    As part of the U.S. Department of Energy’s (DOE’s) effort to deploy transportation technologies that reduce U.S. dependence on imported petroleum, this study examines five school districts, one in Virginia and four in Texas, successful use of propane school buses. These school districts used school buses equipped with the newly developed liquid propane injection system that improves vehicle performance. Some of the school districts in this study saved nearly 50% on a cost per mile basis for fuel and maintenance relative to diesel. Using Argonne National Laboratory’s Alternative Fuel Life-Cycle Environmental and Economic Transportation (AFLEET) Tool developed for the DOE’s Clean Cities program to help Clean Cities stakeholders estimate petroleum use, greenhouse gas (GHG) emissions, air pollutant emissions and cost of ownership of light-duty and heavy-duty vehicles, the results showed payback period ranges from 3—8 years, recouping the incremental cost of the vehicles and infrastructure. Overall, fuel economy for these propane vehicles is close to that of displaced diesel vehicles, on an energy-equivalent basis. In addition, the 110 propane buses examined demonstrated petroleum displacement, 212,000 diesel gallon equivalents per year, and GHG benefits of 770 tons per year.

    The National Renewable Energy Laboratory (NREL) collected and analyzed real-world school bus drive cycle data and selected similar standard drive cycles for testing on a chassis dynamometer. NREL tested a first-generation plug-in hybrid electric vehicle (PHEV) school bus equipped with a 6.4L engine and an Enova PHEV drive system comprising a 25-kW/80 kW (continuous/peak) motor and a 370-volt lithium ion battery pack. A Bluebird 7.2L conventional school bus was also tested. Both vehicles were tested over three different drive cycles to capture a range of driving activity. PHEV fuel savings in charge-depleting (CD) mode ranged from slightly more than 30% to a little over 50%. However, the larger fuel savings lasted over a shorter driving distance, as the fully charged PHEV school bus would initially operate in CD mode for some distance, then in a transitional mode, and finally in a charge-sustaining (CS) mode for continued driving. The test results indicate that a PHEV school bus can achieve significant fuel savings during CD operation relative to a conventional bus. In CS mode, the tested bus showed small fuel savings and somewhat higher nitrogen oxide (NOx) emissions than the baseline comparison bus.

    In an effort to characterize the dynamics typical of school bus operation, National Renewable Energy Laboratory (NREL) researchers set out to gather in-use duty cycle data from school bus fleets operating across the country. Employing a combination of Isaac Instruments GPS/CAN data loggers in conjunction with existing onboard telemetric systems resulted in the capture of operating information for more than 200 individual vehicles in three geographically unique domestic locations. In total, over 1,500 individual operational route shifts from Washington, New York, and Colorado were collected. Upon completing the collection of in-use field data using either NREL-installed data acquisition devices or existing onboard telemetry systems, large-scale duty-cycle statistical analyses were performed to examine underlying vehicle dynamics trends within the data and to explore vehicle operation variations between fleet locations. Based on the results of these analyses, high, low, and average vehicle dynamics requirements were determined, resulting in the selection of representative standard chassis dynamometer test cycles for each condition. In this paper, the methodology and accompanying results of the large-scale duty-cycle statistical analysis are presented, including graphical and tabular representations of a number of relationships between key duty-cycle metrics observed within the larger data set. In addition to presenting the results of this analysis, conclusions are drawn and presented regarding potential applications of advanced vehicle technology as it relates specifically to school buses.

    The H2Fuel Bus is the world`s first hybrid hydrogen electric transit bus. It was developed through a public/private partnership involving several leading technology and industrial organizations in the Southeast, with primary funding and program management provided by the Department of Energy. The primary goals of the project are to gain valuable information on the technical readiness and economic viability of hydrogen buses and to enhance the public awareness and acceptance of emerging hydrogen technologies. The bus has been operated by the transit agency in Augusta, Georgia since April, 1997. It employs a hybrid IC engine/battery/electric drive system, with onboard hydrogen fuel storage based on the use of metal hydrides. Initial operating results have demonstrated an overall energy efficiency (miles per Btu) of twice that of a similar diesel-fueled bus and an operating range twice that of an all-battery powered electric bus. Tailpipe emissions are negligible, with NOx less than 0.2 ppm. Permitting, liability and insurance issues were addressed on the basis of extensive risk assessment and safety analyses, with the inherent safety characteristic of metal hydride storage playing a major role in minimizing these concerns. Future plans for the bus include continued transit operation and use as a national testbed, with potential modifications to demonstrate other hydrogen technologies, including fuel cells.

    A software bus, just like its hardware equivalent, allows for the discovery, installation, configuration, loading, unloading, and run-time replacement of software components, as well as channeling of inter-component communication. Python, a popular open-source programming language, encourages a modular design on software written in it, but it offers little or no component functionality. However, the language and its interpreter provide sufficient hooks to implement a thin, integral layer of component support. This functionality can be presented to the developer in the form of a module, making it very easy to use. This paper describes a Pythonmodule, PyBus, with which the concept of a ''software bus'' can be realized in Python. It demonstrates, within the context of the ATLAS software framework Athena, how PyBus can be used for the installation and (run-time) configuration of software, not necessarily Python modules, from a Python application in a way that is transparent to the end-user.

    Investments in customer-owned grid-connected photovoltaic (PV) energy systems are growing at a steady pace. This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. It concludes with program administration considerations.

    On behalf of the U.S. Department of Energy, PNNL has explored and expanded upon a simple control interface that might have merit for the inexpensive communication of smart grid operational objectives (demand response, for example) to small electric end-use devices and appliances. The approach relies on bi-directional communication via the electrical voltage states of from one to eight shared interconnection pins. The name PinBus has been suggested and adopted for the proposed interface protocol. The protocol is defined through the presentation of state diagrams and the pins’ functional definitions. Both simulations and laboratory demonstrations are being conducted to demonstrate the elegance and power of the suggested approach. PinBus supports a very high degree of interoperability across its interfaces, allowing innumerable pairings of devices and communication protocols and supporting the practice of practically any smart grid use case.

    A bus switching apparatus and method for multiple processor computer systems comprises a plurality of bus switches interconnected by branch buses. Each processor or other module of the system is connected to a spigot of a bus switch. Each bus switch also serves as part of a backplane of a modular crate hardware package. A processor initiates communication with another processor by identifying that other processor. The bus switch to which the initiating processor is connected identifies and secures, if possible, a path to that other processor, either directly or via one or more other bus switches which operate similarly. If a particular desired path through a given bus switch is not available to be used, an alternate path is considered, identified and secured.

    Shuttle Bus Schedule and Route DOE HQ Shuttle Bus Schedule and Route The DOE Shuttle Buses follow the same schedules between the two main Headquarters locations, Forrestal and Germantown. The buses start their routes at each Headquarters facility at the same times, see the schedule below. The subsequent stops at the other facilities are relative to the departure time of each route. The shuttle bus departure and arrival times may be impacted by traffic, weather, or other logistical interruptions.

    A bus bar electrical feedthrough for an electrorefiner system may include a retaining plate, electrical isolator, and/or contact block. The retaining plate may include a central opening. The electrical isolator may include a top portion, a base portion, and a slot extending through the top and base portions. The top portion of the electrical isolator may be configured to extend through the central opening of the retaining plate. The contact block may include an upper section, a lower section, and a ridge separating the upper and lower sections. The upper section of the contact block may be configured to extend through the slot of the electrical isolator and the central opening of the retaining plate. Accordingly, relatively high electrical currents may be transferred into a glovebox or hot-cell facility at a relatively low cost and higher amperage capacity without sacrificing atmosphere integrity.

    The objectives of this research and demonstration program are to convert a campus shuttle bus to operation on dimethyl ether, a potential ultra-clean alternative diesel fuel. To accomplish this objective, this project includes laboratory evaluation of a fuel conversion strategy, as well as, field demonstration of the DME-fueled shuttle bus. Since DME is a fuel with no lubricity (i.e., it does not possess the lubricating quality of diesel fuel), conventional fuel delivery and fuel injection systems are not compatible with dimethylether. Therefore, to operate a diesel engine on DME one must develop a fuel-tolerant injection system, or find a way to provide the necessary lubricity to the DME. In this project, they have chosen the latter strategy in order to achieve the objective with minimal need to modify the engine. The strategy is to blend DME with diesel fuel, to obtain the necessary lubricity to protect the fuel injection system and to achieve low emissions. The bulk of the efforts over the past year were focused on the conversion of the campus shuttle bus. This process, started in August 2001, took until April 2002 to complete. The process culminated in an event to celebrate the launching of the shuttle bus on DME-diesel operation on April 19, 2002. The design of the system on the shuttle bus was patterned after the system developed in the engine laboratory, but also was subjected to a rigorous failure modes effects analysis with help from Dr. James Hansel of Air Products. The result of this FMEA was the addition of layers of redundancy and over-pressure protection to the system on the shuttle bus. The system became operation in February 2002. Preliminary emissions tests and basic operation of the shuttle bus took place at the Pennsylvania Transportation institute's test track facility near the University Park airport.     This report presents results of the American Fuel Cell Bus (AFCB) Project, a demonstration of fuel cell electric buses operating in the Coachella Valley area of California. The prototype AFCB was developed as part of the Federal Transit Administration's (FTA's) National Fuel Cell Bus Program. Through the non-profit consortia CALSTART, a team led by SunLine Transit Agency and BAE Systems developed a new fuel cell electric bus for demonstration. SunLine added two more AFCBs to its fleet in 2014 and another in 2015. FTA and the AFCB project team are collaborating with the U.S. Department of Energy (DOE) and DOE's National Renewable Energy Laboratory to evaluate the buses in revenue service. This report summarizes the performance results for the buses through June 2015.

    The terminations of the Central Solenoid (CS) modules are connected to the bus extensions by joints located outside the CS in the gap between the CS and Torodial Field (TF) assemblies. These joints have very strict space limitations. Low resistance is a common requirement for all ITER joints. In addition, the CS bus joints will experience and must be designed to withstand significant variation in the magnetic field of several tenths of a Tesla per second during initiation of plasma. The joint resistance is specified to be less than 4 nOhm. The joints also have to be soldered in the field and designed with the possibility to be installed and dismantled in order to allow cold testing in the cold test facility. We have developed coaxial joints that meet these requirements and have demonstrated the feasibility to fabricate and assemble them in the vertical configuration. We introduced a coupling cylinder with superconducting strands soldered to the surface of the cable that can be installed in the ITER assembly hall and at the Cold Test Facility. This cylinder serves as a transition area between the CS module and the bus extension. We made two racetrack samples and tested four bus joints in our Joint Test Apparatus. Resistance of the bus joints was measured by a decay method and by a microvoltmeter; the value of the current was measured by the Hall probes. This measurement method was verified in the previous tests. The resistance of the joints varied insignificantly from 1.5 to 2 nOhm. One of the challenges associated with a soldered joint is the inability to use corrosive chemicals that are difficult to clean. This paper describes our development work on cable preparation, chrome removal, compaction, soldering, and final assembly and presents the test results.

    This report describes operations at SunLine Transit Agency for their newest prototype fuel cell bus and five compressed natural gas (CNG) buses. In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. The agency is collaborating with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to evaluate the bus in revenue service. This report provides the early data results and implementation experience of the AT fuel cell bus since it was placed in service.

    A system and method of discharging a bus capacitor of a bidirectional matrix converter of a vehicle are presented here. The method begins by electrically shorting the AC interface of the converter after an AC energy source is disconnected from the AC interface. The method continues by arranging a plurality of switching elements of a second energy conversion module into a discharge configuration to establish an electrical current path from a first terminal of an isolation module, through an inductive element, and to a second terminal of the isolation module. The method also modulates a plurality of switching elements of a first energy conversion module, while maintaining the discharge configuration of the second energy conversion module, to at least partially discharge a DC bus capacitor.

    The purpose of this study was to examine the benefits to be gained from increased powerplant productivity and to validate and demonstrate the use of incentives within the regulatory process to promote the improvement of powerplant productivity. The system-wide costs savings to be gained from given productivity improvement scenarios are estimated in both the short and long term. Numerous reports and studies exist which indicate that productivity improvements at the powerplant level are feasible and cost effective. The efforts of this study widen this focus and relate system-wide productivity improvements with system-wide cost savings. The initial thrust of the regulatory section of this study is to validate the existence of reasonable incentive procedures which would enable regulatory agencies to better motivate electric utilities to improve productivity on both the powerplant and system levels. The voluntary incentive format developed in this study was designed to facilitate the link between profit and efficiency which is typically not clear in most regulated market environments. It is concluded that at the present time, many electric utilities in this country could significantly increase the productivity of their base load units, and the adoption of an incentive program of the general type recommended in this study would add to rate of return regulation the needed financial incentives to enable utilities to make such improvements without losing long-run profit. In light of the upcoming oil import target levels and mandatory cutbacks of oil and gas as boiler fuels for electric utilities, the use of incentive programs to encourage more efficient utilization of coal and nuclear base load capacity will become far more inviting over the next two decades.

    Hydrogen fueled vehicle demonstration projects must satisfy management and regulator safety expectations. This is often accomplished using hazard and safety analyses. Such an analysis has been completed to evaluate the safety of the H2Fuel bus to be operated in Augusta, Georgia. The evaluation methods and criteria used reflect the Department of Energy`s graded approach for qualifying and documenting nuclear and chemical facility safety. The work focused on the storage and distribution of hydrogen as the bus motor fuel with emphases on the technical and operational aspects of using metal hydride beds to store hydrogen. The safety evaluation demonstrated that the operation of the H2Fuel bus represents a moderate risk. This is the same risk level determined for operation of conventionally powered transit buses in the United States. By the same criteria, private passenger automobile travel in the United States is considered a high risk. The evaluation also identified several design and operational modifications that resulted in improved safety, operability, and reliability. The hazard assessment methodology used in this project has widespread applicability to other innovative operations and systems, and the techniques can serve as a template for other similar projects.

This report describes operations at SunLine for the AT fuel cell bus and five compressed natural gas buses. The U.S. Department of Energy's National Renewable Energy Laboratory (NREL) is working with SunLine to evaluate the bus in real-world service to document the results and help determine the progress toward technology readiness. NREL has previously published three reports documenting the operation of the fuel cell bus in service. This report provides a summary of the results with a focus on the bus operation from February 2012 through November 2012.

    The objectives of this research and demonstration program are to convert a campus shuttle bus to operation on dimethyl ether, a potential ultra-clean alternative diesel fuel. To accomplish this objective, this project includes laboratory evaluation of a fuel conversion strategy, as well as, field demonstration of the DME-fueled shuttle bus. Since DME is a fuel with no lubricity (i.e., it does not possess the lubricating quality of diesel fuel), conventional fuel delivery and fuel injection systems are not compatible with dimethyl ether. Therefore, to operate a diesel engine on DME one must develop a fuel-tolerant injection system, or find a way to provide the necessary lubricity to the DME. In this project, they have chosen the latter strategy in order to achieve the objective with minimal need to modify the engine. The strategy is to blend DME with diesel fuel, to obtain the necessary lubricity to protect the fuel injection system and to achieve low emissions. The laboratory studies have included work with a Navistar V-8 turbodiesel engine, demonstration of engine operation on DME-diesel blends and instrumentation for evaluating fuel properties. The field studies have involved performance, efficiency and emissions measurements with the Champion Motorcoach ''Defender'' shuttle bus which will be converted to DME-fueling. The results include baseline emissions, performance and combustion measurements on the Navistar engine for operation on a federal low sulfur diesel fuel (300 ppm S). Most recently, they have completed engine combustion studies on DME-diesel blends up to 30 wt% DME addition.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

The DOE/RA is evaluating Canadian incentives for oil and gas exploration, and this study is intended to provide information that will help guide DOE/RA in determining the applicability of Canadian incentive programs in US energy policy. The study describes and documents the fiscal structure in which the Canadian oil industry operates. The incentive features of pricing policy, taxation policy, and provincial royalty systems are discussed. A principal focus of the study is on one of the most important of Canada's specific incentive programs, the Alberta Exploratory Drilling Incentive Credit Program (EDICP). Both series and parallel configurations for the hybrid case were studied. The simulation results indicate that series hybrid buses have the greatest overall advantage in fuel economy. The series and parallel hybrid buses were predicted to produce similar CO and HC tailpipe emissions but were also predicted to have reduced NOx tailpipe emissions compared to the conventional bus in higher speed cycles. For the New York bus cycle (NYBC), which has the lowest average speed among the cycles evaluated, the series bus tailpipe emissions were somewhat higher than they were for the conventional bus, while the parallel hybrid bus had significantly lower tailpipe emissions. All three bus powertrains were found to require periodic active DPF regeneration to maintain PM control. Plug-in operation of series hybrid buses appears to offer significant fuel economy benefits and is easily employed due to the relatively large battery capacity that is typical of the series hybrid configuration.

  20. Comparison of Parallel and Series Hybrid Power Trains for Transit Bus Applications

    The fuel economy and emissions of conventional and hybrid buses equipped with emissions after treatment were evaluated via computational simulation for six representative city bus drive cycles. Both series and parallel configurations for the hybrid case were studied. The simulation results indicated that series hybrid buses have the greatest overall advantage in fuel economy. The series and parallel hybrid buses were predicted to produce similar carbon monoxide and hydrocarbon tailpipe emissions but were also predicted to have reduced tailpipe emissions of nitrogen oxides compared with the conventional bus in higher speed cycles. For the New York bus cycle, which hasmore » the lowest average speed among the cycles evaluated, the series bus tailpipe emissions were somewhat higher than they were for the conventional bus; the parallel hybrid bus had significantly lower tailpipe emissions. All three bus power trains were found to require periodic active diesel particulate filter regeneration to maintain control of particulate matter. Finally, plug-in operation of series hybrid buses appears to offer significant fuel economy benefits and is easily employed because of the relatively large battery capacity that is typical of the series hybrid configuration.« less

    This report reviews recent DSM shareholder incentive designs and performance at 10 US utilities identifies opportunities for regulators to improve the design of DSM shareholder incentive mechanisms to increase the procurement of cost-effective DSM resources. We develop six recommendations: (1) apply shared-savings incentives to DSM resource programs; (2) use markup incentives for individual programs only when net benefits are difficult to measure, but are known to be positive; (3) set expected incentive payments based on covering a utility`s {open_quotes}hidden costs,{close_quotes} which include some transitional management and risk-adjusted opportunity costs; (4) use higher marginal incentives rates than are currently found in practice, but limit total incentive payments by adding a fixed charge; (5) mitigate risks to regulators and utilities by lowering marginal incentive rates at high and low performance levels; and (6) use an aggregate incentive mechanism for all DSM resource programs, with limited exceptions (e.g., information programs where markups are more appropriate).

    The objectives of this research and demonstration program are to convert a campus shuttle bus to operation on dimethyl ether, a potential ultra-clean alternative diesel fuel. To accomplish this objective, this project includes laboratory evaluation of a fuel conversion strategy, as well as field demonstration of the DME-fueled shuttle bus. Since DME is a fuel with no lubricity (i.e., it does not possess the lubricating quality of diesel fuel), conventional fuel delivery and fuel injection systems are not compatible with dimethyl ether. Therefore, to operate a diesel engine on DME one must develop a fuel-tolerant injection system, or find a way to provide the necessary lubricity to the DME. In this project, they have chosen the latter strategy in order to achieve the objective with minimal need to modify the engine. The strategy is to blend DME with diesel fuel, to obtain the necessary lubricity to protect the fuel injection system and to achieve low emissions. Within the Combustion Laboratory of the Penn State Energy Institute, they have installed and equipped a Navistar V-8 direct-injection turbodiesel engine for measurement of gaseous and particulate emissions and examination of the impact of fuel composition on diesel combustion. They have also reconfigured a high-pressure viscometer for studies of the viscosity, bulk modulus (compressibility) and miscibility of blends of diesel fuel, dimethyl ether and lubricity additives. The results include baseline emissions, performance and combustion measurements on the Navistar engine for operation on a federal low sulfur diesel fuel (300 ppm S). Most recently, they have examined blends of an oxygenated fuel additive (a liquid fuel called CETANER{trademark}) produced by Air Products, for comparison with dimethyl ether blended at the same weight of oxygen addition, 2 wt.%.     A demonstration compressed natural gas (CNG) bus has been operating on The University of Texas at Austin shuttle system since 1992. This CNG vehicle, provided by the Blue Bird Company, was an opportunity for the University to evaluate the effectiveness of a CNG bus for shuttle operations. Three basic operating comparisons were made: (1) fuel consumption, (2) tire wear, and (3) vehicle performance. The bus was equipped with a data logger, which was downloaded regularly, for trip reports. Tire wear was monitored regularly, and performance tests were conducted at the Natural Gas Vehicle Technology Center. Overall, the data suggest that fuel costs for the CNG bus are comparable to those for University diesel buses. This is a result of the lower fuel price for natural gas. Actual natural gas fuel consumption was higher for the CNG buses than for the diesel buses. Due to weight differences, tire wear was much less on the CNG buses. Finally, after installation of a closed-loop system, the CNG bus out-performed the diesel bus on acceleration, grade climbing ability, and speed.

    This document constitutes the plan for collecting and reporting data associated with a special set of transit bus demonstrations to be conducted under the Urban Bus Program of the Alternative Motor Fuels Act (AMFA) of 1988. This program, called the Phase 2 Bus Data Collection Program, serves as an adjunct to the Phase I Bus Data Collection Program, collecting detailed data on just a few buses to augment and enhance the Phase 1 data in fulfilling the urban bus requirements of AMFA. Demonstrations will be conducted at a few transit system locations throughout the US and will use alternative fuels and associated technologies to reduce undesirable transit bus exhaust emissions.     An increasing number of ITS-related after-market systems present a set of in-vehicle installation and use problems relatively unique in the history of automobile use. Many automobile manufacturers would like to offer these new state of the art devices to customers, but are hampered by the current design cycle of new cars. While auto manufacturers are indeed using multiplex buses (the automotive equivalent of a computer local area network), problems remain because manufacturers are not converging on a single bus standard. This paper presents a new dual-bus architecture to address these problems, with an In-Vehicle Information System (IVIS) research platform on which the principles embodied in the ITS Data Bus architecture can be evaluated. The dual-bus architecture has been embodied in a proposed SAE standard, with a ratification vote in December, 1996. The architecture and a reference model for the interfaces and protocols of the new bus are presented and described. The goals of the ITS Data Bus are to be inexpensive and easy to install, and to provide for safe and secure functioning. These high-level goals are embodied in the proposed standard. The IVIS Development Platform comprises a number of personal computers linked via ethernet LAN, with a high-end PC serving as the IVIS computer. In this LAN, actual devices can be inserted in place of the original PC which emulated them. This platform will serve as the development and test bed for an ITS Data Bus Conformity Test, the SAE standard for which has also been developed.

    The ACP Branchbus, a high speed differential bus for data movement in multiprocessing and data acquisition environments, is described. This bus was designed as the central bus in the ACP multiprocessing system. In its full implementation with 16 branches and a bus switch, it will handle data rates of 160 MByte/sec and allow reliable data transmission over inter rack distances. We also summarize applications of the ACP system in experimental data acquisition, triggering and monitoring, with special attention paid to FASTBUS environments.

    It was widely believed that the development of unconventional natural gas (coalbed methane, gas shales, and tight gas) would die once US Sec. 29 credits stopped. Quieter voices countered, and hoped, that technology advances would keep these large but difficult to produce gas resources alive and maybe even healthy. Sec. 29 tax credits for new unconventional gas development stopped at the end of 1992. Now, nearly three years later, who was right and what has happened? There is no doubt that Sec. 29 tax credits stimulated the development of coalbed methane, gas shales, and tight gas. What is less known is that the tax credits helped spawn and push into use an entire new set of exploration, completion, and production technologies founded on improved understanding of unconventional gas reservoirs. As set forth below, while the incentives inherent in Sec. 29 provided the spark, it has been the base of science and technology that has maintained the vitality of these gas sources. The paper discusses the current status; resource development; technology; unusual production, proven reserves, and well completions if coalbed methane, gas shales, and tight gas; and international aspects.

    Cap-and-trade environmental markets, where the commodities are tradable pollution rights, are being introduced in several closely watched applications as a potentially more cost-effective way of cleaning up the environment than direct or command-and-control (CAC) regulation. In this study, we examine the evidence on control cost savings provided by price and transactions data from the first few years of activity in two markets designed to reduce atmospheric pollution. Some observers of both markets have argued that prices for tradable permits lower than expected, and transactions fewer than expected, are evidence that the markets are not achieving the hoped for savings. It was found, on the contrary, that observed prices point toward more flexible and improved pollution control choices and that the number of transactions has been steadily increasing as market incentives are incorporated into enterprise decisions. These new markets during their first few years are generating, according to our estimates, control cost savings in the neighborhood of one to two billion dollars annually. However, there is evidence that the markets have not yet reached their full potential. In the course of this study, several obstacles to market performance were found that are worthy of attention by policy makers. 13 refs., 4 figs., 1 tab.

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

  15. An impurity-induced gap system as a quantum data bus for quantum state transfer

    We introduce a tight-binding chain with a single impurity to act as a quantum data bus for perfect quantum state transfer. Our proposal is based on the weak coupling limit of the two outermost quantum dots to the data bus, which is a gapped system induced by the impurity. By connecting two quantum dots to two sites of the data bus, the system can accomplish a high-fidelity and long-distance quantum state transfer. Numerical simulations for finite system show that the numerical and analytical results of the effective coupling strength agree well with each other. Moreover, we study the robustness of this quantum communication protocol in the presence of disorder in the couplings between the nearest-neighbor quantum dots. We find that the gap of the system plays an important role in robust quantum state transfer.

    Techniques are disclosed for increasing the throughput of a multiplexed electrical bus by exploiting available pipeline stages of a computer or other system. For example, a method for increasing a throughput of an electrical bus that connects at least two devices in a system comprises introducing at least one signal hold stage in a signal-receiving one of the two devices, such that a maximum frequency at which the two devices are operated is not limited by a number of cycles of an operating frequency of the electrical bus needed for a signal to propagate from a signal-transmitting one of the two devices to the signal-receiving one of the two devices. Preferably, the signal hold stage introduced in the signal-receiving one of the two devices is a pipeline stage re-allocated from the signal-transmitting one of the two devices.

    The purpose of the analysis is to identify and quantify Federal incentives that have increased the consumption of coal, oil, natural gas, and electricity. The introductory chapter is intended as a device for presenting the policy questions about the incentives that can be used to stimulate desired levels of energy development. In the theoretical chapter federal incentives were identified for the consumption of energy as Federal government actions whose major intent or result is to stimulate energy consumption. The stimulus comes through changing values of variables included in energy demand functions, thereby inducing energy consumers to move along the function in the direction of greater quantity of energy demanded, or through inducing a shift of the function to a position where more energy will be demanded at a given price. The demand variables fall into one of six categories: price of the energy form, price of complements, price of substitutes, preferences, income, and technology. The government can provide such incentives using six different policy instruments: taxation, disbursements, requirements, nontraditional services, traditional services, and market activity. The four major energy forms were examined. Six energy-consuming sectors were examined: residential, commercial, industrial, agricultural, transportation, and public. Two types of analyses of incentive actions are presented in this volume. The generic chapter focused on actions taken in 1978 across all energy forms. The subsequent chapters traced the patterns of incentive actions, energy form by energy form, from the beginning of the 20th century, to the present. The summary chapter includes the results of the previous chapters presented by energy form, incentive type, and user group. Finally, the implications of these results for solar policy are presented in the last chapter. (MCW)

  18. Anti-double dipping rules for federal tax incentives

    Political as well as technological changes are now reshaping the electric utility industry. While accommodating these changes, state legislative and regulatory agencies have the opportunity to promote public policies. In this regard, various state entities are evaluating appropriate incentives for renewable energy development so as to introduce greater competition in electric generation. For example, the California legislature is considering a supplemental production payment and the State of Iowa has instituted a low-interest loan program for wind and other alternative energy generation. By complementing the existing federal tax incentives, state incentives can spur the wind industry`s growth. If structured in the wrong way, however, state assistance programs will undercut the value of the federal tax incentives. The federal anti-double dipping rules apply to certain state programs. If a developer utilizes the wrong type of state assistance for a wind project, the anti-double dipping rules will reduce the federal tax incentives and this in turn will decrease the project`s profitability. Rather than suffer these results, very few if any developer will use the state program. Despite the time and effort a state may expend to enact a program for alternative energy development, the state assistance will be ineffectual. This paper reviews the counterproductive results which state assistance can have on a wind project because of the federal anti-double dipping rules.

    As more Smart Grid technologies (e.g., distributed photovoltaic, spatially distributed electric vehicle charging) are integrated into distribution grids, static distribution simulations are no longer sufficient for performing modeling and analysis. GridLAB-D is an agent-based distribution system simulation environment that allows fine-grained end-user models, including geospatial and network topology detail. A problem exists in that, without outside intervention, once the GridLAB-D simulation begins execution, it will run to completion without allowing the real-time interaction of Smart Grid controls, such as home energy management systems and aggregator control. We address this lack of runtime interaction by designing a flexible communication interface, Bus.py (pronounced bus-dot-pie), that uses Python to pass messages between one or more GridLAB-D instances and a Smart Grid simulator. This work describes the design and implementation of Bus.py, discusses its usefulness in terms of some Smart Grid scenarios, and provides an example of an aggregator-based residential demand response system interacting with GridLAB-D through Bus.py. The small scale example demonstrates the validity of the interface and shows that an aggregator using said interface is able to control residential loads in GridLAB-D during runtime to cause a reduction in the peak load on the distribution system in (a) peak reduction and (b) time-of-use pricing cases.

    A control system for an electric or hybrid electric vehicle includes a vehicle system controller and a control circuit having an electric immersion heater. The heater is electrically connected to the vehicle's high voltage bus and is thermally coupled to a coolant loop containing a heater core for the vehicle's climate control system. The system controller responds to cabin heat requests from the climate control system by generating a pulse width modulated signal that is used by the control circuit to operate the heater at a duty cycle appropriate for the amount of cabin heating requested. The control system also uses the heater to dissipate excess energy produced by an auxiliary power unit and to provide electric braking when regenerative braking is not desirable and manual braking is not necessary. The control system further utilizes the heater to provide a safe discharge of a bank of energy storage capacitors following disconnection of the battery or one of the high voltage connectors used to transmit high voltage operating power to the various vehicle systems. The control circuit includes a high voltage clamping circuit that monitors the voltage on the bus and operates the heater to clamp down the bus voltage when it exceeds a pre-selected maximum voltage. The control system can also be used to phase in operation of the heater when the bus voltage exceeds a lower threshold voltage and can be used to phase out the auxiliary power unit charging and regenerative braking when the battery becomes fully charged.

    Mostly, pedestrian car accidents occurred at a signalized interaction is because pedestrians cannot across the intersection safely within the green light. From the viewpoint of pedestrian, there might have two reasons. The first one is pedestrians cannot speed up to across the intersection, such as the elders. The other reason is pedestrians do not sense that the signal phase is going to change and their right-of-way is going to be lost. Developing signal logic to protect pedestrian, who is crossing an intersection is the first purpose of this study. In addition, to improve the reliability and reduce delay of public transportation service is the second purpose. Therefore, bus preemption is also considered in the designed signal logic. In this study, the traffic data of the intersection of Chong-Qing North Road and Min-Zu West Road, Taipei, Taiwan, is employed to calibrate and validate the signal logic by simulation. VISSIM 5.20, which is a microscopic traffic simulation software, is employed to simulate the signal logic. From the simulated results, the signal logic presented in this study can protect pedestrians crossing the intersection successfully. The design of bus preemption can reduce the average delay. However, the pedestrian safety and bus preemption signal will influence the average delay of cars largely. Thus, whether applying the pedestrian safety and bus preemption signal logic to an intersection or not should be evaluated carefully.

  10. A primer on incentive regulation for electric utilities

    In contemplating a regulatory approach, the challenge for regulators is to develop a model that provides incentives for utilities to engage in socially desirable behavior. In this primer, we provide guidance on this process by discussing (1) various models of economic regulation, (2) problems implementing these models, and (3) the types of incentives that various models of regulation provide electric utilities. We address five regulatory models in depth. They include cost-of-service regulation in which prudently incurred costs are reflected dollar-for-dollar in rates and four performance-based models: (1) price-cap regulation, in which ceilings are placed on the average price that a utility can charge its customers; (2) revenue-cap regulation, in which a ceiling is placed on revenues; (3) rate-of-return bandwidth regulation, in which a utility`s rates are adjusted if earnings fall outside a {open_quotes}band{close_quotes} around equity returns; and (4) targeted incentives, in which a utility is given incentives to improve specific components of its operations. The primary difference between cost-of-service and performance-based approaches is the latter sever the tie between costs and prices. A sixth, {open_quotes}mixed approach{close_quotes} combines two or more of the five basic ones. In the recent past, a common mixed approach has been to combine targeted incentives with cost-of-service regulation. A common example is utilities that are subject to cost-of-service regulation are given added incentives to increase the efficiency of troubled electric-generating units.

    Over the last 18 months Public Service Company of New Mexico (PNM), El Camino Real Engineering, Inc. (CRE), Los Alamos National Laboratory (LANL) and Sandia National Laboratories (SNL) have worked on the development of disturbance-free power at the medium voltage substation level. The work resulted in the Secure Bus concept, a system in which a medium voltage bus in a substation is immune to power outages and voltage sags on the utility source. The Secure Bus voltage is also immune to voltage sags resulting from faults on any distribution feeder connected to the bus. The Secure Bus concept originated from work conducted to improve power quality for large high-tech manufacturing facilities, in particular for large semiconductor manufacturing plants. For the demands on quality power of a modern facility conventional equipment is not adequate for protecting the end user. For example, the operation of conventional vacuum breakers during short circuit conditions on a feeder circuit, requiring 3 to 5 cycles for breaker opening, does not allow for fast enough current interruption to avoid a voltage dip on the main bus. A sever voltage sag could result in a shut down of sensitive equipment being supplied by the other feeder circuits, which are connected to the main bus. The circumvent the problem, a fast breaker was introduced which interrupts the short circuit before the current causes a significant voltage disturbance. To make the bus immune also to power disturbances caused by power outages, energy storage is introduced to provide the necessary energy back-up in case the primary source is not available.

With the invention, the number of semiconductor switches is reduced to m+3 for a multi-level dc bus having m levels. A method of machine control is also disclosed.

    The purpose of the report is to compare the expected costs of operating a transit bus fleet on liquefied natural gas (LNG), compressed natural gas (CNG), and diesel fuel. The special report is being published prior to the overall project final report in response to the current high level of interest in LNG transit buses. It focuses exclusively on the economics of LNG buses as compared with CNG and diesel buses. The reader is referred to the anticipated final report, or to a previously published 'White Paper' report (Reference 1), for information regarding LNG vehicle and refueling system technology and/or the economics of other LNG vehicles. The LNG/CNG/diesel transit bus economics comparison is based on total life-cycle costs considering all applicable capital and operating costs. The costs considered are those normally borne by the transit property, i.e., the entity facing the bus purchase decision. These costs account for the portion normally paid by the U.S. Department of Transportation (DOT) Federal Transit Administration (FTA). Transit property net costs also recognize the sale of emissions reduction credits generated by using natural gas (NG) engines which are certified to levels below standards (particularly for NOX).

    The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms.     Recursive relations are derived for the exact computation of the steady-state probability distribution of some queueing models with passive resources that can be used to analyze the performance of multiple-bus multiprocessor system architectures. The most general case that was shown to admit a product-form solution is described, and a recursive solution is obtained considering different processor access rates, different memory selection probabilities, and an FCFS bus scheduling policy. Several simpler cases allowing easier model solutions are also considered. Numerical evaluations of large computing systems with nonuniform memory references show the usefulness of the results.

    This paper describes a detecting method of incomplete contact in gas insulated switches and bus connecting parts. The principle of the method is to measure the change in magnetic field caused by the current distribution at an abnormal contact point. Fundamental studies with small-size bus models have shown that incomplete contact can be reliably detected with an opto-magnetic sensor in the case of aluminum enclosures, A feasibility study was also conducted for a full-scaled 300kV GIS structure with more realistic incomplete contact conditions.

    Microgrids can provide an avenue for increasing the amount of distributed generation and delivery of electricity, where control is more dispersed and quality of service is locally tailored to end-use requirements. Much of this functionality is very different from the predominant utility model to date of centralized power production which is then transmitted and distributed across long distances with a uniform quality of service. This different functionality holds much promise for positive change, in terms of increasing reliability, energy efficiency, and renewable energy while decreasing and carbon emissions. All of these functions should provide direct cost savings for customers and utilities as well as positive externalities for society. As we have seen from the international experience, allowing microgrids to function in parallel with the grid requires some changes in electricity governance and incentives to capture cost savings and actively price in positive externalities. If China can manage to implement these governance changes and create those incentive policies, it will go beyond the establishment of a successful microgrid demonstration program and become an international leader in microgrid deployment.

    Individual, tubular solid oxide fuel cells (SOFCs) are assembled into bundles called a module within a housing, with a plurality of modules arranged end-to-end in a linear, stacked configuration called a string. A common set of piping comprised of a suitable high temperature resistant material (1) provides fuel and air to each module housing, (2) serves as electrically conducting buses, and (3) provides structural support for a string of SOFC modules. Ceramic collars are used to connect fuel and air inlet piping to each of the electrodes in an SOFC module and provide (1) electrical insulation for the current carrying bus bars and gas manifolds, (2) damping for the fuel and air inlet piping, and (3) proper spacing between the fuel and air inlet piping to prevent contact between these tubes and possible damage to the SOFC. 11 figs.

    Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. These best practices consider the perspectives of various stakeholders and the broad objectives of reducing solar costs, encouraging long-term market viability, minimizing ratepayer costs, and protecting consumers.

    Subnational policies pertaining to photovoltaic (PV) systems have increased in volume in recent years and federal incentives are set to be phased out over the next few. Understanding how subnational policies function within and across jurisdictions, thereby impacting PV market development, informs policy decision making. This report was developed for subnational policy-makers and researchers in order to aid the analysis on the function of PV system incentives within the emerging PV deployment market. The analysis presented is based on a 'logic engine,' a database tool using existing state, utility, and local incentives allowing users to see the interrelationships between PV system incentives and parameters, such as geographic location, technology specifications, and financial factors. Depending on how it is queried, the database can yield insights into which combinations of incentives are available and most advantageous to the PV system owner or developer under particular circumstances. This is useful both for individual system developers to identify the most advantageous incentive packages that they qualify for as well as for researchers and policymakers to better understand the patch work of incentives nationwide as well as how they drive the market.

    Title IV of the Clean Air Act Amendments (CAAA) of 1990 (P.L. 101--549) establishes the use of flexible emission compliance strategies for electric utilities to reduce the emissions of add precursors (SO[sub 2], NO[sub 2]). To control SO[sub 2] emissions, tradeable emission allowances will be used; NO[sub 2] emissions will be controlled by an emission standard, but a utility is permitted to average NO[sub 2] emissions systemwide to meet the standard. Both of these policies promote flexibility and cost savings for the utility while achieving the prescribed emission reduction goals of P.L. 101--549. The use of SO[sub 2] emission allowances has two notable benefits: A utility has the choice of a wide range of compliance methods allowing it to minimize compliance costs and second; the use of transferable emission allowances promote technological innovation with respect to emissions reduction/control. This report discusses the use of regulatory incentives towards the achievement of a Title IV goal of cost reduction of SO[sub 2] emissions.
