    1996-08-01

This document covers the second phase of a two-part program. Phase I provided an overview of the structure and function of typical product certification/laboratory accreditation programs. This report (Phase H) provides most of the draft documents that will be necessary for the implementation of a photovoltaic (PV) module certification/laboratory accreditation program. These include organizational documents such as articles of incorporation, bylaws, and rules of procedure, as well as marketing and educational program documents. In Phase I, a 30-member criteria development committee was established to guide, review and reach a majority consensus regarding criteria for a PV certification/laboratory accreditation program. Committee members represented PV manufacturers, end users, standards and codes organizations, and testing laboratories. A similar committee was established for Phase II; the criteria implementation committee consisted of 29 members. Twenty-one of the Phase I committee members also served on the Phase II committee, which helped to provide program continuity during Phase II.

    SciTech Connect (OSTI)

    2015-06-15

The North American medical physics community validates the education received by medical physicists and the clinical qualifications for medical physicists through accreditation of educational programs and certification of medical physicists. Medical physics educational programs (graduate education and residency education) are accredited by the Commission on Accreditation of Medical Physics Education Programs (CAMPEP), whereas medical physicists are certified by several organizations, the most familiar of which is the American Board of Radiology (ABR). In order for an educational program to become accredited or a medical physicist to become certified, the applicant must meet certain specified standards set by the appropriate organization. In this Symposium, representatives from both CAMPEP and the ABR will describe the process by which standards are established as well as the process by which qualifications of candidates for accreditation or certification are shown to be compliant with these standards. The Symposium will conclude with a panel discussion. Learning Objectives: Recognize the difference between accreditation of an educational program and certification of an individual Identify the two organizations primarily responsible for these tasks Describe the development of educational standards Describe the process by which examination questions are developed GS is Executive Secretary of CAMPEP.

  9. Mammography accreditation program

    SciTech Connect (OSTI)

    Wilcox, P.

    1993-12-31

In the mid-1980`s, the movement toward the use of dedicated mammography equipment provided significant improvement in breast cancer detection. However, several studies demonstrated that this change was not sufficient to ensure optimal image quality at a low radiation dose. In particular, the 1985 Nationwide Evaluation of X-ray Trends identified the wide variations in image quality and radiation dose, even from dedicated units. During this time period, the American Cancer Society (ACS) launched its Breast Cancer Awareness Screening Campaign. However, there were concerns about the ability of radiology to respond to the increased demand for optimal screening examinations that would result from the ACS program. To respond to these concerns, the ACS and the American College of Radiology (ACR) established a joint committee on mammography screening in 1986. After much discussion, it was decided to use the ACR Diagnostic Practice Accreditation Program as a model for the development of a mammography accreditation program. However, some constraints were required in order to make the program meet the needs of the ACS. This voluntary, peer review program had to be timely and cost effective. It was determined that the best way to address these needs would be to conduct the program by mail. Finally, by placing emphasis on the educational nature of the program, it would provide an even greater opportunity for improving mammographic quality. The result of this effort was that, almost six years ago, in May 1987, the pilot study for the ACR Mammography Accreditation Program (MAP) began, and in August of that year, the first applications were received. In November 1987, the first 3-year accreditation certificates were awarded.

    SciTech Connect (OSTI)

    Not Available

    2011-11-01

This fact sheet describes the field testing capabilities at the National Wind Technology Center (NWTC). NREL's specialized facilities and personnel at the NWTC provide the U.S. wind industry with scientific and engineering support that has proven critical to the development of wind energy for U.S. energy needs. The NWTC's specialized field-testing capabilities have evolved over 30 years of continuous support by the U.S. Department of Energy Wind and Hydropower Technologies Program and long standing industry partnerships. The NWTC provides wind industry manufacturers, developers, and operators with turbine and component testing all in one convenient location. Although industry utilizes sophisticated modeling tools to design and optimize turbine configurations, there are always limitations in modeling capabilities, and testing is a necessity to ensure performance and reliability. Designs require validation and testing is the only way to determine if there are flaws. Prototype testing is especially important in capturing manufacturing flaws that might require fleet-wide retrofits. The NWTC works with its industry partners to verify the performance and reliability of wind turbines that range in size from 400 Watts to 3 megawatts. Engineers conduct tests on components and full-scale turbines in laboratory environments and in the field. Test data produced from these tests can be used to validate turbine design codes and simulations that further advance turbine designs.

    SciTech Connect (OSTI)

    Humphreys, J.C.

    1993-12-31

There is a need for high-dose secondary calibration laboratories to serve the multi-billion dollar radiation processing industry. This need is driven by the desires of industry for less costly calibrations and faster calibration-cycle response time. Services needed include calibration irradiations of routine processing dosimeters and the supply of reference standard transfer dosimeters for irradiation in the production processing facility. In order to provide measurement quality assurance and to demonstrate consistency with national standards, the high-dose secondary laboratories would be accredited by means of an expansion of an existing National Voluntary Laboratory Accreditation Program. A laboratory performance criteria document is under development to implement the new program.

    SciTech Connect (OSTI)

    Price, R; Berns, E; Hangiandreou, N; McNitt-Gray, M

    2014-06-15

A goal of an imaging accreditation program is to ensure adequate image quality, verify appropriate staff qualifications, and to assure patient and personnel safety. Currently, more than 35,000 facilities in 10 modalities have been accredited by the American College of Radiology (ACR), making the ACR program one of the most prolific accreditation options in the U.S. In addition, the ACR is one of the accepted accreditations required by some state laws, CMS/MIPPA insurance and others. Familiarity with the ACR accreditation process is therefore essential to clinical diagnostic medical physicists. Maintaining sufficient knowledge of the ACR program must include keeping up-to-date as the various modality requirements are refined to better serve the goals of the program and to accommodate newer technologies and practices. This session consists of presentations from authorities in four ACR accreditation modality programs, including magnetic resonance imaging, mammography, ultrasound, and computed tomography. Each speaker will discuss the general components of the modality program and address any recent changes to the requirements. Learning Objectives: To understand the requirements of the ACR MR accreditation program. The discussion will include accreditation of whole-body general purpose magnets, dedicated extremity systems well as breast MRI accreditation. Anticipated updates to the ACR MRI Quality Control Manual will also be reviewed. To understand the current ACR MAP Accreditation requirement and present the concepts and structure of the forthcoming ACR Digital Mammography QC Manual and Program. To understand the new requirements of the ACR ultrasound accreditation program, and roles the physicist can play in annual equipment surveys and setting up and supervising the routine QC program. To understand the requirements of the ACR CT accreditation program, including updates to the QC manual as well as updates through the FAQ process.

    2009-10-06

Accredited Standards Committee (ASC) N15, Methods of Nuclear Material Control, is sponsored by the Institute of Nuclear Materials Management (INMM) to develop standards for protection, control and accounting of special nuclear materials in all phases of the nuclear fuel cycle, including analytical procedures where necessary and special to this purpose, except that physical protection of special nuclear material within a nuclear power plant is not included. Voluntary consensus standards complement federal regulations and technical standards and fulfill an important role for the nuclear regulatory agencies. This paper describes the N15 standards development process, with INMM as the Standards Developing Organization (SDO) and the N15 Committee responsible for implementation. Key components of the N15 standards development process include ANSI accreditation; compliance with the ANSI Essential Requirements (ER), coordination with other SDOs, communication with stakeholders, maintenance of balance between interest categories, and ANSI periodic audits. Recent and future ASC N15 activities are discussed, with a particular focus on new directions in anticipation of renewed growth in nuclear power.

    2010-05-01

Presented at the WINDPOWER 2010 Conference & Exhibition, 23-26 May 2010, Dallas, Texas. The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to U.S. Department of Energy (DOE) subsidized tests conducted at the National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. To reduce certification testing costs, DOE/NREL is assisting in establishing a network of Regional Test Centers (RTCs) to conduct SWT third-party certification testing. To jump-start these RTCs, DOE/NREL is providing financial and technical assistance for an initial round of tests. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification. This poster describes the project, describes how it fits within broader SWT certification activities, and provides current status.

Most arms-control-treaty-monitoring scenarios involve a host party that makes a declaration regarding its nuclear material or items and a monitoring party that verifies that declaration. A verification system developed for such a use needs to be trusted by both parties. The first concern, primarily from the host party's point of view, is that any sensitive information that is collected must be protected without interfering in the efficient operation of the facility being monitored. This concern is addressed in what can be termed a 'certification' process. The second concern, of particular interest to the monitoring party, is that it must be possible to confirm the veracity of both the measurement system and the data produced by this measurement system. The monitoring party addresses these issues during an 'authentication' process. Addressing either one of these concerns independently is relatively straightforward. However, it is more difficult to simultaneously satisfy host party certification concerns and monitoring party authentication concerns. Typically, both parties will want the final access to the measurement system. We will describe an alternative approach that allows both parties to gain confidence simultaneously. This approach starts with (1) joint development of the measurement system followed by (2) host certification of several copies of the system and (3) random selection by the inspecting party of one copy to be use during the monitoring visit and one (or more) copy(s) to be returned to the inspecting party's facilities for (4) further hardware authentication; any remaining copies are stored under joint seal for use as spares. Following this process, the parties will jointly (5) perform functional testing on the selected measurement system and then (6) use this system during the monitoring visit. Steps (1) and (2) assure the host party as to the certification of whichever system is eventually used in the monitoring visit. Steps (1), (3), (4), and (5

For more than 20 years, the American Association of Physicists in Medicine (AAPM) has operated an accreditation program for secondary standards laboratories that calibrate radiation measuring instruments. Except for one short period, that program has been able to provide the facilities to satisfy the national need for accurate calibrations of such instruments. That exception, in 1981, due to the combination of the U.S. Nuclear Regulatory Commission (NRC) requiring instrument calibrations by users of cobalt-60 teletherapy units and the withdrawal of one of the three laboratories accredited at that time. However, after successful operation as a Task Group of the Radiation Therapy Committee (RTC) of the AAPM for two decades, a reorganization of this structure is now under serious consideration by the administration of the AAPM.

These guidelines were prepared with direction from the US Department of Energy (DOE) Transuranic (TRU) Waste Management Program in support of the DOE effort to certify that newly generated TRU wastes meet the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria. The guidelines provide instructions for generic Certification Program preparation for TRU-waste generators preparing site-specific Certification Programs in response to WIPP requirements. The guidelines address all major aspects of a Certification Program that are necessary to satisfy the WIPP Waste Acceptance Criteria and their associated Compliance Requirements and Certification Quality Assurance Requirements. The details of the major element of a Certification Program, namely, the Certification Plan, are described. The Certification Plan relies on supporting data and control documentation to provide a traceable, auditable account of certification activities. Examples of specific parts of the Certification Plan illustrate the recommended degree of detail. Also, a brief description of generic waste processes related to certification activities is included.

  12. Waste certification: Who really is on first?

    SciTech Connect (OSTI)

    Smith, M.A.

    1989-11-01

Waste certification is the process of stating whether or not a given waste package meets the acceptance criteria of whatever facility is receiving the package. Establishing a program for certification of low-level waste requires coordination of a variety of requirements and limitations, including regulations, physical characteristics of the waste and of the type of radiation emitted by radionuclides in the waste, uncertainty in measurements, quality assurance, and personnel exposures. The goal of such a program must be to provide an acceptable degree of assurance that the waste generating facility will be able to convince the waste receiving facility that individual waste packages do meet the applicable waste acceptance criteria. The preceding paragraph raises many questions: what is an acceptable degree of assurance? What does one have to do to convince a receiving facility? How can the measurement uncertainty be taken into account? This paper attempts to address several of those questions in the context of the development being done in the solid low-level waste (SLLW) certification program at the Oak Ridge National Laboratory (ORNL). First, a brief history of the SLLW certification program at ORNL is presented. The remaining discussions are devoted to considering the problems and pitfalls of implementing a waste certification program, concentrating on such areas as the responsibilities of various organizations and individuals, waste characterization techniques, handling levels of uncertainty, and development of waste acceptance criteria.

    SciTech Connect (OSTI)

Holt, Edward; Wiser, Ryan; Bolinger, Mark

    2006-06-01

Renewable energy certificates (RECs) are tradable instruments that convey the attributes of a renewable energy generator and the right to make certain claims about energy purchases. RECs first appeared in US markets in the late 1990s and are particularly important in states that accept or require them as evidence of compliance with renewables portfolio standards (RPS). The emergence of RECs as a tradable commodity has made utilities, generators, and regulators increasingly aware of the need to specify who owns the RECs in energy transactions. In voluntary transactions, most agree that the question of REC ownership can and should be negotiated privately between the buyer and the seller, and should be clearly established by contract. Claims about purchasing or using renewable energy should only be made if REC ownership can be documented. In many other cases, however, renewable energy transactions are either mandated or encouraged through state or federal policy. Because of the recent appearance of RECs, legislation and regulation mandating the purchase of renewable energy has sometimes been silent on the disposition of the RECs associated with that generation. Furthermore, some renewable energy contracts pre-date the existence of RECs, and therefore do not address REC ownership. In both of these instances, the issue of REC ownership must often be answered by legislative or regulatory authorities. The resulting uncertainty in REC ownership has hindered the development of robust REC markets and has, in some cases, led to contention between buyers and sellers of renewable generation. This article, which is based on a longer Berkeley Lab report, reviews federal and state efforts to clarify the ownership of RECs from Qualifying Facilities (QFs) that sell their generation under the Public Utility Regulatory Policies Act (PURPA) of 1978. The full report also addresses state efforts to clarify REC ownership in two other situations, customer-owned generation that benefits

We compute the third order gauge invariant action for scalar-graviton interactions in the Jordan frame. We demonstrate that the gauge invariant action for scalar and tensor perturbations on one physical hypersurface only differs from that on another physical hypersurface via terms proportional to the equation of motion and boundary terms, such that the evolution of non-Gaussianity may be called unique. Moreover, we demonstrate that the gauge invariant curvature perturbation and graviton on uniform field hypersurfaces in the Jordan frame are equal to their counterparts in the Einstein frame. These frame independent perturbations are therefore particularly useful in relating results in different frames at the perturbative level. On the other hand, the field perturbation and graviton on uniform curvature hypersurfaces in the Jordan and Einstein frame are non-linearly related, as are their corresponding actions and n-point functions.

  5. Biofuels and certification. A workshop at the Harvard Kennedy School of Government. Summary report

    SciTech Connect (OSTI)

    2009-06-01

Liquid biofuels can provide a substitute for fossil fuels in the transportation sector. Many countries have mandated the use of biofuels, by creating targets for their use. If not implemented with care, however, actions that increase biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, and exacerbate degradation of land, forest, and water sources. A strong global biofuels industry will not emerge unless these environmental and social concerns are addressed. Interested parties around the world are actively debating the design and implementation of policies to meet the biofuel goals, particularly those established in the United States and Europe. In general, policy options for managing the potential risks and benefits of biofuel development should specify not only clear standards governing biofuel content and production processes, but also certification processes for verifying whether particular biofuels meet those standards, and specific metrics or indicators on which to base the certification. Historically, many standards in the energy and environment fields have ultimately been set or supported by governments. Many of the certification processes have been voluntary, carried out by independent third parties. The biofuels case is a young one, however, with questions of goals, standards, certification, and metrics still in interdependent flux. The workshop focused its discussions on certification issues, but found the discussions naturally reaching into ongoing debates regarding possible goals, standards, and metrics. Many countries are proposing that for a biofuel to qualify as contributing to government-mandated targets or goals, it must be certified to meet certain standards. These standards could be limited to the amount of GHG emitted in the production process or could include a number of other environmental sustainability concerns ranging from deforestation and biodiversity to water resources. While the threat to

The objective of this program was to provide a complex matrix Standard Reference Material (SRM) certified for the concentrations of selected toxic organic compounds. This SRM will be useful in the chemical characterization and quality assurance efforts and methods development research of laboratories involved in the organic compound characterization of fuels. A petroleum crude oil (Wilmington crude) was selected as the matrix to be used in this effort. This material, when certified, will serve as a companion to SRM 1580, Organics in Shale Oil, that was certified in 1980 with Department of Energy support. The use of both SRM's will provide researchers with two points of calibration for analyses of compounds that are certified in both materials. In general, the certification of SRM's is accomplished through utilization of at least two totally independent techniques of analysis. In order for a parameter to be certified, the results of analyses by these independent methods must agree. The degree of agreement is specified as the uncertainty on the Certificate of Analysis. We have determined the concentrations of dibenzothiophene, phenol, o-cresol, and six polycyclic aromatic hydrocarbons by two independent analytical procedures each. Carbazole and benzo(e)pyrene were determined by electron impact gas chromatography/mass spectrometry (GC/MS) only. A summary of all results to date appears in the table appended to this report.

  19. TRU waste certification and TRUPACT-2 payload verification

    SciTech Connect (OSTI)

Hunter, E.K. . Waste Isolation Pilot Plant Project Office); Johnson, J.E. . Waste Isolation Div.)

    1990-01-01

The Waste Isolation Pilot Plant (WIPP) established a policy that requires each waste shipper to verify that all waste shipments meet the requirements of the Waste Acceptance Criteria (WAC) prior to being shipped. This verification provides assurance that transuranic (TRU) wastes meet the criteria while still retained in a facility where discrepancies can be immediately corrected. Each Department of Energy (DOE) TRU waste facility planning to ship waste to the Waste Isolation Pilot Plant (WIPP) is required to develop and implement a specific program including Quality Assurance (QA) provisions to verify that waste is in full compliance with WIPP's WAC. This program is audited by a composite DOE and contractor audit team prior to granting the facility permission to certify waste. During interaction with the Nuclear Regulatory Commission (NRC) on payload verification for shipping in TRUPACT-II, a similar system was established by DOE. The TRUPACT-II Safety Analysis Report (SAR) contains the technical requirements and physical and chemical limits that payloads must meet (like the WAC). All shippers must plan and implement a payload control program including independent QA provisions. A similar composite audit team will conduct preshipment audits, frequent subsequent audits, and operations inspections to verify that all TRU waste shipments in TRUPACT-II meet the requirements of the Certificate of Compliance issued by the NRC which invokes the SAR requirements. 1 fig.

    SciTech Connect (OSTI)

    Grady, T.M.

    1993-12-31

As the nature and extent of radiological contamination becomes better documented and more public, radioanalytical laboratories are faced with a constantly expanding variety of new and difficult analytical requirements. Concurrent with those requirements is the responsibility to provide customers, regulatory officials, or the public with defensible data produced in an environment of verifiable, controlled quality. To meet that need, a quality assurance accreditation program for radioassay laboratories has been proposed by the American National Standards Institute (ANSI). The standard will provide the organizational framework and functional requirements needed to assure the quality of laboratory outputs. Under the proposed program, the U.S. Environmental Protection Agency`s (EPA`s) Laboratory Intercomparison Program plays a key role as a reference laboratory. The current and proposed roles of the EPA Intercomparison Program are discussed, as are the functional relationships between EPA, the accreditating organization, and the service and monitoring laboratories.

    Bohlander, S.K.

    1998-03-24

The present invention is a rapid sequence-independent amplification procedure (SIA). Even minute amounts of DNA from various sources can be amplified independent of any sequence requirements of the DNA or any a priori knowledge of any sequence characteristics of the DNA to be amplified. This method allows, for example, the sequence independent amplification of microdissected chromosomal material and the reliable construction of high quality fluorescent in situ hybridization (FISH) probes from YACs or from other sources. These probes can be used to localize YACs on metaphase chromosomes but also--with high efficiency--in interphase nuclei. 25 figs.

    DeWard, L.A.; Micka, J.A.

    1993-12-31

The University of Wisconsin Accredited Dosimetry Calibration Laboratory (UW ADCL) employs procedure manuals as part of its Quality Assurance (QA) program. One of these manuals covers the QA procedures and results for all of the UW ADCL measurement equipment. The QA procedures are divided into two main areas: QA for laboratory equipment and QA for external chambers sent for calibration. All internal laboratory equipment is checked and recalibrated on an annual basis, after establishing its consistency on a 6-month basis. QA for external instruments involves checking past calibration history as well as comparing to a range of calibration values for specific instrument models. Generally, the authors find that a chamber will have a variation of less than 0.5 % from previous Co-60 calibration factors, and falls within two standard deviations of previous calibrations. If x-ray calibrations are also performed, the energy response of the chamber is plotted and compared to previous instruments of the same model. These procedures give the authors confidence in the transfer of calibration values from National Institute of Standards and Technology (NIST).

    SciTech Connect (OSTI)

    Annese, C.E.; Mount, M.K.

    1994-01-01

The Department of Energy (DOE) has established procedures for obtaining certification of packagings used by DOE and its contractors for the transport of radioactive materials. Specifically, DOE Orders 5480.3 and 1540.2 provide references for other DOE Orders which must be followed when an applicant submits a Safety Analysis Report for Packaging (SARP). From the orders, Department EH of DOE, has internal oversight responsibility for transportation and Packaging safety; package certification falls under EH responsibility; transportation and packaging safety division in EH certifies packages for DOE; and use of DOE certified packages is authorized by DOT. An independent review of the SARP must confirm that the packaging designs and operations meet safety criteria at least equivalent to these standards. This paper will discuss the independent review process of the shielding section of the Mound 1 kW SARP; describe the geometry of the packaging and the load configurations; discuss the analysis of the various neutron and photon source terms that were used for the load configuration under analysis; and provide illustrations of the use of the monte-carlo code, COG{sup 3}, which was utilized to perform the shielding analysis.

As a generator of transuranic (TRU) and TRU mixed waste destined for disposal at the Waste Isolation Pilot Plant (WIPP), the Hanford Site must ensure that its TRU waste meets the requirements of US. Department of Energy (DOE) 0 435.1, ''Radioactive Waste Management,'' and the Contact-Handled (CH) Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WIPP-WAC). WIPP-WAC requirements are derived from the WIPP Technical Safety Requirements, WIPP Safety Analysis Report, TRUPACT-II SARP, WIPP Land Withdrawal Act, WIPP Hazardous Waste Facility Permit, and Title 40 Code of Federal Regulations (CFR) 191/194 Compliance Certification Decision. The WIPP-WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WPP-WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a certification plan, that describe their program for managing TRU waste and TRU waste shipments before transferring waste to WIPP. Waste characterization activities provide much of the data upon which certification decisions are based. Waste characterization requirements for TRU waste and TRU mixed waste that contains constituents regulated under the Resource Conservation and Recovery Act (RCRA) are established in the WIPP Hazardous Waste Facility Permit Waste Analysis Plan (WAP). The Hanford Site Quality Assurance Project Plan (QAPjP) (HNF-2599) implements the applicable requirements in the WAP and includes the qualitative and quantitative criteria for making hazardous waste determinations. The Hanford Site must also ensure that its TRU waste destined for disposal at WPP meets requirements for transport in the Transuranic Package Transporter-11 (TRUPACT-11). The US. GREAGER, T.M.

    1999-05-12

As a generator of transuranic (TRU) and TRU mixed waste destined for disposal at the Waste Isolation Pilot Plant (WIPP), the Hanford Site must ensure that its TRU waste meets the requirements of U.S. Department of Energy (DOE) Order 5820.2A, ''Radioactive Waste Management, and the Waste Acceptance Criteria for the Waste Isolation Pilot Plant' (DOE 1996d) (WIPP WAC). The WIPP WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WIPP WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a certification plan, that describe their management of TRU waste and TRU waste shipments before transferring waste to WIPP. The Hanford Site must also ensure that its TRU waste destined for disposal at WIPP meets requirements for transport in the Transuranic Package Transporter41 (TRUPACT-11). The U.S. Nuclear Regulatory Commission (NRC) establishes the TRUPACT-I1 requirements in the ''Safety Analysis Report for the TRUPACT-II Shipping Package'' (NRC 1997) (TRUPACT-I1 SARP).

  15. An investigation of DUA caching strategies for public key certificates

    SciTech Connect (OSTI)

    Cheung, T.C.

    1993-11-01

Internet Privacy Enhanced Mail (PEM) provides security services to users of Internet electronic mail. PEM is designed with the intention that it will eventually obtain public key certificates from the X.500 directory service. However, such a capability is not present in most PEM implementations today. While the prevalent PEM implementation uses a public key certificate-based strategy, certificates are mostly distributed via e-mail exchanges, which raises several security and performance issues. In this thesis research, we changed the reference PEM implementation to make use of the X.500 directory service instead of local databases for public key certificate management. The thesis discusses some problems with using the X.500 directory service, explores the relevant issues, and develops an approach to address them. The approach makes use of a memory cache to store public key certificates. We implemented a centralized cache server and addressed the denial-of-service security problem that is present in the server. In designing the cache, we investigated several cache management strategies. One result of our study is that the use of a cache significantly improves performance. Our research also indicates that security incurs extra performance cost. Different cache replacement algorithms do not seem to yield significant performance differences, while delaying dirty-writes to the backing store does improve performance over immediate writes.

  18. Emerging Markets for Renewable Energy Certificates: Opportunities and Challenges

    SciTech Connect (OSTI)

    Holt, E.; Bird, L.

    2005-01-01

Renewable energy certificates (RECs) represent the attributes of electricity generated from renewable energy sources. These attributes are unbundled from the physical electricity, and the two products-the attributes embodied in the certificates and the commodity electricity-may be sold or traded separately. RECs are quickly becoming the currency of renewable energy markets because of their flexibility and the fact that they are not subject to the geographic and physical limitations of commodity electricity. RECs are currently used by utilities and marketers to supply renewable energy products to end-use customers as well as to demonstrate compliance with regulatory requirements, such as renewable energy mandates. The purpose of this report is to describe and analyze the emerging market for renewable energy certificates. It describes how RECs are marketed, examines RECs markets including scope and prices, and identifies and describes the key challenges facing the growth and success of RECs markets.

  19. Achieving WIPP certification for software: A white paper

    SciTech Connect (OSTI)

    Matthews, S.D.; Adams, K.; Twitchell, K.E.

    1998-07-01

The NMT-1 and NMT-3 organizations within the Chemical and Metallurgical Research (CMR) facility at the Los Alamos National Laboratory (LANL) is working to achieve Waste Isolation Pilot Plant (WIPP) certification to enable them to transport their TRU waste to WIPP. In particular, the NMT-1 management is requesting support from the Idaho National Engineering and Environmental Laboratory (INEEL) to assist them in making the Laboratory Information Management System (LIMS) software WIPP certifiable. Thus, LIMS must be compliant with the recognized software quality assurance (SQA) requirements stated within the QAPD. Since the Idaho National Engineering and Environmental Laboratory (INEEL) has achieved WIPP certification, INEEL personnel can provide valuable assistance to LANL by sharing lessons learned and recommendations. Thus, this white paper delineates the particular software quality assurance requirements required for WIPP certification.

    Smith, J.H.; Bates, L.D.; Box, W.D.; Aaron, W.S.; Setaro, J.A.

    1988-08-01

The US Department of Energy (DOE) has requested that all DOE facilities handling defense transuranic (TRU) waste develop and implement a program whereby all TRU waste will be contained, stored, and shipped to the Waste Isolation Pilot Plant (WIPP) in accordance with the requirements set forth in the DOE certification documents WIPP-DOE-069, 114, 120, 137, 157, and 158. The program described in this report describes how Oak Ridge National Laboratory (ORNL) intends to comply with these requirements and the techniques and procedures used to ensure that ORNL TRU wastes are certifiable for shipment to WIPP. This document describes the program for certification of newly generated (NG) contact-handled transuranic (CH-TRU) waste. Previsions have been made for addenda, which will extend the coverage of this document to include certification of stored CH-TRU and NG and stored remote-handled transuranic (RH-TRU) waste, as necessary. 24 refs., 11 figs., 4 tabs.

  19. Considerations for Emerging Markets for Energy Savings Certificates

    SciTech Connect (OSTI)

    Friedman, B.; Bird, L.; Barbose, G.

    2008-10-01

Early experiences with energy savings certificates (ESCs) have revealed both their merit and the challenges associated with them. In the United States, there has been little activity to date, so any lessons must be drawn from experiences in Italy, the United Kingdom (UK), France, and elsewhere. The staying power of European examples, particularly in Italy, demonstrates that ESCs can help initiate more efficiency projects. Although a robust market for renewable energy certificates (RECs) has emerged in both the voluntary and policy compliance contexts in the United States, ESCs have yet to gain significant traction. This report looks at the opportunity presented by ESCs, the unique challenges they bring, a comparison with RECs that can inform expectations about ESC market development, and the solutions and best practices early ESC market experience have demonstrated. It also examines whether there are real market barriers that have kept ESCs from being adopted and what structural features are necessary to develop effective trading programs.

  20. Energy Savings Certificate Markets: Opportunities and Implementation Barriers

    SciTech Connect (OSTI)

    Friedman, B.; Bird, L.; Barbose, G.

    2009-07-01

Early experiences with energy savings certificates (ESCs) have revealed their merits and the challenges associated with them. While in the United States ESC markets have yet to gain significant traction, lessons can be drawn from early experiences in the states of Connecticut and New York, as well as from established markets in Italy, France, and elsewhere. The staying power of European examples demonstrates that ESCs can help initiate more efficiency projects. This article compares ESCs with renewable energy certificates (RECs), looks at the unique opportunities and challenges they present, and reviews solutions and best practices demonstrated by early ESC markets. Three major potential ESC market types are also reviewed: compliance, voluntary, and carbon. Additionally, factors that will benefit ESC markets in the United States are examined: new state EEPS policies, public interest in tools to mitigate climate change, and the growing interest in a voluntary market for ESCs.

    1994-07-01

This safety evaluation report (SER) documents the technical review of the US Advanced Boiling Water Reactor (ABWR) standard design by the US Nuclear Regulatory Commission (NRC) staff. The application for the ABWR design was initially submitted by the General Electric Company, now GE Nuclear Energy (GE), in accordance with the procedures of Appendix O of Part 50 of Title 10 of the Code of Federal Regulations (10 CFR Part 50). Later GE requested that its application be considered as an application for design approval and subsequent design certification pursuant to 10 CFR {section} 52.45. The ABWR is a single-cycle, forced-circulation, boiling water reactor (BWR) with a rated power of 3,926 megawatts thermal (MWt) and a design power of 4,005 MWt. To the extent feasible and appropriate, the staff relied on earlier reviews for those ABWR design features that are substantially the same as those previously considered. Unique features of the ABWR design include internal recirculation pumps, fine-motion control rod drives, microprocessor-based digital logic and control systems, and digital safety systems. On the basis of its evaluation and independent analyses, the NRC staff concludes that, subject to satisfactory resolution of the confirmatory items identified in Section 1.8 of this SER, GE`s application for design certification meets the requirements of Subpart B of 10 CFR Part 52 that are applicable and technically relevant to the US ABWR standard design.

  8. National Certification Standard for Ground Source Heat Pump Personnel

    SciTech Connect (OSTI)

    Kelly, John

    2013-07-31

The National Certification Standard for the Geothermal Heat Pump Industry adds to the understanding of the barriers to rapid growth of the geothermal heat pump (GHP) industry by bringing together for the first time an analysis of the roles and responsibilities of each of the individual job tasks involved in the design and installation of GHP systems. The standard addresses applicable qualifications for all primary personnel involved in the design, installation, commissioning, operation and maintenance of GHP systems, including their knowledge, skills and abilities. The resulting standard serves as a foundation for subsequent development of curriculum, training and certification programs, which are not included in the scope of this project, but are briefly addressed in the standard to describe ways in which the standard developed in this project may form a foundation to support further progress in accomplishing those other efforts. Follow-on efforts may use the standard developed in this project to improve the technical effectiveness and economic feasibility of curriculum development and training programs for GHP industry personnel, by providing a more complete and objective assessment of the individual job tasks necessary for successful implementation of GHP systems. When incorporated into future certification programs for GHP personnel, the standard will facilitate increased consumer confidence in GHP technology, reduce the potential for improperly installed GHP systems, and assure GHP system quality and performance, all of which benefit the public through improved energy efficiency and mitigated environmental impacts of the heating and cooling of homes and businesses.

Independent power projects will continue to be developed as a result of the economic stimulus provided by PURPA legislation. Projects are complex; therefore a careful understanding of facility operations is necessary to assess the unique characteristics inherent with each project. Valuation analysis of independent power projects is important in acquisition, divestiture, taxation, litigation, and financing situations to establish an appropriate facility value. The consideration of the cost approach, the market approach and the discounted cash-flow approach provides a framework to estimate the value of an independent power project.

    2002-05-01

The availability of wind energy certificates in Pennsylvania's retail electricity market has made a critical difference in the economic feasibility of developing 140 MW of new wind energy projects in the region. Certificates offer important benefits to both green power suppliers and buyers by reducing transaction barriers and thus lowering the cost of renewable energy. Buyers also benefit through the increased flexibility offered by certificate products. The experience described in this paper offers important insights for selling green power certificates and achieving new wind energy development in other areas of the country.

Iran has pursued an ambitious nuclear program with the declared goal of long-term energy independence. While this is a worthwhile and generally accepted national planning objective, it is clear that the nuclear program as now structured will not achieve it, and in fact may delay it by diverting capital and other resources from projects that would address pressing current energy sector problems and contribute to ultimate energy independence.

Oak Ridge National Laboratory Environmental Technology Section has been performing Independent Verification (IV) activities for U.S. DOE sites since 1986. DOE has successfully used IV in the Uranium Mill Tailings Remedial Action Program, Decontamination and Decommissioning projects, and Formerly Utilized Sites Remedial Action Projects/Surplus Facilities Management Program. Projects that have undergone IV range from small residential properties to large, industrial sites. The IV process provides a third-party review conducted by an independent organization. The purpose is to verify accuracy and completeness of contractor field measurements and final documentation, evaluate the credibility of procedures, and independently assess post-cleanup conditions versus decommissioning project plans and release criteria. Document reviews of plans, dose models, procedures, and reports are some IV activities undertaken. Independent measurements are also collected during field visits to confirm the contractor`s findings. Corrective actions for discrepancies are suggested if necessary. Finally, archival and reporting of the final site environmental conditions for project closeout and certification are completed. The IV contractor reports to DOE headquarters and acts as a quality assurance feedback mechanism. An IV also provides additional assurance that projects are planned, carried out, and documented properly. Decommissioning projects benefit from the IV process by: (1) cost and time savings from early identification of potential problems, (2) assurance that cleanup meets regulatory guidelines, and (3) technical reviews and consultation with experts in field instrumentation, sampling strategy, etc. Some lessons learned from the IV process include avoiding: (1) improper survey techniques, (2) reporting data in units not comparable with guideline values, (3) premature release of surfaces, (4) poor decommissioning project planning, (5) misapplication of release guidelines. 20 refs.

The TFTR project, in concert with the PPPL Office of Certification and Training (OC and T), has established a program by which Tritium Operations Personnel are certified for their respective positions in accordance with DOE Order 5480.20A Personnel Selection, Qualification, and Training at DOE Nuclear Facilities and DOE Order 5480.19 conduct of Operations Requirements for DOE Facilities. The certification process commences during the candidate`s interview for the position of TFTR Tritium Operator. Prior to accepting a candidate into the tritium operation program, a detailed educational and work experience record is constructed for the candidate, including an interview by OC and T personnel to assess the candidates credentials and ability to successfully complete the program. The typical successful candidate for the position of TFTR Tritium Operator has worked in the nuclear or chemical industry for several years, and in many cases possess a college degree. A US Nuclear Navy background is quite common for many of the applicants. Candidates complete the program in 4 to 6 months, and typically move into supervisory positions (Tritium Shift Supervisors) within 2 to 3 years.

  18. Certification Framework Based on Effective Trapping for Geologic Carbon Sequestration

    SciTech Connect (OSTI)

Oldenburg, Curtis M.; Bryant, Steven L.; Nicot, Jean-Philippe

    2009-01-15

We have developed a certification framework (CF) for certifying the safety and effectiveness of geologic carbon sequestration (GCS) sites. Safety and effectiveness are achieved if CO{sub 2} and displaced brine have no significant impact on humans, other living things, resources, or the environment. In the CF, we relate effective trapping to CO{sub 2} leakage risk which takes into account both the impact and probability of leakage. We achieve simplicity in the CF by using (1) wells and faults as the potential leakage pathways, (2) compartments to represent environmental resources that may be impacted by leakage, (3) CO{sub 2} fluxes and concentrations in the compartments as proxies for impact to vulnerable entities, (4) broad ranges of storage formation properties to generate a catalog of simulated plume movements, and (5) probabilities of intersection of the CO{sub 2} plume with the conduits and compartments. We demonstrate the approach on a hypothetical GCS site in a Texas Gulf Coast saline formation. Through its generality and flexibility, the CF can contribute to the assessment of risk of CO{sub 2} and brine leakage as part of the certification process for licensing and permitting of GCS sites around the world regardless of the specific regulations in place in any given country.

The licensing framework established by the U.S. Nuclear Regulatory Commission under Title 10 of the Code of Federal Regulations (10 CFR) Part 52, “Licenses, Certifications, and Approvals for Nuclear Power Plants,” provides requirements for standard design certifications (DCs) and combined license (COL) applications. The intent of this process is the early reso- lution of safety issues at the DC application stage. Subsequent COL applications may incorporate a DC by reference. Thus, the COL review will not reconsider safety issues resolved during the DC process. However, a COL application that incorporates a DC by reference must demonstrate that relevant site-specific de- sign parameters are confined within the bounds postulated by the DC, and any departures from the DC need to be justified. This paper provides an overview of structural design chal- lenges encountered in recent DC applications under the 10 CFR Part 52 process, in which the authors have participated as part of the safety review effort.

    2012-03-01

Several programs have been implemented to support the advancement of a professional, mature small wind industry and to ensure that this industry moves forward in a sustainable direction. The development of a standard for small wind turbine systems and the creation of the Small Wind Certification Council support small wind technology that is reliable and safe. Consumers and incentive programs will ultimately rely on certification to differentiate among systems sold in the U.S. market. Certification of small wind installers is yet another component deemed necessary for this industry to expand. The National Renewable Energy Laboratory, under the guidance and funding support of the U.S. Department of Energy, supported the development of small wind system installer certification provided via the North American Board of Certified Energy Practitioners. However, the small wind community is not supportive of the installer certification. There are currently only nine certified installers in the U.S. pool. This paper provides an overview of the installer certification program and why more small wind turbine installers are not pursuing this certification.

Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

Office of Energy Efficiency and Renewable Energy (EERE)

Under DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets, the Office of Acquisition and Project Management (OAPM) must perform a Performance Baseline External Independent Review (EIR) prior to Critical Decision (CD) 2, and a Construction/Execution Readiness EIR for all Major System projects prior to CD-3. An EIR typically results in both a Draft and Final EIR Report. Where follow-up actions are required, a Corrective Action Plan (CAP) Review Report and Addendum to the Final EIR Report is also generated.

    Leutwyler, H.

    2008-08-31

The first part of this report reviews recent developments at the interface between lattice work on QCD with light dynamical quarks, effective field theory and low energy precision experiments. Then I discuss how dispersion theory can be used to analyze the low energy structure of the {pi}{pi} scattering amplitude in a model independent manner. This leads to an exact formula for the mass and width of the lowest few resonances, in terms of observable quantities. As an application, I consider the pole position of the {sigma}, paying particular to error propagation in the numerical analysis. The report is based on work done in collaboration with Irinel Caprini and Gilberto Colangelo.

  18. Model-independent particle accelerator tuning

    SciTech Connect (OSTI)

    2013-10-21

We present a new model-independent dynamic feedback technique, rotation rate tuning, for automatically and simultaneously tuning coupled components of uncertain, complex systems. The main advantages of the method are: 1) It has the ability to handle unknown, time-varying systems, 2) It gives known bounds on parameter update rates, 3) We give an analytic proof of its convergence and its stability, and 4) It has a simple digital implementation through a control system such as the Experimental Physics and Industrial Control System (EPICS). Because this technique is model independent it may be useful as a real-time, in-hardware, feedback-based optimization scheme for uncertain and time-varying systems. In particular, it is robust enough to handle uncertainty due to coupling, thermal cycling, misalignments, and manufacturing imperfections. As a result, it may be used as a fine-tuning supplement for existing accelerator tuning/control schemes. We present multi-particle simulation results demonstrating the schemes ability to simultaneously adaptively adjust the set points of twenty two quadrupole magnets and two RF buncher cavities in the Los Alamos Neutron Science Center Linear Accelerators transport region, while the beam properties and RF phase shift are continuously varying. The tuning is based only on beam current readings, without knowledge of particle dynamics. We also present an outline of how to implement this general scheme in software for optimization, and in hardware for feedback-based control/tuning, for a wide range of systems.

    1994-08-01

This final safety evaluation report (FSER) documents the technical review of the System 80+ standard design by the US Nuclear Regulatory Commission (NRC) staff. The application for the system 80+ design was submitted by Combustion Engineering, Inc., now Asea Brown Boveri-Combustion Engineering (ABB-CE) as an application for design approval and subsequent design certification pursuant to 10 CFR {section} 52.45. System 80+ is a pressurized water reactor with a rated power of 3914 megawatts thermal (MWt) and a design power of 3992 MWt at which accidents are analyzed. Many features of the System 80+ are similar to those of ABB-CE`s System 80 design from which it evolved. Unique features of the System 80+ design include: a large spherical, steel containment; an in-containment refueling water storage tank; a reactor cavity flooding system, hydrogen ignitors and a safety depressurization system for severe accident mitigation; a combustion gas turbine for an alternate ac source; and an advanced digitally based control room. On the basis of its evaluation and independent analyses, the NRC staff concludes that ABB-CE`s application for design certification meets the requirements of Subpart B of 10 CFR Part 52 that are applicable and technically relevant to the System 80+ standard design. This document, Volume 2, contains Chapters 15 through 22 and Appendices A through E.

    2014-12-18

In theory, quantum key distribution (QKD) provides information-theoretic security based on the laws of physics. Owing to the imperfections of real-life implementations, however, there is a big gap between the theory and practice of QKD, which has been recently exploited by several quantum hacking activities. To fill this gap, a novel approach, called measurement-device-independent QKD (mdiQKD), has been proposed. In addition, it can remove all side-channels from the measurement unit, arguably the most vulnerable part in QKD systems, thus offering a clear avenue toward secure QKD realisations. In this study, we review the latest developments in the framework of mdiQKD, together with its assumptions, strengths, and weaknesses.

This report documents the Los Alamos results of the second assessment phase, independent assessment for TRAC-PF1. We documented the results of the developmental assessment for TRAC-PF1 in an earlier report. This report described calculations run with the released versions of TRAC-PF1. We analyzed separate-effects tests in the Semiscale facility to investigate natural-circulation and reflux cooling. We analyzed integral tests from the Semiscale and the Loss-of-Fluid Test facilities to explore the small- and intermediate-break loss-of-coolnt-accident (LOCA) capability and the non-LOCA capability. We also analyzed the loss-of-feedwater transient in the Crystal River plant. The results show reasonably good agreement with the data, but indicate that improvements are required for the critical-flow model and the interphasic-condensation model. 38 refs., 224 figs., 19 tabs.

  12. WIPP Compliance Certification Application calculations parameters. Part 2: Parameter documentation

    SciTech Connect (OSTI)

    Howarth, S.M.

    1997-11-14

The Waste Isolation Pilot Plant (WIPP) in southeast New Mexico has been studied as a transuranic waste repository for the past 23 years. During this time, an extensive site characterization, design, construction, and experimental program was completed, which provided in depth understanding of the dominant processes that are most likely to influence the containment of radionuclides for 10,000 years. Nearly 1,500 parameters were developed using information gathered from this program and were input to numerical models for WIPP Compliance Certification Application (CCA) Performance Assessment (PA) calculations. The CCA probability models require input parameters that are defined by a statistical distribution. Developing parameters begins with the assignment of an appropriate distribution type, which is dependent on the type, magnitude, and volume of data or information available. Parameter development may require interpretation or statistical analysis of raw data, combining raw data with literature values, scaling laboratory or field data to fit code grid mesh sizes, or other transformations. Documentation of parameter development is designed to answer two questions: What source information was used to develop this parameter? and Why was this particular data set/information used? Therefore, complete documentation requires integrating information from code sponsors, parameter task leaders, performance assessment analysts, and experimental principal investigators. This paper, Part 2 of 2 parts, contains a discussion of the WIPP CCA PA Parameter Tracking System, document traceability and retrievability, and lessons learned from related audits and reviews.

Testing and demonstration of any radiation measurement system requires the use of appropriate radioactive sources. The AVNG implementation that we describe is an attribute measurement system built by RFNC - VNIIEF in Sarov, Russia. The AVNG detects neutron and gamma radiation signatures and displays the three unclassified attributes of 'plutonium presence,' 'plutonium mass > 2 kg,' and 'plutonium isotopic ratio ({sup 240}Pu to {sup 239}Pu) < 0.1.' The AVNG was tested using a number of reference material (RM) sources with masses and isotopic ratios above and below these thresholds. The AVNG was demonstrated in June 2009 using several of these sources in addition to detector calibration sources. Since the AVNG was designed to measure multi-kg plutonium sources, the RM was manufactured specifically for use with this system. In addition, the RM was used to test the thresholds in the AVNG, so the size and composition of each RM was certified prior to use. In this presentation, we will describe the various steps in the manufacture and certification of these RM sources.

    2014-01-15

In recent years, shade coffee certification programs have attracted increasing attention from forest conservation and development organizations. The certification programs could be expected to promote forest conservation by providing a premium price to shade coffee producers. However, little is known about the significance of the conservation efforts generated by certification programs. In particular, the relationship between the impact of the certification and producer characteristics has yet to be examined. The purpose of this study, which was conducted in Ethiopia, was to examine the impact of a shade coffee certification program on forest conservation and its relationship with the socioeconomic characteristics of the producers. Remote sensing data of 2005 and 2010 was used to gauge the changes in forest area. Employing a probit model, we found that a forest coffee area being certified increased the probability of forest conservation by 19.3 percentage points relative to forest coffee areas lacking certification. We also found that although economically poor producers tended to engage in forest clearing, the forest coffee certification program had a significant impact on these producers. This result suggests that the certification program significantly affects the behaviors of economically poor producers and motivates these producers to conserve the forest. -- Highlights: • We employed the probit mode to evaluate the impact of the shade coffee certification on forest conservation in Ethiopia. • We estimated how the impact of the certification varied among producers with different characteristics. • The certification increased the probability of conserving forest by 19.3 percentage points. • Certification program motivated the economically poor producers to conserve the forest.

The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers with timely, informed technology decisions during Fiscal Year 2004 (FY04). PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 2 satellite offices. They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and other cooperative outreach efforts. PTTC's Headquarters (HQ) staff receives direction from a National Board of Directors predominantly comprised of American natural gas and oil producers to plan and manage the overall technology transfer program. PTTC HQ implements a comprehensive communications program by interconnecting the talents of the National Board, 10 Regional Producer Advisory Groups (PAG) and the RLOs with industry across the U.S. PTTC effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy, namely the Strategic Center for Natural Gas and Oil with state and industry contributions to share application of upstream technologies. Ultimately, these efforts factor in to provide a safe, secure and reliable energy supply for American consumers. This integrated resource base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results regarding domestic production figures. PTTC is increasingly recognized as a critical resource for information and access to technologies by providing direct contact with research, development and demonstration (RD&D) results. A key to the program is demonstrating proven technologies that can be applied broadly and rapidly. This technical progress report summarizes PTTC's accomplishments during FY04. Activities
