    The purpose of the workshop was to obtain input from the scientific community regarding the merits of the concept of a ''Future Information Infrastructure for the Physical Sciences'' that would offer a comprehensive collection of scientific and technical information in the physical sciences as well as services that would facilitate scientific communication and increase the productivity of the scientific enterprise in the United States. The Infrastructure would impact science methods and science education as well as the scientific record as a public good. The workshop was composed of a panel of experts in science, science policy, information science, and scientific publishing. Other participants included representatives from the community of potential stakeholders in such an enterprise. The overall conclusion of the workshop was an enthusiastic endorsement of a vision of a national infrastructure that benefits not just the scientific community but the national good. It could ultimately impact not only research and development, but also education and applications to everyday life. It would be a step to integrate the whole of science to provide a basis to improve society, the economy, and the environment.

The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

The laboratory will also provide robust vehicle testing capability, including a drive-in environmental chamber, which can accommodate commercial-sized hybrid, electric, biodiesel, ethanol, compressed natural gas, and hydrogen fueled vehicles. The Energy Storage Laboratory is designed to ensure personnel and equipment safety when testing hazardous battery systems or other energy storage technologies. Closely coupled with the research electrical distribution bus at ESIF, the Energy Storage Laboratory will offer megawatt-scale power testing capability as well as advanced hardware-in-the-loop and model-in-the-loop simulation capabilities. Some application scenarios are: The following types of tests - Performance, Efficiency, Safety, Model validation, and Long duration reliability. (2) Performed on the following equipment types - (a) Vehicle batteries (both charging and discharging V2G); (b) Stationary batteries; (c) power conversion equipment for energy storage; (d) ultra- and super-capacitor systems; and (e) DC systems, such as commercial microgrids.

The photobiology group's research is in four main areas: (1) Comprehensive studies of fuel-producing photosynthetic, fermentative, and chemolithotrophic model microorganisms; (2) Characterization and engineering of redox enzymes and proteins for fuel production; (3) Genetic and pathway engineering of model organisms to improve production of hydrogen and hydrocarbon fuels; and (4) Studies of nanosystems using biological and non-biological materials in hybrid generation. NREL's photobiology research capabilities include: (1) Controlled and automated photobioreactors and fermenters for growing microorganisms under a variety of environmental conditions; (2) High-and medium-throughput screening of H{sub 2}-producing organisms; (3) Homologous and heterologous expression, purification, and biochemical/biophysical characterization of redox enzymes and proteins; (4) Qualitative and quantitative analyses of gases, metabolites, carbohydrates, lipids, and proteins; (5) Genetic and pathway engineering and development of novel genetic toolboxes; and (6) Design and spectroscopic characterization of enzyme-based biofuel cells and energy conversion nanodevices.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Energy Systems Fabrication Laboratory at the Energy Systems Integration Facility. The Energy Systems Fabrication Laboratory at NREL's Energy Systems Integration Facility (ESIF) manufactures components for fuel cells and electrochemical cells using a variety of manufacturing techniques. Fabricated components include catalysts, thin-film and gas diffusion electrodes, and membrane electrode assemblies (MEAs). The laboratory supports NREL's fuel cell and electrochemical cell related research. The main focus of the laboratory is to provide support for fuel cell research that is performed in adjacent laboratories. The laboratory enables NREL to manufacture fuel cells in-house using, for example, experimental catalyst developed at NREL. It further enables the creation of MEAs containing artificial defects required for the systematic study of performance and lifetime effects and the evaluation of in-house and externally developed quality control diagnostics for high volume production of fuel cell. Experiments performed in the laboratory focus mainly on the development of alternative fuel cell manufacturing methods.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

Wind energy is one of the fastest growing electricity generation sources in the world. NREL's National Wind Technology Center (NWTC), the nation's premier wind energy technology research facility, fosters innovative wind energy technologies in land-based and offshore wind through its research and testing facilities and extends these capabilities to marine hydrokinetic water power. Research and testing conducted at the NWTC offers specialized facilities and personnel and provides technical support critical to the development of advanced wind energy systems. CSP is a dispatchable, renewable energy option that uses mirrors to focus and concentrate sunlight onto a receiver, from which a heat transfer fluid carries the intense thermal energy to a power block to generate electricity. CSP systems can store solar energy to be used when the sun is not shining. It will help meet the nation’s goal of making solar energy fully cost-competitive with other energy sources by the end of the decade. Although these opportunities can create new revenue in the form of construction jobs and land lease payments, they also create a new responsibility on the part of local governments to create ordinances to regulate wind turbine installations. Ordinances are laws, often found within municipal codes that provide various degrees of control to local governments. These laws cover issues such as zoning, traffic, consumer protection, and building codes. Wind energy ordinances reflect local needs and wants regarding wind turbines within county or city lines and aid the development of safe facilities that will be embraced by the community. Since 2008 when the National Renewable Energy Laboratory released a report on existing wind energy ordinances, many more ordinances have been established throughout the United States, and this trend is likely to continue in the near future as the wind energy industry grows.     This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Thermal Systems Process and Components Laboratory at the Energy Systems Integration Facility. The focus of the Thermal Systems Process and Components Laboratory at NREL's Energy Systems Integration Facility (ESIF) is to research, develop, test, and evaluate new techniques for thermal energy storage systems that are relevant to utility-scale concentrating solar power plants. The laboratory holds test systems that can provide heat transfer fluids for the evaluation of heat exchangers and thermal energy storage devices. The existing system provides molten salt at temperatures up to 800 C. This unit is charged with nitrate salt rated to 600 C, but is capable of handling other heat transfer fluid compositions. Three additional test bays are available for future deployment of alternative heat transfer fluids such as hot air, carbon dioxide, or steam systems. The Thermal Systems Process and Components Laboratory performs pilot-scale thermal energy storage system testing through multiple charge and discharge cycles to evaluate heat exchanger performance and storage efficiency. The laboratory equipment can also be utilized to test instrument and sensor compatibility with hot heat transfer fluids. Future applications in the laboratory may include the evaluation of thermal energy storage systems designed to operate with supercritical heat transfer fluids such as steam or carbon dioxide. These tests will require the installation of test systems capable of providing supercritical fluids at temperatures up to 700 C.

    Concentrating Solar Power (CSP) offers a utility-scale, firm, dispatchable renewable energy option that can help meet the nation's goal of making solar energy cost competitive with other energy sources by the end of the decade. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    As new environmental and energy related laws begin to take effect, increasing numbers of alternative fuel vehicles (AFVs) will be required in federal, state, municipal, and private fleets across the country. The National Energy Policy Act of 1992 and the Clean Air Act Amendments of 1990, along with several new state and local laws, will require fleet managers to either purchase original equipment manufacturer (OEM) vehicles, which are produced by automakers, or convert existing vehicles to run on alternative fuels. Because there is a limited availability and selection of OEM vehicles, conversions are seen as a transition to the time when automakers will produce more AFVs for public sale. A converted vehicle is any vehicle that originally was designed to operate on gasoline, and has been altered to run on an alternative fuel such as compressed natural gas (CNG) or propane (liquefied petroleum gas -- LPG), the two most common types of fuel conversions. In the United States, more than 25,000 vehicles already have been converted to COG, and 300,000 have been converted to LPG.

    This edition of the Annotated Bibliography of HVDC Transmission and FACTS Devices continues work begun in 1962 by the late Erik Bromberg, Bonneville Power Administration Librarian. His original bibliography covered the period 1932--1962. Subsequent editions were compiled by Bromberg, Val S. Lava, and Wayne Litzenberger, all of Bonneville Power Administration. Beginning with the 1991--1993 edition, the scope of the bibliography was expanded to include flexible ac transmission (FACTS) devices. This 1996--1997 edition also contains information for 1998. Preparation of the present edition took place primarily in May-June of 1998. All pertinent references have been included that were available to the editors at the time of preparation. Papers for the 1998 IEEE Winter and Summer Power Meetings and 1998 T and D Conference have been included. This edition contains the organizational affiliation of the first-named author as an aid to accessing the reference. Unfortunately, space limitations prevented the inclusion of the affiliations of all authors. Some minor editorial changes have been made to abstracts to ensure consistency in style and syntax.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Energy Systems High Pressure Test Laboratory at the Energy Systems Integration Facility. The purpose of the Energy Systems High Pressure Test Laboratory at NREL's Energy Systems Integration Facility (ESIF) is to provide space where high pressure hydrogen components can be safely tested. High pressure hydrogen storage is an integral part of energy storage technology for use in fuel cell and in other distributed energy scenarios designed to effectively utilize the variability inherent with renewable energy sources. The high pressure storage laboratory is co-located with energy storage activities such as ultra-capacitors, super conducting magnetic flywheel and mechanical energy storage systems laboratories for an integrated approach to system development and demonstration. Hazards associated with hydrogen storage at pressures up to 10,000 psi include oxygen displacement, combustion, explosion, and pressurization of room air due to fast release and physical hazards associated with burst failure modes. A critical understanding of component failure modes is essential in developing reliable, robust designs that will minimize failure risk beyond the end of service life. Development of test protocol for accelerated life testing to accurately scale to real world operating conditions is essential for developing regulations, codes and standards required for safe operation. NREL works closely with industry partners in providing support of advanced hydrogen technologies. Innovative approaches to product design will accelerate commercialization into new markets. NREL works with all phases of the product design life cycle from early prototype development to final certification testing.     DOE has conducted trace gas enrichment experiments since the mid 1990s. The FACE Data Management System is a central repository and archive for Free-Air Carbon Dioxide Enrichment (FACE) data, as well as for the related open-top chamber (OTC) experiments. FACE Data Management System is located at DOE’s Carbon Dioxide Information Analysis Center (CDIAC). While the data from the various FACE sites, each one a unique user facility, are centralized at CDIAC, each of the FACE sites presents its own view of its activities and information. For that reason, DOE Data Explorer users are advised to see both the central repository at http://public.ornl.gov/face/index.shtml and the individual home pages of each site. FACTS II, the Aspen FACE Experiment is a multidisciplinary study to assess the effects of increasing tropospheric ozone and carbon dioxide levels on the structure and function of northern forest ecosystems. The Aspen FACE facility is located at the Harshaw Experimental Forest near Rhinelander, Wisconsin. It consists of twelve 30m rings in which the concentrations of carbon dioxide and tropospheric ozone can be controlled. The design provides the ability to assess the effects of these gasses alone, and in combination, on many ecosystem attributes, including growth, leaf development, root characteristics, and soil carbon. Each ring consists of a series of vertical ventpipes which disperse carbon dioxide, ozone or normal air into the center of the ring. This computer controlled system uses signal feedback technology to adjust gas release each second in order to maintain a stable, elevated concentration of carbon dioxide and/or ozone throughout the experimental plot. Because there is no confinement, there is no significant change in the natural, ambient environment other than elevating these trace gas concentrations. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) assists Federal agencies with managing their greenhouse gas (GHG) emissions. GHG management entails measuring emissions and understanding their sources, setting a goal for reducing emissions, developing a plan to meet this goal, and implementing the plan to achieve reductions in emissions. FEMP provides the following services to help Federal agencies meet the requirements of inventorying and reducing their GHG emissions: (1) FEMP offers one-on-one technical assistance to help agencies understand and implement the Federal Greenhouse Gas Accounting and Reporting Guidance and fulfill their inventory reporting requirements. (2) FEMP provides training, tools, and resources on FedCenter to help agencies complete their annual inventories. (3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. That's why the U.S. Department of Energy's (DOE's) Building Technologies Program (BTP) is working to improve building energy performance through high-impact research, out-reach, and regulatory efforts. These efforts will result in affordable, high-performance homes and commercial buildings. These grid-connected buildings will be more energy efficient than today's typical buildings, with renewable energy providing a portion of the power needs. They will combine energy-smart 'whole building' design and construction, appliances and equipment that minimize plug loads, and cost-effective photovoltaics or other on-site energy systems.

    This fact sheet describes the Renewable Fuels and Lubricants (ReFUEL) Laboratory at the U.S. Department of Energy National Renewable Energy Laboratory (NREL) is a state-of-the-art research and testing facility for advanced fuels and vehicles. Research and development aims to improve vehicle efficiency and overcome barriers to the increased use of renewable diesel and other nonpetroleum-based fuels, such as biodiesel and synthetic diesel derived from biomass. The ReFUEL Laboratory features a chassis dynamometer for vehicle performance and emissions research, two engine dynamometer test cells for advanced fuels research, and precise emissions analysis equipment. As a complement to these capabilities, detailed studies of fuel properties, with a focus on ignition quality, are performed at NREL's Fuel Chemistry Laboratory.

NREL is seeking fuel cell industry partners from the United States and abroad to participate in an objective and credible analysis of commercially available fuel cell products to benchmark the current state of the technology and support industry growth. Participating fuel cell developers share price information about their fuel cell products and/or raw fuel cell test data related to operations, maintenance, and safety with NREL via the Hydrogen Secure Data Center (HSDC). The limited-access, off-network HSDC houses the data and analysis tools to protect proprietary information. NREL shares individualized data analysis results as detailed data products (DDPs) with the partners who supplied the data. Aggregated results are published as composite data products (CDPs), which show the technology status without identifying individual companies. The CDPs are a primary benchmarking tool for the U.S. Department of Energy and other stakeholders interested in tracking the status of fuel cell technologies. They highlight durability advancements, identify areas for continued development, and help set realistic price expectations at small-volume production.
