on the industrial sub-sector. In this paper, we analyze the factors that influenced energy use in the Mexican iron and steel industry, the largest energy consuming and energy-intensive industry in the country. To understand the trends in this industry we used a decomposition analysis based on physical indicators to decompose the changes in intra-sectoral structural changes and efficiency improvements. Also, we use a structure-efficiency analysis for international comparisons, considering industrial structure and the best available technology. In 1995, Mexican iron and steel industry consumed 17.7 percent of the industrial energy consumption. Between 1970 and 1995, the steel production has increased with an annual growth rate of 4.7 percent, while the specific energy consumption (SEC) has decreased from 28.4 to 23.8 GJ/tonne of crude steel. This reduction was due to energy efficiency improvements (disappearance of the open hearth production, increase of the share of the continuous casting) and to structural changes as well (increase of the share of scrap input in the steelmaking).

Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. The Form EIA-858 ``Uranium Industry Annual Survey`` is shown in Appendix D.     Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    The EmPOWER Maryland Energy Efficiency Act of 2008 sets the statewide goal of a 15% reduction in both electricity and peak demand by 2015. This policy initiative was motivated by several factors, which include, but are not limited to, electricity rate increases, a potential capacity shortage, and concerns about CO2 emissions and climate change. The goals set forth by the governor and state legislature correlated closely to DOE’s Better Buildings, Better Plants program goal of reducing energy intensity in the industrial sector 25% in 10 years. For the past several years, Maryland has participated in efforts to reduce energy consumption in the state. As part of these efforts, industrial customers are recognizing more and more the importance of energy efficiency. Maryland was clearly a suitable candidate to take part in activities related to industrial energy efficiency, and the Better Buildings, Better Plants approach is one of the most proven means for delivering results to industry.

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This Annual Report for FY 1995 contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Areas covered here are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

    The Chemical Analysis Automation (CAA) project is developing standardized, software-driven, site-deployable robotic laboratory systems with the objective of lowering the per-sample analysis cost, decreasing sample turnaround time, and minimizing human exposure to hazardous and radioactive materials associated with DOE remediation projects. The first integrated system developed by the CAA project is designed to determine polychlorinated biphenyls (PCB) content in soil matrices. A demonstration and development testing of this system was conducted in conjuction with surface soil characterization activities at the David Witherspoon 1630 Site in Knoxville, Tennessee. The PCB system consists of five hardware standard laboratory modules (SLMs), one software SLM, the task sequence controller (TSC), and the human-computer interface (HCI). Four of the hardware SLMs included a four-channel Soxhlet extractor, a high-volume concentrator, a column cleanup, and a gas chromatograph. These SLMs performed the sample preparation and measurement steps within the total analysis protocol. The fifth hardware module was a robot that transports samples between the SLMs and the required consumable supplies to the SLMs. The software SLM is an automated data interpretation module that receives raw data from the gas chromatograph SLM and analyzes the data to yield the analyte information. The TSC is a software system that provides the scheduling, management of system resources, and the coordination of all SLM activities. The HCI is a graphical user interface that presents the automated laboratory to the analyst in terms of the analytical procedures and methods. Human control of the automated laboratory is accomplished via the HCI. Sample information required for processing by the automated laboratory is entered through the HCI. Information related to the sample and the system status is presented to the analyst via graphical icons.

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    I attended the Meeting on 8/8/14 in Bismarck. I didn’t Know what the Quadrennial Review was so I did some research prior to the meeting. I realized I didn’t know what the DOE did. Since it was started in 1977 it appears to have a goal of Cheap and Clean Energy. A current goal appears to be to reduce use of Coal instead of Working on Clean coal. A goal of more electric cars would mean using coal to generate electricity to reduce use of gasoline. Ports are being built to ship more coal to places like China. If coal is a cheap source of power, do we give China an economic advantage while we use more expensive alternatives? Do we reduce emissions from Coal in the U.S. but allow China and other countries to pollute the earth with U.S. coal? Using more natural gas for electricity will raise the price of home heating. Ethanol and biofuels raise the price of food.

    This paper describes the cement and concrete industry, and provides data on energy use and carbon dioxide emissions. The potential impact of an energy tax on the industry is briefly assessed. Opportunities identified for reducing carbon dioxide emissions include improved energy efficiency, alternative fuels, and alternative materials. The key factor in determining CO{sub 2} emissions is the level of domestic production. The projected improvement in energy efficiency and the relatively slow growth in domestic shipments indicate that CO{sub 2} emissions in 2000 should be about 5% above the 1990 target. However, due to the cyclical nature of cement demand, emissions will probably be above target levels during peak demand and below target levels during demand troughs. 7 figs., 2 tabs.

    The lost foam casting process is sensitive to the properties of the EPS patterns used for the casting operation. In this project Industrial Analytics Corporation (IAC) has developed a new low voltage x-ray instrument for x-ray radiography of very low mass EPS patterns. IAC has also developed a transmitted visible light method for characterizing the properties of EPS patterns. The systems developed are also applicable to other low density materials including graphite foams.

    The Bonneville Power Administration (Bonneville) has identified 101 plants in the Pacific Northwest that account for 80% of the region's industrial electricity consumption. These plants offer a precise target for a conservation program. PNL determined that most of these 101 plants were represented by 11 major industries. We then reviewed 36 major conservation technologies used in these 11 industrial settings to determine their potential environmental impacts. Energy efficiency technologies designed for industrial use may result in direct or indirect environmental impacts. Effects may result from the production of the conservation measure technology, changes in the working environment due to different energy and material requirements, or changes to waste streams. Industry type, work-place conditions, worker training, and environmental conditions inside and outside the plant are all key variables that may affect environmental outcomes. To address these issues this report has three objectives: Describe potential conservation measures that Bonneville may employ in industrial programs and discuss potential primary impacts. Characterize industrial systems and processes where the measure may be employed and describe general environmental issues associated with each industry type. Review environmental permitting, licensing, and other regulatory actions required for industries and summarize the type of information available from these sources for further analysis.

    The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress.     The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    The environmental service industry is in a state of transition in which innovative technologies are increasingly playing a critical role. These changes play to the strengths of the chemical industry, and several firms are effectively growing environmental businesses. At the same time, chemical companies, which are among the largest buyers of environmental services, are making decisions that reflect the changes. Du Pont, for example, has decided to rethink its involvement with the controversial Waste Technologies Industries (WTI) hazardous waste incinerator in East Liverpool, OH. Initially expecting a shortage of incineration capacity, Du Pont had signed a contract - along with BASF and Chemical Waste Management - for a share of capacity at the 60,000-tons/year WTI unit. A number of chemical firms are leveraging their strengths. Air Products and Chemicals (Allentown, PA), for one, has partnerships in the waste-to-energy and flue-gas desulfurization businesses. The company runs cogeneration plants that can burn a combination of coal and natural gas to make both steam and electricity. Air Products assorted businesses can be strong at different times, says Hinman. The flue-gas desulfurization business, for example, was active during the first phase of enforcement of the 1990 Clean Air Act requirements for lower sulfur dioxide (SO[sub 2]) emissions.

    A 2.45 GHz microwave ion source for ion implanters has many good properties for industrial application, such as easy maintenance and long lifetime, and it should be compact for budget and space. But, it has a dc current supply for the solenoid and a rf generator for plasma generation. Usually, they are located on high voltage platform because they are electrically connected with beam extraction power supply. Using permanent magnet solenoid and multi-layer dc break, high voltage deck and high voltage isolation transformer can be eliminated, and the dose rate on targets can be controlled by pulse duty control with semiconductor high voltage switch. Because the beam optics does not change, beam transfer components, such as focusing elements and beam shutter, can be eliminated. It has shown the good performances in budget and space for industrial applications of ion beams.

    This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

    Uranium production in the United States has declined dramatically from a peak of 43.7 million pounds U{sub 3}O{sub 8} (16.8 thousand metric tons uranium (U)) in 1980 to 3.1 million pounds U{sub 3}O{sub 8} (1.2 thousand metric tons U) in 1993. This decline is attributed to the world uranium market experiencing oversupply and intense competition. Large inventories of uranium accumulated when optimistic forecasts for growth in nuclear power generation were not realized. The other factor which is affecting U.S. uranium production is that some other countries, notably Australia and Canada, possess higher quality uranium reserves that can be mined at lower costs than those of the United States. Realizing its competitive advantage, Canada was the world`s largest producer in 1993 with an output of 23.9 million pounds U{sub 3}O{sub 8} (9.2 thousand metric tons U). The U.S. uranium industry, responding to over a decade of declining market prices, has downsized and adopted less costly and more efficient production methods. The main result has been a suspension of production from conventional mines and mills. Since mid-1992, only nonconventional production facilities, chiefly in situ leach (ISL) mining and byproduct recovery, have operated in the United States. In contrast, nonconventional sources provided only 13 percent of the uranium produced in 1980. ISL mining has developed into the most cost efficient and environmentally acceptable method for producing uranium in the United States. The process, also known as solution mining, differs from conventional mining in that solutions are used to recover uranium from the ground without excavating the ore and generating associated solid waste. This article describes the current ISL Yang technology and its regulatory approval process, and provides an analysis of the factors favoring ISL mining over conventional methods in a declining uranium market.

The energy bandwidth illustrates the total energy-saving opportunity that exists in the industry if the current processes are improved by implementing more energy-efficient practices and by using advanced technologies. This bandwidth analysis report was conducted to assist the ITP Mining R&D program in identifying energy-saving opportunities in coal, metals, and mineral mining.     U.S. industry consumes approximately 37 percent of the nation's energy to produce 24 percent of the nation's GDP. Increasingly, industry is confronted with the challenge of moving toward a cleaner, more sustainable path of production and consumption, while increasing global competitiveness. Technology will be essential for meeting these challenges. At some point, businesses are faced with investment in new capital stock. At this decision point, new and emerging technologies compete for capital investment alongside more established or mature technologies. Understanding the dynamics of the decision-making process is important to perceive what drives technology change and the overall effect on industrial energy use. The assessment of emerging energy-efficient industrial technologies can be useful for: (1) identifying R&D projects; (2) identifying potential technologies for market transformation activities; (3) providing common information on technologies to a broad audience of policy-makers; and (4) offering new insights into technology development and energy efficiency potentials. With the support of PG&E Co., NYSERDA, DOE, EPA, NEEA, and the Iowa Energy Center, staff from LBNL and ACEEE produced this assessment of emerging energy-efficient industrial technologies. The goal was to collect information on a broad array of potentially significant emerging energy-efficient industrial technologies and carefully characterize a sub-group of approximately 50 key technologies.     These studies describe how fuel shares have changed over time; determine what factors are important in promoting fuel share changes; and project fuel shares to the year 1995 in the industrial sector. A general characterization of changes in fuel shares of four fuel types - coal, natural gas, oil and electricity - for the industrial sector is as follows. Coal as a major fuel source declined rapidly from 1958 to the early 1970s, with oil and natural gas substituting for coal. Coal's share of total fuels stabilized after the oil price shock of 1972-1973, and increased after the 1979 price shock. In the period since 1973, most industries and the industrial sector as a whole appear to freely substitute natural gas for oil, and vice versa. Throughout the period 1958-1981, the share of electricity as a fuel increased. These observations are derived from analyzing the fuel share patterns of more than 20 industries over the 24-year period 1958 to 1981.

    The 1994 Nuclear Industry Conference, held in London United Kingdom, September 14--15, 1994, was the first serious nuclear energy conference to take place for more than 12 years. It had a challenging agenda, no less than whether the industry would sustain its role into the twenty-fist century. The conference focused on the world`s nuclear industry, which is in a crucial period of development, with few new reactors being built in Western Europe and none in the US. Attention in the industry is moving eastward to the troubled legacy of eastern Europe and to the dynamic new markets of the Far East. The immediate future of the reactor builders lies in these regions, for without new orders, the industry will decline. At the same time, the industry faces challenges at home. The end of the Cold War has brought a new appraisal of the fuel cycle, the ever-present dangers of proliferation, and the problems of long-term waste-disposal and decommissioning remain. New challenges include the role for nuclear energy as privatization of power utilities and liberalization of electricity markets takes place. Whether short-term market trends will dominate new orders for power plants or whether supply security considerations count was also discussed.
