    The construction of the James Bay hydroelectric power project in subarctic Canada started in 1972, but environmental information that would permit mitigation measures did not become available until about 1975. It is suggested that this pattern may be characteristic of large-scale development projects in remote areas where the time lags involved in obtaining environmental data, beyond the simply descriptive information, are such that engineering plans would proceed, for economic reasons, without such environmental data as a planning input. Some environmental and social impact case studies are presented in this paper with regard to the LaGrande Complex phase of the James Bay development. The environmental impact case study involves the subsystem of estuarine fisheries and the effect on it of changes in the flow regime of the LaGrande River, the relocation of the first dam (LG-1) on the LaGrande, saltwater encroachment up the river during the filling of the second dam (LG-2), and the changes in the thermal regime of the river. The social impact case study examines the effect of the road network associated with the hydro development, on the land tenure system of the native Cree Indians of the area. The behavior of developers, as they optimize their engineering plans over the years to develop as much power as is feasible, is contrasted with the behavior of the organizations representing the native peopleof the area, first opposing the project but later giving up the aboriginal title to the land in exchange for some legally recognized rights, and subsequently making additional concessions from their established rights in exchange for various community benefits. It is argued that this process has been resulting in an incremental erosion of the land and resource base of the Cree Indian people.

    The US Department of Energy (DOE) proposes to lease the Strategic Petroleum Reserve`s (SPR) St. James Terminal to private industry. The St. James Terminal consists of six storage tanks, a pumping station, two maine docks and ancillary facilities. DOE believes that the St. James Terminal presents an opportunity to establish a government- industry arrangement that could more effectively use this asset to serve the nations`s oil distribution needs, reduce the operational cost of the SPR, and provide a source of revenue for the Government. DOE solicited interest in leasing its distribution facilities in a notice published March 16, 1994. In response, industry has expressed interest in leasing the St. James Terminal, as well as several DOE pipelines, to enhance the operation of its own facilities or to avoid having to construct new ones. Under such a lease, industry use would be subordinate to DOE use in the event of a national energy emergency. This Environmental Assessment describes the proposed leasing operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) OF 1969 and has issued the Finding of No Significant Impact (FONSI).

    Due to feedback from accretion onto supermassive black holes (SMBHs), active galactic nuclei (AGNs) are believed to play a key role in ΛCDM cosmology and galaxy formation. However, AGNs extreme luminosities and the small angular size of their accretion flows create a challenging imaging problem. We show that the James Webb Space Telescope's Near Infrared Imager and Slitless Spectrograph (JWST-NIRISS) Aperture Masking Interferometry (AMI) mode will enable true imaging (i.e., without any requirement of prior assumptions on source geometry) at ∼65 mas angular resolution at the centers of AGNs. This is advantageous for studying complex extended accretion flows around SMBHs and in other areas of angular-resolution-limited astrophysics. By simulating data sequences incorporating expected sources of noise, we demonstrate that JWST-NIRISS AMI mode can map extended structure at a pixel-to-pixel contrast of ∼10{sup –2} around an L = 7.5 point source, using short exposure times (minutes). Such images will test models of AGN feedback, fueling, and structure (complementary with ALMA observations), and are not currently supported by any ground-based IR interferometer or telescope. Binary point source contrast with NIRISS is ∼10{sup –4} (for observing binary nuclei in merging galaxies), significantly better than current ground-based optical or IR interferometry. JWST-NIRISS's seven-hole non-redundant mask has a throughput of 15%, and utilizes NIRISS's F277W (2.77 μm), F380M (3.8 μm), F430M (4.3 μm), and F480M (4.8 μm) filters. NIRISS's square pixels are 65 mas per side, with a field of view ∼2' × 2'. We also extrapolate our results to AGN science enabled by non-redundant masking on future 2.4 m and 16 m space telescopes working at long-UV to near-IR wavelengths.

    Whether a tribe can tax is now but old rhetoric. How to tax has become the more crucial question. Tribes must develop taxing schemes that are reasonable and competitive. How public services are linked to taxation, as well as who are the recipients of those services, is weighed heavily in considering whether other taxing entities interfere with tribal governments. The Merrion Decision, which upheld the authority of a tribe to impose taxes on minerals extracted from tribal lands, serves as a milestone in Indian taxation; however, the decision itself pointed to possible pitfalls unless tribes judiciously exercise judgement in their use of the power to tax. 39 references.

    On June 25--27, 1995, at Mesa Verde National Park in southwestern Colorado, the Center for Resource Management (CRM), organized and sponsored a conference in conjunction with the Navajo Nation, EPA, and Bechtel Group, Inc., to deal with issues associated with developing renewable energy resources on Indian lands. Due to the remoteness of many reservation homes and the cost of traditional power line extensions, a large percentage of the Indian population is today without electricity or other energy services. In addition, while they continue to develop energy resources for export, seeing only minimal gain in their own economies, Indian people are also subject to the health and environmental consequences associated with proximity to traditional energy resource development. Renewable energy technologies, on the other hand, are often ideally suited to decentralized, low-density demand. These technologies--especially solar and wind power--have no adverse health impacts associated with generation, are relatively low cost, and can be used in applications as small as a single home, meeting power needs right at a site. Their minimal impact on the environment make them particularly compatible with American Indian philosophies and lifestyles. Unfortunately, the match between renewable energy and Indian tribes has been hampered by the lack of a comprehensive, coordinated effort to identify renewable energy resources located on Indian lands, to develop practical links between Indian people`s needs and energy producers, and to provide the necessary training for tribal leaders and members to plan, implement, and maintain renewable energy systems. Summaries of the presentations are presented.

    Located in Uncasville, Connecticut, the Mohegan Tribe of Indians of Connecticut is in an area classified by EPA as ozone non-attainment. The air shed of the reservation receives trans-boundary ozone and its precursors from upwind non-Native American sources. Therefore, conservation, prevention, and mitigation of air pollution are important. Use of sustainable energy is preferred.

In the case under consideration, Blackfeet Tribe of indians V. Montana, the tribes claim that the states no longer have congressional authorization to tax mineral leases under the Indian Mineral Leasing Act of 1938 or joint ventures under the Indian Mineral Development Act of 1982. Operators claim it is unfair for mineral production on Indian reservations alone to be subject to double taxation.

    In response to a request from OSHA, a possible cancer cluster was investigated at the James River Corporation (SIC-2657), Newnan, Georgia. The paperboard packaging facility had been in operation for over 30 years. A retrospective cohort mortality study of 2050 workers employed at the facility between 1957 and 1988 was conducted. As of the study date, 141 workers were deceased, 1705 were alive, and 204 had been lost to follow-up. Overall mortality was similar to that expected as was mortality from diseases of the heart, accidents, and violence. The Standardized Mortality Ratios for all cancers was less than expected. Three workers with bladder cancer and six with kidney cancer were identified. No increased risk of bladder cancer was determined. The risk of kidney cancer was increased. The excess risk was associated with overall duration of employment but was not limited to any single department or work process. The author concludes that workers at the facility had an increased rate of kidney cancer. The author recommends measures to reduce exposures to inks containing pigments made from aromatic amines. Personal protective equipment should not be considered a substitute for adequate engineering controls. Follow-up on the cohort should continue.

    U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation.     Knowledge of the diversity and ecological function of the microbial consortia of James River in Virginia, USA, is essential to developing a more complete understanding of the ecology of this model river system. Metagenomic analysis of James River's planktonic microbial community was performed for the first time using an unamplified genomic library and a 16S rDNA amplicon library prepared and sequenced by Ion PGM and MiSeq, respectively. From the 0.46-Gb WGS library (GenBank:SRR1146621; MG-RAST:4532156.3), 4 x 106 reads revealed >3 x 106 genes, 240 families of prokaryotes, and 155 families of eukaryotes. From the 0.68-Gb 16S library (GenBank:SRR2124995; MG-RAST:4631271.3; EMB:2184), 4 x 106 reads revealed 259 families of eubacteria. Results of the WGS and 16S analyses were highly consistent and indicated that more than half of the bacterial sequences were Proteobacteria, predominantly Comamonadaceae. The most numerous genera in this group were Acidovorax (including iron oxidizers, nitrotolulene degraders, and plant pathogens), which accounted for 10 % of assigned bacterial reads. Polaromonas were another 6 % of all bacterial reads, with many assignments to groups capable of degrading polycyclic aromatic hydrocarbons. Albidiferax (iron reducers) and Variovorax (biodegraders of a variety of natural biogenic compounds as well as anthropogenic contaminants such as polycyclic aromatic hydrocarbons and endocrine disruptors) each accounted for an additional 3% of bacterial reads. Comparison of these data to other publically-available aquatic metagenomes revealed that this stretch of James River is highly similar to the upper Mississippi River, and that these river systems are more similar to aquaculture and sludge ecosystems than they are to lakes or to a pristine section of the upper Amazon River.     The monsoon climate is traditionally characterized by large seasonal rainfall and reversal of wind direction (e.g., Krishnamurti 1979). Most importantly this rainfall is the major source of fresh water to various human activities such as agriculture. The Indian subcontinent resides at the core of the Southeast Asian summer monsoon system, with the monsoon trough extended from northern India across Indochina to the Western Tropical Pacific (WTP). Large fraction of annual rainfall occurs during the summer monsoon season, i.e., June - August with two distinct maxima. One is located over the Bay of Bengal with rainfall extending northwestward into eastern and central India, and the other along the west coast of India where the lower level moist wind meets the Western Ghat Mountains (Saha and Bavardeckar 1976). The rest of the Indian subcontinent receives relatively less rainfall. Various weather systems such as tropical cyclones and weak disturbances contribute to monsoon rainfall (Ramage 1971). Among these systems, the most efficient rain-producing system is known as the Indian monsoon depression (hereafter MD). This MD is critical for monsoon rainfall because: (i) it occurs about six times during each summer monsoon season, (ii) it propagates deeply into the continent and produces large amounts of rainfall along its track, and (iii) about half of the monsoon rainfall is contributed to by the MDs (e.g., Krishnamurti 1979). Therefore, understanding various properties of the MD is a key towards comprehending the veracity of the Indian summer monsoon and especially its hydrological process.

    The development of precision pointing systems has been underway in Sandia's Electronic Systems Center for over thirty years. Important areas of emphasis are synthetic aperture radars and optical reconnaissance systems.     The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable.     A unique opportunity for cooperation and community development exists in Harrisonburg, Virginia. James Madison University, located in Harrisonburg, is undergoing an aggressive growth plan of its academic base which also includes the physical expansion of its campus. The City of Harrisonburg is presently supplying steam to meet a portion of the heating needs of the existing James Madison campus from a city owned and operated waste-to-energy plant. In an effort of cooperation, Harrisonburg and James Madison University have now negotiated an agreement for the city to provide all of the heating and cooling requirements of the new campus expansion. In another unique turn of events, the local electrical power distributor, Harrisonburg Electric Commission, approached the city concerning the inclusion of cogeneration in the project in order to reduce and maintain existing electric rates thus further benefiting the community. Through the cooperation of these three entities, the conceptual design phase of the project has been completed. The plant design developed through this process includes 3,000 tons of chilled water capacity, an additional 64,000 lb/hr of steam capacity and 2.5 MW of cogeneration capacity. This paper describes the conceptual design process for this interesting project.

The strategic energy analysis would complete an assessment of 50 acres acquired in October 2004, to build more low-income houses, and identify energy improvements for the existing fully developed 74 acres of the Helmick Road Reservation established in 1981.

    The Mississippi Band of Choctaw Indians (MBCI) always seeks new opportunities to diversify its economy and create new career opportunities for tribal members, which is the purpose of this feasibility study. The MBCI will study the feasibility of locating a renewable energy installation on tribal lands. The technologies to be utilized in the renewable energy installation will be those that can readily handle poultry litter, either alone or in combination with wood residues. The purpose of the study is to determine whether such an installation can be both economically sustainable and consistent with the cultural, social, and economic goals of the tribe. The feasibility study will result in the development of a thorough business plan that will allow the MBCI to make an informed decision regarding this project.

    The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

    Recent studies disagree on how rainfall extremes over India have changed in space and time over the past half century, as well as on whether the changes observed are due to global warming or regional urbanization. Although a uniform and consistent decrease in moderate rainfall has been reported, a lack of agreement about trends in heavy rainfall may be due in part to differences in the characterization and spatial averaging of extremes. Here we use extreme value theory to examine trends in Indian rainfall over the past half century in the context of long-term, low-frequency variability.We show that when generalized extreme value theory is applied to annual maximum rainfall over India, no statistically significant spatially uniform trends are observed, in agreement with previous studies using different approaches. Furthermore, our space time regression analysis of the return levels points to increasing spatial variability of rainfall extremes over India. Our findings highlight the need for systematic examination of global versus regional drivers of trends in Indian rainfall extremes, and may help to inform flood hazard preparedness and water resource management in the region.

    We present a method to establish inner point contacts with dimensions as small as 100 nm on hexagonal boron nitride (hBN) encapsulated graphene heterostructures by pre-patterning the top-hBN in a separate step prior to dry-stacking. 2- and 4-terminal field effect measurements between different lead combinations are in qualitative agreement with an electrostatic model assuming point-like contacts. The measured contact resistances are 0.5–1.5 kΩ per contact, which is quite low for such small contacts. By applying a perpendicular magnetic field, an insulating behaviour in the quantum Hall regime was observed, as expected for inner contacts. The fabricated contacts are compatible with high mobility graphene structures and open up the field for the realization of several electron optical proposals.

    By utilizing a nanometer ultrafast electron source in a point projection microscope we demonstrate that images of nanoparticles with spatial resolutions of the order of 100 nanometers can be obtained. The duration of the emission process of the photoemitted electrons used to make images is shown to be of the order of 100 fs using an autocorrelation technique. The compact geometry of this photoelectron point projection microscope does not preclude its use as a simple ultrafast electron microscope, and we use simple analytic models to estimate temporal resolutions that can be expected when using it as a pump-probe ultrafast electron microscope. These models show a significant increase in temporal resolution when comparing to ultrafast electron microscopes based on conventional designs. We also model the microscopes spectroscopic abilities to capture ultrafast phenomena such as the photon induced near field effect.

    The Mesa Grande Band of Mission Indians, located in northern San Diego County, will conduct a study of the feasibility of reducing air pollution generated on the reservation by an over-reliance on wood-burning stoves, kerosene heaters, and gasoline generators, and to identify the types of renewable energy systems that could be used for residential structures and well-pump systems.
