    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    The Office of National Security Policy has produced this Directory of Financing Sources for Foreign Energy Projects. The Directory reviews programs that offer financing from US government agencies, multilateral organizations, public, private, and quasi-private investment funds, and local commercial and state development banks. The main US government agencies covered are the US Agency for International Development (USAID), the Export-Import Bank of the US (EXIM Bank), Overseas Private Investment Corporation (OPIC), US Department of Energy, US Department of Defense, and the US Trade and Development Agency (TDA). Other US Government Sources includes market funds that have been in part capitalized using US government agency funds. Multilateral organizations include the World Bank, International Finance Corporation (IFC), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and various organizations of the United Nations. The Directory lists available public, private, and quasi-private sources of financing in key emerging markets in the Newly Independent States and other developing countries of strategic interest to the US Department of Energy. The sources of financing listed in this directory should be considered indicative rather than inclusive of all potential sources of financing. Initial focus is on the Russian Federation, Ukraine, india, China, and Pakistan. Separate self-contained sections have been developed for each of the countries to enable the user to readily access market-specific information and to support country-specific Departmental initiatives. For each country, the directory is organized to follow the project life cycle--from prefeasibility, feasibility, project finance, cofinancing, and trade finance, through to technical assistance and training. Programs on investment and export insurance are excluded.

    Two case studies, one involving a proposed synfuels technology licensing/technical assistance agreement and one a joint marketing of energy production and conservation equipment, illustrate how antitrust laws can affect export activities. The Export Trading Company Act embodies two different approaches to the problem. Title III provides antitrust preclearance protection in the form of immunity from antitrust suits and procedural advantages in private suits against the holder of an export trade certificate of review. The costs of these certificates of review include the time and money spent in preparing the application and negotiating the contents. There may also be costly delays in business plans and a cost in the disclosure of confidential business information. After reviewing the costs and benefits, the author concludes that Title III certificates of review will cost more in the long run, but will provide more benefits.

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

    Total is on track to become Indonesia's leading gas exporter by the turn of the century. Total's aggressive development of its Mahakam Delta acreage in East Kalimantan is intended to keep pace with growing liquefied natural gas demand, mainly from Japan but also increasingly from South Korea and Taiwan. A frantic scramble is under way among natural gas suppliers in the Pacific Rim region, particularly those with current LNG export facilities, to accommodate projections of soaring natural gas demand in the region. Accordingly, Total's Indonesian gas production goal is the centerpiece of a larger strategy to become a major player in the Far East Asia gas scene. Its goals also fall in line with Indonesia's. Facing flat or declining oil production while domestic oil demand continues to soar along with a rapidly growing economy, Indonesia is heeding some studies that project the country could become a net oil importer by the turn of the century. The paper describes Total's Far East strategy, the Mahakam acreage which it operates, the shift to gas development, added discoveries, future development, project spending levels, and LNG export capacity.

    On August 27, 1997, the Environmental Protection Agency (EPA) promulgated revised the rules that allow foreign refiners to establish and use individual baselines, but it would not be mandatory (the optional use of an individual refinery baseline is not available to domestic refiners.) If a foreign refiner did not establish and use an individual baseline, the gasoline they export to the United States would be regulated through the importer, and subject to the importer's baseline (most likely the statutory baseline). Specific regulatory provisions are implemented to ensure that the option to use an individual baseline would not lead to adverse environmental impacts. This involves monitoring the average quality of imported gasoline, and if a specified benchmark is exceeded, remedial action would be taken by adjusting the requirements applicable to imported gasoline.

    The purpose of this study is to explain Thai foreign-policy behavior toward the Arab-Israeli conflict during the Arab oil embargo of 1973-1974 in the wake of the October 1973 War. The major hypothesis is that Thai foreign policy behavior shifted from a neutral to a pro-Arab position after the Arab oil embargo. This shift was motivated by Thai oil-import dependence on OAPEC (Organization of Arab Petroleum Exporting Countries). Oil has assumed an economic as well as a political dimension. Therefore, its political influence over the oil-dependent states cannot be dismissed. Thai foreign-policy behavior in the Arab-Israeli conflict is analyzed through the use of the dependence approach, which contends that external reliance is a potent factor for explaining behavior of actors. Thailand's foreign-policy stand is first delineated through the use of documents containing policy statements by Thai delegates to the United Nations. It was found that although Thai public policy statements were never bluntly anti-Israel, they moved from between neutrality before the oil crisis to a pro-Arab position after the oil crisis of 1973-1974. This shift of Thailand's foreign policy behavior position was then measured against its UN voting records. Results of the voting analysis indicated that the shifting of Thai foreign policy behavior during the October war was motivated by Thailand's oil-import dependence.

    First oil from near Lake Kutubu in Papua New Guinea began flowing in June through pipelines and marine facilities recently installed by Chevron Niugini Pty. Ltd. Production facilities were built near Lake Kutubu. The export pipeline was laid form the central production facility to landfall on the Kikori River - approximately 171 km (106 miles) away - and then another 56 miles to a platform in 66 ft of water in the gulf. From the platform, an oilspading line extends about 2.4 miles to the SPM in 83 ft of water where tankers will load oil at an initial design flowrate of 157,000 b/d.

Los Alamos National Laboratory has been working in the area of tritium plant system design and research and development (R&D) since the early 1970’s at the Tritium Systems Test Assembly (TSTA). This work has continued to the current date with projects associated with the ITER project and other Office of Science Fusion Energy Science (OS-FES) funded programs. ITER is currently the highest funding area for the DOE OS-FES. Although export control issues have been integrated into these projects in the past a general guidance document has not been available for reference in this area. To address concerns with currently funded tritium plant programs and assist future projects for FES, this document will identify the key reference documents and specific sections within related to tritium research. Guidance as to the application of these sections will be discussed with specific detail to publications and work with foreign nationals.

    The Global Threat Reduction Initiative's (GTRI) Off-Site Source Recovery Project (OSRP), which is administered by the Los Alamos National Laboratory (LANL), removes excess, unwanted, abandoned, or orphan radioactive sealed sources that pose a potential threat to national security, public health, and safety. In total, GTRI/OSRP has been able to recover more than 25,000 excess and unwanted sealed sources from over 825 sites. In addition to transuranic sources, the GTRI/OSRP mission now includes recovery of beta/gamma emitting sources, which are of concern to both the U.S. government and the International Atomic Energy Agency (IAEA). This paper provides a synopsis of cooperative efforts in foreign countries to remove excess and unwanted sealed sources by discussing three topical areas: (1) The Regional Partnership with the International Atomic Energy Agency; (2) Challenges in repatriating sealed sources; and (3) Options for repatriating sealed sources.

    The main objective of this study is to contribute toward an analytical and empirical work on the oil-based developing economy of Iran. It focuses on the aggregate behavior of the Iranian economy through a simple linear econometric model. After a survey of the literature on the theoretical framework of macroeconomic models for the developing countries in general, and for the oil-exporting developing countries in particular, a linear econometric model for the Iranian economy if formulated and its logical and economic aspects are explained. The proposed model consists of basic consumption, production, foreign trade, and employment relationship. Results obtained from the estimation of the consumption functions seem to indicate that the aggregate Iranian consumption behavior can be best explained by Fiedman's Permanent Income Hypothesis. In general, the results of this study demonstrate that the links between different sectors of the Iranian economy are very weak and the import-substitution strategy of the government during the period of study failed to establish a genuine domestic industrial base and to reduce its dependence on foreign resources.

    Current imaging modalities face challenges in clinical applications due to limitations in resolution or contrast. Microwave-induced thermoacoustic imaging may provide a complementary modality for medical imaging, particularly for detecting foreign objects due to their different absorption of electromagnetic radiation at specific frequencies. A thermoacoustic tomography system with a multielement linear transducer array was developed and used to detect foreign objects in tissue. Radiography and thermoacoustic images of objects with different electromagnetic properties, including glass, sand, and iron, were compared. The authors' results demonstrate that thermoacoustic imaging has the potential to become a fast method for surgical localization of occult foreign objects.

These proposals are connected actions and will be evaluated in the same EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.

    For the past 5 years the Organization of Petroleum Exporting Countries has been telling oil producers around the world that it can no longer carry the burden of trying to balance supply and demand without outside help. Non-OPEC exporters have, on several occasions, examined the benefits of sharing the burden of production cuts, but rightly have been nervous of close cooperation with an unpredictable and undisciplined competitor. Cooperation will certainly depend on OPEC reaching its own production cutting agreement. That must be done in a way that given non-OPEC countries confidence that any new production and pricing pact will not fall apart during the first half of next year. OPEC exports to the developing world have been trimmed by the advent of new producers. In most of these countries local production only eliminates or reduces imports. Few are in the class of North Yemen where the initial flow could meet local demand and provide a surplus for export.

    About 30 billion bbl of recoverable oil have been found in new foreign plays during the last 5 years; significant gas reserves also were found. Most of the foreign oil discoveries are in Mesozoic sandstone reservoirs onshore, but Marlim, the largest single field with estimated reserves of 2.5 billion bbl, is located offshore in the deep-water part of the Campos basin, Brazil. Approximately 8-10 billion bbl of oil were found in South America, 6 billion in the Near East, 5 billion in western Europe, 5 billion in Africa, 2 billion in Asia (outside the USSR), and 0.5-0.7 billion in Australasia. Some of the giant discoveries include: Cano Limo, Colombia (1983); Alif, North Yemen, and Draugen, Norway (1984); Marlim, Brazil, and Heidrun, Norway (1985); El Furrial, Venezuela (1986); and Musipan-1, Venezuela (1987). Most of these and several smaller discoveries are in new plays or trends.

Exports to Canada decreased 47 percent from the 1992 level (50 vs. 95 Bcf) and exports to Mexico decreased by 60 percent (38 vs. 95 Bcf).

    The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand.     As endovascular therapies increase in frequency, the incidence of lost or embolized foreign bodies is increasing. The presence of an intravascular foreign body (IFB) is well recognized to have the potential to cause serious complications. IFB can embolize and impact critical sites such as the heart, with subsequent significant morbidity or mortality. Intravascular foreign bodies most commonly result from embolized central line fragments, but they can originate from many sources, both iatrogenic and noniatrogenic. The percutaneous approach in removing an IFB is widely perceived as the best way to retrieve endovascular foreign bodies. This minimally invasive approach has a high success rate with a low associated morbidity, and it avoids the complications related to open surgical approaches. We examined the characteristics, causes, and incidence of endovascular embolizations and reviewed the various described techniques that have been used to facilitate subsequent explantation of such materials.

    The Arun field was discovered by Mobil Oil Indonesia Inc. in late 1971 in its Bee block in the Aceh province on the north coast of Sumatra, Indonesia. Mobil's operations in this area are conducted under the terms of a production sharing agreement with Pertamina, the Indonesian state-owned oil and gas enterprise. The scope of operations covered by this paper is from production of gas and raw condensate in the field through stabilization and export of condensate and purification, liquefaction, and export of gas at the LNG plant at Blang Lancang, near Lho Seumawe (Sumatra) Indonesia. Mobil Oil Indonesia, Inc. is the field operator and P.T. Arun NGL Company operates the pipelines and LNG plant facilities. All the facilities which will be described are owned by Pertamina; P.T. Arun is owned by Pertamina, Mobil Oil Indonesia, and Japan Indonesia LNG company (JILCO). JILCO represents the five (5) original Japanese LNG purchasers. Brief descriptions are included of the geology, reservoir geometry, well producing characteristics, field producing and cycling facilities, and the treating, liquefaction and export facilities.

    The Interagency Coal Export Task Force was formed in the Spring of 1980 at the direction of the President, in support of the international efforts of the United States, encouraging the use of coal. Its purpose was to report on possible courses of action to increase United States steam coal exports in a manner consistent with other national policies, including our commitment to environmental protection. The Task Force assembled existing data, developed significant new information regarding the international coal market and undertook analyses of apparent problems underlying coal exports. The Task Force contributed to a public awareness of the fact that increased coal exports will serve both the domestic and international interests of the United States. Based upon extensive, independent field studies in Europe and the Far East, the Task Force concludes that there will be significant growth in world demand for steam coal. Such growth has already begun, has contributed to the almost seven-fold increase in United States overseas steam coal exports for 1990 over 1979, and is expected to continue beyond the end of this century. The growth in world steam coal trade projected in the report does not guarantee United States coal exporters a large or expanding share of the market. The United States' role depends on the buying strategies of the consuming countries, the policies and prices of competing exporters, and the actions taken by the United States to maintain reasonable prices, prompt delivery and dependable quality. Projections of United States steam coal exports, therefore, rest upon a number of highly uncertain factors which are discussed in some detail.

    When foreigners are injured or killed in offshore oil operations in foreign jurisdictional waters, US laws do not always apply as they would if the plaintiffs are American or resident aliens. The courts must first consider whether the Jones Act, Death on the High Seas Act, general maritime law, or a combination of laws applies and whether the court should assume jurisdiction or use the doctrine of forum non conveniens. Cases involving foreign offshore workers are used to illustrate the factors involved in each application and to consider the foreign-policy implication when foreign nationals assume that American laws and morality accompany multinational business.     The Ministry of Agriculture of Paraguay and the Municipality of Asuncion (MA) requested the assistance of the U.S. Trade and Development Program (TDP) in the form of a grant to support an Engineering/Economic Feasibility Study. The study would address the requirements for the collection and treatment of wastewaters generated from municipal and industrial sources within the greater Asuncion area. The feasibility study would be contracted to a U.S. firm. The Definitional Mission (DM) recommends that TDP finance the requested Feasibility Study (FS) for the implementation of an adequate wastewater collection and treatment system for Paraguay. The recommended TDP investment is justifiable because this is a project that has strong popular and government support. Treating wastewaters will benefit the public health and environment of all the people within a vast geographical region and will promote economic growth. This recommendation is consistent and supportive of the U.S. foreign policy as well as providing significant opportunities for the export of U.S. goods and services.

    On December 9, 1995, the Secretary of Energy requested that the Department`s Inspector General (IG) conduct a thorough examination of all Secretarial foreign travel from 1993 to December 1995 to include the purpose of each trip, the activities of each Federal participant in each trip, the funding of each trip, and claims for reimbursements for expenses by Federal trip participants. The Secretary also requested that the review include an assessment of travel authorization, voucher, traveler reimbursement, and auditing systems employed by the Department to identify steps that could be taken to reduce errors and improve accounting oversight. The Office of Inspector General (OIG) initiated a review into these matters and assigned primary responsibility for the review to the Office of Inspections. The purpose of this inspection was to conduct a thorough examination of the 16 Secretarial foreign trips from June 1993 to December 1995. This report focuses on the four trade missions because of their extent and cost. We examined a number of Departmental management systems and processes involved in planning and executing the 16 foreign trips. To determine the actual cost of the 16 trips, it was necessary to determine who participated in the trips and to identify the individual travel costs. We were required to perform extensive reviews of records and conduct a large number of interviews because the Department could not provide any specific documents that could accurately account for who actually participated on the 16 trips. Having identified who participated, it was then necessary to examine key aspects of the Department`s management systems. Our report contains 31 recommendations for corrective action.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    Nations, states, and even communities must generate exportable products that earn money for buying needed imports. Exports have ranged from tourist services to hardwood logs. Fertile land, with irrigation water and fertilizer, grows exportable food. On the other hand a hot dry desert with no mineral resources presents a challenge to its occupants. Solar power could be generated and exported, but that requires construction of expensive transmission lines which are in service only when the sun shines. Among new options is a solar-powered plant that recovers zinc from the zinc oxide produced during discharge of zinc-air electric-vehicle batteries. A hectare-size solar-power plant with 30-percent efficient solar cells can in eight hours recover enough zinc to power 36,000 /km (22,000 miles) of travel in lightweight 4-passenger electric vehicles. A by-product could be renewable fuel for use by local residents in electric bicycles. One oriented solar panel, 10 meters by 10 meters in size, with 30-percent efficient solar cells, could in one day deliver enough energy for traveling 14,700 km (9176 miles) on bicycles. This by far exceeds the travel distance that could be obtained in one day by riding on an animal that is pastured on a s0-by-10 meter area.
